up Trump’s crisis-ridden government

Democratic
Congressional leaders said Wednesday night that they had reached an agreement
with the Trump administration on immigration policy. Senate Minority Leader
Charles Schumer and House Minority Leader Nancy Pelosi hailed the deal after
their dinner with Trump, who has overseen a brutal escalation of the attack on
immigrant workers and youth.
Schumer, evidently
unaware that he was speaking into a live microphone on Thursday, revealed the
sycophancy of the Democrats toward the billionaire president, boasting, “He
likes us. He likes me, anyway.”
As of yet, no
concrete agreement has been announced, but press reports say the deal would
preserve in some form the precarious status of some 800,000 young immigrants
who are part of the Deferred Action for Childhood Arrivals (DACA) program,
which the White House announced it was ending earlier this month.
Trump, whose account
of the agreement varied throughout the day, indicated that he supported a
measure to protect “Dreamers” from deportation, but not allow them citizenship,
in exchange for a “massive” build-up and militarization of the US border.
Such a measure would be an extension of the anti-immigrant policy
of the Obama administration, punctuated by some of the border militarization
measures proposed by Trump. The New York Times cited a “senior
Democratic official” who “said the agreement was specific, drawing on language
from Mr. Trump’s own budget request.” The newspaper continued, “That request
included sensors to beef up border monitoring, rebuilding roads along the
border, drone and air support for boarder enforcement.”
The DACA program,
introduced by Obama in June of 2012, was in large part a maneuver in advance of
that year’s presidential election designed to provide political cover for an
administration that deported nearly 3 million immigrants during its eight years
in office—a higher rate of deportations than that carried out to date by the
Trump administration.
A 2013 measured
backed by both Democrats and Republicans that is reportedly a model for the
Trump-Schumer-Pelosi deal instructed federal officials to ensure that 90
percent of all unauthorized border-crossings resulted in arrest and
deportation. The militarization of the US-Mexico border—Trump’s “wall” in
another form—has driven desperate migrants to take increasingly perilous paths
into the country, leading to a sharp spike in deaths for those risking the
journey.
Beyond immigration
policy, there are broader political issues involved in the Democrats’ embrace
of Trump. The moves by the Democrats to solidarize themselves with Trump are
aimed at stabilizing the government and the two-party system as a whole, the
better to intensify the assault on the working class and prepare for a major
war.
The Trump
administration is in deep political crisis, internally divided and with an
approval rating of just 35 percent. The catastrophes that have followed
Hurricanes Harvey and Irma—including the horrific deaths of eight elderly
residents of a Florida nursing home—are fueling social anger and exposing
criminal levels of government neglect and indifference to the plight of the
population.
From the first days
of the administration nearly eight months ago, the Democrats’ primary concern
has been to contain, smother and redirect popular opposition to Trump, while
the political establishment fights out conflicts focused largely on issues of
foreign policy, particularly the demand of the military and intelligence
apparatus that Trump continue the policy of war threats and provocations
against Russia.
The Democrats have
always been willing to make a deal to escalate the attack on the working class,
ensure a continued flow of cash to Wall Street, and intensify the assault on
public education and health care—all of which were hallmarks of the Obama
administration. As with last week’s agreement to raise the debt ceiling and
fund the government, a central aim of the deal on immigration is to clear the
path for the most important domestic agenda of the American ruling class: tax
cuts for the rich.
The day before Trump
broke bread with Pelosi and Schumer, he hosted a meeting with Democratic and
Republican congressmen to discuss a deal on “tax reform,” i.e., slashing the
tax rate for corporations. In the wake of the devastation wrought by Hurricanes
Harvey and Irma, which will cost close to $300 billion, Trump has sought to
fast-track his tax proposals, and he has received an enthusiastic response from
Democrats.
There are other
possible areas of agreement, including trade war with China. The menu for the
Schumer/Pelosi/Trump dinner, Chinese food (and chocolate pie), was reportedly
an intentional reference to the anti-China economic measures supported by both
Schumer and Trump. On health care, the “Medicare for all” bill presented this
week by Vermont Senator Bernie Sanders is intended as a smokescreen for
discussions between the two parties on new concessions to the insurance
companies and major cuts to Medicare and Medicaid.
While foreign policy
is not explicitly part of the Trump-Democratic Party deal, it is no doubt a
significant, if not overriding, factor. In the wake of Trump’s praise of
neo-Nazis involved in the rampage in Charlottesville, Democrats pushed for and
then hailed the restructuring of the White House to place it more firmly in the
hands of Wall Street and the generals and ex-generals who dominate the
administration—Chief of Staff John Kelly, Defence Secretary James Mattis and
National Security Advisor H. R. McMaster.
Even as Pelosi and
Schumer enthuse over their newfound friendship with Trump, the United States is
engaged in massive war games in Eastern Europe, targeting Russia. Mattis
signaled last month that the Trump administration was planning on providing
Ukraine with lethal weapons, a central plank of the warmongering agenda of the
Clinton election campaign. Democrats in Congress are currently working closely
with Republicans, led by Senator John McCain, to push through a military
authorization bill that will enormously increase spending on the US war
machine.
In June, the World Socialist Web Sitewrote that
the bitter political struggle in Washington reflected sharp divisions within
the ruling class, in which there was no progressive or democratic faction. “If
Trump were removed from office by his opponents in the ‘deep state’ and the
Democratic Party,” we said, “it would not represent a victory for democracy,
let alone an improvement in the conditions of the working class.”
Any alliance between
the Democrats and Trump would produce the same result, but in a different form.
If they feel confident that foreign policy is in the hands of the military and
intelligence apparatus, the Democrats are willing to make a deal with Trump on
domestic policy, the better to contain and suppress social opposition.
