“What President Trump has done in such a short time as it pertains to border security is nothing less than miraculous,” the president of the Border Patrol union tells CNSNews.com.
Brandon Judd, President National Border Patrol Council, attributes President Donald Trump’s unparalleled success to his strong rhetoric, but tells CNSNews.com that now it’s up to Congress to back Trump up with action:
“What President Trump has done in such a short time as it pertains to border security is nothing less than miraculous. No other president has been able to cut the number of illegal border crossings as President Trump has, and it's been strictly due to his rhetoric. As the numbers steadily increase, however, it is time for Congress to act.”
Judd also expressed support for comments made last week by House Speaker Rep. Paul Ryan (R-Wisc.), who promised to “take action on key elements of the president’s strategy to secure our borders, including the resources for a physical barrier.”
Rep. Ryan said border agents are telling him that building a border wall is a necessity:
“There is a need for a physical barrier on many parts of this border” because “that is what the border patrol, the experts on the ground, who are in charge of keeping us safe and enforcing our laws, are telling us.”
But, building a wall in strategic locations isn’t enough, Judd says, because it’s essential to build a secondary fence behind it. Judd points to the “game changer” success of secondary fences already deployed in San Diego and El Paso:
“We are encouraged by Speaker Ryan's recent comments. We have long advocated for building strategic barriers in areas throughout the Rio Grande Valley and Laredo and on the Tohono O'odham Reservation in the Tucson sector.
“It is also critical that any wall must include a secondary fence like what you find in San Diego and El Paso. The secondary fence has been a game changer. Very few people that are trying to evade apprehension try to cross the border where a primary and secondary fence exists.”
Judd also refuted the complaint of those in Congress who argue the U.S. can’t afford to secure the border. Judd said that the high cost of illegal alien crime and drug smuggling far exceeds that of securing the border:
“As Congress returns to work on the budget, President Trump's plan to secure the border will be center stage. Securing the border will require two things: an investment in infrastructure and cultural change among management to create an environment where the U.S. Border Patrol is recruiting and retaining the best of the best.”
“Some in Congress will cry that the expense of securing the border is too high. The truth is that we have already seen what doing nothing costs. Communities throughout our nation are facing drug epidemics fueled by heroin and meth smuggled over the United States-Mexico border. Criminals from Mexico have entered the United States illegally and victimized Americans here at home.
“The harsh reality is that we can no longer afford to do nothing.”

DHS Bypasses Environmental Regs to Start Border Wall Construction











Officials with the Department of Homeland Security (DHS) signed a waiver of environmental regulations on Tuesday to allow construction of upgrades to the border wall and new wall prototype projects to break ground.

The department issued the waivers to bypass “certain laws, regulations, and other legal requirements to ensure the expeditious construction of barriers and roads in the vicinity of the international border near San Diego,” according to information obtained by Breitbart Texas from DHS officials.
DHS stated the agency has the authority to waive these requirements under laws passed by Congress to enable securing the border with Mexico. That authority stems from Section 102 of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (IIRIRA), signed by then-President Bill Clinton. Congress updated the law five times under the George W. Bush Administration.
The waiver allows construction to proceed in the San Diego Sector where upgrades to existing border fences are already approved. The waivers will also allow new border wall prototype projects to begin construction immediately, officials stated.
Breitbart Texas reported in July that preparations for the prototype construction projects are underway. The U.S. Army Corps of Engineers began drilling and taking soil samples to determine what particular type of wall would be compatible with specific geographic regions. DHS previously classified the San Diego and Rio Grande Valley Sectors as priorities for early development of President Trump’s promised border walls. The president asked for $1.6 billion for the FY 2018 budget to build walls, primarily in South Texas, Breitbart Texas reported in May.
DHS reported the San Diego Sector is one of the most active areas for both human and drug smuggling. “In fiscal year 2016 alone, the United States Border Patrol apprehended more than 31,000 illegal aliens and seized 9,167 pounds of marijuana and 1,317 pounds of cocaine in the San Diego Sector,” officials wrote.
In approving the waivers officials cited the IIRIRA law:
Section 102(a) of IIRIRA provides that the Secretary of Homeland Security shall take such actions as may be necessary to install additional physical barriers and roads in the vicinity of the United States border to deter illegal crossings in areas of high illegal entry into the United States. In section 102(b) of IIRIRA, Congress has called for the installation of additional fencing, barriers, roads, lighting, cameras, and sensors on the southwest border. Finally, in section 102(c) of IIRIRA, Congress granted to the Secretary of Homeland Security the authority to waive all legal requirements that the Secretary, in his sole discretion, determines necessary to ensure the expeditious construction of the barriers and roads authorized by section 102 of IIRIRA.
This waiver eliminates the DHS’s “obligation to comply” with several laws in regards to the projects described above. “the Department remains committed to environmental stewardship with respect to these projects,” officials stated. “DHS has been coordinating and consulting — and intends to continue doing so — with other federal and state resource agencies to ensure impacts to the environment, wildlife, and cultural and historic artifacts are analyzed and minimized, to the extent possible.”

Oregon Sheriff Releases Alien Felon with Immigration Hold before 2 Women Assaulted




Immigration officials confirmed to Breitbart Texas that the Multnomah County Sheriff’s Office released the criminal alien who allegedly assaulted two women in Portland, Oregon after an immigration detainer requested he be held for deportation. Earlier this year, the sheriff said that turning criminal aliens over to Immigration and Customs Enforcement (ICE) officers damages “community trust.”

After being released by Sheriff Mike Reese’s jailers in December 2016, Sergio Jose Martinez, 31, went back into the community and allegedly raped one woman and assaulted a second, both at knifepoint. Martinez allegedly broke into the home of a 65-year-old woman, tied her up, held her at knifepoint and raped her, Breitbart Texas reported.
Following his alleged attack on the 65-year-old woman in her home where she gave him her Prius to get him to leave, police responded to a call about a man attacking a woman in the basement of a parking garage below a building. There, police discovered Martinez allegedly sexually assaulting another woman and holding her at knifepoint. Martinez fled on foot and officers chased him through a neighborhood, capturing him in a nearby apartment.
Officials with ICE confirmed in an email response to inquiries from Breitbart Texas that Sheriff Reese’s office arrested Martinez and had him in custody in their jail on December 7, 2016. Immigration officers immediately “lodged an immigration detainer against him at that time requesting that the agency be notified prior to his release,” ICE spokesperson Virginia Kice stated. “However, despite the detainer, local authorities released Mr. Martinez back into the community the following day without providing any notification to ICE.”
When asked to confirm the timeline that Sheriff Reese had Martinez in custody and released him prior to Martinez going on to allegedly sexually assault two women in Portland, Kice responded, “Precisely.”
ICE expanded the information previously available about Martinez’s criminal and immigration history. “Department of Homeland Security databases indicate Mr. Martinez is a serial immigration violator who has been removed from the United States no less than 13 times since 2008,” Kice confirmed. “Relevant databases also indicate Mr. Martinez has a lengthy criminal history spanning three states, that includes numerous prior convictions for crimes including felony attempted battery, felony burglary, and felony illegal re-entry after removal.”
Despite this long history of violent crimes and immigration violations, Reese’s sanctuary policies “increased community trust” by allowing Martinez to be released from jail so that he could allegedly attack the two women in his community.
“It simply worries me that we’ve spent so much time and energy building community trust and something outside of our control may damage that,” the sheriff told Sharyl Attkisson during an interview on Full Measure in April. His comments were in reference to working with immigration officers to remove criminal aliens.
Breitbart Texas reached out to Sheriff Reese’s office to see if he will consider changing his sanctuary policies in the wake of the violent attacks on two women in his county after his office released the alleged perpetrator back onto the streets. A response was not immediately available from the sheriff’s office.
ICE spokesperson Kice concluded, “This case underscores yet again why immigration detainers are such a crucial enforcement tool for furthering public safety and why it is highly problematic when jurisdictions choose to ignore them.”

Instead, Donald Trump picked retired General John Kelly, who is now moving over to become the White House Chief of Staff, leaving behind a small but growing group of pro-Trump advisors and officials. 
McCaul is part of the GOP’s corporate wing, which vehemently openly opposes Trump’s election-winning promise to reform U.S. immigration system in favor of U.S. employees, and away from the GOP’s business donors.  His critics label him “No-Wall-McCaul,” because he has sided with the cheap-labor groups which oppose Trump’s symbolic-and-concrete border wall between American employers and the world’s bottomless supply of cheap labor.

