What will America stand for in 2050?
The US should think long and hard about the high number of Latino immigrants.

President Obama has encouraged Americans to start laying a new foundation for the country – on a number of fronts. He has stressed that we'll need to have the courage to make some hard choices. One of those hard choices is how to handle immigration. The US must get serious about the tide of legal and illegal immigrants, above all from Latin America.
It's not just a short-run issue of immigrants competing with citizens for jobs as unemployment approaches 10 percent or the number of uninsured straining the quality of healthcare. Heavy immigration from Latin America threatens our cohesiveness as a nation.
The political realities of the rapidly growing Latino population are such that Mr. Obama may be the last president who can avert the permanent, vast underclass implied by the current Census Bureau projection for 2050.
Do I sound like a right-wing "nativist"? I'm not. I'm a lifelong Democrat; an early and avid supporter of Obama. I'm gratified by his nomination of Sonia Sotomayor to the Supreme Court. I'm also the grandson of Eastern European Jewish immigrants; and a member, along with several other Democrats, of the advisory boards of the Federation for American Immigration Reform and Pro English. Similar concerns preoccupied the distinguished Democrat Barbara Jordan when she chaired the congressionally mandated US Commission on Immigration Reform in the 1990s.
Congresswoman Jordan was worried about the adverse impact of high levels of legal and illegal immigration on poor citizens, disproportionately Latinos and African-Americans. The principal beneficiaries of our current immigration policy are affluent Americans who hire immigrants at substandard wages for low-end work. Harvard economist George Borjas estimates that American workers lose $190 billion annually in depressed wages caused by the constant flooding of the labor market at the low-wage end.
The healthcare cost of the illegal workforce is especially burdensome, and is subsidized by taxpayers. To claim Medicaid, you must be legal, but as the Health and Human Services inspector general found, 47 states allow self-declaration of status for Medicaid. Many hospitals and clinics are going broke because of the constant stream of uninsured, many of whom are the estimated 12 million to 15 million illegal immigrants. This translates into reduced services, particularly for lower-income citizens.
The US population totaled 281 million in 2000. About 35 million, or 12.5 percent, were Latino. The Census Bureau projects that our population will reach 439 million in 2050, a 56 percent increase over the 2000 census. The Hispanic population in 2050 is projected at 133 million – 30 percent of the total and almost quadruple the 2000 level. Population growth is the principal threat to the environment via natural resource use, sprawl, and pollution. And population growth is fueled chiefly by immigration.
Consider what this, combined with worrisome evidence that Latinos are not melting into our cultural mainstream, means for the US. Latinos have contributed some positive cultural attributes, such as multigenerational family bonds, to US society. But the same traditional values that lie behind Latin America's difficulties in achieving democratic stability, social justice, and prosperity are being substantially perpetuated among Hispanic-Americans.
Prominent Latin Americans have concluded that traditional values are at the root of the region's development problems. Among those expressing that opinion: Peruvian writer Mario Vargas Llosa; Nobelist author Octavio Paz, a Mexican; Teodoro Moscoso, a Puerto Rican politician and US ambassador to Venezuela; and Ecuador's former president, Osvaldo Hurtado.
Latin America's cultural problem is apparent in the persistent Latino high school dropout rate – 40 percent in California, according to a recent study – and the high incidence of teenage pregnancy, single mothers, and crime. The perpetuation of Latino culture is facilitated by the Spanish language's growing challenge to English as our national language. It makes it easier for Latinos to avoid the melting pot and for education to remain a low priority, as it is in Latin America – a problem highlighted in recent books by former New York City deputy mayor Herman Badillo, a Puerto Rican, and Mexican-Americans Lionel Sosa and Ernesto Caravantes.
Language is the conduit of culture. Consider: There is no word in Spanish for "compromise" (compromiso means "commitment") nor for "accountability," a problem that is compounded by a verb structure that converts "I dropped (broke, forgot) something" into "it got dropped" ("broken," "forgotten").
As the USAID mission director during the first two years of the Sandinista regime in Nicaragua, I had difficulty communicating "dissent" to a government minister at a crucial moment in our efforts to convince the US Congress to approve a special appropriation for Nicaragua.
I was later told by a bilingual, bicultural Nicaraguan educator that when I used "dissent" what my Nicaraguan counterparts understood was "heresy." "We are, after all, children of the Inquisition," he added.
In a letter to me in 1991, Mexican-American columnist Richard Estrada described the essence of the problem of immigration as one of numbers. We should really worry, he wrote, "when the numbers begin to favor not only the maintenance and replenishment of the immigrants' source culture, but also its overall growth, and in particular growth so large that the numbers not only impede assimilation but go beyond to pose a challenge to the traditional culture of the American nation."
Obama should confront the challenges by enforcing immigration laws on employment to help end illegal immigration. We should calibrate legal immigration annually to (1) the needs of the economy, as Ms. Jordan urged, and (2) past performance of immigrant groups with respect to acculturation.
We must declare our national language to be English and discourage the proliferation of Spanish- language media. We should limit citizenship by birth to the offspring of citizens. And we should provide immigrants with easy-to-access educational services that facilitate acculturation, including English language, citizenship, and American values.

In its groundbreaking May edition, WND's acclaimed monthly Whistleblower magazine reveals the astounding hidden agendas, plans and people behind America's immigration nightmare.

