The Obama administration's pay czar said Friday that he did not try to recoup $1.6 billion in lavish compensation to top executives at bailed-out banks because he thought shaming the banks was punishment enough.

Kenneth Feinberg said 17 banks receiving taxpayer money from the $700 billion financial bailout made "ill-advised" payments to their executives. But he stopped short of calling them "contrary to the public interest" — language that would have signaled a fight to get the money back.

Feinberg couldn't force the banks to repay the money. But the law instructed him to negotiate with banks to return money if he determined that allowing them to keep it was not in the public interest.

He said such a fight could have exposed banks to lawsuits from shareholders trying to recapture the executives' money. Feinberg said his public shaming of the 17 banks was sufficient.

"I'm not suggesting we should blink, or turn the other cheek," Feinberg said in an interview with The Associated Press. "These 17 companies were singled out for obviously bad behavior. The question is, at what point are you piling on and going beyond what is warranted?"

By avoiding using the strongest language in his report, he could criticize the banks without endangering the weak economic recovery, Feinberg said.

"Certain aspects of the financial system still confront fragility," he said in an interview. "I'm not looking to compound that fragility beyond what I thought was necessary."

Among the companies he let go are two whose bailouts will cost taxpayers billions: American International Group Inc. and CIT Group Inc.

Rather than demanding they return the money, Feinberg invited the 17 banks to give their boards of directors more power to withhold pay during future crises. The request was voluntary.

Feinberg reviewed 419 companies that received bailout money before pay curbs were enacted by Congress in February 2009.

The review covered the period from October 2008 to February 2009. The starting point was when banks began receiving bailout money from the bailout, formally known as the Troubled Asset Relief Program. The ending point was when Congress enacted pay curbs on institutions receiving government support.

He determined that a total of $1.7 billion in payments were made during that period that would have violated the guidelines adopted later. And $1.6 billion of that amount was paid out by 17 of the country's largest financial institutions.

States' Rights: A federal judge hears arguments over whether a state law that mirrors federal law on immigration should take effect next week. Can a state protect its borders when the federal government won't?

U.S. District Judge Susan Bolton heard arguments Thursday on Arizona's SB1070. The law says Arizona police, during the enforcement of other laws, can inquire of an individual's immigration status if they have reason to believe that individual is here illegally.

The new law is scheduled to take effect on July 29, and the U.S. Justice Department is seeking to block its enforcement largely on the flimsy ground that Arizona is usurping federal powers. We have argued that the federal government is a creation of the states, not the other way around, and that a state is within its powers to take actions to protect its citizens from potential harm.

The government cannot seriously argue SB1070 amounts to racial profiling, since it mirrors federal law and specifically prohibits targeting individuals on the basis of their ethnicity.

They must first be suspected of some other infraction, and then the police are authorized to do what the federal government has specifically authorized various jurisdictions and trained their officers to do, namely enforce federal immigration law.

Critics of Arizona's enlisting local police to enforce federal immigration law fail to note the existence of the federal 287(g) program, which trains local police to do just that. The Department of Homeland Security has memoranda of agreements (MOAs) with some 70 state and local law enforcement agencies to participate in 287(g) partnerships to enforce federal law. Nine of these jurisdictions are in Arizona, and all of the agreements were inked while Homeland Security Secretary Janet Napolitano was Arizona governor.

Judge Bolton also heard arguments on whether the Arizona law should be put on hold for now and whether the federal lawsuit should be dismissed. Unfortunately, illegal immigration, a raging drug war in Mexico and an increasing presence by Hezbollah south of the border cannot be put on hold. As the case began, Mexican authorities fought raging gun battles in Nuevo Laredo, across the border from Laredo, Texas. Nuevo Laredo is among several northern cities under siege from a turf battle between the Gulf cartel and its former enforcers, the Zetas gang of hit men. Violence and kidnappings have spilled across our border. The case for border security and immigration enforcement have never been stronger.

A bid by Sen. Jim DeMint, R-S.C., to block the suit failed 55-43 with five Democrats voting with him and two Republicans siding with the Department of Justice. Sens. Mike Johanns of Nebraska and George Voinovich of Ohio voted against Arizona and in favor of open borders.

Rhode Island has a policy issued through an executive order identical to Arizona's law. Rhode Island has not been sued, probably because its policy was not enacted in an election cycle. Nine other states have joined in a legal brief supporting Arizona in federal court, and a number of states are considering similar laws.

