TULTITLN, Mexico — Arizona's new law forcing local police to take a greater role in enforcing immigration law has caused a lot of criticism from Mexico, the largest single source of illegal immigrants in the United States.
But in Mexico, illegal immigrants receive terrible treatment from corrupt Mexican authorities, say people involved in the system.
And Mexico has a law that is no different from Arizona's that empowers local police to check the immigration documents of people suspected of not being in the country legally.
"There (in the United States), they'll deport you," Hector Vázquez, an illegal immigrant from Honduras, said as he rested in a makeshift camp with other migrants under a highway bridge in Tultitlán. "In Mexico they'll probably let you go, but they'll beat you up and steal everything you've got first."
Mexican authorities have harshly criticized Arizona's SB1070, a law that requires local police to check the status of persons suspected of being illegal immigrants. The law provides that a check be done in connection with another law enforcement event, such as a traffic stop, and also permits Arizona citizens to file lawsuits against local authorities for not fully enforcing immigration laws.

Mexico's Foreign Ministry said the law "violates inalienable human rights" and Democrats in Congress applauded Mexican President Felipe Calderón's criticisms of the law in a speech he gave on Capitol Hill last week.
Yet Mexico's Arizona-style law requires local police to check IDs. And Mexican police freely engage in racial profiling and routinely harass Central American migrants, say immigration activists.
"The Mexican government should probably clean up its own house before looking at someone else's," said Melissa Vertíz, spokeswoman for the Fray Matías de Córdova Human Rights Center in Tapachula, Mexico.
In one six-month period from September 2008 through February 2009, at least 9,758 migrants were kidnapped and held for ransom in Mexico — 91 of them with the direct participation of Mexican police, a report by the National Human Rights Commission said. Other migrants are routinely stopped and shaken down for bribes, it said.
A separate survey conducted during one month in 2008 at 10 migrant shelters showed Mexican authorities were behind migrant attacks in 35 of 240 cases, or 15%.
Most migrants in Mexico are Central Americans who are simply passing through on their way to the United States, human rights groups say. Others are Guatemalans who live and work along Mexico's southern border, mainly as farm workers, as maids, or in bars and restaurants.
The Central American migrants headed to the United States travel mainly on freight trains, stopping to rest and beg for food at rail crossings like the one in Tultitlán, an industrial suburb of Mexico City.
On a recent afternoon, Victor Manuel Beltrán Rodríguez of Managua, Nicaragua, trudged between the cars at a stop light, his hand outstretched.
"Can you give me a peso? I'm from Nicaragua," he said. Every 10 cars or so, a motorist would roll down the window and hand him a few coins. In a half-hour he had collected 10 pesos, about 80 U.S. cents, enough for a taco.
Beltrán Rodríguez had arrived in Mexico with 950 pesos, about $76, enough to last him to the U.S. border. But near Tierra Blanca, Veracruz, he says municipal police had detained him, driven him to a deserted road and taken his money. He had been surviving since then by begging.
Abuses by Mexican authorities have persisted even as Mexico has relaxed its rules against illegal immigrants in recent years, according to the National Human Rights Commission.
In 2008, Mexico softened the punishment for illegal immigrants, from a maximum 10 years in prison to a maximum fine of $461. Most detainees are taken to detention centers and put on buses for home.
Mexican law calls for six to 12 years of prison and up to $46,000 in fines for anyone who shelters or transports illegal immigrants. The Supreme Court ruled in 2008 that the law applies only to people who do it for money.
For years, the Mexican government has allowed charity groups to openly operate migrant shelters, where travelers can rest for a few days on their journey north. The government also has a special unit of immigration agents, known as Grupo Beta, who patrol the countryside in orange pickups, helping immigrants who are in trouble.
At the same time, Article 67 of Mexico's immigration law requires that all authorities "whether federal, local or municipal" demand to see visas if approached by a foreigner and to hand over migrants to immigration authorities.
"In effect, this means that migrants who suffer crimes, including kidnapping, prefer not to report them to avoid … being detained by immigration authorities and returned to their country," the National Human Rights Commission said in a report last year.
As a result, the clause has strengthened gangs who abuse migrants, rights activists say.
"That Article 67 is an obstacle that urgently has to be removed," said Alberto Herrera, executive director of Amnesty International Mexico. "It has worsened this vicious cycle of abuse and impunity, and the same thing could happen (in Arizona)."
A bill passed by the Mexican Senate on Oct. 6 would eliminate the ID requirement in Article 67 and replace it with language saying "No attention in matters of human rights or the provision of justice shall be denied or restricted on any level (of government) to foreigners who require it, regardless of their migration status."
The Mexican House of Representatives approved a similar measure on March 16, but added a clause requiring the government to set aside funds to take care of foreigners during times of disaster. The revised bill has been stuck in the Senate's Population and Development Committee since then.
To discourage migrants from speaking out about abuse, Mexican authorities often tell detainees they will have to stay longer in detention centers if they file a complaint, Vertíz said.
A March 2007 order allows Mexican immigration agents to give "humanitarian visas" to migrants who have suffered crimes in Mexico. But the amnesty is not automatic, and most migrants don't know to ask for it, the commission said.

