city has deferred $10 million for repair of Los Angeles’ appalling streets and
sidewalks, but expends $10 million for Mexican graffiti abatement.

Angeles is a “sanctuary city” which means laws don’t apply to LA RAZA. The State
of California, controlled by LA RAZA DEMS has made E-VERIFY illegal. Therefore
most jobs go to Mexicans using stolen social security numbers.

the worst schools are in LA RAZA-infested Los Angeles. At Santee Educational
Complex , a public high school, classes are taught in SPANISH. Books and

Mexico”. The students sit on their well-fed asses when the American national
anthem is played. Few will graduate and those that do will not be able to read
past a second or third grade level. Mexicans loathe English and literacy as

On
Wednesday, the second part of the Los Angeles 2020 Commission report was
published. The report, taken together with its December 2013 predecessor, lifts
the lid on the brutal, crushing conditions facing workers in the second largest
city in the US.
In its
introduction, the first report, “A Time for Truth,” declares that “Los Angeles
is barely treading water” and is “becoming a City in decline.” This is an
understatement. The report reveals that 40 percent of
families either make poverty wages or are unemployed. In the author’s own
words, four out of every ten residents live “in what only can be called
misery.”
For a
family of four, the federal poverty line is set at $23,850. This is a grossly
inadequate income. In Los Angeles, rents and living costs are especially high.
An inexpensive two-bedroom apartment in a working class area can easily cost
$15,000 to $20,000 a year. Therefore, the assertion that 40
percent of the area’s population live in misery, as extraordinary as it is,
sharply underestimates the proportion of city residents struggling to make ends
meet.
Los
Angeles, the report notes, has suffered greatly in the past few years. The
percentage of people living below the derisory official poverty line in Los
Angeles County has climbed to 19.1 percent. According to the report, “the poverty rate in Los Angeles is higher than any other major
American city, and the number is rising.”
Meanwhile,
the official unemployment rate is above 10 percent. No doubt the real level of
joblessness, which would take into account those who have given up looking for
work and no longer file for unemployment insurance, is far higher.
Not only
is the unemployment rate high, remarkably, the absolute number of jobs in the
city has declined since 1990. The report states that “ten percent fewer people
are employed in Los Angeles than two decades ago.” Also, it notes that Los
Angeles is the only city, of the seven largest American cities, that has seen
an absolute decline in jobs in the past 24 years.
Los
Angeles added a million residents between 1980 and 2010; however, during that
same time, the city lost 165,000 jobs. In 1980, Los Angeles had 12 Fortune 500
companies headquartered within its city limits—now it has 4.
Jobs,
when available, are often part-time, low-paying service work. The report points
out that 28 percent of the population are working but receive such low wages
they fall at or below the poverty line. Many Los Angeles residents “live at
or near poverty levels and survive only by working multiple jobs and drawing on
the support of families.”
The only
sectors that have grown since 1993 are low-wage areas such as “Accommodation
and Lodging,” “Food Service” and health care. The older, better-paying
industries such as film, oil, aerospace and other kinds of manufacturing have
declined in either relative or absolute terms.
The public education system in Los Angeles is in shambles. Fewer
than two thirds of all K-12 students graduate from school. By the time students
reach fourth grade, 75 percent of them are not proficient in reading. According
to the National Assessment Test, less than half of high school graduates in the
Los Angeles Unified School District are proficient in English. The
report does not mention that the budgets of the K-12 school system have been
slashed by billions of dollars over the past few years.
Although
the report opens with references to a deteriorating economy and mass poverty,
it goes on, in typical fashion, to worry about budget deficits, the absence of
a “business friendly” environment and problems in economic coordination.
According
to the Los Angeles City Administrative Officer, the city’s budget deficit will
likely increase to $267 million dollars in fiscal year 2014-2015. The report
states that the general city worker fund, which excludes firefighters, police
officers and Department of Water and Power employees, has unfunded liabilities
of $5 billion.
Meanwhile
“almost every major department has reduced its staffing and, as a consequence,
service levels.” Firefighters and paramedics are supposed to be able to respond
to a call within five minutes, 90 percent of the time, according to national
standards. However, in Los Angeles, this happens only 59 percent of the time.
The report adds that this has “significantly [deteriorated] over the past decade.”
According
to its own report, the Los Angeles Bureau of Street Services rated 40 percent
of Los Angeles roads at D or below. A Morgan Stanley report on Los Angeles
commented that “infrastructure investment has not kept up...much needed renewal
and maintenance continues to be delayed.”
Budget
cuts have decimated various city services. Tree trimming has been reduced by
more than 75 percent in the past five years. The efficiency of debris
collection services has been reduced by 50 percent. In the past three years,
library-staffing levels have been cut by 30 percent and libraries are open only
five days a week.
The report notes that traffic is also a “crushing burden” on the
city’s population. Los Angeles is ranked as having the worst traffic in the
United States. Four of the 10 worst traffic corridors are in the
area. During rush hour in Los Angeles, it can often take an hour to travel 10
miles. Many workers in the area live more than 20, or even 30 miles away from
their place of work.
In the midst of the poverty and destitution confronting the
majority of the population, Los Angeles County’s billionaires, a total of 28
people, had a net worth of $81.6 billion in 2012.

