WSWS.org Again on the jobs crisis in the US 19 August 2011 The most basic indicator of the social calamity facing millions of people in the United States is the persistent, and in fact worsening, jobs crisis. Millions of jobs have been wiped out since the crash of 2008 three years ago. Long-term unemployment remains at highs that far exceed anything since the Great Depression of the 1930s. Some 14 million people in the US are officially unemployed, and an additional 11 million people have given up work or are involuntarily working part-time. The only reason that the official unemployment rate is not much higher than the current 9.1 percent is because millions of people have given up looking for work or no longer qualify for unemployment benefits. In cities like Detroit, real unemployment is as high as 50 percent. An entire generation of young people is entering the labor force with no prospect of gaining a decent-paying job. According to the latest Kids Count study, 31 percent of children throughout the country—or 32.1 million children, up 2.9 million from a year before—lived in families where no parent had a full-time, year round job in 2009. This figure is 47 percent for African Americans. These conditions are set to get much worse. Among a number of bleak economic indicators driving the financial markets down sharply on Thursday was a jump in weekly unemployment claims back above 400,000, a sign of a deteriorating jobs market. In the midst of this social calamity, the American political establishment, led by the Obama administration, has absolutely nothing to offer. The entire focus is on slashing trillions of dollars in social spending, ripping up health care, education and pension programs, and vastly increasing the exploitation of the working class as a whole. The turmoil on world markets reflects at least in part the realization that the impact of this policy, which is being implemented internationally, will mean a renewed global downturn, and even a world depression. The political bankruptcy of the ruling class was only underscored this week in the announcement that president Obama would give an address early next month on jobs. The president will propose a few paltry measures tailored to the interests of big business, including tax breaks, an overhaul of patent law and free trade agreements, along with a token increase in spending on infrastructure. One proposal is expected to focus on “rebuilding schools,” but in the unlikely event that such a measure is passed, whatever funds are directed to this purpose will be dwarfed by the impact of budget cuts at the state and local levels, which have shut down hundreds of schools and eliminated tens of thousands of jobs. Obama will also call for “tax reform,” by which is meant a significant reduction in corporate taxes and taxes for the wealthy, combined with the elimination of tax deductions that benefit broader sections of the population. The centerpiece of Obama’s speech, however, is to be to be the call for even greater cuts in federal spending. A “super committee” of Republican and Democratic Congressmen is tasked with finding $1.5 trillion in cuts over the next decade as part of the agreement reached between Obama and House Republicans earlier this month. Obama will present a plan along the lines of the “grand bargain” he temporarily reached with Republican House Speaker John Boehner in July, amounting to $4 trillion in cuts over a decade. In his Midwest tour this past week–supposedly focused on “jobs”—Obama again stressed the need to cut federal health care and retirement programs, including Medicare, Medicaid and Social Security. Aside from the social impact of cutting benefits for millions of people, these austerity measures will only compound the jobs crisis. As Obama ended his trip through rural regions in the Midwest, for example, a spokesman for the Coalition to Protect Senior Care noted that “cuts to Medicare and Medicaid” will “undermine America’s rural jobs base since Medicare and Medicaid are more than just vital health programs, but also key rural economic drivers.” The health care industry presently employs about 14 million people. Obama endlessly repeats the refrain that the “private sector” is the engine of jobs growth, even as corporate America sits on trillions of dollars of cash reserves accumulated on the basis of record wage cutting. He reiterated this week his insistence that an end to the recession “isn’t going to be driven by Washington,” that is, there will be no federal jobs program to put people to work. In response to Obama’s lurch to the right, the “left” factions of the political establishment are doing what they can to preserve the control of the Democratic Party. This month, the Congressional Black Caucus, a section of the Democratic Party, has sponsored a series of jobs fairs, including one attended by about 5,000 workers in Detroit on Tuesday. Those who are turning out for these events are finding that there are in fact no jobs to be had. The cynical charade is intended mainly as a backdrop for promoting Obama and building up for the election campaign in 2012. The CBC itself has nothing to propose to resolve the jobs crisis. It has presented a series of