California
prepares thousands of government layoffs

At the end of March, California’s
Democratic Governor Jerry Brown officially proposed his Government
Reorganization Plan (GRP) to restructure the state government agencies. Under
the guise of increasing “coordination and efficiency,” he is preparing the
destruction of thousands of jobs.
Brown sent his proposal to the
“Little Hoover” Commission, an independent state oversight agency, on March 30.
Under his plan the number of state agencies would be reduced from 12 to 10,
through the combination and reorganization of existing agencies.
The Little Hoover Commission now has
30 days to issue recommendations to the governor and legislature. Unless
opposed by a majority in either the State Assembly or Senate, the plan will go
into effect 60 days after the legislature receives the commission’s report.
Under the plan, three new agencies
will be created to take the place of five old ones. Specifically the Agencies
of Business, Transportation, and Housing; State and Consumer Services;
Technology; Emergency Management; and The Volunteer Program will be
incorporated into others including the new Agencies of Government Operations,
Business and Consumer Services, and Transportation.
Although the governor’s summary
letter focuses on expected increases in efficiency by ensuring that related
government programs are within the same agency, the real expected savings comes
from eliminating 39 state entities and 9 government programs.
Among many others, the GRP will
eliminate the Department of Mental Health, splitting its functions among
several other departments. This cut is particularly disturbing after a study by
the UCLA Center for Health Policy Research in November of last year showed that
nearly 2 million adults in California had mental health needs. Less than a
quarter of them were receiving minimally adequate treatment, and over half were
receiving no treatment at all.
Another notable cut is the
Unemployment Insurance Appeals Board, which is used by employers and employees
to appeal decisions on unemployment insurance eligibility. Although the board
receives only 0.5 percent of its budget from the state general fund, it is
included in the GRP’s cost-cutting measures to make it harder for the growing
number of unemployed to collect benefits.
In total, the governor’s budget
including the GRP is expected to cut the state government’s workforce by at
least 3,000, as first outlined in the governor’s budget proposal in January.
Department of Finance Director Ana Matosantos said at the time that the goal
was “reductions in positions.”
Throughout the recession government
employees have been targeted in order to close budget gaps at all levels. In
February alone, 10,300 government jobs were cut, mostly from cities and
counties. Since the beginning of the recession, government jobs in California
have declined by 5 percent overall, with the majority of losses occurring at
the local level.
In last year’s budget proposal,
Brown included both tax cuts for corporations in order to “create jobs,” and
budget cuts that resulted in thousands of government and school employees being
laid off. Although this year's proposal doesn’t include an explicit corporate
tax cut, it follows the same basic principle.
The proposed layoffs go hand in hand
with the governor’s planned assault on public employee pensions. In both cases
the driving force is not a desire to “increase efficiency,” but to make the
working class pay for the financial crisis.

to declare "California Del Norte" a sanctuary zone for immigrants.
The declaration urges the Mexican government to invoke its rights under the

Department of Labor has launched a special program to assist and protect
illegal immigrant workers in the U.S., referred to as “vulnerable” and “underpaid”
by the presidential cabinet member who heads the agency.
Hundreds
of new field investigators have been deployed to reach out to Latino laborers
in areas with large numbers of illegal alien employees. Their message, in
Spanish, is “we can help” bring workplace protections to the nation’s most
vulnerable and underpaid workers, including those who have no legal right to
live in the Untied States.

Solis told
Latino workers that “your president, your secretary of labor and this
department will not allow anyone to be denied his or her rightful pay,
especially when so many in our nation are working long, hard and often
dangerous hours.” She assured illegal immigrants that “if you work in this
country, you are protected by our laws.”
The same
day Solis publicly announced the Obama Administration’s new project, a Labor
Department investigator visited a day laborer center in northern California to
promote it. The federal employee actually chatted warmly with the illegal
immigrants about how to find jobs
without being exploited,
according to a local newspaper report. “We’re the feds but the good ones,” he
told the day laborers in Spanish. “We’re here to help workers.”
The agency
has also launched a Spanish television advertising campaign to spread the word
and created a web site. Workers in industries from construction to food service
are urged to contact the Labor Department of wage and hour violations. An
investigator may be deployed to the work site or the employer may be taken to
court.

that this longtime open-borders sympathizer has always had a rather radical
definition of "American." At a Latino voter registration project