Michigan Attorney General Mike Cox has declared the Wolverine State the lead state backing the Arizona law in court. It has filed a brief in federal court on behalf of Alabama, Florida, Nebraska, Pennsylvania, South Carolina, South Dakota, Texas and Virginia.

"Arizona, Michigan and every other state has the authority to enforce immigration laws, and it is appalling to see President Obama use taxpayer dollars to stop a state's efforts to protect its own borders," Cox said in a statement. We think so too.

The duty of this administration is to protect the borders of the United States and to enforce our laws, not to wage a legal war against Arizona for doing what the feds have failed to do.

"Why do they hate us?" It's a burning question on the minds of border-dwelling taxpayers, small-business owners, farmers, and Rocky Mountain oil and gas industry workers suffering under punitive Democrat policies. Eighteen months into the Barack Obama administration, the war on the American West is in full swing.
The first battlefront: immigration. On Wednesday, Senate Democrats rejected a GOP amendment banning the use of federal funds to participate in any litigation against the new Arizona immigration enforcement law.
"Our federal government should be doing its job to secure our borders rather than trying to bully and intimidate the people of Arizona," argued Republican amendment sponsor Sen. Jim DeMint of South Carolina. "We should not be suing and really hassling the people of Arizona for doing what we should be doing here, and that's protecting the citizenry."
All but five Senate Democrats (Indiana's Evan Bayh took a pass and didn't vote) sided with the anti-Arizona Obama administration -- and against not only a majority of Arizonans, but a majority of Americans who support the state's effort to restore order on the chaotic southern border and protect American workers facing double-digit unemployment.
Several House Democrats have actively lobbied to boycott Arizona and crush its economy -- most notably, southern Arizona's own Democrat Rep. Raul Grijalva, who urged civic, religious and political groups to take their convention dollars elsewhere.
"Do not do business with this state," Grijalva told open-borders zealots bent on punishing law-abiding citizens to "send a message."
For its part, the Obama Justice Department's Civil Rights Division has targeted Maricopa County, Ariz., Sheriff Joe Arpaio for more than a year over his strict enforcement policies against illegal alien criminals. The hell-bent Civil Rights Division is helmed by veteran illegal immigration advocate Thomas Perez, who has lobbied for driver's licenses, in-state tuition discounts and blanket amnesty for millions of border-jumpers, visa overstayers and deportation fugitives.
Arizona's neighbor to the north, Utah, is under fire by a different set of left-wing bureaucrats. When Interior Secretary Ken Salazar isn't busy destroying jobs through his radical offshore drilling moratorium, he's been blocking onshore development and wreaking havoc on the Beehive State's energy industry.
Last week, Salazar defended pulling 77 oil lease contracts granted in the final days of the George W. Bush administration. Salazar's inspector general concluded that there was no evidence of any rush to auction off the parcels -- as baselessly claimed by environmental groups and Salazar himself. In fact, the leases were granted only after seven full years of rigorous study and debate.
That makes two Salazar job-destroying bans based off bogus eco-claims. (Remember: Loathsome cowboy Salazar was behind the shameless doctoring of a scientific report to bolster the Obama administration's devastating offshore drilling ban.)
Uintah County, Utah, officials have sued the Interior Department over the rescinded leases, which have cost the state untold millions of dollars and countless jobs in a tough economy. Not to mention the court expenses, legal morass and regulatory uncertainty.
Other Western states are reeling as a result of the Democrats' eco-radicalism -- and the rest of America is paying a high price, too. Salazar was a leading opponent of oil shale development when he served in the U.S. Senate for Colorado.
There are an estimated 800 billion barrels of recoverable oil shale in Colorado, Utah and Wyoming alone -- enough to potentially free us from Saudi oil dependence. Yet as Obama's interior secretary, Salazar has wielded his power to halt plans to lease oil shale rights in the West. In addition, Obama's Bureau of Land Management is dragging its feet on more than $100 million in unissued oil and gas leases in Wyoming. These resources remain untapped thanks to militant greenies who pay lip service to energy independence while blocking all practical means of achieving it.
At a partisan rally on Monday to crusade for endless unemployment insurance benefits extensions, President Obama lectured Republicans to "stop holding workers hostage to politics." Speak for yourself, pal.