Arizona’s illegal immigrant population is costing the state’s taxpayers even more than once thought -- a whopping $2.7 billion in 2009, according to researchers at the public interest group that helped write the state's new immigration law.

Researchers at FAIR – The Federation for American Immigration Reform -- released data exclusively to FoxNews.com that show a steady cost climb in multiple areas, including incarceration, education and health, in the last five years.

FAIR’s cost estimates – compiled for a comprehensive national immigration report it plans to release next month – include several new cost areas, including welfare and the justice system, that weren’t in previous reports.

FAIR admits that the cost to implement the new law in some of those categories, such as incarceration, will add to the economic strain on the state. But overall, it says, the loss of immigrants either from the deterrent effect of the law, voluntary exodus or from mass deportations, will help the state financially.

Also, the savings to the state will far overwhelm any fallout from boycotts (estimated at between $7 million and $52 million) being threatened in the wake of the law's passage, according to FAIR spokesman Bob Dane.

FAIR's new breakdown shows that illegal immigrants take $1.6 billion from Arizona's education system, $694.8 million from health care services, $339.7 million in law enforcement and court costs, $85.5 million in welfare costs and $155.4 million in other general costs.

The organization concedes that enforcing Arizona SB1070, the new law that allows local police to ask for immigration documents and arrest those who don’t have them, will increase the state’s incarceration costs, police training budgets and prosecution expenses -- but it says those numbers can’t yet be estimated with certainty. Also, it says, some of those costs will be offset by revenues from fines levied against businesses charged with knowingly hiring illegal immigrants, as well as from immigrants themselves who might be charged with minor crimes and fined before being deported.

But the Immigration Policy Center, a major opponent of the new law, says FAIR's data do not accurately portray SB1070's potential outcome. “They count the costs and don’t look at the benefits. We tend to look at the benefits more closely,” said Council spokeswoman Wendy Sefsaf.

“It is like having a roommate and counting how much they cost in toilet paper and incidentals without looking at the benefits of having help with the rent,” she said.

“Overall, every comprehensive study has shown that immigrants are a net benefit to states. If you add their children, they are a very great benefit.”

The Center’s cost crunching found that "if all unauthorized immigrants were removed from Arizona, the state would lose $26.4 billion in economic activity, $11.7 billion in gross state product and approximately 140,324 jobs,” -- a disaster for the Grand Canyon State.

But FAIR’s numbers tell a far different story.

(Because of the polarizing nature of the debate and the lack of solid figures on everything from the number of illegal immigrants in the state to how to accurately figure their share of the costs, there are no numbers either side agrees on or has not challenged.)

Jack Martin, the chief researcher on the report, says his data, in fact, do include benefits like the estimated $142.8 million in taxes paid by an estimated 500,000 illegal immigrants, and he says the Council’s numbers are unrealistic.

“They assume every illegal alien will leave right away," Martin said. "That is not going to happen.”

He said FAIR'S new estimates far exceed the report he wrote in 2004, which helped gain support for the passage of the Arizona law. In 2004, he said, he estimated that illegal immigrants cost the state $1.3 billion -- less than half the new estimate.

He said the new numbers put a reliable cost estimate on the economic impact of illegal immigration -- not just in Arizona, because the debate there largely ended with the passage of the immigration law, but nationally, as the debate spreads across the country.

”The numbers just keep growing,” Dane said.

Both Dane and Martin said that among FAIR’s most important findings was an estimate that tax revenues to the state will actually increase if illegal immigrants leave.

“We discovered after looking at places where big raids were made that salaries went up after the raids because employers now had to pay competitive wages to Americans.” Martin said. “And that will mean more money for the state.”

Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

Medical clinics that serve the poor in Florida are being overwhelmed by illegal immigrants and other uninsured women needing prenatal services, creating a looming crisis that already has forced at least one health department to close its doors to pregnant patients. Two groups that serve the poor in Orange County say they are booked to capacity for prenatal services, with women waiting up to five weeks to get an initial appointment at the busiest locations. That's the good news. Mark S. Williams worries that local women may not get care in the future because providers do not have the staff, money or ability to meet the rising need. In Orange County, the number of women seeking prenatal services from these groups has climbed 65 percent since 2002. "We are at our limit; we have to begin to look at how we can just maintain what we have or reduce the number of patients that we see for prenatal care," said Williams, chief executive officer of Community Health Centers Inc. "If the growth in the region continues -- and we have no reason to believe that it won't -- there will be patients who just aren't going to be seen." Counties throughout Central Florida are reporting an increasing demand for prenatal services, but Orange stands out for its sheer volume. Its main providers for poor women are the Orange County Health Department and Community Health Centers, a nonprofit organization that offers a variety of health services. Combined, the agencies treated more than 6,300 pregnant women in 2006, up from about 3,800 in 2002. But doctors say the number of individual women doesn't tell the whole story. Each patient needs ongoing care during her pregnancy, accounting for a combined 36,292 prenatal visits to both agencies in 2006, an 84 percent increase from 19,718 in 2002. The Orange County Health Department, which has a higher patient load, has opened two additional sites for obstetrics care in recent months and is trying to recruit more nurse practitioners. "Almost as soon as we open [a new location], we're fully booked with appointments," said Patricia Nolen, the department's program director for women's health. Yet the problem is not simply the rising numbers -- it's that more patients are uninsured. Many are illegal immigrants, who do not qualify for government coverage for the poor through Medicaid. But there's also a growing number of uninsured U.S. citizens who earn slightly too much to qualify for Medicaid but too little to buy private insurance. As a result, providers are treating more women but getting paid for a smaller proportion of their clients. For example, about 80 percent of the prenatal patients at the Orange County Health Department were covered by Medicaid in the past, leaving about 20 percent who were uninsured. Today, the breakdown is closer to 50-50, said Dr. Kevin Sherin, Health Department director. Statewide, an estimated 650,000 women of childbearing age have no coverage. "There's a significant number of moms who cannot access health insurance for a variety of reasons," Sherin said. This creates crushing budget demands for centers that serve these women. Demand keeps growing Danielle Phillips, 21, is among the thousands of prenatal patients at the Orange County Health Department. She works in a clothing store and didn't have medical insurance when she became pregnant. Phillips now is covered by Medicaid and grateful for the care she receives at a clinic near her home. "I really like it there," she said. "I was surprised at how well they take care of you." It's expensive to provide the services. This fiscal year, the Orange County Health Department expects to bring in about $3 million from a variety of funding sources to cover women's-health expenditures. However, the total cost of the services is expected to run about $3.4 million, creating a $400,000 shortfall. Officials say illegal immigrants are contributing to the crisis because of their growing numbers and lack of insurance because of restrictions on the use of Medicaid for non-U.S. citizens. The Pew Hispanic Center estimates there are about 850,000 illegal immigrants in Florida and about 12 million nationwide. In Florida, these women can get short-term Medicaid coverage for prenatal care while their paperwork is processed, but they quickly drop off the rolls when they do not have valid Social Security numbers and required documentation. As a result, the bulk of their pregnancy care is uncovered. One way to gauge the growing burden in Florida is through the state's "emergency Medicaid deliveries" that cover births by non-U.S. citizens. Many of these emergency patients are undocumented, and state statistics show a fourfold increase in their numbers since 1996. That year, Medicaid paid for 4,556 emergency deliveries at a cost of more than $10 million in state and federal funds. By 2006, the number surged to 20,099 deliveries costing more than $85 million. Turning away patients Illegal immigrants are just part of the prenatal-care picture. The overall population boom in Florida has been straining the system for years, said Ann Davis, immediate past president of the Florida Association of Healthy Start Coalitions. The coalitions are private, nonprofit groups that help poor, pregnant women and their babies throughout the state. Davis said Healthy Start's budget was flat for years, and even with an increase last year, there aren't enough funds. "For years, we did not have any increases, and yet, the fastest-growing segment of our population are young women of child-bearing age," Davis said. "This is not rocket science. There's not going to be enough" money to serve everyone. Many counties are sounding the alarm about the problems they see down the road. In Okaloosa County, the crisis already forced the Health Department to stop offering prenatal care in July. The small county went from an average of 30 to 40 prenatal cases each month to more than 130 a month in recent years. Dr. Karen Chapman, the department director, said her local Healthy Start coalition was providing about $167,000 annually to help pay for prenatal services, but the actual cost was almost four times that much. After covering the shortfall for years, the department couldn't do it anymore. Chapman said poor women now must travel to clinics in other counties or see private doctors willing to put them on payment plans. In the end, she said, some women surely are falling through the cracks. "It was a very painful and difficult and traumatic decision for us," Chapman said, "but even as a government agency, we still have to make payroll and pay our bills. It's just a real tragic situation." A look at solutions In Orange County, advocates for the poor are pushing for a number of changes: The state could increase the income limits for Medicaid eligibility, as other states have done, so more poor women would qualify for coverage, said Linda Sutherland, executive director of the Orange County Healthy Start Coalition. Florida could fund prenatal care for illegal immigrants. Williams said this would be a cost-saver in the long run because women with inadequate prenatal care are more likely to have low-birthweight babies, who often require expensive hospitalizations. Taxpayers end up footing the bill for their care one way or another, he said. "The immigrant issue is a tough one that people aren't going to agree on," Williams said. "I think there are moral issues here, and there's a right thing to do, but you don't even have to feel that way to see that there are also economic issues." Private doctors could bring much-needed manpower to the system. In Brevard County, the Health Department has recruited local obstetricians to work for hourly wages in its clinics. "They do have a limited budget, so they have to figure out how to provide services, and if they spend money in one direction," then less remains for other needs.