To be sure, no one should be scammed
out of "fair wages." Employers that hire and exploit illegal
immigrant workers deserve full sanctions and punishment. But it's the timing,
tone-deafness and underlying blanket amnesty agenda of Solis' illegal alien
outreach that has so many American workers and their representatives on Capitol
Hill rightly upset.
With double-digit unemployment and a
growing nationwide revolt over Washington's border security failures, why has
Solis chosen now to hire 250 new government field investigators to bolster her
illegal alien workers' rights campaign? (Hint: Leftists unhappy with Obama's
lack of progress on "comprehensive immigration reform" need
appeasing. This is a quick bone to distract them.)
Unfortunately, the federal government
is not alone in lavishing attention and resources on workers who shouldn't be
here in the first place. As of 2008, California, Florida, Nevada, New York,
Texas and Utah all expressly included illegal aliens in their state workers'
compensation plans -- and more than a dozen other states implicitly cover them.
Solis' public service announcement
comes on the heels of little-noticed but far more troubling comments
encouraging illegal alien workers in the Gulf Coast. Earlier this month, in the
aftermath of the BP oil spill, according to Spanish language publication El
Diario La Prensa, Solis signaled that her department was going out of its way
to shield illegal immigrant laborers involved in cleanup efforts. "My
purpose is to assist the workers with respect to safety and protection,"
she said. "We're protecting all workers regardless of migration status
because that's the federal law." She told reporters that her department
was in talks with local Immigration and Customs Enforcement (ICE) officials who
had visited coastal worksites to try to verify that workers were legal.
No word yet on whether she gave ICE
her "we are all Americans, whether you are legalized or not" lecture.
But it's a safe bet.

(CNN) -- Mexican President Felipe Calderon Sunday demanded the United
States surrender its sovereignty, abandon the rule of law and accede to
Mexico's inherent supremacy.

In his state of
the union address to the Mexican nation, Calderon established his imperialistic
imperatives: "I have said that
Mexico does not stop at its border, that wherever there is a Mexican, there is
Mexico. And, for this reason, the government action on behalf of our countrymen
is guided by principles, for the defense and protection of their rights."
ILLEGALS HAVE MORE “RIGHTS” OR LET’S CALL IT LA RAZA SUPREMACY IN OUR BORDERS

Calderon
protested the U.S. government's increased raids on illegal employers of illegal
alien employees and work site enforcement. In what is little more than a faint
nod to the Bush administration's responsibility to enforce U.S. immigration
law, the Department of Homeland Security had planned to send out notices to
employers from the Social Security Administration informing them of
non-matching records between an employee's name and Social Security number.
These employers would then be forced to resolve any discrepancy within 90 days
or be required to dismiss the employee or face up to $10,000 in fines for
knowingly hiring illegal immigrants.
But then, ethnocentric advocacy groups and
some labor unions, trying to bolster their membership, sued to stop the
crackdown on hiring illegal alien workers. A federal judge in California last
week issued a temporary restraining order blocking the plan, giving a victory
to the AFL-CIO, the American Civil Liberties Union and the National Immigration
Law Center, all of which brought the suit alleging DHS exceeded its authority
in making the rule.
Calderon must
have been delighted by the judge's decision. Calderon, like his predecessors,
Carlos Salinas and Vicente Fox, has failed miserably to establish policies that
would create jobs for the Mexican people and to eliminate shameful, unchecked
corruption and incompetence in the Mexican government.
Even by Mexico's standards, Calderon's blatant hypocrisy is breathtaking.
Calderon told the Washington Post more than a year ago that he believes laws
are not a relative concept, nor subject to a personal concept of justice.
Calderon declared a big difference between himself and his rival for the
Mexican presidency, Manuel Lopez Obrador, was this: "I believe in the rule
of law." Obviously he does not believe in the rule of U.S. law on U.S.
soil.
Calderon can't have it both ways. He cannot fail his citizens at home and
then act as the Great Imperialist Protector of his citizens who are driven by
poverty and corruption to enter the United States illegally. The United States
provides Mexico with an annual surplus of $65 billion in trade, an estimated
$25 billion in remittances from Mexican citizens living and working here
illegally, and at least another $25 billion generated by the illegal drug trade
across our southern border.
But it is President Bush and this Congress who should be most
embarrassed, because they are failing to assert rights for Americans in their
own country, rights far short of those demanded by Calderon for his citizens
living illegally in our nation.

Mexico prefers to export its poor, not uplift them
At this week's summit, failed reforms under Fox should be the issue, not
US actions.