Immigration Skyrockets as Americans Lose Their Jobs

With 10% unemployment, one would think that the government would consider lowering the number of green cards issued to foreign workers until Americans were back on their feet. Amazingly, recently released data from the Department of Homeland Security shows that we have actually increased immigration. Far from reflecting supply and demand, our legal immigration numbers continue to climb no matter the state of the national economy.
The latest figures come from fiscal year 2009. The fiscal year began on October 1, 2008, which is when our economic collapse began and continued through September of 2009. Over five million Americans lost their jobs during that period.
America issued 1,130,818 permanent green cards, 808,478 of which were given to immigrants of working age. This is an increase over 2008 and 2007. Excluding the extra green cards given after the 1986 amnesty, this was the second highest number of green cards issued since 1914. From 2000 though 2009, we issued 10,299,430—the highest decade in American history.
In addition to the green cards, the government issued 881,840 temporary work visas and gave refugee or asylum status to 96,721 aliens. The total increase to the American workforce was 1.75 million foreign workers. According to the Census Bureau, 1 out of every 6 workers is foreign born.
What are the possible justifications for this policy? Are these immigrants taking jobs Americans won’t do? With the unemployment rate at nearly 10%, no one can say this with a straight face.
Does this create diversity? The pool of legal immigrants is rather un-diverse. Less than 10% of them come from Europe.
Does more legal immigration decrease illegal immigration? If that were the case, you would have expected the illegal immigration numbers to decline as legal immigration increased. In fact, they have both skyrocketed.
Instead of talking about reducing these numbers, politicians are calling for raising the level of legal immigration. Senators Chuck Schumer (D.-N.Y.), Robert Menendez (D.-N.J.), and Harry Reid (D.-Nev.) recently released an outline for their ideas for “comprehensive immigration reform.” They call for adding an additional 3.4 million family visas and 550,000 work visas.
In the house, Representatives Luis Gutierrez (D.-Ill.) and Solomon Ortiz (D.-Tex.) introduced the Comprehensive Immigration Reform for America's Security and Prosperity Act (H.R. 4321) which makes the same proposals for increasing family and work visas, but one ups them by adding a special new visa category of 100,000 permanent green cards a year to go specifically to Latin American countries.

There are two bills in Congress that will reduce legal immigration. Rep. Phil Gingrey’s (R.-Ga.) Nuclear Family Priority Act (H.R.878) will limit family-based immigration and reduce 111,800 green cards. Rep. Bob Goodlatte’s (R.-Va.) SAFE for America Act (H.R.2305) will eliminate the Visa Lottery category that grants 50,000 visas a year. Unfortunately, the Republican leadership is not backing these bills and they only have 30 and 57 co-sponsors, respectively.
These bills are a great start, but even if they passed we’d still issue nearly one million green cards a year. If we really want to put Americans back to work, we need a moratorium across nearly all categories of legal immigration. A moratorium will free up jobs for American citizens, reduce the stress on social services, and allow the immigrants already here to assimilate.
The only people who will lose out from a moratorium are the ethnic interests who want new constituents and the business lobbies who want cheap labor. Unfortunately, both political parties are more concerned with the well-being of these special interests than the well-being American citizens.

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.

The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

Anchor Babies Grab One Quarter of Welfare Dollars in LA Co

The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.

The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.

"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.

I love children and I'm all for compassion -- smart, teach-them-to-fish compassion. But when laws, the Constitution, and enforcement allow illegal aliens (the operative word here being "illegal") to insinuate themselves into our nation and bleed us of our precious financial resources, then laws, the Constitution and enforcement need to be changed.

I am so sick and tired of people using the sales tax defense for illegals. Sales tax in Sacramento is 8.75%. I make $600 a week in gross wages. I bring home $488 a week. Thats $448 a month in taxes which equals 18.6% in taxes I pay. Not to mention I also pay sales tax on everything I buy. Lets say an illegal brings home $2000 a month and all that money is used to buy taxable products (which in real life it is not), that equals $175 he pays in sales tax a month. WHile I pay $488 in payroll taxes a month PLUS the sales tax I pay. Me = $488, ILLEGAL=$175. Does this seem fair to you? On top of all this, I do not qualify for government funded anything and have NEVER been on government funded anything including unemployment. So not only do they get to keep more of their money, they get to spend more of mine in the form of government subsidies. And even if they use a stolen SSN, they are allowed by law to claim 9 exemptions, therefore have little to no payroll taxes taken out of their paycheck. What happened to things being equal? WHy is it that the people who work hard everyday are the ones being abused. Most of the time I feel like a donkey going to work everyday with a whip cracked at my back and some illegal shouting vamanos while a bunch of illegals and their children get their free food, medical, housing from my sweat and blood. Its not fair. Equality for all I say. Like Obama says everyone needs to pay their fair share.

