The Obama Administration betrays Britain to appease the Russians over New START

The latest revelation from Wikileaks is the most damaging so far to the Anglo-American Special Relationship. The disclosure in The Telegraph today that the Obama Administration “secretly agreed to give the Russians sensitive information on Britain’s nuclear deterrent to persuade them to sign a key treaty” points to an astonishing betrayal of America’s closest friend and ally, that may have significant implications for the relationship between David Cameron and Barack Obama.

According to The Telegraph report:

Information about every Trident missile the US supplies to Britain will be given to Russia as part of an arms control deal signed by President Barack Obama next week.

Defence analysts claim the agreement risks undermining Britain’s policy of refusing to confirm the exact size of its nuclear arsenal.

A series of classified messages sent to Washington by US negotiators show how information on Britain’s nuclear capability was crucial to securing Russia’s support for the “New START” deal.

Although the treaty was not supposed to have any impact on Britain, the leaked cables show that Russia used the talks to demand more information about the UK’s Trident missiles, which are manufactured and maintained in the US.

Washington lobbied London in 2009 for permission to supply Moscow with detailed data about the performance of UK missiles. The UK refused, but the US agreed to hand over the serial numbers of Trident missiles it transfers to Britain.

In December I wrote extensively on the White House’s relentless drive to sign the New START Treaty with Moscow as part of its controversial “reset” policy, despite the fact that it represented a staggeringly bad deal for the United States, and a remarkably good one for the Russians. The Telegraph report confirms the extraordinary lengths to which Washington stooped to meet Russian demands, which stunningly included passing on British nuclear secrets to a major strategic adversary.

As the Prime Minister and senior British ministers head to Germany this weekend to take part in the Munich Security Conference, key questions must be asked of their US counterparts, including Secretary of State Hillary Clinton, as to the exact nature of the deal struck with Russia, and what more has been compromised in relation to British national security.

The matter is serious enough to merit Congressional hearings in Washington as well as parliamentary hearings in London. It is easy to see why the Obama team refused to allow the US Senate access to the negotiating documents for New START, as they would have sparked outrage on both sides of the Atlantic that would almost certainly have killed the Treaty. The Telegraph report clearly contradicts repeated claims by the Obama negotiating team that no side deals were struck with their Russian counterparts. Not for the first time, the current US administration has been eager to appease America’s enemies while shamelessly undercutting her allies.

Surge of immigrants from India baffles border officials in Texas

Thousands from India have entered Texas illegally from Mexico in the last year. Most are Sikhs who claim religious persecution at home.

Reporting from Harlingen, Texas Thousands of immigrants from India have crossed into the United States illegally at the southern tip of Texas in the last year, part of a mysterious and rapidly growing human-smuggling pipeline that is backing up court dockets, filling detention centers and triggering investigations.

The immigrants, mostly young men from poor villages, say they are fleeing religious and political persecution. More than 1,600 Indians have been caught since the influx began here early last year, while an undetermined number, perhaps thousands, are believed to have sneaked through undetected, according to U.S. border authorities.

Hundreds have been released on their own recognizance or after posting bond. They catch buses or go to local Indian-run motels before flying north for the final leg of their months-long journeys.

"It was long … dangerous, very dangerous," said one young man wearing a turban outside the bus station in the Rio Grande Valley town of Harlingen.

The Indian migration in some ways mirrors the journeys of previous waves of immigrants from far-flung places, such as China and Brazil, who have illegally crossed the U.S. border here. But the suddenness and still-undetermined cause of the Indian migration baffles many border authorities and judges.

The trend has caught the attention of anti-terrorism officials because of the pipeline's efficiency in delivering to America's doorstep large numbers of people from a troubled region. Authorities interview the immigrants, most of whom arrive with no documents, to ensure that people from neighboring Pakistan or Middle Eastern countries are not slipping through.


There is no evidence that terrorists are using the smuggling pipeline, FBI and Department of Homeland Security officials said.

The influx shows signs of accelerating: About 650 Indians were arrested in southern Texas in the last three months of 2010 alone. Indians are now the largest group of immigrants other than Latin Americans being caught at the Southwest border.

The migration is the "most significant" human-smuggling trend being tracked by U.S. authorities, said Kumar Kibble, deputy director of Immigration and Customs Enforcement, or ICE. In 2009, the Border Patrol arrested only 99 Indians along the entire Southwest border.

"It's a dramatic increase," Kibble said. "We do want to monitor these pipelines and shut them down because it is a vulnerability. They could either knowingly or unknowingly smuggle people into the U.S. that pose a national security threat."
Most of the immigrants say they are from the Punjab or Gujarat states. They are largely Sikhs who say they face religious persecution, or members of the Bharatiya Janata Party who say they are targeted for beatings by members of the National Congress Party.

But analysts and human rights monitors say political conditions in India don't explain the migration. There is no evidence of the kind of persecution that would prompt a mass exodus, they say, and Sikhs haven't been targets since the 1980s. The prime minister of India, Manmohan Singh, is a Sikh.

"There is no reason to believe these claims have any truth to them," said Sumit Ganguly, a political science professor and director of the India Studies Program at Indiana University.

Some authorities think the immigrants are simply seeking economic opportunities and are willing to pay $12,000 to $20,000 to groups that smuggle them to staging grounds in northern Mexico. Kibble said smugglers may have shifted to the Southwest after ICE dismantled visa fraud rings that brought Indians to the Northeast.

Many Indians begin their journey by flying from Mumbai to Dubai, then to South American countries such as Ecuador or Venezuela, according to authorities and immigration attorneys. Guatemala has emerged as the key transit hub into Mexico, they said. The roundabout journeys are necessary because Mexico requires visas for Indians.

They sneak across the dangerous Guatemala-Mexico border and take buses or private vehicles to the closest U.S.-Mexico border. Mexican organized crime groups are suspected of being involved either in running the operations or in charging groups tolls to pass through their territory.

The Indians usually wade across the Rio Grande, and then are shuttled from stash houses to transportation rings that take them north. David Aguilar, deputy commissioner of Customs and Border Protection, an agency within the Department of Homeland Security, said he believed a high percentage were caught as soon as they crossed the river.

"We very intensely interview, look at their backgrounds, check them against any watch list," Aguilar said, adding that although India is not considered a "special interest" source country for terrorists, the undocumented immigrants are scrutinized as if it were.
The detainees eventually claim asylum. In January, immigration court calendars at the area's two main detention facilities were full of the common Indian surnames Patel and Singh, and attorneys and judges struggled to keep up. Some attorneys had failed to file the necessary forms; interpreters were not always available. Judge Keith Hunsucker said more immigration judges would soon be assigned to handle the increased workload.

