What's Happening at the Center
In his recent piece in the National Interest, Executive Director Mark Krikorian explains that the effort to restructure and modernize the federal immigration program is finally underway. The Reforming American Immigration for a Strong Economy Act (RAISE Act) resumes the effort undertaken by civil rights icon Barbara Jordan's U.S. Commission on Immigration Reform in the mid-1990s. It establishes coherent rules and addresses the fundamental questions of how many should be admitted each year and how they should be selected. Mr. Krikorian, who discussed the act with Tucker Carlson, explains that it is a giant step forward from the current system, which co-sponsor Senator Tom Cotton rightly calls an "obsolete disaster".

Deportation vs. the Cost of Letting Illegal Immigrants Stay

Excerpt: The findings of this analysis show that the average cost of a deportation is much smaller than the net fiscal drain created by the average illegal immigrant. Immigration and Customs Enforcement (ICE) reported the average deportation cost as $10,854 in FY 2016. In FY 2012, ICE removed 71 percent more aliens with a similar budget, creating an average inflation-adjusted cost of $5,915. This compares to an average lifetime net fiscal drain (taxes paid minus services used) of $65,292 for each illegal immigrant, excluding their descendants. This net figure is based on fiscal estimates of immigrants by education level from the National Academies of Sciences, Engineering, and Medicine (NAS).1 The total fiscal drain for the entire illegal population is estimated at $746.3 billion. Of course, simply because deportation is much less costly than allowing illegal immigrants to stay does not settle the policy questions surrounding illegal immigration as there are many factors to consider.

Time to End DACA

Excerpt: One of President Trump's signature campaign promises was to end Deferred Action for Childhood Arrivals (DACA), a controversial program created by the Obama administration in 2012 that granted work permits, identity documents, and relief from deportation to approximately 800,000 illegal immigrants who arrived as youths. More than six months into Trump's term, however, DACA is still alive, and his administration appears divided over how to proceed. It is time to stop wavering. The president should end a program that is illegal, overbroad, and likely to lead to a more extensive amnesty.

Finally, a Debate on Legal Immigration

Excerpt: For the past two years, ever since Donald Trump's escalator ride, the immigration debate has focused on enforcement and illegality. The wall, criminal aliens, deportation, Obama's lawless executive amnesty — it's been all illegal immigration, all the time.

And that's as it should be, at first, because if the rules aren't enforced, it doesn't much matter what the rules are.

But in the long run the more important questions are: What are the rules? How many people should the federal immigration program admit each year? How should they be selected? How can we minimize the harm from the program while maximizing the benefits?

Senators Tom Cotton and David Perdue have started to answer these questions. They joined President Trump at the White House this morning to unveil legislation to restructure and modernize the federal immigration program. The Reforming American Immigration for a Strong Economy Act (RAISE Act) resumes the effort undertaken by civil rights icon Barbara Jordan's U.S. Commission on Immigration Reform in the mid-1990s. Two decades ago, the corporate Right allied with the cultural Left to kill Jordan's recommended immigration changes. But the logic of those changes didn't go away. And today's announcement picks up where she left off.

The proposal — which I hope against hope gets enacted — would give points toward a visa to those investing in this country. More specifically, an alien would need 30 points to get a visa, and could secure six of those points by investing $1.35 million, or 12 points at the $1.8 million level.

DOJ Moves to Curb Continuances in Immigration Court

Excerpt: Noting the "strong incentive by respondents in immigration proceedings to abuse continuances," the OPPM directs IJs to "be equally vigilant in rooting out continuance requests that serve only as dilatory tactics." The OPPM provides guidance to IJs to follow in considering requests for continuances for aliens to obtain counsel, for attorney preparation, and for continuances of merits hearings. It also addresses the "rare" requests for continuances by the government.

In the Backgrounder, I described the pressures on IJs to grant continuances, and noted that one of the responses to that pressure would be for the attorney general to issue a decision on certification setting "limits on the ability of IJs to grant continuances by specifying the parameters of their regulatory authority to do so 'for good cause shown.'" Such a decision will still likely have to be issued. OPPM 17-01, however, shows that DOJ understands that continuances have to be reined in for EOIR to get a handle on the immigration court backlog.

Private Sector Enforces the Immigration Law — Bravo, CBS and Mercedes!

Excerpt:The unstated motivation for the subcontractor was to save money by paying the workers less than it would have to pay citizen and other resident workers. In the best of all possible worlds the subcontractor should be hauled into court. Maybe that will happen, maybe not.

In the meantime, our cheers should be nuanced ones. CBS gets the loudest round for exposing wrong-doing. Mercedes-Benz gets a slightly less enthusiastic response; it did what it was supposed to do, and promptly, but did so only after someone else publicized the problem.

Polite clapping is all that the general contractor Eisenmann gets, as it should have known better than to ignore and/or tolerate the practices of its own subcontractor. I hope that both CBS and ICE are sniffing around other operations that use this contractor.

Do Not Confuse Smuggling with Trafficking

This consent is rendered meaningless as soon as the person revokes it and is forced in one way or another to carry on with the job. The fact, therefore, that one paid to be smuggled into a country does not exempt him/her from being deceived into trafficking. Again, trafficking is not about how one crossed the border, it is about what happens next and the connection between these two; a trafficked person is moved in order to be exploited.

Excerpt: The recent and welcome release of a huge amount of raw immigration data, though presented awkwardly, shows a massive half-amnestied population, probably reaching four million aliens.

None of these aliens are in illegal status currently, none have permanent legal status, and none are in employer-dominated nonimmigrant worker programs. All are in the United States and have an interim Department of Homeland Security form, the Employment Authorization Document (EAD), which allows them to work legally. The presence of each of the 58 (yes, 58) different sub-classifications of EAD holders is not new, but the huge size of the collective population is rarely discussed.

Missing Burundi Robotics Team Highlights Visa System Flaws

Excerpt: Six teenage students from the small African country of Burundi are missing in the United States. At the time of this writing, two of them have been seen crossing the border into Canada, although police are refusing to comment further given that four others are still missing.

