This map shows the total cumulative number of aliens who were removed by ICE in each county between October 2008, and February 2015, after identification through the Secure Communities program.
The total number of removals shown is 406,441, which is a subset of all ICE removals. The three counties with the most cumulative removals over the period were Los Angeles County, Calif.; Maricopa County, Ariz.; and Harris County, Texas, which all were among the first places in the country where Secure Communities was activated.
The cumulative totals are a function of several factors in combination: 1) the number of non-citizens who were arrested and identified in each jurisdiction; 2) ICE's ability to take custody and process the aliens who are identified; and 3) the extent of cooperation provided by county sheriffs. The greater the number of criminal alien arrests, ICE capacity, and local cooperation in a jurisdiction, the greater the number of removals ICE can carry out and, by extension, the greater the public safety benefits for each county.
The Secure Communities program was discontinued as part of President Obama's executive actions of November 2014. It was replaced by the Priority Enforcement Program, which has set up significant logistical and political hurdles for ICE in taking custody of criminal aliens.

LOS ANGELES (AP) — A man who was deported six times and is now suspected in a string of killings and beatings that targeted sleeping homeless people in Southern California was charged Wednesday with murder, attempted murder robbery, authorities said.
Authorities say suspect Ramon Alberto Escobar has a long criminal record in the U.S. and has been repeatedly deported to his native El Salvador.
His arraignment is expected in Los Angeles later in the day.
The 47-year-old Escobar is charged with three counts of murder, five counts of attempted murder and four counts of second-degree robbery.
He also faces special circumstance allegations of multiple murders and murder during the commission of a robbery, making him eligible for the death penalty.
It could not be immediately determined if he had an attorney.
Meanwhile, police in Houston want to talk to Escobar again about the disappearance of his aunt. He was not a suspect when he was first questioned Aug. 30, Houston police spokesman Kese Smith said.
Investigators spoke with Escobar because he was one of the last people to see Dina Escobar, 60, before she vanished in late August.
Authorities say they found no outstanding warrants and released Ramon Escobar before the three men were beaten to death in California.
Escobar said at the time that he was in the country on a work visa, Smith said, a claim echoed by family members.
“We had no probable cause to arrest or book him,” Smith said.
Immigration status is checked by Houston police only when a person is being booked into the city jail after being charged with a crime, Smith said.
Escobar, believed to be homeless himself, likely targeted victims to rob them, Los Angeles police Capt. William Hayes said.
Detectives have seized a wooden baseball bat and bolt cutters that they believe were used to bludgeon men on the beach or on the street in Los Angeles and Santa Monica, police said. All but one of the men was homeless.
Escobar was being held without bail. U.S. Immigrations and Customs Enforcement officials have filed a detainer seeking to take him into custody if he is released, the agency said.
Escobar was first ordered removed from the country in 1988 and was deported to his native El Salvador six times between 1997 and 2011, ICE said in a statement.
He was released from ICE custody last year after successfully appealing his latest immigration case, ICE said. The agency didn’t indicate his current legal status.
However, Escobar has six felony convictions for burglary and illegal reentry, the agency said.
Escobar spent five years in prison for robbery starting in the mid-1990s, Hayes said. Records in Texas show Escobar has had arrests for vehicle burglary, trespassing, failure to stop, public intoxication and two assaults, most recently in November 2017. That case was a misdemeanor.
Dina Escobar’s burned van was found in Galveston, Texas, a few days after she went looking for her brother. She was last seen Aug. 28, two days after her brother vanished, the statement said.
Dina Escobar’s daughter, Ligia Salamanca, told KTRK-TV in Houston that her cousin, Ramon Escobar, had never come across as violent and wasn’t a source of trouble for the family.
“She loved him as she would a son,” Salamanca said of her mother’s devotion to Ramon Escobar.
Salamanca said he had been looking for work and needed a place to stay, so he was taken in by his uncle, 65-year-old Rogelio Escobar, who also went missing.
Investigators believe Ramon Escobar used a baseball bat to bash the heads of three homeless men sleeping on downtown Los Angeles streets before dawn on Sept. 16, police said in a statement. Two died.
Two homeless men sleeping on the beach were bludgeoned in the head early on Sept. 8 and Sept. 10, leaving one in critical condition, officials said.
Another man who apparently was sleeping on the beach was found dead under the Santa Monica Pier on Sept. 20. Steven Ray Cruze Jr., 39, of San Gabriel had been beaten to death.
Authorities at first described him as homeless, but family and friends said the father of two, who loved to fish at the pier, worked on boats in neighboring Marina del Rey and sometimes camped out under the pier to avoid the long commute home.

