U.S. Immigrant Population Hits Record 43.7 Million
An Increase of 12.6 million since 2000

Washington, D.C. (October 16, 2017) – A new analysis by the Center for Immigration Studies of recently released U.S. Census data finds that the nation's immigrant population (legal and illegal) hit a record 43.7 million in 2016. The data also show more than 16.6 million U.S.-born minor children with an immigrant parent. Immigrants and their young children thus now account for nearly one in five U.S. residents.

Growth in the immigrant population was not the same for all countries. There were significant increases in the total number of immigrants from the Middle East, Asia, Sub-Saharan Africa, and Latin American countries other than Mexico, while the number of those from Mexico, Europe, and Canada grew not at all or declined. The sending countries with the highest percentage growth from 2010 to 2016 were Saudi Arabia (up 122 percent), Nepal (up 86 percent), Afghanistan (up 74 percent), Burma (up 73 percent), and Syria (up 62 percent).

The states experiencing the largest percentage increases in the number of immigrants 2010 to 2016 were North Dakota (up 48 percent), West Virginia (up 41 percent), South Dakota (up 39 percent), Delaware (up 24 percent), Nebraska (up 20 percent), and Minnesota (up 20 percent).

Dr. Steven Camarota, the Center's director of research and co-author of the report, said, "The enormous number of immigrants already in the country coupled with the settlement of well over a million newcomers each year has a profound impact on American society, including on workers, schools, infrastructure, hospitals and the environment. The nation needs a serious debate about whether continuing this level of immigration makes sense."

Among the findings in the new data: 
  • The nation's immigrant population (legal and illegal) hit a record 43.7 million in July 2016, an increase of half a million since 2015, 3.8 million since 2010, and 12.6 million since 2000.
  • As a share of the U.S. population, immigrants (legal and illegal) comprised 13.5 percent, or one out of eight U.S. residents in 2016, the highest percentage in 106 years. As recently as 1980, just one out of 16 residents was foreign-born.
  • Between 2010 and 2016, 8.1 million new immigrants settled in the United States. New arrivals are offset by the roughly 300,000 immigrants who return home each year and annual natural mortality of about 300,000 among the existing foreign-born population. As a result, growth in the immigrant population was 3.8 million 2010 to 2016.
  • In addition to immigrants, there were slightly more than 16.6 million U.S.-born minor children with an immigrant parent in 2016, for a total of 60.4 million immigrants and their children in the country. Immigrants and their minor children now account for nearly one in five U.S. residents.
  • Mexican immigrants (legal and illegal) were by far the largest foreign-born population in the country in 2016. Mexico is the top sending country, with 1.1 million new immigrants arriving from Mexico between 2010 and 2016, or one out of eight new arrivals. However, because of return migration and natural mortality, the overall Mexican-born population has not grown in the last six years.
  • The sending regions with the largest numerical increases in the number of immigrants living in the United States 2015 to 2016 were the Caribbean (up 120,522), the Middle East (up 109,113), Central America (up 70,664), Sub-Saharan Africa (up 67,198), South Asia (up 64,902), and South America (up 61,462).
  • Longer term, the regions with the largest numerical increases 2010 to 2016 were East Asia (up 892,209), South Asia (up 889,878), the Caribbean (up 554,903), the Middle East (up 471,029), Sub-Saharan Africa (up 456,989), Central America (up 402,784), and South America (up 249,660).
  • The sending countries with the largest numerical increases since 2010 were India (up 654,202), China (up 550,022), the Dominican Republic (up 206,134), El Salvador (up 172,973), Cuba (up 166,939), the Philippines (up 164,077), Honduras (up 128,478), Vietnam (up 112,218), Venezuela (up 106,185), Guatemala (up 104,883), Nigeria (up 87,565), Pakistan (up 83,271), Haiti (up 81,074), Bangladesh (up 80,949), Jamaica (up 76,532), Ethiopia (up 71,332), Brazil (up 69,982), Colombia (up 68,032), Iraq (up 61,787), Burma (also known as Myanmar, up 60,294), Nepal (up 59,992), and Saudi Arabia (up 54,833).
  • The sending countries with the largest percentage increases in the number of immigrants living in the United States since 2010 were Saudi Arabia (up 122 percent), Nepal (86 percent), Afghanistan (up 74 percent), Burma (up 73 percent), Syria (up 62 percent), Venezuela (up 58 percent), Bangladesh (up 53 percent), Kenya (up 46 percent), Ethiopia (up 41 percent), Nigeria (up 40 percent), Iraq (up 39 percent), Ghana (up 37 percent), India (up 37 percent), Egypt (up 32 percent), Pakistan (up 28 percent), and China (up 25 percent).

