Derided for Laughing at Suggestion to Recite the Pledge of Allegiance
A Republican candidate for
Congress in California is calling on U.S. Rep. Xavier Becerra to "clarify
his reaction" after the Democrat was caught on a YouTube video laughing at
a suggestion that the Pledge of Allegiance be recited prior to a union meeting
in Los Angeles.
If the Pledge of Allegiance
is a laughing matter, then the joke may be on a California congressman.
A Republican candidate for
Congress in California is calling on U.S. Rep. Xavier Becerra to "clarify
his reaction" after the Democrat was caught on a YouTube video laughing at
a suggestion that the Pledge of Allegiance be recited prior to a union meeting
in Los Angeles.
The 46-second video was captured by an
unidentified staffer who accompanied candidate Ari David to a Service Employees
International Union meeting on Saturday. By early Tuesday, the video had
been viewed roughly 10,000 times.
David will not be opposing
Becerra in November; he is running to replace Democratic U.S. Rep. Henry Waxman
in a neighboring district. He said he attended the meeting in Becerra's
district in hopes of meeting with Waxman, who he said was an invited guest.
On the video, a man off
camera can be heard saying: "I'm here for Ari David for Congress. Can we
start this meeting with the Pledge of Allegiance?"
Hilarity ensues, most notably
on behalf of an unidentified woman standing behind a lectern. Becerra, seated
on stage, can be seen smiling and stifling his laughter as he bends slightly
forward in his chair.
"No, I'm serious,"
David's staffer continues. "Congressman, shouldn't we say the Pledge of
Allegiance if we all want to be citizens? Wouldn't that be appropriate to say
the Pledge of Allegiance?"
"Sure, of course,"
the woman on stage replies. "OK, let's go for it -- you lead."
The pledge is then recited by
everyone in the room, followed by raucous applause.
David told Fox News he found
Becerra's reaction "completely inappropriate," adding: "I was
stunned as an American that one of our members of Congress would act that way.
"Considering these
people want immigration reform, shouldn't they say the national anthem before a
public meeting with their elected official there?"
If Becerra thought the
situation was comical, it was the congressman's "prerogative" to
laugh, David said.
"Is it that offensive of
a notion to be asked to say the Pledge of Allegiance?" the candidate
continued.
Becerra defended the reaction
in a statement to Fox News, saying:
"On the morning of
February 20th, I was invited to address some 500 people gathered to discuss the
human tragedy of a broken immigration system and the need to fix it. At some
point during that meeting, a political operative for a congressional campaign
asked if we could recite the pledge of allegiance. The meeting was already
under way and the question was unexpected. It took us all by surprise. When the
speaker explained that he was serious and asked me specifically if we could say
the pledge, I said yes and gestured to the moderator, who then led the entire
gathering in reciting the pledge."

Supervisor says county spends more than $1 billion a year on benefits to
illegals. According to new data from the Department of Public Social Services,
nearly twenty five percent of Los Angeles County Â’s welfare and food stamp
benefits goes directly to the children of illegal aliens, at a cost of $36
million a month for a projected annual cost of $432 million.
"The total cost for illegal immigrants to County taxpayers far exceeds $1

Illegals Receiving Health Care …."But....( of course there is!)"
“If you’re in this
country illegally, should you be able to get health care?” CNN’s John King
asked Mrs. Pelosi.
“No, illegal immigrants are not covered by this plan,” she replied.
Mrs. Pelosi’s remarks are downright deceptive, according to Congressman Lamar
Smith (R-Texas), who points out that the proposed health care legislation “
contains gaping loopholes that will allow illegal immigrants to receive
taxpayer-funded benefits .”
These loopholes, Rep. Smith maintains, are “no accident.” He maintains that the
proposed legislation, despite months of debate, still contains no mechanism for
verifying if applicants are legal residents or not.
The Republican members of the Ways and Means Committee attempted to address
this loophole by an amendment proposed by Congressman Dick Heller (R-Nevada)
which would have required applicants for government provided or subsidized
health care to demonstrate eligibility through the Income and Eligibility
Verification System (IEVS) and the Systematic Alien Verification for
Entitlements (SAVE) systems.
But, on July 29, the Heller Amendment was soundly defeated by the following 26
Majority Members of the House Ways & Means Committee: Xavier Becerra (Calif.), Shelley Berkley (Nev.), Earl
Blumenauer (Ore.), Joe Crowley (N.Y.), Artur Davis (Ala.), Danny Davis (Ill.),

