Considering the racist agenda of La Raza, giving federal

The comparison to the Nazi Party is well deserved. La Raza openly supports
pushing all but Latino Americans out of a portion of the United States (ethnic
cleansing), they call for 'Reconquista' or the re-conquest of the American

Karl Rove was one of the keynote speakers at this year's
annual National Council of La Raza Conference. The event was held in Los
Angeles (the eventual capital of Atzlan). Other speakers included Jesse
Jackson, Bill Clinton, and the virulent
racist L.A. Mayor Antonio Villaraigosa.The fact that Karl Rove
is the President's top political adviser and addressed the group with Bush's
blessing, is a strong indicator that this nation is being subverted at the very

"Our democratic process requires an effective system
for maintaining accurate voter registration information. Voter registration
lists are used to assign precincts, send sample ballots, provide polling place
information, identify and verify voters at polling places, and determine how
resources, such as paper ballots and voting machines, are deployed on Election
Day" state Pew Center statisticians.
These systems are plagued with errors and inefficiencies
that waste taxpayer dollars, undermine voter confidence, and fuel partisan
disputes over the integrity of our elections, according to Pew researchers.
Voter registration in the United States largely reflects its
19th-century origins and has not kept pace with advancing technology and a
mobile society. States’ systems must be brought into the 21st century to be
more accurate, cost-effective, and efficient, according to Pew Center
statement.
Research commissioned by the Pew Center on the States highlights the extent of the
challenge.
• Approximately 24
million—one of every eight—active voter registrations in the United States are
no longer valid or are significantly inaccurate.
• More than 1.8 million deceased individuals are listed as active voters.
• Approximately 2.75 million people have active registrations in more than one state.

Meanwhile, researchers estimate at least 51 million eligible
U.S. citizens are unregistered, or more than 24 percent of the eligible
population.
The Pew study also found that the paper-based processes of
most registration systems present several opportunities for error.
In a typical system, election officials get information
about a voter’s identity, eligibility, address, and contact information through
a form completed at a public agency, such as a county election office or motor
vehicles office, or through an unregulated third party voter registration
group, such as a campaign or advocacy organization (ACORN, Project Vote).
These are sent to election offices, where the data often are
manually entered and names are added to the voter list. A voter must supply any
change to that information, such as a new address, name, or party affiliation,
which is usually manually entered and processed by election officials.
The study also identified:
• Approximately 12.7 million records
nationwide that appear to be out of date and no longer reflect the voter’s current
information.
• More than 1.8 million records for people who are no longer living, but have active registrations on voter rolls.
• About 12 million records with incorrect addresses, indicating that either the voters have moved, or that errors in the information on file make it unlikely the Postal Service can reach them.

California's Accelerating Demise
The end is nearing, and it's not that far away anymore. Oh, make no mistake, California will still be here, but very shortly, it won't be much like anything that people who have lived here for awhile have known.
The culture, the quality of life,
pristine environment, and enviable public school systems are rapidly being
segregated into ever-shrinking areas of affluence.
Anyone who has read this blog knows
that the focus here is on illegal immigration.
Is the presence of people who are unlawfully in the country the only
thing that has led to the Golden State's desperate financial and demographic
situation, however? Clearly, no. There's been plenty of irresponsible spending
by California politicians that is, at most, only marginally related to the
millions of the undocumented who have set up house here.
Still, you can't escape the facts;
facts that are so plain and obvious that one doesn't need to hold an MBA degree
to see that much of California's economic ruin has resulted from nearly
unfettered unlawful immigration from Latin America. We're rapidly absorbing the
poorest and least educated that countries in that area of the world gladly send
north, and the bills for having done this are coming due. California's illegal alien and anchor baby population is well over
twice the size of any other state's, and not surprisingly, our state's budget
deficit is also over twice the size of any other state's.
When you lack money, you borrow.
California certainly has, out the yin yang. In fact, California is so far in
debt that its credit rating is the lowest of all 50 states. And when you can't borrow anymore, you do without. California is ...
Because we have been so busy
building public schools (among other things) to keep up with an exploding
Hispanic population, and repeatedly raising public school teachers'
compensation to convince educators to work in dreary academic conditions
surrounded by limited-English learners and street criminals, we essentially
stopped constructing prisons. Well the illegal alien children, and the
offspring of current and former illegal aliens, who now make up the bulk of
public school students here, have been graduating at rates below 50%.
Where does a person with little
education, who has been raised in a family where skirting laws is everyday
conduct, commonly wind up? You guessed it. Over half of the people in California jails
and prisons are current and former illegal aliens, and their children. In fact, we have so many illegals and anchor
babies that our "gray bar hotels" are stuffed. Jam-packed to the degree that the Supreme
Court recently ruled they violate 8th Amendment protections against cruel and
unusual punishment
OK, so just build more prisons,
right? Sure ... with what money? We already spent it on teachers, free public
school breakfasts and lunches, new grade school campuses, discounted college
tuition for illegal aliens, and prison guards who watch over our growing
population of people who didn't seem to benefit from the money we've been
laying out to educate/babysit them.
The bottom line: California will be
releasing tens of thousands of convicts because government officials don't have
any other choice.
Therefore, when we say the Golden
State "won't be much like anything that people who have lived here for
awhile have known," that isn't hyperbole or agenda motivated exaggeration.
It's simply reality. The most basic function of government is to protect people
and property. California's government increasingly can't because the money is
all gone, and so are many of the citizen taxpayers who never wanted any part of
this grand liberal immigration experiment and politically correct nonsense, to
begin with.