HOUSTON (AP) — Two MS-13 gang members from El Salvador, both in the United States illegally, held three teenage girls against their will and killed one of them in a satanic ritual, authorities in Houston said Friday.
Miguel Alvarez-Flores, 22, and Diego Hernandez-Rivera, 18, have been arrested and charged with aggravated kidnapping and murder — both first-degree felonies punishable by up to life imprisonment. Bonds totaling $300,000 have been set for each, but immigration detainers will keep both behind bars.
The 15-year-old girl's body was found Feb. 16 with gunshot wounds to the face and chest.
Homicide detective Sgt. Chris Sturdivant said the girl's identity has not been officially determined but that investigators are confident they know who she is — a girl reported missing in January in nearby Jersey Village, Texas.
The captives were three "young, impressionable women" ranging in age from 14 to 16 who succumbed to the allure of gang life before being taken to an apartment and held there against their will, Sturdivant said. The 14-year-old girl told investigators that they were fed drugs and alcohol and forced to have sex.
The girl said the 15-year-old was killed in a satanic ritual because she had struck the gang's shrine to a satanic saint, according to investigators.
She told investigators that Alvarez-Flores made a peace offering to the figure in the form of a cigarette.
"He returned from the statue and told the entire group that the beast did not want a material offering but wanted a soul," state District Judge Maria Jackson said during the men's initial court appearance Wednesday.
The 14-year-old said she later awoke to find the 15-year-old gone, according to investigators.
The case comes as President Donald Trump is promoting concerns over criminal immigrants in the United States illegally. He has announced that he plans to create an agency, called Victims of Immigration Crime Engagement or VOICE, to serve victims of immigrant crime and their relatives. It will be part of the Department of Homeland Security.
"The majority of the MS-13 members we come into contact with are here illegally," Sturdivant said.
Attorneys for Alvarez-Flores and Hernandez-Rivera did not immediately return calls Friday night. Sturdivant said both men admitted their involvement in the abductions and killing after their arrests Monday. An FBI multijurisdictional anti-gang task force continues to investigate, and Sturdivant said authorities are seeking other gang members who were possibly involved in the crimes.
MS-13, also called Mara Salvatrucha, is believed to have been founded in Los Angeles in the mid-1980s by immigrants fleeing civil war in El Salvador. It is now a major international criminal enterprise.

MS-13 has emerged as America's most brutal street gang, sowing terror wherever it's got a foothold and leaving a trail of mutilated corpses in its wake.
The Latino gang's ultra-violent criminal activities have drawn the attention of President Donald Trump, who vowed to eradicate the criminal enterprise in a controversial speech delivered last week in Long Island, New York, where MS-13 units, known in Spanish as 'clicas,' have been holding towns in fear through acts of murder and bloody retribution.
'They kidnap. They extort. They rape and they rob,' Trump told an audience of police officers on Friday. 'They stomp on their victims. They beat them with clubs, they slash them with machetes, and they stab them with knives. They have transformed peaceful parks and beautiful quiet neighborhoods into bloodstained killing fields. They're animals.'

In that speech, Trump suggested that police should not be 'too nice' to suspected MS-13 'thugs' and condoned using 'rough' methods when dealing with accused gangsters - words that have been met with sharp criticism by many law enforcement officials across the nation.
Having been started by Salvadoran immigrants on the streets of Los Angeles in the 1980s, MS-13, also known as Mara Salvatrucha, is now estimated to have some 10,000 members in the US, many of them teenage boys and young men from El Salvador, Honduras and Guatemala.
As Fox News first reported, among the gangsters there are currently five men considered to be the most-wanted affiliates of MS-13 in the country, suspected of slaying both rival and fellow gang members.

Walter Yovany Gomez: The 28-year-old undocumented immigrant from Honduras is the only member of MS-13 who has earned a spot on FBI's Ten Most Wanted list. Yovaniy Gomez, dubbed 'Cholo,' is wanted for his alleged involvement in the murder of a man in Plainfield, New Jersey, in May of 2011. The victim was suspected of socializing with a rival gang and had been ordered to be killed by MS-13 leaders. It is alleged that Gomez and another gang member, after an evening of socializing with the victim, attacked him. The victim was struck in the head numerous times, had his throat cut, and was stabbed 17 times in the back. A federal arrest warrant was issued for Gomez in the United States District Court, District of New Jersey, Newark, New Jersey, on September 19, 2013, after he was charged with violent crime in aid of racketeering. He was last seen in Maryland after he was driven there from New Jersey. The FBI is offering a reward of up to $100,000 for information leading to the suspect's arrest.

On November 9, 2000, Morales allegedly shot and killed a fellow MS-13 gang member, and fired several shots at the victim's girlfriend. On January 22, 2001, the Superior Court of Los Angeles County issued an arrest warrant after Morales was charged with two counts of murder and one count of attempted murder. A federal warrant charging Unlawful Flight to Avoid Prosecution was issued on January 17, 2007.
Morales has a long criminal history including several assaults, burglary, narcotics transportation, and domestic violence. He has ties to El Salvador.

Carlos Flores Garcia and Victor Alfonso Argueta:  Garcia, 30, and Argueta, 31, both of El Salvador, are wanted for their alleged involvement in a double murder in Baltimore County, Maryland. 
On January 8, 2006, the men were at a club in South Baltimore when they met the two male victims. It is believed the murders occurred because the suspects thought they saw one of the victims flash a rival gang sign. Law enforcement investigation revealed that the victims had no gang affiliation. 
When the two victims left the club, they were approached by the suspects and agreed to meet them behind a local school. The two male victims were then stabbed multiple times with knives and died.

Carlos Alberto Gonzalez-Barahona: The 26-year-old El Salvadorian national has been deported multiple times from the US and is wanted for killing his estranged girlfriend in June, earning him a spot on Texas Department of Public Safety's Ten Most Wanted list. 
In 2010, Gonzalez-Barahona was convicted of Burglary of a Habitation after an incident in Harris County. In October 2013, he was deported from the United States back to El Salvador.
Then on June 18, Gonzalez-Barahona allegedly shot and killed his estranged girlfriend at their apartment in northwest Houston. After the shooting, he reportedly fled the Harris County area and abandoned a pickup truck he was driving in Wharton County. His whereabouts since then are not known. Prior to abandoning the truck on June 20, he allegedly kidnapped the driver of the truck at gunpoint in Brazoria County.
On June 20, the Harris County Sheriff's Office issued a warrant for Gonzalez-Barahona's arrest for Murder, followed by another warrant issued in July for Aggravated Kidnapping. 
MS-13 works as an umbrella grouping of units, some of which are larger and more violent than others.
Most MS-13 members are young men that trace their heritage to El Salvador, Honduras or Guatemala, and among the members there are as many immigrants as there are US citizens. Many were born in the United States.

20-Time Deportee Moves to Sanctuary City, Allegedly Rapes 65-Year-Old Woman


A Mexican national, deported by immigration authorities 20 times, moved to a sanctuary city and allegedly raped a 65-year-old woman.

Police officers in the sanctuary city of Portland arrested Sergio Jose Martinez, 31, after he allegedly broke into the home of a 65-year-old woman, tied her up, held her at knifepoint and raped her, KOIN CBS6 reported. Court records revealed Martinez has a long criminal history that includes burglary, battery, and multiple deportations.
“Defendant has entry/removal from [the] United States to/from Mexico 20 times with at least [five] probation violations from re-entry,” the local CBS affiliate reported from court documents filed in March 2017.
Eighteen years ago, Martinez, then 15, completed a drug and alcohol treatment program in Texas, court records stated. His record reveals multiple jail sentences in California and Oregon. The Mexican national lived in a shelter on Portland’s northwest side and illegally worked construction jobs for money. He admitted to being a user of methamphetamine and marijuana but said alcohol is his most serious addiction.