The cost of depressed wages for Americans from the Mexican invasion and occupation is calculated to be 200 billion annually.

Mexico is listed by the Christian Science Monitor as one of the most corrupt nations in the world with more billionaires than even Saudi Arabia. To maintain the oligarchy’s control on their economy’s monopolies, they must dump their poor, pregnant and criminal classes over our border so we pick up their welfare and education costs. An example of Mexican economics is Carlos Slim. Slim controls Mexico’s phone monopoly. Mexicans pay the highest phone rates in the hemisphere. Carlos Slim has assets of over $70 billion.

While we are Mexico’s welfare system, the second biggest stream of money Mexico takes in is transfers from illegals working in the United States back to Mexico. This is another reason Bank of America and Wells Fargo violate Federal laws and illegally open bank accounts using fraudulent ID’s. The transfer fees are a huge cash cow for these La Raza donors. The government of Narco-Mex had set up nearly 50 Mexican consulates (compare to the UK which has 8) to hand out their phony consulate ID’s the banks are happy to pretend are legit.

I have an expression I present to my economics classes. It has a certain impact: the US is a third world nation, we just haven’t realized it yet. Our emerging status isn’t obvious. Products remain relatively cheap (energy excluded) despite the falling value of the dollar against most foreign currencies. But there are real signs.

Most Americans who are paying attention have noticed a long term decline in manufacturing jobs in the US. Quarter after quarter, year after year, the government reports job gains, but those gains are primarily in service industries: health care (we’re not talking doctors, here), restaurants and bars, retail trade and, until recently, construction. A close examination of the figures will usually reveal a decline in manufacturing jobs. This is not an accident.

The loss of American manufacturing jobs is largely the result of American firms moving their manufacturing off shore, to labor markets in which workers earn a tiny fraction of US wages. Once the globalization process began in earnest, it became impossible for many American firms to maintain US production even if the wished to. Keeping jobs here would render these firm uncompetitive as the rivals moved to take advantage of peasant wages in places like China , India and other developing nations.

Over the past 30 years, American manufacturing has moved offshore at an accelerating rate. Walk through any big box store (or any other for that matter) and look where things are made. Overwhelmingly, it’s China or other developing nations. The process is inexorable. With “Globalization” we have opened the world’s borders to free trade in goods and services. On the one hand, this has presented opportunities for US manufacturers to expand profits by shifting production to countries where wages are a tiny fraction of those in the United States. Goods made abroad can be sold at an attractive price in the US while still allowing producers to increase the difference between price and total cost, otherwise known a profit. Those companies with a sense of national pride and identity are, finally, forced to move some or all of their production offshore in order to survive.


Aside from the short term charm of finding bargains on the shopping rack, there are serious consequences here. Let’s look them. The first problem is the disappearance of the American “living wage”. The only reason Americans have managed to avoid confronting their declining real income per capita it by increasing the number of family members working. There was a time, in American mythology at least, when people accepted that one working family member could support 4 people at a reasonable standard of living. This was the vision of America Nixon and Krushchev debated, famously, at an exhibit of the postulated US living standards presented in the Soviet Union. This was the Ozzie and Harriet version of American life which was broadcast to the world and to the home audience as standard: the norm. It wasn’t, of course, but it was close enough to what middle America saw around them to be at least plausible. The incomes implicit in that early 1960’s view of American life may have improved until the early 1970’s (there was a war going on and war is always good for employment and incomes), but since that time statistics indicate that the real (inflation adjusted) incomes of American working people have actually declined.

Already, young people are finding no jobs, or a universe of job opportunities which pay poverty wages This is a problem that is not going away. It’s going to get worse.

A revealing example of this is the February 12th 2008 decision by General Motors to offer buyouts to all 74,000 union hourly workers. This followed closely a similar action by Ford. This would include severance packages for all employees, varying in terms depending on years of service. Relatively new employee’s would get a lump sum payment for leaving and forfeiting all health and post retirement benefits. The new workers, waiting in the wings, will earn on average $16 and hour as opposed to the current average $28 an hour. That rounds to a 43% reduction in income, and little is revealed about what benefits these new workers will receive, or whether or not the will have union representation—though I expect they will. Here is an example of a central, traditional area of American employment were workers are moving from an average of $58,240 pre tax per year to $33,280 pre tax. Obviously, these people have a surprising readjustment to make. They’re just the prominent tip of the iceberg. This is a problem that is not going away. It’s going to get worse. Several convergent forces are leading to US economic destabilization. One force driving this tragedy is free trade, also called globalization. One of the more profound spokesmen on this subject is Paul Craig Roberts an economist in the Reagan Administration who has written extensively on the topic and lends support to the argument that globalization is on the verge of ruining the US economy.


