Welfare and food stamp benefits soar $3 million higher than September payout.

New statistics from the Department of Public Social Services reveal that illegal aliens and their families in Los Angeles County collected over $37 million in welfare and food stamp allocations in November 2007 – up $3 million dollars from September, announced Los Angeles County Supervisor Michael D. Antonovich.

Twenty five percent of the all welfare and food stamps benefits is going directly to the children of illegal aliens. Illegals collected over $20 million in welfare assistance for November 2007 and over $16 million in monthly food stamp allocations for a projected annual cost of $444 million.

“This new information shows an alarming increase in the devastating impact Illegal immigration continues to have on Los Angeles County taxpayers,” said Antonovich. “With $220 million for public safety, $400 million for healthcare, and $444 million in welfare allocations, the total cost for illegal immigrants to County taxpayers far exceeds $1 billion a year – not including the millions of dollars for education.”

As an example, the inspector general offers ICE’s Los Angeles field office which has flouted federal policy by creating its own private system of worksite enforcement. During the three-year period considered by the watchdog the office conducted 147 investigations, with 7% resulting in fines and 55% in warnings. Even in instances where more than half of a business’s federal employee verification forms (known as I-9) had “substantive errors” the federal agents in L.A. only issued warnings instead of fines. One business mentioned in the report had its fine slashed an astounding 78%, from $4.9 million to a little over $1 million.

Low-wage workers pay the price of nickel-and-diming by employers

Wage theft, which further impoverishes workers with low pay, thrives in labor-intensive industries in which employees are often from other countries and, in many cases, predominantly female.

The continuing push for higher minimum wages across the country has much to recommend it, but the campaign shouldn't keep us from recognizing a truly insidious practice that impoverishes low-wage workers all the more. It's known as wage theft.

Wage theft, as documented in surveys, regulatory actions and lawsuits from around the country, takes many forms: Forcing hourly employees off the clock by putting them to work before they can clock in or after they clock out. Manipulating their time cards to cheat them of overtime pay. Preventing them from taking legally mandated breaks or shaving down their lunch hours. Disciplining or firing them for filing lawful complaints.

Nickel-and-diming pays well, for the employer.

A study published in 2010 by a network of employment rights organizations calculated that employment and labor law violations cost low-wage workers in New York, Chicago and Los Angeles alone an estimated $56.4 million a week. In Los Angeles, where the survey was conducted by UCLA's Institute for Research on Labor and Employment, the respondents lost an average of 12.5% of their pay — $2,070 annually out of average pay of $16,500.

"Companies can save a great deal of money by cutting labor costs," says Michael Rubin, a San Francisco labor lawyer who last month filed three lawsuits against McDonald's Corp. and its franchisees, alleging a raft of labor law violations at the chain's fast-food restaurants. "When you own a hundred restaurants, even small amounts add up quickly."

The fast-food chain's response to the lawsuits: "McDonald's and our independent owner-operators are each committed to undertaking a comprehensive investigation of the allegations and will take any necessary actions as they apply to our respective organizations." The company didn't respond to a request for an update on its investigation.

The creativity of workplace managers to squeeze dollars from their lowest-paid employees is almost unlimited.

According to a lawsuit filed against Wal-Mart and several of its contractors running its warehouses in Riverside County, the warehouses scrapped their hourly-pay system in 2001 in favor of a piece-rate system in which all the workers on a shift shared a set rate for every trailer they either completely loaded or unloaded.

If they didn't finish the job, they got nothing. For non-loading tasks such as sweeping, they got paid nothing. Their ability to double-check the managers' calculations about how many workers were on each shift was nonexistent. The suit that Rubin filed on behalf of several workers seeks more than $100 million, including more than $60 million in back wages from Wal-Mart and the contractors.

Wal-Mart maintains that it's not the owner of the warehouses and thus isn't responsible, but U.S. District Judge Christina A. Snyder rejected its motion to dismiss the case in January. A motion to certify the lawsuit as a class action covering 1,800 workers is pending.

