Politico: Democrats Want COVID Welfare Provisions to ‘Last Well Beyond the Pandemic Itself’

The Democrats are looking to expand the welfare state by making aspects of the $1.9 trillion coronavirus package permanent, such as the expanded child tax credit, which went from $2,000 to a maximum of $3,600 per child for one year.

Politico reported Sunday the Democrats are taking advantage of this opportunity during the Chinese coronavirus pandemic. “Getting something out of the [tax] code is often harder than getting something into the code,” House Ways and Means Chair Richard Neal (D-MA) said. “What we did is unlikely to go away.”

Even before the legislation was signed into law, Rep. Rosa DeLauro (D-CT) stated, “We have been focused on these issues a very long time, but the moment has met us,” adding, “We are ready to move forward with a number of the areas that have not in the past been able to get that traction, that universal support.”

President Joe Biden believes, “the bill ‘changes the paradigm’ by moving away from the theory of trickle-down economics and instead putting working people first — the first time that has happened, [Biden] said, since Lyndon Johnson was president in the 1960s.”

“It’s time,” he said, “that we build an economy that grows from the bottom up and the middle out.”

An economic policy and tax expert who works at the Manhattan Institute, Brian Riedl, also agreed. “The prospect of a benefit cliff that will sock the middle class is way too unpopular for politicians to even contemplate.”

“The proper way to think of this bill is as much of a down payment on a wishlist of progressive goals that are going to be extended well beyond the pandemic and the recession,” he said.

Indeed, Democrats “are exploring whether Biden’s second stimulus package — another multitrillion dollar plan that Democrats are hoping to release by late May — could be a vehicle for that move,” Politico reported.

If that strategy does not increase the welfare state, Democrats may attempt another standalone legislation effort, similar to DeLauro’s introduced bill in February.

Such entitlement expansion has not excited many Republicans. After the legislation cleared both chambers, Sen. Rick Scott (R-FL) accused the Democrats of “living in a fantasy land where debt doesn’t matter, spending has no consequences, and inflation is impossible.”

However, Breitbart News reported on March 8 that Sen. Mitt Romney (R-UT) “unveiled a proposal on February 4 to provide a monthly cash benefit to families with children.” White House Chief of Staff Ron Klain stated at the time he was “looking forward” to seeing what is in the measure:

President Joe Biden is considering a tax hike to underwrite the economic program launched by the approval of his $1.9 trillion pandemic stimulus package, a Monday report by Bloomberg claims. The tax jump will be the first major lift in federal taxes in almost 30 years if successful.

Bloomberg quotes unidentified sources to outline the increases will back Biden’s promises made during his 2020 campaign.

An independent analysis of the Biden campaign’s tax plan conducted by the Tax Policy Center found it would raise around $2.1 trillion over 10 years, according to the report.

Tax hikes included as part of infrastructure and job packages will likely include repealing part of former President Trump‘s 2017 tax law that benefitted corporations and wealthy individuals, the news outlet notes, citing sources close to the matter.

As Breitbart News reported, Biden twice flagged his desire to raise taxes on everyone, including the middle class, during last year’s presidential debates.

“That’s why I’m going to eliminate the Trump tax cuts,” Biden said during his first of three debates with President Trump. And then, to accentuate the point, he said it again, “I’m going to eliminate those tax cuts.”

“His whole outlook has always been that Americans believe tax policy needs to be fair, and he has viewed all of his policy options through that lens,” ex-Biden economic aide Sarah Bianchi told Bloomberg. “That is why the focus is on addressing the unequal treatment between work and wealth.”

Any tax increases that are passed would likely take effect beginning in 2022, according to Bloomberg, which noted some lawmakers have called for the administration to hold off as pandemic-related unemployment remains high.

Democrats would need at least 10 Republicans to back the bill to move it under regular Senate rules. But GOP members are ready for a fight having been warned during the 2020 campaign Joe Biden in the White House meant the taxman cometh:

“We’ll have a big robust discussion about the appropriateness of a big tax increase,” Senate Minority Leader Mitch McConnell said last month, predicting Democrats would pursue a reconciliation bill that forgoes the GOP and would aim for a corporate tax even higher than 28percent.

President Joe Biden’s deputies are making it easier for U.S.-based illegal migrants to import and pick up more so-called Unaccompanied Alien Children (UAC) at government shelters run by the Department of Health and Human Services (HHS).

Officials told reporters on Friday they would end a 2018 policy set by President Donald Trump. The Trump policy allowed Immigration and Customs Enforcement (ICE) agents to scrutinize the U.S.-based people who offered to sponsor children and teenagers being held at HHS shelters.

“There will not be any immigration enforcement consequences for a family member or a sponsor who comes forward to be united with an unaccompanied child in our care,” one of Biden’s deputies told reporters Friday afternoon.

The proposed fix to the current traffic jam at the border likely will increase the cross-border flow — because it gives the green light to illegal migrants living in the United States to import more of their left-behind children — and to traffic in more teenage workers into child-labor jobs.

In the current crush, many of the children and teenagers are overstaying the 72-hour limit in the bare-bones border facilities. During Trump’s term, such crowding prompted jeering from migration advocates about “kids in cages.” So Biden’s deputies are using the media’s narrative of “kids in cages” as an excuse to remove curbs on the movement of more children and youths into the United States.