Immigration officials deported Martinez, once again, in November 2016. It is not known when or where he re-entered the U.S. after being deported. He reportedly uses several aliases including, “Sergio Alberto Martinez,” “Erick Acosta,” “Smyley,” and “Poison.
He is currently being held without bail.
Earlier this year, Multnomah County Sheriff Mike Reese told Full Measure with Sharyl Attkisson that turning criminal alien sex offenders over to Immigration and Customs Enforcement (ICE) officers damages “community trust,” Breitbart Texas reported. His comments to Attkisson came after His office released a Mexican criminal alien convicted of sexual assault despite a hold from ICE Enforcement Removal Operations officers.
“It simply worries me that we’ve spent so much time and energy building community trust and something outside of our control may damage that,” the sheriff said.
Crime victims might feel otherwise. A report issued earlier this year by ICE officials revealed that Sheriff Reese’s jail released a Mexican national on February 15. Immigration officials issued an immigration detainer on March 21, 2016. The report indicates the Mexican criminal alien has a prior conviction for sexual assault.
The Declined Detainer Outcome Report for the week of January 28-February 3 revealed the release by the sheriff’s office of another Mexican national convicted of assault and a Tongan national convicted of amphetamine possession.
Criminal aliens are drawn to the protections provided by sanctuary jurisdictions like the City of Portland and Multnomah County according to Attorney General Jeff Sessions. “When cities like Philadelphia, Boston or San Francisco advertise that they have these policies, the criminals take notice,” AG Sessions told the police officers gathered at a Las Vegas conference center. “According to a recent study from the University of California Riverside, cities with these policies have more violent crime on average than those that don’t.”
“Some 300 jurisdictions in this country refuse to cooperate with federal immigration authorities regarding illegal aliens who commit crimes — even MS-13 gang members,” Session stated. “These jurisdictions are protecting criminals rather than their law-abiding residents.”
In September 2016, police in Austin, Texas, arrested five-time deportee Nicondemo Coria-Gonzales after he chose their sanctuary city to be his most recent U.S. home, Breitbart Texas reported. The Mexican national returned to Austin after his fifth deportation and allegedly went on a crime spree where he assaulted and raped at least nine women in the Texas capital city. At that time, now-Sheriff Sally Hernandez was in a campaign where she pledged to remove immigration officers from the Travis County jail and not honor immigration detainers. After her election, she followed through on those pledges and began releasing criminal aliens onto the streets of Austin. In one week, the sheriff who has become known as “Sanctuary Sally” released 142 criminal aliens, ICE officials reported.
Texas Governor Greg Abbott took immediate action, stripping Travis County of more than $1 million in state law enforcement grants.
Hernandez became to poster-child for supporters of Texas’ Senate Bill 4 Sanctuary City bill authored by State Senator Charles Perry (R-Lubbock). On May 7, Governor Abbott signedthe nation’s toughest anti-sanctuary city bill into law.
In an exclusive interview with Breitbart Texas, Governor Abbott said, “All law enforcement officers are going to be required to follow this law,” the governor stated. “If they refuse to follow this law, or if they adopt sanctuary city policies, they are subject now to the stiffest penalties in America for adopting sanctuary city policies – which includes jail time where sheriffs could wind up in the same jail they may be releasing inmates from who are the subject of ICE detainer requests.”
In the mean time, officials in Portland continue to protect and welcome criminal aliens. In March, Multnomah County Judge Monica Herranz allegedly allowed 22-year-old Diddier Pacheco Salazar escape from immigration officials by allowing him to flee through a back door normally reserved for court officials, Breitbart News Warner Todd Huston reported.
U.S. Attorney Billy Williams told reporters he was disturbed by the judge’s lawless behavior. “When you’re talking about the judicial system — whether it’s federal or by state — you have an expectation that people are going to abide by the law and not take steps based on their own motivations, their own politics – whatever the motivation was,” Williams said.
The DOJ launched an investigation into the action taken by Judge Herranz, Breitbart Texas’ Ildefonso Ortiz reported. “I was troubled because, on the face of it, what I heard sounded like potential federal criminal law violations and/or ethical violations,” U.S. Attorney Williams told reporters. “Generally, we’re talking about obstruction of justice.”

AG Sessions Set to Block Millions in Funding to Sanctuaries

WASHINGTON (July 27, 2017) –  Attorney General Jeff Sessions moved one step closer this week to fulfilling the Trump administration promise of blocking millions in funding to sanctuary jurisdictions. The Center for Immigration Studies has a new map displaying the sanctuary jurisdictions most likely to lose access to certain DOJ grants, based on the severity of their current sanctuary policies.


Sessions announced that state and local jurisdictions will lose access to certain federal law enforcement grants in 2017 if they prohibit officials from communicating with ICE, if they block ICE from interviewing jail inmates, and if they fail to notify ICE of the pending release of criminal aliens ICE is seeking to deport. These rules apply to the Byrne Justice Assistance Grants, which are the largest source of federal criminal justice funds for state, local, and tribal authorities; Trump has requested $380 million for 2018.

Jessica Vaughan, director of policy studies and author of the analysis, notes, "The four largest Byrne/JAG grants in 2016, worth more than $10 million, all went to sanctuaries jurisdictions: New York City; Cook County, Ill.; the City of Los Angeles; and Philadelphia. The Department of Justice should cut them off unless they change their policies. Taxpayers should not be subsidizing local governments that interfere with immigration enforcement and endanger the public."

The Byrne/JAG grants are one of three programs now off-limits to sanctuaries. Last year, Rep. John Culberson, in his capacity as chairman of the House Appropriations subcommittee that controls DOJ's budget, imposed requirements for basic compliance with the federal law on sanctuaries for the State Criminal Alien Assistance Program, which offers partial reimbursement for the costs of incarcerating illegal aliens, and the Community Oriented Policing grant program. A number of jurisdictions have changed their policies as a result.




17 MS-13 Gang Members Arrested for Brutal Slayings on Long Island

'The acts of these defendants are unspeakable,' says police commissioner

Seventeen Mara Salvatrucha, or MS-13, gang members were charged on July 19 with a dozen murders and other violent crimes committed on Long Island.
Suffolk County Police Commissioner Timothy Sini said the arrests dealt a “huge blow” against MS-13, and that the community will “prevail against acts of savagery.”
The indictment comes three months after the brutal slayings of four young men—Justin Llivicura, Michael Lopez, Jorge Tigre, and Jefferson Villalobos—in the Long Island town of Central Islip in April.
On April 11, two female associates of MS-13 allegedly lured five young men to a wooded area in Central Islip, according to the Eastern District of New York in press release. Once there, the females texted their location to nearby MS-13 members.

Alexis Hernandez, 20, Santos Leonel Ortiz-Flores, 19, Omar Antonio Villalta, 22, and the “other MS-13 members approached and surrounded the victims, and attacked and killed Llivicura, Lopez, Tigre and Villalobos using machetes, knives and wooden clubs,” the release said. The fifth victim escaped.
The MS-13 members and associates dragged the victims’ bodies to a more secluded spot and fled the scene, the Eastern District of New York said. The victims’ bodies were discovered the following evening, on April 12.
William Sweeney, assistant director-in-charge of the FBI’s New York field office, said MS-13 is the agency’s number one priority on Long Island.
“Because much of what they do and how they behave boils down to violence for violence sake,” Sweeney said in a press release. “The idea that human life means nothing to these gang members should shock the conscience, and we cannot allow this type of thinking to take hold in our youth.”
MS-13 gang members have been charged with more than 40 murders in the Eastern District of New York since 2010.
MS-13, a transnational criminal organization, has flourished in places like Suffolk County in the last several years. Although the gang formed in Los Angeles in the 1980s, it has deep ties to El Salvador—and, with an influx of unaccompanied minors from Central America resettling in Suffolk County, its violence has been escalating.
Attorney General Jeff Sessions visited Long Island two weeks after the killings of the four men, specifically to bring federal attention and resources to the efforts on Long Island against MS-13.
“I have a message for the gangs that target young people: We are targeting you. We are coming after you,” Sessions said in April at the federal courthouse in Central Islip, less than three miles from the park where the four men were found murdered. “The MS-13 motto is ‘kill, rape, control.’ Our motto is going to be justice for victims and consequences for criminals.”
“We are committed to bringing violent criminals to justice, and this indictment is the next step in our mission of finding, prosecuting, and eradicating the MS-13 threat,” Sessions said in a press release on July 19.

Bridget Rohde, acting U.S. attorney for the Eastern District of New York, said law enforcement is committed to “rid communities, including Central Islip, of MS-13, using every law enforcement resource at our disposal.”
“The senseless murders charged in this superseding indictment further demonstrate MS-13’s compulsion to commit horrific acts of violence in communities in our district,” she said in a press release.
The charges also include the Jan. 30 murder of Esteban Alvarado-Bonilla, a suspected rival gang member of MS-13, and the assault of an innocent bystander at a deli in Central Islip.
A member of the MS-13 “Sailors” clique allegedly saw Alvarado-Bonilla inside the El Campesino Deli in Central Islip and reported the sighting to the clique leaders, according to the press release. The leaders then directed MS-13 members to kill Alvarado-Bonilla—which they did, allegedly shooting him multiple times, as well as assaulting a deli employee.
The 17 MS-13 members arrested are charged with 59 counts including racketeering, 12 murders, attempted murders, assaults, obstruction of justice, arson, conspiracy to distribute marijuana, and related firearms and conspiracy charges.













Nearly 1 Million Illegal Aliens Now Have Driver’s Licenses in California






The State of California is on track to issue a total of one million driver’s licenses to illegal aliens by the end of 2017.