The team's mentor, Canesius Bindaba, went to their rooms one night to find that they had packed their bags and fled. When he contacted their families back home, he was met with bizarre responses such as "relax, everything will be okay." While this cannot be confirmed by police, Bindaba indicated that the teens likely fled the event on their own in order to remain in the United States, and that they may have even planned to do so with the help of their families back home.

All of the teens were between the ages of 16 and 18, and members of the Burundian community in the U.S. have indicated that the teens will likely try to seek asylum in the United States or in Canada. (Canada gives asylum to Burundians without a hearing.)

A New "Bracero Program" May Be in the Works

The current farmworker-importation program, the H-2A visa, is numerically unlimited but has stronger protections than the Bracero program. The H-2A program allows U.S. employers or U.S. agents who meet specific regulatory requirements to bring foreign nationals to the United States to fill temporary agricultural jobs. One of these regulations includes proving that "there are not enough U.S. workers who are able, willing, qualified, and available to the temporary work."

Excerpt: It seems like a curious time to leave DHS rudderless, with so many pressing things left unfulfilled at the department, things the president campaigned on: building a secure border barrier; ramping up the agent numbers at both the Border Patrol and ICE (Immigration and Customs Enforcement); dismantling vicious transnational gangs like MS-13 and the Mexican cartels that plague both sides of our southern border region; etc., etc.

Moving Kelly over and Priebus out was easy enough because the chief of staff job doesn't require congressional approval. Not so with Kelly's replacement at DHS — he or she will need to go through Senate confirmation, a process that has been excruciatingly slow and plagued with Democratic obstructionism. Literally thousands of jobs remain unfilled because of the deliberate slow-walking of each candidate. It may be many, many months until there is a replacement to head the sprawling department so vital to the safety of the nation's homeland.

A Sweeping Senatorial Display of Hypocrisy and Self-Nullification

Excerpt: In a sweeping display of hypocrisy served with heaping helpings of hockey puck and chutzpah, a group of Democratic senators has sent a letter to President Trump urging him to take a legal stand in favor of the DACA program.

They wrote because, faced with threat of a lawsuit from a consortium of states led by Texas, this administration has indicated that it is considering simply not defending DACA in court. In their letter, the members say, in part, "If this threat is successful, it would undermine your ability to set immigration policy for your administration," and "We urge you to respond to this threat to your executive authority by urging the Attorney General to use all legal options to defend the DACA program."

Wait. Isn't it the Democratic party that has encouraged and applauded lawsuits to impede this president's power to suspend visas and the refugee program? And his power to withhold federal money from sanctuary jurisdictions? It is.

The deadly drug overdose epidemic that has been ravaging the nation may be even worse than we realize.







A new University of Virginia study says the numbers of deaths due to heroin and opioid overdoses have actually been severely underreported.
Dr. Christopher Ruhm revisited thousands of death certificates from 2008 through 2014 and concluded the mortality rates were 24 percent higher for opioids and 22 percent higher for heroin than had been previously reported.
"Opioid mortality rate changes were considerably understated in Pennsylvania, Indiana, New Jersey and Arizona," the study states. "Increases in heroin death rates were understated in most states, and by large amounts in Pennsylvania, Indiana, New Jersey, Louisiana and Alabama."
Ruhm's awful arithmetic emerged just days after the presidential opioid commission, led by New Jersey Gov. Chris Christie, urged President Donald Trump to "declare a national emergency" to deal with the crisis.
Nearly 35,000 people across America have died of heroin or opioid overdoses in 2015, according to the National Institute on Drug Abuse.
"My message to members of a Presidential commission would be that getting the most accurate statistics possible is a crucial first step towards developing policies aimed at stemming the fatal drug epidemic," Ruhm told NBC News. "This is particularly important when we have scarce funds to allocate and so would want to target them at the hardest hit areas."
Ruhm contends that one of the reasons U.S. officials have been unable to win this war "is the lack of reliable information on the drugs causing fatal overdoses."
"This occurs when no specific drug is identified on the death certificates," he said in the study.
So Ruhm, a professor of public policy and economics, began poring over death certificate data from the federal Centers of Disease Control and Prevention.
He discovered that in 2014, a specific drug was not identified in 19.5 percent of fatal overdoses. And in 2008, that figure was even higher — 25.4 percent.
States like Rhode Island, Connecticut and New Hampshire specified the exact drug on death certificates 99 percent of the time "but only around half the time in Pennsylvania, Indiana, Mississippi, Louisiana and Alabama," Ruhm reported in his study.
Armed with that info, Ruhm estimated how many of those deaths could be blamed on heroin and how many on opioids.
His results? The national rate of fatal opioid overdoses jumped in 2014 from 9 per 100,000 people to 11.2 — and rate of fatal heroin overdoses climbed form 3.3 per 100,00 to 4.
Based on Ruhm's research, the drug problem in Pennsylvania is a lot worse than the CDC figures indicate.
The Keystone state was ranked 32nd by the CDC for opioid deaths for 2014, with 8.5 per 100,000. But Ruhm concluded the Keystone State actually has the seventh highest rate of opioid deaths that year with 17.8 per 100,000. And, based on Ruhm's calculations, it went from being the state with the 20th highest fatal heroin overdose rate to fourth.
Susan Shanaman of the Pennsylvania State Coroners Association, in an email to NBC News, said "there are many reasons that a Coroner may not list all the drugs on a death certificate," including federal and state privacy rules.
"The average family gets 20 copies of a death certificate of their loved one," she wrote. "These are used to close out bank accounts, transfer loan accounts, transfer titles to vehicles, claim insurance and the like. Not every family member wants the public to know what drugs were all found in the deceased."
Hard-hit Ohio's opioid death rate went from 18.2 per 100,000 (fifth highest in the country) to 20.5 per 100,000 (fourth highest in the country) in Ruhm's report.
Ohio also has the nation's highest rate of fatal heroin overdoses with 10.4 per 100,000. By Ruhm's reckoning, the rate is 11.2 per 100,000, which is also the highest in the country.
Unchanged in Ruhm's report is West Virginia's woeful ranking as the state with the highest rate of deadly opioid cases. But even there Ruhm concluded the death rate for opioids should have been 30.3 per 100,000 in 2014 instead of 29.9. And the state's fatal heroin overdose rate should have been 9 per 100,000 rather than 8.8.
Ruhm's research also buttresses earlier studies that identified the primary victims of this plague.
"Fatal overdose rates are higher for males than females, for whites than blacks or other non-whites," Ruhm said.
And the overdose death rates are highest for people ages 25 to 64 in the Rust Belt, in Appalachia and some western states.
"There are also pockets with high death rates in many other parts of the country as well," Ruhm said