The Federal for American Immigration Reform (FAIR) believes the legislation is
now purposefully self-contradictory in order to ensure that the millions of
illegal Latinos will receive coverage. FAIR points out that while one provision
of the proposed health care reform bill states illegal immigrants will not be
eligible for benefits, the legislation remains without any system of
verification for determining if a patient is a legal or illegal U. S. resident.
Moreover, Fair insists, the bill leaves open the possibility that if one
citizen family member is eligible for benefits, then the entire family —
including illegal immigrants — is also eligible for the benefits.
“At a time when the federal government is running trillion dollar deficits, and
the projected costs of the proposed health care overhaul seem to grow with each
passing day, the committee that writes our tax laws wants Americans to pay for
the health care costs of illegal aliens,” says FAIR President Dan Stein. “Given
the opportunity to close loopholes that would cost the public billions of
dollars each year, Democrats on the committee unanimously rejected an amendment
that would bar illegal aliens from a national health care program.”
The cost of treating illegal aliens amounts to nearly $11 billion a year,
according to calculations done by the Federation for American Immigration
Reform (FAIR), a non-profit group that opposes illegal immigration. And that
cost is not expected to go away if a health insurance reform bill becomes law.
According to FAIR’s Director of Special Projects Jack Martin, illegal
immigrants presently cost U. S. taxpayers $10.7 billion a year for health care.
The numbers are contained in a report that FAIR plans to publish in the near
future.
“The current health care bill is looking as if it is leaving a very large
loophole for medical coverage being provided to illegal aliens,” Martin said.
So again, yes, the speaker of the House can say: "We've made no provision
for Health Care for Illegal Aliens". But, is she in fact telling you the
WHOLE truth or only half a truth. I am an independent voter and I, at this

Activists on Both Sides Step Up Efforts

As
Congress's debate over health-care legislation lumbers toward a defining test
for the Obama presidency, partisans on both sides of another issue --
immigration -- escalated their own proxy war this week, concluding that the
fates of the two issues have become politically linked.
Trying
to beat back a furor over whether President Obama's centerpiece initiative
would subsidize health care for illegal immigrants, liberal supporters of an
immigration overhaul on Monday called a main proponent of that claim a
"hate group," citing its founder's ties to white supremacists and
interest in racist ideas, such as eugenics.
The
counterattack comes as opponents of illegal immigration plan a Capitol Hill
lobbying push, starting when 47 conservative radio hosts hold a "town hall
of the airwaves" in Washington on Tuesday and Wednesday to highlight the
costs of illegal immigration.
Strategists
on both sides said the clash underscores how Republican activists have stirred
populist anxiety against not only Obama's health-care effort but also other
parts of his agenda, and how core Democratic groups have concluded that it is
time to return fire.
In
an ad published in the Capitol Hill newspaper Roll Call and a teleconference
with reporters, America's Voice, an umbrella group of immigrant advocacy
organizations, accused the Federation for American Immigration Reform, a prime
lobby for reduced immigration, of leading xenophobic efforts to lower the
number of Hispanic people in the United States.

