House Majority Leader Kevin McCarthy will introduce a bill this week that will fully fund President Donald Trump’s planned wall along the U.S. border with Mexico, thereby setting the midterm elections up as a referendum on immigration policy, Breitbart News has learned exclusively.

Outgoing Speaker Paul Ryan hinted at a post-election border wall funding fight on Monday.
“We intend on having a full-fledged discussion on how to complete our mission to secure the border, and yes, we will have a fight about this,” Ryan said of the wall fight that looms at a news conference on Monday.
Now Breitbart News can exclusively report exactly what is expected to happen in the lead-up to, and immediate aftermath of, the midterm election. First, McCarthy, his office confirmed to Breitbart News, will introduce a bill this week that includes the full funding for the border wall–about $23.4 billion more than what has already gone to the wall effort–as well as several other enforcement measures that have already passed the House of Representatives. Congress has already directed $1.6 billion to wall funding in the omnibus spending bill for fiscal year 2018 that just passed Congress, and McCarthy’s new bill–titled the “Build the Wall, Enforce the Law Act”–would take the wall the rest of the way, in addition to providing for a variety of enforcement measures.
“For decades, America’s inability to secure our borders and stop illegal immigration has encouraged millions to undertake a dangerous journey to come here in violation of our laws and created a huge loophole to the legal channels to the immigration process where America welcomes immigrants to our country,” McCarthy said in a statement to Breitbart News. “President Trump’s election was a wakeup call to Washington. The American people want us to build the wall and enforce the law. Maintaining strong borders is one of the basic responsibilities of any nation. For too long, America has failed in this responsibility.”
The enforcement measures expected to be in this wall funding legislation include, among other legislation, Kate’s Law, an enforcement bill named for Kate Steinle, who was killed in sanctuary city San Francisco in the lead-up to the 2016 presidential election. Kate’s Law passed the House 257-167 last year. Also included will be a bill the House has already passed targeting sanctuary cities, the No Sanctuary for Criminals Act, which passed the House last year 228-195. The Criminal Alien Gang Member Removal Act, which passed the House last year 233-175, will be in the bill, as will two House resolutions on immigration that passed the House this year: one upholding and honoring Immigration and Customs Enforcement (ICE) officers, the other admonishing illegal alien voting in a number of American cities.
McCarthy’s forthcoming bill will not deal with Deferred Action for Childhood Arrivals (DACA), the illegal executive amnesty program that former President Barack Obama implemented granting temporary status administratively to illegal alien youths, or visa programs. In other words, the bill will be enforcement and security only, dealing with those other more contentious immigration policy matters in future legislation after the wall funding is secured and enforcement of immigration law is strengthened.
McCarthy’s bill introduction comes as he travels Wednesday to the U.S. border with Mexico, where the wall will be built, to meet with Border Patrol agents. While on the border, McCarthy will receive an operations and threat briefing from Border Patrol and law enforcement officials, speaking directly with the men and women who on a daily basis on behalf of the United States confront illegal immigration, drug smuggling, human trafficking, and weapons trafficking.
Given that this new bill comes from the Majority Leader, McCarthy, and this bill contains several other measures already passed by the House with high margins of success, its prospects for passage are promising.
In the Senate, however, a measure like this faces grimmer prospects as Republicans cling to a 51-49 majority but would need 60 votes to clear a filibuster hurdle on a cloture vote unless Senate Majority Leader Mitch McConnell changed Senate rules–something he has resisted doing amid enormous pressure. But that’s where things get interesting, as Republicans could pick up as many as five or more extra Senate seats in the midterm elections depending on how a variety of races shake out–meaning they would be much closer to that 60-vote threshold making it easier to roll the necessary Democrats and get the votes required to clear the cloture hurdle of 60 votes and get a bill like this to the president’s desk so he can sign it.
But Republicans’ Senate reinforcements will not arrive until January 2019 when the new Congress is sworn in, so that means whatever the House passes in late 2018 for it to become law unless the Senate goes for it this year would need to be passed again in early 2019. All of that, of course, sets up an incentive for Republicans to show up to vote on November 6: a vote for a Republican is a vote for the wall, in other words, as the House GOP will need to hold its majority going into the next Congress to ensure that this border wall funding makes it to the president’s desk. If Democrats take the House on November 6, a newly reminted Speaker Nancy Pelosi most certainly would not support funding the wall along the border–which, in turn, makes the midterms a referendum on the wall because if Republicans hold the House and add seats in the Senate, they can get the votes necessary to get full wall funding to Trump’s desk in early 2019.

