Hello Mr President, I'm sorry to see you missed the big immigration rally in Las Vegas, NV today. They were marching in the streets DEMANDING immigration reform. I was thinking they have big balls for being in the US illegally, breaking our laws but your buddy Harry Reid was there and promising them the USA on a platter.

I thought it would have been a warm touch if you stopped by and just gave them our country. They already have our jobs and you help them everyday by cutting back on work site enforcement and the ones that don't work clog our welfare offices and hospitals so why don't you just hand them the little bit we have left of this country.

A lot of us Americans would like to rally but were busy looking for jobs but I don't want to bother you with that, I know you're busy with everything except jobs. Just give the illegals what they want so we don't look so stupid letting them take it from us. Thanks buddy.

I would add that Mexicans loathe literacy as they do English. It is a culture of ignorance. I know of several teachers in Los Angeles that teach primarily illegals, or the children of illegals. Virtually none of them graduate able to read at third grade levels. What do we do with 38 million illegals from Mexico that loathe literacy, English, and virtually all laws?

electric motors, computers, xray, radar, air conditioning, refrigeration,
most anything you can think of was invented by europeans or european americans.
The science and math used to calculate how to land a spacecraft on the moon came
from europe. Most of the physicist that worked on the manhattan project were
european educated. Most all scientific units of measure such as volts, ohms, amps, hertz, curies, angstroms and scientific constants came from europeans. Volta, Ohm, Ampere, Hertz, Currie, And Angstrom are the last names of european scientist. Farenheit, Celsius, and Kelvin are the last names of european scientist who developed thermometers about 300 years ago.
Cement was invented in Europe and the process to make steel was developed in Europe. Construction of skyscrapers, steel bridges, and railroads would not be possible without those materials. Germans invented printing and binding machines to mass produce books that make education on a massive scale possible. If illegal immigration gives you a headache a european chemist invented aspirin for that. If illegal immigration gives you high blood pressure, meters to measure that were invented in europe.
Besides technology, ideas like democracy, limited govt, intellectual property rights, free enterprise and accounting also came from Europe. The father of modern accounting was an Italian mathmatician. The father of modern economics Adam Smith was Scottish. This is what made the U.S an industrially and scientifically advanced country. The nation of immigrants from all over the world is a lie invented by people who want to destroy this country with third world immigration.

Here’s one teacher’s report on the illegals in our schools.

Subject: Cheap Labor This should make everyone think, be you Democrat, Republican or Independent From a California school teacher - - -"As you listen to the news about the student protests over illegal immigration, there are some things that you should be aware of: I am in charge of the English-as-a-second-language department at a large southern California high school which is designated a Title 1 school, meaning that its students average lower socioeconomic and income levels. Most of the schools you are hearing about, South Gate High, Bell Gardens, Huntington Park, etc., where these students are protesting, are also Title 1 schools. Title 1 schools are on the free breakfast and free lunch program. When I say free breakfast, I'm not talking a glass of milk and roll -- but a full breakfast and cereal bar with fruits and juices that would make a Marriott proud. The waste of this food is monumental, with trays and trays of it being dumped in the trash uneaten. (OUR TAX DOLLARS AT WORK) I estimate that well over 50% of these students are obese or at least moderately overweight. About 75% or more DO have cell phones. The school also provides day care centers for the unwed teenage pregnant girls (some as young as 13) so they can attend class without the inconvenience of having to arrange for babysitters or having family watch their kids. (OUR TAX DOLLARS AT WORK) I was ordered to spend $700,000 on my department or risk losing funding for the upcoming year even though there was little need for anything; my budget was already substantial. I ended up buying new computers for the computer learning center, half of which, one month later, have been carved with graffiti by the appreciative students who obviously feel humbled and grateful to have a free education in America. (OUR TAX DOLLARS A T WORK) I have had to intervene several times for young and substitute teachers whose classes consist of many illegal immigrant students here in the country less then 3 months who raised so much hell with the female teachers, calling them "Putas" whores and throwing things that the teachers were in tears. Free medical, free education, free food, day care etc., etc., etc. Is it any wonder they feel entitled to not only be in this country but to demand rights, privileges and entitlements? To those who want to point out how much these illegal immigrants contribute to our society because they LIKE their gardener and housekeeper and they like to pay less for tomatoes: spend some time in the real world of illegal immigration and see the TRUE costs.

