GOP looks to end family separation at the border in immigration bill



House Speaker Paul Ryan said Thursday he opposes the Border Patrol separating children from parents who are crossing into the United States illegally at the Mexican border, and said a Republican immigration bill that could hit the floor next week might address the issue, which he said can only be resolved through legislation.
“We don’t believe children should be separated form their parents,” Ryan, R-Wis., told reporters Thursday. Ryan said a court ruling is the reason behind the separation and Congress should “address it in legislation.”
According to a GOP source, Ryan told lawmakers in a recent closed-door session he may include a provision in a compromise immigration reform bill that legalizes Dreamers and boosts border security, among other provisions. According to the source, the Trump administration asked Ryan to come with legislation to resolve the issue.
Court rulings prohibit children from being held in the detention centers for long, and in response, they are being released into the United States while their parents are detained at the border.
The upcoming immigration reform could serve as a vehicle for addressing the problem. The House plans to consider two bills, one of which Ryan is writing himself and is backed by President Trump, who must ultimately sign a measure into law. It would provide legal status and a pathway to citizenship for 1.8 million Dreamers who came here illegally as children and would increase border security, reduce chain migration and end the visa lottery system.
A provision addressing border separations could be added onto that bill, according to the GOP. Conservatives want the bill to address the thousands of new asylum seekers who are flooding the Mexican border as well as the “catch and release” policy that has led to thousands of illegal immigrants disappearing into the United States and failing to return for court dates.
It’s not clear whether the House bill will include provisions dealing with the asylum or catch and release policies.
“We won’t guarantee passage,” Ryan said of the legislation. “I think it’s a very good bill, a very good compromise. And this can make law and that is what we should ultimately be doing here.”