One common scam is to classify low-wage workers as "independent contractors" to evade wage and hour rules. In 2009, then-California Atty. Gen. Jerry Brown obtained a $14-million judgment against two cleaning companies for cheating 300 janitors out of wages and overtime this way.

"These workers aren't running their own businesses," scoffs Catherine Ruckelshaus, general counsel at the National Employment Law Project. "They're not making capital investments or calling their own shots on when they work. The idea is for them not to be protected by any rules at all."

Most wage theft techniques are less elaborate, if no less demoralizing.

"I've gotten fed up and tired of being treated horribly," says Rhonesha Victor, 24, who has seen it all during her two years working at an Oakland KFC while attending a local community college full time. She's been denied legally required break time, had her hours cut and cheated of overtime.

One week she worked 48 hours without a day off, but her pay stub showed only 38. When she complained to her manager, he applied the missing 10 hours to her check the following week — but without the eight hours of overtime she was due.

Harman Management Corp., which operates KFC's franchises in Oakland, said its policy is to "strictly comply with all federal, state and local wage and hour laws," according to an email from its chief executive, Jim Olson. "Any error in payment brought to our attention is immediately addressed."

These practices can happen anywhere employers think they can get away with them — at the cash register of a fast-food restaurant or the corridors of an office building at night or under the lights of a National Football League stadium, as a number of Oakland Raiders cheerleaders have alleged in a lawsuit being followed by my colleague Robin Abcarian.

But they're concentrated in labor-intensive industries in which employees are low-paid, often from other countries and, in many cases, predominantly female. Trouble spots are agriculture, retail, fast food, hotel housekeeping, janitorial services and construction.

Are the authorities up to the task of policing these violations? For the most part, no. Auditing tens of thousands of contractors and businesses would be a superhuman task even for well-funded regulators, much less our chronically underfunded labor agencies.

That's unfortunate, because in many states, including California, the penalties for violating labor laws are high enough to be a deterrent — if the violators are caught.

After California raised the penalties for willfully misclassifying workers as independent contractors in 2011 to a maximum of $25,000 per violation, one prominent law firm warned businesses that the possible assessments could reach millions of dollars and advised them to take a very close look at their cadres of independent contractors.

The alternative is the civil lawsuit, like the ones brought by Rubin against McDonald's and Wal-Mart.

Under California's private attorney general act, individual workers can sue employers for labor law violations on behalf of themselves and other workers; if they prevail, their attorney fees are paid by the employer and they split the penalties with the state, which gets 75%.

Like government enforcement, these cases depend on complaints from workers themselves. That's always an obstacle, especially during economic slumps when low-wage workers are especially worried about their jobs.

"When they're vulnerable, no enforcement is going on," Ruckelshaus says. But as the economy has slowly improved, Rubin says, workers are becoming more willing to step forward.

Despite that, some employers and managers still try to make their numbers by squeezing their lowest-paid workers for a few extra cents. Big companies like Wal-Mart continue to hide behind webs of contractors and subcontractors to pretend they're not responsible, but there can hardly be any doubt that it's their relentless demand for cost-cutting and high productivity that drives this behavior.

Until they're penalized for demands that result in cheating the workers on the shop floor, it will continue. And workers like Victor will continue to be correct in observing, "It's not right to work hard and be treated this way."

SEC Probing Chipotle Over Claims The Burrito Chain Hired Undocumented Workers

May 18 (Reuters) - Chipotle Mexican Grill Inc received a subpoena from the U.S. Securities and Exchange Commission as part of an expanding investigation into its alleged hiring of undocumented workers.

The Denver-based company fired about 500 employees more than a year ago following audits by the U.S. Department of Homeland Security's Immigration and Customs Enforcement (ICE) arm.

Chipotle said on Friday that it received the subpoena May 17 and that it intends to fully cooperate with the SEC's investigation.

Homeland Security and the criminal division of the U.S. Attorney's office for Washington, D.C., already are conducting probes into the company's compliance with immigration laws.