Emergency Room Treatment for Illegal Aliens in Las Vegas Costs Taxpayers $2 Million per Month

A report by the Las Vegas Review-Journal found that illegal aliens receiving dialysis treatment were costing the hospital more than $2 million per month. Nevada taxpayers are forced to pay for a situation that the report says "continues to worsen."

Officials say the lack of enforcing immigration laws is making a bad situation worse as the University Medical Center in Las Vegas looks to face a $70 million budgetary shortfall in 2010. They say attempts to encourage illegal aliens to receive the treatment in their home countries hasn't worked.

"The cost to our taxpayers is astronomical," said Lawrence Weekly, a Clark County commissioner and chairman of the UMC board of hospital trustees. "Many people are justifiably outraged. If this kind of thing goes on, we might have to close our doors. But we're governed by federal law on this issue so some way the federal government has to help us out. We just can't stand by and let people die in the streets. We wouldn't want that on our conscience."

The article says that a spokesman for Senate Majority Leader Harry Reid said over the summer that Reid would push for increased funding for hospitals that helped illegal aliens, but the funding hasn't materialized.

Amid this Presidential campaign, perhaps the most critical in our nation’s history, issues are flying like falling leaves in an October wind, piling up against each other so as to make them almost indistinguishable, one from another. The issues that often make the most ink are likely to be the least important. As a veteran observer, it strikes me that never has our government been so out of the control of the electorate with our country seemingly spiraling into anarchy. Our democracy is in crisis and no one seems to be looking at root causes.
It must seem that way to the ACLU too, since it paid for a full page ad in the August 7, 2004 The Economist which offered the following headline: “How can we fight to uphold the Rule of Law if we break the rules ourselves?”
Daily some 2000 illegal immigrants are apprehended in a 260 mile stretch of the Arizona border near Tucson. Between 1970 and 2000 over 50 million immigrants, most with little education or assets have come here, most of them illegally. While polls show the immigration reform issue is important to over 80% of Americans, neither major party has promised satisfactory consideration.

Take, for example, an illegal alien with a wife and five children. He takes a job for $5.00 or 6.00/hour. At that wage, with six dependents, he pays no income tax, yet at the end of the year, if he files an Income Tax Return, he gets an "earned income credit" of up to $3,200 free.

He gets $518.00 each month for each child born in the USA until that child reaches 18....

He qualifies for Section 8 housing and subsidized rent.

He qualifies for food stamps.

He qualifies for free (no deductible, no co-pay) health care.

His children get free breakfasts and lunches at school...often the mother brings other children not in the school along for the free breakfast...

He requires bilingual teachers and books.

He gets free bus transportation to and from school....we have to pay upwards of $300.00 per year for our children to ride the bus...

He qualifies for relief from high energy bills.

If they are, or become, aged, blind or disabled , they qualify for SSI. If qualified for SSI they can qualify for Medicaid. All of this is at the expense of the American taxpayer.