Many illegal migrants choose to leave all or some of their children behind in their home country as they sneak across the border or jump through the asylum and Flores border loopholes. The new Biden policy allows the large population of recently arrived migrants to get their children delivered to the border by paid coyotes — and then delivered to their U.S. homes by taxpayer-funded federal agencies.

But the Trump 2018 policy was adopted also because poor foreign parents agreed to let traffickers move their older teenagers into low-wage U.S. jobs until they worked off their smuggling debts — with interest.

A March 11 report by BuzzFeed News suggests that 35 percent of the current youth migrants claim to be 17, and 24 percent claim to be 16.

Biden’s officials insisted in a March 12 statement that “the new agreement does not change safeguards designed to ensure unaccompanied children are unified with properly vetted sponsors who can safely care for them while they await immigration proceedings.”

Outside the DHS, the view is quite different.

“Honestly, I think almost everyone in the system knows that most of the [migrant] teens are coming to work and send money back home,” Maria Woltjen, executive director and founder of the Young Center for Immigrant Children’s Rights, told a ProPublica reporter: “They want to help their parents,” she said in a November 2020 article.

ProPublica cited the case of Garcia, a Guatemalan youth who used the UAC loophole in 2018:

He was 15 and he had debts to pay, starting with the roughly $3,000 he owed for the “coyote” who guided him across Mexico from Guatemala. To finance the trip, his parents had taken out a bank loan, using their house as collateral. If he didn’t repay it, the family could lose its home.

Within a week of arriving, Garcia accompanied his aunt and uncle to the factory where they worked making auto parts. He got hired on a 6 p.m. to 6 a.m. shift, cleaning newly made screws and bolts with an air blow gun. Workers wore safety goggles to protect their eyes from the shards of metal that blew in their faces. It was a dirty job. “I didn’t like it, working with so many oily parts,” he recalled. “And it was dangerous.”

Garcia was not directly employed by the factory. Instead, he got the job through an “oficina,” the word Spanish-speaking immigrants use to describe the dozens of temporary staffing agencies that employ hundreds of thousands of workers in Illinois. In some cases, the [migrant] teens interviewed by ProPublica — all but one of them male — say they don’t even know the name of the staffing agency that employs them; it’s just the place where someone told them they could find work.

In February 2016, the Washington Post‘s editorial board warned officials of labor trafficking into a hidden child-labor economy:

A recently released Senate report confirmed that HHS in 2014 placed at least six children with a ring of human traffickers, who then forced them to work at Trillium egg farm in Ohio for as little as $2 a day. According to a 2015 criminal indictment, the children were subjected to inhumane treatment — forced to work six or seven days a week, 12 hours a day, and the traffickers “repeatedly threatened the victims and their families with physical harm, and even death, if they did not work or surrender their entire paychecks.” The children were housed in trailers with “no bed, no heat, no hot water, no working toilets, and vermin.”

The Trillium trafficking case is symptom of a wider problem with monitoring unaccompanied minors once they enter the United States. The Senate report noted 13 other cases of post-placement trafficking of minors, with 15 more cases indicating signs of possible trafficking. Inexcusable gaps in HHS policies and procedures led to unaccompanied minors being placed with sponsors or relevant adults in a household without background checks.

The [Obama] administration says that it has strengthened its background-check procedures and that adults with serious criminal offenses are now disqualified from becoming sponsors … HHS and the Department of Homeland Security urgently need to establish a clear agreement as to which federal agency is responsible for monitoring the welfare of unaccompanied minors from the time they are placed with a sponsor until the time of their immigration hearings.

A 2016 Washington Post article explained the egg-farm labor trafficking scandal:

[O]ne Guatemalan boy planned to live with his uncle in Virginia. But when the uncle refused to take the boy, he ended up with another sponsor, who forced him to work nearly 12 hours a day to repay a $6,500 smuggling debt, which the sponsor later increased to $10,900, the report said.

One defendant, Aroldo Castillo-Serrano, 33, used associates to file false applications with the government agency tasked with caring for the children, and bring them to Ohio, where he kept them in squalid conditions in a trailer park and forced them to work 12-hour days, at least six days a week, for little pay.

Amid the border crush, pro-migration groups are pushing for even looser rules to help more migrants get into the United States. For example, some advocates want border agencies to allow foreign relatives to escort younger migrants through the border and HHS processes. According to a March 7 report in USAToday:

Other times, a grandparent who has raised the child since birth will take the arduous journey with them and arrive at the U.S. border – only to be separated from the child for weeks or maybe months, [Lisa Koop, associate director of legal services at the National Immigrant Justice Center] said.

“There should be a way legally for the children to be essentially reunified in place with the adult caregiver without having to go through the entire system,” she said.

Many of those demands will likely be approved by Alejandro Mayoras, the pro-migration advocate who is now secretary of the Department of Homeland Security.

“The numbers are enormous, and we are working through it, and we have plans that we will be unveiling shortly to bring order to that,” he told Univision anchor Jorge Ramos in a March 12 interview.

Mayorkas admitted some of the young migrants are picked up by traffickers:

What we need to do as a nation is, we need to invest and address the root causes so that parents do not need to send their children alone to leave their countries of origin, to leave their homes, to traverse Mexico, only to get to get to the southern border and to be placed in the hands of traffickers.