Titled "ALIEN NATION," the issue is subtitled "SECRETS OF THE INVASION: Why government invites rampant illegal immigration." Indeed, it reveals pivotal secrets very few Americans know. For example:

Did you know that the powerfully influential Council on Foreign Relations – often described as a “shadow government" – issued a comprehensive report last year laying out a five-year plan for the "establishment by 2010 of a North American economic and security community" with a common "outer security perimeter"?
Roughly translated: In the next few years, according to the 59-page report titled "Building a North American Community," the U.S. must be integrated with the socialism, corruption, poverty and population of Mexico and Canada. "Common perimeter" means wide-open U.S. borders between the U.S., Mexico and Canada. As Phyllis Schlafly reveals in this issue of Whistleblower: "This CFR document asserts that President Bush, Mexican President Vicente Fox and Canadian Prime Minister Paul Martin 'committed their governments' to this goal when they met at Bush's ranch and at Waco, Texas, on March 23, 2005. The three adopted the 'Security and Prosperity Partnership of North America' and assigned 'working groups' to fill in the details. It was at this same meeting, grandly called the North American Summit, that President Bush pinned the epithet 'vigilantes' on the volunteers guarding our border in Arizona."

The CFR report – important excerpts of which are published in Whistleblower – also suggests North American elitists begin getting together regularly, and presumably secretly, "to buttress North American relationships, along the lines of the Bilderberg or Wehrkunde conferences, organized to support transatlantic relations." The Bilderberg and Wehrkunde conferences are highly secret conclaves of the powerful. For decades, there have been suspicions that such meetings were used for plotting the course of world events and especially the centralization of global decision-making.


Did you know that radical immigrant groups – including the League of United Latin American Citizens (LULAC), the Mexican American Legal Defense and Educational Fund (MALDEF), the Movimiento Estudiantil Chicano de Aztlan (MEChA) and the National Council of La Raza (La Raza) – not only share a revolutionary agenda of conquering America's southwest, but they also share common funding sources, notably the Ford and Rockefeller foundations?
''California is going to be a Hispanic state," said Mario Obeldo, former head of MALDEF. "Anyone who does not like it should leave." And MEChA's goal is even more radical: an independent ''Aztlan,'' the collective name this organization gives to the seven states of the U.S. Southwest – Arizona, California, Colorado, Nevada, New Mexico, Texas and Utah. So why would the Rockefeller and Ford foundations support such groups? Joseph Farah tells the story in this issue of Whistleblower.

Why have America's politicians – of both major parties – allowed the illegal alien invasion of this nation to continue for the last 30 years unabated? The major reason that there is no Mexican middle-class has nothing to do with gringo racism, it has to do with Mexican racism! Mexicans are the most racist culture in the hemisphere. Whether they arrive here as criminal illegals, or breed a batch of illegitimate illegals on this soil, paid for by the racist gringos (1 in 5 births in Los Angeles are illegals’ and paid for by legals- 1 in 10 the rest of the country), there are still first and primarily MEXICANS!
Where do you go in Mexican occupied Los Angeles and hear English? Recently I went into Target. The woman that helped me would barely grunt my way she was so racist. Something most Americans encounter daily as they face Mexican racism. She had just finished serving an illegal, speaking only Spanish, and with a huge smile on her face. She never completed my transaction satisfactorily. This happens all the time.
At Los Angeles high school, Santee Educational Complex, classes are taught in Spanish. Mexicans loathe the gringo language. Books and handouts are in Spanish, the students sit on their well fed asses when the national anthem if played, and assemblies end in !VIVA MEXICO! VIVA MEXICO!
Mexicans are not interested in a “Latino” middle class. They’re here by birth or by climbing our borders, only to pillage. They hate America, Americans, our language and flag. It is as VILLARAIGOSA MEChA party declares, all about the reconquista of American.
Interestingly, while Mexicans want to turn this nation into Mexico, aren’t we all constantly wondering why they don’t just head back there? And take with them the mentality that all the staggeringly expensive “cheap” Mexican labor built this nation. It didn’t! We can see what it did for NARCOMEX. A sick nation that prohibits the hiring of illegals, and even beats up illegals that cross their border! Never underestimate Mexican hypocrisy!
We need to send the illegals packing so they don’t have to endure hearing English, or seeing flags other than the Mexican.
When we end the Mexican occupation, we will save billions paid out to illegals in social services, billions in crime related costs, hear English again, not have to deal with surly Latina bitches, and illegal employers of illegals will have to start paying LIVING WAGES, which is what the entire MEXICAN OCCUPATION is all about. Keeping wages DEPRESSED! Truly there is a reason why most of the FORTUNE 500 are generous donors to the racist political party for Mexican supremacy LA RAZA… “THE RACE”.

L.A. needs a healthy Latino middle class
The success of the region's largest ethnic group is the key to the future for everyone.

The middle is what holds Los Angeles together.

Not too rich, not too poor. Right in the middle of the curve -- a place that doesn't inspire much passion.

But without the middle class, what is Los Angeles?

Imagine a metropolis where all the homes have either iron bars on the windows or walls and guards to keep away the riffraff. A city of castes. Gated communities and gangland, with nothing in between.

In other words, a Third World city.

