Green Cards for DACA Illegal Aliens Could Trigger Chain Migration of 4M Foreign Nationals

A proposal to give green cards — and thus eventual United States citizenship — to at least 700,000 illegal aliens could trigger a “chain migration” of more than four million foreign nationals arriving in the country.

As Breitbart News reported, White House adviser Jared Kushner and a handful of Republican Senators have reportedly floated the idea to secure a fifth of border wall funding by giving green cards to the roughly 700,000 illegal aliens enrolled in President Obama’s Deferred Action for Childhood Arrivals (DACA) program.
The amnesty proposal would allow all DACA-enrolled illegal aliens to start the process of becoming a naturalized U.S. citizen after five years, a reward that allows them to eventually bring an unlimited number of foreign relatives to the country through the process known as “chain migration.”
Chain migration makes up more than 70 percent of all legal immigration to the country, importing nearly eight million foreign nationals since 2007. Five years of chain migration adds more people to the U.S. population than yearly American births.
Mexican nationals make up about 80 percent of the DACA illegal population, while Central American nationals from El Salvador, Guatemala, and Honduras make up an additional roughly ten percent.
According to Princeton University researchers Stacie Carr and Marta Tienda, the average number of family members brought to the U.S. by newly naturalized Mexican immigrants stands at roughly six.
Therefore, should all 700,000 DACA illegal aliens each bring three to six foreign relatives to the country after being naturalized, this constitutes a never-ending chain migration flow of anywhere from 2.2 million to 4.2 million foreign nationals arriving in the U.S. over the next few decades.
This is a foreign-born population — solely triggered from a DACA amnesty — that has the potential to exceed the populations of Oklahoma, Mississippi, New Mexico, Idaho, and Maine. If the chain migration flow from such a plan reached four million, it would be seven times the population of Wyoming.
Those two to four million chain migrants would also be allowed to bring in their foreign relatives once they become naturalized citizens.
As Breitbart News reported, if chain migration is not ended — as President Trump has demanded — the U.S. electorate will forever be changed, with between seven to eight million new foreign-born individuals being eligible to vote because of chain migration, and overall an additional 15 million new foreign-born voters.
Every year the U.S. admits more than 1.5 million foreign nationals, with the vast majority deriving from family-based chain migration, whereby newly naturalized citizens can bring an unlimited number of foreign relatives to the U.S. In 2016, the legal and illegal immigrant population reached a record high of 44.5 million. By 2023, the Center for Immigration Studies estimates that the legal and illegal immigrant population of the U.S. will make up nearly 15 percent of the entire U.S. population.

What to Watch out for in Any Immigration Deal

And his offer to trade this for what amounts to an extension of the expiration dates for a total of about 1 million DACA and TPS illegal aliens with ostensibly temporary work permits is not what many immigration hawks had feared — a new, from-scratch amnesty encompassing illegal aliens who had not already been granted work permits under prior administrations. Both programs should be abolished, of course, but enabling already-amnestied illegals to keep their work permits a little longer as a sweetener for Democrats isn’t unreasonable, despite the objections of many of my fellow immigration hawks.

But one thing the critics are right about is that with this as the starting point, the bill will likely move to the left. As the editors have noted, “we fear any prospective deal only gets weaker from here.” In other words, when the Democrats filibuster the measure, which is expected to come up for a vote in the Senate Thursday, will congressional Republicans and White House start giving even more ground?

It seems likely. Already this morning Axios is reporting that “[a] new immigration idea has been circulating over the past 24 hours at senior levels inside the White House and on Capitol Hill: Give a path to green cards to the 700,000 current DACA recipients.”

Another way the bill could get weaker would be to strip out the limited measures it includes to address the asylum crisis (which have already elicited howls of protest from the libertarian/leftist front). The bill would do little to address the larger “catch and release” practice dictated by other legal loopholes (other than some increased funding for detention).

My guess is Republicans could hold together in backing the deal in its current form — though even that’s iffy, given that Numbers USA has announced it will score the vote for its grade cards. But if the amnesty component grows, the bill would have little chance.

White House adviser Jared Kushner and a handful of Republican senators are suggesting President Trump offer Democrats a deal to give amnesty in the form of green cards to more than half-a-million illegal aliens to secure funding for a border wall.

Sources tell Axios‘ Jonathan Swan that Kushner and Republican Senators like Sen. James Lankford (R-OK) are touting a plan that would give green cards — and thus a quick path to U.S. citizenship — to about 700,000 illegal aliens enrolled in the President Obama-created Deferred Action for Childhood Arrivals (DACA) program.
Swan reports:
Republican senators, including James Lankford of Oklahoma, have advocated for this idea. And Jared Kushner has relayed the idea to his colleagues in the White House as a possible way to break the congressional deadlock. [Emphasis added]
Currently, the Trump administration has endorsed a Senate GOP budget deal that puts restrictions on the $5.7 billion in border wall funding, only allowing the president to construct bollard-style fencing at the U.S.-Mexico border which both Presidents Bush and Obama used.
That plan hitches amnesty in the form of three-year work permits to about a million DACA illegal aliens and foreign nationals in the country on Temporary Protected Status (TPS) who would be shielded from deportation.
Giving a pathway to U.S. citizenship to DACA-enrolled illegal aliens, though, is already being met with skepticism from Republican lawmakers who tell Axios‘ Swan that Trump’s coalition of voters “fall over on the right.”
“If you start putting citizenship on the table in any meaningful way, Democrats will have to give more, and they’re not ready to give more,” a Republican Senator anonymously told Swan.
Trump’s base and pro-American immigration reformers have warned the administration to steer clear of any amnesty deals which they say is “detrimental” to the nation because such a plan would codify Obama’s DACA program into law, drive up illegal immigration, implement a never-ending flow of foreign relatives to DACA illegal aliens arriving in the U.S., and further suppress American workers’ wages by flooding the labor market with additional foreign workers.
In the 2016 presidential election, Trump campaigned strictly against amnesty for illegal aliens, committing to voters that such a plan would not be considered until “illegal immigration is a memory of the past.”
The Senate is expected to vote this week on dueling legislation to reopen the federal government, though Capitol Hill watchers say neither bills have enough support to pass.
