Over a Billion in Welfare to Illegal Aliens Over Two Years
In 2015 and 2016, Los Angeles County paid
nearly $1.3 billion in welfare funds to illegal aliens and their families. That
figure amounts to 25 percent of the total spent on the county’s entire needy
population, according to Fox News.
The state of California is home to more illegal aliens than any other
state in the country. Approximately one in five illegal aliens lives in
California, Pew reported.
Approximately a quarter of California’s 4 million illegal immigrants
reside in Los Angeles County. The county allows illegal immigrant parents with
children born in the United States to seek welfare and food stamp benefits.
The welfare benefits data acquired by Fox News comes from the Los
Angeles County Department of Public Social Services and shows welfare and food
stamp costs for the county’s entire population were $3.1 billion in 2015, $2.9
billion in 2016.
The data also shows that during the first five months of 2017, more than
60,000 families received a total of $181 million.
Over 58,000 families received a total of $602 million in benefits in
2015 and more than 64,000 families received a total of $675 million in 2016.
Robert Rector, a Heritage Foundation senior
fellow who studies poverty and illegal immigration, told Fox the costs represent “the tip of
the iceberg.”
“They get $3 in benefits for every $1 they spend,” Rector said. It can
cost the government a total of $24,000 per year per family to pay for things
like education, police, fire, medical, and subsidized housing.
In February of 2019, the Los Angeles city council signed a resolution
making it a sanctuary city. The resolution did not provide any new legal
protections to their immigrants, but instead solidified existing policies.
In October 2017, former California governor
Jerry Brown signed SB 54 into law. This bill made
California, in Brown’s own words, a “sanctuary state.” The Justice
Department filed a lawsuit against the State of California over the law. A
federal judge dismissed that suit in July. SB 54 took effect on Jan.
1, 2018.
According to Center for
Immigration Studies, “The new law
does many things: It forbids all localities from cooperating with ICE detainer
notices, it bars any law enforcement officer from participating in the
popular 287(g) program, and it prevents state and local police
from inquiring about individuals’ immigration status.”
Some counties in California have protested its implementation and joined
the Trump administration’s lawsuit against the state.
California’s campaign to provide public services to illegal immigrants
did not end with the exit of Jerry Brown. His successor, Gavin Newsom, is
just as focused as Brown in funding programs for illegal residents at the
expense of California taxpayers.
California’s budget earmarks millions of dollars annually to the One
California program, which provides free legal assistance to all aliens,
including those facing deportation, and makes California’s public universities
easier for illegal-alien students to attend.
According to the Fiscal Burden of Illegal
Immigration on United States Taxpayers 2017 report, for the estimated 12.5 million illegal
immigrants living in the country, the resulting cost is a $116
billion burden on the national economy and taxpayers each year, after
deducting the $19 billion in taxes paid by some of those illegal immigrants.

New data from the U.S. Census Bureau shows that more than 22 million
non-citizens now live in the United States.
Counties Where Minorities are the Majority
In a rising number of U.S. counties, Hispanic and black Americans are the majority
Non-Hispanic white Americans account for 60% of the U.S. population, but in a growing number of counties, a majority of residents are Hispanic or black, reflecting the nation’s changing demographics and shifting migration patterns.
In 2018, there were 151 U.S. counties where Hispanics, blacks or two much smaller racial and ethnic groups – American Indians and Alaska Natives – made up a majority of the population, according to a Pew Research Center analysis of U.S. Census Bureau data. That was an increase from 110 such counties in 2000. The 41 counties that joined the list between 2000 and 2018 are all majority Hispanic or majority black. (For a full list of these counties, see the sortable table at the end of the post.)
Overall, 69 counties were majority Hispanic in 2018, 72 were majority black and 10 were majority American Indian or Alaska Native. The majority American Indian or Alaska Native counties are unique in that most have experienced overall population declines since 2000, even as the share of American Indian or Alaska Native residents in these counties remained fairly flat.
There were no U.S. counties where Asians accounted for more than half of the population, but in Honolulu County, Hawaii, the population was 42% Asian and 9% Native Hawaiian or Pacific Islander.
The South and Southwest of the United States hold most of the counties where Hispanic, black or indigenous people make up a majority of residents. These counties represent just 5% of the 3,142 counties in the U.S. and about half of the country’s 293 majority nonwhite counties (a figure that includes counties where multiple racial and ethnic groups combine to account for a majority).
About this analysis
Rapid growth in majority Hispanic counties
The number of majority Hispanic counties doubled between 2000 and 2018, from 34 to 69 – mostly in the South and West. In all but four of these 69 counties, the Hispanic share of the population grew during that period. The few counties that experienced declines saw only slight decreases, and no county that was majority Hispanic in 2000 fell below 50% Hispanic by 2018.
These trends are in line with the growth of the U.S. Hispanic population as a whole, which reached a new high in 2018 even as its rate of growth slowed. The Latino population grew at a faster rate than most other racial or ethnic groups during the 2000s, due to relatively high birth rates among Hispanic women and immigration from Latin America.

In 2018, Texas was home to the 10 counties in the U.S. with the largest shares of Hispanic residents. Starr County, home to about 65,000 people overall, had the largest concentration of Hispanic residents, at 96% of the population. Other counties where Hispanics accounted for an especially large share of residents included Webb (95%), Hidalgo (92%) and Cameron counties (90%) – all in Texas.
The Hispanic populations of some larger U.S. counties also grew between 2000 and 2018. San Bernardino County, California (population 2.2 million) was the most populous county to become majority Hispanic during this span. Osceola County, Florida (home to about 370,000) saw the largest percentage point increase in Hispanic residents during this time (26 points, rising from 29% to 55%).
The migrating U.S. black population
While the black share of the total U.S. population has not changed substantially over the last two decades, the number of majority black counties in the U.S. grew from 65 to 72 between 2000 and 2018. One contributing factor may be migration of black Americans from the North to the South and from cities into suburbs.
There are now 15 majority black counties that were not majority black in 2000. Among them, Rockdale County, Georgia, located about half an hour outside Atlanta, had the largest percentage point increase in the share of black residents (from 18% in 2000 to 55% in 2018). With about 930,000 residents, Shelby County, Tennessee, which contains Memphis, was the county with the largest population to become majority black.
The 10 counties with the highest shares of black residents in 2018 were in Mississippi (seven counties) Alabama (two) and Virginia (one). In these 10 counties, about 70% or more residents were black.
Meanwhile, eight counties that were majority black in 2000 are no longer. Three of these are large U.S. cities that the Census Bureau includes in its county estimates: Washington, D.C.; Richmond, Virginia; and St. Louis, Missouri. Washington (home to roughly 702,000 residents in 2018) saw a 19% increase in total population during that period, while its black population decreased by 9%. The city’s share of black residents declined by 15 percentage points, from 60% to 45%.
Majority American Indian or Alaska Native counties
In 2018, there were eight U.S. counties where more than half of the population was American Indian; two other counties were majority Alaska Native.
While majority Hispanic and black counties are growing in number, these predominantly American Indian or Alaska Native counties have experienced net population loss from 2000 to 2018. And one county that was majority American Indian or Alaska Native in 2000 is no longer: San Juan County, Utah, where the share of American Indian residents fell 8 percentage points, from 55% to 47%.
All 10 majority American Indian counties are located on or near reservation land in the Midwest and the West, and most have populations of fewer than 20,000 people. The exceptions are McKinley County, New Mexico, and Apache County, Arizona, both of which are home to about 72,000 people.
The two counties where the majority of residents were Alaska Native are both in rural Alaska: Bethel Census Area (population of roughly 18,000) and Nome Census Area (population of about 10,000).