Sanctuary Cities Allowed Criminal Alien to Remain in U.S., Murder Kansas Deputy




An illegal alien who was drunk driving has pleaded guilty to killing a Kansas deputy sheriff after causing a deadly car crash last year. Sanctuary city policies in two jurisdictions allowed the previously convicted drunk driver to remain in the U.S. leading to the murder of the deputy.

Adrian Espinosa-Flores, a 39-year-old illegal alien, pleaded guilty to reckless second-degree murder charges in Johnson County, Kansas after crashing his vehicle into Master Deputy Brandon Collins, killing him, as Kansas City Star reported.
On Sept. 11, 2016, Collins had pulled a vehicle over on U.S. 69. Collins’ patrol car was parked when Espinosa-Flores recklessly drove into the sheriff deputy’s vehicle, crashing it into the SUV that had been pulled over.
Collins was killed at the scene of the accident. When the illegal alien was taken into custody, it was discovered that he had been driving despite being more than twice over the blood-alcohol legal limit. The illegal alien admitted to police after being taken into custody that he had been drinking that night.
The illegal alien’s sentencing hearing will take place next year. Should Espinosa-Flores be released from prison at any time, he will be deported back to his native country.
Espinosa-Flores managed to stay in the United States following a previous DUI conviction after California officials refused to notify U.S. Immigration and Customs Enforcement (ICE) officials of the illegal alien’s crime, Breitbart Texas’ Bob Price reported in September 2016.
Two U.S. Senators wrote to then-DHS Secretary Jeh Johnson, demanding an investigation into the failure of Los Angeles County to report the conviction to ICE.
“It appears that Flores was able to evade removal by taking advantage of at least one sanctuary jurisdiction. As a result, a law enforcement officer was killed, allegedly by Flores while again driving under the influence,” Senator’s Charles Grassley (R-IA) and Andy Alcock (R-KS) wrote.
The Overland-Park, Kansas Police Department arrested the illegal alien in 2013 for driving without a license. That department also failed to notify ICE officials.
“ICE was not notified by authorities in California or Kansas of either arrest,” ICE spokesman Shawn Neudauer wrote in his email response to an AP inquiry.
“It seems Deputy Collins died at the hands of someone who broke our laws and should not have been allowed to remain in the United States following his multiple interactions with law enforcement,” the two senators concluded.