Illegal alien births of anchor babies in the United States cost American taxpayers billions of dollars every year, a new analysis reveals.

Every year, American taxpayers are billed about $2.4 billion to pay for the births of illegal aliens, according to research by the Center for Immigration Studies Director of Research, Steven Camarotta.
The children of illegal aliens are commonly known as “anchor babies,” as they anchor their illegal alien and noncitizen parents in the U.S. and eventually are allowed to bring an unlimited number of foreign relatives to the country through the process known as “chain migration.”
The research concludes that American taxpayers in total pay about $5.3 billion annually for the births of immigrants, whether they are legally or illegally in the U.S.
About one in four births that are paid for by American taxpayers are those to an immigrant, legal or illegal. This accounts for 429,000 immigrant births every year that taxpayers subsidize.
Illegal aliens births of anchor babies make up 11 percent — or about 198,000 births — of all births that are paid for by American taxpayers. Legal immigrant births make up 13 percent — or 231,000 births — of all births that are paid for by taxpayers.
As Breitbart News has extensively reported, there are 4.5 million anchor babies in the U.S. under the age of 18, according to the Congressional Budget Office (CBO). This estimate does not include the potentially millions of anchor babies who are older than 18-years-old.
The 4.5 million anchor babies estimate exceeds the four million American children born every year. In the next decade, the CBO estimates that there will be at least another 600,000 anchor babies born in the U.S., which would put the anchor baby population on track to exceed annual American births — should the U.S. birth rate not increase — by more than one million anchor babies.

Taxpayers pay for 67% of births to illegal immigrants, 47% to legal


WASHINGTON, D.C. (October 9, 2018) – A new report by the Center for Immigration Studies finds that one in five children born in the United States in 2014 had an immigrant mother. Based on an analysis of Census Bureau data, the Center estimates that nationally one in 13 births is to an illegal immigrant, totaling 300,000 births a year. One in eight births is to a legal immigrant. We also find that more than half of the births to immigrants (legal and illegal) are paid for by taxpayers, including 67 percent of births to illegal immigrants.

Steven Camarota, the Center’s director of research and co-author of the report, said, “The enormous number of births to legal and illegal immigrants may hinder assimilation as children from immigrant families will largely interact with only each other.”  He also points out that “paying for so many births to immigrant mothers may be appropriate, but the large share who can’t provide for themselves without the help of American taxpayers raises serious questions about whether our current immigration system makes sense."

National Picture:
  • In 2014 one in five births (791,000) in the United State was to an immigrant mother (legal or illegal). Our best estimate is that legal immigrants accounted for 12.4 percent (494,000) of all births, and illegal immigrants accounted for 7.5 percent (297,000).
  • The 297,000 births per year to illegal immigrants are more than the total number of births to all mothers in any state except California and Texas. They are also more than the total number of births in 16 states combined, plus the District of Columbia.
  • The estimated 28,000 births to illegal immigrants in just the Los Angles metro area are more than the total number of births in any of 14 states or the District of Columbia. 
  • More than half (54 percent) of births to immigrants (legal and illegal) are entirely or largely paid for by taxpayers because the mother is on Medicaid or uninsured, including 67 percent among illegal immigrants. This rate is also high among natives at 42 percent.
  • Of all births likely paid for by taxpayers, about one in four (429,000) was to an immigrant (legal or illegal). Illegal immigrants account for 11 percent (198,000) of all publicly funded births, and legal immigrants are another 13 percent (231,000).
  • We roughly estimate that the cost to taxpayers for births to immigrants (legal and illegal) is $5.3 billion — $2.4 billion of which is for illegal immigrants.
  • Although immigration adds enormously to the number of births, it raises the nation’s overall birth rate by only 4 percent, partly because immigrant fertility is not that much higher than that of natives.