In 2013, California lawmakers passed legislation that allowed illegal aliens to obtain driver’s licenses if they can prove to the Department of Motor Vehicle (DMV) their identity and state residency. The plan was one of the largest victories to date by the open borders lobby.
Years later, an estimated 905,000 illegal aliens have driver’s licenses in California, according to the Sacramento Bee, despite issuances beginning in 2015. The number of illegal aliens in California with driver’s licenses is likely to surpass one million before the end of this year.
In the first half of 2017 alone, more than 83,000 illegal aliens received driver’s licenses in California.
Soros groups are currently pushing a plan that would make it illegal to not rent a residence to an illegal alien because of their immigration status, Breitbart Texas reported.

Racist Mexican gangs are indiscriminately targeting blacks who aren't even involved in gang culture, as part of an orchestrated ethnic cleansing program that is forcing black people to flee Los Angeles. The culprit of the carnage is the radical Neo-Nazi liberation theology known as La Raza, which calls for the extermination of all races in America besides Latinos, and is being bankrolled by some of the biggest Globalists in the U.S.A story carried on the liberal website Alternet, charts an explosion in brutal murders of blacks by Hispanic street gangs in L.A. Far from being gang on gang violence, the Latinos are targeting innocent blacks in accordance with a concerted ethnic cleansing campaign that seeks to eradicate all blacks from Hispanic neighborhoods.

In one instance, 21-year-old Anthony Prudhomme was shot in the face with a .25-caliber semi-automatic while lying on a futon inside his apartment, slain by a Latino gang known as the Avenues as part of a racist terror campaign in which gang members earn "stripes" for each black person they kill.
In one typical case," writes journalist Brentin Mock, "Three members of the Pomona 12 attacked an African-American teenager, Kareem Williams, in his front yard in 2002. When his uncle, Roy Williams, ran to help his nephew, gang member Richard Diaz told him, "Niggers have no business living in Pomona because this is 12th Street territory." According to witnesses, Diaz then told the other gang members, "Pull out the gun! Shoot the niggers! Shoot the niggers!"
The fatwah against blacks began in the mid-

nineties, with a 1995 LAPD report concluding

that Latinos had vowed to "Eradicate black 

citizens from the gang neighborhood." In a 

follow up report on the situation in east Los 

Angeles, the LAPD warned that "Local gangs 

will attack any black person that comes into 

the city."

The author notes that since 1990 the African-American population of Los Angeles has halved, partly as a result of rampant illegal immigration and that there are noticeably fewer blacks walking the streets because many have been forced to relocate in fear of the racist gangs.

"The LAPD estimates there are now 22,000 Latino gang members in the city of Los Angeles alone. That's not only more than all the Crips and the Bloods; it's more than all black, Asian, and white gang members combined. Almost all of those Latino gang members in L.A. -- let alone those in other California cities -- are loyal to the Mexican Mafia. Most have been thoroughly indoctrinated with the Mexican Mafia's violent racism during stints in prison, where most gangs are racially based," writes Mock.

Mock blames the "Mexican Mafia" for ordering the campaign of ethnic cleansing from prison, as part of a turf war with the Black Guerilla family, another prison gang, but fails to pinpoint the racist creed from which the Mexican kingpins draw their inspiration - the long standing Aztlan invasion agenda.

During the May immigration protests, The Aztlanwebsite carried the following statement.

"If the racist "Sensenbrenner Legislation" passes the US Senate, there is no doubt that a massive civil disobedience movement will emerge. Eventually labor union power can merge with the immigrant civil rights and "Immigrant Sanctuary" movements to enable us to either form a new political party or to do heavy duty reforming of the existing Democratic Party. The next and final steps would follow and that is to elect our own governors of all the states within Aztlan."

Here is the open call for violent separatism and the overthrow of existing state government structures.

During the immigration demonstrations, which were orchestrated by Rob Allyn of Rob Allyn & Co. who is closely tied with George W. Bush, alarming reports of illegals carrying out violent beatings began to surface. In Santa Ana California, illegal aliens swarmed around in mobs invading schools, carrying out violent beatings and in one incident a county worker had a Mexican flag plunged into his chest.
The violent protests that began on May 1 last year were characterized by throngs marching under Mexican flags, many of which were illegal aliens, as a "day without gringos."

Imagine what the reaction would be if white middle class Americans marched in their millions and called the event "a day without blacks."

The media continues to run defense for a violent militant movement that seeks nothing less than the eradication of blacks and whites through ethnic cleansing and the takeover of the southern and western states. This is a separatist junta that has over 30,000 ruthless gang members at its disposal once the call for mobilization is heard, along with millions of illegal aliens pouring across the border.

President of Latino group: ‘La Raza’ name was 'a barrier to our mission'

Janet Murguía, the president and CEO of UnidosUS, said Tuesday that the Latino advocacy organization made a tough decision to better reflect its mission last week when it dropped “La Raza” from its name.
The influential Latino civil rights organization changed its name to UnidosUS from the National Council of La Raza (NCLR) at its 49th annual conference.
Murguía told The Hill the decision was made after three-and-a-half years of research, interviews and surveys on the organization's image.
"We really wanted to make sure what we were hearing was reflective of most of our community," she said.
"We knew this step would be a big one and that not everybody would be fully supportive, but it’s hard to ignore the data and the changes that have occurred in our community," Murguía added.
The NCLR name had come under criticism from groups on the right, who pointed out that "la raza" means "the race” in Spanish, a reference that was interpreted by some as having racist undertones.
The organization got its original name in 1968 as the Southwest Council of La Raza, a reference to an academic concept put forth by Mexican intellectual José Vasconcelos in the 1930s
Vasconcelos's original idea of "la raza" was meant to unite the multi-ethnic and multi-cultural peoples of Latin America as part of one post-colonial identity group.
But Murguía says that image no longer represents Latinos in the United States.
"We’re not the same Hispanic or Latino community we were in 1968," she said. "We are a younger community — six in ten [Latinos] are millennials or younger -- and we’re a more diverse Latino community."
Murguía said the old name "appeared to be outdated" and "to have no resonance with our community."
"More than anything, our name appeared to be a barrier to our mission," she said. 
UnidosUS is the country's largest Latino civil rights organization, with interests in political advocacy and research on issues like tax reform, healthcare, housing and immigration. 
Murguía said the organization and the Hispanic community as a whole have achieved real gains over time in many of those areas. 
"Real progress is achievable, but it takes sustained engagement and it happens not in a moment, but over time," she said.
She pointed at issues like the Affordable Care Act, which extended insurance coverage to nearly four million Latinos who previously didn’t have health insurance, and the earned income tax credit as tangible wins for Hispanics.
But Murguía said that progress is under threat.
"There’s no question that the stakes are very high for our community right now and we’re dealing with a very challenging environment," she said. 
The short-term priorities for Latinos, Murguía said, include protecting those policies and counteracting the Trump administration's immigration policies.
"We want to make sure we can block the funding for a mass deportation force that Trump has called for, we can block the funding for a wall that is a waste of precious resources that will accomplish very little," she said.
"Right right now there’s no question that 'Dreamers' appear to be in the crosshairs of the Trump administration," she added, referring to so-called “Dreamers,” recipients of the Deferred Action for Childhood Arrivals program.
The program, which protects from deportation nearly 750,000 people who were illegally brought to the United States as children, is facing legal challenges from Texas and nine other states. 
The Trump administration has not yet said whether it will defend the program through the Justice Department. 
"There’s a real risk because we’re seeing more and more that this decision making is not in the hands of the president, but also in the Attorney General [Jeff Sessions] and he’s been antagonistic to any efforts around immigration reform or any efforts to try to promote long term relief for Dreamers and others," she said.
Ultimately, Murguía said, the challenge for Hispanics will be to encourage greater political participation to reap the demographic rewards as the country's largest minority group.
Roughly one million Latinos turn 18 every year, and Hispanics are a key voting bloc in states like California, Texas and Florida. Still, voter participation has traditionally been low in the community.
"We have got to continue to build on the rolls of voters, continue to encourage anyone who’s eligible to continue to vote. Beyond that, we have to make sure there are efforts underway for those eligible to become citizens to naturalize," said Murguía.
Murguía said Latino voters, widely expected to "surge" in the 2016 election, did just that, only to be "outsurged by others."
More Latinos voted in 2016 than ever before, but participation rates remained somewhat stagnant. Still, with consistent participation rates and natural demographic growth, Latinos played an important role in states like Arizona and Colorado.
"The stakes are extremely high for our community. For those of us who maybe didn’t understand how bad things could get before the election, now we know. The truth is they could get worse," she said.

"We have to take what we’ve learned and now use our ability to participate, to mobilize, to vote, very seriously, and we need to come together as we do that," Murguía said.

Trust Republicans to go too far. They take a good idea -- such as the notion that the federal government should enforce immigration laws, and states should be able to help -- and then drive it into the fringes. Witness a Fox News interview in which Sen. Lindsey Graham, R-S.C., declared, "We should change our Constitution and say if you come here illegally, and you have a child, that child is automatically not a citizen."