With our economy in the dumps and public services and the education system in crisis, it's easier to imagine Los Angeles becoming such a place.

I started thinking about the middle class after three reports came across the transom about Latinos, that very loosely defined ethnic group whose members make up a plurality of both Los Angeles County and Greater Los Angeles.

Two of the reports contain troubling information.

The Pew Hispanic Center's "Between Two Worlds" finds Latino youths are having children at an earlier age than those in other ethnic groups and dropping out of high school at nearly triple the rate of non-Latino whites.

ETHNIC GAP? WHO HAS EVER MET A MEXICAN THAT WANTED TO BE AMERICAN? THE NOTION IS ASININE. IT DOESN’T EXIST! MEXICANS HATE THIS NATION AND OUR PEOPLE!


The UCLA Chicano Studies Research Center's "The State of Latino Los Angeles" finds a correlation between ethnicity and the gap between rich and poor. The researchers created an "equality index" that measures educational attainment, income, civic participation and other indicators of social well-being.

"A hierarchy of inequality exists," the UCLA report concludes, "with Asians and whites at the top and Latinos and blacks at the bottom."

With this year's census likely to show a Latino majority in both the city and county of Los Angeles, it's obvious that our collective future is linked to the social health of that group of people. And if you think of Latinos only in the dysfunctional terms described in so many media reports, then a Third World L.A. seems like an inevitability.

But of course that's not the full picture.

Which brings me to the third report, a USC study released last month about Southern California's "Mexican-origin middle class."

You might not think about L.A.'s Latino middle class much. But USC sociologist Jody Agius Vallejo has eschewed more exotic topics to investigate its middling peculiarities.

Agius Vallejo's research looks at the "pathways to success" that allow even people of humble immigrant origins to reach middle-class status. Her work rebuts the widespread perception that Mexican immigrants and their offspring are following what she calls a "trajectory of downward mobility into a permanent underclass."

Such stereotypes dominated much of the sociological literature she was exposed to in graduate school. "Their ideas were pessimistic and didn't match what I knew from my own experience," which includes growing up in an Orange County family with both white and Latino members, she said. "The Mexican American people I knew always had paths to social mobility."

In fact, Southern California has had a robust and growing Latino middle class for several decades.

Back in the 1970s and '80s, the middle class was where a Mexican American family arrived after generations of farm, factory and service work, thanks to union jobs and the GI Bill. Cities like Montebello and La Puente were its epicenter. For many Latinos then, ascension to the middle class involved cultural erasures -- Spanish carried a certain stigma, so parents didn't speak it to their kids.

Today the Mexican-origin middle class looks entirely different.

Now the middle class is where immigrants and their children arrive after launching a successful business or getting a college degree. The Latino middle class has many epicenters, including the San Fernando Valley, Downey and Santa Ana. English may still be the language of achievement, but speaking Spanish also carries a certain cachet.

"The middle class today doesn't think of their racial backgrounds as an impediment to their social mobility," Agius Vallejo said.

She began her research in the upwardly mobile communities of Orange County. One of her research subjects was a young man who had grown up poor near Disneyland. His mother cleaned houses in Santa Ana for a living, but he went to college and eventually bought a home in Floral Park, a northern Santa Ana neighborhood of expansive front lawns and tree-lined streets.

Buying that home in Floral Park closed a circle for him. "He had helped his mother clean that house when he was a little boy, and now he owned it," Agius Vallejo said.

Agius Vallejo interviewed 80 subjects who possessed at least three of these four characteristics: college educations, higher than average income, white-collar jobs and home ownership. Seventy percent of the people in her sample grew up in "disadvantaged" communities. Their parents had, on average, a sixth-grade education.

The members of this arriviste Mexican middle class might look like their white counterparts on paper, Agius Vallejo said. But in other ways they are different. Among other things, they have stronger social ties to poorer relatives.

Another of Agius Vallejo's subjects is a lawyer who has recently visited jail (to bail out a cousin) and the social-security office (to help an uncle). Relatives turn to the lawyer in times of need because "she's the one in the family with knowledge," Agius Vallejo said. "She's the one who's made it to the middle class."

Each person who achieves social mobility improves the overall well-being of the community. Social climbers show others behind them the way forward. "The future of the city really hinges on the mobility of immigrants," Agius Vallejo told me.

A healthy middle class with Latin American roots is critical to the entire country's future too. That's what another USC professor, Dowell Myers, argues in his book "Immigrants and Boomers: Forging a New Social Contract for the Future of America."

Myers, a demographer, says our aging country needs to invest in its younger, immigrant communities as an act of self-preservation. Immigrants' incomes and rates of homeownership rise the longer they stay in this country, he writes, and provide potential members of the taxpaying middle class that will fund the retirement of the boomer generation.

Growing that middle class doesn't require just social investment in things like public education -- it will also require immigration reform. Without a path to citizenship, millions of people living in the U.S. will lack the basic tool needed to escape membership in the "permanent underclass."

Passing immigration reform to build up the U.S. middle class might sound like a crazy idea to some readers of this paper. But if you take a good look at our country's sociology and demographics, you'll see it's just common sense.

