Editorial: Mexican Shuffle

Diplomacy: Like a guilt-ridden divorced dad, President Obama met with Mexico's President Calderon Thursday — and quickly caved in to all he asked. That's a jackpot for Mexico. But for the U.S., it's a mixed bag.



The only reason Thursday's White House meeting between President Obama and Mexican President Felipe Calderon wasn't a complete loss for the U.S. was that some of the Mexican leader's agenda was to persuade Obama to respect free markets, honor U.S. treaty obligations, and help win Mexico's war spilling over the U.S. border.



Up until now, Obama's paid scant attention to any of these issues, seeing Mexico solely in domestic political terms. With time getting short, Calderon's hasty visit was met with Obama caving in to all of his requests.



Even so, there was some good news on one front from this White House summit.



President Obama announced at long last that the U.S. would restore Mexican trucking rights in the U.S. after Congress let a pilot program enacted under NAFTA expire in 2009.



That mistake cost U.S. companies $2.4 billion in retaliatory Mexican tariffs, and tens of thousands of U.S. jobs. Mexico, remember, is America's third-largest trading partner, and the impact was big.



In this case, caving in to Calderon wasn't a bad thing.



Obama had let the truck program expire largely to please the Teamsters' union, which hates competition. Pleasing Calderon effectively pitches this union over the side and should restore some of the U.S. jobs lost as a result of two years of pointless tariffs.



A second cave-in, however, wasn't nearly as good for Americans. Obama announced that though the U.S. would continue to help Mexico win its war against the drug cartels, U.S. agents in Mexico must continue to work unarmed.



That may sound insane to Americans, but it was exactly what Calderon sought — a manifestation of longstanding historic consensus in that country, and a nod to his own domestic political interests.



Unfortunately, it ill serves American interests, and Obama should have insisted Calderon give in.



Last month, two U.S. agents of the Immigration and Customs Enforcement agency were assaulted by armed Mexican cartel thugs on a highway in San Luis Potosi, leaving Special Agent Jaime Jorge Zapata, 32, dead.



Obama could have read Calderon the Riot Act on that one — insisting that those who help Mexico in its war at least be able to defend themselves. If we are to see Mexico's war as serious, old attitudes must be discarded.



But that didn't happen, largely because Obama acted like a softy — not out of any real interest in the issues, but because he's paid so little attention. Obama's policies are basically reactions to events.
