Sanders health care bill: A cover for Democratic Party deals with Trump

Senator Bernie Sanders took his campaign to whitewash the right-wing character of the Democratic Party to a new level Wednesday, introducing single-payer, “Medicare for all” legislation, co-sponsored by 15 Democratic senators, on the same day that House and Senate Democratic leaders were to visit the White House for cozy talks with President Trump on corporate tax cuts.
The bill was given full-scale media promotion, including an op-ed column by Sanders in the New York Times, lengthy articles in all the major daily newspapers, and reports on the network and cable television news programs. This for a bill which has not the slightest chance of passage by the Republican-controlled Congress, which will never even hold a committee hearing, let alone bring it to a vote.
This makes co-sponsorship an opportunity to strike a left pose without actually incurring the wrath of the insurance companies and other giant corporations that control the provision of health care in the United States. Accordingly, a half dozen Democratic senators who are beginning to promote themselves as potential 2020 presidential contenders signed on as co-sponsors—up from zero co-sponsors the last time Sanders introduced such a bill.
The list of co-sponsors demonstrates the cynical and fraudulent character of the Medicare for All Act of 2017, the bill’s official title. It includes Corey Booker of New Jersey, a favorite of the insurance industry, and Kirsten Gillibrand of New York, the junior senator from Wall Street who received $2.7 million from the financial industry and $500,000 from insurance companies in her re-election last year.
Nearly 60 percent of House Democrats have endorsed a similar “Medicare for all” bill introduced by Representative John Conyers of Michigan, but this support is meaningless, since the Republican majority controls all action on the House floor.
Significantly, neither House Democratic Leader Nancy Pelosi nor Senate Democratic Leader Charles Schumer have signed on to the bill. Neither has the top Democrat on the Senate Health, Education, Labor and Pensions Committee, Patty Murray of Washington, nor key Democrats in the Midwest like Sherrod Brown of Ohio and Debbie Stabenow of Michigan.
The Sanders bill cannot be judged simply by its text, but rather by the political purposes for which it has been brought forward. The goal of the exercise is to provide a political smokescreen for backroom Democratic Party dealings with the Trump administration, on health care and especially on tax cuts.
Representative Kevin Brady, the Republican chairman of the House Ways and Means Committee, which would write the tax cut legislation, said some details would be released on September 25, although the actual bill will not be drafted until after Congress approves a budget resolution.
This sequence is necessary in order to invoke so-called “reconciliation,” a process that allows legislation to pass the Senate by a simple majority, rather than requiring 60 votes to overcome a filibuster. That would require the support of at least eight Senate Democrats and a unanimous Republican caucus, considered unlikely. But even to reach 50 votes in the Senate will likely require some Democratic support to offset Republican defections. Democrats will be equally critical in assuring passage through the House as well, because of likely opposition by the ultra-right Freedom Caucus of Republicans, who want tax cuts combined with massive spending cuts.
The cynicism of the Sanders health bill is that on the same day he introduced legislation that would purportedly put the private health insurance industry out of business, Democratic leaders were dining with Trump at the White House, discussing his plan to give the health insurance giants—and the rest of corporate America—tax cuts worth hundreds of billions, and even trillions, of dollars.
Schumer and Pelosi were to discuss taxes, health care and immigration at the White House dinner, according to press reports. Trump also met Wednesday with a bipartisan group of members of the House of Representatives to discuss his plan for a massive cut in corporate taxes, from the present (largely nominal) level of 35 percent to only 15 percent.
The day before, Trump hosted six senators, three Republicans and three Democrats, at dinner, seeking their support for the business tax cut. Each of the three Democrats—Joe Manchin of West Virginia, Heidi Heitkamp of North Dakota and Joe Donnelly of Indiana—said afterwards they were open to working with the White House.
Besides tax cuts, key Democrats are working with the Trump administration and congressional Republicans on various aspects of health care, in the wake of the failure of the Republicans to push through an outright repeal of Obamacare.
Two Republican senators, Lindsey Graham of South Carolina and Bill Cassidy of Louisiana, made public legislation Wednesday that would not abolish Obamacare, but convert the funds provided by the Affordable Care Act into block grants to the states, which could use the money as they chose—Democratic-run states maintaining the structure of Obamacare exchanges, Republican-run states moving to voucher programs modeled on health savings accounts. Under the complex financing formula spelled out in the bill, money would be taken from high-cost, largely Democratic-run states like New York and California and shifted to poorer states, mostly Republican-run.
This is the last attempt by any section of Republicans to make use of “reconciliation” to pass a major change in Obamacare. Authority to use the reconciliation process will expire on September 30, and Graham appealed to the White House to push for a vote on his bill before then. The measure has not yet been cost-estimated by the Congressional Budget Office, a requirement before it can be voted on, and it is widely rejected by House Republicans, who oppose allowing Obamacare to continue even in states which choose to do so.
Meanwhile, the top Republican and top Democrat on the Senate Finance Committee announced Tuesday an agreement to make significant cuts to the Children’s Health Insurance Program while extending its duration by five years. The program would otherwise expire at the end of September.
Republican Orrin Hatch and Democrat Ron Wyden said the CHIP program would continue at the present level of funding, but the federal share of the joint federal-state program will be gradually reduced to the level that prevailed before the enactment of Obamacare, which boosted the federal share by 23 percentage points. In effect, states will be required to make up the difference, adding a drastic new charge on already strapped budgets.
Another bipartisan effort, this time by Republican Lamar Alexander and Democrat Patty Murray, would guarantee federal subsidies to insurance companies with low-income customers under the Obamacare exchanges. The Trump administration has continued the subsidies on only a month-to-month basis—deliberately undermining the stability of the exchanges—but a lawsuit filed by House Republicans challenges the legal basis of the subsidies. The White House has opposed any legal reinforcement of the subsidies, calling that a “bailout” of the insurance companies.
The Sanders “Medicare for all” legislation is an attempt to disguise all these reactionary maneuvers, each of them aimed at subordinating the health care of millions of people to the profit interests of big business, behind pie-in-the-sky promises that neither Sanders nor any of his co-sponsors take seriously.
The Obama rapid response team quickly swung into action against the latest Republican move on immigration last week. The new policy was "wrong." It was "self-defeating." It was "cruel." It wasn't "required legally," but was "a political decision."
Only two things were unusual about this strong Democratic pushback: Barack Obama was no longer in office at the time — and yet all the above responses came from the former president himself.
If the 2016 presidential election seems like a never-ending contest, with vanquished Democratic candidate Hillary Clinton constantly relitigating the campaign and criticizing the man who ultimately bested her, the tug-of-war between President Trump and his immediate predecessor has been just as intense.
"He is like our president-in-exile," joked a Democratic operative who requested anonymity to speak candidly about the former president. "His profile makes sense, because while we Democrats and really the whole country owe President Obama a lot, he does have some things to answer for in terms of our current situation" with Republicans controlling both ends of Pennsylvania Avenue.
What merited Obama's latest statement against his successor was Trump's decision to rescind the Deferred Action for Childhood Arrivals program, an Obama executive order put in place to shield young illegal immigrants from deportation when Congress declined to pass immigration legislation the former president supported. The announcement that it would be phased out after six months, with Congress given an opportunity to pass legislation replacing it, was made by Attorney General Jeff Sessions, a leading opponent of Obama's immigration policies as a Republican senator from Alabama.
An Obama-era predecessor of Sessions' was quick to rebuke the current attorney general for calling DACA "an ‘open-borders policy' that admitted ‘everyone.' "