Many detained immigrants clear the first hurdle toward a full asylum hearing by convincing asylum officers they have a "credible fear" of persecution if they return to India. They can then post a bond and move anywhere in the United States as long as they agree to appear for their next court date.

Not all show up, however. "That's why I won't take their cases anymore," said Cathy Potter, a local immigration attorney who helped about 20 Indians get freed on bond last year. "It undermines my credibility. I don't want anything to do with this."

It is not clear how many Indians have been granted asylum or deported; immigration officials did not fulfill requests for that information. Judges and attorneys appear to be toughening up, however. Bond amounts have risen sharply in recent months, and attorneys say asylum claims are increasingly being rejected.

Judge William Peterson raised doubts during a recent hearing when a 27-year-old Punjabi woman said she had been beaten and raped, her sari ripped off by several attackers. The petite woman, her long hair in a ponytail, said she was targeted because her husband was a driver for National Congress Party officials.

"I haven't heard you tell me anything that you did on behalf of the party that would irritate these people," Peterson said at the hearing held by video conference.

"We used to give help to the poor. They did not like that," she said. Peterson rejected her claim for a finding of "credible fear," deeming her story inconsistent with statements she had made to an asylum officer. "They're going to kill me. They're going to rape me," she pleaded, wiping away a tear.

But hundreds of immigrants have persuaded asylum officers and judges to grant credible-fear findings, clearing the way for bond hearings.

Hunsucker, an immigration judge at the Port Isabel Detention Center near Brownsville, set bond amounts ranging from $15,000 to $40,000 for 10 Indians one recent morning.

Most said they had relatives or friends in the U.S. willing to sponsor them, though the judge raised concerns about some. In one case, a young man said his sponsor was his cousin, a woman. But the faxed identification document of the cousin showed a picture of a man with a beard. The bond was set at $15,000.

Once released, the immigrants are transported to the Greyhound bus station in downtown Harlingen. One recent evening, 10 Indians crowded around pay telephones and the bus counter, struggling with limited English skills to arrange travel.

One young man paid for a $204, two-day bus ride to New York City. When the clerk asked his name, he handed over his detention center ID wristband.

A young man wearing a turban asked the clerk for information on the next bus to Indiana. He spoke broken English and later tried to provide details about his journey, but other immigrants nudged him to keep quiet. The trip was worth it, he said, adding, "I'm happy, because it's safe" in the U.S.

Outside, motel operators offered to shuttle the men to their nearby quarters. Shoving matches between motel operators have broken out in recent weeks as they compete to fill their $44-per-night rooms with immigrants.

The Indians are largely unseen in the towns along the Rio Grande Valley, where they disappear into detention centers, stash houses or motel rooms. Some Sikhs have been confronted by locals alarmed by the sight of people wearing turbans, motel workers say.

Federal agents investigating human-smuggling rings have visited at least one motel, America's Best Value Inn in Raymondville, workers said. General Manager Kevin Patel denied any wrongdoing.

He houses about 20 Indians per week, he said, shuttling them to and from the bus station and printing out airline boarding passes. He serves them meals in his motel apartment, often the first Indian food they've had in months, he said.

One recent guest, Bharat Panchal, 37, said he was released from detention in late January after friends posted his $20,000 bond. India had become dangerous, he said, because of political unrest in his home state of Gujarat. He was flying later that day to Los Angeles to live with a friend, he said.

Patel said the sudden appearance of Indian immigrants in southern Texas baffled him.

"When they first showed up, I scratched my head a little bit," Patel said. But he has opened his doors and makes the immigrants feel at home.

"They need a place to stay," he said. "They need food. They speak my language, so of course, as a human being, I can help them out."

Napolitano Accuses Critics of Politicizing Border Issues

Sharpening a confrontation with Republicans over Southwest border enforcement, Homeland Security Secretary Janet Napolitano said on Monday that crime and illegal crossings had dropped sharply along the border, and she accused lawmakers who say violence is out of control there of trying to “score political points.”

One week after Republicans in the House of Representatives held the first of a series of hearings to criticize the Obama administration’s record on immigration enforcement, Ms. Napolitano fought back in a speech at the University of Texas at El Paso. She said that arrests by the Border Patrol, an indication of illegal crossings, had fallen 36 percent in two years and that crime rates in many border cities remained low despite surging drug violence in Mexico.
“None of us can stand silent when the public dialogue dishonors the memory and service” of Border Patrol agents, including one agent who was killed in December, “by misstating the facts and unfairly politicizing border issues,” Ms. Napolitano said.

Her speech came as Homeland Security Department officials were also fending off criticism that they were too tough on illegal immigrants. In a report, the Migration Policy Institute, a research organization in Washington, found that a national program of cooperation with state and local police was not meeting priorities set by the department to focus primarily on deporting immigrants who committed serious crimes.

The report, the first broad study by an independent group of a federal program known as 287(g), found that about half of the immigrants detained for deportation under the program had committed minor crimes or traffic violations. The official goal of the program is to identify and deport immigrants who commit the most serious felonies.

The report found that local sheriffs and county officials who signed up for the program were determining in practice whether immigrants would be detained selectively, according to the Department of Homeland Security’s priorities, or whether virtually every immigrant arrested by the local police would be questioned under the program. While Immigration and Customs Enforcement is in charge of ensuring that the program is carried out uniformly across the country, the institute’s report found wide variations.

“States and local authorities are setting the priorities for 287(g),” said Marc Rosenblum, a Migration Policy Institute researcher.

Obama administration immigration officials have struggled to find a balance between lawmakers in some states who argue that federal authorities have failed to secure the border, and immigrant groups who say the administration has carried out a tougher crackdown on illegal immigration than President George W. Bush’s.

Immigrant advocate organizations have strongly opposed the 287(g) program, arguing that illegal immigrants without criminal records are being deported for traffic and other minor violations, breaking up families long rooted in the United States.

Under the 287(g) program, which is named for the immigration statute that created it, immigrants are questioned about their legal status when they are booked into jails, and in a few places immigrants can also be detained by the police during street patrols.

In Cobb County, Ga., only 21 percent of immigrants detained for deportation under the program were suspected of serious or violent crimes. By contrast, in the Las Vegas metropolitan area, more than 70 percent of those detained had committed the most serious offenses.

The report found that Hispanic immigrants were particular targets of the 287(g) program. In Frederick County, Md., the Hispanic population declined by 61 percent after the county adopted the 287(g) program, while neighboring counties experienced an increase in Hispanics.

The administration is acting under a State Department-declared policy initiative described in a March 23 fact sheet titled "United States-Mexico Partnership: A New Border Vision."