Whether such a
political realignment takes hold remains to be seen. However, what is clear is
that the principle target of any agreement between the Trump administration and
the Democrats is the working class.
Since President Trump’s reversal on an Obama-created temporary amnesty program and his reported permanent amnesty deal-making with Democrats on the issue, the administration is now touting the success of those illegal aliens.
Via Twitter, Trump praised the almost 800,000 illegal alien recipients of the Deferred Action for Childhood Arrivals (DACA) program, saying they are “good, educated and accomplished young people,” but failing to mention some of the key points on the issue that he often brought to light during the 2016 presidential election.
Now, Trump seems to be buying into a handful of untruths about DACA, amnesty for illegal aliens and his working-class, middle-class voter base.
1. All DACA recipients are innocent young people
There have been 2,139 DACA recipients, deemed “DREAMers” by the open borders lobby, who have had their temporary protected status revoked due to crimes, including: “A felony criminal conviction; a significant misdemeanor conviction; multiple misdemeanor convictions; gang affiliation; or arrest of any crime in which there is deemed to be a public safety concern,” according to the United States Citizenship and Immigration Services (USCIS) agency, as Breitbart News reported.
The majority of crimes by DACA recipients include: “Alien smuggling, assaultive offenses, domestic violence, drug offenses, DUI, larceny and thefts, criminal trespass and burglary, sexual offenses with minors, other sex offenses and weapons offenses,” USCIS has stated.
2. Signing the DREAM Act will make Trump more popular and expand his coalition
A possible untruth being told to Trump by his pro-DACA advisers is that Hispanic illegal aliens protected by DACA will eventually become supporters of the President’s if they are given amnesty. But, as Pew Research has shown, Hispanics vote overwhelmingly with Democrats.
More than 30 percent of Hispanics “identify” with the Democratic Party and another 23 percent said they “lean towards” the Democrats. Meanwhile, a tiny four percent said they identify with Republicans, and only 15 percent said they lean towards the GOP.
3. The Trump base will forget about an amnesty
There seems to be a misconception that the Trump base of supporters will simply move on from an amnesty for DACA recipients. This seems incredibly unlikely, as Pew Researchshows 79 percent of Trump supporters have said the issue is “very important” to them.
Bloomberg reporter Sahil Kapur pointed out after Trump’s initial caving on DACA that there was an immediate flaw in the President’s strategy, as immigration remains a key tenant to supporters of the “America First” agenda.
Additionally, the least likely of the Trump base to forget about an amnesty deal would be the “Angel Moms'”and “Angel Dads” who have had their children killed by illegal aliens and DACA recipients.
Maureen Laquerre, whose brother was murderd by an illegal alien, told Breitbart News:
If Trump’s trying to make a deal he needs to sit down and talk to us about it because he more than once looked us in the eye and told us that our family members didn’t die in vain. The DACA children aren’t children anymore and they’ve had enough time to work on getting citizenship if that’s what they really wanted. I’m not into let’s make a deal, this isn’t a game show here.
4. Legalizing DACA is not amnesty
In statements today, Trump suggested that allowing DACA recipients to remain in the U.S. was not amnesty, as Breitbart News reported.
“We’re looking at allowing people to stay here,” Trump said. “We’re not looking at citizenship, we’re not looking at amnesty.”
5. DACA recipients are not taking U.S. jobs away from Americans
As a study by the pro-immigration group FWD.us revealed, an amnesty to DACA recipients would mean the hundreds of thousands of illegal immigrants currently holding jobs in the U.S. would be able to remain at those jobs, rather than those opportunities potentially opening up for American workers.
An ultimate end to the DACA program has the potential to open nearly 720,000 U.S. jobs for Americans, with the potential of more jobs in the future.
6. DACA recipients are highly-educated
Though DACA has been touted by Trump as being a program for highly-educated illegal aliens, research by the Migration Policy Institute shows this is not the case and that a minority of DACA recipients have college degrees:
For example, one-third of the people in the study sample who are older than age 25 hold four-year college bachelors’ degrees or better. In contrast, an August 2013 report by the pro-amnesty Migration Policy Institute showed that only 7.5 percent of the 800,000 DACA-qualified illegals who were 18 or older had four-year college degrees or better. An August 2017 study by the MPI showed only 5 percent of 832,000 DACA illegals who were older than 18 had four-year college qualifications.
7. DACA recipients are not looking to take advantage of the immigration system
Though Trump now appears supportive of DACA, he has yet to address the concerns regarding thousands of DACA recipients who have schemed and used an advanced parole program loophole, allowing them to obtain Green Cards and U.S. citizenship.
45,447 DACA recipients have been approved for advance parole
59,778 DACA recipients have applied for Lawful Permanent Resident, known as a “Green Card”
39,514 DACA recipients have been approved for a Green Card
Of the DACA recipients with Green Cards, 2,181 have applied for U.S. citizenship

8. Amnesty for DACA recipients will have no impact on illegal and legal immigration
Pro-American immigration reformers have told Breitbart News that an amnesty could lead to massive surges of illegal immigration at the U.S.-Mexico border, as well as surges in legal immigration, as DACA recipients become eligible to bring their foreign relatives to the U.S.
For example, when former President Obama enacted DACA, U.S. Border Patrol saw an unprecedented surge of illegal alien children and families, as the Migration Policy Institute documented in 2014:
The phenomenon of unaccompanied children arriving at the U.S.-Mexico border, typically after an arduous and often dangerous journey through Central America and Mexico, has reached a crisis proportion, with a 90 percent spike in arrivals from last year and predictions of future increases ahead. While the immediate humanitarian situation has galvanized the attention of the Obama administration, policymakers, and the country at large, it is painfully clear that there are no simple solutions, whether in the short or medium term, to address the complex set of push and pull factors driving the rise in arrivals of unaccompanied alien children (UACs).