WILLIAMSBURG, VA. - At the parleys this week with his US and Canadian
counterparts in Cancún, Mexican President Vicente Fox will press for more
opportunities for his countrymen north of the Rio Grande. Specifically, he will
argue for additional visas for Mexicans to enter the United States and Canada,
the expansion of guest-worker schemes, and the "regularization" of
illegal immigrants who reside throughout the continent. In a recent interview
with CNN, the Mexican chief executive excoriated as "undemocratic"
the extension of a wall on the US-Mexico border and called for the
"orderly, safe, and legal" northbound flow of Mexicans, many of whom come
from his home state of Guanajuato. Mexican legislators share Mr. Fox's goals.
Silvia Hernández Enriquez, head of the Senate Committee on Foreign Relations
for North America, recently emphasized that the solution to the
"structural phenomenon" of unlawful migration lies not with
"walls or militarization" but with "understanding, cooperation,
and joint responsibility." Such rhetoric would be more convincing if
Mexican officials were making a good faith effort to uplift the 50 percent of
their 106 million people who live in poverty. To his credit, Fox's
"Opportunities" initiative has improved slightly the plight of the
poorest of the poor. Still, neither he nor Mexico's lawmakers have advanced
measures that would spur sustained growth, improve the quality of the
workforce, curb unemployment, and obviate the flight of Mexicans abroad.
Indeed, Mexico's leaders have turned hypocrisy from an art form into an exact
science as they shirk their obligations to fellow citizens, while decrying
efforts by the US senators and representatives to crack down on illegal
immigration at the border and the workplace. Insufficient revenues mean that
Mexico spends relatively little on two key elements of social mobility:
Education commands just 5.3 percent of its GDP and healthcare only 6.10
percent, according to the World Bank's last comparative study. Transparency
International, a nongovernmental organization, placed Mexico in a tie with
Ghana, Panama, Peru, and Turkey for 65th among 158 countries surveyed for
corruption. Geography, self-interests, and humanitarian concerns require North
America's neighbors to cooperate on myriad issues, not the least of which is
immigration. However, Mexico's power brokers have failed to make the difficult
decisions necessary to use their nation's bountiful wealth to benefit the
masses. Washington and Ottawa have every right to insist that Mexico's pampered
elite act responsibly, rather than expecting US and Canadian taxpayers to
shoulder burdens Mexico should assume.

population of Mexico and Canada. "Common perimeter" means wide-open
U.S. borders between the U.S., Mexico and Canada. As Phyllis Schlafly reveals
in this issue of Whistleblower: "This CFR document asserts that President
Bush, Mexican President Vicente Fox and Canadian Prime Minister Paul Martin
'committed their governments' to this goal when they met at Bush's ranch and at
Waco, Texas, on March 23, 2005. The three adopted the 'Security and Prosperity
Partnership of North America' and assigned 'working groups' to fill in the
details. It was at this same meeting, grandly called the North American Summit,
that President Bush pinned the epithet 'vigilantes' on the volunteers guarding
our border in Arizona."
The CFR report –
important excerpts of which are published in Whistleblower – also suggests
North American elitists begin getting together regularly, and presumably
secretly, "to buttress North American relationships, along the lines of
the Bilderberg or Wehrkunde conferences, organized to support transatlantic
relations." The Bilderberg and Wehrkunde conferences are highly secret
conclaves of the powerful. For decades, there have been suspicions that such
meetings were used for plotting the course of world events and especially the
centralization of global decision-making.

GOVERNOR’S ENGLISH-IMMERSION ADVICE

-- Gov. Arnold Schwarzenegger knew he was setting himself up for plenty of
criticism when he urged Latinos to "turn off the Spanish television
set" in order to learn English faster, but it was a briar patch the
Austrian immigrant was happy to leap into. Speaking to the National Association
of Hispanic Journalists convention in San Jose Wednesday night, the governor,
relaxed and seated in a chair on stage, answered questions for more than 40
minutes on Latino-oriented issues ranging from immigration to education. Late
in that session, he was asked what could be done to help Latino students, many
new to the country, pass the newly required high school exit exams.
FORTY PERCENT OF THE
STUDENT BODY IN CALIFORNIA CAN NOT SPEAK ENGLISH.
He talked at first
about providing more tutors and after-school help to improve their
English-language skills, but then suggested that the ability of many California
Latinos to lead their daily lives -- shopping, watching television, reading
newspapers, speaking with friends -- almost entirely in Spanish was making it
harder for them to learn English. "This is politically not the correct
thing to say, but here I am, getting myself into trouble,'' Schwarzenegger
said, anticipating the furor he was creating. "But I know that when I came
to this country, I ... very rarely spoke German to anyone.'' The governor
admitted that his experience as a young, single man moving into an area where
German speakers were few and far between was very different from a
Spanish-speaking family living in an established Latino community like East Los
Angeles, because he was forced to speak English. But the governor quickly found
himself under attack, both for his message and for its timing. When
Schwarzenegger acknowledged that it was difficult for Spanish-speaking Latinos
to find the time to perfect their English skills as quickly as possible, Pilar
Marrero, a columnist for La Opinion, a Spanish-language newspaper in Los
Angeles, said, "They're busy working; they don't have time to learn.'' BUSY WORKING STEALING CARS AND SPRAY PAINTING THE