The SEC subpoena requested "information regarding our compliance with employee work authorization requirements, our related public statements and other disclosures, and related information," Chipotle said in a filing.

Michael Wildes, an immigration attorney and a former federal prosecutor who is not involved in the case, said it is "not common at all" for the SEC to get involved in immigration matters.

"It's often a ping-pong between the Justice Department and immigration authorities" with the Department of Labor at times stepping in, said Wildes.

Chipotle attorney Robert Luskin said in an email "it is not at all unusual for the SEC to join an investigation under these circumstances to determine whether the company has been forthcoming in its public statements."

Luskin, a top Washington lawyer, said he is "very confident that the SEC will find that the company fulfilled all of its obligations."

A spokeswoman for the SEC declined comment.

The popular chain is the highest profile U.S. company to come under the scrutiny of ICE since it shifted enforcement to employers rather than workers in 2009.

Unlike many rivals, Chipotle owns and operates its more than 1,000 U.S. restaurants and is ultimately responsible for hiring.

The company is known for its ability to control costs, particularly labor related expenses, while expanding rapidly.

Chipotle shares closed at $392.13 on Friday, almost 18 times higher than their $22 debut in 2006.

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

First Audited, Now Investigated: Chipotle Faces Criminal Investigation over Illegal Hiring Practices

First the federal government audited Chipotle outlets in Minnesota and found hundreds of employees were illegal aliens. Next, the process was repeated in the Washington, D.C.-area with the same result: Chipotle was found to have hired illegal aliens. Now the feds have launched a criminal investigation into the chain's hiring practices.

According to the Wall Street Journal, the criminal division of the U.S. Attorney for Washington, D.C., has sought documents from Chipotle regarding their employment practices. The U.S. Attorney's office does not comment on specific cases, but a spokesperson did say the office works with ICE and other federal agencies to investigate suspected criminal offenses.

Monty Moran, the co-CEO of Chipotle, said the company is "not fully aware of the specific details about how these agencies do their work [and] will continue to work closely with government officials to answer their questions." According to the Journal, Chipotle is "installing various new procedures for verifying employees' immigration status" and Moran "believes [Chipotle's] plan will address (ICE's) concerns [and] we are working now to roll out those enhancements."

Since the Minnesota and D.C.-area audits, Chipotle has required all outlets to use the E-Verify system to verify new hires.

New Report Draws Direct Link Between Immigration and Unemployment for American Workers

While unemployment in the United States remains stubbornly high (officially 9.4%, but actually closer to 17% when discouraged workers and people relegated to part-time work are factored in), the picture for immigrants is much brighter. According to a forthcoming report from the Center for Labor Market Studies at Northeastern University, some 1.1 million legal and illegal immigrants entered the U.S. labor force between 2008 and 2010. Over the same period, employment for American workers declined by 6.26 million jobs.

In an interview with Reuters, the author of the study, Andrew Sum, makes it clear that the hiring boom for new immigrants - about 35% of whom are in the country illegally - has come directly at the expense of American workers. "Employers have chosen to use new immigrants over native-born workers and have continued to displace large numbers of blue-collar workers and young adults without college degrees," states Sum.

The study finds that employers favor immigrant workers - particularly illegal aliens - because they work for lower wages, do not demand health care and other benefits, and because businesses can avoid paying payroll taxes.

The majority of immigrant workers who entered the U.S. labor force between 2008 and 2010 took jobs that could be done by unemployed American workers. These include jobs in construction, hotels and food services, retail trade, sanitation and cleaning.

The report amounts to a devastating indictment of America's political leadership that has allowed millions of American workers and their families to suffer by maintaining immigration policies that prevent them from gaining access to jobs in their own country.