But Mayorkas also indicated he believes Americans have no choice but to watch as progressives extract an unending flow of poor migrants for use in Americans’ homeland:

What we are seeing is a pent-up demand for freedom and humanity, because, over the last four years, the border has been closed, our asylum laws have not been honored and our country’s values have not been advanced.

I’m incredibly proud to be in this administration and to serve a president who has made a commitment and lived up to that commitment to restore our nation’s identity as a nation of immigrants and also a nation of laws.

Mayorkas claims the United States is a “Nation of Immigrants.” But more than 85 percent of Americans were born in America. and more than 50 percent favor a sharp reduction in the annual inflow of one million legal immigrants. Only about one-in-eight Americans favor policies to increase migration numbers, such as Mayorkas’s current policy of raising the inflow of Central American migrants through the 2008 Unaccompanied Alien Child back door.

The Trump 2018 policy was crafted when officials recognized many of the sponsors are not in the United States legally and were using coyotes — and the federal agencies — to deliver their Central American children to their addresses throughout the United States.

“We’ve arrested 41 individuals thus far that we’ve identified,” Matthew Albence, acting chief of ICE, said in September 2018. “Close to 80 percent of the individuals that are either sponsors or household members of sponsors are here in the country illegally, and a large chunk of those are criminal aliens,” he added.

Roughly one-third of would-be sponsors backed out during the period when the policy was in effect, according to a pro-migration organization.

However, in 2019, Republican legislators let Democrats impose a legislative ban on the 2018 policy, largely ending the arrest and deportation of illegal migrant sponsors:

Dick Durbin: Biden’s Amnesty Plan for Illegal Aliens ‘Doesn’t Have Support’

Senate Judiciary Committee Chairman Dick Durbin (D-IL) said there is not enough support in Congress to pass President Joe Biden’s amnesty plan for millions of illegal aliens.

Last month, House and Senate Democrats introduced the Biden plan — known as H.R. 1177 & S. 348 — which would give amnesty to the roughly 11 to 22 million illegal aliens living in the United States while doubling annual legal immigration to the country, flooding the labor market with more foreign competition for the nation’s nearly 17 million jobless Americans.

During an interview with CNN on Monday, Durbin said passing Biden’s amnesty through Congress is unlikely at the moment.

“I don’t see a means for reaching that,” Durbin told CNN when asked about the amnesty. “I want it. I think we are much more likely to deal with discreet elements.”

“I think Speaker Pelosi has discovered that she doesn’t have support for the comprehensive bill in the House,” Durbin continued. “And it indicates where it is in the Senate as well.”

Nearly 30 House Democrats who are in vulnerable seats ahead of the 2022 midterm elections have been largely silent about Biden’s amnesty plan. Among other things, the amnesty would increase legal immigration levels and import a foreign population the size of California to the U.S. by 2031.

Durbin said the Senate Judiciary Committee is unlikely to move on any immigration-related legislation until April.

This week, House Democrats are planning to vote on two amnesties — one that will provide amnesty to millions of illegal aliens who are enrolled or the beneficiaries of certain programs like the Deferred Action for Childhood Arrivals (DACA) or Temporary Protected Status (TPS) and another that would give amnesty to illegal alien farm workers.

The illegal farm worker amnesty plan has garnered the support of 10 House Republicans so far, including Reps. Elisa Stefanik (R-NY), Mark Amodei (R-NV), Mario Diaz-Balart (R-FL), Doug LaMalfa (R-CA), Cathy McMorris Rogers (R-WA), Mike Simpson (R-ID), Fred Upton (R-MI), David Valadao (R-CA), and Jefferson Van Drew (R-NJ).

The amnesty would legalize about 1.5 million illegal aliens who are currently holding U.S. agriculture jobs, cut the wages of future foreign workers who arrive on H-2A visas to work in agriculture, and create a new visa program so foreign workers can compete directly against Americans in the labor market. Already, employers can import an unlimited number of foreign H-2A workers to take U.S. jobs.

GOP Leaders: Joe Biden’s Border Lawlessness Is ‘Heartbreak’ for Migrants

President Joe Biden has created a chaotic scramble at the border of poor Central American migrants, migrants from terror-producing countries, ruthless coyotes, and drug cartels, said GOP leader Rep. Kevin McCarthy (R-CA).

“It’s more than a crisis,” McCarthy said in a TV-ready press conference at the border:

This is a human heartbreak. The sad part about all this — it didn’t have to happen. This crisis is created by the presidential policies of this new administration. There’s no other way to [describe this other] than a Biden border crisis … We want to find solutions. Before we even came here, I sent a letter to the president to work together to solve this problem … He doesn’t even acknowledge a letter.

McCarthy was joined by other

“The winners are the human traffickers who know that because we don’t have a secure border that they can move these children [into the United States],” said Rep. August Pfluger (R-TX). “When we looked in their eyes today, what we saw was children who are being taken advantage of, exploited, on that 20 to 22 day trip [from Central America].”

“We have a problem, and we need to be part of the solution,” said Rep. Maria Salazar (D-FL):

We need to join forces and send a message that we cannot allow what’s happening on the border because it is our girls — from Honduras, Guatemala, Nicaragua [are] the ones who are being raped. It’s our girls [who are the] children being trafficked. I’m not sure that you know that child sex-trafficking is one of the highest international crimes booming in this country. So I asked all of you to help me. I asked my community, not only [in] Miami, but across the country, that Hispanic Americans send a message to your representatives that we cannot have this happening on the border because the overwhelming majority of the people that are trying to come in belong to our group, to our ethnic group.