Allies
of America's Voice, including leaders of the National Council of La Raza, a
Latino civil rights group, and Media Matters, a news watchdog group, alleged
that FAIR and related organizations play on nativist, racially charged fears to
drown out debate.
"The
Federation for American Immigration Reform (FAIR) is designated a HATE GROUP by
the Southern Poverty Law Center," the ad reads, citing a December 2007
listing by an independent group based in Montgomery, Ala., that monitors racist
organizations. "Extremist groups, like FAIR, shouldn't write immigration
policy," the ad concludes.
Dan
Stein, president of FAIR, called attacks on the group's founder, John Tanton,
false and outdated.
"Saying
something that's not true or telling a lie 50 times doesn't make it more true
than the first," Stein said, noting that the SPLC began its attacks
earlier this decade. "They've decided to engage in unsubstantiated,
invidious name-calling, smearing millions of people in this movement who simply
want to see the law enforced and, frankly, lower levels of immigration,"
Stein said.

Supporters
of immigration reform usually stopped short of such blunt attacks when Congress
debated the issue in 2006 and 2007.
Frank
Sharry, executive director of America's Voice, said conservative activists have
been trying to intimidate Congress by tapping into a thin but vocal vein of
populist anger. Sharry acknowledged that the best scenario for a successful
legalization push would be "a comeback victory for health-care reform."
Obama has said he will turn to immigration next after energy legislation.
"We
didn't call them out last time, we thought we were in a political debate. Now
we realize it's part political debate and . . . part culture war," Sharry
said. "These talk-show guys and FAIR, this isn't about immigration policy,
as much as they think there are way too many Latinos in this country and they
want to get rid of a couple of million of them."
Mark
Krikorian, executive director of the Center for Immigration Studies, a think
tank spun off FAIR, said Obama and congressional Democrats have lost
credibility in the dispute over health coverage for illegal immigrants and
probably were surprised by its intensity.
"Right
now there are a lot of members of Congress who might have thought the
immigration issue wasn't as hot for opponents as it was a couple of years
ago," Krikorian said. "They were disabused of that notion."

Rep. Joe Wilson's shout of "You lie!" during Obama's speech to
Congress last Wednesday night dramatized the dispute, in which critics say
Democrats are not doing enough to verify that illegal immigrants will not
receive expanded health coverage at taxpayers' expense. The White House said
Obama's plan would tighten restrictions and require more verification of legal
residency. Supporters say research indicates that abuse is rare, that
enforcement costs outweigh savings and that U.S. citizens may be improperly
denied help.
In
a series of reports, the Southern Poverty Law Center and the Anti-Defamation
League have focused on Tanton, who founded FAIR in 1979. The groups quote from
Tanton's correspondence with Holocaust deniers and white nationalist thinkers,
his expressed interest in anti-Semitic writers and the study of eugenics, and
concerns about the "educability" of Hispanics and the loss of a
"European American" majority.
"We
want to keep that drumbeat going so politicians know when FAIR lobbyists speak
to them, this is who they represent," said Heidi Beirich, an SPLC researcher.
Stein
defended FAIR's track record, cited its diverse membership and said the group
"stands four-square against discrimination based on race, ethnicity or
religion." He said attacks on Tanton are taken out of context and
"simply do not reflect the true character of the person," whom Stein
described as a "Jeffersonian or Renaissance man or intellect" whose
interest and writings span a wide range of issues.
He
criticized America's Voice and allied groups as "juvenile mud throwers who
seem unprepared to engage in serious public debate."