Mexicans/Hispanics are the hardest ethnic group to work with
The Los Angeles Times keeps publishing stories about the poor, poor immigrants. The part that infuriates me is that their stories are not about immigrants at all. Their stories are about the effin border invaders from Mexico, Central, and South America who have crossed illegally into this country. I have nothing against legal immigrants, however, I am entirely against the illegal border invaders. Immigrants include other ethnicities and races yet all we get shoved in our faces is hispanics. Hispanics who are conspiring to run this country. Then they complain that we hate them. Duh? Yes, I too, have noticed that the worst people in the workplace are the type of people you describe. In fact, it is the Mexicans, Central, and South Americans who are the real haters. For example: in the Los Angeles Community College District, why are hispanic illegals permitted to get nearly free college tuition, textbooks, a degree, plus grants, scholarships, and money that they don't have to repay to the USA taxpayers? A AMERICAN’S OBSERVATION OF MEXICAN RACISM IN THE WORK FORCE

I’ve worked with all races of people, from Mexicans(and other Hispanics) to blacks, to whites, to Asians, to Middle Eastern, and many Samoans and other Polynesians, and one India. Okay so I work in the warehouse opps of the company with over 1000 people.

Of all those ethnics, I would have to say Mexicans are the hardest people to work with, especially Mexican females. First and foremost, they're racist, ignorant, bitter, spiteful and xenophobic beyond belief. From the young ones at 18y/o fresh out of high school, to the ones in their 60's. Outside of mexicans or whites, they bascialy don’t know shit about any other race, and are very quick to give into stereotypes of new ethnic groups that come into work. The older mexicans hate blacks and aren’t afraid to bash them or use the "n" word in front of you (in front of non-blacks of course), while the younger mexicans hate Asians, especially the mexican females and are always asking other males if they "think shes pretty". When it comes to other races, especially the Asian female workers, the Mexican female workers are very jealous and hateful and downright racist in their attitudes towards them. Third, Mexican females are just like their mexican male counterparts, they're always horny! My goodness are these creatures always horny, they're always talking about "look look look hes cute", "look he was staring at me" and they're are always trying to attract other males. Im not surprised, everyone knows how oversexed and perverted mexican males are, and i am not surprised the females have evolved to counteract this behavior. And of course, they all stick together, but then again all ethnic groups here at this place stick together, the more diverse the setting is, the greater the segregation. That’s what I love about the management here, they love to hire from all ethnic groups, and they like to keep the place diverse. But the thing is Mexicans do not know how to exist in a multi-cultural environment!!!

Am I generalizing too much? The people here in general are very uneducated, and the positions here pay average 10-18 bucks an hour depending on your senority with some good benefits. But I guess you don’t need a degree to have ethics and morals. The mexicans here should know that its not polite to call people the "n" word, or bash other ethnic females. It’s funny because all the other races here keep it cool and neutral, while the mexicans like to turn this workplace into some kind of hostile competition, always talking about other people. Im serious! None of the other races here talking about other races except for the mexicans, this is their daily conversation, its normal to them. If you get into it with another non-mexican worker here, they will stop talking to you, and act like you don’t exist okay, fine by me, but if you get into with a mexican here, they will fuck with you and gang up on you!! They got a huge chip on their shoulders for some reason. They see every non-Mexican as competition. I don’t know why they do, there’s enough room in this workplace for everyone to work and earn a living.

These days, 24-year-old Delonta Spriggs spends much of his time cooped up in his mother's one-bedroom apartment in Southwest Washington, the TV blaring soap operas hour after hour, trying to stay out of the streets and out of trouble, held captive by the economy. As a young black man, Spriggs belongs to a group that has been hit much harder than any other by unemployment.
Joblessness for 16-to-24-year-old black men has reached Great Depression proportions -- 34.5 percent in October, more than three times the rate for the general U.S. population. And last Friday, the Bureau of Labor Statistics reported that unemployment in the District, home to many young black men, rose to 11.9 percent from 11.4 percent, even as it stayed relatively stable in Virginia and Maryland.
His work history, Spriggs says, has consisted of dead-end jobs. About a year ago, he lost his job moving office furniture, and he hasn't been able to find steady work since. This summer he completed a construction apprenticeship program, he says, seeking a career so he could avoid repeating the mistake of selling drugs to support his 3-year-old daughter. So far the most the training program has yielded was a temporary flagger job that lasted a few days.
"I think we're labeled for not wanting to do nothing -- knuckleheads or hardheads," said Spriggs, whose first name is pronounced Dee-lon-tay. "But all of us ain't bad."
Construction, manufacturing and retail experienced the most severe job losses in this down economy, losses that are disproportionately affecting men and young people who populated those sectors. That is especially playing out in the District, where unemployment has risen despite the abundance of jobs in the federal government.
Traditionally the last hired and first fired, workers in Spriggs's age group have taken the brunt of the difficult economy, with cost-conscious employers wiping out the very apprenticeship, internship and on-the-job-training programs that for generations gave young people a leg up in the work world or a second chance when they made mistakes. Moreover, this generation is being elbowed out of entry-level positions by older, more experienced job seekers on the unemployment rolls who willingly trade down just to put food on the table.
The jobless rate for young black men and women is 30.5 percent. For young blacks -- who experts say are more likely to grow up in impoverished racially isolated neighborhoods, attend subpar public schools and experience discrimination -- race statistically appears to be a bigger factor in their unemployment than age, income or even education. Lower-income white teens were more likely to find work than upper-income black teens, according to the Center for Labor Market Studies at Northeastern University, and even blacks who graduate from college suffer from joblessness at twice the rate of their white peers.
Young black women have an unemployment rate of 26.5 percent, while the rate for all 16-to-24-year-old women is 15.4 percent.
Victoria Kirby, 22, has been among that number. In the summer of 2008, a D.C. publishing company where Kirby was interning offered her a job that would start upon her graduation in May 2009 from Howard University. But the company withdrew the offer in the fall of 2008 when the economy collapsed.
Kirby said she applied for administrative jobs on Capitol Hill but was told she was overqualified. She sought a teaching position in the D.C. public schools through the Teach for America program but said she was rejected because of a flood of four times the usual number of applicants.
Finally, she went back to school, enrolling in a master's of public policy program at Howard. "I decided to stay in school two more years and wait out the recession," Kirby said.
On a tightrope