The impact of US opioid epidemic on foster care and social services

The epidemic of opioid addiction in the US, which has reached never before seen heights in the past two years, has put an immense strain on the already resource-starved US health care system. Among the most devastating consequences of this crisis has been the thousands of children who lose their parents to addiction every day. These children have flooded the foster care system, and their cases have exhausted social services.
According to data from the U.S. Department of Health and Human Services, in 2012, 397,000 U.S. children were in foster care. By 2015, that number had risen 8 percent, to 428,000. There is no concrete data yet for 2016; however, experts predict that the past two years—the height of the opioid epidemic so far—has increased that number dramatically.
A recent study published by the Annie E. Casey Foundation found that in 14 states the number of foster kids rose by more than a quarter between 2011 and 2015.
States that are experiencing a massive influx of children into protective custody all face similar problems, with varying degrees of severity. None are equipped with the resources to adequately deal with the crisis. Three of the hardest hit states have been Maine, Florida, and Ohio.
Maine
More than 1,800 children were reported to be in foster care across the state of Maine in 2016—a nearly 45 percent increase in foster children since 2011.
Last year, 376 people died from drug overdoses in Maine. This is the highest number ever recorded for the state and marks a 114 percent increase over a period of just four years, coinciding with the rise of the opioid crisis. Moreover, more than 1,000 children were born addicted to drugs in Maine last year, with the majority of the cases involving some form of opioid.
Bette Hoxie, executive director of Adoptive and Foster Families for Maine, a non-profit organization that works to provide support services for adoptive and foster parents, as well as kinship providers, recently spoke to the WSWS about the immense scope of the opioid epidemic.
“We work with about 3,100 families. Of these, 1,600 are utilizing our resources from more intensive services than just basic services. This means that they need things like clothes, they need help working through the system, they need bedding, they need much more active involvement.”
“The homes where these children are going are just not prepared with everything they need to house a child,” Hoxie noted.
“I would say nearly every single one of those cases is due to drug addiction. Of the kinship calls [when children are placed with extended family members instead of with foster families] that we get, at least 85-90 percent have been due to drug addiction, with the majority being opioids.”
Hoxie explained the effect of the spike in opioid use on the child care services: “Up until about 8 or 10 years ago, when children were coming into protective services, they were placing kids with foster care families until they could reunite them with their families or place them in permanent homes.”
“Over the last few years—in a large way, to deal with the sudden influx of such high numbers of children—there is more and more use of family members. There is definitely a strain on the system. We have 1,900 children in care, and we have 1,200 licensed foster homes.” Hoxie expressed concerns that some of these children end up in homes where the caregivers, often grandparents, are on fixed incomes and struggle to provide for the children.
Speaking on the opioid crisis more generally Hoxie added, “The biggest thing we are struggling with here in Maine is recovery options. ... When a family with addiction problems reaches out for help and they hear ‘Well, it will be three months before we can get you into a place,’ these people lose a lot of hope.”
Ohio
The state of Ohio has one of the nation’s highest overdose rates. In 2016, 4,149 deaths from drug overdose were reported, showing a 36 percent jump from the year before. In 2015, an astounding one in nine heroin deaths nationwide occurred in Ohio, a number that has likely jumped even higher since.
Ohio’s foster population has gone up nearly 10 percent, with more than 60 percent of children in the system because of parental drug abuse. The situation in Ohio is unique, not only because the opioid epidemic is so severe, but also because it is possibly the most resource-starved state in terms of child care services. The state ranks 50th for state share of children services total expenditures. In fact, Ohio state expenditures for child services are so low that if the number doubled, it would still remain 50th in the country.
Scott Britton, who works for Public Children Services Association of Ohio, told the WSWS: “The drug epidemic really has caused a crisis across the board. We have 11 percent increase of children in custody and 19 percent increase in retention rate. We have some 2015 data that showed that 28 percent of the parents of kids who were taken from their homes were using some type of opioid. So that means more than one in four and almost one in three. This is not counting kinship care or other ways a child might come in. We suspect that number has only gone up in 2016, considering that back in 2015 we were not seeing near the same volume of opioid use as we had in 2016 and which continues today.”
“It is affecting just about every facet of the foster care system. Some come into our care because they were born with addiction, others because they have experienced severe neglect. They very often come in with a lot of trauma from their experiences, which complicates things. Sometimes placing them with a typical foster family is not what’s best due to the severity of their issues.”
Another major problem, mentioned by every charity group, nonprofit, and social service worker who spoke to our reporters, is the effect the pressure has had on social workers. Britton explained that Ohio is no different: “These workers are emotionally exhausted. They are often the ones who are left with tasks like telling a child that one of their parents, or sometimes both of their parents, have died from overdose, for example.
“Our caseworkers are really committed to reunifying children with their parents. That is our number-one goal. They work really hard to get parents into treatment. Unfortunately, they are seeing less and less of that, which is really tough on their morale. We did a survey in 2016 and found that one out of every four caseworkers left their positions. I suspect they just become exhausted from taking that emotional stress home.”
Florida
The worst manifestation of the opioid epidemic in Florida is in the state’s 12th Judicial Circuit Court, which includes Sarasota, Manatee and DeSoto counties. One figure that sheds light on the severity of the situation in this area is the number of doses of Narcan (Naloxone), the drug that reverses the effects of an overdose, being administered. In July 2015, emergency responders in this area administered a record 281 doses of the “miracle drug.” By July 2016, that number had more than doubled to 749. Officials in the area remain unable to stem the epidemic.
Kathryn Shea is the president and CEO of the Florida Center for Early Childhood, which is an early childhood mental health provider. Shea works in the heart of the Florida epidemic.
Shea told the WSWS: “The numbers we are seeing in Sarasota of kids in care we have never seen before. There is no question that the biggest cause is substance abuse, and the primary drug is opioids. Our children have been dramatically impacted, as have our babies. To give you an idea of how severe it is, consider that 90 percent of babies in the NICU at Sarasota Memorial Hospital are there from opioid substances.”
When asked about reports that Florida and other states such as Oregon and Texas have been forced to have children sleep in state buildings because there were no foster homes available, Shea responded, “Yes, that has happened here. Not as often, because they are constantly recruiting foster parents. Instead, here they often have to go over their waiver of five kids per parent.”
Shea also commented on the effect this crisis has had on those who work in the field, “Our turnover rate for social workers is just horrible. It’s very hard to keep cases managers and investigators. A lot of these workers are very young and have just gotten out of college or just have high school degrees and don’t have a lot of life experience to help buffer the intense situations that they have to deal with. Let me put it this way—I have been in this industry 37 years and it is still difficult for me. Often they are traumatized by what they go through on the job. They end up with secondary trauma from what they see and do. Honestly, from all my years in the field, I’ve never seen the situation this bad.”
When asked about what sort of impact the Trump health care plan, which would end Medicaid as an entitlement program, might have on the children affected by the opioid epidemic Shea said it would be a disaster. “Most of our families are on Medicaid. This covers over 90 percent of our kids. The services for them would be dropped. What we are talking about is the difference between life and death for children. I am not saying that lightly. I am very serious. We will be hurting the most vulnerable population. I think it’s an absolute crime.”
Asked to explain what she thought was driving the opioid epidemic Shea told the WSWS: “Well, I think the real root cause of this is poverty. Many of these people were raised in poverty and don’t see a way out of it. Many of them have experienced serious trauma and have never been treated properly because they don’t have the money and they use drugs to self-medicate, and to deal with the pain.”