Poizner's illegal alien agenda faces limits

Steve Poizner has a strong position against benefits for illegal immigrants in his campaign for governor. He's also got a fallback position whenever anyone asks how much of his agenda he could actually carry out if elected - most of his proposals, he says, are barred by laws that he'd like to change.
The state insurance commissioner, trailing Meg Whitman in the Republican primary campaign, is trying to appeal to his party's conservatives by stressing his opposition to illegal immigration. He's particularly reminding audiences of his whole-hearted support for Proposition 187, the 1994 initiative denying all state services, including public schooling, to illegal immigrants.
The only way to stop illegal immigration, Poizner declared during a March 15 debate, "is to turn the magnets off by ending, once and for all, the taxpayer-funded benefits for people who are here illegally. Meg doesn't want to go that far. I support Prop. 187; she opposes it."
"I'm going to be the truth-teller in this campaign. As governor, I'm going to stop illegal immigration once and for all," Poizner told a cheering convention crowd March 13.
The state can no longer afford educational and health care benefits for illegal immigrants, he told The Chronicle a few days later. At various times he's estimated California's subsidies for the undocumented at $4 billion to $6 billion, and at $10 billion.
Governor's limits
What Poizner didn't say on those occasions was that a governor can't do much about immigration, and can't do anything to remove immigrant children, legal or not, from public schools.
Prop. 187's restrictions never took effect because a federal judge ruled that the initiative interfered with exclusive federal regulation of immigration. And in 1982 the U.S. Supreme Court ruled in a Texas case that states must educate all children, regardless of immigration status.
More modest moves
When asked what actions he could take within the law, Poizner speaks more modestly, as he did at a March 12 news conference.
"There's certain federal laws that we have to follow, and of course the governor can't change those," he said. "There's federal laws that require providing a seat for every student. ... There's also federal laws about providing emergency care to people, no matter what."
The state, Poizner said, could eliminate some optional benefits, like California's in-state tuition for illegal immigrants attending public colleges, and some health benefits that other states have dropped.
That would save the state $109 million a year it now spends on nonemergency Medi-Cal services for undocumented immigrants, mostly for prenatal care, and perhaps another $20 million to $30 million on in-state tuition for illegal immigrants who attend California high schools and move on to a public college.
Poizner has also promised, on his campaign Web site, to deploy California's National Guard along with other states' "to secure the southern border," and to withhold state funds from cities like San Francisco whose "sanctuary" policies forbid reporting suspected illegal immigrants to federal authorities.
Campaign promise
Those changes are not clearly illegal or beyond a state's authority. Yet on a television ad his campaign launched March 23, Poizner promises simply to "stop taxpayer-funded benefits for illegal immigrants," without distinguishing between benefits he could lawfully end and those he couldn't.
So is the candidate misleading campaign audiences by making promises he knows he can't keep?
Not at all, said campaign spokeswoman Bettina Inclan. "Steve has been consistent with his message," she said, describing his plan as "a constitutionally viable version of Prop. 187."
Working with Congress
Lanhee Chen, the campaign's policy director, said Poizner as governor would work with Congress to clarify federal immigration law and see whether there's a way to revive some of Prop. 187, including its ban on public schooling.
Poizner's attempt to use the immigration issue to boost his campaign angered Los Angeles attorney Peter Schey, who represented immigrants in the successful challenges to both Prop. 187 and the Texas public school ban.
"Most of his anti-immigrant promises are vacuous, empty promises that he knows he couldn't fulfill," Schey said. "But he knows they press buttons of racism and fear and xenophobia during the economic downturn."
Whitman, meanwhile, has staked out her own position, saying she is tough on illegal immigration but opposes withholding services from children. She also cites Poizner's praise in 2008 for the immigration stance of President George W. Bush, who had proposed allowing many illegal immigrants to gain legal status.
A Poizner ad quotes comments from Whitman in October that endorsed "a path to legalization" for illegal immigrants who paid a fine and took other steps to qualify for residency.
That's actually also the view of two-thirds of Californians, according to a Los Angeles Times-USC poll released this week that indicated a shift in public attitudes since the passage of Prop. 187 in 1994. Another recent survey, by the Public Policy Institute of California, also raised questions about immigration as a game-changer in this year's campaign.
That poll asked likely voters to name their most important issue. Only 3 percent chose illegal immigration.