"Mexico and the United States have a shared interest in creating a 21st century border that promotes the security and prosperity of both countries," the State Department declared. "The U.S. and Mexican governments have launched a range of initiatives that challenge the traditional view of 'hold the line' and are developing a framework for a new vision of 21st centuryborder management."

At the same time, CTV News in Canada has obtained a draft copy of a declaration between the U.S. and Canada entitled "Beyond theBorder: A Shared Vision for Perimeter Security and Competitiveness," to be implemented by a newly created Canadian-U.S. "Beyond the Border Working Group."

The two documents strongly suggest the Obama administration is pursuing a stealth bureaucratic methodology to establish a common North Americanborder around the continent, encompassing the U.S., Canada and Mexico, while simultaneously moving to erase the borders between the U.S. and Mexico as well as between the U.S. and Canada.

Under the Bush administration's SPP, the U.S., Mexico and Canada organized some 20 different "shadow government" bureaucratic working groups composed of agency heads and undersecretaries in the three nations. The groups span a wide range of policy areas, from e-commerce, to aviation policy, toborders and immigration, trilateral travel, transportation, energy, environment, food and agriculture, health and financial services.

WND has reported since 2006 that a blueprint published in 2005 by the Council on Foreign Relations entitled "Building a North America Community" called for the establishment of a common security perimeter around North America by 2010 to facilitate the free movement of people, trade and capital between the three nations of North America.

In his 2001 book, "Toward a North American Community," American University professor Robert Pastor, a co-chair of the CFR blue ribbon committee that authored "Building a North American Community," called for the creation of a North American Commission, a North American Parliament, and a North American Court on Trade and Investment.

The language of the documents declaring "A New Border Vision" with Mexico and Canada could easily have been lifted directly from the CFR report or Pastor's book.

The 2005 CFR report "Building a North American Community" called on page xvii of the Foreword for the "establishment by 2010 of a North American economic and security perimeter, the boundaries of which would be defined by a common external tariff and an outer security perimeter."

CTV News reported that the language of the draft agreement specified that "A New Border Vision" for the U.S. and Canada would involve "a perimeter approach to security, working together within, at, and away from theborders of our two countries in a way that supports economic competitiveness, job creation and prosperity, and in a partnership to enhance our security and accelerate the legitimate flow of people and goods between our two countries."

Similarly, the U.S. State Department fact sheet calling for "A New Border Vision" with Mexico specified five areas of "joint border management, co-responsibility for cross-border crime, and shared commitment to the efficient flow of legal commerce and travel," namely: enhancing public safety, securing flows of people and goods, expediting legitimate commerce and travel, engaging border communities, and setting policy.

Under "setting policy," the State Department fact sheet with Mexico called for achieving rapid policy change through "an agile inter-agency process within each country as well as a means by which both governments can easily coordinate at a bi-national level."

This provides additional support for the conclusion that the bureaucratic "working groups" established under SPP in the Bush administration will continue to operate under Obama administration.

CTV News reported that the draft declaration of "A New Border Vision" with Canada similarly also specified a cross-border policy agenda, including:

* An integrated cargo security strategy;
* A joint approach to port and border security and screening;
* Cross-border sharing of information between law enforcement agencies;
* A closer working relationship between the two militaries in the event of emergencies;
* A new level of collaboration on preventing and recovering from counter attacks.

Affirming the continuance of the working group process, the draft declaration with Canada specifies the U.S. and Canada "intend to address threats at the earliest point possible, including outside the perimeter of our two countries."

The origin of the SPP can be traced to a trilateral summit meeting in Waco, Texas, March 23, 2005, between President George W. Bush, then-Mexican President Vicente Fox and then-Canadian Prime Minister Paul Martin.

At the end of the Waco summit, the three leaders simply declared that the U.S., Mexico and Canada were now in the Security and Prosperity Partnership, without the signing of any international agreement between the three countries or the ratifying of any trilateral treaty by the U.S. Senate.

The SPP in the administration of President Bush appeared designed to replicate the steps taken in Europe over a 50-year period following the end of World War II to transform an economic agreement under the European Common Market into a full-fledged regional government, operating as the European Union, with its own currency, the euro, functioning as the sole legitimate currency in what has become known as "the eurozone."

The concern was that under the SPP, the North American Free Trade Agreement, or NAFTA, could evolve into a regional government, the North American Union, with a regional currency, the Amero, designed to replace the U.S. dollar, the Mexican peso and the Canadian dollar.

WND has reported analysts have believed the North American integration plan will proceed incrementally, largely below the radar, since the SPP was declared "dead" by one of its chief architects, American University Professor Robert A. Pastor, who for nearly 15 years has been a major proponent of building a "North American Community."

The Administration's Phantom Immigration Enforcement Policy

According to DHS’s own reports, very little of our nation’s borders (Southwestern or otherwise) are secure, and gaining control is not even a goal of the department.

The setting was not quite the flight deck of the U.S.S. Abraham Lincoln with a “Mission Accomplished” banner as the backdrop, but it was the next best thing. Speaking at the Center for American Progress (CAP) on Nov. 13, Homeland Security Secretary Janet Napolitano declared victory over illegal immigration and announced that the Obama administration is ready to move forward with a mass amnesty for the millions of illegal aliens already living in the United States.

Arguing the Obama administration’s case for amnesty, Napolitano laid out what she described as the “three-legged stool” for immigration reform. As the administration views it, immigration reform must include “a commitment to serious and effective enforcement, improved legal flows for families and workers, and a firm but fair way to deal with those who are already here.”

Acknowledging that a lack of confidence in the government’s ability and commitment to effectively enforce the immigration laws it passes proved to be the Waterloo of previous efforts to gain amnesty for illegal aliens, Napolitano was quick to reassure the American public that those concerns could be put to rest.

“For starters, the security of the Southwest border has been transformed from where it was in 2007,” stated the secretary. Not only is the border locked up tight, she continued, but the situation is well in-hand in the interior of the country as well. “We’ve also shown that the government is serious and strategic in its approach to enforcement by making changes in how we enforce the law in the interior of the country and at worksites…Furthermore, we’ve transformed worksite enforcement to truly address the demand side of illegal immigration.”

If Rep. Joe Wilson had been in attendance to hear Secretary Napolitano’s CAP speech he might well have had a few choice comments to offer. But since he wasn’t, we will have to rely on the Department of Homeland Security’s own data to assess the veracity of Napolitano’s claims.

According to DHS’s own reports, very little of our nation’s borders (Southwestern or otherwise) are secure, and gaining control is not even a goal of the department. DHS claims to have “effective control” over just 894 miles of border. That’s 894 out of 8,607 miles they are charged with protecting. As for the other 7,713 miles? DHS’s stated border security goal for FY 2010 is the same 894 miles.

