Three years ago today, President Barack Obama signed into law his trillion-dollar stimulus plan, a measure that he promised would save or create 3 million jobs by the end of 2010 and would prevent unemployment from ever going above 8 percent. And though the President today will likely claim that thanks to his efforts, the U.S. economy is surging, don’t believe him. The verdict is in: Obamanomics has failed.

But you don’t have to take our word for it. Yesterday, the Congressional Budget Office (CBO) released a report offering an analysis ^[2] of the last three years of the Obama economy. In short, the stimulus did not live up to the President’s promises.

The CBO writes that America’s unemployment rate has exceeded 8 percent since February 2009, making this the longest stretch of high unemployment since the Great Depression. To make matters worse, unemployment will remain above 8 percent until 2014. And the level of long-term unemployment — those looking for work for more than six months — is over 40 percent, the highest since at least 1948, when that data was first collected.

“But wait a minute!” you might shout, “There are jobs being created; we’re on the road to recovery.” True enough. The White House brags ^[3] that 257,000 jobs were created in January and that the economy has added private sector jobs for 23 straight months. While those are good numbers, bear in mind that in this case, the beauty of the Obama economy is only skin deep and that lead has not quite been turned into gold. In fact, the strength of the U.S. economy’s recovery is much weaker than advertised. And though the President would like to credit his stimulus with today’s growth, keep in mind that the stimulus ended one year ago. Obamanomics would have predicted faster growth sooner, not later, and certainly not after the stimulus wound down.

In a new report, Heritage’s James Sherk explains ^[4] that today’s economic growth needs to be viewed in its proper context — in the aftermath of the worst recession in two generations, today’s recovery is remarkably slow. Though the economy is growing, the current economic recovery is the slowest recovery in the post-war era. Four years after the recession started, the economy still has not replaced the jobs lost in the downturn. And while the economy normally grows rapidly after a steep recession, hiring rates today remain one-sixth below pre-recession levels. What’s the future hold? At current rates of job creation, the economy will not return to normal rates of unemployment until 2015.

If you think that’s bad news, there’s even more in store for America. “Small businesses currently identify taxes and government regulations as their most important problems,” Sherk writes ^[4]. “Businesses are forward-looking and fear that Congress will raise taxes to cover the cost of the recent federal spending spree.” They’re not about to get relief any time soon. On Monday, President Obama unleashed his FY 2013 budget, delivering an annual deficit exceeding $1 trillion. For those keeping score, it’s the fourth such trillion-plus budget the President has produced. Even the President’s own Treasury Secretary Timothy Geithner says the level of spending is “unsustainable.”

Yesterday in testimony before Congress ^[5], Geithner admitted that “Even if Congress were to enact this budget, we would still be left with–in the outer decades as millions of Americans retire–what are still unsustainable commitments in Medicare and Medicaid.” That’s not the kind of news America’s job creators need to hear if they are to gain the kind of confidence in Washington that will encourage them to go forth, invest, and create new jobs.

But that is the story of Obamanomics — a black hole of government that sucks the energy out of America’s job-creation machine in order to fuel an ever-expanding bureaucracy. This trend must end. Washington should adopt pro-growth policies like the job-creating New Flat Tax, allow the exploration and use of American fossil fuels, pursue free trade policies, cut unnecessary regulations, and deliver a budget that gets government under control. Americans have suffered long enough, and they can’t afford to wait any longer.

Dem administration advancing 'North American Union' agenda

Acting quietly, below the radar of U.S. public opinion and without congressional approval, the Obama administration is implementing a key policy objective of the Security and Prosperity Partnership of North America, or SPP, to erase the border with Mexico and Canada.

The administration is acting under a State Department-declared policy initiative described in a March 23 fact sheet titled "United States-Mexico Partnership: A New Border Vision."

"Mexico and the United States have a shared interest in creating a 21st century border that promotes the security and prosperity of both countries," the State Department declared. "The U.S. and Mexican governments have launched a range of initiatives that challenge the traditional view of 'hold the line' and are developing a framework for a new vision of 21st century border management."

At the same time, CTV News in Canada has obtained a draft copy of a declaration between the U.S. and Canada entitled "Beyond the Border: A Shared Vision for Perimeter Security and Competitiveness," to be implemented by a newly created Canadian-U.S. "Beyond the Border Working Group."

The two documents strongly suggest the Obama administration is pursuing a stealth bureaucratic methodology to establish a common North American border around the continent, encompassing the U.S., Canada and Mexico, while simultaneously moving to erase the borders between the U.S. and Mexico as well as between the U.S. and Canada.

Under the Bush administration's SPP, the U.S., Mexico and Canada organized some 20 different "shadow government" bureaucratic working groups composed of agency heads and undersecretaries in the three nations. The groups span a wide range of policy areas, from e-commerce, to aviation policy, to borders and immigration, trilateral travel, transportation, energy, environment, food and agriculture, health and financial services.