9. Amnesty will lead to pro-American immigration reforms
There is the possibility that the Trump administration believes that leading with an amnesty for illegal aliens could eventually lead to successful, pro-American immigration reforms that the President promised to enact.
But, as Rep. Steve King (R-IA) pointed out in a single tweet, history shows amnesty is not a winner in the long run for immigration policy in the national interest.
In fact, the very opposite is likely to happen if Trump signs an amnesty bill for illegal aliens. The open borders lobby and corporate interests are likely to push a full-fledged amnesty for all 12 to 30 million illegal aliens in the U.S. should Trump sign a DACA amnesty.

Following President Trump’s choosing to make a deal that will give amnesty to nearly 800,000 illegal aliens currently protected by the Deferred Action for Childhood Arrivals (DACA) program, Breitbart News plastered the headline “Amnesty Don” on its front page.
Since Attorney General Jeff Sessions announced the ultimate end to the DACA program, under which hundreds of thousands of illegal aliens were given work permits and temporary protected status, Trump has remained unclear on whether he would stick to his anti-amnesty campaign promises or cave to the political establishment.
At his White House meeting with moderates, as Breitbart News reported, Trump is set to choose a legislative deal that quickly legalizes the nearly 800,000 illegal aliens on DACA, without getting any pro-American immigration reforms in return.
Following the report, “Amnesty Don” peaked at the number one trend in Washington, D.C. on Twitter, the social media outlet the President is most known for using.
DACA recipients currently hold upwards of 700,000 U.S. jobs. An ultimate end to the program – with DACA recipients not getting amnesty –would result in a 700,000 job stimulus for American workers. This would amount to nearly 30,000 new U.S. job openings for American workers every month once the program is officially phased out.
Although screening for DACA was previously touted as being sufficient in keeping criminals out, United States Citizenship and Immigration Services (USCIS) revealed that more than 2,100 recipients had their status revoked for being criminals or gang members.

House Speaker Paul Ryan has created a ten-member panel to draft a response to President Donald Trump’s no-wall agreement to support the Democrats’ huge ‘dream’ amnesty for at least 3 million illegals.
The GOP panel includes several moderates, such as House Judiciary Chairman Bob Goodlatte, a former immigration lawyer who has seen his own state of Virginia turn from Republican to Democratic amid a huge inflow of white-collar guest-workers and cheap-labor immigrants.
The panel also includes amnesty-boosters, such as Florida Rep. Mario Diaz-Balart, who crafted a still-secret amnesty deal with Ryan in 2014 that was torpedoed by the primary defeat of Majority Leader Rep Eric Cantor. According to Politico, Texas Rep. Will Hurd and Arizona Rep. Martha McSally also are on the panel, complete with their low-ranking D and F- ratings from the NumbersUSA immigration watchdog group.
Ryan also sits on the panel and will make most decisions because he has to decide whether he wants the panel to help pass alternative legislation, or else to help stall the Trump/Schumer amnesty until it dies in the Spring when legislators begin to worry about 2018 primaries and elections.
Ryan’s private priorities are key. He a long record from the 1990s favoring mass-immigration and “any willing worker” legislation which allows companies to import foreign workers whenever wages rise. His statements and his records show that he favors some form of amnesty deal, likely packaged with provisions for more foreign workers and some modest border security measures.
But any immigration-boosting deal will likely split the GOP from top to bottom, as it did in 2014 and again in 2016 when Donald Trump won the GOP primaries.
Moreover, any pro-business amnesty deal will immediately destroy the GOP’s congressional leverage against Democrats because the amnesty will convince Democrats that the extra inflow of migrants will soon give them permanent political power without any need for negotiations, debates or even respectful treatment of the GOP and its voters. That process has already flipped California from a GOP-leaning state into a Democratic state of wealthy liberals and many poor, government-dependent voters, where GOP politicians have not won a statewide election in years.
That is a key strategic issue facing the GOP’s business-funded establishment wing, even as it faces growing anger from the GOP’s base voters who are angered by the business-funded influx of cheap labor, illegal-immigrant crime, civic controversies and crowded classrooms. Since Trump’s election, Ryan has rebuffed voters’ demands for pro-American immigration bills and has passed smaller-scale cheap-labor measures to aid business.
This week, Ryan rejected Trump’s huge amnesty deal with Senate Majority Leader Chuck Schumer and explained his public views on immigration — but many pro-American reformers fear his stated support for border security is a face-saving prelude to a big amnesty-and-cheap-labor sellout. Ryan said:
You cannot fix DACA without fixing the root cause of our problem: We do not have control of our borders, so we need border security and enforcement as part of an agreement.
In a longer talk with AP editors, Ryan described GOP’s members’ stated explanation for rejecting Trump’s amnesty:
The problem our members have, legitimately, is what they really worry about, is that if we don’t actually get security of our borders and enforce our laws, then we are just going to make the same mistakes as did in the past, and that is why we have to have these [border security] things dealt with … doing border security should not be a negotiable thing, we should have security of our borders.
Ryan also explained why he wants companies to be able to hire foreign workers, instead of being pressured to develop labor-saving devices whenever Americans’ salaries rise:
We’ve got labor shortages in areas like agriculture and high-tech that are holding back growth and I really do belives we need to fix this entire system. I don’t think we can do it one big bill. I just never thought those [comprehensive] efforts could work, be succesful because they will collapse under their own weight.
Ryan’s repeated call for more imported dairy workers — whose wages are determined by the central government in D.C. — contrasts with Wisconsin’s farmers’ increasing use of American-built robotic cow-milkers.
In the AP interview, Ryan partially endorsed a popular Trump-backed Senate merit-immigration plan but did not endorse a similar bill drafted by Rep. Lamar Smith, the chairman of the House committee on science.
