WASHINGTON – America's population center is edging away from the Midwest, pulled by Hispanic growth in the Southwest, according to census figures. The historic shift is changing the nation's politics and even the traditional notion of the country's heartland — long the symbol of mainstream American beliefs and culture.

The West is now home to the four fastest-growing states — Nevada, Arizona, Utah and Idaho — and has surpassed the Midwest in population, according to 2010 figures. California and Texas added to the southwestern population tilt, making up more than one-fourth of the nation's total gains since 2000.

When the Census Bureau announces a new mean center of population next month, geographers believe it will be placed in or around Texas County, Mo., southwest of the present location in Phelps County, Mo. That would put it on a path to leave the region by midcentury.

"The geography is clearly shifting, with the West beginning to emerge as America's new heartland," said Robert Lang, a sociology professor at the University of Nevada-Las Vegas who regularly crunches data to determine the nation's center. "It's a pace-setting region that is dominant in population growth but also as a swing point in American politics."

The last time the U.S. center fell outside the Midwest was 1850, in the eastern territory now known as West Virginia. Its later move to the Midwest bolstered the region as the nation's cultural heartland in the 20th century, central to U.S. farming and Rust Belt manufacturing sites.

In the 1960s, "Will it play in Peoria?" was a common phrase that coincided with the U.S. center's location in Illinois. It was a measure of whether a politician or consumer product could appeal to mainstream Americans with traits associated with Midwesterners, such as stability and caution.

But over the last decade, the Phoenix suburb of Peoria, Ariz., soared past its namesake Peoria, Ill., in population size. Democrat Barack Obama in 2008 successfully made the Republican-leaning Mountain West a key component to winning elections, with Colorado, Nevada and New Mexico now considered swing states.

With Arizona on track to surpass Ohio in electoral votes by midcentury, based on projected growth, issues important to the West, such as Arizona's sharp debate over immigration, gain in political significance.

The Census Bureau calculates the mean U.S. center every 10 years based on its national head count. The center represents the middle point of the nation's population distribution — the geographic point at which the country would balance if each of its 308.7 million residents weighed the same.

The latest 2010 figures show a loss of House seats for states including Missouri and some of those east of it, primarily in the Midwest's declining Rust Belt. Eight of the 12 pickups in House seats occur in states west of Missouri, with Florida (with 2 new seats), Georgia and South Carolina in the Southeast being the exceptions.

The fastest U.S. growth is occurring in the Mountain West, which includes Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah and Wyoming. As California's growth slows, many of the Mountain state arrivals are Hispanic immigrants seeking jobs and affordable family living. Hispanics tend to lean Democratic when voting.

Among census findings:

_In Arizona, which gains a House seat, Hispanics accounted for roughly half of the state's population increase since 2000, according to census estimates. Arizona has picked up at least one House seat every decade since 1950; its total seats could outnumber Ohio's as early as 2040 — so long as anti-immigration sentiment and recent mortgage foreclosures don't curtail its long-term growth.

_In seven of the eight Mountain states, Hispanics accounted for nearly 50 percent or more of the population gains among children under 18. Montana, which had a population loss of children, was the exception.

_The Western U.S. grew 13.8 percent from 2000 to 71.9 million people, surpassing the Midwest as the second most populous region. The Midwest rose 3.9 percent and the Northeast gained 3.2 percent. The West's growth rate is nearly equal to the South's, which rose 14.3 percent to 114.6 million on the Sun Belt strength of Texas and Florida.

_California, which failed to add a House seat for the first time in its history, would have lost population if it weren't for growth among Hispanics and other minorities, according to 2010 figures released Tuesday. Los Angeles posted a gain over the past decade of just under 100,000 people, its smallest numerical growth since 1890-1900, as many of its Hispanic residents moved elsewhere. The state, the nation's largest with 37.3 million, continues to grow primarily from immigration and births.

