The free-for-all in Mexico's prisons

Inmates at a state prison in Ciudad Juarez whipped out their guns in a deadly clash Monday night, and when a shootout ended 17 inmates lay dead.

The fight was between members of Los Aztecas, a gang aligned with the Juarez cartel, and Los Mexicles, enforcers for the Sinaloa drug cartel in the border city.

I’ve been in the state prison in Juarez and heard the prison director talk about why the walls are so high between cellblocks. It’s to prevent this kind of shootout. Gang members are sequestered, according to their gang affiliation.

But what rarely gets addressed is the corruption that allows family members to bring guns, dope, cell phones and all matter of other stuff in to the inmates.

Prison corruption has emerged in numerous ways in the last week or so. Last week, press reports and photos talked about the “luxury suites” at the state penitentiary in Hermosillo, capital of Sonora state. The 130 suites are air-conditioned and equipped with plush furniture, wooden cabinets, TVs and kitchens.

The state’s prison director, Ricardo Ornelas, said he’d heard reports the prison also contained illegal barber shops, grocery stores, markets, pawnshops and even a shellfish bar.

Clearly the suites are designed so that narcos won’t have to undergo undue hardship when they do “hard” time.

NCLR Funding Skyrockets After Obama Hires Its VP

A Judicial Watch investigation reveals that federal funding for a Mexican La Raza group that for years has raked in millions of taxpayer dollars has skyrocketed since one of its top officials got a job in the Obama White House.
The influential and politically-connected National Council of La Raza (NCLR) has long benefitted from Uncle Sam’s largess but the group has made a killing since Obama hired its senior vice president (Cecilia Muñoz) in 2009 to be his director of intergovernmental affairs.
Ignored by the mainstream media, Judicial Watch covered the appointment because the president issued a special “ethics waiver” to bring Muñoz aboard since it violated his own lobbyist ban. At the pro illegal immigration NCLR, Muñoz supervised all legislative and advocacy activities on the state and local levels and she was heavily involved in the congressional immigration battles that took place in the George W. Bush Administration.
She also brought in a steady flow of government cash that’s allowed the Washington D.C.-based group to expand nationwide and promote its leftist, open-borders agenda via a network of community organizations dedicated to serving Latinos.Among them are a variety of local groups that provide social services, housing counseling and farm worker assistance as well as publicly-funded charter schools that promote radical Chicano curriculums. Judicial Watch published a special report on this a few years ago.
This week a JW probe has uncovered details of the alarming increase in federal funding that these NCLR groups have received since Muñoz joined the Obama Administration. In fact, the government cash more than doubled the year Muñoz joined the White House, from $4.1 million to $11 million.
Not surprisingly, a big chunk of the money (60%) came from the Department of Labor, which is headed by a former California congresswoman (Hilda Solis) with close ties to the La Raza movement. Since Obama named her Labor Secretary, Solis has launched a nationwide campaign to protect illegal immigrant workers in the U.S. Just this week Solis penned declarations with Guatemala and Nicaragua to preserve the rights of their migrants.
The NCLR also received additional taxpayer dollars from other federal agencies in 2010, the JW probe found. The Department of Housing and Urban Development doled out $2.5 million for housing counseling, the Department of Education contributed nearly $800,000 and the Centers for Disease Control a quarter of a million.
Additionally, NCLR affiliates nationwide raked in tens of millions of government grant and recovery dollars last year thanks to the Muñoz factor. An offshoot called Chicanos Por La Causa (CPLC) saw its federal funding nearly double to $18.3 million following Muñoz’ appointment.
A social service and legal assistance organization (Ayuda Inc.) that didn’t receive any federal funding between 2005 and 2008 got $600,000 in 2009 and $548,000 in 2010 from the Department of Justice. The group provides immigration law services and guarantees confidentiality to assure illegal aliens that they won’t be reported to authorities.