I actually like the idea of moving to a merit-based immigration system for the economy’s needs. I think that makes a lot of sense. I think it is [Sen. Tom] Cotton and [Sen. David] Perdue who have a bill over in the Senate, the RAISE Act … it has a lot of merit. Whether the numbers [in the bill for annual legal immigration are proper,] that should be negotiated … But moving from what people describe as “chain migration” to a skills-based, merit immigration system makes a lot of sense, while keeping nuclear families intact … In this economy going forward, boomers [are] retiring, we are going to need skills, people with skills.
Ryan did not ask Smith to serve on the panel.
Several members of Ryan’s panel score well on the rating system maintained by NumbersUSA, but also have very poor sub-ratings for their past votes in job-outsourcing guest worker programs. That group includes Idaho Rep. Raul Labrador, Wisconsin Rep. Jim Sensenbrenner, Texas Rep. John Carter and Texas Rep. Michael McCaul. House Majority Leader Kevin McCarthy, is also on the panel, with an overall score of C+ from NumbersUSA, and an outsourcing score of F-.
The members’ low outsourcing scores reflect the huge influence of local farmers and business groups — retailers, meat packers, restaurant chains, auto sellers, etc. — on the members’ routine votes. However, legislators often demonstrate support for these local business groups by casting insincere votes for or against some proposal in legislation, knowing that the vote is harmless or useless because the parent legislation is doomed.
McCaul chairs the homeland defense committee, and Carter chairs the appropriations subcommittee for homeland defense, giving them outsized influence on the panel.
The panel includes three Texans — Carter, McCaul, and Hurd — which is notable because additional immigration is pushing the Lone Star state into the Democratic column just as it has already flipped California and Virginia from red to blue.
Many polls show that Americans strongly prefer immigration laws which help their fellow Americans get good jobs, even as they also wish to provide some support to illegal immigrants.
Four million Americans turn 18 each year and begin looking for good jobs. However, the government imports roughly 1 million legal immigrants to compete against Americans for jobs. Not all do go to work, for example, or else file for government aid, almost 100,000 legal immigrants per year are close to retirement.

Excerpt: Aliens enter the United States without authorization for many reasons, but for most of them the goal is to secure employment at much higher wages than are available in their native countries. While breaking the law provides very significant economic benefits to these illegal workers and to the businesses that hire them, it comes at a cost to American workers. The Right Way to Save DACA: Now, Congress Must Ensure that E-Verify Goes National, and That Chain Immigration As We Know It Ends
President Trump has arranged a soft landing for the illegal immigrants benefiting from President Barack Obama’s unconstitutional DACA program. Now it’s up to Congress to craft a solution for this unique category of illegal immigrants — in a way that doesn’t do more harm than good.
The Deferred Action for Childhood Arrivals program might well have ended abruptly Tuesday, by judicial order, since 10 states had threatened to sue if the administration didn’t act — with a deadline of this week. Instead, the nearly 800,000 illegal immigrants will be able to keep their work permits for up to 21/2 more years, as the program is wound down.
Whatever the merits of the individuals involved — illegal immigrants who sneaked across the border or overstayed a visa before age 16 — the DACA program itself is illegal and had to be ended. No less an authority than Obama said in 2011 that enacting what would eventually become DACA “would not conform with my appropriate role as President.”

But as the 2012 election neared, his aides saw that Hispanic voter registration numbers were below the 2008 level and panicked. So to energize Hispanic voters to go to the polls and vote for an administration that had not delivered on its immigration promises, Obama decreed DACA.
The program provides more than just a two-year, renewable exemption from immigration law; it also results in a work permit, Social Security number, driver’s licenses, access to the Earned Income Tax Credit welfare program and more.
The question now is, What will Congress do with the six-month grace period before DACA permits start expiring?
The DACAs aren’t just the most sympathetic group of illegal immigrants; they’re a special case. Though almost all are now in their 20s and 30s, they grew up here and have developed their identities as Americans. Some didn’t even know they were illegal aliens until they went to get a driver’s license in high school.
So an amnesty for them — and only for them — can be justified as a prudent act of mercy. There’s a lot of support for amnestying the DACAs, even among immigration hawks like Sen. Tom Cotton (R-Ark.).
But any measure considered by Congress would be harmful unless it addressed the two drawbacks of any amnesty.
One, all amnesties encourage future illegal immigration — by sending the message abroad that crime pays, as it were — and they set in motion future increases in legal immigration, as relatives of the amnesty recipients take advantage of the chain-migration provisions of our current immigration program.
That’s why any legislative solution to this problem must include both enforcement measures and legal immigration cuts. Though the President has made a border wall a centerpiece of his enforcement strategy, he already has all the authority he needs from Congress to build one; he only needs some extra funding, which in and of itself would be an insufficient tradeoff for legalizing DACA.
The chief item the President needs from Congress regarding enforcement is to require universal use of the E-Verify program. This is a free, online system that enables employers to check the information they already have to collect from a new hire (name, age, authorization to work) and to ensure he is telling the truth about who he is.
Last year, roughly half of all new hires were screened through the system, but use of the system is still voluntary. Only Congress can make it mandatory, which would be the single most important step toward weakening the magnet of jobs that drew the parents of the DACAs here in the first place.
The second element Congress must
incorporate in any DACA amnesty is abolition
of the immigration categories that permit
chain migration of an endless procession of
relatives. Fully two-thirds of the million legal
immigrants we take in each year are selected
because they already have relatives here.
After an amnesty for the DACAs, they would be able to bring in their relatives, including the parents who put them in this difficult position in the first place. Cotton’s RAISE Act would, among other things, focus family immigration only on husbands, wives and little kids, ensuring that any DACA amnesty would not create a future surge of immigration.