In hosting America’s largest population of illegal immigrants, California bears a huge cost to provide basic human services for this fast growing, low-income segment of its population. A new study from the Federation for American Immigration Reform (FAIR) examines the costs of education, health care and incarceration of illegal aliens, and concludes that the costs to Californians is $10.5 billion per year.
Among the key finding of the report are that the state’s already struggling K-12 education system spends approximately $7.7 billion a year to school
the children of illegal aliens who now constitute 15 percent of the student body. Another $1.4 billion of the taxpayers’ money goes toward providing
health care to illegal aliens and their families, the same amount that is spent incarcerating illegal aliens criminals.
“California’s addiction to ‘cheap’ illegal alien labor is bankrupting the state and posing enormous burdens on the state’s shrinking middle class tax base,”
stated Dan Stein, President of FAIR. “Most Californians, who have seen their taxes increase while public services deteriorate, already know the impact that
mass illegal immigration is having on their communities, but even they may be shocked when they learn just how much of a drain illegal immigration has become.”
The Costs of Illegal Immigration to Californians focuses on three specific program areas because those were the costs examined by researchers from the Urban Institute in 1994.
Looking at the costs of education, health care and incarceration for illegal aliens in 1994, the Urban Institute estimated that California was subsidizing illegal immigrants to the
tune of about $1.1 billion. The enormous rise in the costs of illegal immigrants over the intervening ten years is due to the rapid growth in illegal residents. It is reasonable to
expect those costs to continue to soar if action is not taken to turn the tide.
“Nineteen ninety-four was the same year that California voters rebelled and overwhelmingly passed Proposition 187, which sought to limit liability for mass illegal immigration.
Since then, state and local governments have blatantly ignored the wishes of the voters and continued to shell out publicly financed benefits on illegal aliens,” said Stein.
“Predictably, the costs of illegal immigration have grown geometrically, while the state has spiraled into a fiscal crisis that has brought it near bankruptcy.
“Nothing could more starkly illustrate the very high costs of ‘cheap labor’ than California’s current situation,” continued Stein. “A small number of powerful interests in the state reap the benefits, while the average native-born family in California gets handed a nearly $1,200 a year bill.”