Tuition Assistance Bill Awaits California Governor’s Signature
Last week, California lawmakers sent Assembly Bill 130, one of two bills that make up the “California DREAM Act of 2011,” to Governor Jerry Brown, who is expected to sign the legislation. (ABC News 10, July 15, 2011; AB 130 § 1) If enacted, the bill would allow illegal aliens—who already qualify for in-state tuition in California—to receive privately funded financial aid administered through the State’s public universities and community colleges. (See FAIR Legislative Update, Nov. 22, 2011) “Every victory in this, large or small, is important, and this is the first of what will be a full comprehensive victory in the area of education [for illegal aliens],” said California Assemblyman Gil Cedillo, the bill’s sponsor. The other bill comprising the California DREAM Act is Assembly Bill 131, also sponsored by Assemblyman Cedillo. AB 131 would even further reward illegal aliens in California by making them eligible for publicly funded student financial aid programs administered by the State. (AB 131 § 4 (b)) Once legal California residents receive awards, illegal alien students would also be eligible to receive certain competitive publically funded grants. (AB 131 § 4 (c)) The California Assembly passed AB 131 on June 1, and it is awaiting action in the Senate Committee on Appropriations. (See Bill History, July 22, 2011)
If signed into law, the bills would immediately benefit the estimated 1,941 illegal aliens in the University of California system, 3,633 in the California State University system, and over 36,000 in the California community college system. (ABC News 10, July 15, 2011)

Violence stemming migrant flow to U.S.

TENOSIQUE, Mexico – For years, Central American migrants rode slow buses and freight trains across Mexico, then paid “coyote” guides a few hundred dollars for a quick run or swim into the United States.
It was a hard journey, but nothing like today.
Warring mafias have turned once-sleepy farm towns and rail crossings in Mexico into notorious junctions of kidnapping, torture and death, creating a new geography of fear spanning from the U.S. border to the most humble villages in Central America.
The soaring number of attacks on migrants in Mexico, and the widely dispersed news of their barbarity, is discouraging many Central Americans from even attempting the trip to the United States, according to immigration officials, human rights advocates and the travelers themselves.
The flow of illegal Central American migrants to the United States has been slowing since 2005, the result of the sagging U.S. economy and increased law enforcement along the U.S. border, experts say. But a powerful new reason has emerged: Today’s migrants face a far more sinister journey and many have concluded it is just too dangerous.
“This is my fourth trip, but everything is different now. They’ll kill you for nothing,” said Darling Diaz Garcia, a Nicaraguan who was spending the night at a shelter in Tapachula across from the Guatemala border.
He had heard the horror stories of the crossing through Mexico. “Everyone has,” he said, but he was willing to risk it “to eat.”
Cheap hotels and migrant shelters here in southern Mexico that were once filled with wayfarers from Central America are now half-empty.
In Mexico, apprehensions of Central Americans have been cut in half, down from 240,269 in 2005 to 122,049 last year.
Even more telling, U.S. agents this year are catching far fewer Central American migrants trying to cross into the United States. In an average month in 2010, U.S. officers detained 4,242 illegal migrants along the southwest border that they classified as “other than Mexican,” meaning mostly Central Americans. In 2011, the monthly apprehensions of Central Americans have slowed by almost 20 percent.
The number of Central Americans trying to enter the United States without documents has been decreasing even as the U.S. economy begins to revive. Illegal immigration from Mexico has fallen as well, as travelers from Mexico’s impoverished southern states also face savage attacks and roadside kidnappers.
A difficult journey becomes more treacherous
The trip north has always been arduous. But where migrants once faced being robbed or molested, they now fear being killed and dumped in mass graves — or forcefully recruited into a gang and made to smuggle drugs — or abducted and tortured for weeks.
“Their lives are drained away at every step of the journey,” said Friar Tomas Gonzalez, who runs a shelter at the edge of this frontier town, just north of the Guatemala border. In a cement-block room, haggard men slept on bare foam pads, waiting to catch the next freight train north.
Father Flor Maria Rigoni, an Italian priest running a shelter in the border city of Tapachula, said the Central Americans seem more desperate to him now than when he arrived a decade earlier. “There is nothing for them back home,” he said. “They come through here like sheep going to the slaughter.”
Kidnapping crew members called enganchadores (hookers, literally) try to blend in with the migrants at his shelter to size up victims and deliver them to the gangs, said Rigoni, who has a foot-long beard, and wears a flowing white frock and a huge wooden cross in his belt like a pistol.
A dozen travelers sat along wooden benches waiting for dinner, warned to keep quiet about their plans. Their stories came in whispers. A young woman who left home in Honduras without telling her parents worried she would be raped if she continued alone.
Two brothers from Nicaragua rehearsed the technique for jumping onto a moving train and hiding on the underside of rail cars with a belt lashed to the frame to escape notice by the gangs. “That way,” they explained, “even if you fall asleep, you won’t die.”
At least 11,333 foreign migrants were reported kidnapped between April and September last year, most of them Central Americans, according to Mexico’s National Human Rights Commission.
Many migrants just disappear. No place is dreaded more than the northern Mexican state of Tamaulipas, controlled by the Zeta mafia, where 72 migrants were massacred last year on a ranch an hour south of Texas, and where at least 193 bodies have been recovered from mass graves since April, including many still unidentified travelers pulled from buses and bludgeoned to death with a sledge hammer.
Six Mexican immigration agents in Tamaulipas were arrested after victims identified them from photographs and said the officers had handed them over to members of the Zetas.
The attacks have sunk Mexico’s reputation as a defender of immigrant rights. Stung by the criticism, Mexican President Felipe Calderon promised Central American leaders that his government would protect their citizens, and Mexican lawmakers approved stiffer penalties for corrupt officials.
Desperation and danger
In recent weeks, soldiers have freed hundreds of kidnapping victims from stash houses along the northern border. More than 700 migrants were detected this month inside trucking containers, their crammed, ghostly silhouettes detected by police in the southern state of Chiapas who were looking for illegal guns with sophisticated X-ray scanners.
Mexican authorities are investigating reports of another mass kidnapping last week in the state of Veracruz, where armed men allegedly stopped a freight train in a rural area and loaded their vans with 80 migrants, including women and children.
Jorge Rivera, a 25-year-old Honduran staying at Gonzalez’s shelter, said he was snatched off a freight train last year by kidnappers, who beat him with a board to get his family’s phone number. He escaped after six days, then turned himself in to Mexican immigration officials and begged to be sent home.
With his wife pregnant and no job, Rivera said he was desperate and set out on his second attempt in early June, carrying $100 in his wallet and another $20 in his shoe. Guatemalan police robbed most of his meager stash, he said.
Kidnappers were waiting on the Mexican side. They chased him into a pool hall, where police arrested him, giving him temporary protection in the jail. A kindly taco vendor then steered him to the shelter.
“I don’t know whether to turn back or keep going,” Rivera said, his eyes welling up. “What do you think I should do?”