WND has reported since 2006 that a blueprint published in 2005 by the Council on Foreign Relations entitled "Building a North America Community" called for the establishment of a common security perimeter around North America by 2010 to facilitate the free movement of people, trade and capital between the three nations of North America.

In his 2001 book, "Toward a North American Community," American University professor Robert Pastor, a co-chair of the CFR blue ribbon committee that authored "Building a North American Community," called for the creation of a North American Commission, a North American Parliament, and a North American Court on Trade and Investment.

The language of the documents declaring "A New Border Vision" with Mexico and Canada could easily have been lifted directly from the CFR report or Pastor's book.

The 2005 CFR report "Building a North American Community" called on page xvii of the Foreword for the "establishment by 2010 of a North American economic and security perimeter, the boundaries of which would be defined by a common external tariff and an outer security perimeter."

CTV News reported that the language of the draft agreement specified that "A New Border Vision" for the U.S. and Canada would involve "a perimeter approach to security, working together within, at, and away from the borders of our two countries in a way that supports economic competitiveness, job creation and prosperity, and in a partnership to enhance our security and accelerate the legitimate flow of people and goods between our two countries."

Similarly, the U.S. State Department fact sheet calling for "A New Border Vision" with Mexico specified five areas of "joint border management, co-responsibility for cross-border crime, and shared commitment to the efficient flow of legal commerce and travel," namely: enhancing public safety, securing flows of people and goods, expediting legitimate commerce and travel, engaging border communities, and setting policy.

Under "setting policy," the State Department fact sheet with Mexico called for achieving rapid policy change through "an agile inter-agency process within each country as well as a means by which both governments can easily coordinate at a bi-national level."

This provides additional support for the conclusion that the bureaucratic "working groups" established under SPP in the Bush administration will continue to operate under Obama administration.

CTV News reported that the draft declaration of "A New Border Vision" with Canada similarly also specified a cross-border policy agenda, including:

· An integrated cargo security strategy;

· A joint approach to port and border security and screening;

· Cross-border sharing of information between law enforcement agencies;

· A closer working relationship between the two militaries in the event of emergencies;

· A new level of collaboration on preventing and recovering from counter attacks.

Affirming the continuance of the working group process, the draft declaration with Canada specifies the U.S. and Canada "intend to address threats at the earliest point possible, including outside the perimeter of our two countries."

The origin of the SPP can be traced to a trilateral summit meeting in Waco, Texas, March 23, 2005, between President George W. Bush, then-Mexican President Vicente Fox and then-Canadian Prime Minister Paul Martin.

At the end of the Waco summit, the three leaders simply declared that the U.S., Mexico and Canada were now in the Security and Prosperity Partnership, without the signing of any international agreement between the three countries or the ratifying of any trilateral treaty by the U.S. Senate.

FLORIDA· 58% of Florida voters favor making legal immigration more difficult. 71% favor the U.S. government spending more time and money to prevent illegal immigration into the U.S., including more than 40% of Hispanics. · 59% of Florida voters believe current immigration levels are too high. Almost two thirds (63%) of voters agree that “immigration levels are out of control and we need to reduce the number of immigrants we allow into the country”. A majority of voters (52%) said they would be more likely to endorse a candidate who supported immigration reduction as part of his or her campaign. 76% feel that "Continued population growth is a threat to Florida’s resource base, environmental health, and quality of life”.

GEORGIA · 69% believe that the quality of life in the state will deteriorate if current growth and population trends continue. 74% are concerned about the level of immigration to the U.S. 79% are specifically concerned about the level of immigration to Georgia. 61% oppose amnesty for illegal immigrants.

MARYLAND· 68% of Maryland voters are concerned about the current level of immigration to the state, and 58% want the federal government to lower immigration levels to reduce development pressures on the environment. 61% think overpopulation in Maryland is a major problem. · Two-thirds of adults in rural southern Maryland say the place where they live is growing too fast. Frustration with crowded roads is mounting, and nearly two-thirds want strict new limits on development.

MICHIGAN· 52% of Michigan voters say legal immigration levels should be decreased, 41% say they should remain at present levels, and 4% say they should increase.

NEW JERSEY · 82% of New Jersey residents say that illegal immigration is an important problem facing the country. 39% say it is one of the most important problems.

TEXAS · 82% of Texans see illegal immigration as a serious problem (including 86% of Caucasians and 69% of Hispanics), and 61% say the federal government is not doing enough to stop it. VIRGINIA · 73% consider the pace of population growth to be an urgent problem, with 60% saying it threatens quality of life in the state. 70% say they are concerned about the level of immigration to Virginia, and 57% say they would be more likely to support a candidate for Congress who supported a reduction in national immigration levels.