legislative measures as a supposed jobs program, consisting largely of various training programs or tax measures. It is notable that no one in the Democratic Party, even among its supposed “left” factions, is capable of speaking of a “public works” program. The pseudo-left in the United States attempts to maintain political control of the Democratic Party by claiming that Obama is merely bending to the intransigence of the Republicans and the Tea Party elements. This is entirely false. There are no fundamental differences between the two parties of big business. Indeed, the ability of such reactionary forces to posture as advocates of “job creation” is due entirely to the right-wing policies of the Obama administration itself. The Socialist Equality Party calls for a multi-trillion dollar emergency jobs program to put millions of people to work. Such a program must be funded through a massive increase in taxes on the rich, the expropriation of the vast sums that have been monopolized by a tiny layer of the population and are currently dedicated to financial speculation. Even the most minimal reforms, however, let alone the type of measures required to address the social crisis, pose revolutionary tasks. The rights and interests of the vast majority of the population stand in irreconcilable conflict with the demands of the financial elite and the capitalist profit system they defend. The wealthy control every element of economic and political life. This control must be ended, through the establishment of a workers government and the transformation of the corporations and financial institutions into democratically controlled enterprises, operated on the basis of social need. As the economic situation in the United States and internationally enters a new tailspin, the pressing task is the building of an independent socialist movement of the working class. To be safe, a president needs a Gallup job approval of 50 percent or better on Election Day. George W. Bush narrowly won reelection in 2004 with a 48 percent Gallup approval, mainly because his voters were more motivated than John Kerry’s. After a long, slow slide, Obama’s approval hovers in the low 40s. He starts with ground to make up. Lacking the momentum of an economic recovery, the Obama campaign is signaling three elements of a political recovery strategy. First — 32 months after his inauguration, 28 months after the unemployment rate first surged past 9 percent — Obama will propose a “very specific” jobs package. In September. Following a well-deserved vacation. Specificity would be welcome. This is different, however, from timeliness or seriousness. And the proposals gaining trial-balloon status are late and weak. During his Midwest bus tour, Obama talked of extending the payroll tax holiday, creating an infrastructure bank to fund new projects, patent reform and finalizing trade agreements. The extension of payroll tax relief would do nothing new — continuing an existing policy. The infrastructure bank would require significant new spending by Congress as it simultaneously makes difficult, dramatic cuts in discretionary spending. Even in this unlikely event, it is hard to imagine how tens of billions of dollars devoted to roads and bridges — funneled to less-than-shovel-ready projects and focused on a single distressed industry — would dramatically succeed in boosting job creation where an $800 billion stimulus package did not. Both patent reform and trade agreements are good ideas with little short-term effect on job creation. Obama may be preparing unexpected policy wonders at Martha’s Vineyard, but he cannot change the fact that he made a bad bet. In 2009, he assumed that a staggering economy would recover in a normal cyclical fashion, just in time for his reelection. So he spent his political capital on the largely irrelevant issue of health care. Now he wants to become the jobs candidate, mainly through the repetition of the word “jobs.” The second element of Obama’s recovery strategy is to distance himself from a divided, dysfunctional, unpopular Congress. This, of course, is not fully consistent with element one — getting legislative achievements out of an institution you are savaging. These attacks are not new or, so far, successful. The debt-limit debacle was punctuated by the president’s irritable complaints about Congress — particularly about its refusal to raise taxes. Congress responded with complaints about the president’s late and erratic interventions — then pretty much ignored him in crafting a final deal. Americans justifiably held the entire political class responsible. A president cannot distance himself from a process he is supposed to lead and failed to lead effectively. Third, the Obama camp has previewed a campaign of personal attacks against its Republican opponent, whoever it happens to be. Obama advisers and Democratic strategists have been quoted by Politico calling Mitt Romney “weird,” possessing an “innate phoniness,” which will allow Democrats to “kill” his campaign. David Axelrod, Obama’s chief strategist, has distanced himself from these comments. But such hardball is consistent with the way Obama has treated Speaker John Boehner (going to his home state of