Intrigue in Karzai Family Clouds Afghanistan’s Fate

WASHINGTON — With the end in sight for Hamid Karzai’s days in office as Afghanistan’s president, members of his family are trying to protect their status, weighing how to hold on to power while secretly fighting among themselves for control of the fortune they have amassed in the last decade.
One brother, Qayum Karzai, is mulling a run for the presidency when his brother steps down in 2014. Other brothers have been battling over the crown jewel in the family empire — the largest private residential development in Afghanistan. The conflict over the project, known as Aino Mena, has provoked accusations of theft and extortion, even reports of an assassination plot.
“It’s family,” Qayum Karzai said. “They get upset, and over time they get over it. I hope they get over it.”
One Karzai brother is also said to have imprisoned a longtime Karzai aide in an effort to make him disclose the whereabouts of money and assets that relatives suspect were hidden by Ahmed Wali Karzai, another of President Karzai’s brothers and the political boss of southern Afghanistan who was assassinated last year. He was often accused of benefiting from the Afghan opium trade and an array of corrupt deals, though he denied such claims.
The looming withdrawal of American and NATO troops by 2014 from the still unresolved war, along with President Karzai’s coming exit, is causing anxiety among the Afghan elite who have been among the war’s biggest beneficiaries, enriching themselves from American military contracts, insider business deals with foreign companies, government corruption and narcotics trafficking.
“If you are one of the Afghan oligarchs, where you put your money and where you live is an open question now,” Seth Jones, an analyst at the RAND Corporation, said. “That means you are thinking about moving your money and finding a backup option about where to live.”
The president’s family — many of whom are American citizens who returned to Afghanistan after an American-led coalition toppled the Taliban in 2001 and brought Mr. Karzai to power — are among those who have prospered the most, by the accounts of many Afghan businessmen and government insiders.
Several political observers in Kabul said any candidacy by Qayum Karzai, a longtime Maryland resident who has served in the Afghan Parliament, would be a long shot because of the nation’s fatigue with Hamid Karzai and widespread resentment over the rampant corruption that has tainted his government.
Even some of the Karzai family’s own business partners are among the critics.
“We have an illegitimate and irresponsible government because of Karzai and his family,” said Abdullah Nadi, an Afghan-American developer from Virginia who is a partner in the Aino Mena housing development, but who is trying to get out of the venture.
While exploiting their opportunities in Afghanistan, the extended Karzai family has for years simmered with tensions, jealousies, business rivalries, blood feuds and even accusations of murder. With the often-fractious family, it can be difficult to discern the truth, but everyone agrees that the conflict over control of its empire can be traced back to the death in July 2011 of Ahmed Wali Karzai, who had risen from working as a waiter in Chicago to become one of the most powerful men in Afghanistan, serving as the chairman of the Kandahar Provincial Council.
His murder, by an Afghan thought to be a loyal supporter, left a power vacuum in Kandahar — and in the Karzai family. President Karzai appointed another brother, Shah Wali Karzai, to take on their slain brother’s role as head of the Populzai, the Karzai’s family tribe.
No one expected much from him. Quiet and reserved, he was largely overshadowed by Ahmed Wali Karzai, and even lived in his more powerful brother’s compound in Kandahar.
But Shah Wali Karzai has been transformed in the past year. In addition to his role as tribal chief, he serves as project manager of Aino Mena, the sprawling residential development on the outskirts of Kandahar being developed by AFCO, a corporation owned by another brother, Mahmoud Karzai, and his four partners.
They have built 3,000 homes, with plans for a total of 14,700. The developers are building on 10,000 acres, land that Afghan military officials have claimed was illegally seized from the Ministry of Defense.
Emboldened after Ahmed Wali Karzai’s death, Shah Wali Karzai appeared no longer satisfied to serve just as an employee at Aino Mena. At some point in the past few months, he created his own corporation in Kandahar and then secretly moved all of the cash from the housing development’s bank accounts to those of his new business.
According to several AFCO partners, Shah Wali Karzai had transferred about $55 million. “He simply opened another company, and put the money in that company,” Mahmoud Karzai said in an interview.