"To the contrary," former Attorney General Eric Holder wrote in the Washington Post on Sept. 6, "it was a beacon of hope for a narrowly defined group who crossed our borders before they could have fully understood what a ‘border' was."
Holder wasn't done. "States must resist Trump's inevitable deportation efforts," he continued. "The private sector must come together to defend its employees. Americans must raise their voices — and use their ballots."
Obama and Holder remain partners in an effort to persuade Democratic voters to do just that. This involves playing defense when Obama policies are attacked by the new administration, and also offense as they try to elect Democrats, especially in races that will influence redistricting after the 2020 census.
One of those efforts is getting an assist from left-wing billionaire George Soros, who spent half a million dollars on ads into a district attorney race in Texas in which a Democrat challenger beat the Republican incumbent. That has prompted Texas Gov. Greg Abbott to tell other Republicans that they need to "wake up" to what Obama and others are up to.
Holder has emerged as a front man of sorts for his former bosses' unprecedentedly activist post-presidency. Before Obama even left office, Holder launched the National Democratic Redistricting Committee, a tax-exempt 527 political action committee that bills itself as "an organization of Democratic leaders enacting a comprehensive, multi-cycle Democratic Party redistricting strategy over the next 5 years and beyond." The group will also support legal challenges and ballot initiatives as they try to wipe out what they argue is an unfair Republican advantage.
"Republican gerrymandered districts after the 2010 Census have put Democrats at a massive structural disadvantage," a statement on the National Democratic Redistricting Committee's website said. "That's why the most important turning point for the future of the Democratic Party will take place in 2021: when states redraw their congressional and state legislative lines." The committee did not respond to a request for comment.