Obama Administration Challenges Arizona E-Verify Law

The Obama administration has asked the Supreme Court to strike down a 2007 Arizona law that punishes employers who hire illegal aliens, a law enacted by then-Governor Janet Napolitano.  (Solicitor General's Amicus Curiae Brief).  Called the “Legal Arizona Workers Act,” the law requires all employers in Arizona to use E-Verify and provides that the business licenses of those who hire illegal workers shall be repealed.  From the date of enactment, the Chamber of Commerce and other special interest groups have been trying to undo it, attacking it through a failed ballot initiative and also through a lawsuit. Now the Chamber is asking the United States Supreme Court to hear the case (Chamber of Commerce v. Candelaria), and the Obama Administration is weighing in against the law.

To date, Arizona’s E-Verify law has been upheld by all lower courts, including the Ninth Circuit Court of Appeals. The Ninth Circuit, in particular, viewed it as an exercise of a state’s traditional power to regulate businesses.  (San Francisco Chronicle, June 2, 2010).  Obama’s Justice Department, however, disagrees. Acting Solicitor General Neal Katyal said in his filing with the Supreme Court that the lower courts were wrong to uphold the statute because federal immigration law expressly preempts any state law imposing sanctions on employers hiring illegal immigrants.  Mr. Katyal argues that this is not a licensing law, but “a statute that prohibits the hiring of unauthorized aliens and uses suspension and revocation of all state-issued licenses as its ultimate sanction.”  (Solicitor General's Amicus Curiae Brief, p. 10).  This is the administration’s first court challenge to a state’s authority to act against illegal immigration, and could be a preview of the battle brewing over Arizona’s recent illegal immigration crackdown through SB 1070. 

Napolitano has made no comment on the Department of Justice’s decision to challenge the 2007 law, but federal officials said that she has taken an active part in the debate over whether to do so. (Politico, May 28, 2010).   As Governor of Arizona, Napolitano said she believed the state law was valid and became a defendant in the many lawsuits against it. (Id.).

8.     The city has deferred $10 million for repair of Los Angeles’ appalling streets and sidewalks, but expends $10 million for Mexican graffiti abatement.

9.     Los Angeles is a “sanctuary city” which means laws don’t apply to LA RAZA. The State of California, controlled by LA RAZA DEMS has made E-VERIFY illegal. Therefore most jobs go to Mexicans using stolen social security numbers.

10. Of the fifty states, California ranks No. 48 in quality of education. In California the worst schools are in LA RAZA-infested Los Angeles. At Santee Educational Complex , a public high school, classes are taught in SPANISH. Books and handouts are in SPANISH and school assemblies end in “Viva Mexico! Viva Mexico”. The students sit on their well-fed asses when the American national anthem is played. Few will graduate and those that do will not be able to read past a second or third grade level. Los Angeles, a city of poverty and unemployment

On Wednesday, the second part of the Los Angeles 2020 Commission report was published. The report, taken together with its December 2013 predecessor, lifts the lid on the brutal, crushing conditions facing workers in the second largest city in the US.

In its introduction, the first report, “A Time for Truth,” declares that “Los Angeles is barely treading water” and is “becoming a City in decline.” This is an understatement. The report reveals that 40 percent of families either make poverty wages or are unemployed. In the author’s own words, four out of every ten residents live “in what only can be called misery.”

For a family of four, the federal poverty line is set at $23,850. This is a grossly inadequate income. In Los Angeles, rents and living costs are especially high. An inexpensive two-bedroom apartment in a working class area can easily cost $15,000 to $20,000 a year. Therefore, the assertion that 40 percent of the area’s population live in misery, as extraordinary as it is, sharply underestimates the proportion of city residents struggling to make ends meet.

Los Angeles, the report notes, has suffered greatly in the past few years. The percentage of people living below the derisory official poverty line in Los Angeles County has climbed to 19.1 percent. According to the report, “the poverty rate in Los Angeles is higher than any other major American city, and the number is rising.”

Meanwhile, the official unemployment rate is above 10 percent. No doubt the real level of joblessness, which would take into account those who have given up looking for work and no longer file for unemployment insurance, is far higher.