States:
  • In California, New Jersey, and New York, immigrants (legal and illegal) account for about one-third of all births. In Massachusetts, Nevada, Florida, Texas, Hawaii, Maryland, and Washington, immigrants account for one in four births. Immigrants account for one in five births in Virginia, Connecticut, Illinois, Arizona, Rhode Island, and Oregon.
  • The states with the largest numbers of births to illegal immigrants are California with 65,000, Texas with 51,000, Florida with 16,000, Illinois with 14,000, Georgia with 13,000, New York with 12,000, and New Jersey and North Carolina with 11,000 each.
  • The state with the highest share of births to illegal immigrants is Nevada, at nearly one in six. Births to illegal immigrants account for one in seven births in California and Texas. 
  • In North Carolina, Texas, and Georgia, three-fourth of births to illegal immigrants were likely paid for by taxpayers. In California, Florida, and New York, two-thirds of these births were likely taxpayer-funded. In Illinois and New Jersey, more than half were likely funded by the public.

Metropolitan Areas:
  • Among the nation's largest metro areas, immigrant mothers (legal and illegal) account for half or nearly half of births in Miami, San Francisco, and San Jose. 

  • They account for two out of five births in Los Angeles and the New York City area. They are also one out of three births in the metro areas of Washington, D.C., Houston, San Diego, Seattle, Boston, and Las Vegas.

  • Illegal immigrants account for more than one in seven births in Los Angeles, Las Vegas, San Jose, Dallas, and Houston. Typically between two-thirds and three-fourths of these births were likely paid for by taxpayers.
What’s Happening at the Center
Analyzing the latest Census data, Steven Camarota, Karen Zeigler, and Jason Richwine find that one of every five births in the United States was to an immigrant mother (both legal and illegal). The 297,000 births per year to illegal immigrants is larger than the total number of births in any state other than California and Texas. Nearly half of new mothers who are legal immigrants and two of every three illegal-immigrant mothers are either uninsured or on Medicaid. The cost to taxpayers for births to immigrants (both legal and illegal) is roughly $5.3 billion.

There are now more illegal aliens giving birth to anchor babies in the Los Angeles, California metro area than there are total United States births in 14 states and the District of Columbia.

New wide-ranging analysis by the Center for Immigration Studies‘ Steven Camarotta reveals that there are an estimated 28,000 births to illegal aliens every year in the Los Angeles metro area, exceeding the total number of U.S. births in 14 states and the District of Columbia.
The children of illegal aliens are commonly known as “anchor babies,” as they anchor their illegal alien and noncitizen parents in the U.S. and eventually are allowed to bring an unlimited number of foreign relatives to the country through the process known as “chain migration.”
About 1-in-5 U.S. births — or 791,000 — are to legal and illegal immigrant mothers, with legal immigrant mothers accounting for about 12.4 percent of those births and illegal alien mothers accounting for 7.5 percent.
In the Los Angeles, California metro area, illegal alien births make up nearly 18 percent of all births in the region. In the Las Vegas, Nevada metro area, illegal alien births account for about 17 percent of all births.
California — a sanctuary state for illegal aliens — has the largest number of illegal alien births with about 65,000 illegal alien births every year. Texas has about 51,000 illegal alien births every year, while Florida has about 16,000 illegal alien births every year.
There are an estimated 12 million illegal aliens living across the U.S. at any given time. Most recent research by Yale University and the Massachusetts Institute of Technology, however, revealed that there is likely an estimated 22 million illegal aliens in the U.S. Additionally, every year, 1.5 million legal immigrants are admitted to the country.

Calls to Abolish ICE Omit that Majority of Immigrants Agency Arrests are Convicted Criminals

As a growing number of Democrats and their allies call for abolishing Immigration and Customs Enforcement (ICE), it’s important to remember that the overwhelming majority of illegal immigrants arrested by the agency have criminal convictions.