Mr. Nadi, one of the partners in Aino Mena, accused Shah Wali Karzai of forging his signature on documents to make it appear as if he had approved the creation of Shah Wali Karzai’s company as the new corporate parent of Aino Mena. “I had no clue what the hell was going on,” Mr. Nadi said in an interview.
When Mahmoud Karzai discovered what his brother had done, he demanded that Shah Wali return the money. But Shah Wali refused, and instead insisted that he be made a partner in Aino Mena. Mahmoud and his partners refused, and the two sides settled into a bitter stalemate.
Shah Wali Karzai does not deny transferring the money to his corporation. But he justified his actions by saying that he is protecting the money for the sake of the people of Kandahar. He has told others in Kandahar that if he had not taken the money, Mahmoud Karzai could have moved it to secret bank accounts in Dubai. Aino Mena would then have risked failure just like Kabul Bank, another of Mahmoud Karzai’s business ventures, he argued.
Mahmoud Karzai was a key figure in the scandal surrounding the near-collapse of the bank, which was Afghanistan’s largest, in 2010. It lost about $900 million in insider deals, much of which is believed to have ended up in secret bank accounts in Dubai. Last year, a federal grand jury in New York began a criminal investigation into Mahmoud Karzai’s business activities in Afghanistan, pursuing accusations of tax evasion, racketeering and extortion. No charges have been brought against Mahmoud Karzai, who is a United States citizen.
“The money belongs to the people of Kandahar,” Shah Wali Karzai said in a statement in response to questions about transferring the housing development funds. “They paid much of that money for the infrastructure at Aino Mena.”
He added, “When I became project manager, they owed money to the bank and local contractors, and all the money was paid off as I turned around that company from an almost bankrupt one to a successful one.”
Mahmoud Karzai said he and his partners have filed complaints with the Afghan attorney general, accusing Shah Wali Karzai of stealing their money and using extortion to gain a partnership stake in Aino Mena. The attorney general has refused to move against Shah Wali Karzai, apparently unwilling to get involved in what he sees as a family battle.
Qayum Karzai said he attempted to negotiate a settlement, but has backed off. “Tempers were flaring up,” he said in an interview. “I tried to mediate, but I failed.”
President Karzai has been reluctant to take sides in the family dispute, though his government has been drawn into the matter. The Afghan Central Bank has finally intervened, freezing the bank accounts of Shah Wali Karzai’s company. Mahmoud Karzai said a deal was in the works, but other partners said the dispute had not been resolved.
In the midst of the conflict, Afghan security officials uncovered a plot to kill Mahmoud Karzai. About two months ago, the National Directorate of Security, the Afghan domestic intelligence agency, identified at least three Afghans, including two former employees of the Aino Mena development, who had been involved in a plot to kill Mahmoud Karzai and possibly others. One man was arrested and later released. The two former Aino Mena employees implicated in the plot had both been fired by Mahmoud Karzai.
Afghan security officials have not accused Shah Wali Karzai of any involvement in the scheme. He denies any involvement in it, and Mahmoud Karzai said in an interview, “I refuse to believe that my brother had anything to do with it.”
Family members said that Shah Wali Karzai had also been trying to unlock the secrets of his dead brother’s fortune.
After Ahmed Wali Karzai was killed, his most trusted aide, Zamarai — like many Afghans, he uses only one name — moved to Dubai. Reports of his lavish lifestyle there fed suspicions within the family that Zamarai had access to riches hidden by Ahmed Wali Karzai, perhaps through accounts and properties that had been placed in Zamarai’s name.
When Zamarai returned recently to Kandahar — some family members claim he was lured back by Aziz Karzai, Afghanistan’s ambassador to Russia and President Karzai’s uncle, an account the envoy flatly denies — he was detained by security personnel working for Shah Wali Karzai, according to relatives.
Mahmoud Karzai says he believes that Zamarai knows the whereabouts of “one or two million dollars.” Others familiar with the matter say that Shah Wali Karzai suspects that Zamarai knows about hundreds of millions of dollars more hidden in Dubai and elsewhere, including assets in Afghan businesses and real estate.
Zamarai is being held at Sarposa Prison in Kandahar, where he is guarded by Shah Wali Karzai’s security personnel rather than the regular prison guards, according to several people familiar with the matter but who asked not to be identified for fear of retribution from the Karzai family.
He has not been charged with any crime.
When asked through Gerald Posner, a Karzai family lawyer, about Zamarai and whether he is holding him, Shah Wali Karzai declined to comment.

