Former ICE Chief Thomas Homan: Open Borders Are About Giving Democrats Future Voters

Former Acting Immigration and Customs Enforcement (ICE) Director Thomas Homan says Democrats’ support for open borders is driven by their “political future” — viewing illegal aliens as potential voters.

During a House Oversight and Accountability Committee hearing this week, Homan was asked by Rep. Jim Jordan (R-OH) what the motivations are behind President Joe Biden’s driving up the nation’s foreign-born population to nearly 50 million, partially by releasing millions of illegal aliens into the United States interior.

Homan, who is also a visiting fellow at the Heritage Foundation, suggested that Democrats’ political willpower drives their open borders agenda.

“President Biden voted for border barriers. He voted for the Secure Fence Act. Why’d he stop building them then? This is political. There’s no other reason,” Homan said, adding:

I’ll ask anybody, what is the downside of less illegal immigration? What is the downside in having a secure border? What’s the downside in less women being sexually assaulted? What’s the downside in less children drowning in rivers? What’s the downside in less fentanyl coming to this country and killing thousands of Americans? What’s the downside in less trafficking, sex trafficking women and children? What’s the downside in millions of dollars not being made by the cartels? [Emphasis added]

[Democrats] obviously see some sort of political future, some political thing that’s going to benefit them in the future. People say, ‘Well maybe they’re Democrat voters.’ I know one thing, President Biden also overturned the Trump census rule which means millions of these people will be counted in sanctuary cities in the census. What does that mean? It means more seats in the House … so I don’t know [emphasis added].

Indeed, as Homan noted, former President Donald Trump had sought to exclude illegal aliens from the Census Bureau’s count solely for congressional apportionment to ensure that left-wing, major cities were not given more House districts simply because of their sanctuary policies that attract illegal immigration.

At the start of 2021, Biden announced that he was overturning that rule and would subsequently include illegal aliens in the count that allots congressional districts to the states.

Democrats are “for noncitizens being able to vote. … That’s just where the left is. … I get it all the time: ‘Why would they allow this situation to happen?'” Jordan said:

The way I look at it, we’re on pace to hit 12 million migrants coming into the country under the Biden administration. That’s the magnitude of this phenomenon. That’s equivalent to the entire population of our state, the state of Ohio — the seventh largest state … that’s an unbelievable number. … I think it’s being done intentionally, and I think the American people would like to know, and I think, more importantly, they’d like it to stop [emphasis added].

According to the latest estimates by Rep. Mark Green (R-TN), chairman of the House Homeland Security Committee, Biden’s Department of Homeland Security (DHS) has welcomed nearly five million border crossers and illegal aliens into American communities in just three years.

“Hundreds of criminal illegal aliens are being released into our communities, and cities and states are spending billions of dollars — not on their own citizens — but on illegal aliens arriving every day,” Homan wrote in his written testimony.

Report: Open Borders Bill May Be Voted on ‘Next Week’

Democrats may schedule a vote “next week” on the still-secret plan to manage President Joe Biden’s profound illegal immigration, according to reports.

“[From] Inside the Senate GOP lunch — McConnell told Republican senators the Senate could vote on the border/Ukraine supplemental NEXT WEEK per three attendees,” said a Wednesday afternoon post on X from Andrew Desiderio at Punchbowl News.

GOP senators usually hold a weekly lunch on Wednesdays and discuss conflicting strategies and priorities. These are where the leadership sets the direction. Reporters wait outside the lunchroom to quiz the senators as they leave and to get authorized leaks from senators’ staffers.

Senate Minority Leader Mitch McConnell (R-KY) says he supports the draft border deal, in part because he wants the administration to fund Ukraine’s war against Russia with another $60 billion in weaponry and funds.

But the draft deal is not completed. “There are boundaries to the conversation around gun laws. There are almost no boundaries to the conversation around immigration & border law,” said Sen. Chris Murphy (D-CT), one of the three primary negotiators. The GOP negotiator is Sen. James Lankford (R-OK), who is praised and reviled by rival groups.

So far, Biden’s deputies have welcomed at least five million illegal migrants over the southern border, in addition to the annual inflow of roughly 1.5 million legal immigrants and visa workers. Overall, Biden’s inflow has delivered roughly three migrants for every two American births

Lankford is denouncing early leaks of the draft deal that Breitbart News published.

“There’s always rumors about what’s actually out there,” Lankford told a CNN producer on January 16.