Hispanics skeptical that Obama, Democrats will deliver immigration overhaul

AURORA, COLO. -- Maria Garcia can rattle off a dozen things that are more important to her than politics. Her sky-high mortgage payments, for instance. The convenience store she owns, which isn't making money. And, at this moment, the chili peppers toasting in the store's kitchen.
"I don't have time to think about politics," she said, rubbing her eyes amid the caustic fumes. "Ten years ago, I was doing good. But right now, when you have all these problems, you feel lazy. You can't do anything. Sometimes, it's better that you have nothing because you just have to make money to eat and to pay rent."
Garcia was among the 61 percent of Hispanic voters in Colorado who turned out in 2008 to vote for Barack Obama. But her political disengagement now hints at the difficulty Democrats face in rallying their core constituencies ahead of the November midterm elections.
Among Hispanics, one concern often voiced is that Obama has not moved quickly on changing immigration law. He campaigned on the issue two years ago, but he and his party appear hesitant to take on such a contentious issue soon after the battle over health-care legislation.
Immigrant advocacy groups have ratcheted up the pressure on lawmakers, saying they risk losing the support of Hispanic voters if they do not establish a way for the 12 million people thought to be in the United States illegally to achieve legal status. They say there could be political consequences in swing states such as Colorado, where Hispanics made up 13 percent of the electorate in 2008.
A measure that would have created a pathway to citizenship for illegal immigrants contributed to the downfall of a 2007 bipartisan effort in Congress to remake the immigration system. But activists argue that disconnected voters such as Garcia might be motivated to go to the polls this year if lawmakers appeared poised to take up the issue again.
Indeed, Garcia perks up when the topic of immigration is raised, saying that from her own experience, she feels a strong kinship with those living and working here without papers.
A block from Garcia's store, East Colfax Avenue echoes other suburban streets where immigrant-owned businesses have flowered: lined with faded strip malls, enlivened by stores selling quinceaƱera dresses and SpongeBob SquarePants piƱatas. There are hints of an underground economy as well: check-cashing stores, pawnshops and street-corner car dealerships that do not check credit.
"The Mexican people here need help," said Juan Luevanos, whose Mexican restaurant, Real de Minas, on this street is named for the Zacatecas mines where his family once worked. He thinks that giving illegal immigrants a path to legalized status would reduce crime and offer a measure of stability to a community in which many people carry fake IDs and cannot dream of buying a home.
An avowed Democrat, he shrugs when asked if he'll stick by his party this fall. He voted for Obama in 2008 but now says: "I'm fifty-fifty on him. He doesn't keep his promises."
The desire among Colorado's Hispanics for immigration-law changes is not limited to Democrats. Republican Diedra Garcia, president of DRG Construction in nearby Lakewood, said offering a path to legalization makes good conservative sense. "I believe [immigrants] are serving a clear economic need," Garcia said. "We need those resources, and without them I shudder to think what would happen to our economy."
That position puts her at odds with her party's most vocal strains, a divide that highlights the potentially toxic nature of the debate for many politicians.
Kelly Standley, a coordinator of one of Colorado's "tea party" groups, also lives in Aurora. The highly motivated tea party movement nationally is pushing candidates to take more-conservative stands on a variety of issues, including immigration, and opposes anything that resembles amnesty. Standley says the community has been overrun with illegal immigrants; as evidence, he points to what he sees in his job as a manager at a Family Dollar store.
"If they're paying by credit card, I ask for an ID. Then they hand me a Mexico ID, and I say, 'Oh no, no, no,' " Standley said. He is also bothered by some of his customers' desire to speak to him in Spanish. "I can speak it; I just don't like to," he said.
The economy is paramount for Maria Garcia. Once prosperous, she bought two homes and the commercial building where she recently opened Florence Mini Mart.
But the mortgages on the homes are now larger than the houses' value. In hopes of affording the monthly payments, she rented out the homes and moved into an office in the largely vacant commercial building. Her daughters moved in with their father, unwilling to live in the empty office, she said. Her savings are drained, and she is contemplating foreclosure.