Congressional study shows illegal immigrants sap tax dollars

A study by the U.S. Congressional Budget Office released Tuesday backs up the
view that undocumented immigrants sap more tax dollars than they provide,
especially in education, health care and law enforcement.
The study pulled together reports from the past five years, using data from
sources including the Pew Hispanic Center, the Rand Corp., the U.S. Department
of Homeland Security and various universities. The Congressional study also
incorporated facts from states, including Arizona, but its authors acknowledged
there was no aggregate estimate that could be applied to the entire country.
The report says that in 1990, 90 percent of undocumented immigrants primarily
were in six states: California, Florida, Illinois, New Jersey, New York and
Texas.
By 2004, undocumented immigrants had increased tenfold in other states, most
notably Arizona, Georgia, North Carolina and Tennessee, according to statistics
from the Pew Hispanic Center.
The report estimates there are 12 million undocumented immigrants nationwide.
Of those, 60 percent are uninsured and 50 percent of the children are
uninsured. Again using 2004 statistics from the Pew Hispanic Center the average
income of undocumented immigrants was $27,400 while Americans earned $47,800.
The difference puts undocumented immigrants in a lower tax bracket, thus
reducing the amount of federal and state income taxes generated.
The study also showed that while undocumented workers represented just 5
percent of state and federal service costs, their tax revenue did not offset
the amount spent by government. The authors of the study stated that, "the
general consensus is that unauthorized immigrants impose a net cost on state
and local budgets. However, no agreement exists as to the size of, or even the
best way of measuring, that cost at a national level."
In education, which the study notes is the largest single expenditure in state
and local budgets, multiple states reported 20 to 40 percent higher costs
educating non-English speaking students, many of whom come from the homes of
undocumented immigrant parents. Using New Mexico statistics from 2004 as a
model, education spending on undocumented immigrants comprised $67 million of
the state's $3 billion education budget.
The study estimates there are 53.3 million school-age children in the U.S., 2
million of whom are undocumented immigrants and another 3 million who are legal
citizens, but whose parents are not.
Undocumented immigrants are more likely to access emergency rooms and urgent
care facilities because most do not have health care, the study said. In
Arizona and other border areas, states paid nearly $190 million in health care
costs for undocumented immigrants in 2000, the study reported. The amount,
which the study says likely has risen since then, represented one-quarter of
all uncompensated health care costs in those states that year.
While the report found that undocumented immigrants are less likely to be
incarcerated than American natives, it said states still bear a large cost for
the legal process. Based on a report from the U.S./Mexico Border Counties
Coalition from 2001, counties from the four states that border Mexico spent
more than $108 million on law enforcement activities involving undocumented
immigrants. San Diego County in California spent nearly half of that, with more
than $50 million going into law enforcement activities involving undocumented
immigrants.

As discussion on health care
reform continues, we urge you to include measures that will prevent illegal
immigrants from receiving taxpayer-funded benefits in any health care reform
bill considered by the House. While the House bill currently says illegal
immigrants cannot get benefits, the statement is meaningless because the bill
contains no verification mechanism to ensure that illegal immigrants will not
receive benefits.
The non-partisan
Congressional Research Service (CRS) recently issued some troubling information
on the immigration-related provisions of the current health care bill, H.R.
3200. Specifically, the new CRS Report R40773, Treatment of Noncitizens in
H.R. 3200, points out the following:
- CRS states that H.R. 3200 "does not contain any
restrictions on noncitzens—whether legally or illegally present, or in the
United States temporarily or permanently—participating in the
[taxpayer-subsidized Health Insurance] Exchange."
- While section 142(a)(3) of H.R. 3200 states the
responsibility of the Health Choices Commissioner to administer the
"individual affordability credits under subtitle C of title II,
including determination of eligibility for such credits," no specific
enforcement mechanism is outlined in the bill.
- CRS also notes that "there could be instances
where some family members would meet the definition of an eligible
individual for purposes of the credit, while other family members would
not. For example, in a family consisting of a U.S. citizen married to an
unauthorized alien and a U.S. citizen child, the U.S. citizen spouse and
child could meet the criteria for being a credit-eligible individual,
while the unauthorized alien spouse would not meet the criteria. H.R. 3200
does not expressly address how such a situation would be treated.
Therefore, it appears that the Health Choices Commissioner would be
responsible for determining how the credits would be administered in the
case of mixed-status families."
Our constituents find these
provisions unacceptable. The Pew Hispanic Center estimated that there are
almost two million families in the United States where illegal immigrant
parents have U.S.-born children, and even more mixed-status families exist. If
H.R. 3200 becomes law in its current form, billions in taxpayer funds could go
to those who are in our country illegally.
Most of our concerns could be
easily addressed by requiring individuals applying for affordability credits to
undergo citizenship verification using one of the existing programs used for
various social service programs. We urge you to adopt language such as the
Heller amendment (offered in the House Ways & Means Committee during the
markup of H.R. 3200, July 16, 2009) or the Deal amendment (offered in the House
Energy & Commerce Committee markup of H.R. 3200, July 31, 2009) in the final
version of any health care reform legislation to close these costly,
unnecessarily loopholes.

