Children, Now Struggling to Adjust to Life in Mexico

MATAMOROS, Mexico — Jeffrey Isidoro sat near the door of his fifth-grade
classroom here in central Mexico, staring outside through designer glasses
that, like his Nike sneakers and Nike backpack, signaled a life lived almost
entirely in the United States. His parents are at home in Mexico. Jeffrey is
lost.
When his teacher
asked in Spanish how dolphins communicate, a boy next to him reached over to
underline the right answer. When it was Jeffrey’s turn to read, his classmates
laughed and shouted “en inglés, en inglés” — causing Jeffrey to blush.
“Houston is
home,” Jeffrey said during recess, in English. “The houses and stuff here, it’s
all a little strange. I feel, like, uncomfortable.”
Never before has
Mexico seen so many American Jeffreys, Jennifers and Aidens in its classrooms.
The wave of deportations in the past few years, along with tougher state laws
and persistent unemployment, have all created a mass exodus of Mexican parents
who are leaving with their American sons and daughters.
In all, 1.4
million Mexicans — including about 300,000 children born in the United States —
moved to Mexico between 2005 and 2010, according to Mexican census figures.
That is roughly double the rate of southbound migration from 1995 to 2000, and
new government data published this month suggest that the flow is not
diminishing. The result is an entire generation of children who blur the line
between Mexican and American.
“It’s really a
new phenomenon,” said Víctor Zúñiga, a sociologist at the University of Monterrey,
in Nuevo León State, which borders Texas. “It’s the first time in the
relationship between Mexico and the United States that we have a generation of
young people sharing both societies during the early years of their lives.”
Critics of immigration have mostly welcomed
the mass departure, but demographers and educators worry that far too many
American children are being sent to schools in Mexico that are not equipped to
integrate them. And because research shows that most of these children plan to
return to the United States, some argue that what is Mexico’s challenge today
will be an American problem tomorrow, with a new class of emerging immigrants:
young adults with limited skills, troubled childhoods and the full rights of
American citizenship.
“These kinds of
changes are really traumatic for kids,” said Marta
Tienda, a sociologist at Princeton who was born in Texas to Mexican migrant
laborers. “It’s going to stick with them.”
Jeffrey’s
situation is increasingly common. His father, Tomás Isidoro, 39, a carpenter,
was one of the 46,486 immigrants deported in the first half of 2011 who said
they had American children, according to a report by Immigration and Customs
Enforcement to Congress. That is eight times the half-year average for such
removals from 1998 to 2007.
Mr. Isidoro,
wearing a Dallas Cowboys hat in his parents’ kitchen, said he was still angry
that his 25 years of work in the United States meant nothing; that being caught
with a broken taillight on his vehicle and without immigration papers meant
more than having two American sons — Jeffrey, 10, and his brother, Tommy
Jefferson, 2, who was named after the family’s favorite president.
As for President
Obama, Mr. Isidoro uttered an expletive. “There are all these drug addicts,
drug dealers, people who do nothing in the United States, and you’re going to
kick people like me out,” he said. “Why?”
White House
officials have said that under a new policy focused on criminals, fewer parents
of American children are being deported for minor offenses. On Friday, the
Obama administration also announced that hundreds of thousands of illegal
immigrants who came to United States as children would be allowed to stay without fear of deportation.
The policy, however, does not grant legal status, and because nearly half of
the country’s 10.2 million illegal immigrant adults have children, experts say
that inevitably more families will be divided — especially if deportations over
all hold steady around 400,000 a year.
But for Jeffrey,
the impact of his father’s removal in June last year was immediate. His grades
dipped. His mother, Leivi Rodríguez, 32, worried that he had become more
distant, from both his friends and his studies. Almost every day, Jeffrey told
her he wanted to see his father.
So six months
after her husband’s deportation, she sent Jeffrey to live with his father in
Mexico, and she followed with Tommy a few months later. It was December when he
arrived here in a hill town south of Mexico City, surrounded by fields of
swaying sugar cane. On Jeffrey’s first night, he noticed something strange in
his bed. “Dad, what’s that?” he asked.
“A scorpion,” his
father said.
School here