Graham has supported a pathway to citizenship for illegal immigrants. He opposed the new Arizona immigration law. So why would he advocate repealing part of the 14th Amendment -- which, by the way, exists because the Grand Old Party wanted to stop efforts to keep freed slaves from becoming citizens?

Graham's right about this much: Illegal 

immigrants have taken advantage of the law. The 

Dallas Morning News reported Sunday that 

60,000 babies are born annually in Texas to illegal

 immigrants. Last year, these "anchor babies" 

accounted for 16 percent of the state's births.

But it's not clear how many illegal immigrants are coming here to have babies as opposed to having babies in America because they are here.

Then there's the recent Washington Post story about "birth tourism" and affluent expectant mothers paying offshore consultants a $14,750 fee to obtain tourism visas that allow them to give birth in the United States and win U.S. citizenship for their babies.

No one likes to see adults game the system. In June, pollster Scott Rasmussen found that 58 percent of voters say a child born to an illegal immigrant should not automatically become a citizen of the United States.

But there are better ways to deal with those abuses. Direct the State Department to deny visas to would-be birth tourists. Keep the heat on employers who knowingly hire illegal workers. The new Arizona immigration law is designed to achieve "attrition through enforcement." Deport more adults who, unlike children, knowingly break the law.

But some Republicans want to keep going. Rep. Lamar Smith, R-Texas, is arguing that the 14th Amendment does not and never did confer automatic birthright citizenship.
Section One states, "All persons born or 

naturalized in the United States, and subject to 

the jurisdiction thereof, are citizens of the 

United States and of the State wherein they 

reside."

"There are two elements, birth and subject to the jurisdiction," Chapman University Law School Dean John C. Eastman told me. "For about 50 years, we've just assumed birth was all you needed." But a review of the original debates and early court cases demonstrates a recognition that parents had to "show allegiance." If they broke federal law, they "never qualified" as being under U.S. jurisdiction.

This is where the argument gets dicey. Eastman has argued that a child born to a Saudi in the United States on a temporary student visa was not under U.S. jurisdiction, as the father had not declared allegiance to America. Eastman's answer is to let people come here to study or work, but as something less than guests.


This path could turn a melting pot nation into an empire of the native born and law-abiding foreign workers who never have a chance to belong. Think Old Europe. Think Saudi Arabia.

The Department of Justice announced yesterday that sanctuary jurisdictions will lose access to certain federal law enforcement grants in 2017 if they prohibit officials from communicating with ICE, if they block ICE from interviewing jail inmates, and if they fail to notify ICE of the pending release of criminal aliens ICE is seeking to deport. These particular grants, known as the Byrne Justice Assistance Grants, are the largest source of federal criminal justice funds for state, local and tribal authorities.

Business-allied GOP leaders will push one of their own for the top slot at the Department of Homeland Security, despite President Donald Trump’s apparent preference for senior military executives, say immigration reformers.

Texas Rep. Michael McCaul, the chairman of the House Committee on Homeland Security, sought the top immigration job in late 2016. Instead, Donald Trump picked retired General John Kelly, who is now moving over to become the White House Chief of Staff, leaving behind a small but growing group of pro-Trump advisors and officials. 
McCaul is part of the GOP’s corporate wing, which vehemently openly opposes Trump’s election-winning promise to reform U.S. immigration system in favor of U.S. employees, and away from the GOP’s business donors.  His critics label him “No-Wall-McCaul,” because he has sided with the cheap-labor groups which oppose Trump’s symbolic-and-concrete border wall between American employers and the world’s bottomless supply of cheap labor.

The Latino gang's ultra-violent criminal activities have drawn the attention of President Donald Trump, who vowed to eradicate the criminal enterprise in a controversial speech delivered last week in Long Island, New York, where MS-13 units, known in Spanish as 'clicas,' have been holding towns in fear through acts of murder and bloody retribution.
'They kidnap. They extort. They rape and they rob,' Trump told an audience of police officers on Friday. 'They stomp on their victims. They beat them with clubs, they slash them with machetes, and they stab them with knives. They have transformed peaceful parks and beautiful quiet neighborhoods into bloodstained killing fields. They're animals.'

In that speech, Trump suggested that police should not be 'too nice' to suspected MS-13 'thugs' and condoned using 'rough' methods when dealing with accused gangsters - words that have been met with sharp criticism by many law enforcement officials across the nation.
Having been started by Salvadoran immigrants on the streets of Los Angeles in the 1980s, MS-13, also known as Mara Salvatrucha, is now estimated to have some 10,000 members in the US, many of them teenage boys and young men from El Salvador, Honduras and Guatemala.
As Fox News first reported, among the gangsters there are currently five men considered to be the most-wanted affiliates of MS-13 in the country, suspected of slaying both rival and fellow gang members.

Walter Yovany Gomez: The 28-year-old undocumented immigrant from Honduras is the only member of MS-13 who has earned a spot on FBI's Ten Most Wanted list. Yovaniy Gomez, dubbed 'Cholo,' is wanted for his alleged involvement in the murder of a man in Plainfield, New Jersey, in May of 2011. The victim was suspected of socializing with a rival gang and had been ordered to be killed by MS-13 leaders. It is alleged that Gomez and another gang member, after an evening of socializing with the victim, attacked him. The victim was struck in the head numerous times, had his throat cut, and was stabbed 17 times in the back. A federal arrest warrant was issued for Gomez in the United States District Court, District of New Jersey, Newark, New Jersey, on September 19, 2013, after he was charged with violent crime in aid of racketeering. He was last seen in Maryland after he was driven there from New Jersey. The FBI is offering a reward of up to $100,000 for information leading to the suspect's arrest. 
Robert Morales, 39, is wanted for murders of two men in Los Angeles and an attempted murder of a woman

Robert Morales: The 39-year-old, known as 'Casper,' is believed to be a member of the Coronado clique of MS-13. He is wanted for the alleged murder of two men and the attempted murder of a woman in Los Angeles. On July 31, 2000, Morales allegedly shot and killed a man waiting at a bus stop. On November 9, 2000, Morales allegedly shot and killed a fellow MS-13 gang member, and fired several shots at the victim's girlfriend. On January 22, 2001, the Superior Court of Los Angeles County issued an arrest warrant after Morales was charged with two counts of murder and one count of attempted murder. A federal warrant charging Unlawful Flight to Avoid Prosecution was issued on January 17, 2007.
Morales has a long criminal history including several assaults, burglary, narcotics transportation, and domestic violence. He has ties to El Salvador.

Carlos Flores Garcia and Victor Alfonso Argueta:  Garcia, 30, and Argueta, 31, both of El Salvador, are wanted for their alleged involvement in a double murder in Baltimore County, Maryland. 
On January 8, 2006, the men were at a club in South Baltimore when they met the two male victims. It is believed the murders occurred because the suspects thought they saw one of the victims flash a rival gang sign. Law enforcement investigation revealed that the victims had no gang affiliation. 
When the two victims left the club, they were approached by the suspects and agreed to meet them behind a local school. The two male victims were then stabbed multiple times with knives and died.

Garcia was charged in the District Court of Maryland for Baltimore County with two counts of first degree murder on September 11, 2006. A federal arrest warrant has been issued for Garcia and he has been charged with unlawful flight to avoid prosecution.

Carlos Alberto Gonzalez-Barahona, 26, is wanted for killing his estranged girlfriend and kidnapping a truck driver

Carlos Alberto Gonzalez-Barahona: The 26-year-old El Salvadorian national has been deported multiple times from the US and is wanted for killing his estranged girlfriend in June, earning him a spot on Texas Department of Public Safety's Ten Most Wanted list. 
In 2010, Gonzalez-Barahona was convicted of Burglary of a Habitation after an incident in Harris County. In October 2013, he was deported from the United States back to El Salvador.
Then on June 18, Gonzalez-Barahona allegedly shot and killed his estranged girlfriend at their apartment in northwest Houston. After the shooting, he reportedly fled the Harris County area and abandoned a pickup truck he was driving in Wharton County. His whereabouts since then are not known. Prior to abandoning the truck on June 20, he allegedly kidnapped the driver of the truck at gunpoint in Brazoria County.
On June 20, the Harris County Sheriff's Office issued a warrant for Gonzalez-Barahona's arrest for Murder, followed by another warrant issued in July for Aggravated Kidnapping. 
MS-13 works as an umbrella grouping of units, some of which are larger and more violent than others.
Most MS-13 members are young men that trace their heritage to El Salvador, Honduras or Guatemala, and among the members there are as many immigrants as there are US citizens. Many were born in the United States.