Ohio in 2010 to attack him directly) and Rep. Paul Ryan (inviting Ryan to a budget speech in which Obama trashed him as an enemy of children with Down syndrome). As president, Obama has been comfortable practicing the Chicago way of politics. And Texas Gov. Rick Perry now offers a target so tempting that even Democrats outside Chicago will find it hard to resist. Obama’s cause is far from hopeless. By Christopher Goffard, Paloma Esquivel and Teresa Watanabe, Los Angeles Times August 19, 2011 The Obama administration said it will review the cases of 300,000 illegal immigrants currently in deportation proceedings to identify "low-priority" offenders — including the elderly, crime victims and people who have lived in the U.S. since childhood — with an eye toward allowing them to stay. Homeland Security Secretary Janet Napolitano announced the review as the Obama administration has sought to counter criticism that it has been too harsh in its deportation policies. By launching the case-by-case review, officials said they are refocusing deportation efforts on convicted felons and other "public safety threats." The administration's action was cheered bysome illegal immigrants, notably college students who have been pushing Congress to pass the Dream Act, which would allow them to stay in the country. "It makes me happy and hopeful," said Rigoberto Barboza, 21, an undocumented student at Mt. San Antonio College who supports a family of five with a $9-an-hour job at a fast-food restaurant. He said his mother, who brought him to the U.S. from Mexico when he was a boy, is facing deportation. "I hope they go through my mother's case, stop her deportation and, if possible, get her a work permit." But critics labeled the plan as a "blanket amnesty" for a large group of illegal immigrants. This "clearly demonstrates the Obama administration's defiance of both the constitutional separation of powers and the will of the American public," said Dan Stein, president of the Federation for American Immigration Reform. Immigration experts said the move reflects Obama's attempt to push his immigration policy forward at a time when the Congress has rebuffed the Dream Act and other immigration initiatives his administration has sought. Jon Feere, a legal analyst at the Center for Immigration Studies, which has sought tougher restrictions on immigration, said this was "an effort by President Obama to appeal to some Latino voters, but the overwhelming majority of Americans want strong enforcement." Some immigrant rights advocates were skeptical about Obama's plan. "We've heard elegant statements of priorities before," said Chris Newman of the National Day Laborer Organizing Network. "I don't know what today has changed." The administration's stated policy has long been that certain groups of illegal immigrants, such as so-called Dream Act-eligible students who were brought here as children, were not the focus of the immigration department's efforts. But the new announcement is the administration's strongest yet about its immigration priorities, however, and comes amid recent criticism of the Secure Communities immigration enforcement program. The program, which uses fingerprints gathered by local and state police to aid federal authorities in identifying criminals to be deported, has sparked protests across the country in recent days. Critics say it victimizes immigrants who have not been convicted of any crime. This week, U.S. District Judge Shira A. Scheindlin ordered the release of hundreds of documents that she said showed how immigration officials have deceived states and local governments on how the program would work. "There is ample evidence that ICE [Immigration and Customs Enforcement] and DHS [Department of Homeland Security] have gone out of their way to mislead the public about Secure Communities," Scheindlin wrote in an opinion on the release of the documents. "In particular, these agencies have failed to acknowledge a shift in policy when it is patently obvious — from public documents and statements — that there has been one." Earlier this month, the Department of Homeland Security told governors that the fingerprint-sharing program did not need their approval to operate and that it was voiding agreements signed to authorize their states' participation. The documents were released as part of an ongoing lawsuit filed by the Center for Constitutional Rights, the National Day Laborer Organizing Network and the Immigration Justice Clinic of the Benjamin N. Cardozo School of Law. One document, titled "Updated Messaging for Secure Communities" and dated Sept. 24, 2010, outlines how the agency changed the way the program was presented to the public two years after it started. The changes include "less emphasis on partnering and collaboration with local law enforcement." The document also says "emphasis is now on ICE receiving fingerprint matches from federal information sharing, not from the fingerprints submitted by local law enforcement." About that same time, the agency seemed to be struggling with whether the program could be considered mandatory. In one July 2010 email, officials discuss how they will respond to then-Atty. Gen. Jerry Brown, who was asking