In 2017 immigrants with criminal convictions accounted for 74% of all arrests made by ICE, according to government data used by the nonpartisan Pew Research Center in a 
study published earlier this year. Sixteen percent of those arrested by ICE had pending criminal charges and only 11 % had no known criminal convictions or charges, the Pew analysis found.

Nearly 60,000 illegal aliens deported by ICE last year were convicted of driving under the influence of alcohol and another 57,438 for possessing or selling dangerous drugs such as opioids. More than 52,000 ICE arrestees were convicted of immigration offenses, including false claim to American citizenship and tens of thousands had pending criminal charges for assault, driving under the influence and a variety of other crimes. Some had pending charges for more violent crimes like sexual assault, kidnapping and homicide.
Los Angeles, an illegal alien sanctuary city, topped the list with nearly nine out of 10 ICE arrests consisting of immigrants with criminal convictions. Newark, New Jersey had the lowest number with 60% criminal arrests but every region had one thing in common: “In all ICE areas, considerable majorities of arrests were for those with prior convictions,” the Pew study says.

The figures make the calls to abolish ICE, the 20,000-employee Homeland Security agency, preposterous. The growing movement includes elected officials—some presidential contenders—at the federal, state and local level as well as those running for office. Among them are senators Elizabeth Warren (Massachusetts), Kamala Harris (California) and Kirsten Gillibrand (New York). Warren and Harris are reportedly making White House runs in 2020.

Other federal lawmakers calling for the dismantling of ICE include Wisconsin Congressman Mark Pocan and Massachusetts Congressman Mike Capuano. In a 
piece published by a mainstream media outlet, a law professor running for New York Attorney General writes that ICE is a “tool of cruelty and lawlessness and dehumanization.” The agency was born in xenophobia and fear, the lawyer asserts, and it is doing exactly what it was designed to do: “Terrorize immigrant communities, bring a police state inside our borders and treat people as less than human.”

Not surprisingly, the mainstream media appears to support the abolish ICE movement and has demonstrated it with biased reporting as well as the promotion of radical leftist ideas such as those published by the New York Attorney General candidate.

A mainstream national newspaper writes that the nation doesn’t need ICE and refers to it as an “
agency that harms Latino and immigrant communities.” A northern California newspaper blames the Trump administration’s “hardline immigration policies” for transforming the idea of abolishing ICE from a pipe dream for liberal activists to a legitimate political issue. The article refers to abolish ICE as a movement that has seen a “remarkable rise from fringe issue to Democratic rallying cry.” A multitude of media outlets around the country have followed suit, shamelessly displaying their pom poms for the insane abolish ICE movement.

The reality is that ICE needs to be strengthened because the agency is overwhelmed, officers can’t keep up with monstrous workloads and repeatedly lose track of hardcore criminals inside the United States.

As a result hundreds of thousands of illegal aliens with criminal records are getting released by local authorities in the U.S., according to a federal 
audit released last year by the Department of Homeland Security (DHS) Inspector General. A surge in illegal immigrants under the Obama administration pushed matters into crisis mode with deportation officers so overworked that they often lose track of dangerous illegal aliens with serious criminal histories, the probe found.

This includes individuals who represent critical national security threats. One ICE agent cited in the report said this: “You might work 18 hours a day, but you still won’t get caught up.” Inspectors visited four key field offices and determined that the management deficiencies and unresolved obstacles make it difficult for the feds to deport aliens expeditiously. “ICE is almost certainly not deporting all the aliens who could be deported and will likely not be able to keep up with growing numbers of deportable aliens,” the DHS watchdog found.

The report also said the incarceration of convicted illegal aliens in state prisons and jails and uncompensated medical outlays for health care provided to illegal aliens each amounted to about $1.4 billion annually. The incarceration costs did not include judicial expenditures or the monetary costs of the crimes committed by illegal aliens that led to their incarceration. "California's addiction to 'cheap' illegal-alien labor is bankrupting the state and posing enormous burdens on the state's shrinking middle-class tax base," said FAIR President Dan Stein. "Most Californians, who have seen their taxes increase while public services deteriorate, already know the impact that mass illegal immigration is having on their communities, but even they may be shocked when they learn just how much of a drain illegal immigration has become," he said.
