In California, League of United Latin American
Citizens has adopted a resolution to declare "California Del Norte" a
sanctuary zone for immigrants. The declaration urges the Mexican government to
invoke its rights under the Treaty of Guadalupe Hidalgo "to seek third‑nation
neutral arbitration of ....disputes concerning immigration laws and their