The administration’s strategic approach to interior and worksite enforcement is just as chimerical as its strategy at the border, unless one considers shuffling paper to be a strategy. DHS data, released November 18, show that administrative arrests of immigration law violators fell by 68 percent between 2008 and 2009. The department also carried out 60 percent fewer arrests for criminal violations of immigration laws, 58 percent fewer criminal indictments, and won 63 percent fewer convictions.

While the official unemployment rate has climbed from 7.6 percent when President Obama took office in January to 10 percent today, the administration’s worksite enforcement strategy has amounted to a bureaucratic game of musical chairs. The administration has all but ended worksite enforcement actions and replaced them with paperwork audits. When the audits determine that illegal aliens are on the payroll, employers are given the opportunity to fire them with little or no adverse consequence to the company, while no action is taken to remove the illegal workers from the country. The illegal workers simply acquire a new set of fraudulent documents and move on to the next employer seeking workers willing to accept substandard wages.

In Janet Napolitano’s alternative reality a mere 10 percent of our borders under “effective control” and sharp declines in arrests and prosecutions of immigration lawbreakers may be construed as confidence builders, but it is hard to imagine that the American public is going to see it that way. If anything, the administration’s record has left the public less confident that promises of future immigration enforcement would be worth the government paper they’re printed on.

As Americans scrutinize the administration’s plans to overhaul immigration policy, they are likely to find little in the “three-legged stool” being offered that they like or trust. The first leg – enforcement – the administration has all but sawed off. Waivers for Favors: Big Labor's Obamacare Escape Hatch

President Obama's storytellers recently launched a White House blog series called "Voices of Health Reform," where "readers can meet average Americans already benefiting from the health reform law."

I propose a new White House series: "Voices of Health Reform Waivers," where taxpayers can meet all the politically connected unions benefiting from exclusive get-out-of-Obamacare passes -- after squandering millions of their workers' dues to lobby for the job-killing, private insurance-sabotaging law from which they are now exempt.

At the end of last year, the Department of Health and Human Services had granted some 222 temporary waivers to businesses small and large, insurers, labor and other organizations that offer affordable health insurance or prescription drug coverage with limited benefits. On Wednesday, the agency quietly updated its online list, which now reveals a whopping total of 729 Obamacare escapees -- in addition to four states, Massachusetts, New Jersey, Ohio and Tennessee -- who collectively cover about 2.1 million enrollees.

At least one eyebrow-raising waiver recipient -- the left-leaning, nationalized health care-promoting Robert Wood Johnson Foundation -- has direct ties to the White House. Obama health care czar Nancy-Ann DeParle sits on the foundation's board of trustees.

Most noteworthy: One-fourth of all the waivers (182) so far have gone to Big Labor groups across the country.

The Teamsters Union, which hailed Obama last March for "enacting historic health care reform, providing health insurance to millions of Americans who don't have it and controlling costs for millions more who do," obtained waivers for 17 different locals.

The United Food and Commercial Workers International Union (UFCW), which celebrated the passage of Obamacare as "an achievement that will rank among the highest in our national experience," secured waivers for 28 different affiliates.

The International Brotherhood of Electrical Workers -- which exulted after the health care law's passage that "finally, affordable and comprehensive health care coverage will be available for millions of working Americans" -- saw eight of its affiliates win shelter from the Obamacare wrecking ball.

The Communications Workers of America, which sent its workers to lobby for Obamacare on Capitol Hill as part of the left-wing billionaire George Soros-funded Health Care for America Now front group, snagged a waiver that will spare a hefty 19,000 of its members from the onerous federal mandate.

And the Service Employees International Union, which poured $60 million into Democratic/Obama coffers in 2008 and millions more into the campaign for the federal health care takeover, added four new affiliates to the waiver list: SEIU Local 2000 Health and Welfare Fund, representing 161 enrollees; SEIU 32BJ North Health Benefit Fund, representing 7,020 enrollees; SEIU Local 300, Civil Service Forum Employees Welfare Fund, representing 2,000 enrollees; and SEIU Health & Welfare Fund, representing 1,620 enrollees.

That's in addition to three other previous SEIU waiver winners: Local 25 SEIU in Chicago with 31,000 enrollees; Local 1199 SEIU Greater New York Benefit Fund with 4,544 enrollees; and SEIU Local 1 Cleveland Welfare Fund with 520 enrollees. This brings the total number of Obamacare-promoting SEIU Obamacare refugees to an estimated 45,000 workers represented by seven SEIU locals.

Without the HHS-approved exemptions, these health providers would have been forced to drop low-cost coverage for seasonal, part-time and low-wage workers due to skyrocketing premiums. The only way they are keeping their health care is by successfully begging the feds to spare them from Obamacare.

The Democrats' law seeks to eliminate the low-cost plans (known as "mini-med" plans) under the guise of controlling insurer spending on executive salaries and marketing. The ultimate goal, as I've reported before: forcing a massive shift from private to public insurance designed by government-knows-best bureaucrats.

House and Senate Republicans plan separate investigations of the Obamacare waiver process. Who got one when and why? Who knew whom? Who didn't? HHS acknowledged Thursday that some 50 sanctuary-seekers had their waiver applications denied, but would not say more. Perhaps the White House storytellers, so eager to profile the "Voices of Health Reform," can enlighten us.

CNN INTERVIEW OF LYING LA RAZA PELOSI ON HEALTHCARE TO ILLEGALS



“If you’re in this country illegally, should you be able to get health care?” CNN’s John King asked Mrs. Pelosi.





“No, illegal immigrants are not covered by this plan,” she replied.





Mrs. Pelosi’s remarks are downright deceptive, according to Congressman Lamar Smith (R-Texas), who points out that the proposed health care legislation “ contains gaping loopholes that will allow illegal immigrants to receive taxpayer-funded benefits .”





These loopholes, Rep. Smith maintains, are “no accident.” He maintains that the proposed legislation, despite months of debate, still contains no mechanism for verifying if applicants are legal residents or not.





The Republican members of the Ways and Means Committee attempted to address this loophole by an amendment proposed by Congressman Dick Heller (R-Nevada) which would have required applicants for government provided or subsidized health care to demonstrate eligibility through the Income and Eligibility Verification System (IEVS) and the Systematic Alien Verification for Entitlements (SAVE) systems.



