Study: Elite Zip Codes Thrived in Obama Recovery, Rural America Left Behind

Wealthy cities and elite zip codes thrived under the slow-moving economic recovery of President Obama while rural American communities were left behind, a study reveals.
The Economic Innovation Group research, highlighted by Axios, details the massive economic inequality between the country’s coastal city elites and middle America’s working class between the Great Recession in 2007 and Obama’s economic recovery in 2016.
Between 2007 and 2016, the number of residents living in elite zip codes grew by more than ten million, with an overwhelming faction of that population growth being driven by mass immigration where the U.S. imports more than 1.5 million illegal and legal immigrants annually.
The booming 44.5 million immigrant populations are concentrated mostly in the country’s major cities like Los Angeles, California, Miami Florida, and New York City, New York. The rapidly growing U.S. population — driven by immigration — is set to hit 404 millionby 2060, a boon for real estate developers, wealthy investors, and corporations, all of which benefit greatly from dense populations and a flooded labor market.
The economic study found that while the population grew in wealthy cities, America’s rural population fell by nearly 3.5 million residents.
Likewise, by 2016, elite zip codes had a surplus of 3.6 million jobs, which is more than the combined bottom 80 percent of American zip codes. While it only took about five years for wealthy cities to replace the jobs lost by the recession, it took “at risk” regions of the country a decade to recover, and “distressed” U.S. communities are “unlikely ever to recover on current trendlines,” the report predicts.
A map included in the research shows how rich, coastal metropolises have boomed economically while entire portions of middle America have been left behind as job and business gains remain concentrated at the top of the income ladder.

Economic growth among the country’s middle-class counties and middle-class zip codes has considerably trailed national economic growth, the study found.
For example, between 2012 and 2016, there were 4.4 percent more business establishments in the country as a whole. That growth was less than two percent in the median zip code and there was close to no growth in the median county.
The same can be said of employment growth, where U.S. employment grew by about 9.3 percent from 2012 to 2016. In the median zip code, though, employment grew by only 5.5 percent and in the median county, employment grew by less than four percent.
“Nearly three in every five large counties added businesses on net over the period, compared to only one in every five small one,” the report concluded.
Elite zip codes added more business establishments during Obama’s economic recovery, between 2012 and 2016, than the entire bottom 80 percent of zip codes combined. For instance, while more than 180,000 businesses have been added to rich zip codes, the country’s bottom tier has lost more than 13,000 businesses even after the economic recovery.

The gutting of the American manufacturing base, through free trade, has been a driving catalyst for the collapse of the white working class and black Americans. Simultaneously, the outsourcing of the economy has brought major wealth to corporations, tech conglomerates, and Wall Street.
The dramatic decline of U.S. manufacturing at the hands of free trade—where more than 3.4 million American jobs have been lost solely due to free trade with China, not including the American jobs lost due to agreements like the North American Free Trade Agreement (NAFTA) and the United States-Korea Free Trade Agreement (KORUS)—has coincided with growing wage inequality for white and black Americans, a growing number of single mother households,  a drop in U.S. marriage rates, a general stagnation of working and middle class wages, and specifically, increased black American unemployment.
“So, the loss of manufacturing work since 1960 represents a steady decline in relatively high-paying jobs for less-educated workers,” recent research from economist Eric D. Gould has noted.
Fast-forward to the modern economy and the wage trend has been the opposite of what it was during the peak of manufacturing in the U.S. An Economic Policy Institute studyfound this year that been 2009 and 2015, the top one percent of American families earned about 26 times as much income as the bottom 99 percent of Americans.

Democrat Presidential Contender Eric Garcetti Heckled off Stage — Again

Los Angeles Mayor Eric Garcetti was heckled off a stage at the University of Southern California on Monday evening as he attempted to deliver a speech marking the 70th anniversary of the Universal Declaration of Human Rights.

The Los Angeles Times reported:
Garcetti was less than a minute into his address in front of an audience of about 350 people at USC’s Bovard Auditorium when he was interrupted by a series of protesters.
The first man to speak accused Garcetti of trying to suppress the formation of a skid row neighborhood council, which the mayor denied. “You should be ashamed of yourself,” the protester shouted.
As he spoke, protesters quietly started singing “Santa Claus Is Coming to Town,” but with the verses, “You better watch out, you better not cry, Eric Garcetti is telling us lies, human rights violations happening now.”
The demonstration was organized by groups including the Los Angeles Community Action Network and the Los Angeles chapter of the Democratic Socialists of America, both of which regularly criticize Garcetti’s policies on homelessness and the LAPD.
It was not the first time Garcetti has been heckled offstage. In 2015, during the height of the Black Lives Matter movement, protesters forced the mayor to flee a town hall meeting.

The organizers of the forum urged the protestors to have a “civil conversation.” Instead, they chanted “Black lives, they matter here!” and forced Garcetti to leave under police guard. NBC Los Angeles recounted: “Garcetti initially came to answer questions from citizens regarding economic opportunity and community safety before protestors began chanting. But the event quickly turned to chaos as Black Lives Matter protesters rushed the podium.”
The issues of homelessness and police brutality have haunted Garcetti as he has attempted to build a national profile, traveling across the country to fundraisers and key early primary states.
Garcetti, now serving a second term after being re-elected in a landslide, points to the 2024 Olympics and funding for the restoration of the Los Angeles River as signature achievements of his tenure as mayor.