The most common method was for an offender to break into a residence and ambush his victims. Not only were victims raped, but some (6%) were mutilated. The crime scenes were very bloody, expressing intense, angry perpetrator personalities. Specifically, most victims were blitzed, rendered incapable of fighting back, and then raped and murdered. The most common method of killing was bludgeoning, followed by stabbing. Caucasians were more likely to become victims of sexual homicide committed by illegal immigrants. Hispanics were second, and African Americans were third."
5. Schurman-Kauflin states that the illegal alien population includes 240,000 sex offenders – a "conservative estimate," she says. She goes on to say, "This translates to 93 sex offenders and 12 serial sexual offenders coming across U.S. borders illegally per day." She points out the 1,500 offenders in her study had a total of 5,999 victims, an average of four victims for each sex offender and says, "This places the estimate for victimization numbers around 960,000 for the 88 months examined in this study."
6. The Schurman-Kauflin study noted that "Nearly 63% of the offenders had been deported on another offense prior to the sex crime." Note the word "deported," something that often comes up when we are talking about the crimes committed by illegal aliens. That means they were once removed from the country but came back in again to commit the crime! In this case, lack of any serious border security allowed the additional crime to happen – an additional 82,473 sex crimes – per year!
7. "Illegal immigrants who commit sex crimes first cross the U.S. border illegally. Then they gradually commit worse crimes and are continually released back into society or deported. Those who were deported simply returned illegally again. Only 2% of the offenders in this study has no history of criminal behavior, beyond crossing the border illegally. There is a clear pattern of criminal escalation. From misdemeanors such as assault or DUI, to drug offenses, illegal immigrants who commit sex crimes break U.S. laws repeatedly. They are highly mobile, work in low skilled jobs with their hands, use drugs and alcohol, are generally promiscuous, have little family stability, and choose victims who are easy to attack. Their attacks are particularly brutal, and they use a hands-on method of controlling and/or killing their victims."
8, "Women and girls are trafficked from many countries in Europe, Asia, Africa, Latin America, and the Middle East. Mexico is the number one source for young female sex slaves in North America. Tlaxcala, in Central Mexico serves as a hotbed for slave traders. Young women and girls are abducted, tricked, and sometimes sold by poor families into a caged life. Highly prized are 12 year old girls sneaking across the border into the United States. The girls are grabbed by Los Lenones, aka pimps, and dragged to unfamiliar areas where they are ‘broken in.' It is well known that this often occurs in Mexico. The initiation process entails 20-30 men per day having brutal sex with the girls and women. Victims are beaten, drugged, and repeatedly raped until their wills are broken. It is then that the sale is possible.
9, "Recently an outbreak of hepatitis traced to Chi-Chi's Mexican restaurant, in Pennsylvania was inexplicably traced to contaminated green onions, not the most obvious cause, undocumented food workers who harbored Hepatitis. For the most part, Hepatitis is a blood-borne, not a food-borne disease. The Hepatitis outbreak infected over 650 individuals, caused 9,000 Americans to undergo immune globulin shots, and killed 4 people.
If Americans found out restaurants can commonly infect their customers from food workers, it would be a serious blow to the restaurant industry. Better blame the green onions. Let's concede the onions, grown in Mexico, were contaminated from fecal material containing Hepatitis. Did all the green onions imported from Mexico end up in one single restaurant? There were no other outbreaks of Hepatitis anywhere elsewhere from green onions. There were 13 mexican restaurant workers who had Hepatitis. They were the likely source of the transmitted infection.
All these diseases and pathogens, and a plethora of others that are not endemic to the US, are being brought in by unscreened illegal aliens who then spread them to an unsuspecting population. These diseases will give you something to think about the next time you are eating at a restaurant with the grunt work being done by illegal aliens who didn't have medical screening before preparing and handling your food.
10. However, the direct cost of educating the children of illegal aliens is somewhere between $29 and $35 BILLION dollars a year. You can add in another billion or two for the costs of supplemental feeding programs and other welfare benefits administered through the schools but which are off the "education costs" in the school budgets.
Most illegal aliens are working in lower paying jobs are often sharing houses and apartments with other families. Most pay little or no state or federal income taxes and, because they have low incomes and frugal lifestyles, they pay little sales taxes as well. The local and state taxes illegal aliens pay, comes no where near paying for the education costs of their children. The difference is picked up by the tax paying public. Since many localities fund public schools through real estate taxes, this often means escalating taxes which put an enormous burden on elderly home owners living on fixed incomes.
11. Digressing for a moment, what the hell was a convicted, illegal alien sex offender even doing out of jail or not immediately deported – even if 63% do come right back - let alone roaming around the neighborhoods while on a registry! Has the judicial system in this country gone insane?
In any case, Operation Predator began on July 9, 2003, and resulted in 6,085 child predator arrests throughout the country - an average of roughly 250 arrests per month and eight arrests per day. While arrests have been made in every state, the most have occurred in these states: Arizona (207), California (1,578), Florida (255), Illinois (282), Michigan (153), Minnesota (190), New Jersey (423), New York (367), Oregon (148) and Texas (545).
While Operation Predator was a noble effort and ICE is to be commended, it only made a small dent in the criminal activity and number of horrific crimes being committed by illegal alien child sexual predators.
12. An article in the San Francisco Chronicle stated that Mexicans living in the U.S. send between $6 and $8 billion back to their families every year, making them the third-biggest legitimate force in the Mexican economy, after oil and tourism. Additionally, US taxpayers pay for all the direct and indirect costs of "housing" the Mexican illegal aliens. In essence, it's an unofficial form of foreign aide. Mexico isn't about to control its borders, since Mexicans fleeing their country for work in the U.S. send plenty of money back to their own country.
While the $6-8 billion number is often quoted, a fairly recent story in The Brownsville Herald, Banks seek stake in billions sent home, notes that some estimates place the amount of dollars going south in 2006 will be $45 Billion, which was up from an estimated $30 Billion in 2004.
Regardless of the amount, all that money is leaving the US economy and not creating additional job opportunities here. Additionally, all that money represents jobs Americans used to have.
13. "All the research suggests that the reason illegal aliens create large fiscal [deficits] for the country is not their legal status, but rather their educational attainment. Sixty percent of illegals are thought not to have even a high school education, another twenty percent, a high school education only. All the research suggests that people with relatively little education make relatively little money in the modern American economy ...[As] a consequence, they tend to pay relatively little in taxes, even if they are legal and on the books.
At the same time, [these individuals] tend to use a fair amount in public services, reflecting their lower incomes. I estimate illegals pay about $16 billion a year to the Federal Government in taxes ... the difference between what they pay in taxes and use in services is about $10 billion. So right now the net drain on the Federal Government alone from illegal families is about $10 billion. If we began to legalize [these individuals] and they began to pay taxes and use services like legal immigrants with the same level of education, the net fiscal drain would roughly triple to nearly $30 billion."
14. The United States currently has one of the lowest rates of TB in the world. Mexico has 10 times the rate and killing over 400,000 in mexico each year.
15. Chagas Disease (American Trypanosomiasis), endemic to South and Central America, is spread by infected triatomine bugs, known as the "kissing bugs," that bite people. It was unknown in the United States until fairly recently. It is now estimated that between 100,000 and 500,000 people in the US have Chagas Disease. Who is infected? Mostly illegal aliens.
Since Chagas Disease is basically unknown outside of the illegal alien community most doctors won't recognize it and the blood supply just started being screened for it. Most cases of Chagas Disease that occur in patients other than illegal aliens are thought to be contracted from tainted blood – blood sold by illegal aliens with Chagas Disease before the blood supply started being tested for it as of August of 2006.
16. HIV The number of illegal Mexican and Central American immigrants with HIV or AIDS is unknown, mostly because researchers rarely ask about immigration status. However, it is known that the rate of HIV infection among Latino women in California is about twice the rate of white women. At one free California health clinic, all of the women that had HIV or AIDS were Mexican or Central American "immigrants."
17. To make matters worse, in excess of 7,000 new cases of leprosy have been diagnosed in the U.S. in the past three years. As the “Silent Invasion” report concludes, “illegal alien immigrants from Brazil and up through Mexico have fueled the resurgence into the United States.”
18. Malaria was eradicated from the USA in the 1940s but recently there were outbreaks in southern California, New Jersey, New York City, and Houston. Additionally, Malaria tainted blood has been discovered in the blood supply donated by latinos.
19. In 2006 , 21,807 of the 39,537 people, 54.3%, arrested on DUI charges in california. were Hispanic.
The article goes on, "When crashes occur, it is not uncommon for Hispanic drivers – often intoxicated and unlicensed – to flee before troopers arrive. According to State Police records, about a third of accidents involving migrant workers are hit-and-run. State Trooper Koushel said migrants often cannot be conclusively identified when they're stopped for a violation or involved in an accident." "Many", he said, "are illegal aliens who carry fake or invalid driver's licenses". "Because of that", he said, "many fail to show up in court. It's almost like writing a ticket to a ghost."
20. How many hit and run accidents are there and what is the participation of illegal aliens? As reported by Deadly Roads, as of December 29, there were 1,544 killed and 105,078 injured in hit and run accidents in 2006 in the state of california.