Princeton Economist: Nearly Half of U.S. Men Who Dropped Out of Workforce on Opioid Painkillers
The opioid crisis is growing in America, and it may be the reason many men are dropping and staying out of the workforce, according to a new study.
Nearly half of the men in the U.S. who dropped out of the workforce are on opioid painkillers, Princeton University economist Alan Krueger wrote in a Brookings Institute study released this week.
“The opioid crisis and depressed labor-force participation are now intertwined in many parts of the U.S.,” Krueger wrote in the Brookings Institute study.
Krueger found that nearly half of the men surveyed “take pain medication on a daily basis, and in nearly two-thirds of these cases they take prescription pain medication.”
“Labor force participation has fallen more in areas where relatively more opioid pain medication is prescribed,” he wrote.
Krueger said the men surveyed took painkillers either as a result of being out of the workforce for a prolonged period or because they had a condition that required the use of painkillers and could not work because of the condition.
“The results of this survey underscore the role of pain in the lives on nonworking men, and the widespread use of prescription pain medication,” he wrote. “Fully 47 percent of NLF (not in labor force) prime age men responded that they took pain medication on the previous day.”
He added that nearly two-thirds of the men who took pain medication said they were taking prescription meds.
“These figures likely understate the actual proportion of men taking prescription pain medication given the stigma and legal risk associated with reporting taking narcotics,” Krueger said.
NBC News cites data from the Bureau of Labor Statistics that show the labor force participation rate, comprised of people who are working or actively looking for work, reached an all-time high of 67.3 percent in the U.S. in early 2000.
The labor force participation rate reached a 40-year low in September 2015, dipping to 62.4 percent, as the American economy grew very slowly under former President Barack Obama.
Krueger said the labor participation rate in the past decade declined faster than the decade preceding it.
“The share of non-college educated young men who did not work at all over the entire year rose from 10 percent in 1994 to more than 20 percent in 2015,” he wrote.
The decline roughly coincides with the beginning of the opioid epidemic, when the number of unintentional overdoses from prescription painkillers quadrupled since 1999, according to the National Institute on Drug Abuse.
A survey from NIDA found that 91.8 million people, roughly one in three Americans, used opioid painkillers such as Vicodin and OxyContin in 2015.
President Trump declared the national opioid crisis a “state of emergency” on August 10 and vowed to “fight the deadly epidemic.”

Winning: Companies Hire Americans Instead of Foreign Visa Workers
President Donald Trump’s populist “Hire American” policy is forcing employers to hire more Americans at higher wages, theWall Street Journal admits.
The pressure is highlighted by seasonal employers in Massachusetts who were forced to hire Americans when Trump’s populist coalition stymied their lobbying efforts to expand the use of H-2B foreign contract workers. According to the Journal, which has long urged the large-scale use of foreign workers:
“I have more Americans working than I’ve ever had,” says Josh Aronie, executive chef at the Home Port Restaurant in the Vineyard fishing village of Menemsha. He also reports his restaurant has been short of staff and many of the workers he does have don’t know the basics of cooking or even how to read the orders…
Nationwide data on the leisure and hospitality sector also shows a tightening labor market. In June, average hourly earnings in the sector increased 4% from a year earlier, according to government data analyzed by Moody’s Analytics …
At the Home Port Restaurant in Menemsha, Mr. Aronie recalls meeting with his small staff in a panic this June just a few days before the scheduled opening. He had applied for 18 H-2B visa workers and received none. Because of the staffing crunch, the restaurant initially was open just five nights a week, and didn’t open for lunch until late July. Mr. Aronie jokes about the qualification he requires for hiring: “Are you breathing? Excellent.” He has paid a premium to hire three people via a Boston-based temp agency.
Many seasonal employers prefer to hire H-2B workers instead of Americans because those visa workers must stay with the company for the entire season and must work at government-set hourly rates. Those lower rates for seasonal workers also allow employers to pay lower rates to full-time, year-round American staff.
Employers also prefer foreign workers because the current pool of unemployed Americans includes many immature and untrained youths, unmotivated adults on government aid programs, plus marginalized Americans, such as inner-city youths and unemployed drug users who are the customers of the Mexican drug cartels.
Amid pressure from donors, GOP leaders tried this year to expand the H-2B program from roughly 115,000 H-2B workers up to roughly 200,000 resident H-2B workers. But the lobbyists and GOP leaders — including House Speaker Paul Ryan — were largely blockedby John Kelly when he was serving as the secretary of the Department of Homeland Security. Kelly allowed only an extra 15,000 H-2B workers, and promised to oppose any increase in 2018.
The public’s opposition to greater use of H-2B has also forced employers in other states to recruit and pay Americans. The Journal reported:
In Alaska, Silver Bay Seafoods, a big user of the program, received 31 H-2B visas this year for workers to help process salmon, down from more than 900 in 2016. The company responded by spending more than $1 million to recruit workers in 32 states, plus U.S. territories such as Puerto Rico and the U.S. Virgin Islands.
“It’s very difficult to find people to do this work,” says Joe Misenti, general counsel for Silver Bay. The company succeeded in hiring about 1,600 workers, replacing all of the foreign workers with Americans, counting those from the U.S. territories.
The same trend is visible in the agriculture sector, where the loss of cheap illegal aliens is forcing employers to raise wages and also to hire Americans to build and operate labor-saving farm machinery.
The result of the H-2B fight boosts the growing evidence that young Americans will gain if the federal government reduces the annual inflow of foreign temporary workers.
In 2016, for example, federal data shows that former President Barack Obama gave federal “Employment Authorization Document” work permits to at least 2.3 million migrants for U.S. jobs, and approved visas for roughly 500,000 outsourcing workers, such as the H-1B white-collar workers, H-2B blue-collar workers and H-2A agriculture workers. Those temporary workers were in addition to the routine inflow of 1 million legal immigrants and roughly 400,000 illegal immigrants.