Schwarzenegger's
statement was "both insensitive and irresponsible,'' said John Ramirez, a
professor of media studies at Cal State Los Angeles. "This is a very scary
and dangerous time because of the growing anti-immigration sentiment, which is
all the more reason for the governor of California to be a little more

Not surprisingly, the
governor also took heat from the Spanish-language media, which didn't take
kindly to his suggestion that their readers and listeners should just say no to
their stories and programs. La Opinion, one of the nation's largest
Spanish-language newspapers, suggested in an editorial that the governor was
dealing in stereotypes when he suggested that California Latinos aren't
interested in learning English as quickly as possible. "It is absurd to
blame the Spanish-speaking media for low Latino academic performance,'' the
newspaper said. The governor's office is receiving plenty of feedback, both pro
and con, said Adam Mendelsohn, the governor's communications director.
"It's been a very mixed reaction,'' he said. "But much of the
negative reaction comes from people who didn't read the governor's remarks in
context.'' Schwarzenegger's impassioned support for English immersion, which he
admitted was "a drastic way" of learning the language, reflects the
way he moved into his adopted country's mainstream, Mendelsohn said. Speaking
to the Latino journalists, Schwarzenegger recalled his teachers at Santa Monica
City College telling him to "read the L.A. Times, even though you don't
understand it. ... Look at books that are English, look at comic books that are
English, watch television, listen to radio that is English. And it really
helped me.'' It was a very difficult path and a huge commitment of time and
effort, but within two years, "I really got my act together so I could
read the paper and I could understand the news and really get with it in
school,'' Schwarzenegger said. That's not a path that's realistic for many
Latinos with family responsibilities and ties to a local community, a community
that's largely covered by the Spanish-language media, said John Trasvina,
president and general counsel of the Mexican American Legal Defense Fund.
"Nobody's saying, 'I don't need to learn English,' but while they're
learning English, they should be able to keep in touch with their community,''
he said. A 21-year-old Austrian, virtually alone in a new country and wrapped
up in the all-encompassing world of professional body-building, can spend hours
in front of the television, living in a totally English-speaking world,
Schwarzenegger's critics said. "That's not realistic for Latinos,'' said
Ramirez, the Cal State Los Angeles professor. "They're still going to talk
to Mom and the neighbors.'' Complaints about how best to teach newcomers
English are nothing new for California. The battle between bilingual education,
where non-English-speaking students are taught in both their native language
and English, and immersion, where students who don't speak English are taught
almost entirely in their new language, has raged for years, with groups like
U.S. English, founded by former California Sen. S.I. Hayakawa, pushing hard for
English immersion and an end to things like bilingual ballots and providing
government services in languages other than English. In 1998, for example,
California overwhelmingly passed Proposition 227, which banned most bilingual
education in the state. Opponents say the immersion strategy it backed hasn't
worked. "The governor was talking about kids in our schools who already
are immersed in English all day,'' said Maria Quezada, executive director of
the California Association for Bilingual Education. "There's a 40 percent
dropout rate in the L.A. Unified School District, and their classes are in English.''
But this week was far from the first time Schwarzenegger has come out in favor
of English immersion. In speeches, in newspaper op-ed pieces and in interviews
he's talked about his experience as an immigrant and the absolute need to learn
English in the fastest way possible. "The governor believes very strongly
in immersion and believes very strongly in his experience with it and has no
trouble talking about his experience as an immigrant,'' said Mendelsohn, the
governor's spokesman. "He wasn't saying that Spanish-language media should
be eliminated and he wasn't saying Spanish-language media plays no role in the
community.'' Schwarzenegger also wasn't saying that by turning off the
Spanish-language TV programs Latinos should turn away from their ethnic
heritage, Mendelsohn added. When he stopped speaking German, Schwarzenegger
said Wednesday, it wasn't "that I didn't like Austria, my heart was always
in Austria, but I wanted to as quickly as possible learn the English