A five-time deported illegal alien accused of sexually assaulting seven women, including raping many of them and beating them, has been sentenced to life in prison.

In 2016, Breitbart Texas reported that 27-year-old illegal alien Nicondemo Coria-Gonzales had been arrested after being accused of raping and beating multiple women. Coria-Gonzales was deported five times before being arrested on the sexual assault charges.

Last week, the illegal alien was given a life sentence by a jury that found him guilty of sexually assaulting and attacking multiple women in the Austin, Texas, area.
Coria-Gonzales had been previously convicted for three separate drunk driving incidents. He was deported in 2012 but continued returning to the U.S. to commit more crimes. His last deportation was in August 2016.
One of the illegal alien’s sexual assault victims told the courtroom during Coria-Gonzales’ sentencing that the attack that she endured had made her stronger and that she had forgiven her attacker.
“I’m thankful for this storm you put me through because without it I wouldn’t know my strength, my self-worth and my power,” the victim said, according to the American-Statesman.

A Mexican national living in the U.S. illegally has been accused of murdering his crewmate Sunday while on a fishing boat off the coast of Massachusetts.
Authorities arrested Franklin Freddy Meave Vazquez, 27, and charged him with one count of murder and one count of attempted murder for allegedly attacking three crew members, killing one and injuring two others, with a hammer and a knife, WCVB reported.
Vazquez was one of seven crew members aboard the Captain Billy Haver, a fishing vessel sailing 55 miles off Nantucket’s coast, and he ran towards one of his crewmates with a knife in one hand and a hammer in another, prosecutors say.
One of the victims said he fought off Vazquez’s attack when he noticed his fellow shipmate lying on the vessel’s deck in a pool of blood, the Daily Mail reported.
The illegal alien suspect allegedly attacked a third crew member before climbing up the ship’s mast in an attempt to escape from the vessel while crew members tried to catch him.
The Virginia-based vessel put out a distress call Sunday afternoon, alerting two ships in the area. German cruise ship Mein Schiff 6 was the first to respond, bringing two of the victims aboard the ship for medical treatment. The cruise ship’s doctor also pronounced the third victim dead.
A U.S. Coast Guard vessel was the second to respond, bringing law enforcement personnel aboard the fishing vessel to arrest Vazquez, WHDH reported.
The Coast Guard and the German cruise ship then accompanied the fishing vessel to the port of Boston, where Vazquez was placed in federal custody.
Court documents state that Vazquez had been living in the U.S. illegally and had a prior arrest in Newport News, Virginia, in March for abduction by force, intimidation, and deception.
Vazquez was then released on bond into the custody of U.S. Immigration and Customs Enforcement (ICE). ICE then released Vazquez on April 23, records show.
If convicted, Vazquez faces a maximum penalty of up to life in prison and a $250,000 fine. If he is released from prison, he would likely be released to the custody of ICE and then deported.


Mexican Cartel Tunnel Discovered at California Border

The Mexican military, in coordination with the Baja California Norte State Preventive Police (PEP), discovered a narco-tunnel leading into California late last week.
The tunnel was discovered on September 20 in the rural farming community of Ejido Jacume, located in the outskirts of Tecate–across the border from Jacumba Hot Springs, California. The tunnel was discovered after security forces received an anonymous report about the location. Authorities found the remote property with a residential structure containing the tunnel. The illicit infrastructure was operational for at least two years, according to local media reports. Officials said two weapons were located inside the residence: one rifle, and one handgun. No arrests were reported.
The cross-border tunnel was the fifth discovered during the current administration of Governor Francisco Arturo Vega de Lamadrid as part of the “Cruzada por la Seguridad, Tarea de Todos” (“Crusade for Security, everyone’s task”), according to the governor’s office.

Police discovered a major drug lab on August 25, resulting in the seizure of four tons of methamphetamine. A fentanyl drug lab was also recently found in nearby Mexicali, where 20,000 tablets were seized along with precursor chemicals. In April 2018, a sophisticated tunnel measuring approximately 740 yards from Mexicali to Calexico, California, was discovered by the Mexican Army and Federal Police.