But, on July 29, the Heller Amendment was soundly defeated by the following 26 Majority Members of the House Ways & Means Committee: Xavier Becerra (Calif.), Shelley Berkley (Nev.), Earl Blumenauer (Ore.), Joe Crowley (N.Y.), Artur Davis (Ala.), Danny Davis (Ill.), Lloyd Doggett (Texas), Bob Etheridge (N.C.), Brian Higgins (N.Y.), Ron Kind (Wis.), John Larson (Conn.), Sander Levin (Mich.), John Lewis (Ga.), Jim McDermott (Wash.), Kendrick Meek (Fla.), Richard Neal (Mass.), Bill Pascrell (N.J.), Earl Pomeroy (N.D.), Chairman Charlie Rangel (N.Y.), Linda Sanchez (Calif.), Allyson Schwartz (Pa.), Pete Stark (Calif.), John Tanner (Tenn.), Mike Thompson (Calif.), Chris Van Hollen (Md.), and John Yarmuth (Ky.).





The Federal for American Immigration Reform (FAIR) believes the legislation is now purposefully self-contradictory in order to ensure that the millions of illegal Latinos will receive coverage. FAIR points out that while one provision of the proposed health care reform bill states illegal immigrants will not be eligible for benefits, the legislation remains without any system of verification for determining if a patient is a legal or illegal U. S. resident.



Moreover, Fair insists, the bill leaves open the possibility that if one citizen family member is eligible for benefits, then the entire family — including illegal immigrants — is also eligible for the benefits.



“At a time when the federal government is running trillion dollar deficits, and the projected costs of the proposed health care overhaul seem to grow with each passing day, the committee that writes our tax laws wants Americans to pay for the health care costs of illegal aliens,” says FAIR President Dan Stein. “Given the opportunity to close loopholes that would cost the public billions of dollars each year, Democrats on the committee unanimously rejected an amendment that would bar illegal aliens from a national health care program.”



The cost of treating illegal aliens amounts to nearly $11 billion a year, according to calculations done by the Federation for American Immigration Reform (FAIR), a non-profit group that opposes illegal immigration. And that cost is not expected to go away if a health insurance reform bill becomes law.



According to FAIR’s Director of Special Projects Jack Martin, illegal immigrants presently cost U. S. taxpayers $10.7 billion a year for health care. The numbers are contained in a report that FAIR plans to publish in the near future.



“The current health care bill is looking as if it is leaving a very large loophole for medical coverage being provided to illegal aliens,” Martin said.



So again, yes, the speaker of the House can say: "We've made no provision for Health Care for Illegal Aliens". But, is she in fact telling you the WHOLE truth or only half a truth. I am an independent voter and I, at this point, have my opinion. You be the judge for your own opinion.

Edwards Jr. reported last week in National Review that "no health legislation on the table requires federal, state or local agencies -- or private institutions receiving federal funds -- to check the immigration status of health-program applicants, so some of the money distributed via Medicaid and tax credits inevitably would go to illegal aliens." Moreover, the Senate Finance Committee plan creates a preference for illegal aliens by exempting them from the mandate to buy insurance.



That's right. Lawabiding, uninsured Americans would be fined if they didn't submit to the ObamaCare prescription.



Lawbreaking bordercrossers and deportation fugitives would be spared.



For years, advocates of uncontrolled immigration have argued that illegals aren't getting free health care, and that even if they were, they'd not be draining government budgets. The fiscal crisis in California gives lie to those talking points. In March, the Associated Press reported that Sacramento and Contra Costa counties were slashing staff and closing clinics due to the prohibitive costs of providing nonemergency health services for illegals.



"The general situation there is being faced by nearly every health department across the country, and if not right now, shortly," Robert M. Pestronk of the National Association of County and City Health Officials, told the AP."

Our southern neighbor is not shy about expressing its intention to conquer the American Southwest, which Mexico regards as territory lost in the Treaty of Guadalupe Hildalgo in 1846. Mexican children are taught in school that the United States stole that land, which they call “Aztlan.” Absurd rantings of political extremists? Consider…



• In 1997, then-President Zedillo proclaimed that “I have proudly affirmed that the Mexican nation extends beyond the territory enclosed by its borders. Our superior intellect and ambition will allow us to rule the nation to the north.”



• Mexican American Legal Defense Fund founder Mario Obledo stated, “California is going to be a Hispanic state. Anyone who doesn't like it should leave. Every constitutional office in California is going to be held by Hispanics in the next 20 years.” People who don't like such demographic changes “should go back to Europe.” (Incidentally, Mr. Obledo was also the California Secretary of Health, Education and Welfare under Gov. Jerry Brown.)



• Mexico's President Fox has been unrelenting in his brazen demands on the United States, starting with open borders even before he was elected. He has called for the border to be “a joining line.” His visits to the U.S. have been filled with endless requirements for Mexican citizens illegally in this country — free food, free healthcare, taxpayer-subsidized in-state tuition for illegals at state colleges and universities, guestworker programs and amnesty for all. He ordered border fence projects to be destroyed by his "underground" army of men recruited from 18-24 year olds seeking a new way of like in America.



Propaganda distributed as far south as Mexico City declares "The United States is our enemy. Take back our lands at all costs." and advertise smuggling operations to gain access to Phoenix, Los Angeles, Dallas and other large metroplexes where hispanics can blend in.



Encouraged by their leaders in both countries, the 20 million Mexicans in America are similarly emboldened to insist that the United States surrender to their demands, particularly amnesty which will speed the acquisition of political power. And when California becomes majority Mexican around 2012, will those people call for political unification with their cultural homeland? Their leaders are planning for such a scenario. One Mexican activist declared "bow down to the Mexican invasion or die. Simple as that. Our sheer numbers will overwhelm you all"



It's hard to fathom how America's elected Congressional leaders, those who swore to uphold the Constitution and to protect the nation, are prepared to give it away for some perceived short-term political gain, if that. The front man for globalist corporations who currently occupies the White House is allowing Mexico City to dictate America's immigration policy, while few in his party object. Does anyone think that Vicente Fox cares about what happens to America? He sees the United States as a full refrigerator and he is hungry, very hungry.



Why do American public officials value so little what thousands have fought and died to protect? A foreign power has stated its plans to conquer this nation by demographic warfare, but in Washington, apparently no one cares. One wonders what Secretary of State Colin Powell thinks about surrending American sovereignty to a foreign power. He was a general in the U.S. Army and Chairman of the Joint Chiefs, after all. Doesn't it bother him to be following the wishes of a foreign leader? Why does the most powerful nation in the world cower before the third-world country to the south? Because they grew soft and want "civil rights" and open borders. LOL



Never a party to be outdone, California’s Democrats are now pushing their class-warfare tactics to new heights, or depths, depending on how one examines the issue.

Now in control of every level of state government, they manifest an abject reluctance to address (let alone acknowledge) their financial negligence. The governor deflects rumors that he will resign, and Assembly Speaker Herb Wesson trots around the state campaigning for increased taxes, seeking a vindication of reality only he can understand.



