Anchor Baby Power

La Voz de Aztlan has produced a video in honor of the millions of babies that have been born as US citizens to Mexican undocumented parents. These babies are destined to transform America. The nativist CNN reporter Lou Dobbs estimates that there are over 200,000 "Anchor Babies" born every year whereas George Putnam, a radio reporter, says the figure is closer to 300,000. La Voz de Aztlan believes that the number is approximately 500,000 "Anchor Babies" born every year.

Worst Cities For Jobs

One of the saddest tasks in the annual survey of the best places to do business I conduct with Pepperdine University's Michael Shires is examining the cities at the bottom of the list. Yet even in these nether regions there exists considerable diversity: Some places are likely to come back soon, while others have little immediate hope of moving up. (Please also see "Best Cities For Jobs" for further analysis.)

The study is based on job growth in 336 regions--called Metropolitan Statistical Areas by the Bureau of Labor Statistics, which provided the data--across the U.S. Our analysis looked not only at job growth in the last year but also at how employment figures have changed since 1996. This is because we are wary of overemphasizing recent data and strive to give a more complete picture of the potential a region has for job-seekers. (For the complete methodology, click here.)

First let's deal with the perennial losers, the sad sacks of the American economy. Mostly cities in the nation's industrial heartland, these places have ranked toward the bottom of our list for much of the past five years. Eleven of the bottom 16 regions on our list are in two states, Ohio and Michigan. In fact, the Wolverine State alone accounts for bottom four cities: Jackson, Michigan, Detroit, Saginaw and Flint.

Unfortunately, there's not much in the way of short-term--or perhaps even medium- or long-term--hope for a strong rebound in those places. President Obama seems determined to give the automakers, for whom Michigan is home base, far rougher treatment than what he meted out to ailing companies in the financial sector.

In addition, new environmental regulations may not help auto production, since it necessitates some carbon-spewing and therefore perhaps unacceptable levels of greenhouse gas emission.

However, not all of Michigan's problems stem from Washington or the marketplace. Many of the locations at the bottom of the list remain inhospitable to business. To be sure, housing is cheap--in Detroit, property values are fast plummeting toward zero--but running a business can be surprisingly expensive in these hard-pressed places.

In fact, according to a recent survey by the Tax Foundation, Ohio has an average tax burden roughly similar to New York, California, Massachusetts and Connecticut. But while the others are comparatively high-income states, Ohio residents no longer enjoy that level of affluence.

Can these places come back? It is un-American to abandon hope, but there needs to be a radical shift in strategy to focus on creating new middle-class jobs. Some Midwestern cities, like Kalamazoo and Indianapolis, have made some successful efforts to diversify their economies, encouraging start-ups and trying to be business-friendly.

But those are exceptions. Cleveland, one of our worst big cities, could spark a renaissance by revamping its port and nearby industrial hinterland. Once the world economy improves, it could re-emerge--building on the existing knowledge and skills of its production- and design-savvy population--as a hub for manufacturing and exports.

But right now, Cleveland does not seem to be pursuing such opportunities. As Purdue's Ed Morrison has pointed out, local leaders there seem to "confuse real estate development with economic development."

So Cleveland will focus on inanities such as convention business and tourism, believing we all fantasize about a week enjoying the sights along Lake Erie. Yet even high-profile buildings like the Rock and Roll Hall of Fame and Museum, completed in 1986, have not transformed a gritty old industrial town into a beacon for the hip and cool.

Old industrial cities like Cleveland are better off focusing on their locational advantages--access to roads, train lines and water routes--while offering a safe, inexpensive and friendly venue for ambitious young families, immigrants and entrepreneurs.

Meanwhile, cities with formerly robust economies--like Reno, Nev., Las Vegas, Orlando, Fla., Tampa, Fla., Fort Lauderdale, Fla., West Palm Beach, Fla., Jacksonville, Fla., and Phoenix--are more likely to rebound. These areas topped our list for much of the 2000s; their success was driven first by surging population and job growth and later by escalating housing prices.

But the collapse of the housing bubble and a drop in large-scale migration from other regions has weakened, often dramatically, these perennial successes. "We could rely on 1,000 people a week moving into the area," notes one longtime official in central Florida. "These people needed services, houses and bought stuff. Now the growth is a 10th of that."

Instead of waiting for the real estate bubble to return, these areas should choose to focus on boosting employment in fields like medical services, business services and light manufacturing. In much of Florida and Nevada, there's also a need to shift away from a reliance on tourism, an industry that pays poorly on average and is always subject to changes in consumer tastes.

We can even be cautiously optimistic about some of these former superstars. After all, observes Phoenix-based economist Elliot Pollack, the existing reasons for moving to Arizona, Nevada or Florida--warm weather, relatively low taxes and generally pro-business governments--have not disappeared. "There's no change in the fundamentals," he argues. "It's a transition. It's ugly, and there's pain, but it's still a cycle that will turn."

Once the economy stabilizes, Pollack says he expects the flow of people and companies from the Northeast and California to Phoenix and other former hot spots will resume, once again lured by inexpensive real estate, better conditions for business and a generally more up-to-date infrastructure.

The Problem with California

That's a phenomenon we've never seen before--and never expected to see.

Like other Sun Belt communities, California suffered disproportionately from the housing bubble's bust, which has devastated both employment in construction-related industries as well as much of the finance sector. But some, like economist Esmael Adibi, director of the Anderson Center for Economic Research at Chapman University, where I teach, thinks a real estate turnaround may be imminent.