In the latest evidence of the effect Latin American immigrants are having on the United States, the number of U.S. counties that have turned majority Hispanic has doubled.
New Census Bureau data analyzed by the Pew Research Center found that from 2000 to 2018, the number of majority Hispanic counties jumped from 34 to 69.
What’s more, the overall number of U.S. counties that turned majority minority-based, mostly Hispanic or African American, also surged to 151 from 110 in 2000. Most of those counties are in Southern California and along the Mexico-U.S. border.

Other reports have shown that the share of immigrants, mostly Hispanic, have continued to break records due to legal and illegal immigration and the baby boom among new arrivals.
The majority black counties are also in the South, though mostly from Louisiana and to the east.

Census Bureau: Immigration Driving Half of U.S. Population Growth

Immigration to the United States is now driving nearly half of all population growth in the country instead of increased birth rates, the U.S. Census Bureau finds.
The latest Census Bureau estimates on the U.S. population reveal that about 48.5 percent of all population growth is driven by the country’s mass illegal and legal immigration policy, where more than 1.5 million foreign nationals are admitted to the country every year.

Axios analysis by Stef Knight details the growing share to which immigration is increasingly driving population growth across the U.S. Since 2011, for example, the level to which immigration has accounted for overall population growth has increased more than 13 percent.
According to the Wall Street Journal analysis, about nine percent of U.S. counties are growing solely because of immigration. This concludes that about nine percent of counties have regional birth rates that do not exceed the annual number of deaths in the area.
Similarly, the Wall Street Journal notes, more than half of all population growth in states like Florida, Ohio, Virginia, Kansas, and Michigan, among others, is because of immigration.
Though pundits have claimed that the country’s admittance of 1.2 million legal immigrants a year is necessary to increase birth rates, researchers have found that the growth of the immigrant population has little impact on birth rates.
Center for Immigration Studies Director of Research Steven Camarota discovered in his latest study this year that “immigrant fertility has only a small impact on the nation’s overall birth rate,” citing that immigrants in the U.S. raise the nation’s birth rate for all women by two births per 1,000 women.
“Immigration has a minor impact because the difference between immigrant and native fertility is too small to significantly change the nation’s overall birth rate,” Camarota noted in the study.
At current legal immigration levels, the U.S. population is set to hit an unprecedented 404 million residents by 2060 — including a foreign-born population of 69 million.
The U.S. does not have to rapidly increase its total resident population and foreign-born population, as legal immigration moratoriums have been implemented in the past to give time for new arrivals to properly assimilate to American life. Halting all immigration to the country would stabilize the population to a comfortable 329 million residents in the next four decades.

Last week’s Census Bureau release of 2014 population estimates confirms that the U.S. is becoming ever more diverse, at the local level as well as nationally. As of last summer, according to a Fact Tank analysis, 364 counties, independent cities and other county-level equivalents (11.6% of the total) did not have non-Hispanic white majorities – the most in modern history, and more than twice the level in 1980.
That year – the first decennial enumeration in which the nation’s Hispanic population was comprehensively counted – non-Hispanic whites were majorities in all but 171 out of 3,141 counties (5.4%), according to our analysis. The 1990 census was the first to break out non-Hispanic whites as a separate category; that year, they made up the majority in all but 186 counties, or 5.9% of the total. (The Census Bureau considers Hispanic to be an ethnicity rather than a race; accordingly, Hispanics can be of any race.)
Another telling indicator of greater diversity: In 1990, there were only 29 counties where no single racial or ethnic group made up a majority of the population. Last year, 151 counties had no racial or ethnic majority.
While the single biggest Hispanic-majority county is in Florida (Miami-Dade, 66% of whose 2.7 million people are Hispanic), most are concentrated in the Southwest: 60 are in Texas, 12 are in New Mexico and 11 are in California. All but two of the 93 black-majority counties are in states of the old Confederacy (with 25 in Mississippi, 17 in Georgia and 11 in Alabama). In 26 counties, Native Americans or Alaska Natives (who are combined into one group for census purposes) comprise the majority; aside from eight lightly populated boroughs and census areas in Alaska, most of the other counties overlap with reservations in the Southwest and Great Plains.
All in all, non-Hispanic whites are less than a majority in four states – California, Texas, New Mexico and Hawaii – as well as the District of Columbia. In fact, in none of those places does a single racial or ethnic group have a majority: California has almost equal shares of Hispanics (38.6%) and non-Hispanic whites (38.5%); non-Hispanic whites are the plurality in Texas (43.5%); Hispanics in New Mexico (47.7%); blacks in D.C. (47.4%); and Asians in Hawaii (36.4%).

Mexico
is listed by the Christian Science Monitor as one of the most corrupt nations

oligarchy’s control on their economy’s monopolies, they must dump their poor,
pregnant and criminal classes over our border so we pick up their welfare and

A Question of Citizenship… IN MEXIFORNIA, ILLEGALS HAVE MORE RIGHTS THAN LEGALS!