The loss of American manufacturing jobs is largely the result of American firms moving their manufacturing off shore, to labor markets in which workers earn a tiny fraction of US wages. Once the globalization process began in earnest, it became impossible for many American firms to maintain US production even if the wished to. Keeping jobs here would render these firm uncompetitive as the rivals moved to take advantage of peasant wages in places like China , India and other developing nations. Even signature American enterprises such as Boing are moving larger segments of their airliner manufacturing to other countries. The finished sub assemblies for the 777 Dreamliner, for example, are flown to Seattle for final assembly. Highly skilled professionals, such as radiologists (medical doctors specializing in interpreting X rays) are finding their work sent via high speed communications to much lower paid radiologists in places like India. The effect of allowing the unimpeded flow of capital and goods and services between nations is precisely the same as allowing the free movement of people across borders. In the end, we will experience a relative equalization of wages, world wide. Obviously, those in the current Third World will find wages improving. With billions of impoverished workers waiting in the “wings”, US workers will find their wage declines much more starting and profound than the increases granted to the struggling poor of the developing world.

The ultimate point, here, is the absolute unsustainability of the US’s position. We cannot expect our trading partners to hold dollars in unlimited quantities, and as we’ve no hope of being able to achieve a positive balance of trade, that’s exactly what we are effectively seeking. That nations are cautiously moving out of dollar holdings is revealed by the rather steady overall decline in the value of the dollar over the past three years. This will continue.

With the falling dollar, rising import prices and declining wages and salaries for American workers, the US is headed for a radically different lifestyle. Until US wages fall far enough to make us competitive with workers in developing nations, our decline will continue. Globalization let this evil genie out of it’s bottle, and it’s not clear that anything can force it back.

By Jerry Seper THE WASHINGTON TIMES Published April 10, 2006An Alabama employment agency that sent 70 laborers and construction workers to job sites in that state in the aftermath of Hurricane Katrina says the men were sent home after just two weeks on the job by employers who told them "the Mexicans had arrived" and were willing to work for less. Linda Swope, who operates Complete Employment Services Inc. in Mobile, Ala., told The Washington Times last week that the workers -- whom she described as U.S. citizens, residents of Alabama and predominantly black -- had been "urgently requested" by contractors hired to rebuild and clear devastated areas of the state, but were told to leave three job sites when the foreign workers showed up. "After Katrina, our company had 70 workers on the job the first day, but the companies decided they didn't need them anymore because the Mexicans had arrived," Mrs. Swope said. "I assure you it is not true that Americans don't want to work. "We had been told that 270 jobs might be available, and we could have filled every one of them with men from this area, most of whom lost their jobs because of the hurricane," she said. "When we told the guys they would not be needed, they actually cried ... and we cried with them. This is a shame." Mrs. Swope said employment agencies throughout Alabama, Louisiana and Mississippi faced similar problems, when thousands of men from Mexico and several Central and South American countries -- many in crowded buses and trucks -- came into the three states after Katrina, looking for employment and willing to work for less money. The number of foreign workers who flooded the area after the hurricane has been estimated at more than 30,000. Many of them have been identified by law-enforcement authorities and others as illegal aliens. The Gulf Coast Latin American Association noted in a report that whether those workers will remain after the cleanup work is completed is not clear, but the longer those jobs last, the more likely it is that the workers will settle permanently. After Hurricane Andrew hit southeastern Florida in 1992, the association said, the construction boom attracted large numbers of Hispanic immigrants to several areas, including Homestead, Fla., where the Latino population doubled during the 1990s. Many of the illegal aliens came into the Gulf Coast states not only from south of the border but also from California, Arizona and Texas, responding to the demand for workers. U.S. Border Patrol officials in the three states have reported an increase in the number of illegals apprehended. Some of the migrants who did get jobs in the Gulf states also were mistreated, records show. Two class-action lawsuits are pending in federal court in New Orleans in which thousands of migrant workers said they never were paid, although many worked 12-hour shifts, seven days a week and were required to remove toxic contamination from hurricane-ravaged buildings. Some of the named companies were working on contracts from the Federal Emergency Management Agency (FEMA) and other government agencies. Government estimates put at 400,000 the number of jobs lost in the Gulf region as a result of Katrina, which displaced more than 1.5 million people, and many of those workers left the area to seek employment elsewhere because available construction, laborer and cleanup jobs in Alabama, Louisiana and Mississippi had been filled by foreign workers, including illegal aliens. President Bush last week signed the Katrina Emergency Assistance Act of 2006, which extended for 13 weeks unemployment compensation benefits to more than 140,000 residents of the Gulf states who were displaced from their jobs by Katrina. Their benefits, funded by FEMA, had expired March 4. Would-be employers in Alabama, Louisiana and Mississippi, awash in cleanup and reconstruction jobs, faced little in the way of legal problems in hiring the illegal aliens after Katrina because the Department of Homeland Security temporarily suspended the sanctioning of employers who hired workers unable to document their citizenship. Mr. Bush also had suspended the Davis-Bacon Act, which requires local contractors to pay "prevailing" wages, in the areas hit by Katrina to encourage reconstruction and cleanup. "The men we sent to jobs in Alabama were local fellows looking for work, men who needed jobs," Mrs. Swope said.