presented new challenges, as well. Jeffrey went hungry at first because neither
he nor his father realized that without a cafeteria, students relied on their
parents to bring them food at recess.
In class,
Jeffrey’s level of confusion rises and falls. His teacher said she struggled to
keep him from daydreaming. “His body is here, but his mind — who knows where it
is,” she said.
Houston — that is
where Jeffrey’s thoughts typically drift. There, he had friends, McDonald’s,
the zoo. It is where he lingered at the library at Gleason Elementary to catch
up on his favorite series of books, “Diary of a Wimpy Kid.” There, his school
had a playground; here, there is just a concrete slab. There, computers were
common; here, there are none.
“It was just
better,” Jeffrey said.
The educational
disparities between Mexico and the United States are not always so stark. At
the elementary level, some of Mexico’s schools are on par with, or even
stronger than, the overcrowded, underfinanced American schools that serve many
immigrant children, education experts say.
But Mexican
schools lag when it comes to secondary education. In many areas of Mexico,
especially places where the tradition of migration is not as well established,
Mexico’s educational bureaucracy can make life difficult for new arrivals like
Jeffrey. It is not uncommon for American students to be barred from enrollment
for a year or more because they lack proper documents.
“The established
rules for registration don’t need to be so severe,” said Armando Reynoso
Carrillo, a state legislator from Malinalco, a rural area in Mexico State where
dozens of American children have arrived in recent years.
The problems
extend beyond registration. Mexicans have a long history of greeting returnees
with skepticism — for abandoning Mexico, or because they resent the United
States, or view those who moved there as materialistic, culturally out of touch
and arrogant. The prejudice often extends to their children.
Graciela Treviño
González said that when she returned to Malinalco three years ago, after more
than a decade in California, she could not get her American son onto a soccer
team because the coaches refused to accept him without Mexican identification.
“He felt rejected by everyone,” she said. “The kids called him ‘leche,’
‘gringo’ — it was awful.” Leche means milk and gringo can range from a neutral
reference to a foreigner to a slur.
Here in the
central state of Puebla, Mexican children are especially likely to see
transnational students as different, according to surveys by Mr. Zúñiga, the
sociologist. Some have come to Mexico because of deportations. Others arrived
because relatives were sick or without work.
But regardless of
the cause, Mexican students tend to see their American-educated colleagues as
strangers. Jeffrey’s experience is typical: He is friendly and quick to open up
in English, but quieter at school, where Spanish is the only language one
hears.
At one point this
spring, as Jeffrey sat at the edge of the playground, a larger boy approached
from behind and asked if he was from Florida or Houston. When Jeffrey pulled
away because the boy had leaned into him, the bigger boy seemed surprised. “Are
you mad?” he asked.
Later, other boys
tested Jeffrey on his English, asking him in Spanish to translate various body
parts.
“How do you say
foot?” one asked. “Finger?”
“Eye?”
Jeffrey provided
one-word answers without enthusiasm. At home, a three-room concrete box with
furniture hauled from Houston, he said that many of the children called him
Four Eyes. He said he was starting to feel more comfortable academically and
socially, but even in a school with 11 other children born or educated in the
United States (out of 296) he is still a foreigner. Sometimes, he confuses the
Mexican pledge of allegiance with the American version.
Ms. Tienda, at
Princeton, said children of Jeffrey’s age were more likely to struggle with
such a difficult transition. “This is the age where they start to be aware of
each other’s differences,” she said. “They’re preadolescents and their identity
is being crystallized.”
She added that
how these students fared over the long term will probably vary widely. Some
will make the transition easily while others will suffer setback after setback.
It will depend on their language skills, school and family dynamics.
Jeffrey, like
many other children whose parents have moved them to a country they do not
know, seems to be teetering between catching up to his classmates and falling
further behind. His parents are struggling to find work and keep their marriage
together. Jeffrey, in quieter moments, said he was just trying to endure until
he could go home.
“I dream, like,
I’m sleeping in the United States,” he said. “But when I wake up, I’m in Mexico.”