The Obama administration is on a tightrope, balancing the desire to spend billions more dollars to create jobs without adding to the $1.4 trillion national deficit. Yet some policy experts say more attention needs to be paid to the intractable problems of underemployed workers -- those who like Spriggs may lack a high school diploma, a steady work history, job-readiness skills or a squeaky-clean background.
“Increased involvement in the underground economy, criminal activity, increased poverty, homelessness and teen pregnancy are the things I worry about if we continue to see more years of high unemployment," said Algernon Austin, a sociologist and director of the race, ethnicity and economy program at the Economic Policy Institute, which studies issues involving low- and middle-income wage earners.
Earlier this month, District officials said they will use $3.9 million in federal stimulus funds to provide 19 weeks of on-the-job training to 500 18-to-24-year-olds. But even those who receive training often don't get jobs.
"I thought after I finished the [training] program, I'd be working. I only had three jobs with the union and only one of them was longer than a week," Spriggs, a tall slender man wearing a black Nationals cap, said one afternoon while sitting at the table in the living room/dining room in his mother's apartment. "It has you wanting to go out and find other ways to make money. . . . [Lack of jobs is why] people go out hustling and doing what they can to get by."
"Give me a chance to show that I can work. Just give me a chance," added Spriggs, who is on probation for drug possession. "I don't want to think negative. I know the economy is slow. You got to crawl before you walk. I got to be patient. My biggest problem [which prompted the effort to sell drugs] is not being patient."
The economy's seismic shift has been an equal-opportunity offender, hurting various racial and ethnic groups, economic classes, ages, and white- and blue-collar job categories. Nevertheless, 16-to-24-year-olds face heavier losses, with a 19.1 percent unemployment rate, about nine points higher than the national average for the general population.
Their rate of employment in October was 44.9 percent, the lowest level in 61 years of record keeping, according to the Bureau of Labor Statistics. Employment for men in their 20s and early 30s is at its lowest level since the Great Depression, according to the Center for Labor Market Studies.
Troubling consequences

Unemployment among young people is particularly troubling, economists say, because the consequences can be long-lasting. This might be the first generation that does not keep up with its parents' standard of living. Jobless teens are more likely to be jobless twenty-somethings. Once forced onto the sidelines, they likely will not catch up financially for many years. That is the case even for young people of all ethnic groups who graduate from college.
Lisa B. Kahn, an economics professor at Yale University who studied graduates during recessions in the 1980s, determined that the young workers hired during a down economy generally start off with lower wages than they otherwise would have and don't recover for at least a decade.
"In your first job, you're accumulating skills on how to do the job, learning by doing and getting training. If you graduate in a recession, you're in a [lesser] job, wasting your time," she said. "Once you switch into the job you should be in, you don't have the skills for that job."
Some studies examining how employers review black and white job applicants suggest that discrimination may be at play.
"Black men were less likely to receive a call back or job offer than equally qualified white men," said Devah Pager, a sociology professor at Princeton University, referring to her studies a few years ago of white and black male job applicants in their 20s in Milwaukee and New York. "Black men with a clean record fare no better than white men just released from prison."

WASHINGTON

The price tag for comprehensive immigration reform was not a key issue when the Senate passed its bill last May. But it is now. One reason: It took the Congressional Budget Office (CBO) - the gold standard for determining what a bill will cost - until last week to estimate that federal spending for this vast and complex bill would hit $127 billion over the next 10 years. At the same time, federal revenues would drop by about $79 billion, according to the CBO and the Joint Committee on Taxation. If lawmakers fix a tax glitch, that loss would be cut in half, they add. In field hearings across the nation this month, House GOP leaders are zeroing in on the costs of the Senate bill. It's a bid to define the issue heading into fall elections and muster support for the House bill, which focuses on border security. They say that the more people know about the Senate version, including a path to citizenship for some 11 million people now in the country illegally, the less they will be inclined to support it.

