The proposed budget is a victory for Defense Secretary Jim Mattis, who recently unveiled a strategy that proposes retooling the military to deter and, if necessary, fight a potential conflict with major powers such as China and Russia.
And it represents a setback for deficit hawks such as Mick Mulvaney, director of the Office of Management and Budget, who last year pressed for an increase in defense spending that could be offset by cuts to domestic programs.
The $716 billion figure for 2019 would cover the Pentagon's annual budget as well as spending on ongoing wars and the maintenance of the U.S. nuclear arsenal. It would increase Pentagon spending by more than 7 percent over the 2018 budget, which still has not passed through Congress.
The proposed budget would be a 13 percent increase over 2017, when the United States spent about $634 billion on defense. In the absence of a budget, spending continues at 2017 levels.
The proposed increase is "a huge deal," Mark Cancian, a defense analyst with the Center for Strategic and International Studies (CSIS), said of the proposed increase. "It's a big jump in defense and means that the Trump administration is putting resources against an extremely aggressive defense strategy."
The Pentagon and the White House declined to comment on the president's proposal, which has been circulating among the military services and in Congress.
Trump touted his 2018 defense budget as one of the largest in U.S. history, but the proposal was seen as something of a disappointment inside the Pentagon and among defense hawks in Congress.
Many lawmakers have pushed for the military budget to increase far beyond what Trump has proposed last year. Trump sought $668 billion in spending for national defense in 2018, but Congress passed a bipartisan defense authorization bill late last year that would direct roughly $700 billion to military spending. That bill authorizes military spending but does not actually appropriate it, which would have to be done through a different act of Congress.
A senior U.S. official said that $716 billion is the target the White House provided to lawmakers as they make plans to adjust congressionally mandated caps on spending.
Last week, Mattis said the political dysfunction in Washington, congressionally mandated spending caps and lawmakers' inability to pass a budget were eroding the military's ability to retool and prepare for future threats.
"As hard as the last 16 years have been, no enemy in the field has done more to harm the readiness of the U.S. military than the combined impact of the Budget Control Act, defense spending cuts and operating in nine of the last 10 years under continuing resolutions," Mattis said.
As the Pentagon was finalizing its new defense strategy late last year, Mattis began making the case to Trump for a big increase in defense spending. The Trump administration's proposed 2018 budget set aside large sums of money to boost training and the overall readiness of the existing force.
Pentagon officials said the 2019 budget would focus on modernizing the military's aging weapons systems and preparing it for a potential conflict with major world powers after a long emphasis on counterterrorism and insurgencies in Iraq and Afghanistan. Mattis faced some resistance from White House officials, such as Mulvaney, who worried that the deficit would explode with a large increase in military spending, combined with the president's tax cuts.

Since taking over the White House's budget office, Mulvaney has agreed publicly with Trump's push to expand the military budget, but he did not incorporate a long-term increase in military spending into his budget plan last year, as it would have dramatically expanded the deficit over time.
"If this is the number, then the battle between Mattis and Mulvaney is over and Mattis won," Todd Harrison, director of defense budget analysis at CSIS, said of the $716 billion figure. The Trump administration's 2018 budget paid for increases in defense spending by making big cuts to domestic spending and the State Department that drew heavy resistance from Democrats and some Republicans in Congress.
The proposed increase for 2019 is so large that it is "even more unrealistic" that the White House will be able to offset it with cuts, Harrison said.
The increase is likely to please defense hawks such as Sen. John McCain (R-Ariz.), who has assured the White House that there is support among lawmakers for major increases to Pentagon spending, said Mackenzie Eaglen, a fellow at the American Enterprise Institute.
The proposed increase also reflects Mattis's contention in his new defense strategy that the United States is "emerging from a period of strategic atrophy" during which China, Russia, Iran, North Korea and other rivals have extended their influence and military capabilities.
It also emphasizes that military dominance of the sort that the United States has maintained since the end of the Cold War is becoming more costly.
"What Mattis is saying is that you can't have the best military in the world on an Obama budget," Cancian said.