The combined inflow delivered almost 4 million legal foreign workers to Americans’ economy in 2016, just as 4 million young Americans turned 18 and began looking for decently paid jobs.
Many polls show that Americans are very generous, they do welcome individual immigrants, and they do want to like the idea of immigration. But the polls also show that most Americans are increasingly worried that large-scale legal immigration will change their country and disadvantage themselves and their children.
Americans’ median pay packets have been flat since 1973, even though the vastly expanded federal government has justified its own salaries and its many massive spending and policy programs as a sure-fire way to boost education, productivity, and wages.
The colossal 44-year failure of the federal government to help grow American men’s wages — or even to reduce poverty rates — is laid bare in the latest report from the Census Bureau, “Income and Poverty in the United States: 2016.”
The dense report includes myriad detailed tables of data around one shocking chart, which reveals no growth in men’s wages for the past 44 years, or since President Richard Nixon was beginning his second term in office.
Median earning of full-time, year-round workers, 15 years and older, 1960 to 2016.
The sudden flatline followed a 31 percent rise in all men’s median wages from 1960 to 1972.
During the 44-year period since 1973, income among women grew by roughly 30 percent as more skilled and trained women entered the market, gained experience, and were promoted to better-paying jobs. Those opportunities and contributions are good news — but they do not change the reality that men’s income has been flat for 44 years.
In fact, the report notes that “the real median earnings of full-time, year-round working men were 1.1 percent lower in 2016 than in 2007.”
There are many explanations for the flat income, such as the massive growth in the labor supply when 30 million additional American women and roughly 30 million immigrants joined in the marketplace competition for good jobs. For example, a pro-immigration panel at the prestigious National Academies of Science estimated in 2016 that the huge government-imposed inflow of immigrants since 1965 has imposed a hidden 5 percent “immigration tax” on Americans’ pay packets.
Technology has made many individuals workers more productive but also sidelined many others, such as newspaper printers and steelworkers. Peaceful international trade has allowed men to sell more products overseas but also allowed employers to hire foreign workers instead of Americans. Whatever the combinations of reasons, the mid-point for men’s income has been flat for 43 years, according to the Census Bureau.
The flat-earnings chart needs some explanation:
It shows only inflation-adjusted, pre-tax pay packets, so it excludes the impact of inflation, taxes and government benefits, such as food-stamps and tax-breaks for children, or of Obamacare’s subsidies and spending obligations.
It shows median income, which is the midpoint of the income scale. Half the people earn above the line, half the people earn below the line. Average income would be higher, but less revealing, because a higher share of income is going to the highest earners, compared to back in the 1970s.
The chart shows the income of year-round, full-time workers, excluding part-workers or seasonal workers, or those who work on-and-off under contracts. The chart does not make distinctions by race.
The chart shows individuals’ income, not the income of households, which has fluctuated as the average number of children or adults has declined.
The chart only shows income, but not the quality of goods in the stores, such as Starbucks coffee, cheap products imported from China, high-tech music players, improved autos or better health-care. That rise in product quality from competing companies — not claimed policy improvements from federal agencies — has provided the vast majority of material gains for Americans amid flat incomes.

The median earnings for all men employed year-round was $51,640 in 2016, which is still far below the $54,030 earned by full-time men in 1973. It is also below the $51,938 earned in the 2000 Internet boom, or the $52,222 earned in the 2007 property bubble when large-scale legal and illegal immigration provided employers with millions of alternative imported workers.
The post-1973 reality of flat income is a huge contrast to the rapid growth from 1960 up to the 1973 oil shock and the reopened inflow of immigrant labor after 1965. During the twelves years 1960 to 1972, the median average wages for all males — including minorities, seasonal workers, and contract workers — rose from by 31 percent, from $31,926 to $41,013.
When the income of all men is gauged, the Bureau concluded that all men’s median income in 1973 was $41,935. It dropped after 1973 and rose back up to $43,360 in 1999 as companies competed for the few unemployed workers during the first Internet boom. Income crashed in 2008 to a depression-low of $39,636 in 2012 once the federal government’s real-estate bubble burst. Since then, income has slowly climbed back to $42,220 in 2016 amid the continuous public protest against the federal government’s cheap-labor economic strategy, which is exemplified by the bipartisan 2013 “Gang of Eight” amnesty legislation.
Other data in the report shows that the nation’s poverty rates have barely budged since the 1960s, although many people in the United States are wealthier than many people n Europe. For example, the percentage of American said to be in poverty was 11.1 percent in 1973 and 12.7 percent in 2016.
That national poverty rate climbed, in part, because of the population of Latinos spiked from 10.8 million in 1973 to 57.6 million in 2016. Poverty among Latinos was 19 percent in 2016, little changed from 1973.
The report also noted that:
The official poverty rate decreased by 0.8 percentage points between 2015 and 2016. At 12.7 percent, the 2016 poverty rate is not statistically different from 2007 (12.5 percent), the year before the most recent recession.
In real terms, median earnings of full-time, year-round working women in 2016 were 2.3 percent higher than their 2007 median, the year before the most recent recession. The real median earnings of full-time, year-round working men were 1.1 percent lower in 2016 than in 2007.
In 2017, the number and percentage of shared households remained higher than in 2007, the year before the most recent recession. In 2007, 17.0 percent of all households were shared households, totaling 19.7 million households. In 2017, 19.4 percent of all households were shared households, totaling 24.6 million households.

Following President Trump’s choosing to make a deal that will give amnesty to nearly 800,000 illegal aliens currently protected by the Deferred Action for Childhood Arrivals (DACA) program, Breitbart News plastered the headline “Amnesty Don” on its front page.