Among the first to predict the potential for a real estate bubble back in 2005, these days Adibi is more upbeat, pointing to rising sales of single-family homes, particularly at the lower end of the market. California's inventory of unsold homes is now down to about six months' worth, a figure well below the national average of 9.6 months.

It seems not everyone is ready to abandon the Golden State--but still, recovery in California may prove weaker than in surrounding states. One forecaster, Bill Watkins, even predicts unemployment could reach 15% next year, up from about 11% today. California, most likely, will see only an anemic recovery in 2010 even if growth picks up elsewhere.

Much of the problem lies with the state's notoriously inept government. The enormous budget deficit will almost certainly lead to tax increases, which will fall mostly on the state's vaunted high-income entrepreneurial residents. Stimulus funds won't do much good either, Adibi notes, since "the state is grabbing all of the federal stimulus money" to keep itself afloat.

A draconian regulatory environment also could dim California's prospects for growth. Despite double-digit unemployment, the state seems determined not only to raise taxes but also to tighten its regulatory stranglehold.

This is a stark contrast to what happened in the 1990s during the last deep recession. At that time, leaders from both political parties pulled together to reform the state's regulatory and tax environment. Almost everyone recognized the need to improve the economic climate.

But an even deeper recession, it seems, hardly troubles today's dominant players--public employees, environmental activists and gentry liberals who largely live along the coast. The state has recently passed a draconian Assembly bill aimed to offset global warming by capping greenhouse gas emissions--a measure that seems designed to discourage productive industry.

"This is becoming a horrible place to produce anything," says Watkins, who is executive director of the Economic Forecast Project at the University of California, Santa Barbara.

California's lawyers, though, might stay busy. Attorney General Jerry Brown has threatened to sue anyone who grows their business in unapproved, environment-threatening ways. To be sure, this promise may have relatively little impact on the more affluent, aging coastal communities--but it could wreak havoc on younger, less tony areas in the state's interior. Many of the local economies there still reply on resource-dependent industries like oil, manufacturing and agriculture.

It's sad because California has the capacity to recover more quickly than the rest of the country if the state moderates its spending and stops regulating itself into oblivion. This current round of legislation is so dangerous precisely because it could eviscerate the heart of the economy by slowing down entrepreneurial growth, the state's greatest asset.

Even in hard times, there are people with innovative ideas trying to bring them to market--and not just in Hollywood- and Silicon Valley-based industries but in a broad range of fields, from garments to agriculture, aerospace and processed foods. The desire to increase regulation reflects a peculiar narcissism and arrogance of the state's ruling elites, who believe the genius of San Francisco's venture capitalists and Los Angeles' image-makers alone are enough to spark a powerful recovery.

This is delusional. True, California still has a lead in everything from farm products to films to high-tech manufacturers. But it has been slowly losing ground--to both other states and overseas competitors. CEOs and top management might stay in the Golden State, but they increasingly send outside its borders all jobs that don't require access to the local market, genius scientists or talented entertainers.

"There's a feeling in California that we will come back, no matter what, because we are California," Watkins says. "The leadership is swallowing Panglossian Kool-aid. Some very smart people, a beautiful climate and nice beaches is not enough to guarantee a strong recovery."

WORST BIG CITIES FOR JOBS: HERE’S CALIFORNIA’S SHARE

No. 10: Riverside-San Bernardino-Ontario, Calif.

The mortgage crisis and housing bust in this populous suburban area south of Los Angeles led to a halt in home building and a subsequent drop in natural resources, mining and construction jobs, which declined 23.6% between 2007 and 2008. Overall employment declined by 6.2% in the last year and 38.5% over the last decade, sinking the Inland Empire into the first major downturn in its recent history. Yet it’s not all negative. Home sales are up, which may mean that this once vibrant area could come back sooner than many expect.

No. 7: Sacramento-Arden Arcase-Roseville, Calif.

The real estate bust in California's capital and its surrounding areas has stunted job growth. Construction and natural resources jobs fell by 30.4% between 2005 and 2008. The housing crisis is accompanied by ones in the financial services and manufacturing industries, in which jobs declined 14.8% and 12%, respectively, over the last three years. The year between 2007 and 2008 saw a 3.9% overall decline in jobs. Employment in education and health services has been the area's saving grace; jobs in that sector increased 23.5% between 2003 and 2008.

No. 5: Oakland-Fremont-Hayward, Calif.

The financial services sector of this metropolitan area, across the bay from San Francisco, which includes urban Oakland and the surrounding suburbs, lost 21.1% of its jobs between 2003 and 2008. Construction jobs were hit almost as hard, dropping 18% over the same period. However, the Bay Area, bolstered by colleges in and around San Francisco and Berkeley, saw a 1.6% increase in education and health services jobs last year. But, overall, job losses in this northern California region totaled 3.7% from 2007 to 2008.

No. 4: Santa Ana-Anaheim-Irvine, Calif.

The fallout from real estate speculation and a longstanding tech boom in this region, which is south of Los Angeles and includes some of the toniest coastal real estate in the nation, has slowed employment to a crawl. Here, between 2005 and 2008, jobs in construction declined 17.8%, and jobs in information declined 10%. Employment in financial services, a field that especially boomed in Irvine, dropped by 22% over the same years. Much of this was tied to mortgage related companies. Overall, the area saw a 4% decline in jobs between 2007 and 2008. Dropping home prices and rising sales suggest a slow recovery could be on the way though.