The
announcement last week that Archbishop Jose Gomez of San Antonio will replace
Cardinal Roger Mahony as head of the local Catholic diocese capped an assertion
of power on the part of Latinos in Los Angeles that is remarkable in its
seeming speed.
For decades, only one Latino held unquestioned public power: Edward R. Roybal,
the first Latino to win a seat on the Los Angeles City Council. He spent 13
years there, then moved to Congress to serve 30 years, most of that time as the
region's only Latino representative.
Now the power positions held by Latinos in the Los Angeles area are multiple
and manifest. Besides the Mexico-born archbishop, who is in line to become the
first U.S. prelate of Latino heritage to become a cardinal, there is the mayor.
The speaker of the Assembly. The sheriff. A county supervisor. Several members
of the City Council, of Congress, of the Legislature, of the Los Angeles school
board. The head of the most influential civic entity, organized labor.
"It is coming full circle," said UC Berkeley associate professor Lisa
GarcÃa Bedolla, the author of two books on Latino politics. "That's what
Los Angeles looked like before becoming part of the United States."
It is hardly accidental, however. The moves to the top in politics and other
endeavors have required equal parts population shifts, hard-fought legal
pursuit and political strategizing.
Population numbers are only the most obvious propellant for the ambitions of
both the community and its leaders.
In 1960, according to a USC demographic study, fewer than 10% of the people in
the Los Angeles County area were Latino. By 2008, according to federal census
estimates, almost half were Latino. Roughly the same was true in the city of
Los Angeles.
While trailing the population levels -- because of lagging citizenship numbers
-- the ranks of Latino voters also swelled over those decades.
But their efforts to win elections were thwarted by political lines drawn to
diminish their heft. In the mid-1980s, legal challenges began to chip away at
those hurdles. First came a legal assault on the Los Angeles City Council's
district boundaries, which led to the creation of what was called at the time a
"Latino district."

Next came a federal court fight over the Board of Supervisors. A judge
ultimately decided that the board had drawn its lines to intentionally discriminate
against Latinos. The judge's ruling led directly to the election, in early
1991, of Gloria Molina to the board.
As inspiring to the community as the two legal moves were, however, they
essentially accounted for a single seat each. A more prosaic development, term
limits, would ultimately do far more, according to GarcÃa Bedolla.
Beyond the churning of legislative and council seats was the coincident rise of
organized labor as a factor benefiting Latinos and other minority candidates.
Miguel Contreras, who took over the county labor federation in 1996, ran it
like a powerhouse until his death in 2005. His widow and fellow union leader,
Maria Elena Durazo, now heads the labor organization.
"They explicitly included immigrants . . . [which] made the Latino
community a political force in progressive politics in a way they hadn't been
before," GarcÃa Bedolla said.