Not only is the unemployment rate high, remarkably, the absolute number of jobs in the city has declined since 1990. The report states that “ten percent fewer people are employed in Los Angeles than two decades ago.” Also, it notes that Los Angeles is the only city, of the seven largest American cities, that has seen an absolute decline in jobs in the past 24 years.

Los Angeles added a million residents between 1980 and 2010; however, during that same time, the city lost 165,000 jobs. In 1980, Los Angeles had 12 Fortune 500 companies headquartered within its city limits—now it has 4.

Jobs, when available, are often part-time, low-paying service work. The report points out that 28 percent of the population are working but receive such low wages they fall at or below the poverty line. Many Los Angeles residents “live at or near poverty levels and survive only by working multiple jobs and drawing on the support of families.”

The only sectors that have grown since 1993 are low-wage areas such as “Accommodation and Lodging,” “Food Service” and health care. The older, better-paying industries such as film, oil, aerospace and other kinds of manufacturing have declined in either relative or absolute terms.

The public education system in Los Angeles is in shambles. Fewer than two thirds of all K-12 students graduate from school. By the time students reach fourth grade, 75 percent of them are not proficient in reading. According to the National Assessment Test, less than half of high school graduates in the Los Angeles Unified School District are proficient in English. The report does not mention that the budgets of the K-12 school system have been slashed by billions of dollars over the past few years.

Although the report opens with references to a deteriorating economy and mass poverty, it goes on, in typical fashion, to worry about budget deficits, the absence of a “business friendly” environment and problems in economic coordination.

According to the Los Angeles City Administrative Officer, the city’s budget deficit will likely increase to $267 million dollars in fiscal year 2014-2015. The report states that the general city worker fund, which excludes firefighters, police officers and Department of Water and Power employees, has unfunded liabilities of $5 billion.

Meanwhile “almost every major department has reduced its staffing and, as a consequence, service levels.” Firefighters and paramedics are supposed to be able to respond to a call within five minutes, 90 percent of the time, according to national standards. However, in Los Angeles, this happens only 59 percent of the time. The report adds that this has “significantly [deteriorated] over the past decade.”

According to its own report, the Los Angeles Bureau of Street Services rated 40 percent of Los Angeles roads at D or below. A Morgan Stanley report on Los Angeles commented that “infrastructure investment has not kept up...much needed renewal and maintenance continues to be delayed.”

Budget cuts have decimated various city services. Tree trimming has been reduced by more than 75 percent in the past five years. The efficiency of debris collection services has been reduced by 50 percent. In the past three years, library-staffing levels have been cut by 30 percent and libraries are open only five days a week.

The report notes that traffic is also a “crushing burden” on the city’s population. Los Angeles is ranked as having the worst traffic in the United States. Four of the 10 worst traffic corridors are in the area. During rush hour in Los Angeles, it can often take an hour to travel 10 miles. Many workers in the area live more than 20, or even 30 miles away from their place of work.

In the midst of the poverty and destitution confronting the majority of the population, Los Angeles County’s billionaires, a total of 28 people, had a net worth of $81.6 billion in 2012.

As an example, the inspector general offers ICE’s Los Angeles field office which has flouted federal policy by creating its own private system of worksite enforcement. During the three-year period considered by the watchdog the office conducted 147 investigations, with 7% resulting in fines and 55% in warnings. Even in instances where more than half of a business’s federal employee verification forms (known as I-9) had “substantive errors” the federal agents in L.A. only issued warnings instead of fines. One business mentioned in the report had its fine slashed an astounding 78%, from $4.9 million to a little over $1 million.

How grim is L.A.'s future?

The 2020 Commission lays out a litany of problems. Now for the hard part: practical solutions.

A new report put together by a dozen of Los Angeles' most prominent business, labor and civic leaders offers a dire view of the city. L.A. is "barely treading water," the report states somberly. It's a "city in decline." Once a "beacon of innovation," L.A. is now "becoming less livable."

