Trump-Endorsed Immigration Bill Would Save Taxpayers Trillions

The National Academy of Sciences’ cost figures represent a mixture of costs for legal and illegal immigrants. The RAISE Act is focused directly on low-skill legal immigrants.

Since low-skill legal immigrants receive more benefits, their fiscal impact is greater than similar illegal immigrants. The net present value for a legal immigrant with a high school degree or less is around negative $170,000, and the undiscounted long-term fiscal cost (benefits minus taxes) would be around $476,000 in constant 2012 dollars.

Over the last decade and a half, an average of 470,000 low-skill adult immigrants (both legal and illegal) have arrived in the U.S. each year. The net present value of this inflow is around negative $67 billion per year.

In other words, to cover the future cost of one year’s inflow of low-skill immigrants, the government would need to immediately raise taxes by a lump sum of $67 billion, put the money in the bank earning interest at the inflation rate plus 3 percent, and use the interest and principal to cover long-term costs. (Sixty-seven billion dollars equals around $800 for each U.S. household currently paying federal income tax.)



Gutierrez: Dems Must Fight Back Against ‘Immoral’ Border Wall

Monday on CNN’s “The Axe Files,” podcast Rep. Luis Gutierrez (D-IL) said Democrats must fight against the “immoral” U.S.-Mexico border wall.
He called for consistency on that issue as Democrats have routinely opposed defunding Planned Parenthood and have been advocates for same-sex marriage.
Gutierrez  said, “The Democratic caucus in the House of Representatives and the U.S. senators would basically have to turn their back on a key constituent group, right, which are Latinos, and on fairness and justice because it’s immoral to talk about that wall.”
He added, “Democrats have to be consistent. You know, if this were over defunding Planned Parenthood, we wouldn’t even have a question of Democrats sitting down and negotiating for that budget. If this were to eliminate same-sex marriage, we wouldn’t have a conversation as Democrats whether we were going to vote for that budget. You know what if it’s for deportation and splitting up families and destroying the ‘Dreamers,’ Democrats have to say that’s a line we won’t cross either. That’s a key fundamental value of our Democratic Party. I think we’re going to meet that challenge. I really believe we are going to meet that challenge.”

Ciudad Victoria, Tamaulipas — Authorities confirmed the murder of a Spanish woman visiting with her family at a local beach in this border state. The region where gunmen kidnapped her and her remains were later found is seeing a spike in cartel skirmishes for control.

Pilar Garrido Santamans was kidnapped by two gunmen on July 2 along a highway leading to the town of La Pesca, a small community by the Gulf of Mexico, Breitbart Texas reported. Two weeks ago, police found human remains in the rural community of Villa de Casas not far from the place of the kidnapping. State authorities carried out a series of DNA tests that confirmed that they belonged to Garrido Santamans
Through a short news release by the Tamaulipas Attorney General’s Office, authorities revealed that the family of the now deceased victim and the Spanish government were notified of the lab results.
The kidnapping and murder caused international media response and revealed once more the lack of security conditions in this border state. The region where the crime took place continues to be fought over by various drug cartels. Breitbart Texas reported on how the cartel faction known as Vieja Escuela Z or “Old School Z” is fighting with the rival faction Cartel Del Noreste over lucrative drug trafficking routes. The ongoing fighting between the two cartel factions and their allies has brought lawlessness into various areas of the state where kidnappings, extortions, and disappearances are becoming commonplace.
The Spanish visitor, her husband, and young son intended to visit the beach in La Pesca but on their drive back to Ciudad Victoria, they were intercepted by two gunmen who forced them to stop. The yet-unidentified gunmen took Garrido Santamans but left her husband and child behind. Relatives reached out to various news outlets, including Breitbart Texas, after the initial investigation proved lacking in their view. State officials remained tight-lipped about the case, only publicly speaking about the high-profile murder on few occasions. After getting intense media scrutiny for three weeks, authorities apparently stepped up efforts.
With the help of helicopters, police dogs, and search parties, authorities worked to find the remains of the Spanish victim. After traveling through the various communities between Ciudad Victoria and La Pesca, police were able to locate her remains in the town of Villa de Casas, 25 minutes away from Ciudad Victoria.
The Spanish citizens had moved to Tamaulipas with her husband three years before her murder.