California Risks Billions in Sanctuary City Suit Against Trump Administration








California Attorney General Xavier Becerra is launching a preemptive legal assault against the Trump Administration’s promise to pull tens of billions of dollars of federal funding from “sanctuary cities” that do not cooperate in enforcement against illegal aliens.

Attorney General Becerra is leading a coalition of 300 cities, 18 counties, and the State of California that intend to sue the Trump Administration over U.S. Attorney General Jeff Sessions’ plan to begin cutting off funding to jurisdictions tagged by the U.S. Justice Department as “sanctuary cities” that harbor illegal aliens from Immigration and Customs Enforcement (ICE) agents, according to the Sacramento Bee.
The U.S. Department of Justice’s Inspector General issued a memorandum in August 2016 advising that sanctuary city practices violate federal law. The IG “finding” empowers Attorney General Sessions with the authority to seek court orders to strip up to about $135 million in federal grants to California state and local law enforcement agencies that refuse to comply with U.S. laws. The Justice Department could also broaden the cut-off to another $360 million in drug enforcement grants to schools, harbors, and airports.
President Trump on January 25th issued Executive Order: Border Security and Immigration Enforcement Improvement to give the Justice Department the power to ban federal funding for sanctuary cities. U.S. District Judge William H. Orrick III, an Obama appointee, ruled in April that the executive order was unconstitutional, but the Trump Administration has filed an appeal and expects to get a ruling overturning the lower court.
The Trump Administration is seeking broader authority with the Republican-controlled House of Representatives recently passing Kate’s Law, which would increase maximum penalties for criminal aliens who attempt to re-enter the country, and H.R. 3003, which would cut funding to sanctuary cities that refuse to cooperate with federal immigration laws.
With the U.S. Senate expected to soon pass similar legislation for President Trump’s signature, California Democrats understand that $93.6 billion in federal funding, amounting to about 37 percent of the state’s $252.5 billion in spending for fiscal year 2015, is at risk of being suspended over issues associated with sanctuary cities.
The breakdown of California’s federal funding, by department, includes: 52 percent for Health and Human Services (Medicaid); an average of 25 percent of all state and local government general revenues for Labor and Workforce Development; 14 percent for Education; 6 percent for Transportation; 2 percent for Legislative, Judicial and Executive; and 1 percent for General Government, which includes Natural Resources, Environmental Protection, Corrections and Rehabilitation, State and Consumer Services.
In an added risk to Democrats, Breitbart California editor Joel Pollak reported on August 5th that Judicial Watch just wrote a letter to California Secretary of State Alex Padilla questioning why 11 of California’s 58 counties appear to be in violation of the U.S. Voter Registration Act by having more registered voters than adults over the age of 18.
With a background that included 13 years working in the Civil Division of the state attorney general’s office, 12 terms in Congress, and being the second ranking Democrat on the powerful U.S. House Ways and Means Committee, California Governor Jerry Brown appointed Becerra as Attorney General in January to gain insight into how far California’s sanctuary cities and counties can push back against President Trump, before his Administration retaliates with a funding cutoff and aggressive enforcement of voter laws.

Judicial Watch Warns California: 11 Counties Have More Voters than Voting-Age Citizens




Judicial Watch, a conservative watchdog organization, has sent a letter to California Secretary of State Alex Padilla on behalf of the Election Integrity Project, noting that there are 11 counties in the state with more registered voters, and alleging that the state may be out of compliance with Section 8 of the National Voter Registration Act (NVRA).

The letter reads, in part:
NVRA Section 8 requires states to conduct reasonable list maintenance so as to maintain an accurate record of eligible voters for use in conducting federal elections.1 As you may know, Congress enacted Section 8 of the NVRA to protect the integrity of the electoral process. Allowing the names of ineligible voters to remain on the voting rolls harms the integrity of the electoral process and undermines voter confidence in the legitimacy of elections.
As the top election official in California, it is your responsibility under federal law to coordinate California’s statewide effort to conduct a program that reasonably ensures the lists of eligible voters are accurate.
Judicial Watch lays out the specifics: 
“[T]here were more total registered voters 
than there were adults over the age of 18 
living in each of the following eleven (11) 
counties: Imperial (102%), Lassen (102%), 
Los Angeles (112%), Monterey (104%), San 
Diego (138%), San Francisco (114%), San 
Mateo (111%), Santa Cruz (109%), Solano 
(111%), Stanislaus (102%), and Yolo (110%).” 
The letter notes that the percentage in L.A. 
Country may be as high as 144%.
The letter contains a threat to sue the Secretary of State if Padilla does not remove from the rolls “persons who have become ineligible to vote by reason of death, change in residence, or a disqualifying criminal conviction, and to remove noncitizens who have registered to vote unlawfully.” 
It gives Padilla 14 days to respond, and 90 days to correct alleged violations of the law.
Padilla has been one of the main voices in opposition to President Donald Trump’s Presidential Advisory Commission on Election Integrity, refusing to share voter data with it on the argument that doing so would “legitimize false claims of massive election cheating last fall.”
President Trump has claimed that he would have won the popular vote in the 2016 presidential election if not for illegal voting, and his administration has singled outCalifornia as a possible contributor to that margin.
The Election Integrity Project is a California-based volunteer organization that monitors voting irregularities.