The report of the Los Angeles 2020 Commission should serve as a stark reality check for those Angelenos who believe that with the end of the financial downturn, L.A. is poised for a healthy, happy recovery. The city, according to the report, is afflicted with weak job growth; high poverty; bad traffic; underperforming schools; weak, inactive government; red tape that stifles economic development; crumbling infrastructure; unfunded pensions; budget gimmicks and a disaffected electorate. Yes, L.A. has the "ingredients" to be a great 21st century city, and yes, certain promising first steps that have been taken, but all in all, the tone of the report is that of an urgent wake-up call.

There's certainly value in compiling a list of L.A.'s woes, even if many of them are already well known. The co-chairs of the commission, former U.S. Commerce Secretary Mickey Kantor and former L.A. Deputy Mayor Austin Beutner, note that you can't solve a problem until everyone agrees there is one. And the commissioners make a convincing case that L.A. is falling behind other major cities.

But it is not enough to lay out the city's problems with "candor," as the report purports to do. Nor is it sufficient to declare a "crisis in leadership" and hope to shame L.A.'s political leaders into action. The commission's real work — the difficult part — is to come up with practical recommendations to change government and civic culture to make Los Angeles competitive on the national and international stage.

For that, we must wait another 90 days. It turns out this is just Part 1.

The commission was created last March at the request of City Council President Herb Wesson after voters rejected a half-cent sales tax increase to help balance the city budget. Its mandate was to figure out how the city could create jobs, attract business investments and create financial stability. It is made up of 13 members with very different viewpoints, representing business, labor, public sector, not-for-profits, academia. If they can reach consensus on, say, how to pay for public pensions and still have enough left to pay for city services, or how to permit economic development without compromising neighborhood and environmental concerns, their suggestions would carry tremendous weight.

The commission has gone to great lengths to outline the seriousness of L.A.'s problems. We hope the recommendations are as bold and direct as the criticisms.

Two thirds of Illegal Immigrants adults DO NOT have a high school degree or equivalent. The illiteracy rate for Illegal Immigrants is 2.5 times higher than that of US Citizens. Nearly 25% of all inmates in California detention centers are illegal aliens from Mexico. 29% or a whopping 630,000 convicted illegal alien felons fill our state and federal prisons at a cost of $1.6 billion annually; not to mention the tragedies in death, drugs, crime and misery they have caused American families.

Taxpayers in the nation’s most populous county dished out nearly $50 million in a single month to cover only the welfare costs of illegal immigrants, representing a whopping $10 million increase over the same one-month period two years ago. 

In June 2009 alone Los Angeles County spent $48 million ($26 million in food stamps and $22 million in welfare) to provide just two of numerous free public services to the children of illegal aliens, which will translate into an annual tab of nearly $600 million for the cash-strapped county. 

The figure doesn’t even include the exorbitant cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $400 million for healthcare and $350 million for public safety. 

The recent single-month welfare figure was obtained from the county’s Department of Social Services and made public by a county supervisor (Michael Antonovich) who assures illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers.” The veteran lawmaker points out that 24% of the county’s total allotment of welfare and food stamp benefits goes directly to the children of illegal aliens—known as anchor babies—born in the United States.  

A former fifth-grade history teacher who has served on the county’s board for nearly three decades, Antonovich has repeatedly come under fire for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.

Numerous other reports have documented the enormous cost of illegal immigration on a national level. Just last year a renowned economist, who has thoroughly researched the impact of illegal immigration, published a book breaking down the country’s $346 billion annual cost to educate, jail, medically treat and incarcerate illegal aliens throughout the U.S.

 

WELFARE COSTS FOR CHILDREN OF ILLEGAL ALIENS IN L.A. COUNTY OVER $48 MILLION IN JUNE 


August 11, 2009—Figures from the Department of Public Social Services show that children of illegal aliens in Los Angeles County collected nearly $22 million in welfare and over $26 million in food stamps in June, announced Los Angeles County Supervisor Michael D. Antonovich.  Projected over a 12 month period – this would exceed $575 million dollars.