Trying Times Ahead: The Prospect of 60 Million Californians

Recently, the California Department of Finance projected that there will be some 60 million people living in the state by 2050. At present there are 36 million. The numbers in themselves are frightening enough, but what I find terrifying is the bland assumption that a two-thirds increase in population is inevitable and that the main problem will be creating the infrastructure necessary to house, feed, educate, transport and govern all those people. To me, the main problem is how to keep them from showing up in the first place. Somehow the numbers in themselves don’t really suggest the sobering weight of this projection. To say that for every three Californians now there will be five in 2050 doesn’t capture the scale of change. If you said that for every three houses now there will be five in 2050, or for every three cars, ditto, you might be getting a little closer to the visceral feel of the thing. But when it comes to houses and cars, California is a land of loaves and fishes, always multiplying in the most unexpected ways. To live in the state is to live with unrelenting change, whether you like it or not, and it has been that way for decades. But this population increase will mean more than filling up San Bernardino, Riverside and Kern Counties and paving the entire midsection of the state and creating impromptu day-schools and conference centers in stopped traffic. We tend to talk about humans as if they were interchangeable — as if the Californian of 1957 were somehow equivalent to the Californian of 2007. But today’s Californian consumes far more, if you consider consumption in its broadest sense. Draw pictures of those two Californians to the scale of their consumption, and the present-day resident would dwarf his ancestor. There’s a chance that a mid-21st-century Californian will look back in horror at the enormous consumption footprint of someone living in the state right now. That sense of horror would be good news — a sign that the coming generations had taken to heart that the way we live now, even in its current dimensions, is unsustainable. The trouble, of course, is that a population projection like this one more or less takes it for granted that not much will have changed by 2050. La Ganga and Sara LinTimes Staff Writers July 10, 2007 Over the next half-century, California's population will explode by nearly 75%, and Riverside will surpass its bigger neighbors to become the second most populous county after Los Angeles, according to state Department of Finance projections released Monday. California will near the 60-million mark in 2050, the study found, raising questions about how the state will look and function and where all the people and their cars will go. Dueling visions pit the iconic California building block of ranch house, big yard and two-car garage against more dense, high-rise development. But whether sprawl or skyscrapers win the day, the Golden State will probably be a far different and more complex place than it is today, as people live longer and Latinos become the dominant ethnic group, eclipsing all others combined. Some critics forecast disaster if gridlock and environmental impacts are not averted. Others see a possible economic boon, particularly for retailers and service industries with an eye on the state as a burgeoning market. "It's opportunity with baggage," said Jack Kyser, chief economist for the Los Angeles County Economic Development Corp., in "a country masquerading as a state." Other demographers argue that the huge population increase the state predicts will occur only if officials complete major improvements to roads and other public infrastructure. Without that investment, they say, some Californians would flee the state. If the finance department's calculations hold, California's population will rise from 34.1 million in 2000 to 59.5 million at the mid-century point, about the same number of people as Italy has today. And its projected growth rate in those 50 years will outstrip the national rate — nearly 75% compared with less than 50% projected by the federal government. That could translate to increased political clout in Washington, D.C. Southern California's population is projected to grow at a rate of more than 60%, according to the new state figures, reaching 31.6 million by mid-century. That's an increase of 12.1 million over just seven counties. L.A. County alone will top 13 million by 2050, an increase of almost 3.5 million residents. And Riverside County — long among the fastest-growing in the state — will triple in population to 4.7 million by mid-century. Riverside County will add 3.1 million people, according to the new state figures, eclipsing Orange and San Diego to become the second most populous in the state. With less expensive housing than the coast, Riverside County has grown by more than 472,000 residents since 2000, according to state estimates. USC Professor Genevieve Giuliano, an expert on land use and transportation, would probably agree. Such massive growth, if it occurs, she said, will require huge investment in the state's highways, schools, and energy and sewer systems at a "very formidable cost." If those things aren't built, Giuliano questioned whether the projected population increases will occur. "Sooner or later, the region will not be competitive and the growth is not going to happen," she said. If major problems like traffic congestion and housing costs aren't addressed, Giuliano warned, the middle class is going to exit California, leaving behind very high-income and very low-income residents. Between the last two reports, number crunchers have taken a more detailed look at California's statistics and taken into account the likelihood that people will live longer, said chief demographer Mary Heim. The result? The latest numbers figure the state will be much more crowded than earlier estimates (by nearly 5 million) and that it will take a bit longer than previously thought for Latinos to become the majority of California's population: 2042, not 2038. 75% OF THE GROWTH WILL BE LATINO The figures show that the majority of California's growth will be in the Latino population, said Dowell Myers, a professor of urban planning and demography at USC, adding that "68% of the growth this decade will be Latino, 75% next and 80% after that." That should be a wake-up call for voting Californians, Myers said, pointing out a critical disparity. Though the state's growth is young and Latino, the majority of voters will be older and white — at least for the next decade. "The future of the state is Latino growth," Myers said. "We'd sure better invest in them and get them up to speed. Older white voters don't see it that way. Study: Illegal alien population may be as high as 38 million A new report finds the Homeland Security Department "grossly underestimates" the number of illegal aliens living in the U.S. Homeland Security's Office of Immigration Studies released a report August 31 that estimates the number of illegal aliens residing in the U.S. is between 8 and 12 million. But the group Californians for Population Stabilization, or CAPS, has unveiled a report estimating the illegal population is actually between 20 and 38 million. Four experts, all of whom contributed to the study prepared by CAPS, discussed their findings at a news conference at the National Press Club in Washington Wednesday. James Walsh, a former associate general counsel of the Immigration and Naturalization Service, said he is "appalled" that the Bush administration, lawyers on the Senate Judiciary Committee, and every Democratic presidential candidate, with the exception of Joe Biden, have no problem with sanctuary cities for illegal aliens. "Ladies and gentlemen, the sanctuary cities and the people that support them are violating the laws of the United States of America. They're violating 8 USC section 1324 and 1325, which is a felony -- [it's] a felony to aid, support, transport, shield, harbor illegal aliens," Walsh stated. Walsh said his analysis indicating there are 38 million illegal aliens in the U.S. was calculated using the conservative estimate of three illegal immigrants entering the U.S. for each one apprehended. According to Walsh, "In the United States, immigration is in a state of anarchy -- not chaos, but anarchy."