The White House officially delivered President Trump's immigration framework to lawmakers on Capitol Hill Thursday afternoon and outlined the details of the plan in a background call with reporters. 
As White House Press Secretary Sarah Sanders laid out during the daily briefing Wednesday, the framework includes four principles previously required by the administration: A permanent DACA fix, an end to chain migration, an end to the visa lottery program and funding for the border wall. 
According to White House officials a path to citizenship will be offered to individuals who have applied for DACA, in addition those eligible for the program but haven't applied or put themselves into the system. This amnesty would apply to approximately 1.8 million people. It was not revealed whether the parents of DACA recipients will also be granted protected status.
In terms of funding for the wall, the White House is requesting $25 billion from Congress. 
"This is a compromise position that we believe will get 60 votes in the Senate," one White House official said, adding changes may be made in the House.
Before leaving for the World Economic Forum in Davos, Switzerland, President Trump expressed support for a DACA fix that eventually allowed for recipients to become U.S. citizens. 
The full proposal will be released to the public on Monday, just one day before President Trump gives his first State of the Union address.
"Last fall the White House sent Congress a list of the core reforms necessary to fix our immigration system. These reforms were assembled in coordination with front line law enforcement officers and career public servants who know what is necessary to keep America safe. Since that time, President Donald J. Trump and his administration have hosted dozens of meetings with Republican and Democrat leadership and rank and file members of the House and Senate to discuss these reforms to find a bipartisan path forward," Sanders said Wednesday.

"Based on these negotiations, the White House will release a legislative framework on Monday that represents a compromise that members of both parties can support. We encourage the Senate to bring it to the floor," she continued. "This framework will include the four agreed upon pillars: securing the border and closing legal loopholes, ending extended family chain migration, canceling the visa lottery and providing a permanent solution on DACA."

500 Ex-DACA Criminals, Gang Members Still in U.S., Gov’t Unaware of Whereabouts

Hundreds of criminals and gang members with revoked DACA (Deferred Action for Childhood Arrivals) are now roaming free in the U.S, and the government has no idea where they are, a new report reveals.
In its report, “500 Ex-DACA Criminals & Gang Members Still At Large: Will They Get Amnesty Too?,” the Center for Immigration Studies (CIS) cites government statistics on the lost, now-illegal aliens:
“More than 500 individuals who obtained DACA benefits that were later revoked due to criminal and/or gang involvement apparently are still living in the country and at large, according to statistics provided by USCIS to Sen. Chuck Grassley, chairman of the Senate Judiciary Committee. These cases are 25 percent of those who lost DACA status due to criminal and/or gang activity as of November 2017. Only about 30 percent of the ex-DACA criminal aliens have been removed or were in ICE custody as of November 2017.
“According to USCIS, a total of 2,127 individuals had their DACA status terminated for criminal activity and/or gang activity as of November 22, 2017. In no more than 3 percent of these cases did the termination occur merely because of gang involvement; nearly all of the terminations followed criminal convictions or arrests, according to related data on the USCIS website.”
CIS warns that gang membership does not automatically preclude aliens from gaining U.S. government entitlements and enjoying protection from removal under DACA:
“Under current law, gang members are not automatically barred from receiving immigration benefits such as green cards, work permits, and Temporary Protected Status, and clearly many have obtained these benefits in recent years.