Reports cite killings, disappearances and torture by Mexico’s security forces

Annual human rights reports issued by both the US State Department and Amnesty International this week present a damning description of catastrophic conditions in Mexico resulting from the US-backed “drug war” that has claimed over 50,000 lives since the end of 2006.
While both attribute the greatest number of deaths to the organized crime cartels that control drug trafficking, the two reports also spell out the brutal repression carried out by the country’s security forces, which frequently work in tandem with the drug cartels.
“Sometimes in the context of the fight against TCOs [Transnational Criminal Organizations], but also at times unrelated to it, security forces reportedly engaged in unlawful killings, forced disappearances, and instances of physical abuse and torture,” the State Department reported in its Mexico section of the “2011 Country Reports on Human Rights Practices” released on Thursday.
Among the cases of unlawful killings highlighted by the State Department report was that of Joaquin Figueroa Vasquez, whom evidence showed was subjected to “torture and a subsequent execution style killing” at the hands of state and federal security forces.
Also cited was the 2010 killing of two students at Monterrey Technological University by soldiers. While an investigation determined that guns were planted on their bodies to cover up the crime, no one has been arrested in the case. A similar case involved the murder of Martin and Bryan Almanza Salazar, ages five and nine in 2010. The two children were shot and killed on the road from Nuevo Laredo to Reynosa by troops, who then moved their bodies to give the impression that they had been caught in a crossfire between the army and a criminal gang.
The report states that “There were multiple reports of forced disappearances by the army, navy, and police.” The United Nations Working Group on Enforced or Involuntary Disappearances found during a visit in March that the number of disappearances had tripled last year compared to 2010.
One incident took place on March 26 of last year, when municipal police in Cuidad Juarez detained Juan Carlos Chavira, Dante Castillo, Raul Navarro, and Felix Vizcarra. “Family members of the victims found their abandoned pick-up truck on March 27 in a tunnel far from where they had been detained. On April 14, the dead bodies of the four missing men were discovered.” Three local police were arrested the following month, but as of the end 2011, none of them had been convicted of any crime.
The report also cited the cases of Raul Evangelista Alonso, dragged from his home by soldiers in Chilpancingo in the state of Guerrero in February of 2010, and Roberto Gonzalez Mosso, who was abducted in the same city a few days later by masked men who identified themselves as special organized crime investigators. By the end of 2011, neither individual had been seen again and there was no official information on their status.
Mexican law prohibits torture and the admission as evidence of confessions extracted under torture. Confessions are supposed to be taken only by prosecutors after a suspect has been examined by a doctor to confirm that they have not been subjected to torture. The State Department, however, cites the discovery by Mexico’s National Human Rights Commission (CNDH) that in multiple cases there had been “falsification of medical records to cover up torture.” It quotes from a November 2011 Human Rights Watch report on security forces in four Mexican states commonly using methods of torture that include “beatings, asphyxiation with plastic bags, waterboarding, electric shocks, sexual torture, and death threats.”
The report describes conditions in Mexican prisons as “poor”, stating that prisoners are placed in solitary confinement for indefinite periods and are compelled “to bribe guards to obtain food, medicine and other necessities.” Overcrowding in many cases created “dire and at times life-threatening conditions for prisoners.” Conditions were said to be even worse for women prisoners, who in many cases are in prison with their children, but given no extra food, and are subjected to sexual and physical abuse.
The deployment of the armed forces to conduct the drug war has led to a sharp increase in human rights abuses, the report acknowledges. It notes that the military has no “clear protocol for use of force and rules of engagement.” Complaints filed with SEMAR, the Secretariat of the Navy that oversees the Navy and Marines, which have played an increasingly prominent role in the repression, doubled between 2010 and 2011, from 198 to 495. Most cases are handled by a military justice system, whose “opaque” methods have “contributed to impunity.”
The report notes that the rampant violence associated with the drug war has had a significant effect in imposing self-censorship on Mexico’s press. At least nine journalists were killed last year, while others suffered disappearances, kidnappings, violence and death threats.
Also acknowledged is the fact that most Mexican workers are formally represented by state-recognized “protection unions” controlled by the employers, and that attempts to organize independent unions are repressed by state labor boards and thug violence as well as with mass firings of those involved.