We need to stop this. We need to stop being pawns of the politicians in Washington and pawns of the traffickers who are trafficking with our children, our families, and our women. So, it’s a time for us to rise up and send a message, something that we haven’t done before, loud and clear to your representatives, whether Republicans or Democrats, it doesn’t matter. It’s a problem that belongs to all Americans, including the Hispanic Americans in this country.

Throughout President Donald Trump’s term, Democrats and their allies in the media sought to shift the migration debate away from Americans’ wages, jobs, opportunities, and American families and towards the concerns and priorities of young migrants. The resulting TV display of “kids in cages” proved so effective at motivating anger that Biden even brought up the issue during the presidential debates.

The language now being pushed by the GOP representative marks the conservative effort to motivate non-ideological swing voters to protest Biden’s policy of using border chaos to import more migrants via immigration law loopholes.

The Biden Administration’s border policy helps employers and investors by importing young migrants. The migrants can replace working Americans who ask for higher wages, request flexibility to raise their children, or who need accommodations to recover from illness:

“There is disorder at the border by executive order,” said Rep. John Katko (R-NY).

“I can tell you that with fentanyl coming across this border, more [American] kids are going to die,” said Rep. David Joyce (R-OH). “We’re making it unsafe for those [foreign] kids … because we don’t tell them that we are a country of immigrants, but we are also a country of laws.”
Rep. Chuck Fleischmann (R-TN), said “Talk to the migrants: They’ve been told, ‘Come on, come across,” from all over a host of countries.”

“What does that mean? Human costs, humanitarian costs. It means complete failure here at the border,” said Fleischmann, who is the top GOP member of the homeland security panel at the House committee on appropriations.

Micheal Cloud (R-TX) added, “We are a compassionate nation, but lawlessness is not compassion.”:

Aiding and abetting cartels is not compassion. Putting in policies that allow them to abuse women on the journey is not compassion. Allowing them to grow and be funded into a disabling force in these [Central American] nations that are trying to thrive and survive and create a thriving economy for their people is not compassion …

We have turned the people who’ve signed up to protect our border into the last mile delivery system of the cartel migrant human trafficking organization … We can fix this, we can secure our border, we can protect the lives of these people, and we can keep this nation strong and help push back the cartel influence in our nation and throughout Central and South America.

“We do not want to see families make dangerous treks across countries that they don’t understand and put themselves at risk,” said Rep. Tony Gonzalez (R-TX).

“I’m going to ask President Biden to please pay attention because I’m talking straight to you now, sir,” said Rep. Clay Higgins (R-LA).

“Allow us an audience with you. You have been misled …. [you are] endangering the children of God that are making this trip to our southern border under incredibly dangerous circumstances,” Higgins said.

Amid the expressions of sympathy for Central American migrants, McCarthy, however, added a brief reference to Americans’ worries about the migration’s impact on their jobs and wages, criminals, diseases, and drugs, saying, “We are better as a nation than this. This [crisis] is about the safety and security of our border. But it’s also about the opportunity that Americans want and the prosperity.”

But the GOP representatives did not talk about the fact that many young and old migrants recognize and accept the danger and trauma they will suffer to get into the United States. For example, many borrow money to hire coyotes, while knowing they will pay those smuggling debts by working U.S. jobs at low wages. Many of the illegal and abusive jobs are in the agriculture sector, such as at egg farms, where few GOP legislators call for intrusive inspections by DHS officers.

Several of the GOP representatives denounced Bidebn’s migration rush while proclaiming their support for legal immigration, especially of the many so-called “best and brightest” foreign graduates who compete for the university slots and careers needed by young American graduates.

“What we want to do is we want to attract the best and the brightest that this world has to offer, and we want them to come in a legal fashion,” said Cloud.

“We’re a land of immigrants,” said McCarthy.

“We should have immigration the right way,” said Katko, who has signed up to sponsor the agriculture amnesty bill, titled H.R.1603. The Democrats’ amnesty bill could replace most of America’s rural workforce with low-wage H-12A visa workers. Katko is the senior GOP member of the House Committee on Homeland Security.

But many polls and surveys show that legal immigration — like illegal migration — is unpopular among Americans, in part because it helps to shift money from pay packets and from small towns towards stock investors and major cities.

“I know the President is going to travel this week,” McCarthy said. “This is where he should bring Air Force One. This is where he should look to people in the eye. This is where he should talk to the border agents and let them know that this is beyond a crisis. He can continue to deny it, but the only way to solve it is to first admit what he has done.”

Feds Bus Migrant Children into West Texas Town Under Cover of Darkness

Reports from local news outlets in Midland, Texas, reveal busloads of migrant children being moved under the cover of darkness into a local holding facility. State and local officials received little or no advance notice of the federal government’s plans to move these migrant children into their community.

“On Sunday, Governor Greg Abbott announced that the federal government planned to move some children from the border to a holding facility in Midland,” CBS 7’s Joshua Skinner reported. “The migrants arrived in buses overnight.”

Breitbart Texas spoke to officials operating under the umbrella of U.S. Customs and Border Protection on Monday regarding the movement of the unaccompanied migrants who had been apprehended by Border Patrol agents after illegally crossing the Rio Grande.