An ad for President Trump cites racist Mexican cop-killer Luis Bracamontes an example of “pure evil,” and a reason to build a wall and stop illegal immigration. As it happens, three days after the president’s 2016 election victory, California denied parole to Juan Corona, the Mexican serial killer who makes an even stronger case for border enforcement. 
Corona was born in the Mexican state of Jalisco in 1934 and in 1950 illegally crossed the border into the United States. He picked carrots and melons in Imperial Valley then moved north to the Yuba City area, near Sacramento. Deported in 1956, Corona had no trouble entering the United States illegally a second time. By 1960, the Mexican became a labor contractor for local American farmers, including Goro Kagehiro.
On May 19, 1971, Kagehiro noticed that someone dug a man-sized space in his peach orchard and filled in the hole. This turned out to be the grave of Kenneth Whiteacre, whom somebody had sodomized before stabbing him to death then chopping apart his head with a machete. 
That gruesome discovery launched a search for other bodies and by June 4 police had found 25 victims, including:  Charles Fleming, Melford Sample, Donald Smith, John J. Haluka, Warren Kelley, Sigurd Beierman, William Emery Kamp, Clarence Hocking, James W. Howard, Jonah R. Smallwood, Elbert T. Riley, Paul B. Allen, Edward Martin Cupp, Albert Hayes, Raymond Muchache, John H. Jackson, Lloyd Wallace Wenzel, Mark Beverly Shields, Sam Bonafide and Joseph Maczak. Four others were not identified. 
The victims ranged in age from 40 to 68, and not a single one was Mexican. All but three were white American workers and the others black or Native American. The killer had buried each one on the north side of a tree with their arms over their heads, in some cases with their pants pulled down. One had been shot and victims had been sodomized then stabbed in the chest. The killer then took a machete to the back of their heads, slashing them in the shape of a cross. 
With the body of Melford Sample and other victims police found receipts made out to Juan Corona. At Corona’s home they found a meat cleaver, machete, double-bladed ax and wooden club, all stained with blood. Police also found a gun and a ledger book containing the names of seven victims. 
In 1973, a jury found Corona guilty of murder and sentenced him to 25 consecutive life terms. In 1978, a state appeal court overturned the conviction, charging that his lawyers failed to counter the 119 witnesses for the prosecution. 
Corona’s second trial in 1982 took seven months and cost taxpayers $5 millionThe Mexican had bouts of mental illness but his lawyers did not mount an insanity defense. Instead they argued that Corona’s late half-brother Natividad carried out the killings. Closing arguments took 12 days and after two weeks of deliberation the jury found Corona guilty on all charges. The court duly restored the 25 life sentences.
At Corcoran State Prison, Corona was disciplined for carrying scissors and taping a knife blade to his toothbrush. He made incriminating statements to prison psychologists and in his 2011 parole hearing he said the men he killed over the space of a year were “winos” who had trespassed in the orchards
On November 11, 2016, Corona faced his eighth parole hearing and told officials “I don’t remember that I killed anyone, I don’t remember that I did anything.” Otherwise he was “lucid” and denied parole again. Juan Corona turns 84 this year and his crimes merit review. 
The murder victims were all non-Mexicans, including African Americans and Native Americans, so Corona’s sadistic killings could have been motivated in part by racism. The Mexican’s murder spree was the worst in U.S. history before John Wayne Gacy, convicted in 1980 of killing 33 young men and boys in Chicago. Illinois executed Gacy in 1994 but Juan Corona took 25 American lives, possibly more, and got to keep his own life.

Like Jose Inez Garcia Zarate, the criminal Mexican who killed Kate Steinle, and Luis Bracamontes, the racist Mexican who murdered police officers Danny Oliver and Michael Davis, Juan Corona was not supposed to be in the United States in the first place. For many Americans, this depraved serial killer is a strong argument for ending chain migration, denying amnesty, strengthening the border and deporting illegals.  
Today, if Goro Kagehiro reported Juan Corona to federal immigration authorities, California attorney general Xavier Becerra would prosecute the farmer and fine him $10,000. California Democrats have made false-documented illegals, even violent criminals, a privileged, protected class.

In October 2014 in Sacramento, Mexican ational Luis Bracamontes, a repeat deportee nd career criminal, gunned down police officers Danny Oliver and Michael Davis. The case reveals the failure of California’s ruling Democrats to recognize the violent racism of false-documented illegals.