The report gave rather short shrift to the horrors facing migrant workers crossing Mexico, citing a CNDH report that 11,330 of them were kidnapped between April and September 2010 as well as the government’s absurd claim that only 233 such cases had been registered.
The criticism of the Mexican government by the Amnesty International report was sharper. The government “did not take effective measures to prevent or investigate widespread grave human rights violations committed by the military and the police, including forced disappearances, extrajudicial executions, torture and arbitrary arrests,” the report said. It added, “Those responsible for the vast majority of crimes, including attacks on journalists, human rights defenders and women, were not held to account.”
Far more than the State Department, the Amnesty report stresses the collusion between the military, police and immigration officials, on the one hand, and the drug cartels on the other.
Moreover, it covers a significant element of the human rights situation in Mexico that the State Department report ignores altogether, writing, “The US government released further security related funding and other transfers to Mexico as part of the Merida Initiative, a three-year regional cooperation and security agreement … despite the Mexican government’s continued failure to meet human rights conditions.” It went on to cite “a bungled US operation to track weapons smuggled into Mexico”—known as Fast and Furious—which “highlighted the absence of effective mechanisms to prevent criminal gangs from bringing weapons into the country.”
In other words, the US is arming both sides in the drug war and providing military and financial support as well as advisers to the security forces as it carries out the atrocities detailed in both reports.
That this key information is omitted from the State Department report is hardly an aberration. US government policies and actions are excluded from any of the country reports, leading to absurd accounts of the situations in many nations. On Afghanistan, for example, the report reviews categories such as arbitrary killings and detentions, disappearances and torture without ever mentioning that the country is occupied by a US-led foreign force that is responsible for thousands of such actions.
The annual “Country Reports on Human Rights Practices” were introduced some 35 years ago under the Democratic administration of President Jimmy Carter, which initiated the turn toward increased use of human rights as a pretext for US intervention abroad. While they include enough information on the crimes and abuses carried out by US allies and client states to give them a veneer of objectivity, the reality is that these findings are simply ignored where it suits US imperialism’s interests, as in Mexico, Saudi Arabia, Bahrain and elsewhere.
This convenient arrangement was described Thursday upon the release of the report as one of “principled engagement”, a new catch-phrase introduced under the Obama administration. Assistant Secretary of State Michael Posner explained: “We engage in the world and we recognize that there are a range of interests. We have security interests … economic interests, political, diplomatic. But human rights is … always going to be part of the discussion.” With some, however, the “discussion” involves air strikes and regime change, while with others it is a matter of a wink and a nod.

Secret WikiLeaks Document Confirms North American Union Plan

The secret document recently released by WikiLeaks reveals a high level US ambassador promoting a merger of the United States, Canada, and Mexico into one combined consumer and labor market, with a common currency and a mutual electronic security perimeter with less focus on physical borders.

The secret documents reveal a well developed plan that advocates secrecy, an incremental approach as not to alarm the public. The document clearly states, that the plan is to prevent US efforts to protect citizens from terrorism or disease from interfering with commerce and other financial interests. The documents also advocate that promotion of this plan focus on "individual firms, industries or travelers, and
especially consumers" instead of the nations as a whole.


This high level leak appears to validate earlier concerns by many groups of plans to create a new government, which would supersede the sovereignty of America, Canada, and Mexico in a way similar to the European Union. Critics of these merger plans call the plan the North American Union. Supporters of the plan call it the North American Community or North American Integration (NAI).

"It is conspiracy, but it is no theory," said William Gheen of ALIPAC. "These traitors are trying to conceal their plans, but they are out in the open now. They are trying to force an economic union on America that is not ratified by the US Congress, not authorized by the US Constitution, and not approved of by the American public. This plan is being facilitated by the nonenforcement of our existing immigration and border laws."

Americans were shocked to learn in 2005 and 2006 that millions of illegal aliens had been imported into America and were now marching in the streets demanding legalization, citizenship, voting rights, and taxpayer resources. Federal lawmakers loyal to the North American Integration plans have claimed "our immigration systems are broken" when in fact the immigration systems have been compromised by those advocating a merger of the populations of America, Mexico, and Canada.