California ranks No. 48 out of 50 states for abominable lower education quality. Mexicans loathe literacy and speaking the gringo language. Most Mexicans graduate from high school not being able to read at a third-grade level.

At Santee Public High School in Los Angeles, classes are taught in Spanish. Books are in Spanish and school assemblies end in “!Viva Mexico, Viva Mexico!”.

Many public schools in CA have prohibited Legals from wearing American flag T-shirts on Cinco de Mayo day.

There have been more than 82 private enterprise hospitals and clinics in CA driven into bankruptcy due to Mexico’s occupation of CA. The La Raza Sanctuary City of West Hollywood, which employs hordes of illegals, banned the use of gas leaf blowers in 1987. No City ordinances anywhere in CA ever apply to illegals. The City handed out more than 400 fines to gardeners who were all illegals from Mexico. The fines were never paid and were deemed uncollectable as these gardeners all had fraudulent IDs. Therefore they were out there driving unlicensed and uninsured. No illegal caught using a gas leaf blower and with fraudulent ID was or will ever be prosecuted. In CA La Raza is above the law.

In Los Angeles there have been numerous murders of innocent black Americans by Mexican gangs who were “ethnically cleansing” their hoods.

Illegal immigration costs the taxpayers of California -- which has the highest number of illegal aliens nationwide -- $10.5 (NOW $30 BILLION) billion a year for education, health care and incarceration, according to a study released yesterday. A key finding of the report by the Federation for American Immigration Reform (FAIR) said the state's already struggling kindergarten-through-12th-grade education system spends $7.7 billion a year on children of illegal aliens, who constitute 15 percent of the student body. The report also said the incarceration of convicted illegal aliens in state prisons and jails and uncompensated medical outlays for health care provided to illegal aliens each amounted to about $1.4 billion annually. The incarceration costs did not include judicial expenditures or the monetary costs of the crimes committed by illegal aliens that led to their incarceration. "California's addiction to 'cheap' illegal-alien labor is bankrupting the state and posing enormous burdens on the state's shrinking middle-class tax base," said FAIR President Dan Stein. "Most Californians, who have seen their taxes increase while public services deteriorate, already know the impact that mass illegal immigration is having on their communities, but even they may be shocked when they learn just how much of a drain illegal immigration has become," he said.

When 200 hispanic students skipped school last week and marched through downtown Morgan Hill, California chanting "Si se puede" intermixed with "We want respect," none were banned from school attendance on their return.
When five students, one of them an American from latino roots, wore American flags to school as a sign of patriotic speech, they were labeled incendiary. They were instructed to turn their shirts inside-out so as to cover up the American flag. And when they refused to surrender their first amendment right to expression, they were given unexcused absences.
Assistant Principal Miguel Rodriguez called the flag draped wardrobe "incendiary" because the students had chosen to worn them on May 5, popularly known as Cinco de Mayo. (A date that "celebrates" Mexico's defeat of the French in a single battle, in a war that Mexico eventually lost.)
The school's administration went further in claiming the five students were attempting "to start a fight" and "adding fuel to the fire."

Latino parents chimed in and chided the five students (one of which is of Mexican ethnic heritage) saying, "we're all offended by it."
One parent, Teresa Casillas, claimed her hispanic children were upset by the behavior of the boys wearing the flagged shirts, calling it disrespectful.
Yet for all the outcry, not an ounce of proof has erupted that the boys made any actions of provocation--except wear the shirts on Cinco De Mayo.

One of the more ignorant utterances by one of the hispanic student protestors summed up the stupidity best, "It's disrespectful to do it on Cinco de Mayo," said Jessica Cortez, a Live Oak sophomore. "They can be a patriot on some other day. Not that specific day."

And so this is what the argument has been reduced to.

I mean, you do understand don't you that Cinco de Mayo is not even celebrated en masse by Mexicans?

Yet the militant, belligerent, children of latinos living in Morgan Hill are exhibiting symptoms of a problem that is widespread. Raw naked entitlement that not only flouts the laws, but has now led to the limiting of the most legitimate expression whose freedom should always be protected: patriotism.
It was bad enough that the Obama administration went on a systematic campaign to discredit the recent right of the state of Arizona to reinforce federal guidelines for immigration. It was bad enough that the lies were widely told, and never retracted by news agencies that should have known better.

Once there was only Edward Roybal in a position of power. Today, as it did long ago, authority rests in many Latino hands.

The announcement last week that Archbishop Jose Gomez of San Antonio will replace Cardinal Roger Mahony as head of the local Catholic diocese capped an assertion of power on the part of Latinos in Los Angeles that is remarkable in its seeming speed.

For decades, only one Latino held unquestioned public power: Edward R. Roybal, the first Latino to win a seat on the Los Angeles City Council. He spent 13 years there, then moved to Congress to serve 30 years, most of that time as the region's only Latino representative.
Now the power positions held by Latinos in the Los Angeles area are multiple and manifest. Besides the Mexico-born archbishop, who is in line to become the first U.S. prelate of Latino heritage to become a cardinal, there is the mayor. The speaker of the Assembly. The sheriff. A county supervisor. Several members of the City Council, of Congress, of the Legislature, of the Los Angeles school board. The head of the most influential civic entity, organized labor.
"It is coming full circle," said UC Berkeley associate professor Lisa García Bedolla, the author of two books on Latino politics. "That's what Los Angeles looked like before becoming part of the United States."