US jobless claims, housing data point to worsening economy

Reports issued Thursday on initial claims for unemployment benefits and sales of previously owned homes confirm that the US economy is slowing dramatically.

The Labor Department reported that initial jobless claims for the week ended July 17 rose by 37,000 to 464,000. The number was far higher than the consensus forecast of economists. It underscored the bleak prospects for any significant reduction in the unemployment rate, now officially at 9.5 percent.

The four-week moving average of initial claims also rose, hitting 454,750, up 1,250 from the previous week. In a healthy economy with substantial hiring, initial jobless claims usually fall below 400,000.

Also on Thursday, the National Association of Realtors reported that existing home sales fell 5.1 percent in June to an annual rate of 5.37 million units. It was the second consecutive monthly drop. Home sales in the US are down 26 percent from their peak in September 2005.

The sales figure followed other housing data released earlier in the week showing that the housing market recovery is collapsing. Housing starts fell in June to the lowest level since October, and homebuilder sentiment fell this month to its lowest level since April 2009.

In May, pending home sales plunged 15.9 percent from the year-earlier period to the lowest level since the National Association of Realtors began collecting statistics in 2001.

In a front-page article Wednesday headlined “Housing Market Stumbles,” the Wall Street Journal noted, “Demand for home purchase mortgages sits near a 14-year low, according to the Mortgage Bankers Association, down 44 percent over the past two months.”