MEXICO CITY, June 17 (Reuters Life!) - Dwarfed by
surrounding reporters and with her head bowed to avoid the
television cameras, the slender 16-year-old hesitated slightly
before she answered the question. "I'm a hitwoman," she said.

Maria Celeste Mendoza was among six teenage suspected gang
members arrested this week by police after a shoot-out with
authorities in central Mexico, one of the growing ranks of
young people working for the country's drug cartels.

Dressed in combat fatigues and with her face hidden, the
girl from the northern border state of Tamaulipas described how
she had been trained to use Kalashnikov assault rifles and
other weapons by the Zetas, one of Mexico's most brutal gangs.

In a listless drawl, Mendoza said she was paid 12,000 pesos
($1,000) for two weeks' work, more than three times the
national average. Although she said she was trained as a
hitwoman, it was unclear if she had killed anyone yet.

As is customary in Mexico, she and the other suspects, six
of whom were women aged 21 or below, were paraded in front of
the media by police after their capture in San Cristobal de la
Barranca, near the country's second city, Guadalajara.

Rising youth unemployment, easy access to drugs and the
quick cash cartels offer recruits are all blamed for felling
the delinquency that has cast a shadow over Mexico's future.

"Organized crime has become a job provider for a section of
the population who don't have a lot of other options," said
Victor Clark-Alfaro, director of the Binational Center for

"Since 2000, the age at which people start getting mixed up
in organized crime has fallen," he added. "And in the last few
years, the age has dropped to about 17 or 18."