On June 8, President Barack Obama will meet with Congressional leaders to discuss immigration reform legislation. (Politico, May 20, 2009). In the past, President Obama has supported "comprehensive immigration reform," which has included amnesty for the more than 12 million illegal aliens who are living in the United States. (Luuliyo Online, May 20, 2009).

MEETING IN SECRET WITH LA RAZA – THE CONGRESSIONAL HISPANIC CAUCUS FACTION OF LA RAZA “THE RACE”

During a meeting with the Congressional Hispanic Caucus this past May, President Obama promised to hold a forum on immigration reform. (WSJ Washington Wire, March 18, 2009). As FAIR previously reported, "according to senior administration officials, Obama will speak publicly about the immigration issue in May." (FAIR's Legislative Update, April 13, 2009). Despite President Obama's statement that "transparency promotes accountability and provides information for citizens about what their Government is doing," and his promise to run a more transparent government, the immigration meeting will not be public. (Obama Transparency Memorandum). Instead, it will be held behind closed doors, outside of the view of the American public which has strongly opposed amnesty in the past. This initial closed-door meeting in June appears to be in lieu of a public forum on the immigration issue.

The meeting will take place at the White House and will include "a small bipartisan group of lawmakers from the House and Senate, including party leaders and people who have worked on immigration issues." (Luuliyo). Among the lawmakers invited to the meeting are two Democratic Members of the House of Representatives from California: Zoe Lofgren of San Jose, who chairs the House Immigration Subcommittee, and Xavier Becerra of Los Angeles, who is regarded as House Speaker Nancy Pelosi's point person on immigration matters. (KPCC Radio, May 21, 2009). Both Lofgren and Becerra are outspoken supporters of amnesty. (See FAIR's Congressional Voting Report for the 110th Congress).

The White House meeting comes at a time when nearly 14 million American workers are out of a job and desperately looking for work. (Luuliyo). The last time that Congress considered amnesty, in June 2007, unemployment stood at 4.6 percent and 7 million Americans were out of work. However, today's unemployment rate stands at 8.9 percent, and 13.7 million Americans are out of work. (See FAIR's Amnesty & Joblessness Report, May 2009). Amnesty would allow the estimated 8.3 million illegal aliens who are in the workforce to keep the jobs they never should have had, instead of freeing those jobs up for the American workers who need them. In addition, amnesty would give those 8.3 million illegal aliens the ability to begin openly competing for other jobs, in a time when America's labor market is already demonstrating a lack of available jobs.

Welfare and food stamp benefits soar $3 million higher than September payout. New statistics from the Department of Public Social Services reveal that illegal aliens and their families in Los Angeles County collected over $37 million in welfare and food stamp allocations in November 2007 – up $3 million dollars from September, announced Los Angeles County Supervisor Michael D. Antonovich. Twenty five percent of the all welfare and food stamps benefits is going directly to the children of illegal aliens. Illegals collected over $20 million in welfare assistance for November 2007 and over $16 million in monthly food stamp allocations for a projected annual cost of $444 million. “This new information shows an alarming increase in the devastating impact Illegal immigration continues to have on Los Angeles County taxpayers,” said Antonovich. “With $220 million for public safety, $400 million for healthcare, and $444 million in welfare allocations, the total cost for illegal immigrants to County taxpayers far exceeds $1 billion a year – not including the millions of dollars for education.”