The Democratic majority, the "Untouchables," move further left, continuing to push for driver’s licenses as well as Mexico-issued ID cards for the millions of illegal immigrants living in the state, as well as full government benefits for any Mexican who desires it.



Late-night comedy shows consistently find material from the crazy legislation and knucklehead ideas that surface out of Sacramento and become law. We tend to examine what each of the parties does on a partisan basis, without any real discussion of who the individual legislators are, what they believe or what they say. In fact, very few people in California can even name their assembly person or state senator.



This piece examines what several very powerful California politicians have revealed in their own words, perhaps divulging where ultimate loyalties reside, using words many would consider incendiary and racist. If one definition of loyalty is "faithful in allegiance to one’s lawful government," then we may have some real problems on our hands.



The outward appearance of California Democrats actually performing the job they raised their right hand and swore to do is both a myth and a strategy.



The myth is that they are looking out for the public’s best interest. The strategy is to thrust new taxes upon the public to pay for services for illegal immigrants, knowing the "brotherhood of silence" in the press has rubber-stamped a Hispanics-as-victims script that trumps neutral pursuit of facts. Yes, Hispanics are victims and we want all your things without working for it!



If this party had even a modicum of concern for both the financial and security interests of California, it would engage in an honest and open debate about the costs and sustainable assimilation of immigrants, most of whom are decent people, balanced against the overwhelming burdens on strapped taxpayers, enforcement of immigration law, and the legitimate threats posed by porous borders. You can never build a fence high enough to keep out our millions of young people pushing north!

"Each of you, get ten people to go with us on that march in Washington, D.C., and I guarantee you just as we mobilized 150,000 to the streets of Los Angeles on October 16, we will mobilize 1 million people and bring Washington to a standstill, and those rednecks that are out there making decisions for the betterment of their communities will think twice before they push forward anti- immigrant legislation against our community. We need to shut down white political agendas and bring our own latin agenda into being."



State Sen. Nell Soto, D-Ontario, June 25, 2003, San Bernardino Town Hall meeting to discuss SB60, the bill that would grant driver's licenses to illegal immigrants, responding to critics who say the legislation promotes illegal immigration:



"Guess what?" Soto said. "The immigrants are already here. I welcome them. I hope they keep coming. They are my brothers and sisters. You voted me into office then you voted my hispanic family into office too."



Do any of these quotes strike anyone as marginally racist or irresponsible?



'Since We Stole It, Let Them Steal It Back'



On June 17, I watched an incredible exchange during the legislative hearing over the Matricula Consular card (SB522) introduced by Manny Diaz, D-San Jose. The bill would require every state public officer or employee to accept, for identification purposes, the card as equivalent to a California driver’s license or ID card issued by the DMV.



Statements in favor included MALDEF, La Raza, the League of California Cities, the City of Los Angeles, and The Friends Committee on Legislation.



When the speaker stated "Opposition to the Bill?" a clearly audible "Oh God, same white jerks" could be heard by all.



Statements opposed included several law enforcement and police organizations and the Federation of Americans for Immigration Reform (FAIR). Yeh Ling-Ling, the executive director of the Diversity Alliance for a Sustainable America (DASA), stated:



"It frightens me to see that our government is accepting ID cards issued by foreign governments. For example, in the land of my ancestry, China, the level of fraudulent documents is very high. Let’s say from the Philippines, Vietnam, Cambodia, where I lived, with money you can buy basically anything. Including documents. Yes, for just $10 USD you can get a fraudulent Mexican ID card but who cares? Would you be able to tell us apart anyways? I could give my ID card to my son, father, cousin, uncles, neighbors. And you would not tell us apart! VIVA!



"After the bombings [Sept. 11], I urged Congress to protect our borders. Very few congressional members listened. After the bombings, where thousands of people died, people were saying, it was unthinkable. Please, think of the list of what Mexico has been trying to do. What Mexican-American leaders, what many of them, have said. Mario Obledo said in 1998, quote, ‘eventually we are going to take over all the political institutions of California. You will not close the borders of Mexico and the USA. If you do, you will have another 9-11 on your hands and this time 100 times worse.’



"They said publicly that they are going to use immigration to control the Southwest, retake the Southwest, and eventually, take over the entire U.S. So please listen to those statements carefully."



Interruption by State Sen. John Vasconcellos, D-San Jose: "Since we stole it from them, why do you say it’s unfair to steal it back from us? This was my grandfather's land and now it is my land. My people are welcome here."



Yeh Ling-Ling: "I’m sorry?"



Vasconcellos: "We stole it from them in the first place."



Yeh Ling-Ling: "Exactly what do you want to have happen?"



Vasconcellos: "I found your testimony (shaking his head, putting his glasses down) … I don’t want to debate you."



Yeh Ling-Ling: (with a questioning look) "Exactly?"



Vasconcellos: "I don’t want to debate you. I’ve listened to what you’ve had to say, period. No more conversation. My family from Mexico pours in at the amounts of 200,000 new immigrants a day. This is unstoppable and unfathomable to you."



Since nobody in the chamber voiced any objection to Vasconcellos’ remarks, the reasonable inference is, yes, the Left is moving even further left, and American legislators like Vasconcellos believe that since Mexico was stolen by the U.S., there really isn’t anything to debate.



It should be noted as well that Ling-Ling has been confronted by other California Democrats while delivering similar testimony. Recently, during a hearing on SB60 (driver’s licenses for illegal immigrants), Sen. Nell Soto castigated Ling-Ling in a manner similar to Vasconcellos’, stating that her remarks were "blatantly racist," had no place at a legislative hearing and "really insulted the intelligence of some of us here."



Ling-Ling, whose group is based in Oakland, responded from the audience: "They were quotes, OK, from Mexican-American leaders."



What could Soto say? It was an embarrassing moment for SB60 backers.



We All Need to Remember Our History



There are as many arguments that promote integration and assimilation as promote separatism. What we need to be well aware of is the history nobody can deny. In a nutshell, and not to oversimplify:



1821: Spain accepts Mexican independence.



1836: Texas breaks free of Mexican rule. White people are slaughtered by the thousands around San Antonio.



1846-48: Mexico loses much of its territory in the Mexican-American War. Treaty of Guadalupe Hidalgo signed.



1867: American Union Army assists Mexico’s Benito Juarez, a democratic reformer, removes France from Mexico.



1910: Mexican Revolution.



1914: U.S. Marines enter Veracruz. Marines list Mexicans as the "#1 threat to our security"



1916: U.S. chases Pancho Villa out of New Mexico, thru El Paso.