"Instead of serving as the migration magnet of the West, California has become the anchor for an expanding Western region," said William Frey, a demographer at Brookings Institution who reviewed the census numbers. "The old phrase, `Go West, young man' has now turned to `Eastward ho' for California's young residents, recent immigrants and retirees as they spill into neighboring states. It may never again gain another congressional seat."

Historically, the first center of population in 1790 resided in Kent County, Md., 23 miles east of Baltimore, the fulcrum between Pennsylvania and New York in the North and slave states in the South. It moved west through West Virginia amid the rise of steamboat travel and development of the nation's first railroads in the 1820s.

The U.S. center stayed put in Indiana from 1890-1940, largely stalled by a wave of European immigrants to the Northeast and then the Great Depression. It made big strides in Illinois in the 1950s as California boomed and Alaska and Hawaii gained statehood, before taking on a southwesterly path.

Missouri has been at the U.S. center since 1980.

State officials are tentatively planning for a commemorative marker in Texas County or its vicinity. Texas County boasts 26,000 residents, with whites making up 92 percent of the population, compared with roughly 65 percent for the country. Blacks make up 3.3 percent and Hispanics 1.6 percent.

"I think it's appropriate that people in the county get some recognition," said Brad Gentry, 48, of Houston, Mo., who publishes the weekly paper in Texas County. "It's primarily agriculture, and we have a lot of retirees. Despite a high rate of poverty, people are resilient and make things work — even if they are pretty disillusioned by the political process that has bogged down Washington."

Study: Illegal alien population may be as high as 38 million A new report finds the Homeland Security Department "grossly underestimates" the number of illegal aliens living in the U.S. Homeland Security's Office of Immigration Studies released a report August 31 that estimates the number of illegal aliens residing in the U.S. is between 8 and 12 million. But the group Californians for Population Stabilization, or CAPS, has unveiled a report estimating the illegal population is actually between 20 and 38 million. Four experts, all of whom contributed to the study prepared by CAPS, discussed their findings at a news conference at the National Press Club in Washington Wednesday. James Walsh, a former associate general counsel of the Immigration and Naturalization Service, said he is "appalled" that the Bush administration, lawyers on the Senate Judiciary Committee, and every Democratic presidential candidate, with the exception of Joe Biden, have no problem with sanctuary cities for illegal aliens. "Ladies and gentlemen, the sanctuary cities and the people that support them are violating the laws of the United States of America. They're violating 8 USC section 1324 and 1325, which is a felony -- [it's] a felony to aid, support, transport, shield, harbor illegal aliens," Walsh stated. Walsh said his analysis indicating there are 38 million illegal aliens in the U.S. was calculated using the conservative estimate of three illegal immigrants entering the U.S. for each one apprehended. According to Walsh, "In the United States, immigration is in a state of anarchy -- not chaos, but anarchy."

Census estimates US population at 306M to 313M

WASHINGTON -- Census surprise? The government provided new estimates Monday showing the U.S. population grew to somewhere between roughly 306 million and 313 million over the last decade, acknowledging uncertainty due to rapid shifts in immigration.

The estimates, which are separate from the official 2010 census count, are based on a review of birth and death records as well as calculations of new immigrants as of April 1, 2010. Demographers say the range of numbers offers a rough guide to the official 2010 results that will be used to apportion House seats when they are released later this month.

"For the first time, we are providing a series of demographic analysis estimates to more clearly demonstrate the uncertainty in these figures," said Census director Robert Groves.

The numbers show the nation's population ranged from 305.7 million to 307.4 million based on lower rates of immigration, which independent think-tanks such as the Pew Hispanic Center have said dropped off sharply recently due to the souring U.S. economy.

A mid-range estimate - which in previous census reports have typically come within 1-2 percent of the final count - puts the number at 308.5 million. Census estimates based on assumptions of higher levels of immigration place the nation's population between 310 million and 312.7 million.

In 2000, the official census count was 281.4 million.

No breakdowns were provided Monday for states or local areas.