Study: Illegal alien population may be as high as 38 million A new report finds the Homeland Security Department "grossly underestimates" the number of illegal aliens living in the U.S. Homeland Security's Office of Immigration Studies released a report August 31 that estimates the number of illegal aliens residing in the U.S. is between 8 and 12 million. But the group Californians for Population Stabilization, or CAPS, has unveiled a report estimating the illegal population is actually between 20 and 38 million. Four experts, all of whom contributed to the study prepared by CAPS, discussed their findings at a news conference at the National Press Club in Washington Wednesday. James Walsh, a former associate general counsel of the Immigration and Naturalization Service, said he is "appalled" that the Bush administration, lawyers on the Senate Judiciary Committee, and every Democratic presidential candidate, with the exception of Joe Biden, have no problem with sanctuary cities for illegal aliens. "Ladies and gentlemen, the sanctuary cities and the people that support them are violating the laws of the United States of America. They're violating 8 USC section 1324 and 1325, which is a felony -- [it's] a felony to aid, support, transport, shield, harbor illegal aliens," Walsh stated. On June 8, President Barack Obama will meet with Congressional leaders to discuss immigration reform legislation. (Politico, May 20, 2009). In the past, President Obama has supported "comprehensive immigration reform," which has included amnesty for the more than 12 million illegal aliens who are living in the United States. (Luuliyo Online, May 20, 2009).

During a meeting with the Congressional Hispanic Caucus this past May, President Obama promised to hold a forum on immigration reform. (WSJ Washington Wire, March 18, 2009). As FAIR previously reported, "according to senior administration officials, Obama will speak publicly about the immigration issue in May." (FAIR's Legislative Update, April 13, 2009). Despite President Obama's statement that "transparency promotes accountability and provides information for citizens about what their Government is doing," and his promise to run a more transparent government, the immigration meeting will not be public. (Obama Transparency Memorandum). Instead, it will be held behind closed doors, outside of the view of the American public which has strongly opposed amnesty in the past. This initial closed-door meeting in June appears to be in lieu of a public forum on the immigration issue.

The meeting will take place at the White House and will include "a small bipartisan group of lawmakers from the House and Senate, including party leaders and people who have worked on immigration issues." (Luuliyo). Among the lawmakers invited to the meeting are two Democratic Members of the House of Representatives from California: Zoe Lofgren of San Jose, who chairs the House Immigration Subcommittee, and Xavier Becerra of Los Angeles, who is regarded as House Speaker Nancy Pelosi's point person on immigration matters. (KPCC Radio, May 21, 2009). Both Lofgren and Becerra are outspoken supporters of amnesty. (See FAIR's Congressional Voting Report for the 110th Congress).

The White House meeting comes at a time when nearly 14 million American workers are out of a job and desperately looking for work. (Luuliyo). The last time that Congress considered amnesty, in June 2007, unemployment stood at 4.6 percent and 7 million Americans were out of work. However, today's unemployment rate stands at 8.9 percent, and 13.7 million Americans are out of work. (See FAIR's Amnesty & Joblessness Report, May 2009). Amnesty would allow the estimated 8.3 million illegal aliens who are in the workforce to keep the jobs they never should have had, instead of freeing those jobs up for the American workers who need them. In addition, amnesty would give those 8.3 million illegal aliens the ability to begin openly competing for other jobs, in a time when America's labor market is already demonstrating a lack of available jobs.

What will America stand for in 2050?
The US should think long and hard about the high number of Latino immigrants.