Deportation vs. the Cost of Letting Illegal Immigrants Stay

The findings of this analysis show that the average cost of a deportation is much smaller than the net fiscal drain created by the average illegal immigrant. Immigration and Customs Enforcement (ICE) reported the average deportation cost as $10,854 in FY 2016. In FY 2012, ICE removed 71 percent more aliens with a similar budget, creating an average inflation-adjusted cost of $5,915. This compares to an average lifetime net fiscal drain (taxes paid minus services used) of $65,292 for each illegal immigrant, excluding their descendants. This net figure is based on fiscal estimates of immigrants by education level from the National Academies of Sciences, Engineering, and Medicine (NAS).1 The total fiscal drain for the entire illegal population is estimated at $746.3 billion. Of course, simply because deportation is much less costly than allowing illegal immigrants to stay does not settle the policy questions surrounding illegal immigration as there are many factors to consider.
Deportation costs:
·         In April of this year, ICE reported that the average cost of a deportation, also referred to as a removal, was $10,854 in FY 2016, including apprehension, detention, and processing.
·         Partly due to policies adopted in the second term of the Obama administration, ICE removed nearly 170,000 fewer aliens in 2016 than in 2012, even though it actually spent 8 percent more in 2016 in inflation-adjusted dollars. The removal of so many more illegal immigrants in FY 2012 means that the average cost per removal in that year was $5,915, adjusted for inflation.
·         If the average cost of a deportation was what it had been in FY 2012, then the larger enforcement budget in FY 2016 would have allowed for 200,000 more removals without spending additional money.
Costs of illegal immigrants:
·         Researchers agree that illegal immigrants overwhelmingly have modest levels of education — most have not completed high school or have only a high school education. There is also agreement that immigrants with this level of education are a significant net fiscal drain, creating more in costs for government than they pay in taxes.
·         The NAS estimated the lifetime fiscal impact (taxes paid minus services used) of immigrants based on their educational attainment. ·         Based on this estimate, there is a total lifetime fiscal drain of $746.3 billion. This assumes 11.43 million illegal immigrants are in the country based on the U.S. government's most recent estimate.
·         The fiscal cost created by illegal immigrants of $746.3 billion compares to total a cost of deportation of $124.1 billion, assuming a FY 2016 cost per deportation, or $67.6 billion using FY 2012 deportation costs.
Important caveats about these estimates:
·         The NAS projects future fiscal impacts. A significant share of the current illegal population are not recent arrivals, so some of the net burden they create has already been incurred. We estimate that one-fifth ($13,058) of the average fiscal deficit the current population of illegal immigrants creates has already been incurred by taxpayers.
·         The above cost estimates are only for the original illegal immigrant, and exclude descendants. Using the NAS net cost estimates for the descendants adds $16,998 to the net fiscal drain.
·         ICE's estimate for deportation costs does not include the costs of the immigration courts run by the Department of Justice. Dividing the court's budget in 2016 by the number deportations adds $1,749 to the average cost of a removal and $770 to the 2012 cost, in 2016 dollars.
·         To create its long-term fiscal estimates, the NAS uses the concept of "net present value" (NPV), which is commonly used by economists. This approach has the effect of reducing the size of the net fiscal drain that unskilled immigrants create because costs or benefits years from now are valued less relative to more immediate costs. If the NPV concept is not used, the actual net lifetime fiscal cost of illegal immigrants is likely $120,000 to $130,000 per illegal alien, or between $1.4 and $1.5 trillion for the entire illegal alien population, excluding descendants.
Introduction
One argument made by opponents of immigration enforcement is that it would be prohibitively expensive to deport all illegal immigrants, so we have to amnesty them.3 Advocates of enforcement argue this is a false choice as it is not necessary to deport all or even most illegal immigrants. Rather, actually enforcing immigration laws would cause many illegal immigrants to return to their home countries on their own.4 It would also discourage new illegal immigrants from coming. Nonetheless, the cost of deportations vs. allowing illegal immigrants to stay is still an important question.
To answer that question, this analysis takes the cost that Immigration and Custom Enforcement (ICE) estimates for the average deportation and compares it to the lifetime fiscal impact of the average illegal immigrant. We estimate two different deportation costs because ICE's immigration enforcement budgets have been relatively stable in recent years, but the number of deportations has varied considerably, creating very different average deportation costs. To calculate the net fiscal impact of the average illegal immigrant, we take their likely education levels and apply fiscal estimates (taxes paid minus costs) developed by the NAS for immigrants by education level. Our findings show that deportation is much less costly than allowing illegal immigrants to stay. Of course, fiscal impacts are not the only consideration when weighting the various policy options.
Methodology
The Costs of Alien Removal
ICE's Costs per Removal. Determining how much it costs to deport, or more accurately formally remove, a non-citizen from the United States is not as straightforward a question as it might seem because ICE has multiple missions and legal responsibilities. Much of what ICE does has nothing to do with immigration, such as countering the smuggling of drugs and contraband across the border; stopping the illegal export of sensitive technology; stopping weapons trafficking; preventing the production and sale of child pornography via the internet; and intercepting stolen art and antiques. In short, the budget of ICE is not a budget solely for immigration enforcement.
In April 2017, ICE estimated that the average cost per deportation was $10,854 in FY 2016. This figure includes "all costs necessary to identify, apprehend, detain, process through immigration court, and remove an alien."5 Based on this description, the estimate seems comprehensive, including the costs for both Enforcement and Removal Operations (ERO), which does most of the immigration removal work, and the legal division, which provides the trial attorneys who prosecute removal cases via the Office of the Professional Legal Advisor (OPLA). These two entities comprise the overwhelming share of spending on removals.
One complicating factor when considering enforcement costs is the number of removals. ICE removed only 240,255 aliens in FY 2016 compared to 409,849 in FY 2012.6 However, the ICE enforcement budget in 2016 was actually 7.62 percent larger than in 2012, adjusted for inflation. Yet they removed about 70.59 percent more people in 2012 than in 2016.7 Based on these numbers, the average cost of a deportation in 2012 was equal to only 54.5 percent of the per-removal cost in 2016.8 Using ICE's per-removal cost figure for 2016 gives an inflation-adjusted cost per removal in 2012 of $5,915 ($10,854 * 54.5 percent).9 If costs were what they had been in 2012, adjusted for inflation, then about 200,000 more aliens could have been removed for the same amount of money in 2016.
The Immigration Courts. Based on the description provided by ICE, the estimated removal costs do not include expenditures for the Executive Office for Immigration Review (EOIR), which is part of the Department of Justice.10 Though it has a few other responsibilities, the overwhelming share of EOIR's workload is for removals. In FY 2016, EOIR's budget was $420.3 million and there were 240,255 removals in that year, which would mean that EOIR's cost per removal was $1,749.11 In 2012, EIOR's budget was $315,389,590 (in 2016 dollars). If we divide this by the number of deportations in 2012, the per-capita court costs were $770.
Declining Number of Removals. It is certainly possible to remove significantly more people with the current budget. The government actually did so in 2012. If enforcement was stepped up it seems almost certain that the lower cost per removal would continue, provided that policies continue to encourage enforcement operations rather than discourage them. During the second term of the Obama administration, policies prohibiting agents from arresting aliens became increasingly stringent. A recent GAO report found that the backlog of pending cases that are carried over from the prior year in immigration court more than doubled between 2006 and 2015.12
In his analysis of the GAO report, former immigration judge Andrew R. Arthur explains that several factors have caused the pace of deportations to slow.13 In addition to ICE arresting fewer aliens, the number of continuances granted by the courts has ballooned and, as a consequence, the number of cases completed by the courts has declined. One of the biggest reasons for the recent slowdown in removals is the priorities of the Obama administration, including the decision to admit so many unaccompanied minors at the border and the burden on the courts resulting from the Deferred Action for Childhood Arrivals (DACA) program.
The Trump administration has curtailed some of these policies. Moreover, the number of arrests by ICE has increased substantially in the first few months of the new administration even though the administration has yet to implement the president's directive to increase the ERO agent corps.14 The increase in arrests certainly demonstrates that the enforcement capacity of ICE, given its current staffing levels, allows for a much greater level of activity than was seen in Obama's second term. It remains to be seen if the number of removals returns to the same level as 2012. However, if the costs of deportation were what they had been in 2012 then the somewhat larger enforcement budget in 2016 would have allowed for the removal of at least 200,000 more aliens with the same budget.
The Cost of Illegal Immigration
Estimating the Costs of Illegal Immigrants. There is a good deal of agreement among researchers that the education level of immigrants is a key factor in determining their net fiscal impact. As a recent study by the NAS states, the education level of arriving immigrants is one of the "important determinants" of their fiscal impact.15 This finding is similar to a 1997 study by NAS that also examined the fiscal impact of immigrants.16This conclusion also is mirrored by a 2013 study from the Heritage Foundation.17 Referring to the education level of household heads, Heritage concluded that, "Well-educated households tend to be net tax contributors." But at the same time, "Poorly educated households, whether immigrant or U.S.-born, receive far more in government benefits than they pay in taxes." My own research has come to the same conclusion.18 The reason for this is straightforward: Those with modest levels of education tend to earn low wages in the modern American economy, and as a result tend to make low tax payments and often qualify for means-tested programs. The less-educated are a net fiscal drain, on average, regardless of legal status or if they were born in the United States or a foreign country.
Education Levels of Illegal Immigrants. In terms of the educational attainment of illegal immigrants, there is a good deal of evidence that they have modest levels of education, much lower than native-born Americans or legal immigrants. The Heritage Foundation study cited above estimated that, on average, illegal immigrants have 10 years of schooling. In an earlier analysis by the Center for Immigration Studies of illegal immigrants based on 2011 Census Bureau data, we found that 54 percent of adults have not completed high school, 25 percent have only a high school degree, and 21 percent have education beyond high school.19 The Pew Research Center estimated that 47 percent of all illegal immigrants have not completed high school, 27 percent have only a high school education, 10 percent have some college, and 15 percent have a bachelor's or more.20
We have updated our prior estimate from 2011 for adult illegal immigrants using a combined sample from the 2014 and 2015 Current Population Surveys. We find that adult illegal immigrants have become somewhat more educated since 2011, but the vast majority still have very modest levels of education. Our best estimate is that 49 percent have not graduated high school, 28 percent have only a high school education, 11 percent have some college, 9 percent a bachelor's degree, and 3 percent have a graduate degree.
It is also worth noting that illegal immigrants overall are significantly more educated than we reported in an earlier analysis, which focused only on illegal border-crossers.21 Illegal crossers tend to be the least-educated component of illegal immigration because more educated foreign nationals wishing to come to the United States can often qualify for temporary visas, which they can then overstay.22 The focus of this analysis is the overall illegal immigrant population, which includes both visa overstayers and illegal border-crossers. Even though illegal immigrants overall are more educated than illegal border-crossers and illegal immigrants have become more educated over time, as a group they remain much less educated than the native-born or legal immigrants.
Fiscal Impact by Education Level. The 2016 NAS study mentioned above projected the lifetime fiscal impact (taxes paid minus services used) of immigrants by education. These estimates are expressed as a net present value (NPV). This is a concept used in fiscal studies, and in other contexts, to express the sum total of costs or benefits over long periods of time — in this case a lifetime. NPV represents the fiscal balance (taxes paid minus costs) if we had to spend the money today. Costs or benefits in the future are discounted or reduced based on how long from now they occur. Later in this report, we discuss in more detail the concept of net present value, both its usefulness and it shortcomings.
The NAS study does not report separate estimates for illegal and legal immigrants. Rather, it simply estimates tax payments and expenditures on immigrants as they appear in Census Bureau data, primarily the Current Population Survey Annual Social and Economic Supplement. As a result, the estimates from the NAS are for both legal and illegal immigrants by education. The NAS fiscal projections include eight different scenarios, each with different assumptions about future spending, tax rates, and the future flow of immigrants. It is not entirely clear what set of fiscal assumptions are best, and the NAS study itself does not identify the one best scenario. In Table 1 we simply take all 8 scenarios and average them together by education level.

