President’s spending plan weakens immigration enforcement

President Obama's fiscal 2013 budget came out this month and again includes the same spending, borrowing and taxing policies that have come to define his presidency. No surprise, this spending blueprint cuts several worthwhile immigration-enforcement and border-security programs.

The president's budget continues his administration's policies of ignoring laws requiring the removal of illegal immigrants. Last year, the Obama administration issued new deportation guidelines that amount to backdoor amnesty. The spending priorities contained in his budget are no different. At least the president is consistent.

Under his budget for 2013, Mr. Obama reduces the number of detention bed spaces by 1,200 beds - from 34,000 to 32,800. The administration proposes using the resulting funds to enhance its alternatives-to-detention programs. But these programs result in higher levels of illegal immigrants disappearing into American communities.

In fact, Department of Justice records reveal that since 1996, 40 percent of all non-detained illegal immigrants in removal proceedings simply became fugitives. Unfortunately, the president's budget builds on this record of failure. Detention is the only proven method of preventing illegal immigrants from avoiding deportation.

The president's spending proposal also reduces funding for the 287(g) program by 25 percent. The 287(g) program allows state and local governments to partner with the federal government to assist in the enforcement of immigration laws. This successful program has identified tens of thousands of illegal immigrants in prisons and jails nationwide.

The Obama administration also has announced that it will no longer consider additional requests for 287(g) partnerships. It makes no sense to get rid of such a valuable program.

Mr. Obama's fiscal 2013 budget request also undermines border security and national security. Last year, the nonpartisan Government Accountability Office found that just 44 percent of the Southwestern border was under the operational control of the Border Patrol. Most of the border remains porous to human smugglers, drug traffickers and illegal immigrants.

Rather than take steps to gain control of the U.S.-Mexico border, the president's budget contains a plan to develop a "border security index" to measure enforcement progress along the Southwestern border. The administration thinks this new test will help manipulate the facts to produce a passing grade for the administration and back its claims that the border is secure.

But this index is just a cover-up for the administration's failure to fully enforce immigration laws. There is no substitute for improved border security coupled with increased interior enforcement of drug and immigration laws.

The president's budget also contains no funding for the implementation of the Real ID Act. But this comes as no surprise because the administration already has delayed this law from taking effect until January 2013. Real ID prohibits illegal immigrants, including foreign terrorists, from obtaining valid forms of identification that can be used to board planes and enter federal buildings. Real ID already has been law for six years and should be fully implemented. This is another example of the administration not enforcing current laws.

The president's spending blueprint contains no funding for expansion of the Visa Security Program (VSP). This program increases the security of the visa process at U.S. embassies and consulates in "highest-risk" countries. At visa-issuing posts where VSP exists, all applicants receive additional screening. Unfortunately, such screening exists only at 19 locations out of a list of about 50 designated "highest-risk" posts worldwide. Not expanding the VSP makes it easier for terrorists to get visas to the United States.

We must secure our borders to prevent national security threats from becoming reality. It's past time to construct a budget that reduces illegal immigration and increases border security. The president's budget takes us in the wrong direction.

HOW TO DESTROY AMERICA: A SPEECH BY GOVERNOR LAMM

In the past month, you have read my four part series on the ramifications of adding 100 million immigrants to America within the next 38 years. I don’t care how you cut it or how you deny it or how you avoid it—this human armada will change the face of America beyond recognition. None of it will be good, positive or hopeful for America or her citizens.

That 100 million people fleeing failed states, failed countries and failed environments will bring enormous poverty and illiteracy as well as cultural and religious tensions to America that will crack this civilization like Humpty-Dumpty over the edge of the Grand Canyon. Once those numbers manifest, we won’t be able to put ourselves back together again.

Back on October 3, 2003 in Washington DC, I sat dumbfounded at a speech given by former Colorado Governor Richard D. Lamm. He spoke on, “How to Destroy America.” I was the only journalist to report on the speech verbatim. The audience sat spellbound by the eight methods for destruction of the United States. Since that time, my piece on the speech has been circulated all over the world many times. His speech is being verified in the United Kingdom, France, Norway, Sweden, Holland, Canada and Australia.

Here we sit nine years later, and most of what he spoke about has come true and it is worsening exponentially as we continue absorbing 3.1 million immigrants and their children annually. I think it’s worth hearing the speech again to give you an ashes-in- your-mouth sense of the speed of this human juggernaut—brought to you by your own U.S. Congress and your continued apathy to speak up to stop it. Notice it’s not on any of the candidates’ list of things to talk about and no ABC moderator will bring it up. It’s a sacred cow to the media and all politicians—yet it is destroying this country.

Lamm said, “If you believe that America is too smug, too self-satisfied, too rich, then let’s destroy America. It is not that hard to do. No nation in history has survived the ravages of time. Arnold Toynbee observed that all great civilizations rise and fall, and that, “An autopsy of history would show that all great nations commit suicide.”

“Here is how they destroyed their countries,” Lamm said. “First, turn America into a bilingual or multi lingual and bicultural country. History shows that no nation can survive the tension, conflict and antagonism of two or more competing languages and cultures. It is a blessing for an individual to be bilingual; however, it is a curse for a society to be bilingual. The historical scholar Seymour Lipset put it this way, “The histories of bilingual and bicultural societies that do not assimilate are histories of turmoil, tension and tragedy. Canada, Belgium, Malaysia, Lebanon—all face crises of national existence in which minorities press for autonomy, if not independence. Pakistan and Cyprus have divided. Nigeria suppressed an ethnic rebellion. France faces difficulties with Basques, Bretons and Corsicans.”