Other examples of this economic union plan which has been pursued by Presidents Bush and Obama, can be found in the writings of Dr. Robert Pastor of American University, in releases by the Council on Foreign Relations such as "Building a North American Community," and in announcements made by heads of state in all three countries supporting the Security and Prosperity Partnership (SPP).

"North American integration requires American disintegration. Americans would never voluntarily enter into this devilish arrangement that would disintegrate the United States beneath a larger super state; and a new government which would destroy the existing US Constitution and borders," said William Gheen. "This is why these elite banking, business, and political influences are flooding America with rampant illegal immigration and hyper legal immigration. They are conquering the freedom-loving innocent citizens of America by bringing in outsiders who will replace us incrementally in our jobs and homes."

Dem administration advancing 'North American Union' agenda

Acting quietly, below the radar of U.S. public opinion and without congressional approval, the Obama administration is implementing a key policy objective of the Security and Prosperity Partnership of North America, or SPP, to erase the border with Mexico and Canada.
The administration is acting under a State Department-declared policy initiative described in a March 23 fact sheet titled "United States-Mexico Partnership: A New Border Vision."
"Mexico and the United States have a shared interest in creating a 21st century border that promotes the security and prosperity of both countries," the State Department declared. "The U.S. and Mexican governments have launched a range of initiatives that challenge the traditional view of 'hold the line' and are developing a framework for a new vision of 21st century border management."
At the same time, CTV News in Canada has obtained a draft copy of a declaration between the U.S. and Canada entitled "Beyond the Border: A Shared Vision for Perimeter Security and Competitiveness," to be implemented by a newly created Canadian-U.S. "Beyond the Border Working Group."
The two documents strongly suggest the Obama administration is pursuing a stealth bureaucratic methodology to establish a common North American border around the continent, encompassing the U.S., Canada and Mexico, while simultaneously moving to erase the borders between the U.S. and Mexico as well as between the U.S. and Canada.
Under the Bush administration's SPP, the U.S., Mexico and Canada organized some 20 different "shadow government" bureaucratic working groups composed of agency heads and undersecretaries in the three nations. The groups span a wide range of policy areas, from e-commerce, to aviation policy, to borders and immigration, trilateral travel, transportation, energy, environment, food and agriculture, health and financial services.
WND has reported since 2006 that a blueprint published in 2005 by the Council on Foreign Relations entitled "Building a North America Community" called for the establishment of a common security perimeter around North America by 2010 to facilitate the free movement of people, trade and capital between the three nations of North America.
In his 2001 book, "Toward a North American Community," American University professor Robert Pastor, a co-chair of the CFR blue ribbon committee that authored "Building a North American Community," called for the creation of a North American Commission, a North American Parliament, and a North American Court on Trade and Investment.
The language of the documents declaring "A New Border Vision" with Mexico and Canada could easily have been lifted directly from the CFR report or Pastor's book.
The 2005 CFR report "Building a North American Community" called on page xvii of the Foreword for the "establishment by 2010 of a North American economic and security perimeter, the boundaries of which would be defined by a common external tariff and an outer security perimeter."
CTV News reported that the language of the draft agreement specified that "A New Border Vision" for the U.S. and Canada would involve "a perimeter approach to security, working together within, at, and away from the borders of our two countries in a way that supports economic competitiveness, job creation and prosperity, and in a partnership to enhance our security and accelerate the legitimate flow of people and goods between our two countries."
Similarly, the U.S. State Department fact sheet calling for "A New Border Vision" with Mexico specified five areas of "joint border management, co-responsibility for cross-border crime, and shared commitment to the efficient flow of legal commerce and travel," namely: enhancing public safety, securing flows of people and goods, expediting legitimate commerce and travel, engaging border communities, and setting policy.
Under "setting policy," the State Department fact sheet with Mexico called for achieving rapid policy change through "an agile inter-agency process within each country as well as a means by which both governments can easily coordinate at a bi-national level."
This provides additional support for the conclusion that the bureaucratic "working groups" established under SPP in the Bush administration will continue to operate under Obama administration.
CTV News reported that the draft declaration of "A New Border Vision" with Canada similarly also specified a cross-border policy agenda, including:
· An integrated cargo security strategy;
· A joint approach to port and border security and screening;
· Cross-border sharing of information between law enforcement agencies;
· A closer working relationship between the two militaries in the event of emergencies;
· A new level of collaboration on preventing and recovering from counter attacks.
Affirming the continuance of the working group process, the draft declaration with Canada specifies the U.S. and Canada "intend to address threats at the earliest point possible, including outside the perimeter of our two countries."
The origin of the SPP can be traced to a trilateral summit meeting in Waco, Texas, March 23, 2005, between President George W. Bush, then-Mexican President Vicente Fox and then-Canadian Prime Minister Paul Martin.
At the end of the Waco summit, the three leaders simply declared that the U.S., Mexico and Canada were now in the Security and Prosperity Partnership, without the signing of any international agreement between the three countries or the ratifying of any trilateral treaty by the U.S. Senate