After shooting Danny Oliver in the head with a 9mm handgun, Bracamontes attempted to commandeer the car of Anthony Holmes. When the African American Holmes refused, Bracamontes shot him five times. Holmes survived but Bracamontes also brandished the AR-15 rifle he used to kill Michael Davis, and he wounded another officer before being captured.
The murder of two police officers is a serious matter but the violent attack prompted no statement from California governor Jerry Brown or attorney general Kamala Harris. Both failed to lament the “gun violence” on display in the case.
In the early going Bracamontes admitted killing the cops but in his current trial in Sacramento he took it to a new level. “I wish I had killed more of the motherfuckers,” he boasted, adding, that he would “break out soon and I will kill more,” so “there’s no need for a fucking trial.” 
The criminal Mexican also shouted “fuck you all,” toward the Oliver and Davis families and said “Fuck Danny Oliver! Fuck Michael Davis!” The criminal illegal also called witness Anthony Holmes a “nigger.”
Holmes testified that Bracamontes demanded “give me your car,” and when Holmes tried to flee “he just shot me in my head, in my ear,” taking other wounds in the hands. As he shot Holmes, Bracamontes wore a smirk on his face “just like he’s got right now,” Holmes testified.
As he left the witness stand Bracamontes told Holmes, “You’re lucky I didn’t kill you.” The repeatedly deported Mexican then turned his attention to African American family members and jurors, shouting “black lives don’t matter!”  As it happens, Danny Oliver’s wife Susan is African American.
In similar style, black lives did not matter to Mexican nationals Saul Isidro-Aucencio and Francisco Delgado. In 2011 the pair gunned down Jamir Miller, 15, Richard Ward, 16, and Robert Corpos, 20. Isidro-Aucensio used an AK-47 to shoot Miller in the head, and in court, Jamir Miller’s mother Melissa Jellison expressed anger that the murderers of her son were in the country illegally. Judge Helena Gweon, a Berkeley alum with a JD from Harvard, told the grieving mother “This case has nothing to with illegal aliens.”
The murders prompted no federal, state or local politicians to call for tougher border enforcement or more cooperation with federal law enforcement. That was also the case with the July 2015 shooting of Kate Steinle by Mexican national Jose Inez Garcia Zarate, a repeatedly deported career criminal. State politicians used the case to ramp up defiance of federal law, and have since taken that to a new level.
On January 1, California officially became a sanctuary state in which false-documented illegals, even repeatedly deported violent criminals, are a protected, privileged class. Governor Jerry Brown does his utmost to return already deported criminals to California, and to help other criminals avoid deportation. Assembly speaker Anthony Rendon sees no place for barriers between California and Mexico and prefers Mexico’s PRI regime to the U.S. federal government.
Aside from senate boss Kevin de Leon, California attorney general Xavier Becerra is the loudest promoter of the sanctuary law, which he enforces with an iron hand. Becerra not only shelters false-documented illegals from deportation but now threatens businesses with $10,000 fines if they assist federal immigration authorities.
Under the “Immigrant Protection Act,” which also kicked in January 1, employers must notify workers before a federal audit of employee records and cannot voluntarily share information without a subpoena.
“We will prosecute those who violate the law,” says Becerra, once on Hillary Clinton’s short list as a running mate. The state’s “top cop,” as the establishment media describe him, remains silent over the murder of police officers Danny Oliver and Michael Davis by Mexican national Luis Bracamontes.  
When the cop-killer called Anthony Holmes a “nigger” and shouted at jurors that “black lives don’t matter,” that brought no comment from attorney general Becerra. Holmes, on the other hand was not going to remain silent in the face of racism.  As he finished his testimony, Holmes turned to Bracamontes and told the Mexican, “Fuck you.”
Californians could be forgiven for saying the same thing to ruling-class Democrats who turn a blind eye to violent criminal racists and protect false-documented illegals from deportation. Holmes’ brave resistance to the cop killer also sets a strong example.
If police get in gun battle with a criminal illegal, they should shoot to kill. That way, as Luis Bracamontes said, “there’s no need for a fucking trial.” On the other hand, many citizens might agree, there is a need to keep racist murderers like Luis Bracamontes out of the United States of America.

Violent crime is up across the country, but in some pockets of California, violent offenses — including murder, rape, robbery and assault — are up twice the national average, according to an FBI report released Monday.