Annually the cost of illegal immigration to Los Angeles County taxpayers exceeds over $1 billion dollars, which includes $350 million for public safety, $400 million for healthcare, and $500 million in welfare and food stamps allocations.  Twenty-four percent of the County’s total allotment of welfare and food stamp benefits goes directly to the children of illegal aliens born in the United States.

“Illegal immigration continues to have a catastrophic impact on Los Angeles County taxpayers,” said Antonovich.  “The total cost for illegal immigrants to County taxpayers exceeds $1 billion a year – not including the millions of dollars for education.”

A relatively strong local economy in Los Angeles, which is stoking the fortunes of its higher-income residents, is helping boost income disparity in the city, the Brookings Institution study shows.

Los Angeles has one of the highest levels of income inequality in the nation, but that's due in part to a relatively strong local economy that's stoking the fortunes of higher-income people, according to a new study.

Of the 50 largest U.S. cities, L.A. has the ninth-highest level of income disparity, according to the analysis by Brookings Institution, a Washington think tank. The top three are Atlanta, San Francisco and Miami.

Inequality has become a flash point nationwide as the wealth of top earners surges while the middle and lower classes grapple with stubborn income stagnation. Politicians have clashed loudly on what's driving the dichotomy, and what steps, if any, should be taken to reverse it.

The study found, however, that rising inequality may simply be an unavoidable byproduct of robust local economies that plump the incomes of coveted workers.

Fast-growing industries with highly paid employees — such as technology, finance and entertainment — tend to cluster in large metropolitan areas, said Alan Berube, a Brookings researcher who specializes in inequality. And the ongoing gentrification of many cities, such as in downtown Los Angeles, is drawing wealthier people.

At the same time, big cities also draw large numbers of low-income people seeking lower-skilled jobs.

The study analyzed inequality in the 50 largest U.S. cities in 2012. It compared the earnings of a family exactly at the top 5% — that is, at the 95th percentile of all U.S. households — to one at the 20th percentile.

The average annual income of a top 5% family was 10.8 times higher than a bottom 20% household. For the country as a whole, the ratio was 9.1 to 1.

"It's not necessarily a bad thing that big cities are home to more rich and poor than the rest of the country," Berube said. "The question is how do cities and leaders navigate that but keep their cities diverse and able to provide opportunities for upward mobility."

In L.A., a top 5% household made an average $218,000. That was 12.3 times higher than a 20% household.

The study analyzed only the city of L.A. It did not include nearby areas with well-heeled residents, such as Beverly Hills or Santa Monica.

The inequality debate intensified after President Obama in December called it "the defining challenge of our time."

Critics worry that income imbalances weaken cities by hiving off rich from poor. Among other things, that can push out younger residents, lead to pockets of entrenched poverty and undermine school quality.

Even some extremely wealthy Americans acknowledge the threat of rising inequality.

"It's a genuine problem," Stephen Schwarzman, the chief executive of private-equity giant Blackstone Group, said in an interview with The Times on Thursday. "It's been growing for over 30 years. It's not recent. It's something that has to be addressed."

San Francisco illustrates the dynamic of a vibrant economy exacerbating the gap between rich and poor.

The tech boom has dramatically pushed up the earnings of those at the top.

The average $353,000 income for a top 5% household towered over that of every other city. Its inequality ratio was 16.6 to 1.

In Atlanta, a top 5% family took in $280,000, compared with less than $15,000 for a bottom 20% family.

Inequality tends to be lower in cities with less robust economies, where there is less of a gap between the highest and lowest paid, according to Brookings.

Altogether, 18 cities in the Brookings study suffered a statistically significant rise in inequality from 2007 to 2012. But that was due more to the bottom dropping out for low-income people in the last recession.

"Most were not places where the rich made astronomical gains, but where low-income households suffered most from the recession and weak recovery," the study said. "Many are Southern and Western cities — including Sacramento, Charlotte, [N.C.], Tucson, Fresno, and Albuquerque — where house-price collapses reduced work opportunities for poor households."