The source with knowledge of the movement–but is not authorized to speak on the matter–told Breitbart the Department of Health and Human Services (HHS) officials opened a new facility in Midland at what they described as an abandoned oil worker or “mancamp.” NewsWest9 identified the facility as the “Cotton Logistics Midland Mancamp.”

HHS officials are also reportedly eyeing locations in Dallas that could include the Dallas Convention Center.

Responding to an inquiry from Breitbart Texas, HHS officials responded:

As a result of the compelling need to minimize [unaccompanied children] presence at CBP facilities and to provide a much more suitable environment and improved conditions at [Office of Refugee Resettlement] facilities relative to CBP facilities, HHS’ Office of Refugee Resettlement (ORR) is opening an Emergency Intake Site in Midland, Texas on Sunday, March 14, 2021. The site in Midland, Texas offers hard-sided shelter space for the children.

The immediate need for the Emergency Intake Site is the result of the rapid increase in the pace of referrals of UC from DHS to ORR for care. CBS7 reports the new shelter is located near FM 1788 and County Road 150 in Midland County.

Breitbart Texas reached out to the Office of the Texas Governor for information about the operation that led to moving the children into the facility during overnight hours. An official said the Biden Administration is not forthcoming with information regarding the border crisis and the movement of these migrant children. Abbott received information about the plans late on Saturday night.

On Sunday, Governor Greg Abbott told Fox News, “We got surprise news, at 9:30 last night,  from the federal HHS that they’re going to be sending some of these migrants to a holding facility in Midland.”

“If they’re going to be working with us, the governor of the State of Texas has to know what they’re doing,” Abbott continued. “How many of those people are going? Where are they going after that? What kind of COVID protocols are they using?”

Midland County Sheriff David Criner told the local CBS affiliate they are “closely monitoring the situation and the holding facility in Midland County for the safety and security of our citizens.”

HHS officials said they will continue to utilize “all available options to care for the children referred to us safely.” Some of the options include short-term and long-term solutions.

“In the short-term, we can ensure children do not spend more time in border patrol facilities than necessary by looking at all opportunities to increase our permanent/licensed network and use influx facilities when additional space is immediately needed,” HHS stated.
Additional shelter capacity will minimize the likelihood that children remain in Border Patrol stations longer than necessary and enhance child welfare for the vulnerable population of unaccompanied children.

HHS officials did not confirm or deny specific plans to utilize facilities in Dallas. Breitbart reached out to Dallas County and City of Dallas officials regarding any plans they may have to work with HHS officials to provide shelter space. An immediate response was not available.

The Associated Press reports a notification to Dallas City Council members reports the Dallas Convention Center will be used for up to 90 days beginning this week to house 15-17-year-old unaccompanied migrant children. Dallas officials described the site as a “decompression center.”

The Biden Administration shattered a Trump-era record with DHS officials holding 3,200 unaccompanied alien children in custody, CNN reports. The detention of these minors shatters the 2,600 children held at the peak of the 2019 migrant surge. Many are being held beyond the 72-hour limit in facilities designed to hold large groups of adults.

CNN reviewed leaked U.S. Customs and Border Protection (CBP) internal documents dated March 8, showing Border Patrol officials held 3,200 unaccompanied migrant children in their facilities. The agents apprehended the children after they illegally crossed the border without a parent.

The children are being held in jail-like cells that are not designed for children, CNN reported. Border Patrol is unable to release the children to U.S. Immigration and Customs Enforcement (ICE) due to the overcrowding in Department of Health and Human Services (HHS) long-term shelters. Many are being held long past the 72-hour court-imposed deadline to transfer the children out of Border Patrol custody.

The 3,200 children being held in Border Patrol cells more than doubles the number held less than one week ago, the article states.

Despite the urgent nature of a visit to the border by Department of Homeland Security (DHS) Secretary Alejandro Mayorkas that banned media coverage, President Joe Biden has not been briefed on the trip. Officials said the president is expected to be briefed in the coming days.

The 3,200 migrant children in Border Patrol custody shattered a record set during the Trump administration. As migrants surged across the border in 2019, the number of children held by Border Patrol without a parent peaked at 2,600, a former CBP officials told CNN.

The Biden Administration ended COVID protocols for unaccompanied minors last week when it ordered HHS shelters can open bed spaces up to pre-COVID levels.

Federal officials will utilize the Dallas Convention Center to house up to 3,000 unaccompanied migrant teens to respond to the overwhelming numbers crossing the border. Dallas officials notified city council members to the Department of Health and Human Services’ intent to utilize the convention center to house 15- to 17-year-old unaccompanied migrants for as much as 90 days.

The Associated Press reported from a leaked memo from Dallas officials to city council members saying the Kay Bailey Hutchison Convention Center will start, later this week, housing migrant teen apprehended at the border. Officials described the temporary shelter as a “decompression center.”

The Washington Post cited two unnamed Department of Homeland Security officials who said the Federal Emergency Management Agency (FEMA) will operate the facility at the city’s convention center. The officials called it “an emergency measure the Biden administration is taking to alleviate extreme overcrowding at border facilities in South Texas,” the article states.

HHS officials did not specifically acknowledge plans to utilize the Dallas Convention Center in an email response to our inquiry.