"We heard a lot in this past election about rigged systems, but I want to say the biggest rigged system in America is gerrymandering," Holder said in January. "A system where the lines are drawn not to represent American communities, but benefit politicians. A system where politicians pick their voters."

Terry McAuliffe joined the group's initial fundraiser. "Heavyweight leadership indicates Democrats are serious about dealing with redistricting, which the party blissfully ignored before 2010," said Brad Bannon, a Democratic strategist.
In the meantime, opportunities for conflict have presented themselves as Trump has sought to undo many Obama initiatives. The 45th president has pulled the United States out of the Trans-Pacific Partnership and the Paris climate agreement, both negotiated by the Obama administration. Trump may be on the verge of doing the same with the Obama administration-negotiated Iran nuclear deal.
"If the president finds that he cannot in good faith certify Iranian compliance, he would initiate a process whereby we move beyond narrow technicalities and look at the big picture," said Trump-appointed U.S. Ambassador to the United Nations Nikki Haley in a speech this month to the American Enterprise Institute.
Trump has tried to cajole a Republican-controlled Congress into repealing and replacing Obamacare, the healthcare law that was Obama's signature domestic-policy achievement and informally bears his name. The new president has called Obamacare a "disaster," a "fiction," and a "big, fat, ugly lie."
Activist former president
When the White House changes hands from one party to another, it's normal for the new president to revoke executive orders issued by the old, such as when Obama reversed former President George W. Bushs restrictions on taxpayer-funded embryonic stem-cell research.

Or when Bush reinstated the Mexico City policy banning federal money for international family planning groups that perform abortions, which had been overturned by former President Clinton eight years earlier. The former president's party will resist these changes, as when Republicans spent much of the Obama administration trying to preserve the Bush tax cuts.
What is abnormal, and arguably unprecedented, is for the departed president to remain such an active participant in this process, indeed perhaps its leader. Some legacy protection and political involvement is expected. Obama has remained a political combatant.
"I hope that current members of Congress recall that it actually doesn't take a lot of courage to aid those who are already powerful, already comfortable, already influential," Obama said after the House passed a bill partially repealing and replacing Obamacare as he accepted the Profile in Courage Award at the John F. Kennedy Library in May. "But it does require some courage to champion the vulnerable and the sick and the infirm."
When Senate Republicans unveiled their version of the healthcare bill later that month, Obama blasted it as "a massive transfer of wealth from middle-class and poor families to the richest people in America." He added, "[I]f there's a chance you might get sick, get old, or start a family — this bill will do you harm."
Obama accused Trump of aligning the U.S. with "a small handful of nations that reject the future" when he left the Paris Agreement. "I believe the United States of America should be at the front of the pack," said Obama, who was, ironically, often associated with the phrase "leading from behind."
Ten days after leaving office, Obama issued a statement through a spokesman condemning Trump's controversial immigration and travel executive order. The statement said "the president fundamentally disagrees with the notion of discriminating against individuals because of their faith or religion," a reference to Obama, the ex-president, not Trump, the Oval Office's current occupant.
Obama was treated differently by his own predecessor, even though he took frequent jabs at Bush both during the 2008 campaign and long after taking office. "He deserves my silence," Bush said of Obama in a March 2009 speech. "There's plenty of critics in the arena. I think it's time for the ex-president to tap dance off the stage and let the current president have a go at solving the world's problems."
Annie Linskey and Victoria McGran wrote in the Boston Globe in June, "There's a longstanding practice among the fraternity of former US presidents: Don't publicly criticize your successor, but if you must, do it only in the most oblique way possible."

