Massachusetts Quietly Begins Rethinking That Whole Sanctuary Thing

While you won’t catch any Democrats admitting it publicly, the Bay State may be getting ready to roll back some of their “sanctuary state” status. The Governor, Charlie Baker, has submitted draft legislation which would allow (though not mandate) police to honor ICE detainers and hold illegal aliens arrested for other crimes so that immigration enforcement officials can pick them up for processing and deportation. No matter how they try to spin it (and they are definitely trying, as we’ll get to in a moment), this is big news. (Boston Globe)
A bill that would allow — but not require — local police in Massachusetts to detain immigrants at the request of federal authorities is not in response to pressure from the Trump administration, Daniel Bennett, the state’s secretary of public safety and security, testified at the State House Tuesday.
Governor Charlie Baker’s proposed legislation formalizes what was an informal practice during the Obama administration, Bennett told the Joint Committee on the Judiciary. Local authorities, if they previously chose to, could hold an immigrant wanted by federal immigration officials for up to 48 hours, he said.
But in July, the Supreme Judicial Court determined that police officers don’t have the authority under Massachusetts law to comply with detainer requests from Immigration and Customs Enforcement. Doing so, the state’s highest court said, would be akin to an illegal arrest.
So basically, everyone is tripping over themselves to assure the good people of Massachusetts that they are in no way, no how, in any fashion whatsoever doing this because of President Trump, Jeff Sessions or their policies concerning criminal illegal aliens. Nope. Not them. No siree. The state’s secretary of public safety and security had to be trotted out before the cameras to make this crystal clear and a spokesperson for the Governor was doing likewise.

The first curious part of this spin festival is that the Governor is pointing out an inconvenient truth, to borrow a phase from Al Gore. Allowing the cops to hold an illegal alien for ICE was actually their stated policy when Barack Obama was in office. It only became “a bad idea” after Trump was elected. Funny how that works, huh?
But there’s also one awkward fact that the Governor can’t dodge. Last week Boston was presumably on the list of cities which received a rather pointed letter from the Department of Justice asking for proof of whether or not they allowed cooperation with immigration officials in the pursuit of criminal illegal aliens. A failure to comply obviously puts them in line for reduced or eliminated JAG grant money next year. And now we’re being asked to believe that the arrival of the letter and this proposed legislation coming only a week later are completely unrelated.
Sure thing, boss. Pull the other one. It’s got bells on it.
But that bill is at the state level and, as I already mentioned, not mandatory. Boston is still standing firm in their plans to be a sanctuary city.
Boston is — and will remain — a sanctuary city, Alejandra St. Guillen, director of immigrant advancement for the city of Boston, told the committee on Tuesday.
Baker’s bill, she said, will “erode trust” between immigrant communities and police officers and is a “step in the wrong direction.”
It seems as if Governor Baker is playing this in a clever fashion. He can allow the City of Boston to tank their federal grant money while still holding the door open for aid for the State Police and any other towns and cities wishing to comply. Assuming he gets the bill pushed through, he’s kind of throwing the Mayor of Boston under the bus, but hey… when you’re making an omelet, sometimes you have to crack a few eggs, right?

Big Amnesty Now, Chain Migration Cuts Much Later

Washington, D.C. (January 31, 2018) – A Center for Immigration Studies analysis of the legal immigration provisions in the White House immigration reform framework reveals that it will take about 15 years for the proposed chain migration cuts to offset the new green cards awarded in the proposed amnesty for 1.8 million illegal alien "Dreamers." Furthermore, if the parents of the "Dreamers" become eligible for some form of residency, the size of the amnesty could double, and the chain migration reductions would do little to offset the impact on Americans.

The White House has asked Congress to produce a bill that offers an amnesty for 1.8 million "DACA-eligible" illegal aliens with a 10- to 12-year path to citizenship. To mitigate the impact of the amnesty, the president proposes an end the largest chain migration category (parents of naturalized citizens) right away and further cuts to chain migration after those currently in line in the other categories have been admitted.

Jessica Vaughan, the Center's director of policy studies and author of the analysis, said, "The chain migration reductions proposed by the White House are long overdue and will put a brake on the continuous growth in family-based immigration that has led to labor market distortions and burgeoning fiscal costs. Unfortunately, the plan is structured as instant deportation relief for 1.8 million illegal aliens, but a very long wait for immigration relief for Americans."

The report analyzes five key provisions:
  •  Immediate amnesty for 1.8 million "DACA-eligible" illegal aliens. 
  •  10-year path to citizenship. 
  •  Reduce chain migration categories
  •  Admit the chain migration waiting list. 
  •  End the visa lottery. 
One key concern is that the leading proposals being considered by the Senate create a new non-immigrant residency visa for parents of citizens to replace the green card category. Unless this proposed visa program imposes restrictions in the form of numerical limits or new eligibility requirements, there likely will be an equal number of parents arriving despite the elimination of the green card category. If the parents of the "Dreamers" become eligible for residency under such a program, the size of the amnesty would effectively more than double. (It has been estimated that Dreamers have an average of 1.6 parents in the U.S.)