HHS officials responded:

As a result of the compelling need to minimize [unaccompanied children] presence at CBP facilities and to provide a much more suitable environment and improved conditions at [Office of Refugee Resettlement] facilities relative to CBP facilities, HHS’ Office of Refugee Resettlement (ORR) is opening an Emergency Intake Site in Midland, Texas on Sunday, March 14, 2021. The site in Midland, Texas offers hard-sided shelter space for the children.

The immediate need for the Emergency Intake Site is the result of the rapid increase in the pace of referrals of UC from DHS to ORR for care. The site will provide a safer and less over-crowded environment where children are cared for and processed as quickly as possible and either released to a sponsor or transferred to an ORR shelter for longer-term care.  The Emergency Intake Site is intended for use as a temporary measure.

Far from Washington, D.C., Kinney County Sheriff Brad Coe and his deputies see the effects of the recent surge in illegal immigration following the reversals of Trump era executive policies. Daily, his department fields phone calls from Texas ranchers frustrated with the increase in migrant traffic and the related damage to their properties.

Sheriff Coe is no stranger to immigration issues. Prior to being elected sheriff four years ago, Coe spent 31 years as a Border Patrol agent and supervisor at the Brackettville Station in the seat of Kinney County. He is intricately familiar with the crossings along the Rio Grande in his remote West Texas county. Coe says 70 percent of the work performed by his six deputies is related to illegal immigration. The department experienced a steady increase in immigration-related calls for service from ranchers since January.

Mostly, the calls deal with property damage or home burglaries. His deputies, closely monitoring remote Farm to Market (FM) roads, handle organized human smugglers who frequently lead them on high-speed pursuits–often ending in tragedy.

“The immigration situation right now keeps me from providing services to my constituents that they pay for with their tax dollars,” Sheriff Coe said in an interview with Breitbart Texas. “In good conscience, I cannot let the smugglers have our highways. It’s too dangerous for the public.”

“Our roadways are remote, radio systems don’t work well, and our deputies, Highway Patrol, and Border Patrol agents need to keep each other safe,” he explained.

This year, he noticed an increase in human smuggling cases where smugglers are carrying firearms. More so than in other years, his deputies have drawn fire. Vehicle pursuits, often exceeding 100 miles per hour, can also lead to migrants dying as a result of the carelessness of the smugglers, the sheriff explained. He recounted one accident in 2020 where two migrants died when a smuggler led authorities on a pursuit through rough back roads.

Coe works to reduce the pursuits by ensuring smugglers face prosecution and enhanced penalties. When federal authorities cannot prosecute, the sheriff utilizes his department’s resources to file state charges. As a result, vehicle pursuits are down, Coe says. This year, his department has seen only nine pursuits, a steep decline from previous years.

Sheriff Coe’s deputies are stretched thin as they attempt to provide law enforcement coverage to a county that covers more than 1,300 square miles. When available, the deputies also perform overtime funded by the Department of Homeland Security’s Operation Stonegarden to monitor a stretch of the Rio Grande running through Kinney County. The deputies alert Border Patrol agents to illegal crossings and provide intelligence.

Coe also works closely with sheriffs in the surrounding area. COVID-19 concerns impacted normal operational meetings Texas sheriffs would normally carry out in person. Law enforcement partners learned to collaborate remotely. “We look forward to starting up the coalition of Texas border sheriffs once again,” The sheriff expressed. “Our collaboration is key to keeping our residents safe.”

As Border Patrol agents are being pulled away from normal line duties, Sheriff Coe is receiving more calls from local ranchers about migrant foot traffic. As the Border Patrol dedicates more resources to processing and caring for asylum seekers and unaccompanied children, fewer are able to work the remote ranches.

In addition to raising cattle, many local ranchers also host game hunts to supplement their incomes. Several ranchers provide footage from game cameras. According to Coe, the ranchers report a spike in burglaries and damaged fences caused by migrants or smuggling vehicles trying to avoid authorities. As a result, the ranchers bear the liability of livestock roaming onto highways.

This problem is also one that concerns the sheriff. “We’re stretched thin, but we have to respond to these events. We’ve worked with surrounding counties on these crimes and recovered stolen property within days by not giving up.”

Sheriff Coe is also working with state and federal representatives to seek a solution to the situation. He says he is in it for the duration.

“Congressman Tony Gonzalez (D-TX) and State Representative Eddie Morales (D-Eagle Pass) have both contacted me to hear my concerns,” the sheriff said. “They seem extremely interested in our situation. I can only hope they work towards a solution.”

Illegal Alien Charged with 4 Murders Looks to Evade Death Penalty with ‘Intellectually Disabled’ Label

An illegal alien charged with murdering four Americans is looking to evade the death penalty by classifying himself as “intellectually disabled.”

Wilbur Ernesto Martinez-Guzman, a 20-year-old illegal alien from El Salvador, was charged with murdering 56-year-old Connie Koontz, 74-year-old Sophia Renken, 81-year-old Gerald David, and his 80-year-old wife, Sharon David, in January 2019 when prosecutors said he was attempting to steal money from his victims to buy more meth.

Now, Martinez-Guzman’s attorneys seek to classify him as “intellectually disabled” so he can evade the death penalty. The attorneys have appealed their case to Nevada’s Supreme Court, claiming that they need more time to gather evidence that their client is intellectually disabled.