A conspiring assist came, at the same time, from the non-Latino head of the
local Catholic Church. Mahony had made a name as a friend of immigrants and
Latinos before he arrived in Los Angeles in 1985. As the Latino population of
the area swelled, he waded into a host of civic entanglements on their behalf.
He publicly defended janitors during a nasty strike. He came out early and
forcefully against Proposition 187, the 1994 measure to strip state services
from illegal immigrants. (It passed overwhelmingly but was largely struck down
by the courts.)
Kenneth Burt, the author of "The Search for a Civic Voice," a history
of California Latino politics, credited Mahony for keeping peace in Los Angeles
between groups seeking power and those afraid of losing it.
"He had a tremendous impact in empowering the Latino community and in
sending a powerful signal that the rise of Latinos should not be seen as a
threat," he said. "Even though he's Irish, he's the first Latino
cardinal in spirit."
All told, the taking of power has been stunning in its breadth. A Loyola
Marymount University study of the top 100 elected positions in Los Angeles from
1959 to 2009 found that for years, only one man -- Roybal -- made the list. The
numbers increased only gradually until 1991, when altered political lines and
long-thwarted ambition pushed the percentage of Latino seats to 18%. By last
year, 33% were held by Latinos.
More subtle, perhaps, has been the more or less tranquil way that change has
been accomplished. Although there have been periods of contention, the flow of
power from whites and blacks to Latinos has happened with far less gnashing
than might have been expected years ago.

In part, that is because both politicians and interest groups have worked at
it. Los Angeles' mayor, Antonio Villaraigosa, won election in his second
attempt by attracting African American voters to go along with the Latino and
Jewish voters who had earlier supported him. One of the main forces behind the
career of former Assembly Speaker Karen Bass, an African American now running
for Congress, has been the Latino-dominated labor movement.
Still, tensions are never far from view. The Republican primary for governor is
currently aboil with the subject of illegal immigration, a perennial flash
point. Although so far the issue has been of little consequence in the
campaign, its presence suggests that some element of the public remains
uncomfortable.
"I don't think you can get rid of so many decades of that competition and
animosity quickly," said GarcÃa Bedolla. "I think it's going to be a
while before we stop having that sense that anything that is good for me is bad
for you."

Media Miss Cartels' War In U.S.

Media: As
Mexico's drug war and Arizona's bid to defend itself take center stage, the
growth of cartels in Los Angeles is another leg of the story. But to know about
it you need to read Spanish.
Los Angeles and its suburbs are in grave
danger of becoming outposts for Mexican drug- and immigrant-smuggling cartels,
according to local law enforcement officials.
"We
have detected the Gulf cartel and Los Zetas," Alvin Jackson, head of the
Narcotics Division of the L.A. Police Department, said in a recent interview.
"They are operating on a middle and street level."
In Mexico, the Gulf and Zeta gangs are among
the most violent, known for beheading opponents, setting off car bombs and
shooting up border cities from Tijuana to Matamoros. In L.A., they've set up
"distribution centers" not just in the slums, but also the San
Fernando Valley and on the well-heeled Westside near Santa Monica.
Five
other Mexican cartels — Sinaloa, Beltran-Levya, La Familia, Arellano Felix and
Carillo Fuentes — also operate in L.A. They're busy recruiting gangs to carry
on the same mayhem they're engaged in south of the border, Jackson said.
Steven
Martinez, who heads the FBI in Los Angeles, agreed with Jackson's observations.
You'd
think this would be news that merits front-page coverage in, say, the city's
newspaper of record, the Los Angeles Times. But it's not. Jackson's and
Martinez's assessments were reported in La Opinion, a Spanish-language daily
that has no English translation.
It's
not that the Times doesn't cover the cartel war in detail from Mexico. But when
it comes to what's going on in Joe Friday's precincts, something that might
have some relevance to its readers, the paper is derelict.

As
illegal immigrants inundate the city and cartels come in behind them, the City
Council declares L.A. a sanctuary city and wastes time boycotting Arizona for
trying to beat back the same problems.
This is
going to create serious problems down the road. L.A. District Attorney Steven
Cooley told the Washington (not the L.A.) Times that gangs and drug traffickers
may create gang- and cartel-controlled city governments.
It's
already evident, he said, along the 710 Freeway towards the Port of Long Beach
— a corridor that encompasses illegal-immigrant-majority towns such as Bell,
the city whose officials were caught feathering their nests with million-dollar
salary packages. The 710, by the way, has seen actual cartel shootings.
