Maryland has the 10th-largest population of undocumented immigrants in the country, an estimated 275,000, according to the Pew Hispanic Center. Baltimore and Montgomery County were the final jurisdictions in Maryland to fall under the Secure Communities program, which has led to 670 deportations in the state since 2008.

Mayor seeks to allay immigrant fears

Order will prohibit police from asking about citizenship

In response to a controversial federal immigration policy expanded to Baltimore last week, Mayor Stephanie Rawlings-Blake will sign an executive order Friday that would prohibit police officers from asking about a person's citizenship status.

The measure comes days after U.S. Immigration and Customs Enforcement said it would begin implementing a program called Secure Communities in the city. Under the program, federal agencies check the immigration status of arrestees booked in local jails and can deport those who are in the country illegally.

Immigrants — both legal and illegal — and city police are concerned that the policy will chill communication between the Hispanic community and law enforcement. The city is particularly worried that witnesses and victims will be less likely to come forward with information for fear of being caught up in immigration court and deported.

The order "will make clear that all victims and witnesses of crime in Baltimore, regardless of immigration status, must be treated with human dignity and respect," Rawlings-Blake said in a statement. "This policy will ensure that victims and witnesses can continue to feel safe reporting" crimes to police.

The executive order will not affect the underlying federal policy. Moreover, city officials have already stated publicly that police will not act as immigration agents. But Rawlings-Blake's administration hopes that formalizing the policy will allay concerns.

Dear Baltimore City Residents;

Look around the city. Do you like what you see as a whole? Gang members, slum housing, crumbling roads, increasing crime (mostly unreported), very high unemployment, etc, etc, etc. Well, if you agree that all these things are taking place and you voted for the Democratic party, well you got EXACTLY what you deserved. The current Mayor is a hack of the far left just like the past criminal who stole gift cards! I drive down to Fells Point all the time and it's slowing growing into a little "illegal" Mexico.

I can complain about all this I want since I live in this city, pay high taxes, and yes vote. My voice is impotant but with all the "head-in-the-sand" liberals living here NOTHING will ever change and only get worse.

I'm really not sure why we continue to vote this same party in power other than it's easy and people really don't care. There's nothing else to show why this continues year after year.

Feel free to challege me on this response since I cannot imagaine why we continue to allow illegals the "special" rights when they are not contributing to society....only sucking from it!

The only sane grounds that the states of Arizona, Alabama, Georgia, Utah, Indiana and South Carolina were forced into a enacting their own illegal immigration laws, is because government deliberately or through unresponsiveness failed to secure this nation from invasion. Years of failure has added millions of illegal foreigners to the welfare rolls, as now and before the politicians cannot or will not, secure the border with agents and troops, or the movement of legal/illegal entry by airline tourists who then stay permanently. The only ways to survive this parody is by voting out the pro-illegal immigrant lawmaker or induce them to cosponsor two laws, which will in a timely fashion start the exodus of people having no right to be here.