It is hardly accidental, however. The moves to the top in politics and other endeavors have required equal parts population shifts, hard-fought legal pursuit and political strategizing.
Population numbers are only the most obvious propellant for the ambitions of both the community and its leaders.
In 1960, according to a USC demographic study, fewer than 10% of the people in the Los Angeles County area were Latino. By 2008, according to federal census estimates, almost half were Latino. Roughly the same was true in the city of Los Angeles.

While trailing the population levels -- because of lagging citizenship numbers -- the ranks of Latino voters also swelled over those decades.

But their efforts to win elections were thwarted by political lines drawn to diminish their heft. In the mid-1980s, legal challenges began to chip away at those hurdles. First came a legal assault on the Los Angeles City Council's district boundaries, which led to the creation of what was called at the time a "Latino district."

Next came a federal court fight over the Board of Supervisors. A judge ultimately decided that the board had drawn its lines to intentionally discriminate against Latinos. The judge's ruling led directly to the election, in early 1991, of Gloria Molina to the board.

As inspiring to the community as the two legal moves were, however, they essentially accounted for a single seat each. A more prosaic development, term limits, would ultimately do far more, according to García Bedolla.

Beyond the churning of legislative and council seats was the coincident rise of organized labor as a factor benefiting Latinos and other minority candidates. Miguel Contreras, who took over the county labor federation in 1996, ran it like a powerhouse until his death in 2005. His widow and fellow union leader, Maria Elena Durazo, now heads the labor organization.

"They explicitly included immigrants . . . [which] made the Latino community a political force in progressive politics in a way they hadn't been before," García Bedolla said.

A conspiring assist came, at the same time, from the non-Latino head of the local Catholic Church. Mahony had made a name as a friend of immigrants and Latinos before he arrived in Los Angeles in 1985. As the Latino population of the area swelled, he waded into a host of civic entanglements on their behalf.

He publicly defended janitors during a nasty strike. He came out early and forcefully against Proposition 187, the 1994 measure to strip state services from illegal immigrants. (It passed overwhelmingly but was largely struck down by the courts.)

Kenneth Burt, the author of "The Search for a Civic Voice," a history of California Latino politics, credited Mahony for keeping peace in Los Angeles between groups seeking power and those afraid of losing it.

"He had a tremendous impact in empowering the Latino community and in sending a powerful signal that the rise of Latinos should not be seen as a threat," he said. "Even though he's Irish, he's the first Latino cardinal in spirit."

All told, the taking of power has been stunning in its breadth. A Loyola Marymount University study of the top 100 elected positions in Los Angeles from 1959 to 2009 found that for years, only one man -- Roybal -- made the list. The numbers increased only gradually until 1991, when altered political lines and long-thwarted ambition pushed the percentage of Latino seats to 18%. By last year, 33% were held by Latinos.
More subtle, perhaps, has been the more or less tranquil way that change has been accomplished. Although there have been periods of contention, the flow of power from whites and blacks to Latinos has happened with far less gnashing than might have been expected years ago.

In part, that is because both politicians and interest groups have worked at it. Los Angeles' mayor, Antonio Villaraigosa, won election in his second attempt by attracting African American voters to go along with the Latino and Jewish voters who had earlier supported him. One of the main forces behind the career of former Assembly Speaker Karen Bass, an African American now running for Congress, has been the Latino-dominated labor movement.

Still, tensions are never far from view. The Republican primary for governor is currently aboil with the subject of illegal immigration, a perennial flash point. Although so far the issue has been of little consequence in the campaign, its presence suggests that some element of the public remains uncomfortable.

"I don't think you can get rid of so many decades of that competition and animosity quickly," said García Bedolla. "I think it's going to be a while before we stop having that sense that anything that is good for me is bad for you."

Feds Probe University’s Device To Help Illegal Border Crossers

Nearly half a year after a professor at a public university spent taxpayer dollars to create a tool that helps Mexicans enter the United States illegally, the area’s congressional delegation has finally decided to investigate the matter.

The activist Chicano professor (Ricardo Dominguez) at the University of California San Diego, a major public institution not far from the Mexican border, proudly announced his new invention—Transborder Immigrant Tool—in November without scrutiny from university officials or the feds. The idea is to help Mexicans enter the U.S. illegally by mapping the safest routes through the notoriously rigorous southern border desert.
The innovative technology is a simple mobile application —inserted into the cheapest available cell phone on the market—which guides illegal aliens through the least dangerous routes, areas with shelter, food, water and so-called Quaker help centers that provide medical attention and directions to the nearest major U.S. highway. The mobile program is touted as an “intelligent agent algorithm” that parses out the best routes and trails on a particular day and hour so that Mexicans can cross the “vertiginous landscape” as safely as possible.

Dominguez, a tenured visual arts professor, was inspired to create the technology by the thousands of Mexicans who have died on their journeys north because they got lost in the treacherous terrain. For months he boasted about his new Transborder Immigrant Tool, but the publicity campaign has come to a screeching halt and his tenure is at risk because federal lawmakers are finally looking into the matter.

The area’s three representatives in the U.S. House—Brian Bilbray, Duncan Hunter and Darrell Issa—are demanding that the university’s chancellor provide a precise accounting of public funds associated with the Transborder Immigrant Tool. Referring to it as a “troubling use of taxpayer dollars,” the legislators point out that those who worked on the device may be committing a federal felony by encouraging illegal immigration.

Dominguez has dismissed the probe as a sort of witch hunt, assuring that he used less than $10,000 in taxpayer grants and suggesting the congressman should be more concerned about the cost of investigating him. That amount, the professor believes, will be much more than what he spent on the entire project to help illegal border crossers.

Mexico’s government has provided its nationals with valuable tools to help them cross the border safely but Dominguez is the first American resident, with a salary provided by U.S. taxpayers, to openly promote such a gadget. A few years ago Mexican officials published a 32-page booklet (Guia Del Migrante Mexicano) with safety tips for border crossers and distributed hand-held satellite devices to ensure the violators complete their journey safely.

So addicts must show photo IDs to get off drugs, but not to vote?