The battles took place recently in Ciudad Mier, directly south of Starr County, Texas. According to information obtained by Breitbart Texas, a military squad spotted a convoy of about 10 SUVs with cartel gunmen near the town square.
As Breitbart Texas reported, the Gulf Cartel is deploying heavily armed gunmen throughout the region in response to incursions from a rival organization. The convoys were tied to multiple, large-scale battles in recent days.
When the Mexican military tried to stop the approaching gunmen, they came under fire–leading to a fierce battle where the soldiers killed one cartel shooter as the rest managed an escape. Authorities called for reinforcements and sent a large contingent aimed at tracking down the remainders.
Military forces and cartel gunmen clashed once more near the town of Guerrero, also immediately south of Starr County. The large-scale gun battle killed at least four cartel men, however, residents reported finding numerous puddles of blood throughout the area and several SUVs damaged by gunfire.

GRAPHIC – 7 Human Heads Dumped in Mexican Border State

Police discovered seven heads abandoned in an ice cooler Friday morning in the rural community of Bácum, Sonora–sparking fears of an escalation in an ongoing territorial cartel war.

Security elements of the State Public Security Police (PESP) and investigators assigned to the State Attorney General’s Office responded to a report of heads in a cooler at approximately 4 am, according to local media. Authorities determined that all victims were males between the ages of 25 and 40 and were believed kidnapped several hours earlier in the town of Francisco Javier Mina.
According to authorities and Breitbart Texas law enforcement contacts, the Friday morning executions and the general escalation in violence in the region can be attributed to a territorial dispute between “Los Salazar,” aligned with the Sinaloa Cartel, and Cártel de Jalisco Nueva Generación (CJNG). This dispute began in 2017 as CJNG moved into southern Sonora to challenge the Sinaloa Cartel’s dominance over routes to the U.S. drug markets.
According to local media reports, the small community of Bácum has registered 150 homicides.

GRAPHIC: Cartel Gunmen Carry Out Early Morning Hits in Mexican Border State

This week, Ciudad Victoria, the capital of Tamaulipas, witnessed a series of executions where a group of assassins arrived at the houses of their victims at dawn and used assault rifles to kill them. The first execution took place in the Horacio Terán neighborhood in the southern part of the city where 52-year-old Hortencia “N” and an unidentified man died after being shot three times in the head.


According to information provided to Breitbart Texas by state authorities, neighbors reported hearing several gunshots at 6 a.m. so they called the authorities. By the time authorities and emergency personnel arrived, the victims were already dead and the gunmen escaped from the scene.

The double murder occurred at about the same time that another group of hit men killed an ex-convict named Ricardo “El Riki” Gonzalez Villanueva. According to information provided to Breitbart Texas by authorities, the gunmen also caught the victim by surprise at his home when two cartel hitmen entered and shot him multiple times in the head.
Also this week, a group of hitmen executed two men outside a house in the Luis Echeverria neighborhood. The gunmen shot their victims with machine guns at close range before fleeing. According to police sources, the executions are related to the territorial disputes between rival factions of Los Zetas cartel called Northeastern Cartel or Cartel Del Noreste and Old School Zetas or Zetas Vieja Escuela.

Federal agents raided Q.T Fashion and numerous other businesses in the downtown fashion district Wednesday, cracking down on a scheme that cartels are increasingly relying on to get their profits — from drug sales, kidnappings and other illegal activities — back to Mexico, authorities said.

Nine people were arrested in raids targeting 75 locations, and $90 million was seized — $70 million in cash. In one condo, agents found $35 million stuffed in banker boxes. At a mansion in Bel-Air, they discovered $10 million in duffel bags.

"Los Angeles has become the epicenter of narco-dollar money laundering with couriers regularly bringing duffel bags and suitcases full of cash to many businesses," said Robert E. Dugdale, the assistant U.S. attorney in charge of federal criminal prosecutions in Los Angeles.

Tijuana Breaks All-Time Homicide Record amid Cartel War



The cartel war raging Tijuana continues with 1,789 homicides registered as of September 19, now breaking the 2017 record of 1,781. The record-breaking year persists despite Mexico City’s deployment of military assets to the region in February to quell cartel violence. The bloodshed is generally rated to turf wars involving Cártel Tijuana Nueva Generación (CTNG), aligned with El Cártel de Jalisco Nueva Generación, against the Sinaloa Cartel. In some areas, rival factions within the Sinaloa Cartel are fighting for control of the lucrative street-level markets and smuggling routes into the United States. Those involved in the killings are primarily low-level dealers, lookouts, customers, and enforcers. Many of the street-level dealers are targets of rip-crews looking for cash and drugs. One of the factors blamed in Tijuana is that only 8% of homicide suspects are detained, according to the president of Fundación EduPaz, Francisco García Burgos. He said that the number of unsolved homicides, combined with the responsible parties still on the streets, created an environment where citizens are fearful of reporting crimes due to reprisals. Breitbart Texas previously reported on this problem when 132 of the first homicides registered only produced 11 suspects detained. The 11 were from only five registered homicides, according to local media.