Lamm continued on how to destroy America, “Invent ‘multiculturalism’ and encourage immigrants to maintain their own culture. I would make it an article of belief that all cultures are equal. That there are no cultural differences! I would make it an article of faith that the Black and Hispanic dropout rates are due to prejudice and discrimination by the majority. Every other explanation is out of bounds.”

Any fool can see that Los Angeles, Detroit, Chicago, New York and Miami are no longer American cities. Houston, Dallas, Atlanta, San Francisco and many other cities are not far behind. Immigrants arrive at over 3.1 million per year, so fast and so many, that they are not assimilating into the American Dream. However, they are creating the American Nightmare for Americans. You would be insulted if you spoke English and you’re not welcome in immigrant enclaves of those cities.

“We could make the United States an “Hispanic Quebec” without much effort. The key is to celebrate diversity rather than unity. As Benjamin Schwarz said in the Atlantic Monthly recently: “The apparent success of our own multi-ethnic and multi-cultural experiment might have been achieved not by tolerance but by hegemony. Without the dominance that once dictated ethnocentrically and what it meant to be an American, we are left with only tolerance and pluralism to hold us together.”

Detroit Muslims forced businesses to install “Press 1” for Arabic, “Press 2 for Spanish” and “Press 3 for English.” We have a president that bows to Muslim leaders and last week, he apologized to Afghanistan’s President Karzi for burning a few Korans, but didn’t mention that Afghanistan soldiers executed to the back of their heads two U.S. Army officers that had nothing to do with the burnings and wounded four other U.S. military troops. Tell me again why we are sacrificing thousands of our young kids in that hell hole of Islamic insanity for the past 10 years?

Lamm added, “I would encourage all immigrants to keep their own language and culture. I would replace the melting pot metaphor with the salad bowl metaphor. It is important to ensure that we have various cultural sub-groups living in America reinforcing their differences rather than as Americans, emphasizing their similarities.”

“Fourth, I would make our fastest growing demographic group the least educated. I would add a second underclass, unassimilated, undereducated and antagonistic to our population. I would have this second underclass have a 50 percent dropout rate from high school.”

According to a CNN report, 7,000 high school students drop out of school every day, one every 26 seconds. The U.S. now features 42 million functionally illiterate Americans that cannot read, write or perform simple math. Another 50 million cannot read past the 4th grade level. Democracy requires four disciplines to flourish while remaining viable. It requires an educated population that possesses a similar moral and ethical foundation while speaking the same language. The United States, via massive immigration, is losing all four aspects. It cannot and will not remain viable much longer with the disruption of its educational systems. Conflicting languages bring a whole new can of worms to the crisis.

“My fifth point for destroying America would be to get big foundations and business to give these efforts lots of money. I would invest in ethnic identity, and I would establish the cult of “Victimology.” I would get all minorities to think their lack of success was the fault of the majority. I would start a grievance industry blaming all minority failure on the majority population.”

While a few elites in high places make billions of dollars, they corrupt America’s rule of law and undermine the Middle Class. If you’ll notice—Third World countries DO NOT sustain a Middle Class. They suffer a high class and a low class. America moves in that direction every day of this immigrant invasion. We feature 15 million unemployed and 46 million Americans subsisting on food stamps in 2012.

“My sixth plan for America’s downfall would include dual citizenship and promote divided loyalties. I would celebrate diversity over unity. I would stress differences rather than similarities. Diverse people worldwide are mostly engaged in hating each other—that is, when they are not killing each other. A diverse, peaceful or stable society is against most historical precedent. People undervalue the unity it takes to keep a nation together. Look at the ancient Greeks: “The Greeks believed that they belonged to the same race; they possessed a common language and literature; and they worshipped the same gods. All Greece took part in the Olympic games. A common enemy Persia threatened their liberty. Yet, all these bonds were not strong enough to overcome two factors…local patriotism and geographical conditions that nurtured political divisions. Greece fell. In that historical reality, if we put the emphasis on the ‘pluribus’ instead of the ‘unum’, we can balkanize America as surely as Kosovo.”

Lamm continued, “Next to last, I would place all subjects off limits—make it taboo to talk about anything against the cult of “diversity.” I would find a word similar to “heretic” in the 16th century—that stopped discussion and paralyzed thinking. Words like “racist” or “xenophobe” halt discussion and debate.”

At every juncture today, anti-American groups like the ACLU, La Raza, MALDEF, LULAC, and MECHA, which are pro illegal alien Mexican groups on U.S. soil—scream “racism” if anyone protests illegal migration. You have to wonder what will happen when they gain majority populations? (Hispanics will gain majority population by 2040.) Will they allow us to use the word “racism” as they promote their agenda of “Reconquista of Aztlan” while they break our country into pieces? At over 10 million illegal migrant Mexicans now transplanted onto U.S. soil, they are well on their way.

“Having made America a bilingual--bicultural country, having established multiculturalism, having the large foundations fund the doctrine of “Victimology,” Lamm said. “I would next make it impossible to enforce our immigration laws. I would develop a mantra: “That because immigration has been good for America, it must ALWAYS be good. I would make every individual immigrant sympatric and ignore the cumulative impact of millions of them."

President Barack Obama ceased enforcing America’s immigration laws as of December of 2011. He has filed suit against South Carolina, Alabama and Arizona for attempting to enforce their own laws against their migrant invasions.

In the last minute of his speech, Governor Lamm wiped his brow. A profound silence swept over the room. Finally, he said, “Lastly, I would censor Victor Davis Hansen’s book Mexifornia. His book is dangerous. It exposes the plan to destroy America. If you feel America deserves to be destroyed, don’t read that book.”