5. Schurman-Kauflin states that the illegal alien population includes 240,000 sex offenders – a "conservative estimate," she says. She goes on to say, "This translates to 93 sex offenders and 12 serial sexual offenders coming across U.S. borders illegally per day." She points out the 1,500 offenders in her study had a total of 5,999 victims, an average of four victims for each sex offender and says, "This places the estimate for victimization numbers around 960,000 for the 88 months examined in this study."
6. The Schurman-Kauflin study noted that "Nearly 63% of the offenders had been deported on another offense prior to the sex crime." Note the word "deported," something that often comes up when we are talking about the crimes committed by illegal aliens. That means they were once removed from the country but came back in again to commit the crime! In this case, lack of any serious border security allowed the additional crime to happen – an additional 82,473 sex crimes – per year!
7. "Illegal immigrants who commit sex crimes first cross the U.S. border illegally. Then they gradually commit worse crimes and are continually released back into society or deported. Those who were deported simply returned illegally again. Only 2% of the offenders in this study has no history of criminal behavior, beyond crossing the border illegally. There is a clear pattern of criminal escalation. From misdemeanors such as assault or DUI, to drug offenses, illegal immigrants who commit sex crimes break U.S. laws repeatedly. They are highly mobile, work in low skilled jobs with their hands, use drugs and alcohol, are generally promiscuous, have little family stability, and choose victims who are easy to attack. Their attacks are particularly brutal, and they use a hands-on method of controlling and/or killing their victims."
8, "Women and girls are trafficked from many countries in Europe, Asia, Africa, Latin America, and the Middle East. Mexico is the number one source for young female sex slaves in North America. Tlaxcala, in Central Mexico serves as a hotbed for slave traders. Young women and girls are abducted, tricked, and sometimes sold by poor families into a caged life. Highly prized are 12 year old girls sneaking across the border into the United States. The girls are grabbed by Los Lenones, aka pimps, and dragged to unfamiliar areas where they are ‘broken in.' It is well known that this often occurs in Mexico. The initiation process entails 20-30 men per day having brutal sex with the girls and women. Victims are beaten, drugged, and repeatedly raped until their wills are broken. It is then that the sale is possible.
9, "Recently an outbreak of hepatitis traced to Chi-Chi's Mexican restaurant, in Pennsylvania was inexplicably traced to contaminated green onions, not the most obvious cause, undocumented food workers who harbored Hepatitis. For the most part, Hepatitis is a blood-borne, not a food-borne disease. The Hepatitis outbreak infected over 650 individuals, caused 9,000 Americans to undergo immune globulin shots, and killed 4 people.
If Americans found out restaurants can commonly infect their customers from food workers, it would be a serious blow to the restaurant industry. Better blame the green onions. Let's concede the onions, grown in Mexico, were contaminated from fecal material containing Hepatitis. Did all the green onions imported from Mexico end up in one single restaurant? There were no other outbreaks of Hepatitis anywhere elsewhere from green onions. There were 13 mexican restaurant workers who had Hepatitis. They were the likely source of the transmitted infection.
All these diseases and pathogens, and a plethora of others that are not endemic to the US, are being brought in by unscreened illegal aliens who then spread them to an unsuspecting population. These diseases will give you something to think about the next time you are eating at a restaurant with the grunt work being done by illegal aliens who didn't have medical screening before preparing and handling your food.
10. However, the direct cost of educating the children of illegal aliens is somewhere between $29 and $35 BILLION dollars a year. You can add in another billion or two for the costs of supplemental feeding programs and other welfare benefits administered through the schools but which are off the "education costs" in the school budgets.
Most illegal aliens are working in lower paying jobs are often sharing houses and apartments with other families. Most pay little or no state or federal income taxes and, because they have low incomes and frugal lifestyles, they pay little sales taxes as well. The local and state taxes illegal aliens pay, comes no where near paying for the education costs of their children. The difference is picked up by the tax paying public. Since many localities fund public schools through real estate taxes, this often means escalating taxes which put an enormous burden on elderly home owners living on fixed incomes.
11. Digressing for a moment, what the hell was a convicted, illegal alien sex offender even doing out of jail or not immediately deported – even if 63% do come right back - let alone roaming around the neighborhoods while on a registry! Has the judicial system in this country gone insane?
In any case, Operation Predator began on July 9, 2003, and resulted in 6,085 child predator arrests throughout the country - an average of roughly 250 arrests per month and eight arrests per day. While arrests have been made in every state, the most have occurred in these states: Arizona (207), California (1,578), Florida (255), Illinois (282), Michigan (153), Minnesota (190), New Jersey (423), New York (367), Oregon (148) and Texas (545).
While Operation Predator was a noble effort and ICE is to be commended, it only made a small dent in the criminal activity and number of horrific crimes being committed by illegal alien child sexual predators.