Cartels fighting in the city do so with almost total impunity as demonstrated early Thursday morning when alleged gunmen opened fire from two vehicles against buildings housing the state attorney general’s homicide and forensics units. No injuries were reported, but the gunfire caused damage to windows, according to local media. Ministerial police were inside the facilities at the time of the drive-by shooting.

A recent photo captured by photojournalist Gustavo Suárez of Frontera has been used among Mexican social media accounts to demonstrate the indifference some citizens apparently feel due to the constant cartel bloodshed. The photograph was captured at a taco stand in colonia Murúa Martínez where a smiling family can be see dining in the foreground amid an active homicide scene.

MS-13 Illegal Alien Pleads Guilty to Quadruple Murder Using Machetes

(CNSNews.com) -- Freiry Martinez, a.k.a. Discreto and Sovietico, an illegal alien from El Salvador and member of the notorious MS-13 gang, pleaded guilty on Sept. 21 to participating in the murder of four men in a park in Long Island, New York on April 11, 2017, reported the U.S. Attorney's Office for the Eastern District of New York.
Martinez was 15 when the murders occurred. As explained by the U.S. Attorney's office, two female MS-13 associates lured four men to a community park in Central Islip because Martinez and other MS-13 members planned to kill the men, who apparently were members of a rival gang and had shown disrespect to MS-13. 
The four murder victims were Justin Llivicura, Michael Lopez, Jorge Tigre and Jefferson Villalobos.
"Martinez and several MS-13 members and associates met in a wooded area behind the park [on April 11, 2017] where they distributed weapons, discussed the plan to kill the victims and then awaited their arrival," stated the U.S. Attorney's Office in a statement.  "Once the female MS-13 associates arrived at the park, they led the victims to a wooded area and sent the MS-13 members a text message describing their location.

"Pursuant to their previously devised plan, Martinez and the other MS-13 members and associates surrounded the victims and killed Llivicura, Lopez, Tigre and Villalobos using machetes, knives and wooden clubs," reads the statement.  "The fifth intended victim escaped.  After the attack, Martinez and his associates dragged the victims’ bodies to a more secluded spot and fled.  The victims’ bodies were discovered the following evening."
Martinez fled from New York after the murders, first traveling to Virginia and then to Maryland, where he was captured on Nov. 21, 2017. He was turned over to the FBI and they returned him to the Eastern District of New York. 
“This guilty plea is a result of the dedicated work and collaboration of the Suffolk County Police Department, the Long Island Gang Task Force and the Eastern District,” stated SCPD Commissioner Hart in the statement.  “We applaud the effort of prosecutors to ensure that Martinez would be tried as an adult to face the stiffest penalties possible. The deaths of these four young men committed at the hands of MS-13 gang members is incomprehensible and we hope today’s plea will send a clear message to gang members that we will not waver or tire from our commitment to dismantle gangs in Suffolk County."
"It is our hope that holding these perpetrators accountable will bring some measure of comfort and healing to the victims’ friends and families," said Commissioner Hart.
“Prosecution by prosecution, defendant by defendant, we are dismantling the MS-13 through an effort that will not end until they are ended,” said U.S. Attorney Richard P. Donoghue.  
“Due to the exceptional work by all of the law enforcement investigators involved and their agencies, Defendant Freiry Martinez will not be able to terrorize our communities and residents any longer,” stated NCPD Commissioner Patrick J. Ryder.  “We have four families that have lost loved ones to the hands of MS-13 in these brutal and senseless killings.  Rest assured, we will continue to engage this violence with our zero tolerance approach and will continue to remove these offenders from our streets.”