Detailed figures on the role of minors in the cartels are
scarce, but newspaper Reforma said the number charged with
involvement in organized crime jumped to 214 last year from 8
in 2007, citing data from the attorney general's office.

The arrest of Mendoza and another 16-year-old girl with
her, Isela Sandoval, is part of the trend. Sandoval also said
she had been trained as a hitwoman but that she had not killed
anyone yet, according to Mexican media reports.

Around 40,000 people have died in escalating drug-related
violence since President Felipe Calderon sent in the army to
try to crush the cartels at the end of 2006.

Although authorities have arrested a number of teenage
hitmen in the past few years, it is highly unusual for women to
work as killers for drug gangs, said Clark-Alfaro.

"This may just be an isolated case. But it may mean a new
pattern is emerging in the world of organized crime," he said.

Last December, Mexican soldiers captured suspected drug
gang hitman Edgar Jimenez, known as "El Ponchis," a 14-year-old
U.S. citizen who the army said had admitted killing several
people while under the influence of drugs.

The vast quantities of narcotics moving across the country
towards the lucrative markets of Europe and the United States
have helped to turn Mexicans onto drugs earlier than before.

"Kids are starting to take drugs younger and younger," said
Alberto Islas, a security expert at consultancy Risk
Evaluation. "A decade ago, the average age was 14, now it's 10.
This has the effect of lowering their perception of risks."

Coupled with the fact that youth unemployment is now double
what it was ten years ago -- in a country whose growing
population is one of the youngest in the Americas -- the trends
present the cartels with a rich source of cheap labor.

"Young folk are recruited because they're potentially more
aggressive and less likely to care about the consequences than
adults. They'll take more risks," said Clark-Alfaro.

He said it is often a short career with the attorney
general's office calculating that young men who get mixed up in
organized crime will, on average, be dead within three or four
years.

The Network for the Rights of Children in Mexico (REDIM),
an advocacy group, says some 30,000 children are believed to
work for criminal gangs in Latin America's No.2 economy, where
delinquency is often blamed on high drop-out rates at school.

But even those who remain in the classroom are far from
safe from the allure of drugs, guns and crime.

A 2009 government survey of some 55,000 secondary
schoolchildren in five Mexican cities showed more than one in
five had seen classmates carry a weapon and that one in eight
would sell marijuana for cash if a friend egged them on.

Those who graduate towards the cartels can expect a brutal
schooling from their new teachers, according to the testimony
of Miguel Ortiz Miranda, a member of La Familia cartel captured
last year, whose interrogation later surfaced on Youtube.

In graphic detail, he calmly described how new assassins
were quickly put to the test with selected victims.

"We made (the new ones) kill them, and slit their throats
and quarter them and all that. So that the new people would
lose their fear of cutting an arm ... or a leg," he said.

Others end up as drug dealers, fixers or watchmen but those
safer jobs do not always pay as well, according to Beatriz
Hernandez, 21, one of the other women arrested with Mendoza,
who said she earned 4,000 pesos every two weeks as a look-out.

With Mexico struggling to clean up its justice system or
create more decent jobs, some young people see gangland murders
as a real career option.

"This is about the impunity here," Islas said. "Because of
it, the perception of risk attached to committing this kind of
crime is very low. Murders are not solved in Mexico."

Reporting from Mexico City — A 14-year-old boy who says he's been killing or working for drug cartels since he was 11 has been captured by the Mexican army after a monthlong hunt, authorities said Friday.
Edgar Jimenez Lugo, who authorities said was born in San Diego, was wanted on suspicion of killing rivals — allegedly beheading some of them — as part of his work for an especially violent drug-trafficking cartel.