An article in the San Francisco Chronicle stated that Mexicans living in the U.S. send between $6 and $8 billion back to their families every year, making them the third-biggest legitimate force in the Mexican economy, after oil and tourism. Additionally, US taxpayers pay for all the direct and indirect costs of "housing" the Mexican illegal aliens. In essence, it's an unofficial form of foreign aide. Mexico isn't about to control its borders, since Mexicans fleeing their country for work in the U.S. send plenty of money back to their own country.
While the $6-8 billion number is often quoted, a fairly recent story in The Brownsville Herald, Banks seek stake in billions sent home, notes that some estimates place the amount of dollars going south in 2006 will be $45 Billion, which was up from an estimated $30 Billion in 2004.
Regardless of the amount, all that money is leaving the US economy and not creating additional job opportunities here. Additionally, all that money represents jobs Americans used to have.
13. "All the research suggests that the reason illegal aliens create large fiscal [deficits] for the country is not their legal status, but rather their educational attainment. Sixty percent of illegals are thought not to have even a high school education, another twenty percent, a high school education only. All the research suggests that people with relatively little education make relatively little money in the modern American economy ...[As] a consequence, they tend to pay relatively little in taxes, even if they are legal and on the books.
At the same time, [these individuals] tend to use a fair amount in public services, reflecting their lower incomes. I estimate illegals pay about $16 billion a year to the Federal Government in taxes ... the difference between what they pay in taxes and use in services is about $10 billion. So right now the net drain on the Federal Government alone from illegal families is about $10 billion. If we began to legalize [these individuals] and they began to pay taxes and use services like legal immigrants with the same level of education, the net fiscal drain would roughly triple to nearly $30 billion."
14. The United States currently has one of the lowest rates of TB in the world. Mexico has 10 times the rate and killing over 400,000 in mexico each year.
15. Chagas Disease (American Trypanosomiasis), endemic to South and Central America, is spread by infected triatomine bugs, known as the "kissing bugs," that bite people. It was unknown in the United States until fairly recently. It is now estimated that between 100,000 and 500,000 people in the US have Chagas Disease. Who is infected? Mostly illegal aliens.
Since Chagas Disease is basically unknown outside of the illegal alien community most doctors won't recognize it and the blood supply just started being screened for it. Most cases of Chagas Disease that occur in patients other than illegal aliens are thought to be contracted from tainted blood – blood sold by illegal aliens with Chagas Disease before the blood supply started being tested for it as of August of 2006.
16. HIV The number of illegal Mexican and Central American immigrants with HIV or AIDS is unknown, mostly because researchers rarely ask about immigration status. However, it is known that the rate of HIV infection among Latino women in California is about twice the rate of white women. At one free California health clinic, all of the women that had HIV or AIDS were Mexican or Central American "immigrants."
17. To make matters worse, in excess of 7,000 new cases of leprosy have been diagnosed in the U.S. in the past three years. As the “Silent Invasion” report concludes, “illegal alien immigrants from Brazil and up through Mexico have fueled the resurgence into the United States.”

On Monday, June 15, the National Council of La Raza (La Raza), an open borders advocacy group, issued a statement calling upon Congress to ensure that illegal aliens are given health benefits if and when Congress considers health care reform.
La Raza's statement "strongly urge[d] President Obama and Congress to make every effort to ensure that health care reform reaches all communities" in the United States, and stressed that "one out of every three uninsured persons and roughly 40% of all uninsured children [in the United States] are Latino," and demanded "health care reform that makes coverage affordable and accessible for everyone — all families and all children."