whether localities can drop out of the program. In the email, sent by an ICE employee to Peter Vincent, an agency legal advisor, the employee tells Vincent: "I believe SC is a voluntary program … as the jurisdiction has to enter into an MOA [memorandum of agreement] with SC before the interoperability (ability to bounce criminals' fingerprints off our databases) is turned on." The official also says he doubts whether the state could mandate participation of jurisdictions within its boundaries. In another email dated Aug. 6, 2010, an upset Secure Communities employee addresses confusing public messaging about the program: "We never address whether or not it is mandatory — the answer is written to sound like it is but doesn't state it," the employee writes. "It's very convoluted — or is that the point? I'm all about shades of gray but this really is a black-and-white question.… Is it mandatory? Yes or No. OK, so not such an easy question to answer." In another exchange, dated October 2010, between Secure Communities Executive Director David Venturella and Margo Schlanger, U.S. Homeland Security's officer for civil rights and civil liberties, shows Schlanger repeatedly asking for clarification from Venturella about whether states and localities can opt in or out of the program. That exchange, which was initially withheld by the agency on the basis that it was a deliberative conversation, was ordered released by the judge. "There is nothing deliberative or predecisional about the exchange," Judge Scheindlin wrote. "Instead the exchange reflects a request from one part of the agency for clarification as to what the policy is, met with clearly obfuscating answers from another part of the agency." Senate Democrats pushing for immigration reform welcomed the new policy. Sen. Patrick Leahy (D-Vt.) , said it would "alleviate some of the pressure on our broken immigration system." Sen. Calling the audience his "Hermanos y hermanas," he trumpeted his support of the DREAM Act amnesty, stated his opposition to Arizona's SB 1070 and all state level immigration laws, and touted his Hispanic appointments--citing Ambassador to the Dominican Republic Raul Yzaguirre, Labor Secretary Hilda Solis, and Supreme Court Justice Sonia Sotomayor. Obama did not mention one other Hispanic appointment, former La Raza vice president Cecilia Munoz who serves as his Director of Intergovernmental Affairs and his public liaison to Hispanics. While our nation is going broke, the National Council of La Raza is doing just fine. Since Obama and Munoz took up the white house, they have seen their funding skyrocket, nearly tripling from 4.5 to 11 million dollars in 2010. Judicial Watch also found out that the La Raza affiliate, Chicanos por la Causa received over 18 million dollars of tax dollars. That group was the primary plaintiff against Arizona's law against illegal employers. And it is not as if La Raza is lacking funds. Between their various sister organizations, they have over 200 million dollars in assets, much of it paid for by corporate America, and Chicanos por la Causa have nearly 100 million dollars. Although some of La Raza's government funding was earmarked by congress, virtually all of it was doled out by the Obama administration. Sixty percent of La Raza's take came from the Department of Labor--run by Hilda Solis. They lobbied hard for her appointment and honored her with an award. She paid them back--with millions of our tax dollars. Even if we were running trillion dollar surpluses, there is no reason why La Raza should get a dime of taxpayer dollars. Here are just a few reasons why. "La Raza" means "The Race," specifically the Latino race. Could you imagine if the government were giving millions of dollars to a group called "The National Council of the White Race"? La Raza counts the pro-reconquista Movimiento Estudiantil Chicano de Aztlán (Chicano Student Movement of Aztlán) as an affiliate and helps fund the organization. MeCHA's slogan is "Por La Raza todo, Fuera de La Raza nada," meaning "For the Race everything, outside the Race nothing." La Raza opposes free speech and has tried to get Lou Dobbs, Rush Limbaugh, and other opponents of illegal immigration kicked off the air. Their president Janet Murguia said "when free speech transforms into hate speech, we've got to draw that line." La Raza has said calling illegal aliens "criminals" is "hate speech." La Raza has lobbied for every single amnesty, against immigration enforcement, for Obamacare, and against English as an official language Barack Obama managed to address the issue of the debt briefly during his talk to La Raza. He stated, "Every day, NCLR and your affiliates hear from families figuring out how to stretch every dollar a little bit further, what sacrifices they've got to make, how they're going to budget only what's truly important. So they should expect the same thing from Washington." While 11 million dollars is a tiny fraction of our trillion dollar a year deficit, funding this pro-amnesty propaganda outfit is not "truly important." Republicans in the House have passed legislation to defund left wing groups such as Planned Parenthood and ACORN. The National Council of La Raza should be be next.