No one’s seen the text. [House] Speaker [Mike] Johnson has been very clear that if this is the whole agreement, this is a major problem. And it’s clearly not. And there’s all kinds of things that are flying around the internet right now. And I just smile to people and say, there’s a basic principle of life that you don’t believe everything you read on the internet and get the facts.

Sen. Lindsey Graham (R-SC) is touting the draft deal — if the White House is willing to make unclear concessions on the so-called “parole pathway.”

Industry lobbyists are successfully pushing establishment media outlets to portray the dispute as a disagreement about how best to manage and employ the millions of economic migrants who show up at the border. For example, the pending deal would offer workers permits to migrants under the novel claim that they should work instead of getting taxpayer funds while they are waiting years for their legal claims to be decided by the courts.

In contrast, pro-American groups are emphasizing the enforcement of the nation’s existing border laws, such as the law requiring that migrants be detained until their legal claims are decided. The laws are designed to protect American families from unscrupulous investors who hire and rent homes to desperate illegal migrants instead of negotiating on fair terms with American families.

GOP leaders in the House oppose any deal that does not enact the H.R. 2 border stabilization bill.

Cygnal Poll: Republicans Should ‘Tap into’ Voter Anger over Illegal Migration

Republican candidates should recognize that 70 percent of swing-voting independents “strongly” or “somewhat” favor the deportation of illegal migrants, according to a poll by Cygnal released Tuesday.

“This new national data shows just how voters view an unsecure border and the subsequent illegal immigration as a crisis, one that they believe is not being addressed by the Biden Administration,” said Brent Buchanan, president of the Cygnal polling firm. He continued:

Republican candidates at all levels would be wise to tap into this sentiment and contrast themselves with a sheepish bench of Democrats who have largely let the issue fester to a boiling point no locality can afford to further ignore because it’s impacting voters day-to-day lives.

The detailed results from the January 11-12 poll of 2,000 likely voters show that 61 percent of Republican supporters “strongly” support deportations.

The “strongly” opinions are more important than “somewhat” opinions because they are the most likely to determine how a person votes.

The survey showed that 50 percent of all Democrats favor deportations of illegals — 21 percent “strongly,” and 29 percent “somewhat.”

Many other polls show rising public opposition to legal and illegal migration amid President Joe Biden’s business-backed, easy-migration border policy.

The poll comes as Republican leaders in the Senate intensify their push to reach a border deal with Democrats, despite Democrats’ record of using legal and illegal methods to extract millions of poor and desperate migrants from poor countries. Many Democrats — and some Republicans — want the draft deal so they can minimize the visibility of Biden’s aggressive migration policy during the 2024 presidential campaign.

Support for deportations is weaker among some groups: Roughly 33 percent among women, 5 percent among women younger than 55, 34 percent among voters who vote in presidential elections, and 28 percent among “swing voters.” An additional 32 percent of “swing voters” say they “somewhat” support deportation.

Federal Appeals Court Reverses Position, Allows Texas Floating Barrier to Remain

EAGLE PASS, Texas — The State of Texas secured a rehearing before the U.S. Court of Appeals for the Fifth Circuit that will allow the floating buoy barrier installed in the Rio Grande to remain in place until the full court hears the case. The en banc court hearing will take place in May 2024 and reverses a prior ruling ordering the state to remove the barrier system.

In December 2023, the Fifth Circuit panel issued a split 2-1 ruling affirming the Biden administration’s Department of Justice argument that the buoys posed a threat to public safety and blocked navigation in the Rio Grande. As reported by Breitbart Texas, the decision of the appeals court at the time upheld a lower court injunction that instructed the state to remove the 1000-foot floating barrier within ten days.

Texas Governor Greg Abbott issued a statement promising constituents he and Attorney General Ken Paxton would be filing the request for a full court hearing on the matter and expressed his willingness to take the case to the U.S. Supreme Court if necessary.

The barrier, installed at a busy migrant crossing point near Eagle Pass, Texas, in July 2023, is a product manufactured by the Cochrane USA corporation. Abbott announced the installation of the floating barrier system in 2023 as he signed a host of border security bills in Austin. The project quickly came under fire by open-border protesters unhappy with the installation of the buoys and Governor Abbott’s enhanced border security efforts under Operation Lone Star.

Wednesday’s ruling issued by the Fifth Circuit is a part of several legal battles between the state and the Biden Administration over steps Texas is taking to reduce migrant crossings at its border with Mexico. The announcement of the ruling by the Texas Attorney General comes on the heels of another potential legal battle between the Biden Administration and Paxton over the recent seizure of Shelby Park in Eagle Pass by the Texas Military Department.