Since Attorney General Jeff Sessions announced the ultimate end to the DACA program, under which hundreds of thousands of illegal aliens were given work permits and temporary protected status, Trump has remained unclear on whether he would stick to his anti-amnesty campaign promises or cave to the political establishment.
At his White House meeting with moderates, as Breitbart News reported, Trump is set to choose a legislative deal that quickly legalizes the nearly 800,000 illegal aliens on DACA, without getting any pro-American immigration reforms in return.
Following the report, “Amnesty Don” peaked at the number one trend in Washington, D.C. on Twitter, the social media outlet the President is most known for using.

"Having cut a deal with Democrats for help with the debt ceiling, will Trump seek a deal with Democrats on amnesty for the 'Dreamers' in return for funding for border security?"
The answer to that question, raised in my column a week ago, is in. Last night, President Donald Trump cut a deal with "Chuck and Nancy" for amnesty for 800,000 recipients of the Deferred Action for Childhood Arrivals program who came here illegally as youngsters, in return for Democratic votes for more money for border security.
According to preening Minority Leader Pelosi, the agreement contains not a dime for Trump's Wall, and the "Dreamers" are to be put on a long glide "path to U.S. citizenship."
Trump denies this is amnesty, and says the Wall comes later.
Fallout? Among the most enthusiastic of Trump backers, disbelief, disillusionment and wonderment at where we go from here.
Trump's debt-ceiling deal cut the legs out from under the GOP budget hawks. But amnesty would pull the rug out from under all the folks at those rallies who cheered Trump's promise to preserve the country they grew up in from this endless Third World invasion.
For make no mistake. If amnesty is granted for the 800,000, that will be but the first wave. "There are reasons no country has a rule that if you sneak in as a minor you're a citizen," writes Mickey Kaus, author of "The End of Equality," in The Washington Post.
"We'd be inviting the world. ... (An amnesty) would have a knock-on effect. Under 'chain migration' rules established in 1965 ... new citizens can bring in their siblings and adult children, who can bring in their siblings and in-laws until whole villages have moved to the United States.
"(T)oday's 690,000 dreamers would quickly become millions of newcomers who may well be low-skilled and who would almost certainly include the parents who brought them — the ones who in theory are at fault."
Trump is risking a breach in the dam. If the populists who provided him with decisive margins in Ohio, Wisconsin, Michigan and Pennsylvania feel betrayed, it's hard to blame them.
Why did Trump do it? Clearly, he relished the cheers he got for the debt ceiling deal and wanted another such victory. And with the rampant accusations of a lack of "compassion" for his cancellation of the temporary Obama administration amnesty, he decided he had had enough heat.
It is not easy to stand up for long to the gale force winds of hostile commentary that blow constantly through this city.
Trump's capitulation, if that is what turns out to be, calls to mind George H. W. Bush's decision in 1990 to raise the Reagan tax rates in a deal engineered for him by a White House-Hill coalition, that made a mockery of his "Read my lips! No new taxes!" pledge of 1988.
For agreeing to feed the beast of Big Government, rather than cut its rations as Reagan sought to do, Bush was called a statesman.
By the fall of '92, the cheering had stopped.
Can Trump not know that those congratulating him for his newfound flexibility will be rejoicing, should Bob Mueller indict his family and his friends, and recommend his impeachment down the road?
What makes pre-emptive amnesty particularly disheartening is that the Trump policy of securing the border and returning illegal immigrants to their home countries appears, from a Census Bureau report this week, to be precisely the prescription America needs.
In 2016, paychecks for U.S. households reached an average of $59,039, up 3.2 percent from 2015, a year when they had surged.
U.S. median household income is now at its highest ever.
Yet there are inequalities. Where the median family income of Asian-Americans is above $81,400, and more than $65,000 for white Americans, the median family income of Hispanic families is $47,675, and that of African-American households far less, $39,490.
Consider. Though black Americans are predominantly native-born, while high percentages of Hispanics and Asians are immigrants, from the Census numbers, Hispanics earn more and Asians enjoy twice the median family income of blacks, which is below where it was in 2000.
Still, black America remains steadfastly loyal to a party that supports the endless importation of workers who compete directly for jobs with them and their families. Writes Kaus, "The median hourly wage (of DACA recipients) is only $15.34, meaning that many are competing with hard-pressed, lower-skilled Americans."
Looking closer at the Census Bureau figures, Trumpian economic nationalism would appear to have its greatest appeal to the American working class, a huge slice of which is native-born, black and Hispanic.
The elements of that policy?
Secure the border. Halt the invasion of low-wage workers, here legally and illegally, from the Third World. Tighten the labor market to force employers to raise wages in our full-employment economy. Provide tax incentives to companies who site factories in the USA. Impose border taxes on the products of companies who move plants abroad.
Put America and American workers first.
Will any amnesty of undocumented workers do that?

Before I continue, let me answer Ann Coulter's question: Me. I don't want Trump impeached, at least not until he does something clearly impeachable. Impeaching him for policies you don't like or even for political malpractice would simply be a time-wasting tantrum. And I say that as a consistent critic of Donald Trump, going back to his flirtation with running on the Reform Party ticket in 2000.
That said, Coulter's reaction is understandable and even a little praiseworthy. After all, she wrote a book -- a whole book! -- in 2016 called "In Trump We Trust: E Pluribus Awesome!" But unlike a lot of her compatriots in the Trump Army, Coulter was driven by a policy position, not an infatuation. Or perhaps she was infatuated, but her commitment to the policy was greater than her commitment to the man.
The policy in question: immigration. To wit, Coulter thinks we've had enough of it. That goes for the children brought here by illegal immigrants, commonly referred to as "Dreamers." President Obama created a program, Deferred Action for Childhood Arrivals, or DACA, that unconstitutionally (according to most conservatives, including the attorney general) granted a kind of de facto amnesty to the Dreamers, giving them work permits and legal residence.