Trust
Republicans to go too far. They take a good idea -- such as the notion that the
federal government should enforce immigration laws, and states should be able
to help -- and then drive it into the fringes. Witness a Fox News interview in
which Sen. Lindsey Graham, R-S.C., declared, "We should change our
Constitution and say if you come here illegally, and you have a child, that
child is automatically not a citizen."
Graham
has supported a pathway to citizenship for illegal immigrants. He opposed the
new Arizona immigration law. So why would he advocate repealing part of the
14th Amendment -- which, by the way, exists because the Grand Old Party wanted
to stop efforts to keep freed slaves from becoming citizens?
Graham's
right about this much: Illegal immigrants have taken advantage of the law. The
Dallas Morning News reported Sunday that 60,000 babies are born annually in
Texas to illegal immigrants. Last year, these "anchor babies"
accounted for 16 percent of the state's births.
But
it's not clear how many illegal immigrants are coming here to have babies as
opposed to having babies in America because they are here.
Then
there's the recent Washington Post story about "birth tourism" and
affluent expectant mothers paying offshore consultants a $14,750 fee to obtain
tourism visas that allow them to give birth in the United States and win U.S.
citizenship for their babies.
No
one likes to see adults game the system. In June, pollster Scott Rasmussen
found that 58 percent of voters say a child born to an illegal immigrant should
not automatically become a citizen of the United States.
But
there are better ways to deal with those abuses. Direct the State Department to
deny visas to would-be birth tourists. Keep the heat on employers who knowingly
hire illegal workers. The new Arizona immigration law is designed to achieve
"attrition through enforcement." Deport more adults who, unlike
children, knowingly break the law.
But
some Republicans want to keep going. Rep. Lamar Smith, R-Texas, is arguing
that the 14th Amendment does not and never did confer automatic birthright
citizenship.

are two elements, birth and subject to the jurisdiction," Chapman
University Law School Dean John C. Eastman told me. "For about 50 years,
we've just assumed birth was all you needed." But a review of the original
debates and early court cases demonstrates a recognition that parents had to
"show allegiance." If they broke federal law, they "never
qualified" as being under U.S. jurisdiction.

is where the argument gets dicey. Eastman has argued that a child born to a
Saudi in the United States on a temporary student visa was not under U.S.
jurisdiction, as the father had not declared allegiance to America. Eastman's
answer is to let people come here to study or work, but as something less than
guests.

to the U.S. funding the Nazis in the 1930's.
The comparison to the Nazi
Party is well deserved. La Raza openly supports pushing all but Latino
Americans out of a portion of the United States (ethnic cleansing), they call
for 'Reconquista' or the re-conquest of the American Southwest by Mexico (the
re-occupation of the Sudetanland), and the establishment of 'Atzlan' which is
the utopian all-Latino version of the American Southwestern states (Adolf
Hitler planned to called his utopia Germania).
Karl Rove was one of the keynote speakers at this year's
annual National Council of La Raza Conference. The event was held in Los
Angeles (the eventual capital of Atzlan). Other speakers included Jesse

for "his commitment to advance legislation priorities of the Latino

Taxpayer funds are also funneled to La Raza through the
Department of Health and Human Services, The Environmental Protection Agency,
and even NASA. Tax dollars are hidden in these government agencies, earmarked
to be specifically given away to La Raza. Inside the halls of Congress, the
practice is known as discretionary funding...In the real world it is known as money
laundering!
In 2005, $7.9 million was stolen from the American taxpayers
and given out to Latino-only charter schools in the form of U.S. Department of

opposes S. 1814 and "continues to side with the experts in government and

of work-authorized farmworkers, but a shortage of decent jobs and decent

are for farmworkers in current law and lower their wages. She also said LaRaza
opposes the "legalization" provisions of the bill because most
farmworkers would be unable to meet the requirements necessary to receive Green

immediately eligible for permanent legal residency. However, she said LaRaza

forgiven." Cecilia Munoz of the National Council of La Raza makes the same
point in a more sophisticated fashion; the word "conveys a sense of
forgiving someone for a crime," she says, when in fact, crossing the
border illegally is a civil offense, not a criminal one. A quick look at Title
8, Section 1325 of the U.S. Code shows this to be false: Illegal entry into the
United States is a misdemeanor on the first offense, and a felony afterward.

and assigned 'working groups' to fill in the details. It was at this same

suggests North American elitists begin getting together regularly, and
presumably secretly, "to buttress North American relationships, along the
lines of the Bilderberg or Wehrkunde conferences, organized to support
transatlantic relations." The Bilderberg and Wehrkunde conferences are
highly secret conclaves of the powerful. For decades, there have been
suspicions that such meetings were used for plotting the course of world events
and especially the centralization of global decision-making.
Did