President Obama has encouraged Americans to start laying a new foundation for the country – on a number of fronts. He has stressed that we'll need to have the courage to make some hard choices. One of those hard choices is how to handle immigration. The US must get serious about the tide of legal and illegal immigrants, above all from Latin America.
It's not just a short-run issue of immigrants competing with citizens for jobs as unemployment approaches 10 percent or the number of uninsured straining the quality of healthcare. Heavy immigration from Latin America threatens our cohesiveness as a nation.
The political realities of the rapidly growing Latino population are such that Mr. Obama may be the last president who can avert the permanent, vast underclass implied by the current Census Bureau projection for 2050.
Do I sound like a right-wing "nativist"? I'm not. I'm a lifelong Democrat; an early and avid supporter of Obama. I'm gratified by his nomination of Sonia Sotomayor to the Supreme Court. I'm also the grandson of Eastern European Jewish immigrants; and a member, along with several other Democrats, of the advisory boards of the Federation for American Immigration Reform and Pro English. Similar concerns preoccupied the distinguished Democrat Barbara Jordan when she chaired the congressionally mandated US Commission on Immigration Reform in the 1990s.
Congresswoman Jordan was worried about the adverse impact of high levels of legal and illegal immigration on poor citizens, disproportionately Latinos and African-Americans. The principal beneficiaries of our current immigration policy are affluent Americans who hire immigrants at substandard wages for low-end work. Harvard economist George Borjas estimates that American workers lose $190 billion annually in depressed wages caused by the constant flooding of the labor market at the low-wage end.
The healthcare cost of the illegal workforce is especially burdensome, and is subsidized by taxpayers. To claim Medicaid, you must be legal, but as the Health and Human Services inspector general found, 47 states allow self-declaration of status for Medicaid. Many hospitals and clinics are going broke because of the constant stream of uninsured, many of whom are the estimated 12 million to 15 million illegal immigrants. This translates into reduced services, particularly for lower-income citizens.
The US population totaled 281 million in 2000. About 35 million, or 12.5 percent, were Latino. The Census Bureau projects that our population will reach 439 million in 2050, a 56 percent increase over the 2000 census. The Hispanic population in 2050 is projected at 133 million – 30 percent of the total and almost quadruple the 2000 level. Population growth is the principal threat to the environment via natural resource use, sprawl, and pollution. And population growth is fueled chiefly by immigration.
Consider what this, combined with worrisome evidence that Latinos are not melting into our cultural mainstream, means for the US. Latinos have contributed some positive cultural attributes, such as multigenerational family bonds, to US society. But the same traditional values that lie behind Latin America's difficulties in achieving democratic stability, social justice, and prosperity are being substantially perpetuated among Hispanic-Americans.
Latin America's cultural problem is apparent in the persistent Latino high school dropout rate – 40 percent in California, according to a recent study – and the high incidence of teenage pregnancy, single mothers, and crime. The perpetuation of Latino culture is facilitated by the Spanish language's growing challenge to English as our national language. It makes it easier for Latinos to avoid the melting pot and for education to remain a low priority, as it is in Latin America – a problem highlighted in recent books by former New York City deputy mayor Herman Badillo, a Puerto Rican, and Mexican-Americans Lionel Sosa and Ernesto Caravantes.
Language is the conduit of culture. Consider: There is no word in Spanish for "compromise" (compromiso means "commitment") nor for "accountability," a problem that is compounded by a verb structure that converts "I dropped (broke, forgot) something" into "it got dropped" ("broken," "forgotten").
In a letter to me in 1991, Mexican-American columnist Richard Estrada described the essence of the problem of immigration as one of numbers. We should really worry, he wrote, "when the numbers begin to favor not only the maintenance and replenishment of the immigrants' source culture, but also its overall growth, and in particular growth so large that the numbers not only impede assimilation but go beyond to pose a challenge to the traditional culture of the American nation."
Obama should confront the challenges by enforcing immigration laws on employment to help end illegal immigration. We should calibrate legal immigration annually to (1) the needs of the economy, as Ms. Jordan urged, and (2) past performance of immigrant groups with respect to acculturation.
We must declare our national language to be English and discourage the proliferation of Spanish- language media. We should limit citizenship by birth to the offspring of citizens. And we should provide immigrants with easy-to-access educational services that facilitate acculturation, including English language, citizenship, and American values.