But business groups and others backing the Senate bill say that the cost to the US economy of not resolving the status of illegal immigrants and expanding guest-worker programs is higher still. "In my opinion, the fairer question is: How will illegal immigrants impact the costs of healthcare, local education, and social services without passage of comprehensive immigration reform?" said John Young, co-chairman of the Agriculture Coalition for Immigration Reform, at Thursday's hearing. "Had we solved this problem in a truly comprehensive way in 1986 ... we would not have the daily news reporting outright shortages of farm labor threatening the very existence of agricultural industries coast to coast," he adds. Experts are poring over the new CBO data - and coming up with radically different assessments of the social costs of reform, ranging from tens of billions of dollars higher to a net wash. On the issue of border security - a feature in both bills - there is little disagreement. The CBO estimates that the cost of hardening US borders in the Senate bill is $78.3 billion over 10 years, or about 62 percent of the bill's total cost. The fireworks involve new entitlement spending in the Senate version. The CBO sets the price tag for services for some 16 million new citizens and guest workers at $48.4 billion through fiscal year 2016. That includes $24.5 billion for earned income and child tax credits, $11.7 billion for Medicaid, $5.2 billion for Social Security, $3.7 billion for Medicare, and $2.4 billion for food stamps. But it's easier to estimate the cost of a mile of fence than to assess the prospects for millions of workers, once they can work legally and claim benefits.

On March 2, 2004, the Los Angeles City Council including Villaraigosa, Zine, and Smith voted 15 to 0 to pass an ordinance (No. 175853) requiring all City agencies to accept Mexico's "Matricula Consular" cards as valid identification. This phony ID is handed out by Mexico like grocery store coupons. La Raza donors Bank of America and Wells Fargo both accept them. Repeat: the vote was 15 to ZERO.

The only people who benefit from that ordinance, of course, are illegal aliens. After all, anyone in the country legally would have valid identification. The ordinance is part of the City's "sanctuary city" policy: aiding and abetting illegal immigration by changing our rules to accommodate illegal aliens.

Fast forward to today, May 8, 2008.

It has been a month since the Shaw family came to City Council and urged them to pass Jamiel's Law, to spare another family the heartbreaking burden of a preventable murder.

What action has City Council taken? None. No vote. No ordinance. Nothing but talk and Zine's watered down counterfeit motion, which would merely "request" that Chief Bratton modify Special Order 40 somewhat. Incredibly, City Council hasn't even had the guts to put that tepid, toothless motion to a vote. And Bratton has arrogantly declared that he won't change one word of Special Order 40 in any event.


Nor, of course, has Villaraigosa himself taken any action. His silence on Jamiel's Law is deafening. He came to Jamiel's funeral for a "photo op," but he won't come to the aid of Jamiel's family now that they're trying to spare other families the terrible loss they themselves have suffered. Villaraigosa could deny "sanctuary city" protection to gang members with the stroke of a pen. Special Order 40 is a memo, not a law. The Mayor has to power to amend it or even abolish it by issuing a simple Executive Directive. He refuses to use that power. He insists on making our city a sanctuary for gangs.

So we're done with the Mayor and the City Council. Last night, the Shaws and I signed a formal request for the City Clerk to put Jamiel's Law on the March 2009 ballot. Today I will FedEx the request to City Hall. Within a month, we should have petitions ready for L.A.'s voters to sign.

Then you, I and our fellow voters will have 120 days to gather at least 74,000 L.A. voters' signatures. We will do that, and we will put Jamiel's Law on the March 3, 2009 ballot.

And on March 3, 2009, we will make L.A. a sanctuary not for gangs, but for law abiding American citizens and legal aliens.

Study Shows 25 Percent Of L.A.'s Welfare Goes To Illegal Aliens

According to new data from the Department of Public Social Services, nearly twenty five percent of Los Angeles County Â’s welfare and food stamp benefits goes directly to the children of illegal aliens, at a cost of $36 million a month for a projected annual cost of $432 million.

Thousands stranded, schools locked down as notorious group battles the LAPD after a drive by killing.

A drive by attack followed by a wild shootout between gang members and police shut down dozens of blocks of Northeast Los Angeles for nearly six hours Thursday afternoon, stranding thousands of residents, keeping students locked in their classrooms and leaving two people dead.

Veteran L.A. Police Department officials described the bizarre midday shootings and the widespread disruption they caused as highly unusual even in an area known for gang activity. It left the neighborhood littered with shell casings and its residents fearful.

Police blamed the incident on the notorious Avenues gang, which has cast a wide shadow over districts north of downtown L.A. for decades and continues to be active despite several high profile attempts by authorities to shut it down.

The violence began around noon when a 37 year old man police described as a bystander was shot more than a dozen times by suspected gang members as he held the hand of a 2 year old girl. He later died. The toddler, apparently picked up by a passerby and carried to safety, was not wounded. As the gunmen drove off, witnesses told police, several pedestrians who apparently knew the victim opened fire on the car.

Minutes later, police attempted to stop suspects driving in a white Nissan sedan about 10 blocks away. Three men jumped out of the car, and at least two of them fired weapons at officers.

A man wielding an AK 47 rifle was killed by police as they returned fire, authorities said.

Near the scene of the shootings Thursday, Bratton described a neighborhood terrorized in recent weeks by gang violence.


"Gangs that have been here for generations have been going at each other," Bratton said during a news conference, referring to the Avenues and Cypress Park gangs.

Since the beginning of the year, authorities said Avenues gang members are suspected in at least six homicides. Northeast Division, typically far from the most violent in the city, already has eight homicides this year, more than any other, police said. At that rate, the division would far eclipse last year's total of 18.

Deputy Chief Sergio Diaz said that while the area has gang problems, the level of violence in the last few weeks is "unheard of."