"I want to be respectful of the office and give the president-elect an opportunity to put forward his platform and his arguments without somebody popping off in every instance," Obama said at a press conference near the end of his administration, acknowledging Bush had been "gracious." "As an American citizen who cares deeply about our country, if there are issues that have less to do with the specifics of some legislative proposal but go to core questions about our values and our ideals, and if I think that it is necessary or helpful for me to defend those ideals, I'll examine it when it comes."
Conflict between Obama and Trump was inevitable. Obama is only 56, less than a year older than the median age at which presidents have taken office. He didn't even leave Washington, D.C., after moving out of the White House, and has a residence in the Kalorama district of the capital, about 25 minutes walk from his old home at 1600 Pennsylvania Avenue.
For his part, Trump helped build his political following by questioning Obama's birthplace and eligibility for the presidency. Obama in turn ridiculed Trump at a White House Correspondents Dinner, a slight that by some accounts contributed to his motivation to run in 2016 after flirting with campaigns in prior years and never launching them.
Trump has criticized his predecessor even more than Obama found fault with Bush, and often in less refined terms. Trump has also blamed Obama holdovers for White House leaks and questioned, without producing evidence, whether the previous administration wiretapped Trump Tower or otherwise subjected him to illegal surveillance. Some contend Trump has shed so many political conventions, it invites Obama to do the same.
Obama has since thrown his weight behind the Holder-chaired National Democratic Redistricting Committee, going beyond merely defending his legacy or his ideals. He's atoning for his biggest failure as a Democratic Party leader: the pounding Democrats took in down-ballot races during his eight years in office.
Obama prospered personally. He was elected and reelected, the first Democrat to win an absolute majority of the popular vote since Jimmy Carter in 1976. In 2008, he took the biggest percentage of that vote of any Democratic presidential candidate since Lyndon Johnson in 1964. But Democrats lost 12 governorships, nine Senate seats, 62 House seats and over 900 state legislative seats, enduring what Obama memorably described as a "shellacking" in both midterm elections.
Redrawing the lines

The former president has said publicly that this is partly due to his own failings. But he has also seized on an opportunity both for personal exculpation and activism by blaming a Republican redistricting advantage. "We lost control of a lot of not just congressional seats but also governorships and state legislative seats and that happened to be the year that the census was done and you start doing redistricting," he told reporters at a press conference. "And so those Republicans took advantage of political gerrymandering to lock in majorities even though in numerous subsequent elections Democrats have actually cast more votes or more votes have been cast for Democratic congressional candidates than Republicans, and yet, you end up having large Republican majorities.
"So, there are just structural problems we have to deal with," Obama added. "But, look, you can't make excuses about the rules. That's the deal, and we have to do better."
Obama is trying to help Democrats do better. He reemerged to headline a fundraiser for the group in July, less than six months after leaving office. The National Democratic Redistricting Committee reportedly raised $10.8 million for its affiliates in the first half of 2017.

Democrats have had increasing success statewide in Virginia, which hasn't voted for a GOP presidential candidate since 2004. But Republicans still hold both houses of the state legislature, including a nearly two-thirds majority of the lower chamber, and seven of the 11 congressional seats. Gillespie, a former Republican National Committee chairman, ironically helped his party take over statehouses with the 2010 census in mind. Northam is the sitting lieutenant governor.
Republicans express confidence in their own redistricting efforts and note they have enjoyed a turnout advantage in recent off-year elections. They also point out that Democrats failed to recreate the Obama coalition in the first presidential election in which he wasn't on the ballot.

But not everyone is convinced. "I think we're asleep at the switch on this," said a Republican strategist who requested anonymity to speak candidly. "This [Obama-Holder redistricting committee] is no joke."
One high-profile Republican elected official who has been sounding the alarm is Abbott, the governor of Texas. Liberal groups have been trying to turn the Lone Star State blue for years, knowing that would strike a devastating blow to the GOP's Electoral College chances. Texas is one of just four states where Clinton outperformed Obama.
Abbott just watched George Soros pour $500,000 into ads in a Harris County district attorney race where a Democratic challenger unseated the Republican incumbent. He thinks the Obama-Holder campaign could command significant resources.
"If Republicans don't wake up about this threat, it could cause dramatic changes in the electoral map in this country," Abbott told the Washington Examiner. "If they are able to redraw the maps, all the best political strategies are going to be thwarted not by people who vote but by judges who vote, as Obama and Holder know."
Until then, Obama finds himself back in the thick of the political action. He's still taking his shots at Trump, and administration alumni such as Holder are providing cover. And he's working on a goal that eluded him while in office: rebuilding his party's bench at the state level.
It's like he's never left.