One
of the standard arguments invoked by those in favor of massive immigration into
the United States is that our country is founded on immigrants who have always
been successfully assimilated into America's mainstream culture and society. As
one commentator put it, "Assimilation evokes the misty past of Ellis
Island, through which millions entered, eventually seeing their descendants
become as American as George Washington."1 Nothing more vividly testifies
against that romantic faith in America's ability to continuously assimilate new
members than the events of October 16, 1994 in Los Angeles. On that day, 70,000
people marched beneath "a sea of Mexican flags" protesting Proposition
187, a referendum measure that would deny many state benefits to illegal
immigrants and their children. Two weeks later, more protestors marched down
the street, this time carrying an American flag upside down. Both protests
point to a disturbing and rising phenomenon of Chicano separatism in the United
States — the product of a complex of forces, among which are multiculturalism
and a generous immigration policy combined with a lax border control. The
Problem Chicanos refer to "people of Mexican descent in the United
States" or "Mexican Americans in general." Today, there are
reasons to believe that Chicanos as a group are unlike previous immigrants in
that they are more likely to remain unassimilated and unintegrated, whether by
choice or circumstance — resulting in the formation of a separate quasi-nation
within the United States. More than that, there are Chicano political activists
who intend to marry cultural separateness with territorial and political
self-determination. The more moderate among them aspire to the cultural and
political autonomy of "home rule". The radicals seek nothing less
than secession from the United States whether to form their own sovereign state
or to reunify with Mexico. Those who desire reunification with Mexico are
irredentists who seek to reclaim Mexico's "lost" territories in the
American Southwest.
Whatever
their goals, what animates all of them is the dream of Aztlan. According to
legend, Aztlan was the ancestral homeland of the Aztecs which they left in
journeying southward to found Tenochtitlan, the center of their new
civilization, which is today's Mexico City. Today, the "Nation of
Aztlan" refers to the American southwestern states of California, Arizona,
Texas, New Mexico, portions of Nevada, Utah, Colorado, which Chicano nationalists
claim were stolen by the United States and must be reconquered (Reconquista)
and reclaimed for Mexico. The myth of Aztlan was revived by Chicano political
activists in the 1960s as a central symbol of Chicano nationalist ideology. In
1969, at the Chicano National Liberation Youth Conference in Denver, Rodolfo
"Corky" Gonzales put forth a political document entitled El Plan de
Aztlan (Spiritual Plan of Aztlan). The Plan is a clarion call to
Mexican-Americans to form a separate Chicano nation: In the spirit of a new
people that is conscious not only of its proud historial heritage, but also of
the brutal "gringo" invasion of our territories, we, the Chicano
inhabitants and civilizers of the nothern land of Aztlan from whence came our
forefathers ...declare that the call of our blood is...our inevitable
destiny.... Aztlan belongs to those who plant the seeds, water the fields, and
gather the crops, and not to the foreign Europeans. We do not recognize
capricious frontiers on the bronze continent.... Brotherhood unites us, and
love for our brothers makes us a people whose time has come .... With our heart
in our hands and our hands in the soil, we declare the independence of our
mestizo nation. We are a bronze people with a bronze culture. Before the world,
before all of North America, before all our brothers in the bronze continent,
we are a nation, we are a union of free pueblos, we are Aztlan.
How
Chicanos are Unlike Previous Immigrants Brent A. Nelson, writing in 1994,
observed that in the 1980s America's Southwest had begun to be transformed into
"a de facto nation" with its own culture, history, myth, geography,
religion, education, and language. Whatever evidence there is indicates that
Chicanos, as a group, are unlike previous waves of immigrants into the United
States. In the first place, many Chicanos do not consider themselves immigrants
at all because their people "have been here for 450 years" before the
English, French, or Dutch. Before California and the Southwest were seized by the
United States, they were the lands of Spain and Mexico. As late as 1780 the
Spanish crown laid claim to territories from Florida to California, and on the
far side of the Mississippi up to the Great Lakes and the Rockies. Mexico held
title to much of Spanish possessions in the United States until the Treaty of
Guadalupe Hidalgo ended the Mexican-American war in 1848. As a consequence,
Mexicans "never accepted the borders drawn up by the 1848 treaty."
That
history has created among Chicanos a feeling of resentment for being "a
conquered people," made part of the United States against their will and
by the force of arms. Their resentment is amply expressed by Voz Fronteriza, a
Chicano student publication,
which
referred to Border Patrol officers killed in the line of duty as "pigs
(migra)" trying to defend "the false frontier."
Chicanos
are also distinct from other immigrant groups because of the geographic
proximity of their native country. Their physical proximity to Mexico gives
Chicanos "the option of life in both Americas, in two places and in two
cultures, something earlier immigrants never had." Geographic proximity
and ease of transportation are augmented by the media. Radio and television
keep the spoken language alive and current so that Spanish, unlike the native
languages of previous immigrants into the United States, "shows no sign of
fading."
A
result of all that is the failure by Chicanos to be fully assimilated into the
larger American society and culture. As Earl Shorris, author of Latinos: A
Biography of the People, observed: "Latinos have been more resistant to
the melting pot than any other group. Their entry en masse into the United
States will test the limits of the American experiment...." The continuous
influx of Mexican immigrants into the United States serve to continuously renew
Chicano culture so that their sense of separateness will probably continue
"far into the future...." There are other reasons for the failure of
Chicano assimilation. Historically, a powerful force for assimilation was upward
social mobility: Immigrants into the United States became assimilated as they
rose in educational achievement and income. But today's post-industrial
American economy, with its narrower paths to upward mobility, is making it more
difficult for certain groups to improve their socioeconomic circumstances.
Unionized factory jobs, which once provided a step up for the second generation
of past waves of immigrants, have been disappearing for decades. Instead of the
diamond-shaped economy of industrial America, the modern American economy is
shaped like an hourglass. There is a good number of jobs for unskilled people
at the bottom, a fair number of jobs for the highly educated at the top, but
comparatively few jobs for those in the middle without a college education or
special skills. To illustrate, a RAND Corporation study forecasts that 85
percent of California's new jobs will require post-secondary education. For a
variety of reasons, the nationwide high-school dropout rate for Hispanics (the
majority of whom are Chicano) is 30 percent — three times the rate for whites
and twice the rate for blacks. Paradoxically, the dropout rate for Hispanics
born in the United States is even higher than for young immigrants. Among
Chicanos, high-school dropout rates actually rise between the second and third
generations. Their low educational achievement accounts for why Chicanos as a
group are poor despite being hardworking. In 1996, for the first time, Hispanic
poverty rate began to exceed that of American blacks. In 1995, household income
rose for every ethnic group except Hispanics, for whom it dropped 5 percent.
Latinos now make up a quarter of the nation's poor people, and are more than
three times as likely to be impoverished than whites. This decline in income
has taken place despite high rates of labor-force participation by Latino men,
and despite an emerging Latino middle class. In California, where Latinos now
approach one-third of the population, their education levels are far lower than
those of other immigrants, and they earn about half of what native-born
Californians earn. This means that, for the first time in the history of
American immigration, hard work is not leading to economic advancement because
immigrants in service jobs face unrelenting labor-market pressure from more
recently arrived immigrants who are eager to work for less. The narrowing of
the pathways of upward mobility has implications for the children of recent
Mexican immigrants. Their ascent into the middle-class mainstream will likely
be blocked and they will join children of earlier black and Puerto Rican
migrants as part of an expanded multiethnic underclass. Whereas first
generation immigrants compare their circumstances to the Mexico that they left
— and thereby feel immeasurably better off — their children and grandchildren
will compare themelves to other U.S. groups. Given their lower educational
achievement and income, that comparison will only lead to feelings of relative
deprivation and resentment. They are unlikely to be content as maids,
gardeners, or fruit pickers. Many young Latinos in the second and third
generations see themselves as locked in irremediable conflict with white
society, and are quick to deride successful Chicano students as
"wannabes." For them, to study hard is to "act white" and
exhibit group disloyalty. That attitude is part of the Chicano culture of
resistance — a culture that actively resists assimilation into mainstream
America. That culture is created, reinforced, and maintained by radical Chicano
intellectuals, politicians, and the many Chicano Studies programs in U.S.
colleges and universities. As examples, according to its editor, Elizabeth
Martinez, the purpose of Five Hundred Years of Chicano History, a book used in
over 300 schools throughout the West, is to "celebrate our resistance to
being colonized and absorbed by racist empire builders." The book calls
the INS and the Border Patrol "the Gestapo for Mexicans."
For
Rodolfo Acuna, author of Occupied America: The Chicano's Struggle Toward
Liberation, probably the most widely assigned text in U.S. Chicano Studies
programs, the Anglo-American invasion of Mexico was "as vicious as that of

Dear Mr. President, Senate and House of Representatives:
I'm planning to move my family and extended family (18-20 mouths) into Mexico for my health, and I would like to ask you to assist me.
We're planning to simply walk across the border from the U.S. into Mexico , and we'll need your help to make a few arrangements.
We plan to skip all the legal stuff like visas, passports, immigration quotas and laws. I'm sure they handle those things the same way you do here.
So, would you mind telling your buddy, President Calderon, that I'm on my way over? Please let him know that I will be expecting the following:
1. Free medical care for my entire family.
2. English-speaking government bureaucrats for all services I might need, whether I use them or not.
3. All Mexico government forms need to also be printed in English.
4. I want my kids to be taught Spanish by English-speaking (bi-lingual) teachers.
5. Schools need to include classes on American culture and history.
6. I want my kids to see the American flag on one of the flag poles at their school.
7. Please plan to feed my kids at school for both breakfast and lunch.
8. I will need a local Mexican driver's license so I can get easy access to government services.
9. I do plan to get a car and drive in Mexico, but, I don't plan to purchase car insurance, and I probably won't make any special effort to learn local traffic laws.
10. In case one of the Mexican police officers does not get the memo from their president to leave me alone, please be sure that every patrol car has at least one English-speaking officer.
11. I plan to fly the U.S. flag from my house top, put U S. flag decals on my car, and have a gigantic celebration on July 4th. I do not want any complaints or negative comments from the locals.
12. I would also like to have a nice job without paying any taxes, or have any labor or tax laws enforced on any business I may start.
13. Please have the president tell all the Mexican people to be extremely nice and never say a critical things about me or my family, or about the strain we might place on their economy.
I know this is an easy request because you already do all these things for all his people who come to the U.S. from Mexico .
I am sure that President Calderon won't mind returning the favor if you ask him nicely.