The homeless, downtrodden, and poor who show up at drug detox centers all must show photo identification to get treatment.  It's done to prevent them from going to more than one center for whatever maintenance fix they may be receiving at the first center.  It is obvious that the government knows everyone has the capability to get a photo ID, so why do so many Democrats block that requirement when it comes to voting?  They use the false arguments of voter intimidation while dismissing the real issue that maintaining a fair election is extremely important to maintaining our freedoms. 
These are the same Democrats (and their media allies) who are complaining that Russia supposedly interfered in our election process.  Yet they do everything they can to block commonsense photo ID requirements that the majority of the public supports to ensure fair elections.  They call people racists who support these laws.  The fact that they fight these photo ID requirements shows they really don't care about the integrity of the voting process.
A couple excerpts from the following ABC News report:
The ID requirements at drug treatment facilities are intended to prevent people from enrolling in multiple programs and selling opioid medication such as methadone on the black market, said a spokesman from the federal Substance Abuse and Mental Health Services Administration, adding that programs would be liable for misuse of the medications.
Some detox centers will admit a person without ID first and make time later to sort out the person's identity, but doing so comes at risk of running afoul of federal and state regulations on dispensing medications, experts said.
The government requires the poor and elderly to have a photo ID to get food stamps, to open a bank account, to get welfare, to get Medicaid, and to get Social Security among many other things.  Yet..
Democrats will go to court to stop a state requiring people to get a photo ID to vote, using the argument that it is racist.  The fact that they require photo IDs for so many other things the poor and minorities have to do shows what a crock that argument is.
The only reason to block the photo ID laws for voting is to open up voting to fraud.s

Stepped up deportations also had an unintended effect, spreading the gang's reach to El Salvador, Guatemala and Honduras as hardened members were shipped back to their native countries, where they have battled brutally with MS-13.

As sanctuary cities fight Trump, follow the money

As city officials pontificate on the virtues of illegal immigration and vow to defy the sanctuary city warnings from Washington, follow the money.
A few days ago, Fox News ran an exclusive about how illegal aliens cost the county of Los Angeles $1.3 billion in handouts from the taxpayers over two years.
Illegal immigrant families received nearly $1.3 billion in Los Angeles County welfare money during 2015 and 2016, nearly one-​quarter of the amount spent on the county's entire needy population, according to data obtained by Fox News.
The data was obtained from the county Department of Public Social Services – which is responsible for doling out the benefits – and gives a snapshot of the financial costs associated with sanctuary and related policies.
The sanctuary county of Los Angeles is an illegal immigration epicenter, with the largest concentration of any county ​in the nation, according to a study from the Migration Policy Institute. ​The county also allows illegal immigrant parents with children born in the United States to seek welfare and food stamp benefits.
To say the least, it's a huge amount, and it points to the extent that Los Angeles has made itself a magnet for illegal aliens.
County officials and leaders often babble on about how everyone is welcome and the county serves people "no matter where they came from," as the mayor of Chicago, Rahm Emanuel, more or less put it the other day.  In other words, they do it because they are virtuous.  They do it out of the goodness of their hearts.  They do it because they are nice people.
A more astute observation from the right is that they do it to win the Latino vote, which generally goes Democrat.
But more importantly, they do it for money.
Going back to Los Angeles and its $1.3-billion fork-out to illegals, it's important to note where the lion's share of that money is actually ending up as illegals claim their benefits.
In the state of California, of which Los Angeles is a large part, most payouts to illegals go first to educate them, and then to jail them after they commit crimes, and then to pay for their medical care as they clog up emergency rooms and help themselves to Medi-Cal benefits from funds they never paid into.  Welfare itself rates a distant fourth.  The Los Angeles Times analyzes it this way:
Q: What about illegal immigrants? Could the state fix its deficit problem by cutting benefits to illegal residents?
No. State officials have estimated that services which go to California's illegal population add between $4 billion and $6 billion to state spending. The lion's share of that money goes to provide public education to children who are here illegally. The U.S. Supreme Court ruled in 1982 that states must provide public school education to all children, regardless of citizenship, and the state has no option but to abide by that decision. The second-largest cost is for imprisoning convicts who are illegal immigrants. The budget-balancer includes an option for trying to save money by shifting those prisoners to federal custody, although past attempts to do that have failed. The third-largest cost is for medical care in emergency rooms, a portion of which is paid by the state. Federal law requires emergency rooms to treat all patients, regardless of citizenship. The state also provides welfare benefits to some U.S.-born children of illegal immigrants. In 2009, state officials estimated that denying those benefits would save about $640 million, but state lawyers said the move would probably be illegal because the U.S.-born children are U.S. citizens.
That said, the welfare benefits, at $640 million (the Times figure is a few years old), or $1.3 billion over two years, in Los Angeles County today alone, are not insignificant.  Supervisor Mike Antonovich, the rare right-winger found in those parts, has decried the welfare handouts to illegals that constrain the county's budget.
If the money is going to illegals for education, jailing, medical care, and welfare, each and every one of those handouts has a bureaucrat or other county employee behind it – many, in fact, administering and delivering services.  Los Angeles County's employees are among the highest paid in the nation, and the highest payouts go to medical and prison (sheriff) officials, as this chart shows here.  More illegals, more welfare, more bureaucrats employed.  So don't imagine that cities aren't making money off the misery of illegals  as they act to succor them.  The name of the game is drawing more of them in.
What's more, federal funding is often tied to how much a county spends on whatever it spends to deliver a service.  More services, more federal funds.  As the Times describes it:
The federal government pays up to 80% of the cost of some health and welfare programs, but in return sets minimum levels of state payments. If the state cuts below those minimums, it loses federal money. Other federal laws require the state to spend money on everything from prisons to universities.
The budget has some built in assumptions about the amount of money the state government will receive from Washington. If federal aid comes in above or below that assumed amount, that will alter the deficit projection. And most importantly, the deficit fluctuates with changes in the economy. California government depends heavily on income tax receipts from upper-income residents, and those tend to be volatile. State officials will release an official update on the deficit in May, but even before then, any of those factors could shift the projections by several billion dollars although not by enough to avoid either deep spending cuts or revenue increases.
What's needed now is a comprehensive study on how much money directly and indirectly counties make on illegal immigration.  It would explain why Los Angeles and Chicago are working so hard to attract illegals, and it's not the goodness of their leaders' hearts – it's money, big money, big government expansion, rolling federal dollars, and votes for Democrats.  Think of that next time you hear some mayor, bishop, or sheriff pontificate on the virtues of succoring illegal immigration at your expense.