As a result of last week’s seizure of the border park adjacent to the Rio Grande, the Biden administration’s Department of Homeland Security issued Paxton a cease-and-desist letter claiming the Border Patrol’s right to enter the park to perform official duties had been unlawfully impeded by the move. The letter demanded the state to remove temporary gates from the park’s entrance and allow the Border Patrol full access by the end of the day on Wednesday or face legal action.

As reported by Breitbart Texas, Paxton responded to the letter by sending correspondence to the Department of Homeland Security refuting the legal issues contained in the cease-and-desist letter and vowing to stand firm on the State’s seizure and conditions for entry into the area by the Border Patrol.

That issue, as well as another federal court case regarding the Border Patrol’s right to cut or move concertina wire installed along the border, remains unresolved.

House Denounces Biden Admin’s ‘Open Border Policies’ in Bipartisan Resolution

The U.S. House of Representatives denounced the Biden administration’s “open border policies” in a bipartisan resolution passed on Wednesday. The resolution, with the support of 14 Democrats, condemned President Joe Biden’s border security and immigration policies while praising those of former President Donald Trump.

House members voted 225-187 to approve H.Res.957 on Wednesday evening. Texas Democrat Representatives Henry Cuellar, Colin Allred, and Vincente Gonzalez voted with 11 other Democrats in support of the resolution. Other Democrats from Alaska, Arkansas, Colorado, Florida, Illinois, Nevada, North Carolina, Maine, Minnesota, and Washington voted Yea on the resolution. Democrats in the border states of Arizona, California, and New Mexico either voted no or did not vote on the measure. Republicans voted 211 Yeas and 9 Not Voting.

The resolution “condemns the national security and public safety crisis that President Joe Biden, ‘Border Czar’ Vice President Kamala Harris, Secretary of the Department of Homeland Security Alejandro Mayorkas, and other Biden administration officials have created along the southwest border.”

The “Biden administration refuses to use tools already at its disposal to end the border crisis,” the resolution states, referring, in part, to the Remain in Mexico program put in place by President Trump.

The full resolution states:

118th CONGRESS
2d Session
H. RES. 957

Denouncing the Biden administration’s open-borders policies, condemning the national security and public safety crisis along the southwest border, and urging President Biden to end his administration’s open-borders policies.

IN THE HOUSE OF REPRESENTATIVES
January 11, 2024
Mr. Moran submitted the following resolution; which was referred to the Committee on the Judiciary, and in addition to the Committee on Homeland Security, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned

RESOLUTION
Denouncing the Biden administration’s open-borders policies, condemning the national security and public safety crisis along the southwest border, and urging President Biden to end his administration’s open-borders policies.

Whereas the United States is in the midst of the worst border security crisis in the Nation’s history;

Whereas, during every month of the Biden administration, U.S. Customs and Border Protection (CBP) has encountered more than 100,000 illegal aliens along the southwest border;

Whereas the total number of illegal aliens encountered along the southwest border during the Biden administration exceeds 7 million;

Whereas the Biden administration has released at least 3.3 million of those illegal aliens into the interior of the United States;

Whereas, during the Biden administration, more than 1.7 million known illegal alien “gotaways” have successfully evaded U.S. Border Patrol along the southwest border;

Whereas, during the Biden administration, an untold number of unknown illegal alien “gotaways” have evaded detection along the southwest border;

Whereas the record 312 illegal aliens on the Terrorist Screening Dataset encountered by Border Patrol along the southwest border during the Biden administration represents a more than 2,700-percent increase when compared to the total number of such aliens encountered during all four years of the previous administration;

Whereas the Biden administration created the illegal alien crisis at the southwest border by terminating the Migrant Protection Protocols, halting border wall construction, abusing parole authority, mass releasing millions of illegal aliens into the country, and implementing policies that incentivize illegal immigration, among other actions;

Whereas the Biden administration systematically dismantled immigration enforcement and restricted the ability of immigration officials to deport aliens who violate United States law, ensuring relatively few aliens, including criminal aliens, are removed from the country;

Whereas the Biden administration’s lax immigration enforcement policies have resulted in numerous violent criminal aliens being released into United States communities;

Whereas the Biden administration’s lax border enforcement policies have allowed fentanyl to saturate United States communities and kill Americans;

Whereas the Biden administration’s historic border crisis has made every State a border State;

Whereas the Biden administration refuses to use tools already at its disposal to end the border crisis; and

Whereas the Biden administration’s proposed solution to the historic border crisis—legislation to grant amnesty to tens of millions of illegal aliens—will do nothing but incentivize additional illegal immigration: Now, therefore, be it

Resolved, That the House of Representatives—

(1) denounces the Biden administration’s open-borders policies;

(2) condemns the national security and public safety crisis that President Joe Biden, “Border Czar” Vice President Kamala Harris, Secretary of the Department of Homeland Security Alejandro Mayorkas, and other Biden administration officials have created along the southwest border; and

(3) urges President Biden to end his administration’s open-borders policies.