In this palm-lined seaside neighborhood, Michel Malecot is known for dishing out the tasty baguettes, pastries and wedding cakes that have made his French Gourmet restaurant a fixture for 31 years.
But when federal authorities raided his eatery, they discovered that his recipe for success included a staff of illegal immigrant workers from Mexico — pastry chefs, bakers and cake decorators, some of whom had worked the ovens for 15 years.
The chef, popular in San Diego catering and philanthropic circles, was indicted last month on 12 felony counts of knowingly hiring illegal immigrants.
The indictment reflects a new approach by federal authorities as they crack down on the hiring of illegal immigrants in the United States. After years of conducting sweeps of undocumented laborers, the federal government is now focusing more on the employers who knowingly hire them.
Malecot, 52, has pleaded not guilty. If convicted, he could face a maximum of five years in prison per count and a $250,000 fine per count. The government is also seeking to seize the restaurant, which includes the bakery and a catering business as well as a neighboring building owned by Malecot, saying the property should be forfeited because it was used in a crime.
The indictment charges that Malecot and his manager, Richard Kauffman, 51, knowingly hired illegal immigrants for several years, even after being notified that the workers' Social Security numbers were false.
A gregarious man who built his business after emigrating from France, Malecot said that he's a "stickler on paperwork" and that the undocumented workers represented a tiny fraction of the hundreds he has employed over the years. "We're just regular guys trying to make a living," he said in an interview at his restaurant, which has remained open since the raid.
His lawyer criticizes the government's effort to seize the restaurant. "The forfeiture laws are made for crack and methamphetamine [cases], not crème brûlée," said attorney Eugene Iredale.
But the government's strategy seems to have accomplished one of its goals — using a high-profile case to warn other businesses that they, too, could be hit. In San Diego, the French Gourmet case has generated extensive media coverage.
"Even a small amount of concerted, uniform enforcement can get a lot of attention — and it has," said John Morton, chief of Immigration and Customs Enforcement. "Individual cases get a lot of attention. And we are doing this across the country in every state in the nation, calmly, methodically and with purpose."
The strategy contrasts sharply with that of the Bush administration, which conducted highly publicized work-site raids — with armed immigration agents — that led to the arrest and deportation of thousands of illegal workers but few criminal prosecutions of employers.
Obama called those raids ineffective and criticized them for dividing families and not holding employers accountable for creating a magnet for illegal crossers.
Experts said it's too early to gauge whether the strategy, which began last year, will truly deter the hiring of illegal immigrants. But many businesses appear to be doing more avoid being targeted. About 1,400 new businesses each week join E-Verify, a voluntary electronic program that checks whether new hires are authorized to work in the U.S. Nearly 17,000 employers in California and 204,000 nationwide are enrolled.
Federal officials are turning to some other familiar tactics, most notably the use of use of audits to check for illegal workers. Since July, the government has notified more than 1,600 companies nationwide of plans to audit their records. Hundreds of inspections are ongoing.
In fiscal year 2010, which ends in September, the agency fined 109 companies a total of about $3 million, up from $675,00 in fines against 18 companies in fiscal year 2008. And so far this fiscal year, 65 employers have been arrested, compared to 135 in all of 2008.
Immigration attorney Josie Gonzalez said her clients take note when other employers get arrested. "It is pretty scary," she said. "No. 1, someone could go to jail, and No. 2 … you are looking at your life earnings going down the drain and all your property and goods being seized by the government."
In January, authorities charged the owner of an Ohio-based Mexican restaurant chain with hiring dozens of illegal immigrants and paying them in cash to avoid paying the required taxes. The next month, agents arrested a owner of a Chinese restaurant in Hanover, Md., for allegedly employing illegal immigrants and housing them at a place she owned.
The case against French Gourmet seemed designed to make a lasting impression. On the morning of the initial raid in May 2008, teams of federal agents descended on tranquil Turquoise Street, blocking streets and alleys before raiding the bakery and whisking away 18 handcuffed immigrants.
The concentrated law enforcement presence was a sight to behold in the neighborhood dotted with surfer bars, yoga studios and clothing boutiques. "That was a day to remember.... You would have thought they caught Bin Laden," said one local businessman, who declined to be identified because he didn't want to draw attention to his business.
The chef's case has become somewhat of a cause celebre for some residents and customers in the affluent neighborhood between La Jolla and Pacific Beach. Customers have been pouring into his restaurant, and many have sent letters of support. Malecot is well known for donating food to charities, including law enforcement, military and medical aid groups.
John Reece, 75, sitting in the Veterans of Foreign Wars banquet hall down the street, said stricter enforcement of immigration laws is necessary and somebody has to be the example. But Reece said the government shouldn't seize the eatery, especially given the number of empty storefronts and struggling businesses in the area.
"Taking his business would do more damage than good," he said.
Besides, Malecot's skills would be missed, said Claudia Woodward, 58, a culinary student. "He's got good food," she said.
If the goal was to send a message, it worked, said some businessmen. The nearby owner who complained of heavy-handed tactics said he worries about coming under scrutiny for inadvertently hiring an illegal immigrant who uses false documents. "You don't want to open your door and be surrounded by ICE agents," he said.

Having spent three weeks in a hospital in Naples, Florida with my wife I couldn’t help noticing what was going on in the hospital and I had a lot of time to talk to the doctors and nurses about what I had observed. Below is a commentary from an ER Doctor. Do you think this might be a big reason our health care system and our social security system are so screwed up? Do you think this might be a big reason our taxes keep going up? Who do you think these people are going to vote for?