L.A.County's $48 Million Monthly Anchor Baby Tab

Taxpayers in the nation’s most populous county dished out nearly $50 million in a single month to cover only the welfare costs of illegal immigrants, representing a whopping $10 million increase over the same one-month period two years ago.
In June 2009 alone Los Angeles County spent $48 million ($26 million in food stamps and $22 million in welfare) to provide just two of numerous free public services to the children of illegal aliens, which will translate into an annual tab of nearly $600 million for the cash-strapped county.
The figure doesn’t even include the exorbitant cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $400 million for healthcare and $350 million for public safety.
The recent single-month welfare figure was obtained from the county’s Department of Social Services and made public by a county supervisor (Michael Antonovich) who assures illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers.” The veteran lawmaker points out that 24% of the county’s total allotment of welfare and food stamp benefits goes directly to the children of illegal aliens—known as anchor babies—born in the United States.
A former fifth-grade history teacher who has served on the county’s board for nearly three decades, Antonovich has repeatedly come under fire for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
Numerous other reports have documented the enormous cost of illegal immigration on a national level. Just last year a renowned economist, who has thoroughly researched the impact of illegal immigration, published a book breaking down the country’s $346 billion annual cost to educate, jail, medically treat and incarcerate illegal aliens throughout the U.S.

Illegals Receiving Health Care …."But....( of course there is!)"
“If you’re in this country illegally, should you be able to get health care?” CNN’s John King asked Mrs. Pelosi.
“No, illegal immigrants are not covered by this plan,” she replied.
Mrs. Pelosi’s remarks are downright deceptive, according to Congressman Lamar Smith (R-Texas), who points out that the proposed health care legislation “ contains gaping loopholes that will allow illegal immigrants to receive taxpayer-funded benefits .”
These loopholes, Rep. Smith maintains, are “no accident.” He maintains that the proposed legislation, despite months of debate, still contains no mechanism for verifying if applicants are legal residents or not.
The Republican members of the Ways and Means Committee attempted to address this loophole by an amendment proposed by Congressman Dick Heller (R-Nevada) which would have required applicants for government provided or subsidized health care to demonstrate eligibility through the Income and Eligibility Verification System (IEVS) and the Systematic Alien Verification for Entitlements (SAVE) systems.
But, on July 29, the Heller Amendment was soundly defeated by the following 26 Majority Members of the House Ways & Means Committee: Xavier Becerra (Calif.), Shelley Berkley (Nev.), Earl Blumenauer (Ore.), Joe Crowley (N.Y.), Artur Davis (Ala.), Danny Davis (Ill.), Lloyd Doggett (Texas), Bob Etheridge (N.C.), Brian Higgins (N.Y.), Ron Kind (Wis.), John Larson (Conn.), Sander Levin (Mich.), John Lewis (Ga.), Jim McDermott (Wash.), Kendrick Meek (Fla.), Richard Neal (Mass.), Bill Pascrell (N.J.), Earl Pomeroy (N.D.), Chairman Charlie Rangel (N.Y.), Linda Sanchez (Calif.), Allyson Schwartz (Pa.), Pete Stark (Calif.), John Tanner (Tenn.), Mike Thompson (Calif.), Chris Van Hollen (Md.), and John Yarmuth (Ky.).
The Federal for American Immigration Reform (FAIR) believes the legislation is now purposefully self-contradictory in order to ensure that the millions of illegal Latinos will receive coverage. FAIR points out that while one provision of the proposed health care reform bill states illegal immigrants will not be eligible for benefits, the legislation remains without any system of verification for determining if a patient is a legal or illegal U. S. resident.
Moreover, Fair insists, the bill leaves open the possibility that if one citizen family member is eligible for benefits, then the entire family — including illegal immigrants — is also eligible for the benefits.
“At a time when the federal government is running trillion dollar deficits, and the projected costs of the proposed health care overhaul seem to grow with each passing day, the committee that writes our tax laws wants Americans to pay for the health care costs of illegal aliens,” says FAIR President Dan Stein. “Given the opportunity to close loopholes that would cost the public billions of dollars each year, Democrats on the committee unanimously rejected an amendment that would bar illegal aliens from a national health care program.”
The cost of treating illegal aliens amounts to nearly $11 billion a year, according to calculations done by the Federation for American Immigration Reform (FAIR), a non-profit group that opposes illegal immigration. And that cost is not expected to go away if a health insurance reform bill becomes law.
According to FAIR’s Director of Special Projects Jack Martin, illegal immigrants presently cost U. S. taxpayers $10.7 billion a year for health care. The numbers are contained in a report that FAIR plans to publish in the near future.
“The current health care bill is looking as if it is leaving a very large loophole for medical coverage being provided to illegal aliens,” Martin said.
So again, yes, the speaker of the House can say: "We've made no provision for Health Care for Illegal Aliens". But, is she in fact telling you the WHOLE truth or only half a truth. I am an independent voter and I, at this point, have my opinion. You be the judge for your own opinion.