Busted: Border Patrol Arrests DACA Recipients For Trying To Smuggle Illegals Across The Border
Congress has been debating, among other things, the Obama-era Deferred Action For Childhood Arrivals (DACA) program and what to do with its 800,000 recipients who benefit from this constitutionally questionable executive action. The executive order issued by Obama shielded illegal aliens from deportation as long as they meet the criteria (i.e. no criminal record) and paid the $495 in application fees. DACA status had to be rented every two years. If accepted, DACA recipients had access to work permits. The program applied to illegal aliens that entered the U.S. as minors. What made immigration activists so jumpy is that these applicants gave very sensitive information about themselves and their whereabouts. They also had to admit they’re here illegally. The Daily Beast’s Betsy Woodruff reported on this back in September:
In deportation proceedings, the government must prove that the person they want deported is in the U.S. illegally. That can sometimes be tough. DACA recipients – nearly 800,000 of them – gave the Department of Homeland Security information proving they are undocumented so they could get relief from the threat of deportation. They also gave the government information about where they live, work, and go to school.  As soon as Donald Trump was elected, immigrants’ rights activists started asking what his administration would do with that information.
In a memo, the Department of Homeland Security answered this question. And its statement – full of wordy legalese – made clear that Immigration and Customs Enforcement officers will be able to use DACA recipients’ personal information to deport them.
“Information provided to USCIS in DACA requests will not be proactively provided to ICE and CBP for the purpose of immigration enforcement proceedings, unless the requestor meets the criteria for the issuance of a Notice To Appear or a referral to ICE under the criteria set forth in USCIS’ Notice to Appear guidance,” said the statement.
In other words, USCIS (United States Citizenship and Immigration Services, the agency which handles DACA) won’t proactively give immigration enforcement officers a list with the names and addresses of all DACA recipients. But if ICE officers ask for it, the agency will provide it.
The Trump administration signaled last month that they wouldn’t defend the law, as they didn’t see how they could legally. Democrats and members of the media have admitted that DACA is legally questionable, especially concerning separation of powers. Ever since it was enacted, the GOP has rightfully criticized DACA as executive overreach. Around a dozen Republican state attorneys general threatened to sue the Trump administration if they settle the DACA issue. The result was ending of the program with a six-month enforcement delay to afford Congress time to pass DACA-like legislation. It’s the only way to remove the constitutional questions surrounding the program, and there is enough GOP support to pass this. There was now a lingering question about enforcement. Senate Republicans, like Tom Cotton from Arkansas, sees this as a possible opportunity to get the RAISE Act passed, which overhauls our green card process to prioritize immigrants with high skills and adds a language provision. Any aspect of border security is anathema to Democrats. While Congress and the media debate this aspect of the immigration issue, the Border Patrol picked up two DACA recipients who were smuggling illegals across the border (Via DHS) [emphasis mine]:
LAREDO, Texas – On October 4, 2017, Border Patrol agents arrested a juvenile attempting to smuggle two illegal aliens. Agents at the Border Patrol Checkpoint on Interstate Highway 35 encountered a passenger vehicle at the primary inspection lane. The driver was questioned regarding his immigration status and was referred for further inspection after a Border Patrol canine alerted to the presence of concealed humans and/or narcotics. After further inspection, Border Patrol agents discovered two adult male subjects concealed in the trunk of the vehicle. An immigration inspection of the two subjects revealed that they were both from the country of Brazil. The driver, a juvenile, was identified as a National from the country of Guatemala and a recipient of the Deferred Action for Childhood Arrivals (DACA) in 2016. All subjects were processed for removal proceedings.
The second event took place on October 7, 2017, when Border Patrol agents arrested a juvenile attempting to smuggle one illegal alien. Agents at the Border Patrol Checkpoint on Interstate Highway 35 encountered a passenger vehicle at the primary inspection lane. After further inspection, Border Patrol agents discovered one adult male subject concealed in the trunk of the vehicle. An immigration inspection of the subject revealed that he was from the country of Mexico. driver, a juvenile, was identified as a National from the country of Mexico and a recipient of the Deferred Action for Childhood Arrivals (DACA). All subjects were processed for removal proceedings.
As a result of their arrests, the juvenile drivers were processed for removal proceedings as a violation of the DACA conditions.

Two Million Foreigners To Get Work Permits in 2017


The number of foreign workers getting work permits for U.S. jobs will hit 2 million this year, partly because President Donald Trump’s deputies have reduced only a few of President Barack Obama’s foreign-worker programs and policies.

Roughly 2 million foreigners will get temporary work permits, dubbed “Employment Authorization Documents,” or EADS, during 2017, despite administration efforts to cut back some of the many business-backed foreign-worker programs, according to two sets of data released by the Department of Homeland Security.
“This is almost entirely outside of our legal immigration and legal guest-worker system — these are additional workers,” said Jessica Vaughan, a policy expert at the Center for Immigration Studies. “The majority of these [EAD] work permits are given to people who originally entered the country illegally and now have some kind of exception being made for them, either on a temporary base or while they apply for some other benefit,” she added. 
The new data shows that 1.6 million work-permit EADs were given out during the first nine months of the government’s 2017 accounts. That puts the number on track to break 2 million, partly because an extra rush of people applied for DACA amnesty work permits in September and early October.
Four million young Americans join the workforce each year. But their ability to get well-paid jobs is hurt by the one-for-one influx of roughly four million lower-wage foreign workers.
As the new report show, roughly 2 million foreigners will get EADs in 2017. Also, 1 million foreigners are allowed to become legal immigrants. Roughly half a million foreign “guest workers” get work-visas, such as the H-1B, H-2A, H-2B, J-1 and L-1 visas, and a few hundred thousand illegal immigrants will cross the Mexican border or overstay the temporary tourist or work visas. That inflow adds up to almost 4 million, or one new migrant for every American who turns 18.
“There’s no way you can make the case that this number of work permits being issued annually does not have an affect on the labor market,” Vaughan said.
A huge population of roughly 30 million lower-wage immigrants has filled up job openings since the 1970s, leaving millions of American men unwilling or unable to work. In 1980, 94 percent of prime-age U.S.-born men were working, according to federal data. The number fell to 91 percent in 2000, down to 89 percent in 2010, and down to 88.4 percent in Spring 2017, according to federal data.