Fiscal Impact of Average Immigrant by Education

It should be pointed out that in every scenario from the NAS, as shown in Table 1, immigrants without a high school education are a significant net fiscal drain during their lifetimes. That is, they pay less in taxes than they use in services. Those with only a high school education are a net fiscal drain in seven of the eight scenarios. In contrast, the most educated immigrants, those with at least a bachelor's degree, are a net fiscal benefit in all eight scenarios. This is very important because the vast majority of adult illegal immigrants in the country lack a high school diploma or have only a high school education.
Calculating the Fiscal Impact of Illegal Immigrants. The first column of Table 2 reports the average fiscal effect of immigrants by education level, taken directly from the bottom of Table 1. Column 2 shows the education level of illegal immigrants in the country as discussed above. Column 3 multiplies the average cost by the share of illegal immigrants who fall into that educational category and the bottom of column 3 adds up the costs to give a weighted average. This means that, using the NAS average fiscal costs of immigrants by education and assuming the educational distribution of illegal immigrants shown in the table, the average lifetime fiscal drain is $70,788 per immigrant. However, for reasons discussed below we think this figure overstates the net fiscal costs.

Lifetime Fiscal Impact of Illegal Immigrants

As already mentioned, the NAS fiscal analysis is for immigrants overall — both legal and illegal. Although illegal immigrants do access some welfare programs and create other significant costs, it should still be the case that less-educated illegal immigrants create smaller net fiscal costs than less-educated legal immigrants. Unfortunately, the NAS study has very little discussion of how legal and illegal immigrants differ in their fiscal impact. The study does state on page 280 that, "unauthorized immigrants as a group may have a more positive fiscal impact than authorized immigrants." (Emphasis added.) We agree with their tentative conclusion and so we adjust downward the fiscal drain created by less-educated illegal immigrants relative to illegal immigrants.
To estimate the adjustment factor, we use the Heritage Foundation study mentioned above. That study has estimates for immigrants by education and legal status.23 Adjusting has the effect of reducing the fiscal costs for less-educated illegal immigrants, but it also reduces the fiscal benefits for immigrants who are more educated.24 Since highly educated illegal immigrants make up only a small share of all illegal immigrants, adjusting downward their positive fiscal impact has only a modest impact on the fiscal estimates. The right lower corner of Table 2 shows that the fiscal cost of an illegal immigrant once we include the adjustment is $62,582. Adjusting reduces the fiscal cost by $8,205. There is also the issue of inflation. The NAS fiscal estimates are reported in 2012 dollars. If we convert them to 2016 dollars so that they match the ICE 2016 deportation cost estimate, then the net lifetime fiscal drain of illegal immigrants would be $ $65,292.
One way to think about the above estimates is that for every million illegal immigrants in the country there is a lifetime fiscal drain of $65.3 billion on public coffers. If we assume there are 11.43 million illegal immigrants in the country, then the total fiscal costs they create during their lifetimes using the net present value concept is $746.3 billion.25 In short, the savings associated with removing or causing even a modest fraction of the 11 to 12 million illegal immigrants in the country to return home would be significant.
Costs Already Borne. The NAS fiscal estimates are for newly arrived immigrants during their lifetimes projected forward. Since this analysis is concerned with the existing population of illegal immigrants, some share of the net fiscal costs they create has already been incurred. Based on the age of the illegal population and their time already in the United States, we estimate that one-fifth of their costs have already been incurred. If correct, the remaining fiscal costs of illegal immigrants on average are $52,234 ($65,292 * .80).26While the full cost of illegal immigrants is important, when considering deportation costs relative to fiscal costs, the remaining fiscal impact of allowing illegal immigrants to remain is also an important comparison.
Do Net Present Values Make Sense? The concept of net present value employed by the NAS study reduces or "discounts" costs or benefits in the future based on how long in the future they take place. Page 325 of the NAS study states that they used a 3 percent annual discount rate, which is common in this kind of analysis. So, for example, the fiscal balance (whether a net drain or benefit) an immigrant creates two years after arrival is reduced by about 6 percent. After 10 years, the amount is reduced by about 26 percent and at 20 years the discount is 45 percent. This means events that occur further in the future have a smaller impact on the total cost or benefit. Comparing the net present value fiscal costs illegal immigrants create to the costs of removal can be seen as reasonable because a removal has to be paid for up front while the fiscal drain accrues over time. By using a NPV it makes the costs of removal comparable to the lifetime costs illegal immigrants create.
The primary disadvantage of using NPV for fiscal estimates is that it masks the actual size of future outlays created by less-educated illegal immigrants. For example, using a 3 percent annual discount rate, as the NAS study does, means that if an illegal immigrant creates a net fiscal burden of $10,000 in the 23rd year of the projection, only about half of this amount will be added to the total NPV. Without discounting, the actual outlays associated with illegal immigrants are much larger. If the NPV concept is not used, the actual net lifetime fiscal cost of illegal immigrants is likely $120,000 to $130,000 per illegal alien, or between $1.4 and $1.5 trillion for the entire illegal population, again assuming 11.43 million illegal immigrants are in the country.
Making Different Assumptions
Including Descendants. There are four key variables in the above calculations that potentially impact the results. The first is whether to include the children of illegal immigrants. Many of the descendants of less-educated immigrants struggle, often earning low wages themselves and making use of welfare programs and other public services. If we use the NAS study's estimates that include the progeny of immigrants, it adds $16,998 (in 2016 dollars) to the net fiscal drain, raising the total for the average illegal immigrant to $82,290. If we assume 11.43 million illegal immigrants are in the country, then the total cost of illegal immigrants and their descendants would be $940.6 billion. If the concept of net present value is not used, then the costs for illegal immigrants and their children would approach $2 trillion. But the tax payments and costs created by the descendants of immigrants in the NAS study go out 75 years. Projections of this length involve significant uncertainty.
Impact of Different Fiscal Assumptions. The second question is which fiscal scenario from the NAS study to use. (All of the scenarios are shown in Table 1 of this report.) Scenario 1 makes assumptions that are most favorable to the fiscal impact of immigrants. If we use only this scenario, then the net fiscal costs created by the average illegal immigrant drop significantly, to $8,018 in 2016 dollars. This is somewhat less than deportation costs in 2016 and somewhat more than the cost in 2012. But this scenario assumes federal spending will not conform to historical patterns and, instead, that spending will be lower and tax payments higher in the future. Further, this scenario assumes away costs for public goods, interest payments on the national debt, and other expenses. All of this seems extremely optimistic. On the other hand, scenario 8, which makes the most pessimistic assumptions about the future, shows a net fiscal impact for each illegal immigrant of $118,091 in 2016 dollars. Averaging out all the scenarios, as we do, reduces the impact of extreme assumptions and provides a realistic assessment of the likely future fiscal impact of illegal immigrants. The fiscal drain varies significantly depending on which scenario is used, but seven out of eight scenarios show a large negative lifetime fiscal impact for the average illegal immigrant.
Illegal Immigrant Education Level. The third key assumption in our estimates is the education level of illegal immigrants. As already discussed, there is widespread agreement that illegal immigrants are a relatively unskilled population. If we assume that illegal immigrants are as educated as Pew estimated, the average fiscal cost would still be very large — $60,280 in 2016 dollars. This is very similar to our estimate of $65,295. Again, Pew's figures show that about three-quarters of illegal immigrants have less than a high school education or only a high school education, and this makes them a large fiscal drain.