The American Flag on Cinco de Mayo

When
200 hispanic students skipped school last week and marched through downtown
Morgan Hill, California chanting "Si se puede" intermixed with
"We want respect," none were banned from school attendance on their
return.
When
five students, one of them an American from latino roots, wore American flags
to school as a sign of patriotic speech, they were labeled incendiary. They
were instructed to turn their shirts inside-out so as to cover up the American
flag. And when they refused to surrender their first amendment right to
expression, they were given unexcused absences.
Assistant
Principal Miguel Rodriguez called the flag draped wardrobe
"incendiary" because the students had chosen to worn them on May 5,
popularly known as Cinco de Mayo. (A date that "celebrates" Mexico's
defeat of the French in a single battle, in a war that Mexico eventually lost.)
The
school's administration went further in claiming the five students were
attempting "to start a fight" and "adding fuel to the
fire."
Latino
parents chimed in and chided the five students (one of which is of Mexican
ethnic heritage) saying, "we're all offended by it."
One
parent, Teresa Casillas, claimed her hispanic children were upset by the
behavior of the boys wearing the flagged shirts, calling it disrespectful.
Yet
for all the outcry, not an ounce of proof has erupted that the boys made any
actions of provocation--except wear the shirts on Cinco De Mayo.
One
of the more ignorant utterances by one of the hispanic student protestors
summed up the stupidity best, "It's disrespectful to do it on Cinco de
Mayo," said Jessica Cortez, a Live Oak sophomore. "They can be a
patriot on some other day. Not that specific day."
And
so this is what the argument has been reduced to.
I
mean, you do understand don't you that Cinco de Mayo is not even celebrated en
masse by Mexicans?
Yet
the militant, belligerent, children of latinos living in Morgan Hill are
exhibiting symptoms of a problem that is widespread. Raw naked entitlement that
not only flouts the laws, but has now led to the limiting of the most
legitimate expression whose freedom should always be protected: patriotism.
It
was bad enough that the Obama administration went on a systematic campaign to
discredit the recent right of the state of Arizona to reinforce federal
guidelines for immigration. It was bad enough that the lies were widely told,
and never retracted by news agencies that should have known better.

IT WAS WORSE WHEN TENS OF THOUSANDS OF ILLEGALS MARCHED ON DOWNTOWN STREETS WITHOUT ANY FEAR TO DEMAND SOCIALIZED REDISTRIBUTION OF RIGHTS TO THOSE WHO ARE NOT CITIZENS AND WHO DISRESPECT THE LAWS OF OUR NATION TO EVEN BOTHER THEMSELVES WITH TRYING TO CORRECT COURSE.

It was worse when tens of thousands of illegals marched on downtown streets without any fear to demand socialized redistribution of rights to those who are not citizens and who disrespect the laws of our nation to even bother themselves with trying to correct course.
Normally, I'm exceedingly compassionate to all people groups who wish to get to America. After all, if they wish to change their identity, support the values of our nation, and identify with the cause of what is true, just, and good, then they should in fact be ideal candidates for American citizenship.
Constantly we are told by media, and "immigration rights activists" (read that: open border apologists) that America is a big enough nation to be able to handle a significant increase in immigration. This is a notion I'm not totally in disagreement with.
Yet there is nothing unconstitutional, unlawful, immoral, or even unkind about asking those who come to politely walk to the end of the fence, be prepared to identify who they are, and state the lawful basis they have for coming through our border gate.
The actions of the 200 students of Morgan Hill marching on the streets of their village though repulsive in it's intent, is a constitutionally protected expression.
So were the actions of five students, one of whom is a child of hispanics, to wear American Flag shirts, shorts, caps, and sneakers if they so wish.
It may be the expression du jour to blame America for the ills of all that goes wrong in the world. Pardon me if I don't.
Principal Boden and Assistant Principal Rodriguez should be fired from Live Oak High School in Morgan Hill, California.
The school board could do so easily.
And if they needed to be politically correct about what they call it, merely label it a permanent unexcused absence.
The families of Los Estados Unidos deserve much better

Feinstein Calls Illegals Good 'Citizens', Lou Lets Loose

In all its cacophony and moments of absurdity, this morning's Today show segment on immigration was a supremely edifying example of the confusion, high emotion and complexity of the immigration debate. Matters reached their Alice-in-Wonderland apotheosis when Sen. Dianne Feinstein of California was shown arguing that illegal immigrants are good . . . 'citizens.' Said Feinstein: "They pay taxes, their children are Americans, they go to schools, they're good citizens and they're needed." This was in line with the fait accompli argument advanced by La Raza representative Janet Murguia. She referred to what she estimated as the 11-12 million illegal aliens in the country as "people are working in backbreaking work that nobody else wants to do in this country. We need to . . . understand that they are already part of this country." "They're doing work others won't do" has become the mantra of pro-immigration advocates. Others, such as National Review's Rich Lowry, say that argument is is easily refuted on logical and economic grounds. The morning's other guest was CNN's Lou Dobbs. On outsourcing and trade, I find that Dobbs' populism verges on demagoguery. But here, he was, if you'll excuse the expression . . . en fuego. Guest host Campbell Brown acknowledged that Dobbs has made immigration his issue: "you own it." Dobbs: "You cannot reform immigration if you cannot control immigration. And you cannot control immigration unless you control and secure your own borders. The rest of this is obfuscation and sham." Dobbs denied Campbell's assertion that Congress is doing just that, addressing border security: "If you would like to tell me how they're doing it? They're adding no border patrol. I was talking to Gov. Bill Richardson of NM last night. He was promised 269 border patrolmen this year - he has seen none of them." When Campbell plumped for one of the guest-worker programs, Dobbs fired back: "The 'comprehensive solution' is utter nonsense. It's language that means nothing. The fact is that we don't know how many illegal immigrants are in this country. The estimates range from 11 million to 20 million. . . . [11 million] is being commonly used because it suits the convenience of the agendas of the various parties. Bear Stearns did a study last year in which they extrapolated as many as 20 million illegal immigrants. . . It means a shift of 6-10 congressional seats based on those numbers alone." ZOGBY INTERNATIONAL POLL - 2002 MAJORITY OF MEXICAN
POPULATION BELIEVES THE SOUTHWEST TERRITORY OF THE U.S. RIGHTFULLY BELONGS TO
MEXICO! Americans and Mexicans have widely divergent views of border issues,
according to a new poll by Zogby International.
Zogby found that a large majority of the Mexican
population believes the southwest territory of the U.S. rightfully belongs to
Mexico, and that Mexicans should have the right to enter the U.S. without first
obtaining U.S. permission. By contrast, Zogby's survey of Americans conducted
within a few days of the Mexican poll shows a large majority supports reducing
immigration levels and wants the military deployed along the border to protect
the U.S. from illegal immigration. Zogby's poll found that 58 percent of
Mexicans agree with the statement, "the territory of the United States'
Southwest rightfully belongs to Mexico." Only 28 percent disagree, and 14
percent are unsure. A similar majority, 57 percent, agree with the statement,
"Mexicans should have the right to enter the U.S. without U.S.
permission," while 35 percent disagree. Seven percent are unsure. The
survey has a margin of error of 3.5 percent. The Mexico portion of the survey
was conducted in Spanish between May 25 and May 26 among 801 adults chosen at
random throughout Mexico. The poll was commissioned by Americans for
Immigration Control, Inc. (AIC), which advocates increased restrictions on
immigration. "There is obviously a large and significant gap between the
attitudes of Americans and Mexicans," said Robert Goldsborough, AIC
president. "While most Americans want immigration reduced, most Mexicans
think they don't even need permission to enter our country. The poll clearly
shows there is less common ground for immigration negotiations between Mexico
and the U.S. than the leaders think. Support for a porous border and a loose
migration policy occurs only on the Mexican side, not in the U.S." Zogby's
survey of American attitudes found wide majorities of Americans also oppose
amnesty for illegal aliens. The U.S. portion of the survey was conducted of
1,015 likely voters in the U.S. from May 28 to May 30. It found that 65 percent
disagree with the statement, "foreigners residing illegally in the U.S.
should be given amnesty." Just 26 percent of likely voters support amnesty
for illegals, while 9 percent are unsure. A large majority, 58 percent, agree
that the U.S. should "admit fewer immigrants each year." Only 6
percent want "more immigrants each year," and 30 percent want to
"keep immigration at the current annual levels." The single largest
majority in the entire poll was found among Americans supporting use of the
military to guard the border. Fully 68 percent of those surveyed agree with the
statement, "the U.S. should deploy military troops on the border as a
temporary measure to help the U.S. Border Patrol curb illegal
immigration." Only 28 percent disagree, and 3 percent are unsure.

