President’s spending plan weakens
immigration enforcement

President
Obama's fiscal 2013 budget came out this month and again includes the same
spending, borrowing and taxing policies that have come to define his
presidency. No surprise, this spending blueprint cuts several worthwhile
immigration-enforcement and border-security programs.
The
president's budget continues his administration's policies of ignoring laws
requiring the removal of illegal immigrants. Last year, the Obama
administration issued new deportation guidelines that amount to backdoor
amnesty. The spending priorities contained in his budget are no different. At least
the president is consistent.
Under
his budget for 2013, Mr. Obama reduces the number of detention bed spaces by
1,200 beds - from 34,000 to 32,800. The administration proposes using the
resulting funds to enhance its alternatives-to-detention programs. But these
programs result in higher levels of illegal immigrants disappearing into
American communities.
In
fact, Department of Justice records reveal that since 1996, 40 percent of all
non-detained illegal immigrants in removal proceedings simply became fugitives.
Unfortunately, the president's budget builds on this record of failure.
Detention is the only proven method of preventing illegal immigrants from
avoiding deportation.
The
president's spending proposal also reduces funding for the 287(g) program by 25
percent. The 287(g) program allows state and local governments to partner with
the federal government to assist in the enforcement of immigration laws. This
successful program has identified tens of thousands of illegal immigrants in
prisons and jails nationwide.
The
Obama administration also has announced that it will no longer consider
additional requests for 287(g) partnerships. It makes no sense to get rid of
such a valuable program.
Mr.
Obama's fiscal 2013 budget request also undermines border security and national
security. Last year, the nonpartisan Government Accountability Office found
that just 44 percent of the Southwestern border was under the operational
control of the Border Patrol. Most of the border remains porous to human
smugglers, drug traffickers and illegal immigrants.
Rather
than take steps to gain control of the U.S.-Mexico border, the president's
budget contains a plan to develop a "border security index" to
measure enforcement progress along the Southwestern border. The administration
thinks this new test will help manipulate the facts to produce a passing grade
for the administration and back its claims that the border is secure.
But
this index is just a cover-up for the administration's failure to fully enforce
immigration laws. There is no substitute for improved border security coupled
with increased interior enforcement of drug and immigration laws.
The
president's budget also contains no funding for the implementation of the Real
ID Act. But this comes as no surprise because the administration already has
delayed this law from taking effect until January 2013. Real ID prohibits
illegal immigrants, including foreign terrorists, from obtaining valid forms of
identification that can be used to board planes and enter federal buildings.
Real ID already has been law for six years and should be fully implemented.
This is another example of the administration not enforcing current laws.
The
president's spending blueprint contains no funding for expansion of the Visa
Security Program (VSP). This program increases the security of the visa process
at U.S. embassies and consulates in "highest-risk" countries. At
visa-issuing posts where VSP exists, all applicants receive additional
screening. Unfortunately, such screening exists only at 19 locations out of a
list of about 50 designated "highest-risk" posts worldwide. Not
expanding the VSP makes it easier for terrorists to get visas to the United
States.
We must secure our borders to prevent national security threats from becoming reality. It's past time to construct a budget that reduces illegal immigration and increases border security. The president's budget takes us in the wrong direction.

Decreases, but Tensions Remain High
PHOENIX — The
impact of steep declines in the number of migrants illegally crossing the
border with Mexico in recent years has
rippled across Arizona and other border states, with federal and local law
enforcement seeing big drops in crime related to illegal immigration.
In Arizona, federal agents have found far fewer drop houses, where
smugglers stash border crossers. Police chiefs in Arizona cities say their
crime rates are low and are falling, along with the numbers and costs of
illegal immigrants coming through their jails.

Did White
House Push FBI To Kill Anti-Gang Unit?
While
it blows hundreds of millions of dollars on wasteful “stimulus” projects and
the expansion of costly entitlement benefits, the Obama Administration is eliminating
a crucial FBI division that counters gang violence.
This
could not have come at a worse time considering gang violence in the United
States is at an all-time high. In fact, the latest annual gang
threat assessment issued
by the agency—National Gang Intelligence Center (NGIC)—on the chopping block is
downright alarming. It says that gangs are responsible for nearly half of all
violent crimes in most parts of the country and up to 90% in many
jurisdictions. That’s because there are over 33,000 active gangs in the U.S.
with some 1.4 million members, according to the NGIC.
To
help curb the growth of gangs and related criminal activity, Congress directed
the FBI to establish the NGIC in 2005. It’s a multi-agency operation that
combines the efforts of several federal and local agencies working together to
tackle a crisis. According to its website, the NGIC integrates gang
intelligence from across federal, state and local law enforcement on the
growth, migration, criminal activity and association of gangs that pose a
significant threat to the nation.
Why,
then, would FBI Chief Robert Mueller eliminate the NGIC? A conservative news
website uncovered
Muller’s plan because a congressman grilled him about it at a House
Appropriations Committee hearing this week. That’s where government agency
heads go for money each year. It turns out that the FBI’s fiscal year 2013
budget proposal calls for the elimination of the NGIC, which has more than a
dozen positions and an annual budget of nearly $8 million.
That’s a
drop in the bucket compared to the billions that have been wasted under the
president’s fraud-infested $787 billion stimulus, which he vowed would
jumpstart the economy and put Americans back to work. Instead, much of the cash
has gone to unthinkable things like a genitalia-washing program for
uncircumcised African men, international ant research and a Pennsylvania
“tunnel to nowhere.” Click here to read Judicial Watch’s

Bless
the FBI for trying to save taxpayers money. In its 2013
budget proposal
the bureau assures that nixing the NGIC won’t hinder its ability to counter the
threat posed to the U.S. by criminal gangs. The congressman challenging the
NGIC’s closure, Frank Wolf of Virginia, struck back with a rather interesting
statement indicating that the White House was behind the plan.
“We
received a revised version of your testimony late yesterday that the OMB [the
White House’s Office of Management and Budget] inserted language making the
absurd claim that the elimination of the National Gang Intelligence Center –
$7.8 million and 15 positions – will not hinder the FBI’s ability to perform
the analytical work done there,” Wolf said to the FBI chief.
Could this
be part of a bigger Obama plan to pander to Latinos in an effort to earn that
crucial Hispanic vote in the upcoming election? After all, it’s been well
documented that most violent gangbangers in the U.S. are, either Hispanic or
illegal immigrants.