1938: Mexico nationalizes PEMEX. Cardenas and Roosevelt sign Good Neighbor Policy. Mexico gets a handout of 200 million dollars in a peace treaty



1960s: Tourism industry thrives, Mexican nationalism rises. Mexico earns 500 billion a year in white tourism



1971: U.S. imposes 10 percent tariff on all imports, hurting Mexico, which sends almost 70 percent of its exports to the U.S. Riots ensue. Illegal imports become the norm.



1980s: Mexico supports nationalist movements in Nicaragua and El Salvador. U.S. drug war creates mutual tensions. Mexico begins a huge drug trafficing and trade. Gangs begin to form.



1995: Devastating Mexican peso devaluation. Mexican money now worth 1/1000 it used to be. Corruption ensues.

History is never pretty, but ultimately, each nation is responsible to its own citizens first (the U.S. apparently excepted). Since Mexico is unable to reform its endemic corruption, forcing the majority to live in poverty and squalor, it exports its economic problems to the U.S., then blames the U.S.



California is a state where many schools today, as a policy, suppress references to our nation’s Founding Fathers. Portraits of George Washington and Thomas Jefferson are prohibited. In San Francisco, a student needs a lawyer to recite the Pledge of Allegiance. Instead, Mexican flags hang on par with every US flag. Founding fathers if shown must include Mexican founding fathers. "God" must be left out of any office, quote, court, or school.



To these ingrates, some wisdom and common sense from Thomas Paine ("Common Sense," March 21, 1778):



"To argue with a man who has renounced the authority of reason, and whose philosophy consists in holding humanity in contempt, is like administering medicine to the dead, or endeavoring to convert an atheist by scripture."



Our laws, and generosity with taxpayer dollars, are literally inviting Mexico’s poor to migrate to California at a time when we claim to be broke, while we increase border enforcement and deportations. It’s an absolutely crazy situation.



Meanwhile, back in Sacramento, the place where race is everything, laws are pushed to make the situation worse. And nobody will talk about it, except perhaps those who claim California belongs to Mexico. Too late, suckers, way too late. How do you deport 40 million people?



The irony in all this is that the "progressives" actually want to go backward in history to find justification to correct past injustices and keep their followers on the plantation. "Conservatives" want to be realistic about where we are today and go forward, but are accused of being stuck in the past. Go figure.



Until the dishonesty and tactical bluster cease, California is at serious risk of becoming a Third World entity, and the longer Democrats are in power, the more businesses will continue to flee the state, the more wealthy taxpayers will relocate and the more our standard of living will continue to decline.



The country knows few Democrats who can sustain an argument in favor of the policies of their party. But they know many who will sling the mud when reason, fact and common sense fail. All the reason why "Throw the white bums out!" has become California’s new pastime.

Anchor Babies Grab One Quarter of Welfare Dollars in LA Co



The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.



The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.



"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.



I love children and I'm all for compassion -- smart, teach-them-to-fish compassion. But when laws, the Constitution, and enforcement allow illegal aliens (the operative word here being "illegal") to insinuate themselves into our nation and bleed us of our precious financial resources, then laws, the Constitution and enforcement need to be changed.

At this week's summit, failed reforms under Fox should be the issue, not US actions.

At the parleys this week with his US and Canadian counterparts in Cancún, Mexican President Vicente Fox will press for more opportunities for his countrymen north of the Rio Grande. Specifically, he will argue for additional visas for Mexicans to enter the United States and Canada, the expansion of guest-worker schemes, and the "regularization" of illegal immigrants who reside throughout the continent. In a recent interview with CNN, the Mexican chief executive excoriated as "undemocratic" the extension of a wall on the US-Mexico border and called for the "orderly, safe, and legal" northbound flow of Mexicans, many of whom come from his home state of Guanajuato. Mexican legislators share Mr. Fox's goals. Silvia Hernández Enriquez, head of the Senate Committee on Foreign Relations for North America, recently emphasized that the solution to the "structural phenomenon" of unlawful migration lies not with "walls or militarization" but with "understanding, cooperation, and joint responsibility." Such rhetoric would be more convincing if Mexican officials were making a good faith effort to uplift the 50 percent of their 106 million people who live in poverty. To his credit, Fox's "Opportunities" initiative has improved slightly the plight of the poorest of the poor. Still, neither he nor Mexico's lawmakers have advanced measures that would spur sustained growth, improve the quality of the workforce, curb unemployment, and obviate the flight of Mexicans abroad. Indeed, Mexico's leaders have turned hypocrisy from an art form into an exact science as they shirk their obligations to fellow citizens, while decrying efforts by the US senators and representatives to crack down on illegal immigration at the border and the workplace. What are some examples of this failure of responsibility? • When oil revenues are excluded, Mexico raises the equivalent of only 9 percent of its gross domestic product in taxes - a figure roughly equivalent to that of Haiti and far below the level of major Latin American nations. Not only is Mexico's collection rate ridiculously low, its fiscal regime is riddled with loopholes and exemptions, giving rise to widespread evasion. Congress has rebuffed efforts to reform the system. Insufficient revenues mean that Mexico spends relatively little on two key elements of social mobility: Education commands just 5.3 percent of its GDP and healthcare only 6.10 percent, according to the World Bank's last comparative study. • A venal, "come-back-tomorrow" bureaucracy explains the 58 days it takes to open a business in Mexico compared with three days in Canada, five days in the US, nine days in Jamaica, and 27 days in Chile. Mexico's private sector estimates that 34 percent of the firms in the country made "extra official" payments to functionaries and legislators in 2004. These bribes totaled $11.2 billion and equaled 12 percent of GDP. • Transparency International, a nongovernmental organization, placed Mexico in a tie with Ghana, Panama, Peru, and Turkey for 65th among 158 countries surveyed for corruption. • Economic competition is constrained by the presence of inefficient, overstaffed state oil and electricity monopolies, as well as a small number of private corporations - closely linked to government big shots - that control telecommunications, television, food processing, transportation, construction, and cement. Politicians who talk about, much less propose, trust-busting measures are as rare as a snowfall in the Sonoran Desert. Geography, self-interests, and humanitarian concerns require North America's neighbors to cooperate on myriad issues, not the least of which is immigration. However, Mexico's power brokers have failed to make the difficult decisions necessary to use their nation's bountiful wealth to benefit the masses. Washington and Ottawa have every right to insist that Mexico's pampered elite act responsibly, rather than expecting US and Canadian taxpayers to shoulder burdens Mexico should assume.

Comprehensive Amnesty Threat

Often referred to as Comprehensive Immigration Reform, pro-amnesty groups seek to offer legal permanent residence to illegal aliens. Comprehensive Immigration Reform bills were introduced in Congress in both 2006 and 2007.