On Wednesday night, Trump had dinner with the Democratic leaders in the House and Senate, Rep. Nancy Pelosi and Sen. Chuck Schumer. These two famously partisan Democrats came out of the dinner announcing that they had struck a deal with the president to make DACA permanent without providing any funding for Trump's cherished border wall.
Trump, witnessing the blowback, which included the new nickname "Amnesty Don" in a headline at Breitbart News (which until recently had been the Pravda of MAGAland), insisted in a tweet that no deal had yet been made. But then he went on to sing the praises of DACA in a series of tweets, making it clear to all that he wants the Dreamers to be legalized and the DACA program made permanent.
In other words, he threw his biggest supporters under the Trump train.
Now I should say, I think Trump is right on the policy. It would be stupid and cruel to deport a bunch of people who came here as little kids and have since assimilated into the only country they've ever known. A large majority of Americans, including a majority of Trump voters, agree with Trump (and Schumer and Pelosi) on the policy. A poll this week found that only 12 percent of registered voters want these people deported. Coulter and former Trump adviser (and current Breitbart publisher) Steve Bannon speak for that 12 percent.
The majority of immigration hawks, however, considered DACA to be the president's most valuable negotiating chip. He could have gotten funding for the wall -- or perhaps E-Verify, or portions of Sen. Tom Cotton's immigration reform legislation, the RAISE Act -- passed in exchange for making DACA permanent. Instead, the author of "The Art of the Deal" essentially tossed his best chip into the pot as if it were the ante.
This poses a crisis for two different kinds of Trump true believers. The "nationalists" honestly believed he was one of them. Meanwhile, the super-fans honestly believed Trump was the greatest negotiator and strategist the world had ever seen. Both of these notions were delusions. Oh, I'm sure Trump believes much of his America First talk, but that's talk. What really matters to him is praise. It was only a matter of time before the moth flew to glow of public opinion.
The sad thing is that both delusions were obvious from the moment he descended his golden escalator at Trump Tower. It will be interesting to see how the true believers follow Otter's advice and make the best of their foul-up.

But any immigration-boosting deal will likely split the GOP from top to bottom, as it did in 2014 and again in 2016 when Donald Trump won the GOP primaries.
Moreover, any pro-business amnesty deal will immediately destroy the GOP’s congressional leverage against Democrats because the amnesty will convince Democrats that the extra inflow of migrants will soon give them permanent political power without any need for negotiations, debates or even respectful treatment of the GOP and its voters. That process has already flipped California from a GOP-leaning state into a Democratic state of wealthy liberals and many poor, government-dependent voters, where GOP politicians have not won a statewide election in years.
That is a key strategic issue facing the GOP’s business-funded establishment wing, even as it faces growing anger from the GOP’s base voters who are angered by the business-funded influx of cheap labor, illegal-immigrant crime, civic controversies and crowded classrooms. Since Trump’s election, Ryan has rebuffed voters’ demands for pro-American immigration bills and has passed smaller-scale cheap-labor measures to aid business.
This week, Ryan rejected Trump’s huge amnesty deal with Senate Majority Leader Chuck Schumer and explained his public views on immigration — but many pro-American reformers fear his stated support for border security is a face-saving prelude to a big amnesty-and-cheap-labor sellout. Ryan said:
Several members of Ryan’s panel score well on the rating system maintained by NumbersUSA, but also have very poor sub-ratings for their past votes in job-outsourcing guest worker programs. That group includes Idaho Rep. Raul Labrador, Wisconsin Rep. Jim Sensenbrenner, Texas Rep. John Carter and Texas Rep. Michael McCaul. House Majority Leader Kevin McCarthy, is also on the panel, with an overall score of C+ from NumbersUSA, and an outsourcing score of F-.
The members’ low outsourcing scores reflect the huge influence of local farmers and business groups — retailers, meat packers, restaurant chains, auto sellers, etc. — on the members’ routine votes. However, legislators often demonstrate support for these local business groups by casting insincere votes for or against some proposal in legislation, knowing that the vote is harmless or useless because the parent legislation is doomed.
McCaul chairs the homeland defense committee, and Carter chairs the appropriations subcommittee for homeland defense, giving them outsized influence on the panel.
The panel includes three Texans — Carter, McCaul, and Hurd — which is notable because additional immigration is pushing the Lone Star state into the Democratic column just as it has already flipped California and Virginia from red to blue.
Many polls show that Americans strongly prefer immigration laws which help their fellow Americans get good jobs, even as they also wish to provide some support to illegal immigrants.
Four million Americans turn 18 each year and begin looking for good jobs. However, the government imports roughly 1 million legal immigrants to compete against Americans for jobs. Not all do go to work, for example, or else file for government aid, almost 100,000 legal immigrants per year are close to retirement.
The government also hands out almost 3 million short-term work permits to foreign workers. These permits include roughly 330,000 one-year OPT permits for foreign graduates of U.S. colleges, roughly 200,000 three-year H-1B visas for foreign white-collar professionals, and 400,000 two-year permits to DACA illegals. Some of those imported white-collar workers gain outsourced jobs at Jan’s alma mater, Stanford University.
That Washington-imposed policy of mass-immigration floods the market with foreign labor, spikes profits and Wall Street values by cutting salaries for manual and skilled labor offered by blue-collar and white-collar employees. It also drives up real estate prices, widens wealth-gaps, reduces high-tech investment, increases state and local tax burdens, hurts kids’ schools and college education, pushes Americans away from high-tech careers, and sidelines at least 5 million marginalized Americans and their families.
Amid the growing inflow of immigrant labor, Americans’ wages have stayed flat for the past 44 years since 1973, according to the Census Bureau.