No. 10: Santa Rosa-Petaluma, Calif.

"Best of the worst" is a dubious honor. But for the cities of Santa Rosa and Petaluma, home to just under 500,000 people north of San Francisco, the news isn't all bad. Despite cumulative job losses of 4.5% between 2007 and 2008, these communities have seen an 8.2% overall uptick in jobs if you consider data since 1997. The drops are biggest in one predictable sector: the construction sector which saw a double digit decline in jobs, largely from the collapse of the bay area’s housing bubble. Retail and financial services employers also cut workers, with each sector losing about 10% of its jobs.

CA CONTRIBUTION TO WORST SMALL CITIES FOR JOBS:

No. 7: Redding, Calif.

Partly because of the housing slump affecting many Sun Belt states, between 2005 and 2008 jobs in the natural resources, mining and construction sector contracted by 41%. Overall employment has dropped 10% since 1997. In the last year, Redding also saw double-digit job loss in the wholesale, information and transportation and utilities sectors. While government positions account for 22.8% of all jobs--and their number has been increasing over the last five years--the Redding Record Searchlight has reported that the city may have to lay off 60 workers.

WORST PLACES IN COUNTRY BY CNBC





1. El Centro, California

Population: 41,241

Lose your job in El Centro and it may be quite some time before you find another one. One in four people here are out of work and the city holds the not-so distinguished honor of having the highest unemployment rate — 27.5 percent — in the country (close behind is Yuma, Ariz., with 27.2 percent unemployment).



The desert city, which is located in Imperial County just across the border from Mexicali, has a jobless rate triple the national average of 9.5 percent thanks to the seasonal fluctuations of field laborers. Field work is the county's third-largest employment sector after government, transportation and utilities, according to AOL News.

"Its location across the border from a much larger Mexican city means that there is a large floating labor force," Jim Gerber, an economics professor and director of the international business program at San Diego State University, told AOL News.

"The data for Imperial County is skewed by this, such that the layoffs and out-of-work laborers are not actually counted correctly."

Even with the ebb and flow of its working population, things are still pretty bleak in El Centro. Last year, the city's cemetery went into foreclosure.

6. Los Angeles, California

Population: 3,849,378

If you don't really care about breathing, Los Angeles is a great place. The metro area that stretches from Long Beach to Riverside has the worst ozone pollution in the country, according to the American Lung Association's State of the Air report for 2010. Along with being tops in ozone pollution, L.A. is ranked third in year-round particle pollution, and fourth in short-term particle pollution.

Ozone is the byproduct of pollutants released by cars, chemical plants, refineries, and other sources. It exists naturally in the upper atmosphere of the Earth, but when emitted at ground level, it's considered a harmful outdoor pollutant. Inhaling ozone can cause wheezing, coughing, chest pain, throat irritation, congestion, and can make people more susceptible to respiratory illnesses such as bronchitis and pneumonia, according to the US Environmental Protection Agency. Think about that next time you drive in Los Angeles, which also lays claim the worst traffic in the country.

Forbes has released its list of 'Top 10 U.S. Cities In Freefall', and California has the dubious distinction of appearing thrice. The greater Los Angeles, Riverside and Sacramento areas all made the list, only Florida had more cities represented. In compiling the list, Forbes used six metrics, including the percent the median home price has fallen since its individual peak, how many people were moving in and out of these metros, and percent change in unemployment.

Of California's woes, Forbes writes:

Riverside, Los Angeles and Sacramento are suffering because of the knocks they took after their inflated housing markets began to plummet. Unemployment in the City of Angels has nearly tripled in three years, to 12%. Riverside's unemployment has also ballooned, to 15%. Meanwhile Sacramento saw a 75% drop in new building permits. These are troubling signs for Cali metros, but not surprising. The end of the state's home-price climb triggered more than just a housing slump.

"In California, so many jobs were concentrated in construction," says Michael Fratantoni, vice president of research at the Mortgage Bankers Association, the professional association for real estate financiers. "Jobs building single family homes wound up not being sustainable, and there were a lot of job losses."

The Forbes report comes on the heels of California's most recent jobless report, which put the state's unemployment rate at a record 12.6% for March. However, in what might be an encouraging sign for the region, KPCC reports today that foreclosures in LA County are down 43.5% for the first quarter of 2010 compared to last year.

Napolitano Claims Southern Border Is More Secure than Ever






Department of Homeland Security (DHS) Secretary Janet Napolitano used a trip to El Paso, Texas, as an opportunity to claim that the border with Mexico is “better now than it ever has been.” Napolitano’s assertion is just the latest effort on the part of the Obama administration to convince the American people that they take border enforcement seriously. Convincing the public that they are enforcing our immigration laws — in spite of all evidence to the contrary — is seen as a necessary precondition for promoting the administration’s political objective of a sweeping illegal alien amnesty.



Secretary Napolitano cited a decline in the number of border apprehensions as evidence that her department’s efforts are discouraging people from crossing illegally. She also pointed to statistics that indicate that violent crime rates along the Southwest border have remained flat or decreased in recent years as evidence that the border does not pose a security risk. However, DHS’s own reports indicate that less than half of the 2,000-mile U.S.-Mexico border is under “operational control,” and virtually none of the Canadian border or our coastlines.