Representative Elise Stefanik (R-NY) blamed President Biden’s policies for the crisis along our nation’s borders.

“Joe Biden’s Far Left open border policies are responsible for the crisis happening at our Northern and Southern Borders, turning every community into a border community. House Republicans passed the strongest border security bill in history. It’s well past time for Biden to end his failed open border policies and secure our Northern and Southern Borders,” Congresswoman Stefanik said in a written statement. “Every day Biden’s Border Crisis rages on, lives are endangered and hardworking taxpayer dollars are needlessly spent which is why I voted to condemn Biden’s open border policies and demand he secure our nation’s borders at once.”

Representative Jared Golden (D-ME) wrote, “Illegal immigration threatens our national security and undermines American jobs. It’s time for Congress and the Biden administration to come together and pass legislation to meaningfully address issues at the border. It should be a top priority in Washington, just like it is in most of America.”

Speaker of the House Mike Johnson led a delegation of 64 Republican lawmakers to the border on January 3, Breitbart Texas reported. During the visit, the speaker called President Biden’s policies “an unmitigated disaster.”

“Last month alone, we saw the most illegal border crossings in recorded history,” Speaker Johnson said after touring the border region, visiting a Border Patrol processing facility nearby, and receiving a security briefing. “It’s an unmitigated disaster, it’s a disaster of the president’s own design.”

During the first three months of Fiscal Year 2024, which began on October 1, Border Patrol agents in the nine southwest sectors apprehended 673,000 migrants who illegally crossed the border between ports of entry, Breitbart Texas reported.

REPORT: Monthly Migrant Encounters in December Exceed 300K for First Time

Migrants wait to be processed by the U.S. Customs and Border Patrol after they crossed the Rio Grande and entered the U.S. from Mexico, Thursday, Oct. 19, 2023, in Eagle Pass, Texas. Starting in March, Texas will give police even broader power to arrest migrants while also allowing local judges …

For the first time ever, migrant encounters along the southern border exceeded 300,000 in a single month, according to a report citing unofficial CBP sources. The report states December was the highest month in history for migrant encounters along the southwest border.

U.S. Customs and Border Protection officials, including Border Patrol agents and CBP OFO officer, encountered 302,000 migrants along the southwest border in December, according to an official source speaking with Fox News on Tuesday. The reported encounters set a new single-month record for CBP encounters and mark the first time this number has exceeded the 300,000-migrant threshold.

If the numbers reported by Fox News are accurate, this brings the first-quarter total number of encounters to more than 785,000 migrants.

The majority of the 302,000 reported migrant encounters in December were migrants apprehended by Border Patrol agents after illegally crossing the border between ports of entry. During the first 28 days of December, that number exceeded 232,000, Breitbart Texas reported.

The historic surge in migrant apprehensions is hitting the Del Rio and Tucson Sectors especially hard. During the first 21 days of December, Tucson Sector Chief Patrol Agent John Modlin reported his sector apprehended nearly 74,000 migrant apprehensions. This represents the largest single-month total for the Tucson Sector since the last year of the Clinton administration, when agents encountered 76,245 in March 2020. In contrast, during FY20, President Donald Trump’s last full year in office, Tucson Sector agents apprehended only 66,076 migrants.

Del Rio Sector Acting Chief Patrol Agent John Bernal reported the apprehension of more than  22,000 migrants during the week before Christmas — plus another 1,600 known gotaways.

During the first two months of Fiscal Year 24, which began on October 1, Del Rio Sector agents apprehended 81,159 migrants who illegally crossed the border between ports of entry. This represents an apprehension rate of approximately 1,330 migrants per day. The daily apprehension rate in December appears to be in the 2,500 to 3,000 migrants range.

On New Year’s Day, overcrowded NGO shelters and Border Patrol processing centers forced federal officials to release busloads of migrants directly onto the streets of Eagle Pass, Breitbart’s Randy Clark reported. “Most of the migrants huddled outside a local transportation company, hoping to make a quick exit from the small border city,” Clark wrote.

U.S. Customs and Border Protection will report official numbers for December in mid-January.