The legal age of sexual consent in Mexico is 12 years old. Sex with children at this age and younger is socially acceptable in Mexico. For example: A Mexican Lopez-Mendez pleaded guilty to sexual assault on a 10 year old girl in West Virginia.

You see, the politicians in California are happy to give money the state doesn't have to illegal aliens to attend college, while they cut the budgets and slash programs for public safety, right and left. The American citizen's interests and safety are simply collateral damage for seeking and appealing to the illegal alien lobby.

In addition they know that millions of other illegal alien parents are receiving food stamps, Medicaid, housing assistance and dozens of other state and local benefits for their American-born children, while they have to decide which bills will be paid this month and which will have to wait.

I've been at the immigration reform and enforcement table for about 20 years. I've worked with activists during all those years. But last week, in Los Angeles, I had a first-time-ever experience at an activist brain storming session.

Gathered for an update on Stop AB131, the petition drive to gather signatures to force a ballot initiative as to whether the California taxpayers should fund college grants to illegal aliens, I asked the top activist leaders from Southern California how the signature drive was going.

They started updating me with the positive response from California residents who signed the petitions, but then admitted about 500,000 more signatures were still needed. When I said there was only a little more than three weeks to go to meet the January 5th deadline, suddenly their faces dropped at once, and the room went completely silent.

It was easy to read on each of their faces; the task was nearly impossible! Without big money to pay signature gatherers or a tsunami of petitions flooding in, the taxpayers of California will be forced to give grant money to illegal aliens for college, on top of the $22 billion they are spending annually in California to support the illegal alien population.

While all of our minds were racing and searching for suggestions as to how to accomplish this daunting task of gathering signatures, Lupe Moreno, long time Hispanic leader from Santa Ana, said "Can we have a prayer?" Everyone agreed to pray.

 As the prayer went around the table, people expressed their sorrow for the lack of leadership in the State of California and in the nation to protect the interest of American citizens, and asked for divine guidance in helping them understand the harm their policies are inflicting on millions of innocent people in the state. In all the years I have worked on this issue, I had not witnessed the sort of sincere emotion that was expressed in that room.

You see, the politicians in California are happy to give money the state doesn't have to illegal aliens to attend college, while they cut the budgets and slash programs for public safety, right and left. The American citizen's interests and safety are simply collateral damage for seeking and appealing to the illegal alien lobby.

These activists in California have already learned what the rest of the nation is about to learn. We the people. . . are the only ones looking out for the best interest of American citizens. With few exceptions, we have no national leadership on the issue of stopping the illegal migration flow into our nation.

American citizenship or the benefits thereof have become a commodity for politicians to pander and barter away. They will grant de facto citizenship through sanctuary policies, in-state tuition, non-compliance with Secure Communities, grants for college, etc., etc., etc. President Obama and most the Republican presidential hopefuls are peddling various versions of amnesty proposals if they are elected next year.

What do these politicians want in return? They are hoping to leverage enough votes in key states to put them over the top in 2012, no matter what it costs the American people. This is futures betting: The politicians are gambling the nation's future in hopes of winning the next election.

So while the state can't afford to pay its bills or provide decent services to citizens, these California activists watch their elected leaders lavish still more benefits for people who don't have a legal right to be in the country. And while their child might have to pay out-of-state tuition to go to college in another state, thousands of illegal aliens are going to college at in-state tuition rates in California that they are subsidizing.

In addition they know that millions of other illegal alien parents are receiving food stamps, Medicaid, housing assistance and dozens of other state and local benefits for their American-born children, while they have to decide which bills will be paid this month and which will have to wait.

As an example, the inspector general offers ICE’s Los Angeles field office which has flouted federal policy by creating its own private system of worksite enforcement. During the three-year period considered by the watchdog the office conducted 147 investigations, with 7% resulting in fines and 55% in warnings. Even in instances where more than half of a business’s federal employee verification forms (known as I-9) had “substantive errors” the federal agents in L.A. only issued warnings instead of fines. One business mentioned in the report had its fine slashed an astounding 78%, from $4.9 million to a little over $1 million.