While property crimes were down both nationally and in California, violent crimes spiked almost 4% in the Golden State, even though some in academia made a point to downplay the dramatic increase, according to the San Francisco Chronicle:
In California, 1,930 people were slain last year, an increase of 3.7 percent that came on the heels of a rise of 9.7 percent the previous year. But the 2016 rate — 4.9 victims for every 100,000 population — is relatively low compared with the rate 10 years earlier (6.9) and far lower than the rate in 1980 (14.4).
“The overall picture is that homicide and violent crime rates went up dramatically in the 1970s and ’80s and ’90s, and then underwent a dramatic drop in the last 20 years, and leveled off,” said Robert Weisberg, a Stanford University criminal law professor and co-director of the school’s Criminal Justice Center.
The FBI’s 2016 numbers, he said, “are not inconsistent with that.”
Still, Bay Area law enforcement officials have expressed concern about the recent trend, opening up a debate over whether crime has gone up due to several factors, including the effort to reduce jail and prison populations and a struggle in some places to recruit and retain officers.
And Bay Area law enforcement officials are not the only ones wondering if recent prison and sentencing reforms have led to the dramatic increase.
Sacramento’s NBC affiliate (KCRA) reports that the
[v]iolent crime rate — which includes the number of homicides, rape, robbery and assault — was 716.3 per 100,000 people in 2016. Nationally, the violent crime rate was 386.3.
With violent crime in Sacramento rising at twice the national rate, there are additional questions about the impact of Gov. Jerry Brown’s signature prison reform, known as “AB109 Realignment.” That measure transferred many dangerous and violent felons from state to county supervision, and effectively commuted many sentences. It also put violent felons back on the streets and ended state parole supervision for those offenders altogether.

In February, California’s law enforcement community was rocked when a Whittier police officer, Keith Boyer, 53, was murdered by an unsupervised AB109 offender, who would have been behind bars had he been subject to state parole supervision.

While Brown has not yet signed the “Sanctuary State” bill, which would make California a sanctuary for criminal illegal aliens, it is unlikely that the latest alarming rise in violent crime would stop him.

Report: Illegal Alien Blames ‘Black Magic’ After Giving Herpes to a Child



An illegal alien in Indiana accused of molesting a child and giving her the herpes virus has blamed “black magic” for his actions, a report says.

Huber Morales, 24, was charged with five felony sex crimes by authorities in Vanderburgh County, Indiana, on January 16 after doctors alleged that he molested a seven-year-old girl and gave her herpes, according to NBC Channel 14 News.
Morales, who told police he was born in Mexico and is in the U.S. illegally, was booked into the Vanderburgh County jail on five counts of molesting a child, including two level-one felony counts and three level-four felony counts.
The molestation was reported after the child was taken to a hospital for an outbreak of genital herpes early this month. When asked how she might have contracted the disease, the child claimed that Morales had molested her “a lot of times.”
For his part, Morales allegedly told police it wasn’t his fault and insisted that someone was using “black magic” to force him to molest the girl.
The suspect’s bond was set at $100,000. He was also ordered not to have any contact with the victim, the Courier and Press reported.

The loss of a son fueled a father's fight against illegal immigration. And there's little room for debate