Phoenix civil rights activist Pablo Cruz is replacing Manuel
Longoria as the President of Nuestros Reconquistos, one of Arizona's most prominent
civil rights groups. Manuel Longoria has accepted a prominent position for the
U.S. Dept. of Justice.
Pablo Cruz is a
former gang member and an undocumented immigrant who has gone on to represent
several other former gang members in trying to make their lives better. He has helped hundreds of
former gang members gain long-term employment. "I don't care who you
are--everybody deserves a second chance," Cruz claims.
As the
President of Nuestros Reconquistos, Pablo Cruz plans to help Latinos claim back
the Southwest as part of the Latino homeland of Aztlán. "The
movement to reclaim land stolen from Mexico is almost complete. Latinos will
soon be able to live, work, and dream in a land where no other race is
allowed."
Pablo Cruz will speak to Latino groups tomorrow morning at
the Phoenix Public Library. He is expected to announce plans to help Barack Obama's
re-election campaign.

CASE STUDY OF MEX LOOTING:Jose Herria emigrated illegally from Mexico to Stockton, Calif., in 1997 to work as a fruit picker. He brought with him his wife, Felipa, and three children, 19, 12 and 8 – all illegals. When Felipa gave birth to her fourth child, daughter Flor, the family had what is referred to as an "anchor baby" – an American citizen by birth who provided the entire Silverio clan a ticket to remain in the U.S. permanently. But Flor was born premature, spent three months in the neonatal incubator and cost the San Joaquin Hospital more than $300,000. Meanwhile, oldest daughter Lourdes married an illegal alien gave birth to a daughter, too. Her name is Esmeralda. And Felipa had yet another child, Cristian. The two Silverio anchor babies generate $1,000 per month in public welfare funding for the family. Flor gets $600 a month for asthma. Healthy Cristian gets $400. While the Silverios earned $18,000 last year picking fruit, they picked up another $12,000 for their two "anchor babies." While President Bush says the U.S. needs more "cheap labor" from south of the border to do jobs Americans aren't willing to do, the case of the Silverios shows there are indeed uncalculated costs involved in the importation of such labor – public support and uninsured medical costs. In fact, the increasing number of illegal aliens coming into the United States is forcing the closure of hospitals, spreading previously vanquished diseases and threatening to destroy America's prized health-care system, says a report in the spring issue of the Journal of American Physicians and Surgeons. "The influx of illegal aliens has serious hidden medical consequences," writes Madeleine Pelner Cosman, author of the report. "We judge reality primarily by what we see. But what we do not see can be more dangerous, more expensive, and more deadly than what is seen." According to her study, 84 California hospitals are closing their doors as a direct result of the rising number of illegal aliens and their non-reimbursed tax on the system. "Anchor babies," the author writes, "born to illegal aliens instantly qualify as Disability Income."citizens for welfare benefits and have caused enormous rises in Medicaid costs and stipends under Supplemental Security Income.

For the second consecutive year taxpayers in
a single U.S. county will dish out more than half a billion dollars just to
cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most
populous, may be in the midst of a dire financial crisis but somehow there are
plenty of funds for illegal aliens. In January alone, anchor babies born to the
county’s illegal immigrants collected more than $50 million in welfare benefits. At that
rate the cash-strapped county will pay around $600 million this year to provide
illegal aliens’ offspring with food stamps and other welfare perks.
The exorbitant figure, revealed this week by
a county supervisor, doesn’t even include the enormous cost of educating,
medically treating or incarcerating illegal aliens in the sprawling county of
about 10 million residents. Los Angeles County annually spends more than $1
billion for those combined services, including $500 million for healthcare and
$350 million for public safety.
About a quarter of the county’s welfare and
food stamp issuances go to parents who reside in the United States illegally
and collect benefits for their anchor babies, according to the figures from the
county’s Department of Social Services. In 2009 the tab ran $570 million and
this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,”
the veteran county supervisor (Michael Antonovich) who revealed the information
has said. The former fifth-grade history teacher has repeatedly come under fire
from his liberal counterparts for publicizing statistics that confirm the
devastation illegal immigration has had on the region. Antonovich, who has
served on the board for nearly three decades, represents a portion of the
county that is roughly twice the size of Rhode Island and has about 2 million
residents.
His district is simply a snippet of a larger
crisis. Nationwide, Americans pay around $22 billion annually to provide
illegal immigrants with welfare benefits that include food assistance programs
such as free school lunches in public schools, food stamps and a nutritional
program (known as WIC) for low-income women and their
children. Tens of billions more are spent on other social services, medical
care, public education and legal costs such as incarceration and public
defenders.