Unless the life chances of children raised by single mothers suddenly improve, the explosive growth of the U.S. Hispanic population over the next couple of decades does not bode well for American social stability. Hispanic immigrants bring near–Third World levels of fertility to America, coupled with what were once thought to be First World levels of illegitimacy. (In fact, family breakdown is higher in many Hispanic countries than here.) Nearly half of the children born to Hispanic mothers in the U.S. are born out of wedlock, a proportion that has been increasing rapidly with no signs of slowing down. Given what psychologists and sociologists now know about the much higher likelihood of social pathology among those who grow up in single-mother households, the Hispanic baby boom is certain to produce more juvenile delinquents, more school failure, more welfare use, and more teen pregnancy in the future.
The government social-services sector has already latched onto this new client base; as the Hispanic population expands, so will the demands for a larger welfare state. Since conservative open-borders advocates have yet to acknowledge the facts of Hispanic family breakdown, there is no way to know what their solution to it is. But they had better come up with one quickly, because the problem is here—and growing.
The dimensions of the Hispanic baby boom are startling. The Hispanic birthrate is twice as high as that of the rest of the American population. That high fertility rate—even more than unbounded levels of immigration—will fuel the rapid Hispanic population boom in the coming decades. By 2050, the Latino population will have tripled, the Census Bureau projects. One in four Americans will be Hispanic by mid-century, twice the current ratio. In states such as California and Texas, Hispanics will be in the clear majority. Nationally, whites will drop from near 70 percent of the total population in 2000 to just half by 2050. Hispanics will account for 46 percent of the nation’s added population over the next two decades, the Pew Hispanic Center reports.
But it’s the fertility surge among unwed Hispanics that should worry policymakers. Hispanic women have the highest unmarried birthrate in the country—over three times that of whites and Asians, and nearly one and a half times that of black women, according to the Centers for Disease Control. Every 1,000 unmarried Hispanic women bore 92 children in 2003 (the latest year for which data exist), compared with 28 children for every 1,000 unmarried white women, 22 for every 1,000 unmarried Asian women, and 66 for every 1,000 unmarried black women. Forty-five percent of all Hispanic births occur outside of marriage, compared with 24 percent of white births and 15 percent of Asian births. Only the percentage of black out-of-wedlock births—68 percent—exceeds the Hispanic rate. But the black population is not going to triple over the next few decades.

Illegal Immigration and Crime

Immigrant criminality represents perhaps the worst abuse of the liberty aliens enjoy in the United States. Increasingly, the government closest to the people either finds its hands tied or cravenly abrogates its responsibility to fellow Americans within its jurisdiction. Moreover, the illegal element exacerbates the economic and other burdens caused by legal immigration.
The current high rate of sustained, mass immigration—more than one million legal immigrants plus half a million illegal aliens every year—forces many states and localities into turmoil. The illegals certainly live outside the obligations that those who live under the "consent of the governed" owe to each other: While the principles of the Declaration of Independence guarantee all human beings certain natural and unalienable rights, only parties who have consented to our government deserve the full rights of citizenship. Illegal immigrants are not part of the social contract giving legitimacy to this government. American citizens have not given their consent to higher taxes, crowded schools, jammed emergency rooms, clogged roads, unlawful turning of single-family homes into hotels or apartments into tenements, forced multicultural amenities such as bilingual education and multilingual ballots, or welfare and other services subsidizing poverty-prone immigrants. Above all, they never consented to higher crime rates.

While anyone who decries illegal immigration is required to distinguish it from legal immigration, the effects of legal immigration should first be noted. Robert Samuelson recently wrote in his Washington Post column that "Hispanics account for most of the increase in poverty" since 1990. "Compared with 1990, there were actually 700,000 fewer non-Hispanic whites in poverty last year . . . . Meanwhile, the number of poor Hispanics is up by 3 million since 1990. The health insurance story is similar. Last year 13 million Hispanics lacked insurance. They're 60 percent of the rise since 1990." And of course a growing proportion of the Hispanic population is immigrants poorer than their predecessors. Samuelson remarks that the black poverty rate in this period has actually dropped, from 32 to 24 percent.
The NAS report also said fiscal impacts tend to benefit the federal government and drain state and local government resources. "Much like anyone else in the population, immigrants use services that are costly to provide, or that others can use less freely—so-called congestion costs. Examples include services from roads, sewers, police and fire departments, libraries, airports, and foreign embassies." Therefore, having a much larger immigrant population (29 percent of the U.S. foreign-born, a fourth of the State's population) bloats California's budget significantly.
The Florida legislature rejected a bill issuing driver's licenses to illegal aliens. Kansas state legislators voted to give illegal aliens instate college tuition. Alabama and Florida state police work closely with federal immigration enforcers. New York, Los Angeles, and Chicago have "sanctuary" policies that keep city employees, even police, from asking about immigration status. An Idaho county commissioner billed Mexico for the $2 million illegal aliens owe for county services.