Napolitano’s claim that the border is more secure than ever drew a sharp rebuke from Cochise County Sheriff Larry Dever. Dever, whose county straddles the border, stated flatly, “I’ve been here for 60 years, and I’m telling you that’s not true.” The sheriff also charges that DHS is cooking the books on border apprehensions by ordering the Border Patrol to arrest fewer illegal entrants.



Dever’s skepticism is shared by other experts. Mark Hanna, CEO of a Phoenix-based technology integration and security company agrees that DHS’s methodology for measuring border security is flawed. “It is a very dangerous condition for the secretary of Homeland Security to be using incomplete data to form such a conclusion, and then repeatedly announce these conclusions as fact,” Hanna said.



FAIR has also repeatedly questioned administration claims about all aspects of immigration enforcement. In assessing Secretary Napolitano’s claim it is important to take several other factors into consideration. First, the border has never been effectively controlled, so “better now than it ever has been” is a very relative measurement of border security. The mandate of DHS is to implement border security measures that are commensurate with the threats faced by our nation. DHS’s own admission that much of the border remains beyond its control indicates that they are falling well short of this goal. The gaping holes that remain in our border security capability are confirmed by a new report from the Government Accountability Office released in late March.



Second, the threat posed by the ongoing lack of border security is not limited to the border region. The border region is a gateway to the rest of the United States that is exploited by foreign criminals and potential terrorists. Examples of criminal activity by illegal aliens (many of whom entered illegally across the Southwest border) can be documented in all parts of the country. Illegal aliens often move beyond the immediate vicinity of the border because the Border Patrol’s authority to stop and detain people does not extend beyond the border region.



While making misleading claims about their efforts to secure the border, the Obama administration’s policies actually encourage people to attempt to enter the United States illegally. The virtual cessation of meaningful worksite enforcement, unilateral dismissing of deportation cases, and promotion of amnesty for illegal aliens all work against border security.

Illegal aliens seen eroding vote

Illegal aliens are eroding the integrity of U.S. elections, and will continue to do so without tighter voting laws, several members of Congress testified at a hearing on Capitol Hill yesterday.



"There is a very real possibility that noncitizens have affected the outcomes of elections in the past, and will in the future," said Rep. Brian P. Bilbray, California Republican, before a House Judiciary Committee on voting irregularities and election deception.



With more than 20 million foreign-born residents in the United States who are not U.S. citizens, including at least 12 million illegal aliens, the potential for noncitizen voting is a growing concern, Mr. Bilbray said.



Rep. Steve King, Iowa Republican, said illegal aliens in many states can easily acquire driver's licenses, making it easy for them to register to vote, especially states with "motor-voter" laws.



"With many states making driver's licenses available to legal noncitizens and illegal aliens, it is probable voter rolls contain large numbers of noncitizens and illegal aliens," Mr. King said.



But several Democrats said the intimidation of immigrant voters -- not the voting of illegal aliens -- is the biggest election-reform priority.



"Election intimidation and deception have become an unfortunate aspect of recent federal elections, threatening to undermine Americans' confidence in a democratic government," said Rep. John Conyers Jr., Michigan Democrat and chairman of the House Judiciary Committee.



"Our goal is to protect every citizen's constitutional right to vote, and to thwart any future attempts to disenfranchise eligible voters through fraud, deception and intimidation."



Sen. Benjamin L. Cardin, Maryland Democrat, accused Republicans of distributing fraudulent "official Democratic voter guides" during his 2006 re-election bid in an attempt to confuse black voters to vote for his Republican challenger.



"It is time for Congress to once again take action to stop the latest reprehensible tactics that are being used against African-American voters," Mr. Cardin said.



In response to voter-intimidation cases, Sen. Barack Obama, Illinois Democrat, earlier this year introduced the Deceptive Practices and Voter Intimidation Act, which would impose penalties on people or groups found guilty of intimidating voters.



As for ID issues, Mr. Bilbray said the new REAL ID law, which will require states to verify proof of citizenship before issuing driver's licenses and voter identification cards, will greatly help combat fraudulent voting.



"Many people tend to think that the photo ID requirement would suppress voting, but there has never been evidence to support that assertion," Mr. Bilbray said. "Much to the contrary -- evidence shows that anti-fraud provisions increase voter turnout."



Mr. Bilbray added that more than a 100 democracies worldwide require voters to show photo IDs, including Mexico.



Earlier this month, the Bush administration delayed the start date for the REAL ID law from May 11, 2008, to Dec. 31, 2009.

Latino Activists Put Faith in Ballots

As immigration rights leaders assess gains and losses since rallies last spring, they turn their focus to the recruitment of 1 million new voters.

Has the immigrant rights movement fizzled?

At a national Latino conference that drew hundreds to downtown Los Angeles last week, movement leaders emphatically said no.

Although Congress has stalled action on broad immigration reform and Labor Day marches failed to mobilize wide support, activists said they were only now beginning to roll out the next stage of their battle: a massive effort to produce 1 million new Latino voters and U.S. citizens.

