America’s Hottest Real Estate Market Is Cooling Off
San Francisco housing market is losing steam due to high living costs, traffic, and slowing job growth


San Francisco, which had the greatest uptick in home values in recent years, now has the weakest market out of the nation’s top 100 metropolitan areas, with annual prices falling for the first time since 2011.
Single-family house prices in the San Francisco-Redwood City-South San Francisco area fell 2.5 percent in the first quarter of 2017, according to a report by the Federal Housing Finance Agency (FHFA). Meanwhile, home values in the United States rose 6 percent from a year earlier.
Although mortgage rates had risen late last year, there was no slowdown in house price appreciation across the country during the fourth quarter, said FHFA Deputy Chief Economist Andy Leventis in a video. 
“Throughout the first quarter of this year, mortgage rates remained at the slightly higher levels, but once again price appreciation remained quite strong,” he said.
Among the 100 largest metropolitan areas in the United States, value increase was the highest in Grand Rapids-Wyoming, Michigan, with home prices rising nearly 14 percent year-on-year.
And the three states that had the highest annual appreciation were District of Columbia, Colorado, and Idaho.

The FHFA index only takes into account purchases financed with mortgage loans that conform to Fannie Mae and Freddie Mac standards. Hence the FHFA index may not represent all homebuyers.
Also, the 2.5 percent drop in the San Francisco region in the first quarter is relatively minor compared to its big rally in the last five years. However, it is still an important sign that the San Francisco real estate market is finally slowing down, according to experts.
Home prices in San Francisco rose nearly 70 percent in the last five years, according to FHFA. The city’s booming technology industry fueled job growth and demand for homes, while the rate of construction fell behind, making real estate unaffordable for many buyers.
The median home price in the region was $1.1 million in the first quarter of this year, according to real estate website Trulia.

Bay Area Exodus

There are signs that the pace of growth in the Bay Area may slow down further. The Bay Area Council, a public policy group, forecasts a nearly 40 percent drop in job growth in the region in 2017 compared to last year.
In addition, uncertainty over immigration policies has made it hard for companies to hire foreign workers, especially in Silicon Valley.

“We are seeing an increasing number of engineers who don’t want to live in this state of uncertainty. They are opting to go back home to India or China, or they are looking to work in Canada,” said Mike Grandinetti, chief marketing and corporate strategy officer at Reduxio, an IT firm based in Silicon Valley.
U.S. companies started to pull back on H-1B, non-immigrant visa applications this year, resulting in a 16 percent drop compared to 2016.
According to a poll by the Bay Area Council, a growing number of residents said they would like to leave the Bay Area.
The poll, which was conducted among 1,000 residents, found that 40 percent of respondents led by millennials are considering leaving the Bay Area in the next few years. Cost of living, housing, and traffic were among the top issues listed by the residents.
The poll also found that 76 percent of respondents believe the housing shortage in the region is threatening the region’s economy.

Microsoft, Cisco Hide H-1B Hires Through Indian Outsourcing Firms, Says Report

A number of the largest tech corporations in Silicon Valley hide their hiring of foreign workers through the H-1B visa by contracting them through India-based outsourcing firms, a report states.

In a revealing report by Bloomberg News, Cisco, Microsoft, Google, Facebook and others are using outsourcing firms to obtain hundreds, and sometimes thousands of H-1B staff, often replacing Americans.
For instance, when outsourcing firms applied for foreign H-1B workers on Cisco’s behalf, the average salary for those jobs being outsourced were about 25 percent lower than the average salary for foreign worker that the company had directly requested.
In other words, Cisco hides its usage of the H-1B visa by contracting foreign workers through an outsourcing firm and pays them less than when they hire foreign workers directly. The revelation is in-step with critics’ frustration with the H-1B visa, which they describe as a cheap labor avenue:
Cisco’s use of the visa program has been the subject of public attention over the years, as its executives have lobbied for its expansion even while conducting multiple rounds of layoffs. The company eliminated 940 jobs at its headquarters in 2016, and 390 more so far this year.
Not every application resulted in a new job at Cisco — fewer than a third of the applications for all industries in 2016 were accepted. Still, taken as a whole, the applications show that Cisco is both more reliant on the H-1B program than previously acknowledged, and that the company uses it in a way that has not been fully understood. The contractors were not applying for visas covering the type of senior-level positions that Cisco sought for itself. Instead, almost all of these visa requests were for jobs requiring little or no specialized knowledge. The average salaries for those positions were about 25 percent lower than the jobs Cisco applied for directly.
Every year, more than 100,000 foreign workers are brought to the U.S. on the H-1B visa. Most recently, that number has ballooned to potentially hundreds of thousands each year, as universities and non-profits are exempt from the cap. With more entering the U.S. through the visa, Americans are often fired and forced to their foreign replacement.
Additionally, other giant American tech companies are using the same model as Cisco. PayPal, for example, partnered with an outsourcing firm between 2015 and 2016 that applied for half of the foreign H-1B staff the tech giant was requesting. The other half were applied for directly by PayPal.
At the Microsoft Corporation’s headquarters, 43 percent of the foreign H-1B workers were applied for through an outsourcing outfit, as well as 29 percent at eBay and 12 percent at Facebook’s respective home bases.
In the past, critics of the H-1B visa told Breitbart Texas that tech corporations, as well as other industries, have for years been using various foreign guest worker visas, like the H-1B, to save on labor costs.