The Associated Press reports:

Nevada’s Supreme Court wants to hear directly from lawyers on both sides in a death penalty dispute over how much more time public defenders should have to try to prove a Salvadoran immigrant is intellectually disabled and can’t be executed if convicted of four 2019 Nevada killings. [Emphasis added]

Deputy Defender John Reese Petty said in their most recent Supreme Court filings the motion hasn’t been filed yet because they’ve been unable to gather necessary evidence in Guzman’s native El Salvador due largely to COVID-19 travel restrictions. [Emphasis added]

A clinical psychologist concluded in an evaluation that’s been sealed in district court that Martinez-Guzman’s general intellectual and cognitive test scores fell well below levels needed to satisfy key elements of Nevada’s execution exemption, the defense said. [Emphasis added]

Previously, a Nevada judge said Martinez-Guzman’s attorneys had until April 20 to prove he is intellectually disabled. They claim they need more time to travel to El Salvador and gather evidence to prove their case.

Among those allegedly murdered by Martinez-Guzman was Connie Koontz, a mother, whose mother’s 80th birthday was the following day. Koontz, herself, was set to turn 57 five days after her murder.

Also allegedly murdered was 74-year-old Sophia Renken, as well as Gerald and Sharon David, who were both beloved members of the South Reno community. Gerald was president of the Reno Rodeo Association in 2006, and Sharon was a member of the group.

Martinez-Guzman’s trial is set to begin on September 20.

EXCLUSIVE: Leaked Numbers Show Migrant ‘Got-Aways’ Soar as Border Apprehensions Hit 15-Year High

A U.S. Border Patrol source reports the number of migrant “got-away’s” tallied by the agency surpassed 118,000 for this fiscal year. In less than six months, the “got-away” number is nearly double that for all of Fiscal Year 2020.  Last year, 69,000 illegal immigrants managed to avoid apprehension by the Border Patrol. Sources report the sharpest increase began in January as President Joe Biden took office.

This particular metric is usually not released by Department of Homeland Security officials. The numbers are achieved by counting illegal immigrants who ultimately escape Border Patrol apprehension after being observed by aircraft platforms and camera systems. In addition, Border Patrol agents using traditional “sign-cutting” techniques identify footprints crossing the border and count those that elude apprehension.

“That’s where it gets tricky,” says a Border Patrol agent with knowledge of the data who is not authorized to speak in the issue. “On a small trail, dozens can walk all over each other’s footprints, so you just do your best. Often, they’ll glue carpet to the soles of their shoes making detection even harder.”

The source reports that for these reasons, the got-away count is usually lower than reality. How much so is debatable as the latter method of counting is not scientific.

The spike in got-aways comes as U.S. Customs and Border Protection officials reported the highest number of migrant apprehension totals since 2006.

Despite the current administration’s refusal to call the immigration situation on the border a crisis, the recent surges are concerning. Many believe the impetus for the surges in illegal entries is being fueled by the promise of amnesty legislation. The administration’s new policies regarding lax interior enforcement and a reduction in removals are also believed to be contributing to the surge in activity along the border.

During a recent press engagement, Texas Governor Greg Abbott elaborated on his views about the border surge, “Because of the volume of people coming across the border, the Border Patrol that makes the arrest, they have to engage quite literally in babysitting. And while they’re doing babysitting, that provides an opportunity for the cartels to be able to bring other people across the border illegally.”.

Recent reports concerning the reduced patrols being conducted by the Border Patrol are likely contributing to the surge in the got-away count. The humanitarian needs of thousands of unaccompanied children crossing the border have impacted the Border Patrol’s ability to cover many remote areas. This situation is likely to worsen as the crisis develops.

Border Patrol agents assigned to the five Texas-based sectors apprehended nearly 64,000 migrants in February. This represents an increase of more than 27 percent from the previous month.

Agents assigned to the Rio Grande Valley, Laredo, Del Rio, Big Bend, and El Paso Sectors apprehended 63,734 migrants in February, according to the Southwest Border Land Encounters Report released by U.S. Customs and Border Protection officials on Wednesday. Border Patrol agents apprehended nearly 100,000 migrants in February who illegally crossed the Mexico-U.S. Border between ports of entry. The apprehensions reveal a jump of 26 percent from January and 170 percent from one year ago.

Border Patrol agents apprehended 98,974 migrants in February who illegally crossed the border in February, according to the Southwest Land Border Encounters Report released on Wednesday by U.S. Customs and Border Protection officials. This represents a massive increase from the 78,323 apprehended in January and an even larger jump from February 2020 when agents apprehended only 36,687. The February 2021 apprehensions are the largest February report since 2006 when agents apprehended 125,046.

These apprehensions occurred during President Joe Biden’s first full month in office and follows his cancellation of border wall systems construction and many of the Trump-era policies that ended catch and release.

“The border is not open,” CBP Senior Officials Performing the Duties of the Commissioner Troy Miller said in his opening remarks in Wednesday’s unveiling of the Southwest Border Encounters report for February. He said their administration is building an “orderly process” and that people should not believe the human smugglers who are encouraging the current spike in illegal border crossings.

“The United States is continuing to strictly enforce our existing immigration laws and border security measures,” Mr. Miller continued. “Those who attempt to cross the border without going through ports of entry should understand that they are putting themselves and their families in danger, especially during the pandemic.”

Most concerning in these apprehend is the number of Unaccompanied Alien Children smuggled across the border and apprehended by Border Patrol agents. In January, agents apprehended 5,871 unaccompanied minors, official reports indicate. In February, that number climbed to 9,297, the CBP report states. This represents a single-month increase of 58 percent and a 166 percent jump from last February’s 3,490.

