His company, which helps develop solar
power plants, is hoping for new opportunities in Mexico, and thinks Brown's
presence will help.
"He's very prominent, so
it's probable we'll have a better quality of interaction with local
officials," Gould said.
Bob Roberts, president of the
California Ski Industry Assn., said these kinds of trade missions can pay off
with serendipitous moments at events that attract movers and shakers.
During a similar trip roughly
two decades ago, he was at a reception in London when "in walked a guy
named Richard Branson." Soon enough, there was a partnership with the
entrepreneur's vacation package company, Virgin Holidays, that has helped
shuttle skiers and snowboarders from the United Kingdom to California slopes.
He's hoping for similar luck
with attracting Mexican tourists, who sometimes choose resorts in Colorado
instead of California.
"This is not a lobbying opportunity," Roberts said. "This is a
chance to market."
Fifteen lawmakers are also on
the trip. Several of them, including incoming Senate leader Kevin de León
(D-Los Angeles) and Latino caucus chairman Sen. Ricardo Lara (D-Bell Gardens),
are using campaign funds to pay for their travel.
For delegates, the
$5,000-per-person fee also provides them with a colorful guide to the trip and
Mexico City.
Travelers who might be
accustomed to California's casual style are encouraged to dress more formally,
with "conservative dark suits" for men and shirts in "classic
colors." Writing down someone's name in red ink is also considered bad
luck.
Other advice may leave
Californians feeling at home — the guide says not to be surprised if an
earthquake rattles downtown Mexico City.

Gov. Jerry Brown's
trip to Mexico is reasonable; its funding is not
Business executives and lobbyists are paying for the
governor's trip to Mexico, a troubling development
Gov. Jerry
Brown is on a four-day trip to Mexico City to talk to government officials
there about trade and immigration issues. That's a reasonable thing for a
California governor to do. Brown is not traveling alone: Nine administration
officials and 15 legislators (some using campaign funds) are with him. That's
probably reasonable too.
But then there
are also 88 business executives and lobbyists on the trip, each of whom has
paid $5,000 to cover his or her costs, as well as those of the governor and his
administrators. That's not so reasonable.
If Brown is in
Mexico on government business, the taxpayers should pay for it. Having the trip
financed by business interests seeking to curry favor is a bad idea.-
Some of the
executives and lobbyists acknowledge they have no plans to extend their business
operations to Mexico; they signed up because it made sense to pay for a little
quality time with the governor and his senior aides. That sounds an awful lot
like buying access, and the governor should know better. If Brown is in Mexico
on government business, the taxpayers should pay for it. Having the trip
financed by business interests seeking to curry favor is a bad idea.
This is not a
practice Brown invented. Gov. George Deukmejian began it in the 1980s and every
governor since — Pete Wilson, Gray Davis and Arnold Schwarzenegger — has let
private interests pay for their travel. Often the donors were anonymous, the
money funneled through nonprofits such as the "California State Protocol
Foundation" (although Davis and Schwarzenegger eventually made the donors'
names public under pressure). Brown at least has moved the money out of the
shadows; his website has posted a list of those who have paid to travel with
him.
It's penny-wise and
pound-foolish to risk the integrity of the office for the sake of a few
airplane tickets.-
Among the
fellow travelers is an international governmental relations representative for
the ride-sharing company Lyft, which has no plans to open operations in Mexico
but is fighting legislation back in Sacramento to impose new rules on the
service. Gary L. Toebben, president of the Los Angeles Area Chamber of
Commerce, told The Times that he hoped to chat with Brown and his underlings
about efforts to revive state tax credits to try to entice Hollywood to keep
more work in the state. Hardly the kind of issue that needs to be discussed in
Mexico.
The whole idea
of having special interests pay the governor's travel expenses is troubling.
But it's even worse if they don't have any legitimate reason to be on the trip,
and are merely paying for time and special access to lobby the governor.
At best, this
practice is unseemly. The governor should create new guidelines limiting the
use of private cash to underwrite official business. It's penny-wise and
pound-foolish to risk the integrity of the office for the sake of a few
airplane tickets.

Gov. Jerry
Brown, who begins his first full day of meetings here on Monday, wasted no time
setting lofty goals for his trade mission to Mexico during a reception on
Sunday night.
Speaking in a
hotel banquet room to scores of delegates who are traveling with the governor,
Brown said his trip "is not your ordinary trade mission."
"This is
serious," he said. "There’s a lot we can do on some of the most

The governor
has prioritized addressing issues such as climate change, and he's expected to
sign an agreement with Mexican officials on the matter on Monday afternoon.
In addition,
Brown's Monday agenda was modified to include a private meeting with Mexican
President Enrique Peña Nieto. He's also scheduled to meet with the governor of
the state of Mexico and the foreign affairs secretary. A reception with the
U.S. ambassador is to be held at a downtown art museum.
On Tuesday,
Brown is expected to address the controversy concerning Central American
migrants, particularly unaccompanied children, entering the United States. He's
scheduled to meet with the Los Angeles archbishop and leaders from Central
America.
The governor,
who has called the issue a "humanitarian question," has sought to
position California as a more welcoming place for immigrants, including those
in the country illegally. He's signed legislation allowing them to obtain
driver's licenses and reducing the number of situations in which arrests by
local law enforcement triggers deportation proceedings.
Before entering the reception on Sunday, Brown told reporters
that California's record on immigration will boost the state's success south of
the border.
“Because of
our proximity, and our history, and also our sympathetic policy both to Mexico
and to the plight of people who have struggled to get [to California] from
Mexico," he said, "we are in a very good position to forge very close
and productive relationships.”
