Mind the Side Door
The refugee resettlement program provides us with official numbers of refugee admissions per year. The United States resettled 13,000 Syrian refugees this fiscal year and that number could double next year.
But we know that President Obama is encouraging other "legal pathways of admissions" for refugees. He is hosting today's "Leaders' Summit on Refugees" to push for "greater opportunities for legal resettlement or other legal pathways for admissions to safe countries." (Emphasis added.) He has also launched a "Call to Action" asking the private sector to help refugees in the region and in countries of resettlement like the United States. Private engagements and areas of action for refugees are numerous: scholarships and housing aid, job opportunities and training, and financial advice and assistance, including capital to start their own businesses etc.
We can keep track of those who are entering through the refugee resettlement program; it's harder to account for those who use the side door of "other legal pathways."

Every Immigrant Without High School Degree Will Cost Taxpayers $640,000

The concept of “net present value” is complex: it places a much lower value on future expenditures than on current expenditures.
One way to grasp net present value is that it represents the total amount of money that government would have to raise today and put in a bank account earning interest at 3 percent above the inflation rate in order to cover future costs.
Thus, as each adult immigrant without a high school diploma enters the country, the government would need to immediately put aside and invest $231,000 to cover the future net fiscal cost (total benefits minus total taxes) of that immigrant.
Converting a net present value figure into future outlays requires information on the exact distribution of costs over time. That data is not provided by the National Academies.
However, a rough estimate of the future net outlays to be paid by taxpayers (in constant 2012 dollars) for immigrants without a high school diploma appears to be around $640,000 per immigrant over 75 years. The average fiscal loss is around $7,551 per year (in constant 2012 dollars).

Harvard University economics professor George Borjas, who participated in the research, said the fiscal drain at all levels of government is the predictable result of large numbers of immigrants earning low salaries that qualify them for a range of government-assistance programs.

Steven Camarota, director of research at the Center for Immigration Studies, said the report is in line with numerous other studies that point to the same general conclusions.
“It told us a lot of things we already knew,” said Camarota, who did not participate in the project but was one of the experts tapped to review the research.
Robert Rector, a senior fellow at The Heritage Foundation, said the study is noteworthy because it concludes that the positive fiscal impact of the typical immigrant with a college degree is smaller than the negative effect of the average immigrant who did not go beyond high school.
"They're more than canceling the others out," he said.

And who, pray tell, is responsible for those "larger failures"?
How about the leader of the free world for the last eight years, U.S. President Obama, not to mention his erstwhile secretary of state, Hillary Clinton. Together, they brought about a breakdown of order in the Mideast, civil war, unrest, the rise of a terrorist state, and the weakening of traditional U.S. allies in the region.
But as with many things, this latest move to bring in even more refugees who won't be able to assimilate in our country is part of a much bigger picture: Our immigration system as a whole, including refugees, is utterly broken.
"I wouldn't debate the fact that there's the potential for ISIS terrorists to try to insert themselves," said State Department spokesman John Kirby on "Fox and Friends." "And we see that in some of the refugee camps in Jordan and in Turkey, where they try to insert themselves into the population."
But never fear. The NGOs and hyper-efficient U.N. officials will ferret them out. Kirby calls the vetting process "very, very stringent," which is a joke given what we've seen in Europe, where there have been dozens of rapes, assaults, terrorist attacks and other assorted crimes by those who have been stringently vetted.