Underlying the renewed housing slump is the jobs crisis, the worst since the 1930s. Home sales and construction are falling despite the fact that mortgage rates are the lowest in decades and home prices have fallen sharply. But demand is low because so many people are either out of work or afraid of being laid-off, or are working fewer hours for less pay.

In addition, a quarter of homeowners are “under water,” i.e., they owe more on their mortgage than the sale price of their home. Consequently, they cannot sell their present home to move into another.

The flood of foreclosed homes is further undermining the housing market. Bloomberg wrote on Thursday, “Foreclosures and short-sales are boosting the so-called shadow inventory, and competing with owners trying to sell properties. Home seizures jumped 38 percent in the second quarter from a year earlier, RealtyTrac said last week, putting lenders on pace to claim more than 1 million properties this year.”

Also on Thursday, the Conference Board reported that its index of leading economic indicators fell 0.2 percent in June. It was the second decline in three months.

“The indicators point to slower growth through the fall,” said Ken Goldstein, an economist at the Conference Board.

The release of the economic data coincided with two days of congressional testimony by Federal Reserve Chairman Ben Bernanke, in which the central bank chief acknowledged a slowdown in what was already a torpid economic growth rate.

Presenting the Fed’s semiannual monetary policy report to Congress, Bernanke appeared Wednesday before the Senate Banking Committee and Thursday before the House Financial Services Committee. He said the US economic outlook was “somewhat weaker” than previously indicated, and focused on persistent high unemployment and the slowdown in the housing market.

On jobs, Bernanke acknowledged that the Fed expected the unemployment rate to decline even more slowly than it had previously forecast, leaving the official jobless rate at 7.0 percent to 7.5 percent at the close of 2012. The Fed forecasts the jobless rate to be between 9.2 percent and 9.5 percent in the final quarter of 2010.

He acknowledged that the pace of private payroll growth in the first half of 2010—100,000 a month, on average—is “insufficient to reduce the unemployment rate materially.”

The US central bank recently cut its estimate for US growth in 2010 from 3.2-3.7 percent to 3.0-3.5 percent. It expects the economy to pick up only slightly to 3.5 percent to 4.5 percent in 2011 and 2012.

This is a projection for, at best, years of extremely high unemployment, with all of the attendant social consequences. But what shook the stock market on Wednesday was Bernanke’s remark that the economic outlook was “unusually uncertain.” This sent the Dow tumbling, leading to a 109-point drop at the close of trading.

In his Senate testimony Wednesday, Bernanke said the Fed was prepared to take new steps in the event of the economy slipping back toward negative growth. However, he made clear that it had no plans in the near term to intervene further.

On Thursday, before the House committee, Bernanke placed more emphasis on the willingness of the Fed to take unorthodox measures to prevent deflation or a “double-dip” recession. He made clear that these measures would aim to increase the flow of cheap credit to major banks and corporations, bolstering their profits.

Bernanke implicitly indicated that the Fed would not support any measures to directly create jobs, such as a public works program, or any major government spending to provide relief for the millions of workers facing long-term unemployment, the loss of their homes, utility shutoffs, and a slide into destitution.

While he cautioned against immediately ending all forms of economic stimulus, he reiterated his repeated demand that the government formulate a medium-term plan to slash social spending in order to reduce the budget deficit.

Bernanke’s testimony Thursday, combined with more second-quarter corporate reports showing bumper profits, sparked a rally on Wall Street, with the Dow closing up by 201 points.

President Obama has repeatedly declared that the economy is “headed in the right direction.” His administration has dropped even its minimal proposals to aid financially desperate state and local governments and subsidize job creation.

It is pursuing the ruling class policy of using mass unemployment to drive down the wages and living standards of the working class, and preparing sweeping austerity measures to make working people pay for the budget and debt crisis of US capitalism.

While workers are suffering the impact of this policy, big business is benefiting handsomely. Corporations registered record profit gains in the first quarter of 2010, and they are expected to rise another 19.3 percent this quarter, as compared to a year ago. The profit surge is largely the result of downsizing, wage cutting and speedup.

In a recent column in the New York Times, Roger Altman, an investment banker and deputy treasury secretary in the first Clinton administration, defended Obama against criticisms from some business leaders by citing his pro-corporate record. He pointed out that profits are up 41 percent since Obama was elected and the Dow has risen by more than 28 percent over the same period.