The Seattle Minimum Wage Study Is Utter B.S.

For decades, conservative ideologues have insisted that raising the minimum wage will hurt, not help, low-wage workers. Mandating higher wages will cost jobs, the old canard goes, and the obvious solution is to let the free market function unfettered.
This argument received a significant bump from a recent study by the University of Washington (UW) looking at the impact of the minimum wage increase in Seattle, where in 2014 the city council voted to phase in a $15 wage over the next few years.
The UW study appeared to show that the 2015–2016 wage floor increase from $11 to $13 per hour, one phase on that journey to $15, caused low-wage workers’ annual pay to go down, not up, and overall low-wage jobs to also go down.
Free-market fanatics around the country flung praise at the study, and serious publications like the Washington Post deemed it “very credible.” But fortunately for working people, it turns out the study’s findings are far from that.
The research has significant flaws—most glaringly that its data excludes 40% of the Seattle workforce. It also stands in contrast to a massive trove of actually credible studies showing that raising the minimum wage is a boon for working class families and the communities they live in.
For instance, a team led by Michael Reich, an economics professor at University of California-Berkeley, looked at the impact of the Seattle wage increase on the food industry over the same period and found that wages did in fact go up for restaurant workers, and that employment wasn't affected. These findings were, they claim, “in line with the lion’s share of results in previous credible minimum wage studies.”
Reich and his colleagues have done a significant portion of this research , recently studying cities with the highest minimum wage laws in the country, including Chicago, San Francisco, and Oakland. They've consistently found that higher wages boost worker pay and haven't led to either job loss or a slowdown in economic growth.
Employers see big benefits, too. Workers stay on the job longer, reducing turnover and training costs. They’re also significantly more productive, according to researchers studying wage increases in the United Kingdom.
There are big benefits for broader society as well. Poverty goes down, as does reliance on public assistance programs—one of the few things both Democrats and Republicans can agree is a net positive. Also improved are infant health and adult mental health outcomes, including a significant reduction in depression. (At a time when one in six Americans pops an anti-depressant every day, this seems particularly important.)
If so much research shows significantly raising the minimum wage has a major net-positive impact, what’s the story with the UW study?
One of the major limitations of the study, the Economic Policy Institute (EPI) points out, is that the data it analyzed excluded business with multiple locations, such as chain restaurants and big box retailers. So the 40% of employees they left out work at places like McDonald'sBest Buy, and other stores that rely heavily on the low-wage workers who got the actual boost. That is a highly significant oversight.
The UW study also draws what the EPI calls "implausible findings." Since high-paying jobs went up during the period that low-paying jobs went down, the study implies that the minimum wage hike created better jobs for the rich at the expense of the poor. But this explanation fails to take into account the overall robustness and gentrification of Seattle's economy—a much more reasonable explanation for the disparity.
Given these flaws, it's no wonder that UW's findings diverge greatly from the broader body of research on this topic, much of which the UW researchers themselves cite.
Raising the minimum wage—at the city, state, or federal level, where it remains an unlivable $7.25 an hour—is still a reliable solution to the scourge of inequality. Research should continue to look critically at its impact, but so far the only credible research gives the policy a big thumps up.