Vaughan writes, "In sum, the president's proposal offers an extremely generous amnesty for the so-called Dreamers paired with substantial but gradual cuts to chain migration, resulting in a modest decrease in overall legal immigration after 10 years."

The first pillar of our framework generously offers a path to citizenship for 1.8 million illegal immigrants who were brought here by their parents at a young age -- that covers almost three times more people than the previous administration.
Trump feels that he has done even better than Obama in offering amnesty for illegals. I think on this issue it would be better to have Obama back, as he's to the right of Trump on the amnesty issue.
Under our plan, those who meet education and work requirements, and show good moral character, will be able to become full citizens of the United States.
Have you ever heard of anyone denied citizenship because of education, work status, or moral character? Do you think whoever is president, long after Trump is gone from office, will deny citizenship to any illegal based on their "moral character"? We have citizens who can't even speak English!
But it's even worse than that. As Mark Levin said on his show last night, (at the 41 minute mark)
"It's not legalization for 800,000 DACA, it's not citizenship for 1.8 million, it is 11 million amnesty citizenship. Some of my colleagues think this is an act of genius because it exposes the Democrats. It doesn't expose them to anything. This is their base, this is what they want."
How do we get from 1.8 million to 11 million? Simple. Because under Trump's plan, chain migration will not end for years.
The outline says that no new applications for the visa lottery and the chain-migration categories would be accepted, limiting family immigration to spouses and minor children. Great! But it also provides for the continuation of those categories (and reallocation of the lottery visas) until the admission of all 4 million people on the current chain-migration waiting lists. This is the same gimmick that was in the Hagel-Martinez amnesty bill in 2007 – and the estimate at the time was that it would take 17 years before all those people got their green cards. In other words, legal immigration would not actually be reduced until after President Kamala Harris’s successor took office.
Whether it's four million more or nine million or another large number, the point is that the "grandfathering" or those already on the waiting list and the addition of nearly two million more illegals who in turn will bring in even more "immediate relatives" (who in turn will bring in even more, hence the chain aspect) will mean amnesty for millions more.
Levin also makes a point that whatever Trumps gets in return, such as funding for a border wall or an eventual end to chain migration years down the road, can be undone by the next president, but amnesty is immediate, in the present, and cannot be changed.
Levin lamented that "Trump cultists" and "clapping seals" will love Trump's plan, seeing it as a secret strategy to somehow get border security without granting amnesty, but Levin says that those who believe this are incorrect. He calls on conservatives to speak out now to "pull the President back" to a conservative position so the mass amnesty will not occur.

Liberals claim they more than make that up with taxes paid, but that’s simply not true. It’s not even close. FAIR estimates illegal aliens in California contribute only $1.21 billion in tax revenue, which means they cost California $20.6 billion, or at least $1,800 per household.

Nonetheless, open border advocates, such as Facebook Chairman Mark Zuckerberg, claim illegal aliens are a net benefit to California with little evidence to support such an assertion. As the Center for Immigration Studies has documented, the vast majority of illegals are poor, uneducated, and with few skills. How does accepting millions of illegal aliens and then granting them access to dozens of welfare programs benefit California’s economy? If illegal aliens were contributing to the economy in any meaningful way, California, with its 2.6 million illegal aliens, would be booming.
Furthermore, the complexion of illegal aliens has changed with far more on welfare and committing crimes than those who entered the country in the 1980s. 
Heather Mac Donald of the Manhattan Institute has testified before a Congressional committee that in 2004, 95% of all outstanding warrants for murder in Los Angeles were for illegal aliens; in 2000, 23% of all Los Angeles County jail inmates were illegal aliens and that in 1995, 60% of Los Angeles’s largest street gang, the 18th Street gang, were illegal aliens. Granted, those statistics are old, but if you talk to any California law enforcement officer, they will tell you it’s much worse today. The problem is that the Brown administration will not release any statewide data on illegal alien crimes. That would be insensitive. And now that California has declared itself a “sanctuary state,” there is little doubt this sends a message south of the border that will further escalate illegal immigration into the state.
"If the racist "Sensenbrenner Legislation" passes the US Senate, there is no doubt that a massive civil disobedience movement will emerge. Eventually labor union power can merge with the immigrant civil rights and "Immigrant Sanctuary" movements to enable us to either form a new political party or to do heavy duty reforming of the existing Democratic Party. The next and final steps would follow and that is to elect our own governors of all the states within Aztlan." 
Indeed, California goes out of its way to attract illegal aliens. The state has even created government programs that cater exclusively to illegal aliens. For example, the State Department of Motor Vehicles has offices that only process driver licenses for illegal aliens. With over a million illegal aliens now driving in California, the state felt compelled to help them avoid the long lines the rest of us must endure at the DMV. 
And just recently, the state-funded University of California system announced it will spend $27 million on financial aid for illegal aliens. They’ve even taken out radio spots on stations all along the border, just to make sure other potential illegal border crossers hear about this program. I can’t afford college education for all my four sons, but my taxes will pay for illegals to get a college education.