The estimates also indicate:

-Hispanics accounted for all the growth in the youth population in the last decade. In 2000, Hispanics made up 17 percent of the U.S. population under age 20. They now represent somewhere between 22 and 25 percent of that age group.

-There were roughly 40.9 million to 41.7 million blacks in the U.S., based on a tabulation that includes Hispanic blacks. That would put the share of blacks at roughly 13 percent of the U.S. population.

-Without Hispanics, the number of young people in the U.S. would have declined between 2000 and 2010. Based on the estimates, the non-Hispanic youth population declined somewhere between 1.25 million and 2.9 million.

"The U.S. population is becoming more diverse from youngest to oldest and Hispanics are the driving force behind this youth diversity," said Kenneth Johnson, a sociology professor at the University of New Hampshire, who reviewed the numbers.

Monday's middle estimate of the total U.S. population is a bit lower than an earlier census calculation that put it at 309 million. That 309 million estimate, or various versions of it, has been used by outside analysts to project the distribution of House seats that show strong gains for immigration states such as Florida, Arizona and Texas.

John Long, who was chief of the Census Bureau's population division during the 2000 count, said that based on historical trends and decreased immigration, the latest estimates point to a final 2010 census tally that is "several million lower" than 309 million - with high variability in states that tend to attract new immigrants.

He said the previous 309 million estimate is at least 1 million too high because of methodology changes in how the number is calculated when cities challenge the count. The estimates also may have failed to capture the most recent trends in immigration - which included a sharp slowdown in illegal immigrants - due to a time lag of more than one year in calculating the numbers.

"Each decade, census results have a way of surprising us," Long said. "These demographic analysis results indicate that the surprise may be in a downward direction. Most states will find that their population counts will be below what they expected."

The stakes are high. After state numbers are released later this month, the Census Bureau will begin to release population and race breakdowns for more local areas in February, triggering a process in which states gaining or losing House seats will redraw political boundaries.

Current projections by Election Data Services indicate that a dozen congressional seats affecting 18 states would change hands. They include four seats for Texas, two for Florida and one each for Arizona, Georgia, Nevada, South Carolina, Utah and Washington.

New York and Ohio are projected to lose two seats apiece, while eight states would lose single seats - Illinois, Iowa, Louisiana, Massachusetts, Michigan, Missouri, New Jersey and Pennsylvania.

Kimball Brace, president of Election Data Services, said given the unpredictability in immigration suggested by Monday's estimates, Florida was likely to be more on the edge in gaining a second House seat. Also, because census estimates do not include U.S. military personnel and their families living overseas, he said a state with higher shares of Army posts, such as North Carolina, may prove to be an unexpected winner, as it was in 2000 when it beat out Utah for the last seat.

The census estimates released Monday - known as Demographic Analysis - have historically been used to assess the level of undercounts in the decennial census, which disproportionately misses children and black men. In recent censuses, they have also been used as one guidepost in the government's decisions whether to statistically adjust the census for known undercounts. Groves has ruled out making any adjustments in the 2010 census for purposes of reapportionment and redistricting.

More than 50 miles of illegally made roads were rehabilitated. Hikers in the Huachuca Mountains say they are almost wading through empty gallon water jugs. The rotting garbage and human waste is a health hazard to humans and also to wildlife. Trash is commonly found in bears' stomachs. The cost of removing all the trash in one area of southeastern Arizona is estimated to be about $4.5 million, not including the real trash hotbeds such as the Ironwood Forest National Monument. Without effective border controls, the task is believed to be impossible (Arizona Daily Star, 7/30/05). Compounding the current higher ER, hospital and environmental costs is the fact that nearly a quarter of U.S. births are to immigrants. This, according to a study in 2005, is a record higher than at the peak of the previous great immigration wave in 1910. Nearly 42 percent of those births are to mothers in the country illegally. Do the math, and this means that 10 percent of U.S. births are to illegal aliens.