Latino conference: An article in the Sept. 10 California section about a national Latino conference in downtown Los Angeles had a picture showing a man from the Pilipino Workers Center holding Philippine flags at a rally. The caption should have stated that the Sept. 9 rally, which followed the conference, also included immigration rights activists other than Latinos. Also, this and three other stories about immigration issues since April incorrectly identified Armando Navarro as chairman of UC Riverside's ethnic studies department. He is a professor in that department. —

"Now is not march time," Antonio Gonzalez, president of the Southwest Voter Registration Education Project in Los Angeles, said Saturday. "We're mobilizing voters. That's the big deal."But immigration control advocates say the marches last spring doomed activists' efforts by alienating most Americans and strengthening support for stronger border control and opposition to legalization."The mass sea of illegal aliens bearing foreign flags and hostile placards really produced a pronounced backlash, from which they've never recovered," said John Keeley, spokesman for the Washington-based Center for Immigration Studies. The movement's fate is in question just months after hundreds of thousands of immigrants and their supporters startled the nation by pouring into the streets to protest a House bill that would criminalize undocumented immigrants and those who support them. Buoyed by their success, they helped push the U.S. Senate to pass a landmark bill increasing visas and offering legalization to many of the nation's estimated 11 million undocumented immigrants.Since then, some activists acknowledge, their ranks have become demoralized as congressional action on the issue stalled over the summer and recent marches have fallen flat.In Los Angeles, for instance, police estimated that only about 1,500 people turned out for a Labor Day weekend rally that organizers had predicted would draw as many as 50,000. And Cecilia Munoz, a vice president of the National Council of La Raza, said some immigrants were reluctant to risk their jobs to march because the likelihood of legalization and other reform does not appear imminent."A lot of people feel a loss," immigrant activist Oscar Garcon said Saturday at the National Latino Congreso, which was billed as the most comprehensive gathering of Latino leaders in nearly 30 years. "They say, 'We demonstrated, we came out by the millions, but what did we change?' "But he and others said a movement cannot fairly be measured by the size of its marches or its early setbacks, and some experts agree.Louis DeSipio, a UC Irvine associate professor of political science and Chicano/Latino studies, said it was premature to dismiss prospects for broad immigration reform.He said such aims could take years to achieve. The 1986 amnesty for illegal immigrants, for instance, took a decade to pass and did so abruptly, just as most members of Congress thought the provision dead.DeSipio said movements cannot be built from marches alone."It's good they've moved away from the marches," he said. "Marches can get people's attention, but it doesn't necessarily get a higher percentage of the community involved in civic participation. That's what things like get-out-the-vote and voter registration drives do."DeSipio said the ferment over immigration could in time lead to a surge in Latino voters similar to the one after the 1994 passage of Proposition 187. The measure would have denied health benefits to undocumented immigrants had it not been overturned in the courts. The number of legal residents who became U.S. citizens increased from 434,000 in 1994 to more than 1 million in 1996; and Latino registered voters in California increased from 1.6 million in 1996 to 1.9 million in 2000, according to the National Assn. of Latino Elected and Appointed Officials Educational Fund in Los Angeles.Activists argue that some preliminary data offer evidence of another surge. According to U.S. immigration statistics, the number of citizenship applications increased by 41.5% in May over last year, a far larger increase than in previous periods."This is one of many issues, and it's going to take time, but it will come," said Cristina Basurto, 32, a member of Women of Earth, a social justice organization, who attended a small rally after the conference Saturday near downtown. "I think people still have it in their hearts and still want to fight for what they believe in."The number of new Latino voters grew by 35,000 in Los Angeles County from March to August, helping to boost their share of the electorate from 20% to 24% over last year, according to an analysis of Los Angeles County registrar-recorder data by the Latino officials' organization. Marcelo Gaete, the organization's senior program director, said his staff used a surname dictionary to determine how many of the county's new voters were Latino. Keeley, however, said the political landscape proves his point: A get-tough stand on immigration is a winning political message. In Pennsylvania, for instance, he said Republican Sen. Rick Santorum is rapidly closing what had been a double-digit deficit in the polls in his race against his Democratic challenger, state Treasurer Robert Casey Jr., by campaigning with a tough immigration message. He also said congressional hearings on immigration and local town halls during the summer recess have convinced many legislators that constituents see border control as a top priority. As a result, he said, "the chances are less than zero" of winning legalization this year. Some Latino activists, including UC Riverside ethnic studies department Chairman Armando Navarro, agree that the movement for immigrant rights has lost steam. He said internal squabbling, a lack of leadership and a failure to organize immigrants for long-term political change had squandered their gains of the spring. DeSipio and others, however, said activists had already scored a significant victory by so far stopping the House bill, especially the provision that would criminalize undocumented immigrants and those who aid them, from becoming law. Elements of that bill, including border enforcement measures, however, may still pass. Now, activists say, they are gearing up to launch what they envision will be a long-term effort to mobilize Latino voters for elections this November and, more important, in 2008.Two organizations — the Service Employees International Union and the Southwest Voter Registration Education Project — have raised $7 million for national voter registration and get-out-the-vote efforts. The National Assn. of Latino Elected and Appointed Officials plans to include 150,000 voter registration cards in La Opinion later this month and help sponsor another major workshop at the L.A. Convention Center to help immigrants apply for citizenship. A July workshop produced about 1,300 completed new citizenship applications, Gaete said. Spanish-language radio DJs, who helped turn masses out for marches, have also begun to actively promote voter registration and citizenship efforts. Renan Almendarez "El Cucuy" Coello took his "Votos por America" campaign to 10 cities over two weeks last month. DeSipio cautioned, however, that it was easier to register voters than to get them out to the polls."There's certainly the potential there," he said, "but it will require sustained investment and a lot of hard work."