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.
THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.
The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

At the current rate of invasion
(mostly through Mexico, but also through Canada) the United States will be
completely over run with illegal aliens by the year 2025. I’m not talking about
legal immigrants who follow US law to become citizens. In less than 20 years,
if we do not stop the invasion, ILLEGAL aliens and their offspring will be the
dominant population in the United States. According to US Border Control (see
LINK below). “They will have made such inroads into the political and social
systems that they will have more influence than our Constitution over how the
U.S. is governed. The ugly consequence of an ignored U.S. Constitution is
already taking place.” The millions upon millions of illegal aliens streaming
into the US are the foundation for what could be another attempt at secession
by several US states. Many of them will use ill-conceived programs that reward
illegal immigration to become US citizens. Other illegals will simply go to the
polls and vote without taking the trouble to apply for citizenship. Together,
these groups could form a voting block that could tear our nation apart. Those

a new nation proposed by influential Mexican nationals and Hispanic US

California, and southern Colorado. The idea of a Hispanic Homeland could be
ignored as the pipedream of crackpots if a substantial majority of Mexican citizens
did not support it. A Zogby poll of Mexicans done in June 2002 revealed that a
substantial majority of Mexican citizens believe that southwestern America
properly belongs to Mexico. They said that Mexicans do not need the permission
of the U.S. to enter this territory. 58 percent of Mexican citizens agreed with
this statement: "The territory of the United States' southwest rightfully
belongs to Mexico." Only 28 percent disagreed with the statement. Listen
to what some Mexican government officials and US leaders (including politicians
and Professors at taxpayer-funded Universities) have to say on this subject.
Jose Angel Gutierrez, professor, University of Texas, Arlington and founder of
La Raza Unida political party screams at rallies: "We have an aging white
America. They are dying. They are ******** in their pants with fear! I love it!
We have got to eliminate the gringo, and what I mean by that is if the worst
comes to the worst, we have got to kill him!" (See LINK below.) Richard
Alatorre, Los Angeles City Council "They’re afraid we’re going to take
over the governmental institutions and other institutions. They’re right. We
will take them over. Mario Obledo, California State Secretary of Health,
Education and Welfare under Jerry Brown, who was awarded the Presidential Medal
of Freedom by Bill Clinton, says, “California is going to be a Hispanic state.
Anyone who doesn’t like it should leave." Proposition 187 was the
California initiative supported by a majority of Californians that denied taxpayer
funds for services to non-citizens. Speaking at a Latino gathering in response
to Proposition 187’s passage in 1995, Art Torres, the Chairman of the
California Democratic Party, said: "Power is not given to you. You have to
take it. Remember, 187 is the last gasp of white America in California."
The national newspaper of Mexico, Excelsior: "The American Southwest seems
to be slowly returning to the jurisdiction of Mexico without firing a single
shot." Gloria Molina, Los Angeles County Supervisor: "We are politicizing
every single one of these new citizens that are becoming citizens of this
country...I gotta tell you that a lot of people are saying, "I’m going to
go out there and vote because I want to pay them back." Jose Pescador
Osuna, Mexican Consul General: “We are practicing ‘La Reconquista’ in
California." "Reconquista" means the reconquest of the US
southwest by Mexico. (See LINK below.). These people are serious! They think
they are going to take US territory. The Mexican President declared it here in our
country, and Bill Clinton signed a Presidential Executive Order that paves the
way for at least part of Mexico’s dream. Mexican President Ernesto Zedillo said
in Chicago on July 23, 1997, "I have proudly affirmed that the Mexican
nation extends beyond the territory enclosed by its borders and that Mexican
migrants are an important – a very important – part of this. For this reason,
my government proposed a constitutional amendment to allow any Mexican with the
right and the desire to acquire another nationality to do so without being
forced to first give up his or her Mexican nationality." Translation: It
is next to impossible to receive Mexican citizenship unless you can prove you
are of Mexican descent. But Mexico knows that the US has soft immigration laws
and will grant citizenship to almost anyone. (After all, we grant citizenship
every day to immigrants from countries who have sworn to destroy us.) So Mexico
wants to take advantage of this ridiculous situation by encouraging their
citizens to apply for US citizenship while keeping Mexican citizenship. That
way the Mexican government can influence the political process here in the US.
Executive Order 13122, signed on May 25, 1999, by the most treasonous president
this nation has ever been cursed with, Bill Clinton, established an Interagency
Task Force on the Economic Development of the Southwest Border. Part of the
Order reads, "The Southwest Border or Southwest Border region is defined
as including the areas up to 150 miles north of the United States-Mexican
border in the States of Arizona, New Mexico, Texas, and California."
According to experts on international law, this sets the stage for a
150-mile-wide “Border Zone” that will neither belong to Mexico or the US. This
could then become the first area of a Hispanic Nation that would eventually
encompass the areas shown in the map of the proposed Republica del Norte (The
Northern Republic). Our government, pushed by liberal Democrats, has been
systematically laying the groundwork for such a breakaway republic. Did you
know that immigrants from Mexico and other non European countries can come to
this country and get preferences in jobs, education, and government contracts?
It’s called affirmative action or racial privilege. Some time ago a vote was taken
in the U.S. Congress to end this practice. It was defeated. Every single
Democratic senator except Ernest Hollings voted to maintain special privileges
for Hispanic, Asian and African immigrants. They were joined by thirteen
Republicans. Bill Clinton and Al Gore have repeatedly stated that they believe
that massive immigration from countries like Mexico is good. They have also
backed special privileges for these immigrants. Mexico, a nation that has
benefited enormously from American generosity is now working to destabilize our
country. Is “destabilize” too strong a word? I don’t think so. Whether or not
Mexican leaders think they can actually create enough hatred against “gringos”
to accomplish the creation of a new republic made up of mainly US territory,
they know that pushing that agenda will cause huge political problems here and
allow Mexico to accomplish many of their goals. Is the government of Mexico
behind this? You have seen quotes from a Mexican President and a Mexican Consul
General in support of it. They have everything to gain and little to lose by
pushing it. The Mexican government is also pushing illegal immigration, which
destabilizes our economy. The US Border Control website (see LINK below) shows
an illustration from a Mexican government publication showing their citizens
how to best illegally enter the US. Why? It takes the strain of taking care of
unemployed Mexicans off the Mexican treasury and puts it on the US treasury.
And when the illegals get on welfare, they send some of their money home, which
helps the Mexican economy. All this talk by Mexican and US officials about the
US illegally occupying Mexican territory does nothing but breed racial hatred.
The sad thing is that none of this is about race. It is about the things that
all wars and conflicts are about: Greed, power and money. I don’t like to talk
about a problem without offering a solution. The US politicians and professors
who advocate taking US territory are guilty of sedition. Remove them from their
offices and (hopefully) put them in a federal penitentiary where they can
consider the error of their ways. The Mexican politicians who do the same are
guilty of inciting sedition. This is very close to an act of war. Immediately
cut of all economic aid to Mexico until its government publicly disavows this
lunatic plan. Finally, we must realize that we can’t stop this by marching US
troops into Mexico. We should use troops to guard our borders, because the US
Border Patrol cannot cover the huge US-Mexico border without help. And we need
to use pass laws that will stop the government from rewarding illegal
immigrants at the expense of those who follow the law. We have a huge
immigration problem in this country. This ridiculous Hispanic Homeland idea is