Drug War, Gov’t Failures Blamed For Surge in Homicides in Mexico

Mexico City (CNSNews.com) –  Mexican activists fear this year could end up being one of the deadliest in their country’s recent history, as a surge in homicides sweeps the nation, with journalists and priests among those in the firing line.
The number of intentional murder investigations spiked nearly 30 percent, to 9,916, in the January to May period this year compared to the same period in 2016, according to the citizens’ group National Citizen Observatory which tracks government crime statistics.
In fact May saw the second highest number of intentional homicide investigations (2,186) since official record keeping began in 1997, according to a posting on the group’s website.
An intentional homicide investigation was opened by authorities every 20 minutes and 25 seconds on average during that month. Authorities record intentional homicides differently from accidental ones.
(Meanwhile extortion investigations were up by 28.6 percent in May compared to the same month in 2016, while business robbery investigations surged by 40 percent.)
Mexico’s homicide rate peaked at 27,213 in 2011 and dropped to 20,010 in 2014, before beginning an upward climb to a preliminary total of 23,953 last year, according to figuresrecently released by the nation’s census bureau.
In Mexico City alone, the homicide rate increased by 21 percent in the first half of this year compared to the same period in 2016, according to a report last week by the citizens’ group Security, Justice and Peace.
More than 330 “executions” tied to drug trafficking have been reported by local media, and law enforcement agencies are investigating a least 10 organized crime organizations in the city and its outlying areas, it said.
National Citizen Observatory director Francis Rivas called the 2017 figures “worrying” and “very serious.”
As do other activists, he blamed the most recent increase in homicides on a fracturing of organized crime groups in Mexico and the lack of effective crime-fighting efforts by federal and state authorities.
The nation’s biggest organized crime groups, Rivas told CNSNews.com, began to break up “into smaller and smaller organizations” during the administration of former President Felipe Calderon (2006-2012) who deployed federal troops to battle the drug cartels locally in states including Michoacán in 2006.
Since then, “smaller bands are constituting themselves and battling for territory, fighting internally and externally,” he said.
Rivas tied the most recent rise in violence to the capture of the notorious Sinaloa cartel leader “El Chapo” Guzman, who was extradited to the U.S. in January for trial.
Government anti-crime efforts, he said, have been “badly thought out,” producing poor results. Authorities “don’t know how to attack the problem,” are using “the wrong techniques” and making “bad policy decisions.”
Ma Elena Morera, president of the citizens’ anti-crime group Causa en Comun, agreed.
She said the government’s use of the military to attack the drug cartels initially led to a decline in the homicide rate in 2013-2014.
But the effort should have been coordinated with increased social programs and a strengthening of local law enforcement institutions, Morera said.
“If Calderon had maintained his effort in Michoacán with social programs it would have been better.”
Morera said policing has not improved during the administration of President Peña Nieto, and promises to increase the size of the federal police force have not been kept.
The nation’s law enforcement institutions are “worse off instead of better,” and there has been “no construction of public security institutions.”
The more Mexico uses the military to fight crime, she said, the less the nation invests in local police.
“We don’t see a federal security strategy.”
Ten journalists have been killed in Mexico so far this year, according to the news outlet Telesur TV.
The Catholic Multimedia Center reports that 19 priests have been killed in Mexico since 2012.
The death last week of a Catholic priest who died of wounds sustained when stabbed inside the city’s metropolitan cathedral after celebrating Mass on May 15 brings the number of Catholic priests killed this year to four.
There have been two attempted kidnappings.
In a report issued last week, the center said Mexico is the most dangerous country in Latin America for priests for the ninth year in a row.
“This year 2017, in particular, has been a disastrous year for the priesthood and the Church in Mexico.”
“We cannot be silent anymore, the blood of thousands of Mexicans is still being spilled,” the report said. “Things are far from improving.”