In the last month, police said, about a third of the 60 aggravated assaults in the area this year have been connected to Avenues gang members.

The Avenues gang has cast a long shadow in these poor, largely Latino sections north of downtown L.A.

Criminal rivals and innocent citizens both paid a price in a South L.A. neighborhood, prosecutors allege.

Federal prosecutors Tuesday accused members of a Latino street gang of a violent campaign to drive African American rivals out of their South Los Angeles area neighborhood, resulting in at least 20 killings in the last three years.

Capping an undercover investigation conducted over that period, authorities issued indictments that charged more than 60 members and associates of the Florencia 13 street gang with a long list of felonies. Prosecutors say the gang was trying to dominate the area's drug trade as well as extort "rent" from prostitutes, vendors, drug dealers and others.

Much of the violence occurred in the Florence Firestone neighborhood, a working class unincorporated community of 60,000 north of Watts that went through a rapid shift in population starting in the 1980s. Once mostly black, the area is now home to many Mexican immigrants.

Officials said Latino gang leaders in recent years had sought to drive the remaining black gangs and their supporters from the neighborhood and had repeatedly ordered members to attack black rivals in some cases shooting them on sight.


The indictment's description of sustained, deadly racial gang fighting provides evidence of a type of violence that is often discussed but seldom documented. Homicide statistics indicate that the vast majority of killings take place within racial or ethnic groups.

Florence Firestone, however, appears to have been a murderous exception. Killings in the neighborhood peaked in 2005, when 41 homicides sparked widespread community outcry. As violence rose, the L.A. County Sheriff's Department sent more than 60 additional deputies to the area and conducted several mass arrests aimed at reducing racial violence. The district attorney's office devoted a special prosecutor to handle only Florence Firestone homicides for two years.

Last year, homicides plummeted to 19.

Another piece of the stepped up law enforcement effort was the undercover investigation. Officials said Tuesday that they had determined that 80 shootings since early 2005 had resulted from the gang violence.

In some cases, African Americans with no gang ties were caught up in the violence, prosecutors said. "In their attempt to intimidate African Americans in the community, they targeted innocent citizens," said U.S. Atty. Thomas P. O'Brien.
In one instance, an African American couple were robbed at gunpoint by gang members who were trying to send a message, prosecutors say. In another, a man waiting at a Florence Avenue bus stop before work was critically injured in a drive by shooting by Florencia members who apparently mistook him for a rival gang member, according to the indictments.

The gang would "target African American individuals for assault" and leaders made sure "that all the F13 cliques were participating in the assaults of African American rival gang members," the indictments say.

Florence Firestone is a collection of factories, stucco homes and mom and pop stores that has gone through dramatic demographic changes every 15 to 20 years since it formed in the early 1930s.

Poor Southern whites, middle class blacks and poor Southern blacks have all entered Southern California via short stays in Florence Firestone.

In the late 1980s, the neighborhood was about 80% African American. But most black residents have moved away. Today, the area is 90% Latino mostly Mexican immigrants.

"The last five years has been the greatest influx" of Latinos, said Pastor Chris LeGrande of the Great Hope Fellowship of Faith on Compton Avenue, one of Florence Firestone's largest black churches.

African Americans and Latinos are often separated by language and culture, and frequently compete for the same jobs. The area has two parks: Washington Park is used mostly by blacks; Roosevelt Park to the north by Latinos.


"I think we adults have many problems in sympathizing with the other race," said Gloria Medina, Spanish language liaison for the Florence Firestone Chamber of Commerce. "It's not just the children; it's that we've taught this to children. . . . [We] respect each other, but there's not much closeness."

Sheriff Lee Baca said Tuesday that Florencia's violence was notable given the fact that gang violence in Los Angeles in general has been dropping in the last few years. In Los Angeles, homicides overall so far this year are declining to levels not seen since the early 1970s.

Authorities this year have vowed to focus more attention on race motivated crimes involving gangs. The push started after a 14 year old black girl was shot and killed last year, allegedly by members of a Latino gang, in the Harbor Gateway section of Los Angeles.

Last year, members of the Latino Avenues gang were convicted in federal court for a series of assaults and killings in the early 1990s targeting blacks in Highland Park.

The indictments unveiled Tuesday charged 61 Florencia gang members and associates with a variety of felonies, including weapons violations, drug sales and conspiracy to commit murder. More than a dozen of the suspects were in custody on earlier charges, and 11 defendants are still at large. Many charges give prosecutors the option to pursue hate crime charges once the cases go to court, which would allow stiffer penalties.

The price tag for comprehensive immigration reform was not a key issue when the Senate passed its bill last May. But it is now.

One reason: It took the Congressional Budget Office (CBO) the gold standard for determining what a bill will cost until last week to estimate that federal spending for this vast and complex bill would hit $127 billion over the next 10 years.
At the same time, federal revenues would drop by about $79 billion, according to the CBO and the Joint Committee on Taxation. If lawmakers fix a tax glitch, that loss would be cut in half, they add.

In field hearings across the nation this month, House GOP leaders are zeroing in on the costs of the Senate bill. It's a bid to define the issue heading into fall elections and muster support for the House bill, which focuses on border security. They say that the more people know about the Senate version, including a path to citizenship for some 11 million people now in the country illegally, the less they will be inclined to support it.