Robert Rector, a Heritage Foundation senior fellow who has written extensive studies on poverty and illegal immigration, said the costs represent “the tip of the iceberg.” 
He said the costs of education, police and fire, medical, and subsidized housing can total $24,000 per year in government spending per family, much more than would be paid in taxes.
“They get $3 in benefits for every $1 they spend,” Rector said.
The Trump presidency’s hardline immigration policies, though, may be playing some role in curtailing the population seeking welfare payments in recent months.
The same stats show Los Angeles County is expected to dole out $200 million less this year than in 2016, and several thousand fewer families are collecting benefits.
“The number of entrants nationwide is going down. The population is static if not shrinking,” Rector said.  
The welfare benefit data from the Los Angeles County Department of Public Social Services shows:
·         More than 58,000 families received a total of $602 million in benefits in 2015.
·         More than 64,000 families received a total of $675 million in 2016.
·         During the first five months of 2017, more than 60,000 families received a total of $181 million.
·         Welfare and food stamp costs for the county’s entire population were $3.1 billion in 2015, $2.9 billion in 2016 and $1.5 billion so far in 2017.
Roughly a quarter of California’s 4 million illegal immigrants reside in Los Angeles County.
In 2013, California spent a total of $25.3 billion on illegal immigrants – or $2,370 per U.S. citizen household, according to a 2013 study by the Federation for American Immigration Reform. Texas and New York were second and third, at $12.1 billion and $9.5 billion, respectively. 
Former state Republican Party Chairman Shawn Steel blasted Los Angeles policies but credited Immigration and Customs Enforcement with stepping up deportations.
“The amazing thing is that everyone was expecting a big wall to stop [illegal immigration],” he said. “The decrease has been enhanced dramatically by ICE agents just doing their job.”
Los Angeles Mayor Eric Garcetti, a proponent of the city’s sanctuary status, is a driving factor behind expanding immigrant benefits. He founded the Office of Immigrant Affairs shortly after taking office in 2013 to help immigrants navigate the maze of government benefits.
“Immigration is at the heart of LA’s story,” he said in a written statement. “LA’s become one of the world’s great cities by embracing immigration and diversity and we’ll continue supporting anyone who wants to work hard and invest in our future – no matter who they are, where they came from or what language they speak.”

Taxpayers in the nation’s most populous county dished out nearly $50 million in a single month to cover only the welfare costs of illegal immigrants, representing a whopping $10 million increase over the same one-month period two years ago.
In June 2009 alone Los Angeles County spent $48 million ($26 million in food stamps and $22 million in welfare) to provide just two of numerous free public services to the children of illegal aliens, which will translate into an annual tab of nearly $600 million for the cash-strapped county.
The figure doesn’t even include the exorbitant cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $400 million for healthcare and $350 million for public safety.
The recent single-month welfare figure was obtained from the county’s Department of Social Services and made public by a county supervisor (Michael Antonovich) who assures illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers.” The veteran lawmaker points out that 24% of the county’s total allotment of welfare and food stamp benefits goes directly to the children of illegal aliens—known as anchor babies—born in the United States.
A former fifth-grade history teacher who has served on the county’s board for nearly three decades, Antonovich has repeatedly come under fire for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
Numerous other reports have documented the enormous cost of illegal immigration on a national level. Just last year a renowned economist, who has thoroughly researched the impact of illegal immigration, published a book breaking down the country’s $346 billion annual cost to educate, jail, medically treat and incarcerate illegal aliens throughout the U.S.

Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

USA Completes 270 Straight Months of Merchandise Trade Deficits With Mexico

(CNSNews.com) - The United States ran a $7,032,600,000 merchandise trade deficit with Mexico in March, making it the 270th straight month that the United States has run a merchandise trade deficit with its southern neighbor, according to data release this month by the Census Bureau.
The last time the United States ran a monthly merchandise trade surplus with Mexico was September 1994—in the first year under the North American Free Trade Agreement, which the Trump administration officially notified Congress yesterday it will renegotiate.
In September 1994, the United States exported $4,381,200,000 in goods to Mexico and imported $4,376,500,000—running a surplus of $4,700,000.
The $7,032,600,000 merchandise trade deficit that the U.S. ran with Mexico this March was 1,496 times larger than the $4,700,000 surplus it ran in September 1994.
NAFTA was signed by President Georg H.W. Bush in December 1992—just one month before he left office. Congress approved it by simple majority votes in both houses of Congress—rather than by the two-thirds Senate majority needed to ratify a treaty—in 1993. In December 1993, President Bill Clinton signed it.
In the three years leading up to approval of NAFTA (1991, 1992, 1993), the United States ran merchandise trade surpluses with Mexico. In 1991, it ran a surplus of $2,147,600,000. In 1992, it ran a surplus of $5,381,200,000. And in 1993, it ran a surplus of $1,663,300,000.
The U.S. also ran a merchandise trade surplus with Mexico in 1994, the first full calendar year NAFTA was in effect. That year, the bilateral U.S. merchandise trade deficit with Mexico was $1,349,800,000.
But September 1994 was the last time the U.S. ran a monthly merchandise trade surplus with Mexico. In every single month since then, the U.S.  has run a trade deficit with Mexico.
On Thursday, U.S. Trade Representative Robert Lighthizer--who was sworn into office on Monday--officially notified Congress that the Trump administration will be renegotiating NAFTA.
“The United States seeks to support higher-paying jobs in the United States and to grow the economy by improving U.S. opportunities under NAFTA,” Lighthizer wrote in a letter to Congress.
“We are committed to concluding these negotiations with timely and substantive results for U.S. consumers, businesses, farmers, ranchers, and workers consistent with U.S. priorities and the negotiating objectives established by the Congress in statute,” Lighthizer wrote.