The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.
The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.
"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.
I love children and I'm all for compassion -- smart, teach-them-to-fish compassion. But when laws, the Constitution, and enforcement allow illegal aliens (the operative word here being "illegal") to insinuate themselves into our nation and bleed us of our precious financial resources, then laws, the Constitution and enforcement need to be changed.

average lower socioeconomic and income levels.
Most of the schools you are hearing about, South Gate High, Bell
Gardens, Huntington Park, etc., where these students are protesting, are also
Title 1 schools. Title 1 schools are on
the free breakfast and free lunch program. When I say free breakfast, I'm not
talking a glass of milk and roll -- but a full breakfast and cereal bar with
fruits and juices that would make a Marriott proud. The waste of this food is
monumental, with trays and trays of it being dumped in the trash uneaten. (OUR

well over 50% of these students are obese or at least moderately overweight.
About 75% or more DO have cell phones. The school also provides day care
centers for the unwed teenage pregnant girls (some as young as 13) so they can
attend class without the inconvenience of having to arrange for babysitters or
having family watch their kids. (OUR TAX DOLLARS AT WORK) I was ordered to spend $700,000 on my
department or risk losing funding for the upcoming year even though there was
little need for anything; my budget was already substantial. I ended up buying
new computers for the computer learning center, half of which, one month later,
have been carved with graffiti by the appreciative students who obviously feel
humbled and grateful to have a free education in America. (OUR TAX DOLLARS A T
WORK) I have had to intervene several
times for young and substitute teachers whose classes consist of many illegal
immigrant students here in the country less then 3 months who raised so much
hell with the female teachers, calling them "Putas" whores and
throwing things that the teachers were in tears. Free medical, free education, free food, day
care etc., etc., etc. Is it any wonder they feel entitled to not only be in
this country but to demand rights, privileges and entitlements? To those who
want to point out how much these illegal immigrants contribute to our society
because they LIKE their gardener and housekeeper and they like to pay less for

While the declining job market in the United States may be discouraging some would-be border crossers, a flow of illegal aliens continues unabated, with many entering the United States as drug-smuggling “mules.”
Increasingly vicious foot soldiers of the Mexican drug cartels are taking control of U.S. lands along the border, especially since U.S. Border Patrol units have been reassigned, some to offices 60 to 80 miles inland.
The U.S. Department of the Interior, Bureau of Land Management (BLM) early last year posted signs warning citizens to avoid Interstate 8 between Casa Grande and Gila Bend, Ariz., because of criminal activity in the area, an area that includes protected natural areas precious to the nation.
In reaction to public outrage over the signs, the BLM removed the offensive wording in October 2010, replacing it with the following: Visitor Information Update—Active Federal Law Enforcement Patrol Area.
As the liberal news media, far-left Democrats, and labor unions push for the “Hispanicazation” of U.S. culture, U.S. Department of Homeland Security Secretary Janet Napolitano says the U.S. border has never been more secure.