I used to say, We are the dumbest nation on earth. Now I must say and sadly admit: WE are the dumbest people on earth (that includes ME) for we elected the idiot idealogues who have passed the bills that allow this. Sorry, but we need a revolution. Mexico Promotes Free U.S. Healthcare For Illegal Immigrants

Time to wake up people! With unemployment at 12% and the state going broke, our tax dollars are going to pay for healthcare for hundreds of thousands of illegal aliens. To the tune of over a billion dollars a year!

Mexico's government operates programs in about a dozen American cities that refers its nationals--living in the U.S. illegally--to publicly funded health centers where they can get free medical care without being turned over to immigration authorities.

The program is called Ventanillas de Salud (Health Windows) in Spanish and its mission is to help illegal immigrants find U.S. hospitals, clinics and other government programs where they can get free services without being deported for violating federal immigration laws.

Chicago, Houston, Los Angeles, San Diego and Indiana are among the cities where Mexican consulates operate the health referral system which annually costs U.S. taxpayers billions of dollars. In Los Angeles County alone, illegal immigrants cost taxpayers nearly $440 million in health services annually and a whopping $1.1 billion statewide.

The Mexican consul in Los Angeles proudly announced that nearly 300,000 Mexicans in the area have benefited from his government's health referral program, which he says actually saves the county money by encouraging immigrants to seek preventive care rather than waiting for more expensive emergency treatment.

The Southern California operation promises to assess "consulate clients" for eligibility to government-funded health insurance and other primary care services and offers free legal assistance to those who are denied coverage. Its goal is to improve access to health services for immigrants of Mexican origin by formalizing a health education, medical home referral and insurance enrollment program.

In Chicago, the Mexican consul's Spanish-language web site heavily promotes the Illinois Department of Health's low-cost prescription medicine program for illegal aliens and various free medical services throughout the state. It encourages all Mexicans in the area to pursue the valuable U.S. government-financed services for their entire family.

The Indiana-based program boasts that it serves thousands of "Mexican nationals" living in that state as well as Ohio, Kentucky and southern Illinois. Mexican officials claim that its highly successful pro-health program sends out a clear message to other Mexican consulates throughout the country and the world.

Although these programs facilitate people to remain in the country illegally, Mexico is working hard to expand them to all 47 U.S. consulates to better serve its nationals. In the meantime, U.S. taxpayers will keep picking up the exorbitant tab of medically treating the millions who live in the country illegally.

The open-borders lobby is wailing about Pres. Obama's health care compromise, and that seems like it should be good news on the immigration front.

They say the President is leaving all illegal aliens out of the plan. And they are calling on their activists to phone the White House to demand that illegal aliens be included.

Pres. Obama's printed outline of changes doesn't mention immigration status at all. That certainly alarmed us at first.

You may recall that the President promised last summer that illegal aliens will not be included in any part of a new national health care plan. The Senate followed that for the most part in the bill it passed (as opposed to the House bill which is wide open for illegal-alien use).

Our NumbersUSA experts on the Hill have told me that they believe the Senate bill remains operative except in the cases of changes outlined by Obama this week. That should mean that illegal aliens are excluded.

That seems to be the same conclusion over at the National Council of La Raza:

La Raza's action alert vilifies Obama's plan for requiring verification of a person's eligibility to have access to the government health coverage.

Mexico is a POOR country because it's ruling class decided LONG AGO not to have a middle class based society. By having a miniscule ultra rich ruling class and a vast majority peasant /slave working class, the ones ruling figured that "this" would be good for them. The United States has always been the relief valve for the frustated, poverty stricken citizens of Mexico wwhom could not withstand the conditions any longer.

The Mexican ruling class's cavalier attitude has been ENABLED by the charitible attitude and the GREED of the United States citizens and corporations whom could "get a deal" on labor costs on every type of hard labor work imaginable. Mexican officials have ALWAYS encouraged it's citizens to cross the border illegally, then brig back the cash BACK where it could circulate into Mexico's banks and society.

This logic that basically has been considered by some that " Mexico's poor" often equated that everyone should feel sorry for the poor citizens. I do- but ONLY to the point of realizing that ANY bad situatrion can be CORRECTED by addresing the ROOT cause. If a person goes to the hospital with a broken arm, will a aspirin FIX the broken bone ? Will it ?

People have continually let the Mexiacn govt and it's ruling class OFF THE HOOK for their lack of concern for it's VERY OWN PEOPLE. Additionally , American politicains get they're pockets filled by corporations that believe that hiring illegals are " good for business" due to the COST SAVINGS realized. It's as though the realization that 6 Mexican families living in a 2 bedroom residense is " OKAY" because:
1) They're "used" to living that way
2) It's better that what Mexico has to ffer tham
3)They're at least making a living

Wow, we haven't came a very long way from the middle ages. How about ALL OF US constantly writing our reps, DEMANDING due pressure be put on Mexico to CHANGE it's logic.