La Raza President and CEO Janet MurguÃa used the statement to emphasize that "everyone in the U.S. should contribute to a new health system," and that "Latinos [would] accept their responsibility" to contribute to a new health care system and "will pay their fair share for the health coverage they need." While the statement does not reference illegal immigration specifically, or distinguish between legal and illegal aliens, it does express concern that adding new, expensive verification and documentation procedures for immigrants would "severely restrict access to health care coverage." (La Raza Press Release, June 15, 2009).
Specific research has shown that many illegal aliens lack health insurance and represent a disproportionate share of the United States' uninsured population. The Pew Hispanic Center's recent report, A Portrait of Unauthorized Immigrants in the United States, found that 59% of illegal aliens in the United States had no form of health insurance in 2007, and that 45% of illegal alien children were also without health coverage in 2007. It also found that even the U.S.-born children of illegal aliens were insured at the low rate of 25%, and that there was a significant disparity between the volume of uninsured illegal aliens and the volume of uninsured U.S. citizens and other legal residents. (Pew Hispanic Center Report, April 14, 2009).
Pew's information has support in federal statistics: data collected by the U.S. Department of Homeland Security and the U.S. Census Bureau for the same time frame show that approximately 33.2% of the foreign-born population in the United States (a category which does not differentiate between newly naturalized citizens, legal permanent residents, and illegal aliens) were uninsured in 2007, and that almost 10 million foreign-born non-citizens lacked health insurance in 2007. Democrats on House Approps Committee Kill Another E-Verify Amendment
Last week, during a House Appropriations Committee mark-up for the Fiscal Year (FY) 2010 Agriculture, Rural Development, Food and Drug Administration Appropriations spending bill, Committee Democrats rejected an amendment to require federal contractors to use E-Verify if they received federal contracts funded by the bill. (Appropriations Summary).
The week before, Rep. Jack Kingston (R-GA) had offered a similar amendment to the Department of Homeland Security Appropriations spending bill. His amendment was subsequently rejected by the Appropriations Committee. (FAIR's Legislative Update, June 15, 2009). This week, Rep. Ken Calvert (R-CA) offered the amendment to the Agriculture Spending bill. Calvert's amendment was rejected entirely on a party-line basis with 23 Republicans supporting and 34 Democrats rejecting the amendment.
The Agriculture spending bill spends almost $23 billion in taxpayer dollars. Over $4 billion dollars alone will be allocated to the Food and Drug Administration and Food Safety and Inspection Service, two important organizations in protecting America's food and drug supply. In addition, the bill provides billions more for programs like the Nutrition for Women, Infants, and Children (WIC) program, the Supplemental Nutrition Assistance Program (SNAP), and International Food Aid. The bill will also provide funding for rural development, conservation projects, and oversight and enforcement.
With so many American jobs and tax dollars at stake, many Americans are frustrated that Congress refuses to demand that federal contractors use E-Verify. (To learn more about E-Verify, see FAIR's Fact Sheet.). This vote marks the third time in two weeks that Democratic Leadership has rejected amendments requiring federal contractors to use E-Verify.
Pressure Mounting on Obama to Extend TPS Status to All Haitians, Including Illegal Aliens
The Haitian community and other open borders advocates are engaging in a full-court press to have the Obama Administration extend Temporary Protected Status to all Haitians in the United States, including extending legal status to nearly 30,000 illegal aliens, under the premise that environmental and economic conditions in Haiti mandate such a policy.
Under § 244 of the Immigration and Nationality Act (INA), the Secretary of Homeland Security (DHS) may extend Temporary Protected Status (TPS) to individuals — including illegal aliens — from specific nations if that nation is experiencing conditions that create serious risks to health or safety, including armed conflicts, disasters, or other extraordinary but temporary circumstances. TPS, by its nature, was never intended to create a permanent immigration status change, but rather only a temporary one, with DHS making the final decision about when TPS ends. (USCIS Fact Sheet, April 30, 2009).
The Bush Administration rejected appeals by the Haitian government to extend TPS to Haiti as recently as January 2009. Since then, several members of Congress have continued to seek a reversal of that decision including Reps. Eliot Engel (D-NY) and Gregory Meeks (D-NY). Engel and Meeks have been working with international organizations to lobby for TPS status for Haitians. Rep. Alcee Hastings (D-FL) has introduced legislation during the 111th Congress that would formalize TPS for Haitians. Senators Charles Schumer (D-NY) and Patrick Leahy (D-VT) have also expressed support for the idea. (Washington Times, March 18, 2009; Dominica News Online, May 26, 2009; South Florida Caribbean News, June 19, 2009).
DHS Secretary Janet Napolitano had initially rejected the idea of extending TPS to Haitians, but Secretary of State Hillary Rodham Clinton recently commented that the Administration is contemplating the idea. (Associated Press, May 28, 2009). Lobbying groups have seized upon the Obama Administration's indecision, and have made themselves seen and heard in Washington in an effort to force the change in policy. (Id.). These groups include the Haitian Coalition for TPS, the Haitian Citizen United Task Force, the American Friends Service Committee (AFSC), and the National Association for the Advancement of Colored People. These groups have reached out to the White House and federal officials to press for the policy shift, arguing that the United States has a humanitarian obligation to do so. (Dominica News Online, May 26, 2009; South Florida Caribbean News, June 19, 2009).