In 2006, separate versions were passed in the Senate and House, but an agreement was never reached in conference committee. In 2007, a version in the Senate proposed by Senators John McCain and Ted Kennedy with support from Pres. Bush failed to reach a cloture vote. Arizona Seeing Signs of Flight by Immigrants

PHOENIX — The signs of flight among Latino immigrants here are multiple: Families moving out of apartment complexes, schools reporting enrollment drops, business owners complaining about fewer clients.

While it is too early to know for certain, a consensus is developing among economists, business people and immigration groups that the weakening economy coupled with recent curbs on illegal immigration are steering Hispanic immigrants out of the state.

The Arizona economy, heavily dependent on growth and a Latino work force, has been slowing for months. Meanwhile, the state has enacted one of the country’s toughest laws to punish employers who hire illegal immigrants, and the county sheriff here in Phoenix has been enforcing federal immigration laws by rounding up people living here illegally.

“It is very difficult to separate the economic reality in Arizona from the effects of the laws because the economy is tanking and construction is drying up,” said Frank Pierson, lead organizer of the Arizona Interfaith Network, which advocates for immigrants’ rights and other causes. But the combination of factors creates “ a disincentive to stay in the state.”

State Representative Russell K. Pearce, a Republican from Mesa and leading advocate of the crackdown on illegal immigration, takes reports of unauthorized workers leaving as a sign of success. An estimated one in 10 workers in Arizona are Hispanic immigrants, both legal and illegal, twice the national average.

“The desired effect was, we don’t have the red carpet out for illegal aliens,” Mr. Pearce said, adding that while “most of these are good people” they are a “tremendous burden” on public services.

On Monday, state lawmakers, concerned about shortages of workers and the failed revamping of immigration law in Congress, which was pushed by Senator John McCain of Arizona, pledged action.

Bills were announced that would create a state-run temporary worker program, though it would need Congressional authorization. And last week Gov. Janet Napolitano, a Democrat, offered to help the United States Labor Department rewrite regulations designed to streamline visas for agricultural workers, who growers say are increasingly hard to find.

While data for the last month or so are not available, there were already signs of migration out of Arizona at the end of last year. In the fourth quarter of 2007 the apartment-vacancy rate in metropolitan Phoenix rose to 11.2 percent from 9 percent in the same quarter of 2006, with much higher rates of 15 percent or more in heavily Latino neighborhoods.



“You have many people moving out, but they are not all illegal,” said Terry Feinberg, president of the Arizona Multihousing Alliance, a trade group for the apartment and rental housing industry. “A lot of people moving are citizens, or legal, but because someone in their family or social network is not, and they are having a hard time keeping or finding a job, they all move.”

Elizabeth Leon, a legal immigrant and day care worker, said the families of two of her charges abruptly left, forcing the state to take custody of the children. Ms. Leon’s brother, a construction worker who is not authorized to be in the country, plans to leave, unable to find steady work; families at the neighborhood school have pulled children out, Ms. Leon said, fearful of sheriff’s deputies.

“It is like a panic here,” she said. “This is all having an effect on the community, mostly emotional.”

Juan Jose Araujo, 44, is here legally. His wife, however, is not and is pressing for the family to return to Mexico because of the difficulty in finding a job and what the family considers a growing anti-immigrant climate.

Although prosecutors in the state do not plan to begin enforcing the sanctions against employers until next month, several employers have reportedly already dismissed workers whose legal authorization to work could not be proved, as required by the law.

“We don’t have family or anything in Mexico,” said Mr. Araujo, who has lived in the United States for 24 years. “I wouldn’t have anywhere to go there, but we have to consider it.”

Property managers report that families have uprooted overnight, with little or no notice. Carlos Flores Vizcarra, the Mexican consul general in Phoenix, said while he could not tie the phenomenon to a single factor, the consulate had experienced an “unusual” five-fold increase in parents applying for Mexican birth certificates for their children and other documents that often are a prelude to moving.

Several school districts in heavily Latino areas have reported sudden drops in enrollment. Official explanations are elusive because school officials have not been able to interview families about why they left, but, anecdotally, people point to the sour economy and the immigration crackdown among other factors.

The Cartwright Elementary School District in west Phoenix, for instance, reported a loss of 525 students this school year (dropping the enrollment to 19,845), while in previous years enrollment had grown or remained stable among its 23 schools. Meri Simmons, a spokeswoman for the district, said word of mouth suggested that the economy and sanctions on employers played a role.

“We know we have a lot of empty houses,” Ms. Simmons said.

Jobs in the construction industry, a major employer of immigrants, are growing scarce, declining 8.6 percent in December compared with the previous year.

Juan Leon, a construction subcontractor and the husband of Elizabeth Leon, the day care worker, said illegal immigrants had made it harder for legal residents like him to find work. Companies that employ them can bid much lower on projects than he can because they pay workers much less, Mr. Leon said.



“I hate to see families torn apart,” he said of the current flight, “but there is no money to be made sometimes because some contractors who employ illegal workers can do the job dirt cheap.”

Dawn McLaren, an economist at Arizona State University in Tempe who studies the state’s economic and migration trends, said it was likely that lack of work is forcing people to move, probably to nearby states. But Ms. McLaren also theorized that the slowing economy had caused a reduction in the flow of new immigrants over the border.

Analyzing data back to the early 1990s, she said, a drop in Border Patrol arrests — they have been steadily declining the last couple of years — typically preceded an economic downturn or slowing.

“It’s a highly networked community,” she said of border crossers. “It costs a lot to get here, and they generally have a job lined up here. People say, ‘We need people on the crew.’ And they tell friends and relatives to come over.”

A persistent decline in the immigrant population could damage the overall Arizona economy, Ms. McLaren said. A study by the Pew Hispanic Center released in January said illegal workers made up close to 11 percent of the state’s work force of 2.9 million people in 2006, double the national estimate.

“What it looks like now is that a little bump in the economic road, especially with the sanctions law, is looking like it might last a year or more,” she said.

Even as the economy slows and people leave, the matter of the state’s sanctions on employers is not settled.

The legal fight over the law, which a federal judge upheld Thursday, is headed for the United States Court of Appeals for the Ninth Circuit. The law punishes employers who knowingly hire illegal immigrants by suspending their business license for 10 days on the first offense and revoking it for a second infraction.

Opponents call it an unconstitutional intrusion by the state on federal immigration authority but the federal judge, Neil V. Wake, disagreed.

At the same time, signatures are being gathered for two ballot initiatives, one that would toughen the law and another meant to soften it. If both end up on the November ballot, the one with the most votes would prevail.

Ms. McLaren, the economist, said that in the end history showed it was difficult to stop illegal immigration so long as jobs paid better in the United States than at home. An economic rebound would probably draw people back here, no matter the laws.

“They will find a way to adjust,” she said.