Hispanic Voters Enjoy New Clout With Democrats

WASHINGTON, June 9 — Helped by the fight over immigration, Democrats seeking their party’s presidential nomination are moving to court Hispanic voters like never before, as a string of early primary states with sizable Hispanic voting blocs prompt candidates to hire outreach consultants, start Spanish-language Web sites and campaign vigorously before Hispanic audiences.

The battle for Hispanic voters is a result of the decision by several states with large Hispanic populations to move their presidential primaries to early 2008, including California, Florida and New York. Roughly two-thirds of the nation’s Hispanic residents live in nine of the states that will hold Democratic primaries or caucuses on or before Feb. 5.

Strategists say the influence of Hispanic voters is likely to be amplified next year because of an unusually intense response in many Hispanic communities to immigration policy. Conservative Republicans, with the help of some left-leaning Democrats, teamed up to derail an immigration bill in the Senate on Thursday that would have provided a path to citizenship for illegal immigrants.

It is in the new early primary states where Democrats hope the outreach efforts bear fruit. In the last presidential election, Hispanic voters accounted for a significant part of the overall Democratic primary electorate in California (16 percent), New York (11 percent), Arizona (17 percent) and Florida (9 percent), all states that will hold primaries by Feb 5.

Sergio Bendixen, a pollster hired by Senator Hillary Rodham Clinton’s campaign to study Hispanic voting trends, said: “The Hispanic vote has never been all that important in the presidential primary process in the United States. But that will change in 2008.”

At this early stage, Mrs. Clinton, a New York Democrat, appears best poised to benefit from the heightened Hispanic role in the primary process. She has already captured a prized endorsement, of Mayor Antonio R. Villaraigosa of Los Angeles, one of the nation’s most prominent Hispanic politicians.

Mrs. Clinton is also well-known and liked by many Hispanics, with several national New York Times/CBS News polls from the past few months showing that about 60 percent of registered Hispanic voters who identify themselves as Democrats have a favorable view of Mrs. Clinton, while a quarter do not.

Meanwhile, Senator Barack Obama, Democrat of Illinois, remains a blank slate to many Hispanic voters, polls show, with 40 percent having no opinion of him. But his aspirational biography could prove a draw as more Hispanic voters get to know him.

Former Senator John Edwards is even less well-known among Democratic Hispanic voters. While a third have a positive view of Mr. Edwards and fewer than 10 percent have an unfavorable view of him, 6 in 10 are unable to offer an opinion.

The only Hispanic in the race, Gov. Bill Richardson of New Mexico, a Democrat, is working to build a base and establish a political identity beyond the Southwest.

Many Democrats were as troubled by the Senate immigration bill as were Republicans, but for decidedly different reasons. Mrs. Clinton expressed concerns about the legislation, particularly a provision that makes it harder for legal immigrants in the United States to bring relatives from abroad. Mr. Obama said that he would have supported the bill, but that he too had similar concerns about the provision, according to his aides.

On the Republican side, two of the main candidates, Rudolph W. Giuliani and Mitt Romney, opposed the immigration bill, while Senator John McCain played a main role in drafting the legislation, only to face a huge backlash from conservative Republicans raising alarms about what they call a flood of immigrants.

The bill’s setback — a major defeat for President Bush — could complicate Republican efforts to win over the fast-growing Hispanic electorate and help Democrats solidify their hold on these voters, an electoral prize expected to increase in importance in coming decades. Surveys showed that Hispanics were a small part of the Republican primary vote in 2000, with their greatest influence being in California, where they made up 9 percent of the vote.

The debate over immigration has spurred Hispanic leaders and voters to mobilize like few issues in recent memory have. The National Association of Latino Elected Officials has joined with the Hispanic television network Univision on a national campaign to help Hispanic residents fill out citizenship applications and to help those who are already citizens register to vote.

Stephanie Pillersdorf, a spokeswoman for Univision, said the number of Hispanic residents who had applied for citizenship in Los Angeles County alone had gone up 146 percent since the campaign started several months ago.

The scramble for Hispanic support is evident both within the campaigns and out on the trail.

On Friday, Mrs. Clinton spoke to Hispanic leaders in the Bronx , where she accused Republicans of undermining the immigration bill in the Senate. “The bill was mostly killed by people who don’t want any immigration reform and don’t want a path toward legalization,” she said. “There’s a very big anti-immigrant feeling that is influencing the problem right now, particularly on the Republican side.”

Earlier this month, Mr. Obama traveled to Nevada, a heavily Hispanic state that moved its caucus to Jan. 19, and sat down for interviews with Spanish-language television and newspaper reporters.

Mr. Edwards, who hopes his populist appeal will draw support from Hispanics, is dispatching his political director, David Medina, to meet with members of Democratic Hispanic Caucus of Florida. Mr. Richardson alternates between English and Spanish on the campaign trail. Senator Christopher J. Dodd, Democrat of Connecticut, also often likes to display his fluency in Spanish, including when he announced his candidacy on CNN en Español.

Republicans are making similar efforts. On Friday, for example, the Romney campaign announced a steering committee to attract the Hispanic vote.

Strategists for several Democratic campaigns say the new calendar has set the stage for Hispanic voters to have much more influence in picking the parties’ presidential nominees than they did when states like Iowa and New Hampshire were essentially alone among the early states in the nominating process.