Jimenez was attempting to board a flight for Tijuana with two sisters Thursday night when authorities detained him in Morelos state south of Mexico City. They were apparently planning to flee the country after the boy's alleged exploits made headlines last month.
"I've killed four people by chopping off their heads," the boy reportedly said after his capture. "I just cut off their heads; I never went and hung the bodies from bridges or anything like that."
Jimenez, alias El Ponchis, was quoted in media reports as saying he had been forced to work for a faction of the Beltran Leyva drug cartel under pain of death ever since henchmen from the group kidnapped him three years ago. He said he was usually high on drugs as he killed.
Marco Antonio Adame, the governor of Morelos, said in a news conference that Jimenez was a U.S. citizen by virtue of his San Diego birth.
The story of the boy had become something of a cause celebre here when it first emerged several weeks ago. Rumors abounded that he was a ruthless decapitator and that some of his work had been videotaped. (Initial reports erroneously put his age at 12.) Mexican media immediately dubbed him "the boy killer" and "the hit boy."
Photographs from Morelos on Friday showed a skinny Jimenez, dressed in baggy cargo pants and a black sweatshirt, standing between two well-armed soldiers in camouflage. His hands are stuck in his pockets and his head barely clears their shoulders.
The drug gang he allegedly worked for, the so-called South Pacific Cartel, has been locked in deadly battle with another Beltran Leyva faction for control of the city of Cuernavaca and other parts of Morelos — a dispute that erupted following the killing of drug boss Arturo Beltran Leyva by Mexican forces a year ago. More than 300 people have been killed in the conflict.
Jimenez reportedly ran with a group of boys and men ages 12 to 23 and represents a trend of ever younger Mexicans working for the cartels as killers, mules and enforcers and in other capacities. If judged guilty, the boy would be the youngest cartel killer known to be in prison.
His age poses a legal dilemma for Mexican authorities, who on Friday were scrambling to figure out which laws and agencies would handle a minor suspected of such egregious crimes.

Sister Helen Chaska was murdered in late summer 2002 by being strangled with her rosary beads — the beads were found imbedded in her neck. She was also raped, as was another nun who accompanied Sister Helen during walking prayers. Both women were in Klamath Falls, Oregon, doing missionary work when the crimes occurred. Her accused murderer is Maximiliano Esparza, who is in the United States illegally, and was convicted in 1988 of robbery and kidnapping in Los Angeles. He was sentenced to six years in prison, was released in 1992 and was on probation until 1995. By law, this man should have been deported to Mexico after his release in 1992. Instead, the INS allowed him to remain in the United States and commit even more heinous crimes. In this article, Michelle Malkin notes the Esparza crime and other examples of INS standard procedure of "catch and release" in violation of law. Sentencing Update: On April 8, 2003, Esparza was sentenced to life in prison without parole. The sentence was a deal worked out with the prosecution to avoid a trial with the possibility of the death penalty. Klamath County District Attorney Ed Caleb said that he wanted to avoid forcing the other nun who had been attacked to testify. In addition, Caleb sent a bill to the Mexican consulate for the cost of investigating and prosecuting the case. Not much chance of getting any money, but it is a reasonable gesture.

Mexican Gang Charged With Terrorizing Blacks

To demonstrate its loyalty to the notoriously violent Mexican Mafia prison gang, an affiliate Latino street organization has worked to cleanse a southern California city of black residents by terrorizing, threatening and intimidating them.
Details of the decades-long genocide operation in the Los Angeles County city of Azusa are laid out in a huge grand jury indictment issued by the Department of Justice this week. More than 50 Latino gang bangers, many of them surely in the U.S. illegally, have been charged for targeting blacks by beating, robbing and threatening them.
The goal was to drive blacks out of the predominantly working-class Latino city of about 46,000. The crimes were committed by members of the Azusa 13 gang, which runs a sophisticated criminal enterprise financed with lucrative drug-trafficking proceeds. The gang also taxes the area’s drug dealers and shares some of the money with the Mexican Mafia, according to the 112-page indictment.
Latino gangs have for more than a decade targeted blacks in the sprawling southern California County, which is an illegal alien hotbed that has long offered sanctuary. In the last few years alone, dozens of Latino gangbangers have been charged with murdering, harassing or attacking blacks in the area, the feds say in their indictment.
As far back as 1999 the Azusa 13 was targeting blacks in the area, prosecutors say. That year a 17-year-old member named Ralph “Swifty” Flores murdered a black teenager and was sentenced to life in prison without parole. In 2008 an illegal immigrant from a different gang murdered a Los Angeles high school footballs star shortly after completing a prison sentence for a separate felony.