Mexico could learn a few things from Canada. Canadian citizens very often cross into the US without problems because their government UNDERSTANDS that people need to have living wages to be a fruitful society- PAY decent wages, and your society will appreciate it- they WONT run away, Your POLICE force will be less corrupt as well.

I RESPECT the Mexican citizens for their hard work ethic, they deserve much better than citizenship- They deserve THEIR OWN country to be proud of. Just imagine how many times we ALL could cross each other's border without the PROBLEMS or worry we now have.

I'm sorry but Mexicans deserve BETTER than American citizenship, as Americans deserve better than a FLOOD of poverty stricken mouths to feed. People's ideas of just giving citizenship away doesnt FIX the ROOT CAUSE.

Let's FOCUS on the root cause instead of providing aspirins to broken limbs. Here's what needs to occur:

1) The US Government need to put Mexico ON NOTICE that they have caused this problem
2) Mexican citizens NEED to protest, let their concerns be heard to the ruling class that has always allowed this behavior to OCCUR.
3) Mexico needs to ADDRESS all their root cause issue not deny them.. Admit their part in all this. Educate their citizens, provide better infrastucture and JOBS to IMPROVE their quality of life.

At this week's summit, failed reforms under Fox should be the issue, not US actions.

At the parleys this week with his US and Canadian counterparts in Cancún, Mexican President Vicente Fox will press for more opportunities for his countrymen north of the Rio Grande. Specifically, he will argue for additional visas for Mexicans to enter the United States and Canada, the expansion of guest-worker schemes, and the "regularization" of illegal immigrants who reside throughout the continent. In a recent interview with CNN, the Mexican chief executive excoriated as "undemocratic" the extension of a wall on the US-Mexico border and called for the "orderly, safe, and legal" northbound flow of Mexicans, many of whom come from his home state of Guanajuato. Mexican legislators share Mr. Fox's goals. Silvia Hernández Enriquez, head of the Senate Committee on Foreign Relations for North America, recently emphasized that the solution to the "structural phenomenon" of unlawful migration lies not with "walls or militarization" but with "understanding, cooperation, and joint responsibility." Such rhetoric would be more convincing if Mexican officials were making a good faith effort to uplift the 50 percent of their 106 million people who live in poverty. To his credit, Fox's "Opportunities" initiative has improved slightly the plight of the poorest of the poor. Still, neither he nor Mexico's lawmakers have advanced measures that would spur sustained growth, improve the quality of the workforce, curb unemployment, and obviate the flight of Mexicans abroad. Indeed, Mexico's leaders have turned hypocrisy from an art form into an exact science as they shirk their obligations to fellow citizens, while decrying efforts by the US senators and representatives to crack down on illegal immigration at the border and the workplace. What are some examples of this failure of responsibility? • When oil revenues are excluded, Mexico raises the equivalent of only 9 percent of its gross domestic product in taxes - a figure roughly equivalent to that of Haiti and far below the level of major Latin American nations. Not only is Mexico's collection rate ridiculously low, its fiscal regime is riddled with loopholes and exemptions, giving rise to widespread evasion. Congress has rebuffed efforts to reform the system. Insufficient revenues mean that Mexico spends relatively little on two key elements of social mobility: Education commands just 5.3 percent of its GDP and healthcare only 6.10 percent, according to the World Bank's last comparative study. • A venal, "come-back-tomorrow" bureaucracy explains the 58 days it takes to open a business in Mexico compared with three days in Canada, five days in the US, nine days in Jamaica, and 27 days in Chile. Mexico's private sector estimates that 34 percent of the firms in the country made "extra official" payments to functionaries and legislators in 2004. These bribes totaled $11.2 billion and equaled 12 percent of GDP. • Transparency International, a nongovernmental organization, placed Mexico in a tie with Ghana, Panama, Peru, and Turkey for 65th among 158 countries surveyed for corruption. • Economic competition is constrained by the presence of inefficient, overstaffed state oil and electricity monopolies, as well as a small number of private corporations - closely linked to government big shots - that control telecommunications, television, food processing, transportation, construction, and cement. Politicians who talk about, much less propose, trust-busting measures are as rare as a snowfall in the Sonoran Desert. Geography, self-interests, and humanitarian concerns require North America's neighbors to cooperate on myriad issues, not the least of which is immigration. However, Mexico's power brokers have failed to make the difficult decisions necessary to use their nation's bountiful wealth to benefit the masses. Washington and Ottawa have every right to insist that Mexico's pampered elite act responsibly, rather than expecting US and Canadian taxpayers to shoulder burdens Mexico should assume.