In fact, in the 2004 race, Senator John Kerry did not assemble a Hispanic outreach and media operation until about five months before the general election.

By contrast, the Clinton campaign has already put in place a driven Hispanic outreach team that, among other things, issues press releases in Spanish on a regular basis and has a stable of Spanish-speaking surrogates to fill in for Mrs. Clinton at events that focus on Hispanics. It has also assigned a prominent role to its campaign manager, Patti Solis Doyle, a woman of Mexican descent who has been one of Mrs. Clinton’s most trusted advisers and friends since her days as first lady of Arkansas. Mrs. Doyle, who played a crucial role in getting the recent endorsement from Mr. Villaraigosa, has made herself available for interviews with Hispanic organizations of all sorts.

Democrats are optimistic about their prospects of making large gains among Hispanic voters, mindful of the progress they made in the 2006 midterm elections, when only 26 percent of Hispanics voted for Republican Congressional candidates. That was down from 44 percent in 2004, when Mr. Bush was at the top of the ticket, according to nationwide exit polls conducted by Edison/Mitofsky.

While Mr. Bush’s popularity with Hispanics had been a factor in drawing large numbers of them to the Republican Party, many Hispanics appear to be returning to the Democratic fold as conservative efforts gained momentum last year to restrict immigration and build a wall along the Mexican border.

Democrats are doing what they can to encourage that return. Mr. Obama has traveled to Nevada several times to meet with members and leaders of a culinary workers’ union, most of whom are Hispanic women who work in Las Vegas hotels and casinos. The Obama campaign says the union could play a decisive role in generating voter turnout when the state holds its caucus next January.

The campaign is also sending dozens of volunteers this weekend to pass out Spanish-language literature in heavily Hispanic cities like Los Angeles, San Diego, Las Vegas, Phoenix, Houston and San Antonio, and is making videos available on its Web site with closed captioning in Spanish.

Mr. Edwards, in turn, is betting that his antipoverty campaign of the last few years, including helping unions organize in industries with large numbers of Hispanic workers, will give him an edge.

Earlier this year, he met with Arturo Rodriguez, the president of the farm workers’ union, and several hundred union members in Fresno, Calif. Mr. Edwards’s campaign has also sent prominent Hispanic supporters to act as surrogates for him on the campaign trial, including Patricia Madrid, the former attorney general of New Mexico, who recently went to Nevada to meet with Hispanic politicians and activists.

If any candidate can appeal to the ethnic pride of Hispanic voters, it is Mr. Richardson, the New Mexico governor, who often points to his Mexican roots (his mother is a native of Mexico) when appearing before Hispanic audiences.

The main problem for Mr. Richardson is that he is a relatively unknown figure among Hispanic voters, as well as the general electorate. To raise his profile among Hispanics, Mr. Richardson has turned to prominent Hispanics, including Gloria Molina, a Los Angeles County supervisor, who introduced him at the rally where he recently announced his candidacy.

David Contarino, Mr. Richardson’s campaign manager, predicted that his candidacy would become a matter of “interest and pride” among Hispanic voters once they learned of his record and roots.

“His name is Bill Richardson; that does not necessarily communicate his background,” Mr. Contarino said dryly.

ILLEGALS COSTING CALIFORNIA BILLIONS





Illegal immigration costs the taxpayers of California which has the highest number of illegal aliens nationwide $10.5 billion a year for education, health care and incarceration, according to a study released yesterday.



A key finding of the report by the Federation for American Immigration Reform (FAIR) said the state's already struggling kindergarten through 12th grade education system spends $7.7 billion a year on children of illegal aliens, who constitute 15 percent of the student body.



The report also said the incarceration of convicted illegal aliens in state prisons and jails and uncompensated medical outlays for health care provided to illegal aliens each amounted to about $1.4 billion annually. The incarceration costs did not include judicial expenditures or the monetary costs of the crimes committed by illegal aliens that led to their incarceration.

"California's addiction to 'cheap' illegal alien labor is bankrupting the state and posing enormous burdens on the state's shrinking middle class tax base," said FAIR President Dan Stein.

"Most Californians, who have seen their taxes increase while public services deteriorate, already know the impact that mass illegal immigration is having on their communities, but even they may be shocked when they learn just how much of a drain illegal immigration has become," he said.

Mr. Stein noted that state and local taxes paid by the unauthorized immigrant population go toward offsetting these costs, but do not match expenses. The total of such payments was estimated in the report to be about $1.6 billion per year.



He also said the total cost of illegal immigration to the state's taxpayers would be considerably higher if other cost areas, such as special English instruction, school meal programs or welfare benefits for American workers displaced by illegal alien workers were added into the equation.

Gerardo Gonzalez, director of the National Latino Research Center at California State at San Marcos, which compiles data on Hispanics, was critical of FAIR's report yesterday. He said FAIR's estimates did not measure some of the contributions that illegal aliens make to the state's economy.



"Beyond taxes, these workers' production and spending contribute to California's economy, especially the agricultural sector," he said, adding that both legal and illegal aliens are the "backbone" of the state's $28 billion a year agricultural industry.



In August, a similar study by the Center for Immigration Studies in Washington, said U.S. households headed by illegal aliens used $26.3 billion in government services during 2002, but paid $16 billion in taxes, an annual cost to taxpayers of $10 billion.