Advocates for extension of TPS to Haitians point to recent economic and weather-related devastation in the small Caribbean nation as justification for the change in policy. (Palm Beach Post, May 21, 2009; Miami Herald, May 26, 2009). AFSC recently declared in a statement that "TPS is the most immediate form of humanitarian assistance the United States government can provide" in light of the current "devastating and overwhelming conditions in Haiti." This same AFSC statement stated that it was not unusual for the United States to extend TPS to foreign nationals of countries experiencing "significant hardship and suffering." (Id.).
Critics of TPS say that the U.S. government has a poor track record of terminating the temporary status, even long after the original justification for TPS existed and despite conditions having improved in the TPS country. For instance, TPS was first extended to Salvadoran nationals in March 2001, but since then TPS status has been extended seven times and still remains in effect. Likewise, Honduras was originally designated for TPS status in January 1999 but has since been extended 13 times with TPS still in effect. Somalia and Sudan were both designated for TPS in the mid-1990s and are still under TPS. (U.S. House Judiciary Committee Hearing, March 4, 1999; DOJ Virtual Law Library).
The idea of extending Temporary Protected Status to Haiti raises the concern that such a move would create an unmanageable wave of refugees coming from Haiti to the United States. In an effort to discourage this possibility, a DHS spokesman said in March: "let me be clear: No one living in Haiti right now should be attempting to come to the United States in hopes that they will be granted TPS." (Washington Times, March 18, 2009). Daniel Erikson, of the Washington think tank Inter-American Dialogue has said TPS "what Haiti needs most is a long-term nation-building effort, not short-term stop-gap measures [like TPS]." (Id.). Erikson also said that: "Granting TPS to Haiti is merely a Band-Aid that cannot heal a deeply wounded country and may raise the risks of a new wave of migration." (Id.).
Senators introduce Legislation to Weaken Secure Driver's License Standards
Last week, Senator Daniel Akaka introduced legislation entitled PASS ID (S. 1261), a bill that would gut the REAL ID Act. Congress passed the REAL ID Act in the wake of the September 11th Terrorist Attacks in order to improve the security of U.S. issued driver's licenses. (Bill Text).
After the 9/11 attacks, the 9/11 Commission found that lax security standards had enabled the hijackers to obtain "13 driver's licenses (two of which were duplicates) and 21 USA or state-issued identification cards (usually used for showing residence in the U.S. or a state)." (9/11 Fact Sheet).
With these findings, the Commission recommended that Congress enact requirements for secure identification, stating: "Secure identification should begin in the United States. The federal government should set standards for the issuance of birth certificates and sources of identification, such as driver's licenses.... At many entry points to vulnerable facilities, including gates for boarding aircraft, sources of identification are the last opportunity to ensure that people are who they say they are and to check whether they are terrorists." (Commission Report, p. 390). Congress responded to the Commission's recommendation by passing the REAL ID Act, a law that takes steps towards a secure form of identification in the United States.
REAL ID's provisions include the following: (1) a requirement that individuals present proof of lawful presence when applying for a driver's license or ID card; (2) a requirement that states "verify" the documents presented by an applicant to prove his or her identity; and (3) a requirement that driver's licenses expire on the same date as an alien's immigration status expires.
Since the enactment of REAL ID, however, illegal alien advocates have sought to undo the law in order to allow illegal aliens to obtain driver's licenses. Akaka's bill scales back the purposes for which a secure ID will be needed in the U.S., thereby undermining security. The PASS ID Act also strips the requirement that states "verify" the identification presented, thereby making it easier for illegal aliens, identity thieves and criminals to fraudulently obtain driver's licenses. Finally, PASS ID also dramatically expands eligibility for persons who may obtain a secure ID. For example, under the bill, an illegal alien need only file an application for asylum and receive temporary work authorization in order to be eligible for a secure ID. (Section 242(c)(2)).
Secretary of the Department of Homeland Security Janet Napolitano has endorsed the Akaka bill, stating: "Today's introduction of Pass ID… in the U.S. Senate brings us closer to greater compliance with federal standards for secure driver's licenses…. I am committed to supporting this important bill and it is my hope that Congress will pass it into law as quickly as possible." (DHS Press Release).
Immigration and Customs
Enforcement (ICE) announced Wednesday that it had cracked the largest fraud
case in the agency’s history, leading to the arrest of 50 individuals on
charges of conspiracy to commit identification fraud in connection with their
alleged roles in selling the identities of Puerto Rican U.S. citizens to
illegal aliens. (ICE Press Release,
Jan. 11, 2012)
Those accused of operating the
ring allegedly sold hundreds of birth certificates, Social Security Numbers,
and driver’s licenses ranging in price from $700 to $2,500 per set. (Fox News Latino,
Jan. 12, 2012) According to ICE, conspirators in 15 states and Puerto Rico
operated the ring from April 2009 to December 2011. (ICE Press Release,
Jan. 11, 2012)
“The conspiracy alleged to be
perpetrated by those charged undermines the integrity of our national
immigration system. We will continue working with our federal partners to
protect our homeland from criminals who have no regard for our nation's
safety and security,” said ICE Director, John Morton, of the charges. (Id.)
Illegal aliens frequently target
Puerto Ricans for ID theft due to their U.S. citizenship and Hispanic
surnames. (NPR,
Jan. 11, 2012) In 2010, the Associated Press reported that thousands
of Puerto Ricans had become victims of identity fraud in part because the
government had not secured their birth certificates. (Id.) That
summer, the Puerto Rican government began voiding old birth certificates and
issuing new ones with security features to cut down on theft and fraud cases.