Legal vs. Illegal Immigrants. Finally, there is the question of the difference between the net fiscal impact of all immigrants (legal and illegal) by education level, which is what the NAS estimated, and the fiscal impact of illegal border-crossers. In Table 2 we adjust the fiscal impact of illegal immigrants significantly, reducing the costs of illegal immigrants relative to immigrants of the same education by almost 12 percent, or $8,205. If we instead used a larger discount of 50 percent for all educational categories, the net fiscal costs of illegal immigrants would still be $36,926 in 2016 dollars. Under a 50 percent reduction, every one million illegal immigrants would still create a net fiscal drain of almost $37 billion during their lifetimes.
It is important to keep in mind that, mathematically, any reduction in costs for less-educated illegal immigrants means that the costs of less-educated legal immigrants must be correspondingly higher so that they average out to the NAS estimates for all immigrants. Immigrants in the Census data used by the NAS can only be either legal or illegal. So, for example, we estimate that 47 percent of all immigrants in the United States who lack a high school education are in the country illegally and 53 percent are legal immigrants. The average cost estimate from the NAS study for immigrants with this education level (legal and illegal) is $173,375, as shown in Table 1. Our estimation method, as explained above, reduces this amount by multiplying it by 67.6 percent (a 32.4 percent reduction). As a result, illegal immigrants with this education level create a lifetime fiscal drain of $117,236. This means that legal immigrants who have not graduated high school must create a drain of $223,159 for this to average out to the drain of $173,375 from the NAS study. If we increased the discount for illegal immigrants, thereby lowering their costs, and multiply the NAS estimate by, say, 50 percent, then the costs for illegal immigrants without a high school education would be $86,688, a good deal less than we report. But, the cost for legal immigrants without a high school education would have to grow to $250,249 so that it again averages out to the overall NAS estimate of $173,375 for all immigrants, legal and illegal, with this level of education. This drain for the least-educated legal immigrants seems implausibly large.
It is worth noting that because less-educated legal immigrants create a larger fiscal deficit than less-educated illegal immigrants, amnesty (legalization) for illegal immigrants would almost certainly increase the net fiscal costs to taxpayers, as illegal immigrants would become costly legal immigrants. Of course, this is only true for the less-educated illegal immigrants. The modest share of illegal immigrants who are well educated would be a significant fiscal benefit if legalized.
Conclusion
Overall, different assumptions can affect the results. But because the overwhelming share of illegal immigrants residing in the country have not completed high school or have only a high school education, it would require highly implausible assumptions to avoid a substantial net fiscal drain from this population. In short, illegal immigrants are a large net fiscal drain because of their education levels and this fact drives the results. Deportation, on the other hand, is not that costly relative to the fiscal costs illegal immigrants create. Of course, there are many other factors to consider when deciding on the best course of action than just the fiscal balance between removal and allowing illegal immigrants to remain. That said, deporting a large share of illegal immigrants can be justified from a fiscal point of view.

22 In contrast, a person with few years of schooling, a low-paying job, and no property in his or her home country is not likely to qualify for a tourist visa or other temporary visitor visa. Such persons would be seen as "intending immigrants", the terminology of the U.S. consular service; and the visa would be denied. As a result, the overall illegal immigrant population, which includes large numbers of overstayers, is significantly more educated than we previously estimated for new illegal new border-crossers.
23 The Heritage Foundation reports the average fiscal impact for illegal immigrant and legal immigrant households by education level. They also report the number of households by education and legal status. With this information it is a relatively straightforward matter to calculate the average fiscal impact of all immigrant households (legal and illegal) by education. We then divide this amount by the estimated costs for illegal households by education to create an adjustment factor. So, for example, among illegal high school dropout households, the net fiscal impact is -$20,485 a year, and for households headed by a legal immigrant who is a dropout, the drain is a good deal more: -$36,993. In Heritage's estimate, illegal immigrants create a net fiscal cost that is about 55 percent that of the burden created by households headed by high school dropout legal immigrants. But this is not the proper comparison, as the NAS estimates are for all immigrants, not just legal immigrants. Given the number of households Heritage reports, the fiscal impact for all immigrant households (legal and illegal) headed by a dropout must be -$30,294. As this equals .676 of the estimated costs of illegal dropout households reported in the Heritage study, this becomes the adjustment factor. We do the same for the other educational categories. As the Heritage study does not show separate estimates for those with only a bachelor's degree and those with a graduate education, we use the same adjustment factor for both. Taken together, this approach reduces the net fiscal drain of illegal immigrants by almost 12 percent.

Taxpayers in the nation’s most populous county dished out nearly $50 million in a single month to cover only the welfare costs of illegal immigrants, representing a whopping $10 million increase over the same one-month period two years ago.

In June 2009 alone Los Angeles County spent $48 million ($26 million in food stamps and $22 million in welfare) to provide just two of numerous free public services to the children of illegal aliens, which will translate into an annual tab of nearly $600 million for the cash-strapped county.

The figure doesn’t even include the exorbitant cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $400 million for healthcare and $350 million for public safety.

The recent single-month welfare figure was obtained from the county’s Department of Social Services and made public by a county supervisor (Michael Antonovich) who assures illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers.” The veteran lawmaker points out that 24% of the county’s total allotment of welfare and food stamp benefits goes directly to the children of illegal aliens—known as anchor babies—born in the United States.

A former fifth-grade history teacher who has served on the county’s board for nearly three decades, Antonovich has repeatedly come under fire for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
Numerous other reports have documented the enormous cost of illegal immigration on a national level. Just last year a renowned economist, who has thoroughly researched the impact of illegal immigration, published a book breaking down the country’s $346 billion annual cost to educate, jail, medically treat and incarcerate illegal aliens throughout the U.S.

August 11, 2009—Figures from the Department of Public Social Services show that children of illegal aliens in Los Angeles County collected nearly $22 million in welfare and over $26 million in food stamps in June, announced Los Angeles County Supervisor Michael D. Antonovich. 

Projected over a 12 month period – this would exceed $575 (THE FIGURES ARE NOW IN EXCESS OF A BILLION PER YEAR) million dollars.
Annually the cost of illegal immigration to Los Angeles County taxpayers exceeds over $1 billion dollars, which includes $350 million for public safety, $400 million for healthcare, and $500 million in welfare and food stamps allocations. Twenty-four percent of the County’s total allotment of welfare and food stamp benefits goes directly to the children of illegal aliens born in the United States.

“Illegal immigration continues to have a catastrophic impact on Los Angeles County taxpayers,” said Antonovich. “The total cost for illegal immigrants to County taxpayers exceeds $1 billion a year – not including the millions of dollars for education.”

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.

Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

The nativist CNN reporter Lou Dobbs estimates that there are over 200,000 "Anchor Babies" born every year whereas George Putnam, a radio reporter, says the figure is closer to 300,000. La Voz de Aztlan believes that the number is approximately 500,000 "Anchor Babies" born every year.
