One of these is Victor Aureliano
Hernandez Ramirez2 who, together with an
accomplice, was arrested in July 2015 for raping and then bludgeoning
64-year-old Marilyn Pharis, of Santa Maria, Calif. She died eight days later.
Ramirez had been arrested for battery in May 2014 and was in the custody of the
Santa Barbara County Sheriff. ICE issued a detainer in order to begin the
deportation process after the charges were resolved, but the sheriff did not
comply, apparently in accordance with California's state sanctuary law that
went into effect on January 1, 2014.

center, also reported that many of those illegals have been rearrested after
their release and charged with nearly 7,500 new charges, including child sex
abuse.

Analysis of Senate Anti-Sanctuary Bill
Bill seeks to bring safety to communities and
encourage enforcement of federal law
WASHINGTON, DC (October 16, 2015) — The Center for Immigration Studies has published an analysis of Senate Bill 2146, the "Stop Sanctuary Policies and Protect American Act" introduced by Senator David Vitter. This sanctuary legislation is designed to block state or local governments from enacting or continuing sanctuary laws or policies that protect aliens from the reach of federal immigration authorities, most especially with regard to aliens arrested and convicted for criminal offenses.
Recent data reveals an estimated 1,000 criminal aliens a month are being released due to sanctuary policies, making congressional action imperative. The bill seeks to incentivize state and local governments to cooperate with federal authorities by continuing existing grants to those which exchange information and comply with detainers; cutting federal funding to sanctuary governments which refuse to cooperate, that is then distributed to jurisdictions that do cooperate; and by providing immunity to officers when engaging in cooperative efforts, including complying with detainers or providing information.

“The Obama administration refuses to deal with the sanctuary problem, which has led to crimes such as the murder of Kate Steinle by a five-times-deported illegal-alien felon,” said Dan Cadman, a Center fellow and author of the report. “This bill addresses the sanctuary policies which result in thousands of criminal aliens being released into our communities to reoffend. The “successful sweep”
highlights the repressive nature of immigration policy in the US and in
particular in California, a state that has been hailed by the media as a
bulwark of immigrant rights. The Los

NO ENFORCEMENT
Vitter’s bills include reforms to the e-verify system, child tax
credits, ending appropriations to “sanctuary cities” and even changing the
requirements of U.S. citizenship. Currently, a baby simply needs to be born in
the United States to become a citizen, but Vitter said one of his bills would
require that at least one parent be a U.S. citizen.