The CFR report – important excerpts of which are published in Whistleblower – also suggests North American elitists begin getting together regularly, and presumably secretly, "to buttress North American relationships, along the lines of the Bilderberg or Wehrkunde conferences, organized to support transatlantic relations." The Bilderberg and Wehrkunde conferences are highly secret conclaves of the powerful. For decades, there have been suspicions that such meetings were used for plotting the course of world events and especially the centralization of global decision-making.

 NEW YORK (CNN) -- Mexican President Felipe Calderon Sunday demanded the United States surrender its sovereignty, abandon the rule of law and accede to Mexico's inherent supremacy.
Lou Dobbs says Mexican President Felipe Calderon is showing "blatant hypocrisy" on immigration.
In his state of the union address to the Mexican nation, Calderon established his imperialistic imperatives: "I have said that Mexico does not stop at its border, that wherever there is a Mexican, there is Mexico. And, for this reason, the government action on behalf of our countrymen is guided by principles, for the defense and protection of their rights." ILLEGALS HAVE MORE “RIGHTS” OR LET’S CALL IT LA RAZA SUPREMACY IN OUR BORDERS THAN THEY DO IN THEIR OWN! THAT’S WHY MEXICO’S BIGGEST EXPORTS NEXT TO DRUGS, ARE CRIMINALS, THE POOR, AND PREGNANT WOMEN!
Calderon protested the U.S. government's increased raids on illegal employers of illegal alien employees and work site enforcement. In what is little more than a faint nod to the Bush administration's responsibility to enforce U.S. immigration law, the Department of Homeland Security had planned to send out notices to employers from the Social Security Administration informing them of non-matching records between an employee's name and Social Security number. These employers would then be forced to resolve any discrepancy within 90 days or be required to dismiss the employee or face up to $10,000 in fines for knowingly hiring illegal immigrants.
But then, ethnocentric advocacy groups and some labor unions, trying to bolster their membership, sued to stop the crackdown on hiring illegal alien workers. A federal judge in California last week issued a temporary restraining order blocking the plan, giving a victory to the AFL-CIO, the American Civil Liberties Union and the National Immigration Law Center, all of which brought the suit alleging DHS exceeded its authority in making the rule.
That U.S. District Court judge ruled as if she were an employee of the Mexican government, rather than the U.S. government. Homeland Security was simply enforcing existing immigration laws. Are we not a nation that follows the rule of law? If not, we're no country at all.
Calderon must have been delighted by the judge's decision. Calderon, like his predecessors, Carlos Salinas and Vicente Fox, has failed miserably to establish policies that would create jobs for the Mexican people and to eliminate shameful, unchecked corruption and incompetence in the Mexican government.
Even by Mexico's standards, Calderon's blatant hypocrisy is breathtaking. Calderon told the Washington Post more than a year ago that he believes laws are not a relative concept, nor subject to a personal concept of justice. Calderon declared a big difference between himself and his rival for the Mexican presidency, Manuel Lopez Obrador, was this: "I believe in the rule of law." Obviously he does not believe in the rule of U.S. law on U.S. soil.
Calderon can't have it both ways. He cannot fail his citizens at home and then act as the Great Imperialist Protector of his citizens who are driven by poverty and corruption to enter the United States illegally. The United States provides Mexico with an annual surplus of $65 billion in trade, an estimated $25 billion in remittances from Mexican citizens living and working here illegally, and at least another $25 billion generated by the illegal drug trade across our southern border.
But it is President Bush and this Congress who should be most embarrassed, because they are failing to assert rights for Americans in their own country, rights far short of those demanded by Calderon for his citizens living illegally in our nation.