predicts a new, sovereign Hispanic nation within the century, taking in the
Southwest and several northern states of Mexico. Charles Truxillo suggests the

there was only Edward Roybal in a position of power. Today, as it did long ago,
authority rests in many Latino hands.

The
announcement last week that Archbishop Jose Gomez of San Antonio will replace
Cardinal Roger Mahony as head of the local Catholic diocese capped an assertion
of power on the part of Latinos in Los Angeles that is remarkable in its
seeming speed.
For
decades, only one Latino held unquestioned public power: Edward R. Roybal, the
first Latino to win a seat on the Los Angeles City Council. He spent 13 years
there, then moved to Congress to serve 30 years, most of that time as the
region's only Latino representative.
Now
the power positions held by Latinos in the Los Angeles area are multiple and
manifest. Besides the Mexico-born archbishop, who is in line to become the
first U.S. prelate of Latino heritage to become a cardinal, there is the mayor.
The speaker of the Assembly. The sheriff. A county supervisor. Several members
of the City Council, of Congress, of the Legislature, of the Los Angeles school
board. The head of the most influential civic entity, organized labor.
"It
is coming full circle," said UC Berkeley associate professor Lisa GarcÃa
Bedolla, the author of two books on Latino politics. "That's what Los
Angeles looked like before becoming part of the United States."
It
is hardly accidental, however. The moves to the top in politics and other
endeavors have required equal parts population shifts, hard-fought legal
pursuit and political strategizing.
Population
numbers are only the most obvious propellant for the ambitions of both the
community and its leaders.
In
1960, according to a USC demographic study, fewer than 10% of the people in the
Los Angeles County area were Latino. By 2008, according to federal census
estimates, almost half were Latino. Roughly the same was true in the city of
Los Angeles.
While
trailing the population levels -- because of lagging citizenship numbers -- the
ranks of Latino voters also swelled over those decades.
But
their efforts to win elections were thwarted by political lines drawn to
diminish their heft. In the mid-1980s, legal challenges began to chip away at
those hurdles. First came a legal assault on the Los Angeles City Council's
district boundaries, which led to the creation of what was called at the time a
"Latino district."

Next
came a federal court fight over the Board of Supervisors. A judge ultimately
decided that the board had drawn its lines to intentionally discriminate
against Latinos. The judge's ruling led directly to the election, in early
1991, of Gloria Molina to the board.
As
inspiring to the community as the two legal moves were, however, they
essentially accounted for a single seat each. A more prosaic development, term
limits, would ultimately do far more, according to GarcÃa Bedolla.
Beyond
the churning of legislative and council seats was the coincident rise of
organized labor as a factor benefiting Latinos and other minority candidates.
Miguel Contreras, who took over the county labor federation in 1996, ran it
like a powerhouse until his death in 2005. His widow and fellow union leader,
Maria Elena Durazo, now heads the labor organization.
"They
explicitly included immigrants . . . [which] made the Latino community a
political force in progressive politics in a way they hadn't been before,"
GarcÃa Bedolla said.

conspiring assist came, at the same time, from the non-Latino head of the local
Catholic Church. Mahony had made a name as a friend of immigrants and Latinos
before he arrived in Los Angeles in 1985. As the Latino population of the area
swelled, he waded into a host of civic entanglements on their behalf.
He
publicly defended janitors during a nasty strike. He came out early and
forcefully against Proposition 187, the 1994 measure to strip state services
from illegal immigrants. (It passed overwhelmingly but was largely struck down
by the courts.)
Kenneth
Burt, the author of "The Search for a Civic Voice," a history of
California Latino politics, credited Mahony for keeping peace in Los Angeles
between groups seeking power and those afraid of losing it.
"He
had a tremendous impact in empowering the Latino community and in sending a
powerful signal that the rise of Latinos should not be seen as a threat,"
he said. "Even though he's Irish, he's the first Latino cardinal in
spirit."
All
told, the taking of power has been stunning in its breadth. A Loyola Marymount
University study of the top 100 elected positions in Los Angeles from 1959 to
2009 found that for years, only one man -- Roybal -- made the list. The numbers
increased only gradually until 1991, when altered political lines and
long-thwarted ambition pushed the percentage of Latino seats to 18%. By last
year, 33% were held by Latinos.
More
subtle, perhaps, has been the more or less tranquil way that change has been
accomplished. Although there have been periods of contention, the flow of power
from whites and blacks to Latinos has happened with far less gnashing than
might have been expected years ago.

In
part, that is because both politicians and interest groups have worked at it.
Los Angeles' mayor, Antonio Villaraigosa, won election in his second attempt by
attracting African American voters to go along with the Latino and Jewish
voters who had earlier supported him. One of the main forces behind the career
of former Assembly Speaker Karen Bass, an African American now running for
Congress, has been the Latino-dominated labor movement.
Still,
tensions are never far from view. The Republican primary for governor is
currently aboil with the subject of illegal immigration, a perennial flash
point. Although so far the issue has been of little consequence in the
campaign, its presence suggests that some element of the public remains
uncomfortable.
"I
don't think you can get rid of so many decades of that competition and
animosity quickly," said GarcÃa Bedolla. "I think it's going to be a
while before we stop having that sense that anything that is good for me is bad
for you."