The activity rate for Americans has fallen, but low-immigration Japan has raised its work rate.
Under Trump, “there is some small progress” in reducing the number of EADs, said Vaughan.
The progress includes a reduction in the number of illegal aliens who get permission to stay, she said. Similarly, the agency has nudged down the number of people getting work-permits after applying for U visas, is pressuring some countries to take back their illegals and is ending “Temporary Protected Status” for some foreigners who fled homeland disasters a decade or more ago, she said.
On October 8, Trump announced his pro-American immigration principles, saying:
As President, I took an oath to uphold the Constitution, which makes clear that all legislative powers are vested in the Congress, not the President.
I, therefore, tasked the relevant executive departments and agencies to conduct a bottom-up review of all immigration policies to determine what legislative reforms are essential for America’s economic and national security.  Rather than asking what policies are supported by special interests, we asked America’s law enforcement professionals to identify reforms that are vital to protect the national interest.  In response, they identified dangerous loopholes, outdated laws, and easily exploited vulnerabilities in our immigration system – current policies that are harming our country and our communities.
I have enclosed the detailed findings of this effort.  These findings outline reforms that must be included as part of any legislation addressing the status of Deferred Action for Childhood Arrivals (DACA) recipients.  Without these reforms, illegal immigration and chain migration, which severely and unfairly burden American workers and taxpayers, will continue without end.
Immigration reform must create more jobs, higher wages, and greater security for Americans — now and for future generations.  The reforms outlined in the enclosure are necessary to ensure prosperity, opportunity, and safety for every member of our national family.
Trump is pushing Congress to implement his pro-American policies, but Trump has plenty of authority to reduce the EAD output each year. 
“To really rein this [EAD problem] in, they need to rein in the big categories,” said Vaughan. 
The big categories for work permits are Obama’s 2012 DACA amnesty, the TPS program, the Optional Practical training program, and the asylum program.
Obama’s DACA amnesty was announced in 2012, and it exploded the number of EADs issue in 2013 by 550,000, up to 1.8 million. The DACA people got two-year EADs, so many did not have to apply again in 2014 when the EADs total dropped down to 1.2 million. Most of the initial 2013 DACA EADs expired in 2015, so pushing that year’s total back up to 1.96 million. Many of the DACA applicants signed up again in 2017, until President Trump blocked the program on on October 5.  That decision will drop the EAD numbers down to roughly 1.5 million in 2018 if no other changes are adopted. 
Partly because of Obama’s welcoming policies, the number of people who asked for asylum skyrocketed from 188,000 in 2012  to 252,000 in 2017. The 2017 number likely to reach that level partly because Obama’s deputies worked with immigration advocates to get judicial backing for his welcoming policies, so preventing any easy fix. Trump has asked Congress to change the law so that border agents can reduce the inflow of asylum-seekers. 
The OPT program was created by administration officials and it can be easily stopped — but the education and business sectors strongly support the extra inflow of cheap white-collar labor. Officials have not announced any changes. 
Administration officials have cut back the TPS program, but face big tests in the next few months when TPS status for the large resident population of people from El Salvador has to be continued or ended. 
Officials have asked a judge for more time as they decide how to answer a lawsuit calling for the end of the H-4 program, which allowed work permits to roughly 68,000 foreign spouses of H-1B visa-workers in 2015 and 2016, and another 36,000 in 2017. 
Four million Americans turn 18 each year and begin looking for good jobs in the free market.
The Washington-imposed economic policy of mass-immigration floods the market with foreign laborspikes profits and Wall Street values by cutting salaries for manual and skilled labor offered by blue-collar and white-collar employees.