But business groups and others backing the Senate bill say that the cost to the US economy of not resolving the status of illegal immigrants and expanding guest worker programs is higher still. "In my opinion, the fairer question is: How will illegal immigrants impact the costs of healthcare, local education, and social services without passage of comprehensive immigration reform?" said John Young, co chairman of the Agriculture Coalition for Immigration Reform, at Thursday's hearing.
"Had we solved this problem in a truly comprehensive way in 1986 ... we would not have the daily news reporting outright shortages of farm labor threatening the very existence of agricultural industries coast to coast," he adds.
Experts are poring over the new CBO data and coming up with radically different assessments of the social costs of reform, ranging from tens of billions of dollars higher to a net wash.
On the issue of border security a feature in both bills there is little disagreement. The CBO estimates that the cost of hardening US borders in the Senate bill is $78.3 billion over 10 years, or about 62 percent of the bill's total cost.
The fireworks involve new entitlement spending in the Senate version. The CBO sets the price tag for services for some 16 million new citizens and guest workers at $48.4 billion through fiscal year 2016. That includes $24.5 billion for earned income and child tax credits, $11.7 billion for Medicaid, $5.2 billion for Social Security, $3.7 billion for Medicare, and $2.4 billion for food stamps.
But it's easier to estimate the cost of a mile of fence than to assess the prospects for millions of workers, once they can work legally and claim benefits.

Wall Street cheered and stock prices rose when the US Labor Department announced last Friday that employers had expanded their payrolls by 262,000 positions in February.
But it wasn't entirely good news. The statisticians also indicated that the share of the adult population holding jobs had slipped slightly from January to 62.3 percent. That's now two full percentage points below the level in the brief recession that began in March 2001.

Why the apparent contradiction? Reasons abound: population growth, rising retirements. But one factor that gets little attention is immigration.
In the past four years, the number of immigrants into the US, legal and illegal, has closely matched the number of new jobs. That suggests newcomers have, in effect, snapped up all of the new jobs.
"There has been no net job gain for natives," says Andrew Sum, an economist at Northeastern University.

The Los Angeles Times keeps publishing stories about the poor, poor immigrants. The part that infuriates me is that their stories are not about immigrants at all. Their stories are about the effin border invaders from Mexico, Central, and South America who have crossed illegally into this country. I have nothing against legal immigrants, however, I am entirely against the illegal border invaders. Immigrants include other ethnicities and races yet all we get shoved in our faces is hispanics. Hispanics who are conspiring to run this country. Then they complain that we hate them. Duh? Yes, I too, have noticed that the worst people in the workplace are the type of people you describe. In fact, it is the Mexicans, Central, and South Americans who are the real haters. For example: in the Los Angeles Community College District, why are hispanic illegals permitted to get nearly free college tuition, textbooks, a degree, plus grants, scholarships, and money that they don't have to repay to the USA taxpayers? Plus welfare benefits for their babies and small kids?

No. Of Illegal Aliens On Welfare Doubles In Nevada

A relatively new federal program that allows illegal immigrants to use their American-born anchor babies to collect welfare for the entire family has expanded nationwide and nearly doubled in a western state that already spends hundreds of millions of dollars to provide undocumented residents with public services.
The Temporary Assistance for Needy Families program (TANF) was created by the U.S. Dept of Health and Human Services a few years ago so that illegal aliens could get monthly welfare checks to help support the entire family. It is the only public assistance program where parents can apply in their children’s name as opposed to applying in their own. It also does not require parents to demonstrate that they are in the U.S. legally since most aren’t.
In Nevada alone, the TANF program’s caseload has grown 96% since the recession hit the state like an atomic bomb two years ago. A news report reveals that around 4,250 of the families receiving the benefit in Nevada have “mixed immigration status.” In other words, U.S. taxpayers are supporting thousands of illegal alien families because they have at least one anchor baby.
Nevada already blows a whopping $630 million a year to provide its rapidly growing illegal immigrant population with public services that should be reserved for legal U.S. residents. The Silver State spends $470 million annually to educate the children of illegal immigrants in public schools and an additional $45 million for limited English programs. Eighty five million goes to healthcare for illegal immigrants and $31 to incarcerate them.
Illegal aliens are also largely responsible for Nevada’s home foreclosure crisis, reportedly the nation’s worst. Around 5 million fraudulent mortgages nationwide are in the hands of illegal aliens, according to the U.S. Department of Housing and Urban Development, and it is no secret that a substantial chunk of them are in Nevada.

Study Shows 25 Percent Of L.A.'s Welfare Goes To Illegal Aliens

Supervisor says county spends more than $1 billion a year on benefits to illegals. According to new data from the Department of Public Social Services, nearly twenty five percent of Los Angeles County Â’s welfare and food stamp benefits goes directly to the children of illegal aliens, at a cost of $36 million a month for a projected annual cost of $432 million.

"The total cost for illegal immigrants to County taxpayers far exceeds $1 billion a year – not including the millions of dollars for education," said Antonovich. "With $220 million for public safety, $400 million for healthcare, and $432 million in welfare allocations, illegal immigration continues to have a devastating impact on Los Angeles County taxpayers."

In March, illegals collected over $19 million in welfare assistance and over $16 million in food stamp allocations.