Immigrating America Into a Colony of Mexico

America
faces a greater and more dangerous threat from within than from without. While
our armed forces secure Afghanistan and Iraq, our own borders stand unguarded
24 hours a day. Al-Qaeda insurgents plan their next attacks somewhere inside
our country. They advocate a violent overthrow of America.
We’ve got an even more
ominous enemy within our borders that promotes “Reconquista of Aztlan” or the
reconquest of California, Arizona, New Mexico and Texas into the country of
Mexico. With 9.2 million Mexicans now living in America, their goal of
colonizing our country back into Mexico moves forward. A more sobering reality
stems from the evidence that it’s Mexican-American citizens in the forefront of
this disintegration of our country.
What
is the evidence? Because of massive immigration from south of the border, more
Mexican flags brazenly fly in Los Angeles and surrounding cities than Old
Glory. More Spanish speaking radio stations broadcast than English speaking.
More people speak foreign languages than English in the City of Angels. More
school kids can’t speak our national language in California. It’s so bad in the
Golden Bear State, last year 800,000 Americans fled abrasive conditions growing
like a cancer in southern California. Worse, the “18th Street Gang” in Los
Angeles features 20,000 members with 60 percent of them being illegal aliens.
They coordinate drug traffic, robberies and extortion. Finally, the corruption
is so great, ‘Special Order 40,’ augmented by the Los Angeles Police
Department, makes it impossible to arrest, detain or deport illegal aliens.
Little wonder more than three million operate in California.
But
as their numbers grow and their allegiance remains with Mexico, this country is
at risk of an internal coup. But the worst danger comes from our own citizens
of Mexican heritage. They want our southwestern United States back. Will they
take it by violence? Use an army? No! They are colonizing us by sheer numbers.
They are the fastest growing ethnic group in America, but they have no allegiance
to our country.
They
are organized, too. The following are two speeches from a dozen others:
Augustin Cebada, Information Minister of Brown Berets, militant para-military
soldiers of Aztlan shouting at U.S. citizens at an Independence Day rally in
Los Angeles: "Augustin Cebada, Brown Berets, we're here today to show LA,
show the minority people here, the Anglo-Saxons, that we are here, the
majority. We do the work in this city, we take care of the spoiled brat
children, we clean their offices, we pick the food, we do the manufacturing in
the factories of LA, we are the majority here. We're here in Westwood, this is
the fourth time we've been here in the last two months, to show white
Anglo-Saxon Protestant LA, the few of you who remain, that we are the majority,
and we claim this land as ours, it's always been ours, and we're still here,
and none of the talk about deporting. If anyone's going to be deported it's
going to be you! Go back to Simi Valley, you skunks! Go back to Boston! To back
to the Plymouth Rock, Pilgrims! Get out! We are the future. You're old and
tired. Go on. We have beaten you, leave like beaten rats. You old white people,
it is your duty to die. Right now we're already controlling those elections by
violence or nonviolence. Through love of having children we're going to take
over." Other demonstrators: "Raza fuerza (brown race power), this is
Aztlan, this is Mexico. They're the pilgrims on our land. Go back to the Nina,
the Pinta, the Santa Maria."
If
you don’t think he’s serious about taking over our border states, try this guy
on for size: Jose Angel Gutierrez, Professor, University of Texas at Arlington,
founder La Raza Party at UC Riverside: "The border remains a military
zone. We remain a hunted people. Now you think you have a destiny to fulfill in
the land that historically has been ours for forty thousand years. And we're a
new Mestizo nation. And they want us to discuss civil rights. Civil rights.
What law made by white men to oppress all of us of color, female and male. This
is our homeland. We are not immigrants that came from another country to
another country. We are migrants, free to travel the length and breadth of the
Americas because we belong here. We are millions. We have an aging white
America. They are not making babies. They are dying. It's a matter of time. The
explosion is in our population."
For
a sleepy American public and a politically correct Congress, the colonization
of America by a foreign country proceeds quietly, pervasively, methodically and
perversely. Forty-six Mexican consulates operate and dictate in major cities
across our country. Mexico’s President Fox visits and makes demands. They’re
pouring over our borders like water over a broken dam.
Our
resources are being drained at $56 billion annually. Immigrants send $15
billion back to Mexico. They send $25 billion back to South America and $16
billion back to Asia. Our annual trade deficit exceeds $400 billion. Over $100
billion in cash flows out of our borders for drugs. We pay billions for illegals
in our medical systems, schools and ESL classes. According to Professor Borgas
of Harvard, American workers lose $133 billion in wages to illegal aliens
taking over American jobs.
“Immigrant
advocacy groups no longer promote legal immigration, citizenship, learning
English or any other assimilation into this country. Hispanic-rights groups
talk of reoccupation and repatriation of the southwestern United States,” wrote
Linda Bentley in “Paving the Way to Aztlan: With Propaganda, Politics, Racism.”
Do
you want America to be split up? Do you want Texas to become a state of Mexico?
Do you want America to become as corrupt as Mexico? Do you want the filth,
squalor and diseases of Mexico to become a part of America’s reality? Do you
want to give up California to Aztlan? Do you want America to become a part of
the Third World?
Keep
doing nothing about this immigration invasion and you’ll get your wish.

