MORELIA, Michoacán – An apparent dispute between government officials and tribal leaders over the disbursement of funds in the state’s Purepecha region appears to be the motive behind the kidnapping and murder of a local mayor. The murder follows a long history of ties between cartels and tribal leaders in the region.
This week, a group of gunmen stormed the home of David Eduardo Otlica Aviles, the mayor of Nahuatzen, and took him at gunpoint in front of his family. Hours later, authorities discovered the politician’s body in the nearby town of Coeneo. Preliminary information provided to Breitbart News by the Attorney General’s Office in Michoacán revealed that Otlica’s body was bound with rope, showed signs of torture, and suffered numerous gunshots.
In recent weeks, Otlica was at odds with regional tribal leaders over the handling of state funds, since the indigenous communities refused to recognize his election.
Soon after taking office in 2018, Otlica called out some of the regional tribal leaders from the Indigenous Citizen Council. Leaders from 11 communities, including Nahuatzen, established their own form of government in Michoacan. According to Otlica’s statements published in La Voz de Michoacán, the regional indigenous councils morphed into criminal organizations and illegally purchased weapons. The official called for help from the state and federal government, claiming he was threatened and harassed by those groups.
The citizen councils have been praised by AJ+ and Al-Jazeera in Cheran (10 Miles from Nahuatzen and one of the 11 communities) where they ran out city officials, established communal control, and reduced crime. What has not been reported by AJ+ and other outlets is that the indigenous groups were linked by law enforcement to Los Viagras Cartel, the leading criminal organization in Michoacán.

Breitbart News learned the identity of a hitman responsible for
performing numerous beheadings and dismemberments throughout the border state

Known
by the nickname “El Negro Cadereyta,” Jesus Enrique Flores Ramirez is a top
lieutenant with the CDN under the command of Hector Raul “El Tory” Luna Luna,
the cartel boss behind the 2008 grenade attack on the U.S. Consulate in
Monterrey, Nuevo Leon. Law enforcement sources consulted by Breitbart News
identify Flores Ramirez as the man who led a CDN group in Monterrey linked to
at least 16 dismemberments.

The capture of three top Mexican drug cartel bosses on the U.S. side of the
Texas border helps to illustrate the irony of how even narco's seek refuge from
the violence in Mexico.

Federal agents raided Q.T Fashion and numerous other businesses in the
downtown fashion district Wednesday, cracking down on a scheme that cartels are
increasingly relying on to get their profits — from drug sales, kidnappings and
other illegal activities — back to Mexico, authorities said.
Nine people were arrested in raids targeting 75 locations, and $90 million
was seized — $70 million in cash. In one condo, agents found $35 million
stuffed in banker boxes. At a mansion in Bel-Air, they discovered $10 million
in duffel bags.
"Los Angeles has become the epicenter of narco-dollar money laundering
with couriers regularly bringing duffel bags and suitcases full of cash to many
businesses," said Robert E. Dugdale, the assistant U.S. attorney in charge
of federal criminal prosecutions in Los Angeles.