A federal jury indicted the 50
alleged conspirators on Dec. 29, 2011. (ICE Press Release,
Jan. 11, 2012) If convicted, they face up to 15-years in prison and a
$250,000 fine. (Id.)

Obama’s State of the Campaign Address

It was officially called the State of the Union Address, but
what President Obama actually delivered on Tuesday night was a campaign speech
targeted directly at his base. The message went something like this: “Unions,
environmentalists, teachers, Hispanic
immigrants, women, I’m your president…I’m your candidate.”
Consider the code words and messages sprinkled throughout
the speech.
The president began with a shameless signal to the Code Pink
crowd and anti-war left—the folks who fueled his rise and run for the White
House. “For the first time in nine years, there are no Americans fighting in
Iraq,” he declared, sidestepping the unraveling situation that has emerged as a
result. And he went on: “We’ve begun to wind down the war in Afghanistan. Ten
thousand of our troops have come home. Twenty-three thousand more will leave by
the end of this summer.” Again, never mind what is left behind.
For Big Labor, he boasted about his efforts to get “workers
and automakers to settle their differences” and get a government-owned,
union-run General Motors “back on top as the world’s number one automaker.”
He gratuitously mentioned a “unionized plant in Milwaukee”
and cited key union cities in key states for good measure: “Detroit and Toledo
and Chicago…Cleveland and Pittsburgh.”
For the teachers’ unions, he lamented how “tight budgets
have forced states to lay off thousands of teachers” and called on Congress to
give states “the resources to keep good teachers on the job.” Drifting into
meaningless platitudes, he promised that in exchange he would support programs
to “replace teachers who just aren’t helping kids learn.”
While on the subject of meaningless platitudes, the
president boasted that “there are fewer illegal crossings than when I took
office.” The reason for that, of course, is that he’s presiding over the worst
economy in four decades. In other words,
there are no jobs to entice immigrants to cross America’s southern
border—legally or illegally. (See Mitch Daniels’ sparkling rebuttal for
more on why.)
But the president’s
main message on immigration was for the amnesty lobby: “Hundreds of thousands
of talented, hardworking students in this country face another challenge: The
fact that they aren’t yet American citizens. Many were brought here as small children,
are American through and through, yet they live every day with the threat of
deportation,” he chided. “Let’s at least agree to stop expelling responsible
young people,” who, it pays to recall, are not responsible enough to legalize
their status. The president’s environmental bloc had to wade through some
throw-away lines. For example, his boast that the country relies “less on
foreign oil than in any of the past sixteen years” has a lot to do with low
demand caused by a beleaguered economy. And when he noted that “We don’t have
to choose between our environment and our economy,” he failed to mention that
when given the opportunity—in the form of the Keystone XL pipeline—he chose the
environmental lobby rather than economic recovery.
When he finally got on message, he got on a roll. “Renewable
energy use has nearly doubled,” he declared. “I will not walk away from the
promise of clean energy,” he gushed. And putting our money where his mouth is,
he unveiled plans to “allow the development of clean energy on enough public
land to power three million homes.” He then announced his decision to dragoon
the Department of Defense into the quixotic effort by directing it to “make one
of the largest commitments to clean energy in history,” thus turning America’s
shrinking Armed Forces into the R&D arm of his green agenda.
With lines that sounded strangely anachronistic, he rallied
another important bloc of his coalition, declaring that “Women should earn
equal pay for equal work.” He then vowed that he would not allow America to “go
back to the days when health insurance companies had unchecked power to…charge
women differently from men.”
That brings us to the crescendo of his State of the Campaign
Address: the obligatory class-warfare rhetoric.
In the span of about 40 minutes, the president took credit
for the automaker bailout that saved “a million jobs”—but happened to be
launched in the waning hours of the Bush presidency—and then lambasted the bank
bailouts.

“No bailouts, no handouts and no copouts,” he said in
ripping into banks, Wall Street and a financial system that “was allowed to
play by its own set of rules.”
He spoke of giving banks “a chance to repay a deficit of
trust,” tried to shame Congress into ending the “tax break for the wealthiest 2
percent of Americans” and decried “the corrosive influence of money in
politics.”
In a speech full of eye-rollers, that last one may take the prize.
After all, it was the Obama campaign that raised millions from undisclosed
donors in 2008. As Newsweek reported at the time, tens of thousands of dollars
poured into the Obama campaign from “individuals” with names like “Doodad Pro”
of Nunda, New York, and “Good Will” of Austin, Texas. “Good Will,” Newsweek
observed, “listed his employer as ‘Loving’ and his occupation as ‘You,’ while
supplying as his address 1015 Norwood Park Boulevard, which is shared by the
Austin nonprofit Goodwill Industries.” Moreover, it is the Obama campaign
that’s now boasting about raising $1 billion dollars for 2012.
By this time next year, we’ll know if the president’s
promises have held his coalition together.

MIDVALE, Utah (ABC 4 News) - A raid at a Midvale apartment Friday shut down a fraudulent identification card mill and drug operation, according to the Utah Attorney General's SECURE Strike Force.
Six undocumented men from Mexico were arrested after a lengthy investigation. Authorities said the men were selling methamphetamine and false Social Security cards, driver licenses and alien registration cards ("green cards"). A cache of fraudulent documents and methamphetamine packaged for sale were discovered.
A resident of the apartment complex who wished to remain anonymous said many people are fearful to talk about the illegal activity because it is so prevalent in their community.
Francisco Javier Manenche-Bracamontes, 25, is charged with possession of controlled substances with intent to distribute, possession of fraudulent identification and obstruction of justice.
Juan Zacapala-Bacho, 22, is charged with possession of forged writing
Joel Pineda-Prudente, 27, is charged with possession of forged writing.
Flavio Sorroza-Vasquez, 31, is charged with false information to police (prior deportation).
Jose Larios-Lopez, 44, is charged with aggravated felon/prior deportation and aggravated re-entry.
Cesar Cirino Manenche-Torres, 34, is charged with prior deportation and re-entry.
According to the attorney general's office, residents of the apartment complex applauded the law enforcement officers after they removed the alleged drug traffickers.
This is the 29th fraudulent document production mill shut down by the SECURE Strike Force since it was started just more than 2 years ago. The Strike Force targets major crimes by undocumented aliens.