Don Rosenberg and I have talked about illegal immigration on the phone and exchanged emails over the years, but we had never met, until Monday.
The federal government shutdown last weekend, and temporary reopening, are about a lot of things, but differing views on immigration are at the core of the impasse. Rosenberg and I come at the topic from different directions, too, and I was curious about whether we could find the common ground that eludes Washington.
So I drove to Rosenberg's home in Westlake Village and we spent three hours talking it over. I'd like to tell you we brokered a deal, sent it to Washington for approval by both sides, and the republic can now move forward.
But as goes the nation, so went the immigration summit in Westlake Village.
Let me begin with some key background information about Rosenberg, who is retired from sales and marketing jobs in the entertainment industry.
Rosenberg and his wife, an attorney, raised three children. In November of 2010, the family was shattered by the news that their eldest, Drew, a second-year law student, had been killed in a traffic accident in San Francisco.
Drew, 25, was riding his motorcycle at an intersection. A Honduran-born man named Roberto Galo hit Rosenberg at low speed and then, either in panic, confusion or an attempt to get away, hit him again.
"He backed up, drove over him a second time, and then went forward again," said Don Rosenberg. "The rear tire was on my son's abdomen. He was probably already dead at that point, I don't know."
Rosenberg began investigating the accident and the background of the driver. Among other things, he discovered that Galo was in the United States on temporary protected status, which means he could have qualified for a driver's license.
But Galo didn't have one. And Rosenberg found that five months before his son's death, Galo had been stopped by police and cited for going the wrong way on a one-way street and driving without a license or insurance.
After the accident that took young Rosenberg's life, Galo was convicted of voluntary manslaughter, sentenced to six months in jail, and was released after 43 days.
Rosenberg, a longtime liberal and registered Democrat, became an activist. His first focus was unlicensed drivers, and he found that about 7,500 deaths annually were caused by drivers with no license or a suspended license. He estimates half of those drivers were here illegally.
When I first wrote about Rosenberg five years ago this week, he railed against policies in San Francisco and Los Angeles in which unlicensed drivers, when cited, can quickly retrieve their cars and drive again. L.A. Police Chief Charlie Beck said it was "a fairness issue for people who don't have the opportunity to get licenses."
"I'm just looking for sane policy," Rosenberg told me at the time.
He has since evolved into an ardent foe of illegal immigration, of California's "sanctuary state" status, of the cost of services for those here illegally, and of congressional failure to enact tougher legislation. Republican politicians cater to those who covet cheap labor, as Rosenberg sees it, while Democrats care more about immigrants here unlawfully than about citizens.
And he says the media are radically biased, 

producing scads of "cry me a river" stories 

about the plight of those here illegally while 

refusing to focus on the crimes they cause, 

including murder, or on the cost of 

education, incarceration and medical care.
Rosenberg makes some fair arguments, and he says they are based on research rather than driven by anguish over the loss of his son. When I pushed back on certain points or "statistics" that struck me as distortions, he pushed ahead.
To those who might think he's a racist, he says, they're wrong, for starters, and in his opinion, nobody pays a bigger price for illegal immigration and its impact on the economy than people of color.
Rosenberg is no fan of Donald Trump but met with him briefly when Trump was the tough-talking candidate who launched his political career on a promise to boot border violatorsback where they came from.
But even at that, Rosenberg was disappointed because he didn't think Trump, or congressional Republicans, were willing to go far enough. The wall is fine, said Rosenberg, who told me he visited the border last week to look at 30-foot-tall prototypes.
"You can't build a 31-foot ladder," he said with a smile.
But in his opinion Trump and Congress shouldn't even be discussing a deal for DACA recipients — those who have temporary protected status because they were brought here as children — until they tackle the bigger stuff, like birthright citizenship.
"You've got Chinese women coming over 

here and giving birth to thousands of kids 

and going back to China, and one day when 

the kids come back we've got to support 

them," he said.
This is how the conversation went, and I figured the last card I could play was DACA.
Surely we'd find agreement there, right?
Not entirely.
Rosenberg said he supports protected status for those who came to the U.S. unwittingly, so long as they're crime-free, but he insists many of the 800,000 or so people in question were "rubber-stamped" rather than "screened," and "they're not all Rhodes scholars."
Nobody said they were, but I've met a lot of pretty impressive ones.
If it wasn't their fault they came here, Rosenberg said, "what are you going to do about the people whose fault it was?"
Clearly, we were following in the footsteps of Congress. I admit the immigration system is a manufactured mess, filled with contradiction and honest difference of opinion, but I disagree with Rosenberg's contention that it's all cost and no gain for the U.S.
Also, immigrant birth rates are down, illegal immigration appears to be as well, and crime is primarily a home-grown problem. If it were up to me, I'd spend more to develop the economies of countries to the south of us, and less on multibillion-dollar border walls or trillion-dollar wars abroad.
I told Rosenberg that if I lived in a country where jobs were few while corruption and narco-violence were plentiful — in part because of U.S. demand for illegal drugs — and I feared for the safety of my family, I wouldn't hesitate to cross the border to safety and opportunity.
And what would he do?
Rosenberg said of course he'd do the same, but the U.S. has to remove the magnets that draw people north.