County Spends $600 Mil On Welfare For Illegal Immigrants

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.

The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

The $90 million California is expected to receive from the federal government this year for jailing illegal immigrants convicted of crimes is far short of the state's roughly $1 billion annual cost, officials said.

"The federal government has sole control over the nation's borders. The states do not," said H.D. Palmer, a spokesman for the state's finance department. "The incarceration costs associated are borne disproportionally by states like California."

Los Angeles County officials have not projected how much in reimbursement funds they could receive this year.

But in 2009, the county received $15.4 million in federal money, officials said. That is a fraction of the $100 million it spends on average to jail illegal immigrants.

"The federal government reimburses us literally pennies on the dollar what it costs us," Los Angeles County Sheriff's Lt. Mark McCorkle said

The state -- which houses 19,000 illegal immigrants in its prisons and jails -- receives the federal money through the State Criminal Alien Assistance Program, or SCAAP. Obama's proposed budget plan sets aside $330 million for the incarceration program, down from $400 million last year.

But with California struggling to balance its budget, Gov. Arnold Schwarzenegger is continuing to fight for additional funding, Palmer said.

Last year, Sheriff Lee Baca wrote a letter to the House Appropriations Committee urging an increase in funding for the program.

"Because SCAAP reimburses previously incurred undocumented criminal alien incarceration costs, every dollar of incarceration costs not reimbursed by SCAAP adds a dollar to state and local budget shortfalls that must be offset by reductions in other essential services," Baca wrote.

Although the county does not know exactly how many undocumented immigrants are in its jails, McCorkle said about 3,300 inmates identify themselves as foreign-born.

Officials from states greatly affected by illegal immigration long have argued that their taxpayers should not have to bear the burden for Washington's failure to control the border.

NEW YORK (CNN) -- Mexican President Felipe Calderon Sunday demanded the United States surrender its sovereignty, abandon the rule of law and accede to Mexico's inherent supremacy.
Lou Dobbs says Mexican President Felipe Calderon is showing "blatant hypocrisy" on immigration.

In his state of the union address to the Mexican nation, Calderon established his imperialistic imperatives: "I have said that Mexico does not stop at its border, that wherever there is a Mexican, there is Mexico. And, for this reason, the government action on behalf of our countrymen is guided by principles, for the defense and protection of their rights."
Calderon protested the U.S. government's increased raids on illegal employers of illegal alien employees and work site enforcement. In what is little more than a faint nod to the Bush administration's responsibility to enforce U.S. immigration law, the Department of Homeland Security had planned to send out notices to employers from the Social Security Administration informing them of non-matching records between an employee's name and Social Security number. These employers would then be forced to resolve any discrepancy within 90 days or be required to dismiss the employee or face up to $10,000 in fines for knowingly hiring illegal immigrants.
But then, ethnocentric advocacy groups and some labor unions, trying to bolster their membership, sued to stop the crackdown on hiring illegal alien workers. A federal judge in California last week issued a temporary restraining order blocking the plan, giving a victory to the AFL-CIO, the American Civil Liberties Union and the National Immigration Law Center, all of which brought the suit alleging DHS exceeded its authority in making the rule.
That U.S. District Court judge ruled as if she were an employee of the Mexican government, rather than the U.S. government. Homeland Security was simply enforcing existing immigration laws. Are we not a nation that follows the rule of law? If not, we're no country at all.
Calderon must have been delighted by the judge's decision. Calderon, like his predecessors, Carlos Salinas and Vicente Fox, has failed miserably to establish policies that would create jobs for the Mexican people and to eliminate shameful, unchecked corruption and incompetence in the Mexican government.
Even by Mexico's standards, Calderon's blatant hypocrisy is breathtaking. Calderon told the Washington Post more than a year ago that he believes laws are not a relative concept, nor subject to a personal concept of justice. Calderon declared a big difference between himself and his rival for the Mexican presidency, Manuel Lopez Obrador, was this: "I believe in the rule of law." Obviously he does not believe in the rule of U.S. law on U.S. soil.
Calderon can't have it both ways. He cannot fail his citizens at home and then act as the Great Imperialist Protector of his citizens who are driven by poverty and corruption to enter the United States illegally. The United States provides Mexico with an annual surplus of $65 billion in trade, an estimated $25 billion in remittances from Mexican citizens living and working here illegally, and at least another $25 billion generated by the illegal drug trade across our southern border.

But it is President Bush and this Congress who should be most embarrassed, because they are failing to assert rights for Americans in their own country, rights far short of those demanded by Calderon for his citizens living illegally in our nation.