Miller said more than 3,000 of the unaccompanied minors are under the age of 12. The remaining minors are between 13 and 17 years of age.

The apprehension of 18,945 Family Unit Aliens in February also jumped from the previous month’s total of 7,490 and the 7,117 apprehended in February 2020.

The increased apprehensions in February represent the tenth straight month of increases in apprehensions. The previous low point came in April 2020 when apprehensions fell to 17,104.

The Texas sectors account for 65 percent of all migrant border apprehensions, the report indicates.

The Rio Grande Valley Sector is clearly the epicenter of the current border crisis with nearly 28,000 migrants (nearly 29 percent) being apprehended out of the total apprehensions of 96,974. The apprehensions in the RGV Sector jumped 63,7 percent from January’s 17,056.

The El Paso Sector is next with 13,181 apprehensions — up 24 percent from January. The Big Bend Sector experienced an increase of 16 percent over the previous month. The Del Rio and Laredo Sectors both reported a slight decrease in apprehensions — 0.7 and 1.7 percent respectively.

By demographic category, the five Texas-based sectors apprehended 41,467 single adults, 7,056 unaccompanied alien children, and 15,211 family unit aliens.

In the Rio Grande Valley Sector alone, Border Patrol agents apprehended 10,489 unaccompanied minors representing more than 55 percent of the 18,945 minors apprehended in all nine southwest border sectors.

In a press conference on Wednesday, Troy Miller, senior official performing the duties of the commissioner of U.S. Customs and Border Protection reported more than 3,000 of the unaccompanied minors apprehended nationally are under the age of 12. The remaining minors are between 13 and 17 years of age.

4300 Migrants Apprehended over One Week in Central Texas Border Sector

Del Rio Sector Border Patrol agents apprehended 4,300 migrants who illegally crossed the central Texas border from Mexico in the past seven days. The arrest of these migrants includes migrants with extensive criminal histories and human smugglers.

Del Rio Sector Chief Patrol Agent Austin Skero tweeted that his agents apprehended more than 4,300 migrants during the first seven days of March.

Skero said 2,000 of those migrants were arrested over the weekend. These apprehensions indicate an ever increasing number of migrant apprehensions in this sector. If the rate of apprehensions stays the same for the entire month of March, agents will apprehend more than 19,000 migrants this month.

In January, the most recent month where statistics are available, Del Rio Sector agents apprehended 11,073 migrants including 8,834 single adults, 1,731 family unit aliens, and 508 unaccompanied alien children, according to the January Southwest Land Border Encounters report published by U.S. Customs and Border Protection in February. If the rate of apprehensions holds up, or does not increase, this would represent an increase of 71 percent in the past two months. February apprehension numbers are expected to be released later on Wednesday.

The 4,300 migrants apprehended in March include single adults, families, human smugglers, and “aliens with extensive criminal histories, Skero said in the tweet.

Over the weekend, deputies with the Kinney County Sheriff’s Office, located in the Del Rio Sector, arrested two smugglers and turned 16 migrants over to Border Patrol agents following in two separate incidents over the weekend.

EXCLUSIVE: Leaked Numbers Show Migrant ‘Got-Aways’ Soar as Border Apprehensions Hit 15-Year High

A U.S. Border Patrol source reports the number of migrant “got-away’s” tallied by the agency surpassed 118,000 for this fiscal year. In less than six months, the “got-away” number is nearly double that for all of Fiscal Year 2020.  Last year, 69,000 illegal immigrants managed to avoid apprehension by the Border Patrol. Sources report the sharpest increase began in January as President Joe Biden took office.

This particular metric is usually not released by Department of Homeland Security officials. The numbers are achieved by counting illegal immigrants who ultimately escape Border Patrol apprehension after being observed by aircraft platforms and camera systems. In addition, Border Patrol agents using traditional “sign-cutting” techniques identify footprints crossing the border and count those that elude apprehension.

“That’s where it gets tricky,” says a Border Patrol agent with knowledge of the data who is not authorized to speak in the issue. “On a small trail, dozens can walk all over each other’s footprints, so you just do your best. Often, they’ll glue carpet to the soles of their shoes making detection even harder.”

The source reports that for these reasons, the got-away count is usually lower than reality. How much so is debatable as the latter method of counting is not scientific.

The spike in got-aways comes as U.S. Customs and Border Protection officials reported the highest number of migrant apprehension totals since 2006.

Despite the current administration’s refusal to call the immigration situation on the border a crisis, the recent surges are concerning. Many believe the impetus for the surges in illegal entries is being fueled by the promise of amnesty legislation. The administration’s new policies regarding lax interior enforcement and a reduction in removals are also believed to be contributing to the surge in activity along the border.

During a recent press engagement, Texas Governor Greg Abbott elaborated on his views about the border surge, “Because of the volume of people coming across the border, the Border Patrol that makes the arrest, they have to engage quite literally in babysitting. And while they’re doing babysitting, that provides an opportunity for the cartels to be able to bring other people across the border illegally.”.

Recent reports concerning the reduced patrols being conducted by the Border Patrol are likely contributing to the surge in the got-away count. The humanitarian needs of thousands of unaccompanied children crossing the border have impacted the Border Patrol’s ability to cover many remote areas. This situation is likely to worsen as the crisis develops.