MS-13 is a notoriously violent gang that started in Los Angeles but quickly recruited numerous members from El Salvdor. Its presence is widespread throughout the United States and in El Salvador.  MS-13 is known for using extreme violence to carry out its criminal activities -- drug dealing, sex trafficking, extortion -- and using brutal measures to eliminate its rivals and perceived enemies. 
The White House has described MS-13 members as "animals." 
When Freiry Martinez is sentenced, he faces a maximum penalty of life in prison. "Upon completion of his sentence, he faces deportation from the United States," said the U.S. Attorney's Office


Border Patrol Agents Catch 2 Illegal Alien Sex Offenders in Arizona

(CNSNews.com) -- Two illegal aliens who had previously been convicted of sex crimes in the United States were captured by U.S. Border Patrol agents on Friday in Arizona. Both of the criminals were in this country illegally.
On Oct. 12, according to U.S. Customs and Border Protection (CBP), Border agents arrested Mexican national Alejandro Ramirez Santiago, 36, near Ajo, Ariz., after he had illegally crossed the border.
"When agents conducted a records check on Ramirez, they learned he had been convicted in Texas of sexual assault and sentenced to three years confinement in 2006," stated the CBP in a press release.
Also on Oct. 12, Border agents captured Salvadoran national Santos Ayala-Alfaro, 42, near Ajo, who was in the country illegally.

"During processing, agents discovered that Ayala has been previously convicted in Kings County, Washington in 2008 for possession of cocaine, in 2009 for manufacturing and dealing a schedule three narcotic, and in 2012 for rape, assault, and harassment," reported the CBP.  "Ayala was sentenced to a combined 123 months confinement for his crimes."
Both of the alien criminals are being held in federal custody "pending prosecution for criminal felony immigration charges," said the CBP. 
Border Patrol Agents Bust Kidnapper, Sex Offenders Illegally Re-Entering U.S.

Agents assigned to the Yuma and Tucson Sectors encountered three previously removed criminal aliens and stopped them from successfully making their way back into the U.S. Records revealed that two of the criminal aliens had convictions for sex offenses and the third has a conviction for kidnapping, according to U.S. Customs and Border Protection.
Agents assigned to the Brian A. Terry Border Patrol Station arrested 40-year-old Jose Adan Olvera-Rojas after he illegally crossed the border near Naco, Arizona, on Saturday. The agents transported the migrant to the station and conducted a biometric background investigation. Records revealed that Olvera-Rojas is a previously convicted sex offender. A court in Marion County, Florida, convicted him for rape in 2002, officials stated.
Ajo Station agents encountered another criminal alien that same day. During a patrol west of the Lukeville Port of Entry, the agents arrested Luis Alvarez-Rodriguez, a 31-year-old Mexican national, for illegally entering the U.S. The agents transported the Mexican man to the Ajo Station for processing on immigration violations and a biometric background investigation. During the investigation, agents learned that a court in Maricopa County, Arizona, convicted Alvarez-Rodriguez for kidnapping in 2008. The court sentenced the man to 10 years in prison.
During a patrol near Somerton, Arizona, Yuma Station agents apprehended Carlos Zelaya-Zelaya, a 46-year-old Honduran national, after he illegally crossed the border from Mexico.
A records check at the Yuma Station uncovered a lengthy criminal history for the Honduran man. A court in the sanctuary city of San Francisco convicted Zeyla in 2000 for “annoying or molesting a child under 18,” officials reported. The records also show convictions for transporting or selling narcotics or controlled substances in 1999. He served a three-year prison sentence for those crimes.
The three previously-deported criminal aliens could now face new federal felony charges for illegal re-entry after removal. If convicted, they could each face up to 20 years in federal prison.

Six-Times-Deported Illegal Alien Faces Death for Allegedly Murdering 3 Men

Ramon Escobar, a 47-year-old illegal alien from El Salvador, was arrested last week in Santa Monica, California, after he allegedly attacked seven people, leaving three of them to ultimately die due to the alleged attacks, Breitbart News reported.
The illegal alien has been charged with first-degree murder and is now facing the death penalty if he is convicted for the killings.

Sanctuary State California: Six-Time Deported Illegal Accused of Killing Three Men


The illegal alien allegedly attacked three men in downtown Los Angeles on September 16. Escobar is also accused of attacking a homeless man on a Santa Monica beach on September 8, attacking another man on a Santa Monica beach on Sept 10, and of the deadly beating of 39-year-old Steven Cruze Jr. on the Santa Monica Pier. Cruze Jr. died from the injuries of the attack.
Escobar fled to the sanctuary state of California — which protects criminal illegal aliens from deportation and arrest — after being questioned last month in Houston, Texas, in regards to the disappearance of a couple of his relatives.
The illegal alien has been deported six times out of the United States between 1997 and 2011, according to Department of Homeland Security (DHS) officials. In 2017, Escobar was released from federal custody after being granted his appeal that he filed in immigration court a year before.