adopted a resolution to declare "California Del Norte" a sanctuary
zone for immigrants. The declaration urges the Mexican government to invoke its
rights under the Treaty of Guadalupe Hidalgo "to seek third‑nation neutral
arbitration of disputes concerning immigration laws and their
enforcement." We’ll have the story.

Younger Than 5 Are Latino, Census Says

Hispanics, the nation's
largest and fastest-growing minority group, now account for about one in four
children younger than 5 in the United States, according to U.S. Census Bureau estimates released today.
The increase from almost one
in five in 2000 has broad implications for governments, communities and schools
nationwide, suggesting that the meteoric rise in the Hispanic population that
demographers forecast for mid-century will occur even sooner among younger
generations.
"Hispanics have both a
larger proportion of people in their child-bearing years and tend to have
slightly more children," said Jeffrey S. Passel, senior demographer at the
Pew Hispanic Center and co-author of a recent study predicting that the Latino
population will double from 15 percent today to 30 percent by 2050.
"So this means that in
five years, a quarter of the 5- to 9-year-olds will be Hispanic, and in 10
years a quarter of the 10- to 14-year-olds will be Hispanic. It's just going to
move up through the age distribution with each successive cohort being slightly
more Hispanic," Passel said.
Hispanics account for more
than half of children younger than 5 in New Mexico and California, where their
share of the overall state population is 44 and 36 percent, respectively. In
Texas, Arizona, Nevada and Colorado, about one-third or more of children
younger than 5 are Hispanic.
The figures are less dramatic
but still notable in Virginia and Maryland. In both states, Hispanics account
for 11 percent of children younger than 5 -- and 7 and 6 percent of the overall
population, respectively.

will America stand for in 2050?
The US should think
long and hard about the high number of Latino immigrants.

President Obama has
encouraged Americans to start laying a new foundation for the country – on a
number of fronts. He has stressed that we'll need to have the courage to make
some hard choices. One of those hard choices is how to handle immigration. The US
must get serious about the tide of legal and illegal immigrants, above all from
Latin America.

A survey
released last week by the Pew Hispanic Center found more than four in 10
Mexicans are willing to leave their country to live in the US. One in five
would risk a dangerous, illegal border crossing. Most surprising, one in three
college graduates wants to flee. Before Washington takes up immigration reform
this fall, it needs to take a hard look at Mexico's disillusionment.
Already,
one in eight adults born in Mexico now lives in the US. And the Mexican economy
is kept afloat partially by an estimated $16 billion sent back by immigrants to
relatives.
Such
numbers reveal a people so fed up with Mexico's dysfunctional politics and
stagnant economy that their nationalism is wilting. While more than half of
Mexico's 106 million people are officially poor, the Pew survey found an
inclination to migrate "evident across a broad swath" of the
population.
This wide
push to leave is probably now as strong as the pull of higher wages, social
advancement, and family connections in the US. And yet, Mexican leaders remain
in denial about this propensity for mass exodus.
The principal beneficiaries of our current immigration policy are
affluent Americans who hire immigrants at substandard wages for low-end work.
Harvard economist George Borjas estimates that American workers lose $190
billion annually in depressed wages caused by the constant flooding of the
labor market at the low-wage end.
The healthcare
cost of the illegal workforce is especially burdensome, and is subsidized by
taxpayers. To claim Medicaid, you must be legal, but as the Health and Human
Services inspector general found, 47 states allow self-declaration of status
for Medicaid. Many hospitals and clinics are going broke because of the
constant stream of uninsured, many of whom are the estimated 12 million to 15 million
illegal immigrants. This translates into reduced services, particularly for
lower-income citizens.