The impact is seen particularly in crime: Record-high auto thefts in Arizona, drug trafficking in Salt Lake City, human smuggling rings in Los Angeles, D.C. sniper Lee Malvo, money laundering, prostitution, gang murders, and even slavery. Immigration authorities estimate that 84,000 state inmates are aliens, though state and local figures on foreign-born prisoners are hard to come by. At least three quarters of these immigrant state inmates are in Arizona, California, Florida, Illinois, New Jersey, New York, and Texas—the top immigrant destinations.
Figures for 1999 State Criminal Alien Assistance Program compensation show claims of $1.5 billion in documented costs incurred by state corrections and local jails for covered aliens. County governments face a special burden, a 2001 report by 24 Southwestern border counties calculated. They spent, from general funds, $894 million on law enforcement and criminal justice in fiscal year 1999. Many of the costs that criminal aliens impose on all state, county, and municipal jurisdictions are not represented in such figures. To cite just one California example, San Diego now spends $50 million a year to handle illegal criminal aliens.
The underworld network built up by millions of alien lawbreakers, who by and large have no fear of capture or of being held accountable, enabled the September 11 terrorists to operate undetected. Latino illegal aliens in Northern Virginia helpfully showed several of the terrorists the ropes on how to secure Virginia driver's licenses fraudulently.
The advancement of "political correctness" and multiculturalism has caused politicians to be less willing to challenge limitations on their authority over resources. Local and state politicians in heavy immigrant-receiving areas have instead expanded immigrant eligibility for public benefits, welfare, assistance programs, health care programs for those without private insurance, and driver's and other licenses. Some states and localities have begun to accept the Mexican matricula consular ID card, though it has been determined to pose a great risk to U.S. national security. Even before the recently reported crossing of 25 Chechens into Arizona, authorities knew that the illegal aliens pose a national security problem.
Dealing with current levels and quality of legal immigration is an immense problem by itself. But it is clear that until alien criminality of every kind is punished, swiftly and surely, Americans who must live with the consequences will continue to suffer higher taxes, lower quality of life, higher threat and fear levels, and less actual safety.

The two-bedroom stucco house at 3304 Drew St. in Glassell Park was once the center of one of the most menacing drug marketplaces in Los Angeles.

From the house, Maria "Chata" Leon, an illegal immigrant, her family and associates controlled drug and gang activity on the street for years, police said.

During at least two raids at the house, according to court documents, officers found guns and drugs as well as surveillance cameras, laser trip wires and a shrine to Jesus Malverde, a Mexican folk hero whom drug traffickers have made their patron saint.

LOS ANGELES, California (AP) -- In a murderous quest aimed at "cleansing" their turf of snitches and rival gangsters, members of one of Los Angeles County's most vicious Latino gangs sometimes killed people just because of their race, an investigation found.
Florence 13 gang members are questioned by Los Angeles Sheriff's detective Adam Torres.

There were even instances in which Florencia 13 leaders ordered killings of black gangsters and then, when the intended victim couldn't be located, said "Well, shoot any black you see," Los Angeles County Sheriff Lee Baca said.
"In certain cases some murders were just purely motivated on killing a black person," Baca said.

COMPTON GANG MURDERS
Gang-related homicides are up more than 30% this year in areas under the jurisdiction of the Los Angeles County Sheriff's Department, but the department's countywide gang enforcement team is substantially smaller than it was three years ago and remains chronically understaffed. For many years the department dealt with significantly less gang crime than police in the city of Los Angeles. No more. At least half of the homicides in sheriff's territories are now gang killings, about the same level as in the city. Statewide, gang violence accounts for about 16% of all homicides.