Even as the horrific destruction caused by Hurricanes Harvey and Irma is still being tallied, the US political establishment is moving rapidly to its main order of business: A massive handout for the corporate and financial elite.
On Tuesday, the official death toll from Hurricane Irma rose to 12 in Florida, in addition to the 37 killed in the Caribbean by Irma and at least 71 killed in Texas by Hurricane Harvey. As of Tuesday, two-thirds of Florida, or some seven million homes, were without power, and many will not see power restored for weeks—one product of the neglect of social infrastructure spanning decades.
In the Florida Keys, which was hit with the full force of a Category 4 Hurricane, 25 percent of homes are completely destroyed and another 65 percent severely damaged. Florida cities from Miami to Jacksonville have experienced record flooding. The majority of workers in both Florida and Texas do not have flood insurance and will have to try to rebuild on meager government assistance, mainly in the form of loans.
AccuWeather predicts that the combined cost of the two storms could rise to $290 billion, or 1.5 percent of the total value of goods produced and services provided in the United States in an entire year. The hurricanes will have a significant impact on the US economy, wiping out all anticipated economic growth between August and the end of the year.
Amidst this destruction, however, the US stock markets are on the rise—increasing significantly on both Monday and Tuesday. The reason is evident: the ruling elite is licking its collective chops at the prospect of a major cut in corporate and individual taxes for the wealthy.
Over the weekend, even as Irma was making landfall in Florida, Trump seized the moment to press for “dramatic tax cuts and tax reform.” With “what’s happened with the hurricane,” he said, “I’m gonna ask for a speed-up.” Treasury Secretary Steven Mnuchin, the former Goldman Sachs banker and hedge fund manager (net worth $300 million), said on Tuesday that the White House is “super focused” on tax cuts, and that the administration is considering backdating these cuts to January 1 to provide a “big boon for the economy”—that is, for Wall Street.
The response in the political establishment has been generally enthusiastic. Last night, Trump hosted a dinner with Democratic and Republican Senators to discuss “tax reform.” The Democrats in attendance included Senators Joe Donnelly (Indiana), Joe Manchin (West Virginia), and Heidi Heitkamp (North Dakota). The latter accompanied Trump on Air Force One last week, as he flew to North Dakota to deliver a speech calling for tax cuts for corporations and the wealthy.
The media, which has presented the criminally incompetent response to the hurricanes as a model of good governance, is following along. The New York Times, the media voice of the Democratic Party establishment, devoted its entire editorial section on Tuesday to one editorial missive, “Want to Make a Deal, Mr. Trump?”
The Times cited the agreement between Democrats and the Trump administration last week on a derisory federal relief bill for Hurricane Harvey tied to a three-month extension on the federal debt ceiling and government funding. While a broader agreement may not be forthcoming, the editors wrote, “It’s tempting… to imagine what Mr. Trump might achieve if he could see beyond momentary, tactical wins.”
The most significant of the Times’ proposals is on “tax reform.” The editorial calls for a “modest trim to corporate taxes,” a gloss over the demand—repeatedly made in White House budget proposals under Obama—to slash corporate taxes by nearly one third, from the present rate of 35 to 25 percent.
Like the Trump administration, the Times couches this proposal in the standard rhetoric of aiding the “middle class.” However, the principle aim is the same: a major transfer of wealth to the ruling elite.
The willingness of the Democrats to forge a deal with Trump is not new. Their first response to Trump’s election was to “work with” the administration (a pledge repeated by everyone from Hillary Clinton to Bernie Sanders and Elizabeth Warren). It was Obama who proclaimed the election an “intramural scrimmage” in which all participants were on “the same team.”
In the nearly eight months since Trump’s inauguration, Democrats’ criticisms have focused not on the reactionary policies of Trump and his cabinet of billionaires, but on foreign policy. Following Trump’s praise of neo-Nazis involved in the Charlottesville rampage, Democrats hailed the restructuring of the administration to place it more firmly under the control of the generals that dominate it—above all, the new chief of staff, retired general John Kelly. Indeed, notably absent in the Times’ proposition to Trump is any reference to foreign policy, even as the world teeters ever-closer to a catastrophic nuclear war.
Divisions within the ruling class remain. However, if there is one thing that the political establishment can agree on, it is that the cost of the hurricanes—and of the broader economic and social crisis in the United States of which it is a part—will not be paid for by those responsible: the corporate and financial elite. The decades-long redistribution of wealth must continue, and the massive stock bubble must be inflated with new cash.
Beyond the immediate financial considerations motivating moves by the Democrats to prop up the Trump administration is a more strategic consideration. Their concern has always been that popular hostility to Trump could spark social upheavals, in which the working class would advance its own program. Hence the promotion of a series of diversionary issues, from the anti-Russia campaign to the insistence that the United States is riven by racial animosity.
Even before the floodwaters have receded, the ruling class is demanding that workers pay for the series of disasters created by capitalism. The working class, for its part, must respond with equal intransigence and determination. It must call for a massive redistribution of wealth to make whole all working people ruined by the floods. The response of the political establishment to Hurricanes Harvey and Irma confirm the analysis made by the WSWS in June, that “the fight of the working class against Trump and all he represents will raise ever more urgently the necessity of political mass movement, independent of and opposed to both the Republicans and the Democrats, against the capitalist system and its state.” The building of a leadership to guide this movement, the Socialist Equality Party, is the basic political task.