When you subsidize homelessness as Los Angeles, New York and a number of other cities driving a boom in homelessness have been doing, you get more of it. And you also get more of the crime that comes with it.
The number of crimes in which homeless individuals were listed as suspects increased by nearly 50 percent in the city of Los Angeles in 2018.
Crime data provided by the Los Angeles Police Department showed there were 8,906 crime reports between Jan. 1 and Dec. 1 this year in which a homeless person was listed as the suspect, compared with 5,976 for the same time period in 2017.'
LAPD officials said most concerning were the disproportionate number of homeless individuals listed as suspects in physical attacks that cause serious injuries, described as, "aggravated assaults," in police records.
People described as homeless were listed as suspects in 4.3 percent of all crime reported in Los Angeles during the same period in 2018, they were listed as suspects in 12.6 percent of aggravated assaults, the crime records showed.
Well-known tailor Albert Davtyan was hit by the truck and has been in the hospital recovering from critical injuries, including a collapsed lung and several shattered ribs, family and friends told NBC4. The pushing attack was recorded by a nearby business' security video system. Court records show Garrett Boldt, 29, was on probation for an assault with a deadly weapon case when he was arrested last Wednesday afternoon for the pushing attack. 
Aggravated assaults are quite nasty and at the top of the list of crimes you don't want to see. And the numbers are striking.
By ’18, the number of homeless was up to 58,000 from 32,000 in 6 years. Increasing subsidies to the homeless only increased their number. As usual, government social welfare was generating more of the problem.
8.906 crime reports for homeless suspects among a population of 58,000. That's 15% of the homeless population involved in crime. (Though some of it will be repeats.) 
This is the population group that is the most heavily subsidized and the most violent.

It needs U.S. support for its war on cartels. Instead of insulting American citizens, Mexico should confront directly the reasons why its people are so desperate to leave, and do all in its power to destroy the cartels that are slowly killing the nation. That includes defunding the murderous gangs by halting illegal immigration.

As the death of George H. W. Bush brought admiring attention to the Americans with Disability Act, which he had signed into law, the New York Times detailed how mental health advocates have weaponized the ADA to force hospitals and adult homes to discharge mentally ill patients still in need of significant care. The result of these discharges has been increased degradation, death, homelessness, and incarceration among the mentally ill whom the advocates purport to represent.
The Times told the story of Abraham Clemente, a schizophrenia sufferer formerly housed in an adult home—a residence where mentally ill can get intensive care, in environments less restrictive than psychiatric hospitals—who was discharged in 2017 as a result of an ADA consent decree that New York State signed under pressure from civil-liberties advocates. The agreement, as the Times described it, “is meant to be a national model for the rights of the mentally ill to live independently.” Frontline’s cameras were rolling this year, when police found the 69-year-old Clemente living in his apartment with “maggot-infested scrambled eggs . . . strewn across the floor”; a cantaloupe “so spoiled, it seemed to be melting,” and feces “ground into the carpet.”
After being hospitalized, Clemente was readmitted to an adult home, and says he doesn’t want to leave. The Times detailed another mentally ill victim, a 34-year-old former adult-home resident also moved to independent living after the ADA consent decree. She “stopped taking her antipsychotic drug and began trying to solicit sex from passing drivers and swap alcohol for drugs with neighborhood children. . . . Eventually, facing eviction, she became homeless.”
Civil liberties and mental health advocates believe that institutional living is axiomatically bad, and independent living is definitively good, regardless of the severity of the mental illness and the limitations it imposes on the person suffering from it. In its 1999 Olmstead v. L. C. decision, the Supreme Court ruled that the ADA requires states to place people with mental disabilities in the “least restrictive settings . . . appropriate to the individual . . . taking into account the resources available.” (Emphasis in original.)
Extremists in the mental health community used Olmstead to push states to move thousands of mentally ill people out of adult homes and hospitals that provide intensive services and into independent living—largely ignoring the Court’s requirement that the discharges be “appropriate to the individual,” or that the states have the resources to provide non-institutional support. As the Timesreported, “A few months before Mr. Clemente moved out of his adult home last year, the company that had been managing his health care warned the rest of his team that he was not interested in learning how to handle his medication. ‘At this time,’ the company said, ‘we cannot safely provide service to this member in a supported apartment.’ Mr. Clemente moved out anyway.”
New York State Office of Mental Health commissioner Ann Sullivan defends the rush to clear out institutions, which saves her department money. Her office claims that only about 10 percent of mentally ill people discharged failed to thrive, but the Office of Mental Health doesn’t monitor failures. Clinicians and others on the frontlines argue the rate of failure is as high as 50 percent. Sullivan told the Times, “I truly believe that stigma and discrimination have historically left too many individuals with serious mental illness living in institutions.” What she ignores is that closing hospitals does not reduce institutionalization; it simply shifts the burden of care to jails. Nationwide, more than 42 state psychiatric hospitals have shut their doors since the Olmstead decision, leaving many of the seriously mentally ill with nowhere to go. Ten times as many seriously mentally ill people are now incarcerated as hospitalized.
We need more asylums—in the best sense of the word—for the few people with the most serious mental illnesses who can’t function in the community. Creating more psychiatric beds will help reduce reliance on streets, jails, prisons, and morgues as our overflow valve. The first step in creating new beds: Washington should eliminate the obscure provision in Medicaid that prohibits giving states Medicaid funds for patients in state psychiatric hospitals and some adult homes. Until that happens, states should use the waiver process, recently announced by Health and Human Services Secretary Alex Azar, which could enable states to get Medicaid funds for short-term institutional care of the seriously mentally ill.
To prevent what happened to Abraham Clemente from happening to others, mental health advocates and civil libertarians should abandon ideology and embrace science. Being psychotic or delusional is not a “right” to be protected—it is an illness to be treated.