The FAIR report focused on three specific program areas because those were the costs examined by researchers from the Urban Institute in 1994, Mr. Stein said. Looking at the costs of education, health care and incarceration for illegal aliens in 1994, the Urban Institute estimated that California was subsidizing illegal immigrants at about $1.1 billion a year.



Mr. Stein said an enormous rise in the costs of illegal immigrants in 10 years is because of the rapid growth of the illegal population. He said it is reasonable to expect those costs to continue to soar if action is not taken to turn the tide.



"1994 was the same year that California voters rebelled and overwhelmingly passed Proposition 187, which sought to limit liability for mass illegal immigration," he said. "Since then, state and local governments have blatantly ignored the wishes of the voters and continued to shell out publicly financed benefits on illegal aliens.



"Predictably, the costs of illegal immigration have grown geometrically, while the state has spiraled into a fiscal crisis that has brought it near bankruptcy," he said.

Mr. Stein said that the state must adopt measures to systematically collect information on illegal alien use of taxpayer funded services and on where they are employed, and that policies need to be pursued to hold employers financially accountable.





The net cost to the federal government in 2002 for public services provided to illegal aliens was $10.4 billion or $2,736 per household according to a report by the Center for Immigration Studies. Estimates for 2005 put the amount at $11.7 billion or $3,080 per household.



Illegal Alien Costs By Social Service



Lost Revenue: The U.S. may be foregoing up to $35 billion in lost tax revenue because of the growing size of the underground labor market using illegal workers in the cash economy, according to a January, 2005 report by the Wall Street firm Bear Sterns.





Health Costs: Medicaid costs for illegal aliens and their U.S. born children are $2.8 billion annually, according to a study by the Center for Immigration Studies. Approximately 70% of households headed by illegal aliens have at least one person without medical insurance, compared to 20% of all other households. The federal government spends $250 million each year reimbursing states for emergency medical services provided to illegal aliens, which is less than 10% of the true cost of those services.





Education Costs: The Center for Immigration Studies has shown that federal aid to K 12 public schools for the education of the children of illegal aliens is $1.4 billion annually, not including the cost of free school lunches. The total cost to state and local taxpayers for educating 3.5 million children of illegal aliens is estimated at $28.6 billion, according to a Federation for American Immigration Reform study.





Incarceration: Illegal aliens account for less than 5% of the U.S. adult population, but were 17% of the federal prison population in 2004, imposing a net cost of $1.8 billion in court and incarceration expenses.

Fortunately, Americans have seen through the protestors’ half truths. A Rasmussen poll released last week showed widespread disfavor of recent immigration protests, with 26 percent holding a favorable opinion and 54 percent holding an unfavorable opinion.





84 hospitals in California alone have closed or are scheduled to close due mostly to rising costs of caring for uninsured Illegal Immigrants since 1993. It is estimated that 50% of their services went to Illegal Immigrants who did not pay their bills. According to the American Hospital Association the estimated uncompensated cost of care in 2000 was $21.6 billion. Roughly 6% of total expenses. The government allotted only $1 billion to help cover those costs.



Anchor babies account for roughly 10% of all US births. In 2003, anchor babies accounted for 70% of all births in San Joachim General Hospital in Stockton, California.

US taxpayers spent an estimated $7.4 Billion in 2003 to educate illegal immigrants. 34% of students in the Los Angeles school system are illegals or children of illegals. Two thirds of Illegal Immigrants adults DO NOT have a high school degree or equivalent. The illiteracy rate for Illegal Immigrants is 2.5 times higher than that of US Citizens.

County’s Monthly Welfare Tab For Illegal Aliens $52 Million

As the mainstream media focuses on a study that reveals a sharp decline in the nation’s illegal immigrant population, monthly welfare payments to children of undocumented aliens increased to $52 million in one U.S. county alone.

The hoopla surrounding last week’s news that the annual flow of illegal immigrants into the U.S. dropped by two-thirds in the past decade overlooked an important matter; the cost of educating, incarcerating and medically treating illegal aliens hasn’t decreased along with it, but rather skyrocketed to the tune of tens of billions of dollars annually.



THIS FIGURE DOES NOT INCLUDE EXTRA MILLIONS PAID FOR ANCHOR BABIES



Those figures don’t even include the extra millions that local municipalities dish out on welfare payments to the U.S.-born children of illegal immigrants, commonly known as anchor babies. In Los Angeles County alone that figure increased by nearly $4 million in the last year, sticking taxpayers with a whopping $52 million tab to provide illegal immigrants’ offspring with food stamps and other welfare benefits for just one month.

That means the nation’s most populous county, in the midst of a dire financial crisis, will spend more than $600 million this year to provide families headed by illegal immigrants with welfare benefits. In each of the past two years Los Angeles County taxpayers have spent about half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants. Additionally, the county spends $550 million on public safety and nearly $500 million on healthcare for illegal aliens.

About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from L.A. County’s Department of Social Services. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare perks that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children.

The state should go after employers who hire them, curb taxpayer-funded benefits, deploy the National Guard to help the feds at the border and penalize 'sanctuary' cities.



Illegal immigration is another matter entirely. With the state budget in tatters, millions of residents out of work and a state prison system strained by massive overcrowding, California simply cannot continue to ignore the strain that illegal immigration puts on our budget and economy. Illegal aliens cost taxpayers in our state billions of dollars each year. As economist Philip J. Romero concluded in a 2007 study, "illegal immigrants impose a 'tax' on legal California residents in the tens of billions of dollars."