As an example, the inspector

by creating its own private system of worksite enforcement. During the
three-year period considered by the watchdog the office conducted 147
investigations, with 7% resulting in fines and 55% in warnings. Even in
instances where more than half of a business’s federal employee verification
forms (known as I-9) had “substantive errors” the federal agents in L.A. only
issued warnings instead of fines. One business mentioned in the report had its
fine slashed an astounding 78%, from $4.9 million to a little over $1 million.

lays out a litany of problems. Now for the hard part: practical solutions.

A new report put together by a dozen of Los Angeles' most
prominent business, labor and civic leaders offers a dire view of the city.
L.A. is "barely treading water," the report states somberly. It's a
"city in decline." Once a "beacon of innovation," L.A. is
now "becoming less livable."
The report of the Los Angeles 2020 Commission should serve as
a stark reality check for those Angelenos who believe that with the end of the
financial downturn, L.A. is poised for a healthy, happy recovery. The city,
according to the report, is afflicted with weak job growth; high poverty; bad
traffic; underperforming schools; weak, inactive government; red tape that
stifles economic development; crumbling infrastructure; unfunded pensions;
budget gimmicks and a disaffected electorate. Yes, L.A. has the
"ingredients" to be a great 21st century city, and yes, certain
promising first steps that have been taken, but all in all, the tone of the
report is that of an urgent wake-up call.
There's certainly value in compiling a list of L.A.'s woes,
even if many of them are already well known. The co-chairs of the commission,
former U.S. Commerce Secretary Mickey Kantor and former L.A. Deputy Mayor
Austin Beutner, note that you can't solve a problem until everyone agrees there
is one. And the commissioners make a convincing case that L.A. is falling
behind other major cities.
But it is not enough to lay out the city's problems with
"candor," as the report purports to do. Nor is it sufficient to
declare a "crisis in leadership" and hope to shame L.A.'s political
leaders into action. The commission's real work — the difficult part — is to
come up with practical recommendations to change government and civic culture
to make Los Angeles competitive on the national and international stage.
For that, we must wait another 90 days. It turns out this is
just Part 1.
The commission was created last March at the request of City
Council President Herb Wesson after voters rejected a half-cent sales tax
increase to help balance the city budget. Its mandate was to figure out how the
city could create jobs, attract business investments and create financial
stability. It is made up of 13 members with very different viewpoints,
representing business, labor, public sector, not-for-profits, academia. If they
can reach consensus on, say, how to pay for public pensions and still have
enough left to pay for city services, or how to permit economic development
without compromising neighborhood and environmental concerns, their suggestions
would carry tremendous weight.
The commission has gone to great lengths to outline the
seriousness of L.A.'s problems. We hope the recommendations are as bold and
direct as the criticisms.

California. US taxpayers spent an estimated $7.4 Billion in 2003 to educate illegal
immigrants. 34% of students in the Los Angeles school system are illegals or
children of illegals. Two thirds of Illegal Immigrants adults DO NOT have a
high school degree or equivalent. The illiteracy rate for Illegal Immigrants is
2.5 times higher than that of US Citizens. Nearly 25% of all inmates in
California detention centers are illegal aliens from Mexico. 29% or a whopping
630,000 convicted illegal alien felons fill our state and federal prisons at a
cost of $1.6 billion annually; not to mention the tragedies in death, drugs,
crime and misery they have caused American families.

Taxpayers
in the nation’s most populous county dished out nearly $50 million in a single
month to cover only the welfare costs of illegal immigrants, representing a
whopping $10 million increase over the same one-month period two years
ago.
In
June 2009 alone Los Angeles County spent $48 million ($26 million in food
stamps and $22 million in welfare) to provide just two of numerous free public
services to the children of illegal aliens, which will translate into an annual
tab of nearly $600 million for the cash-strapped county.
The
figure doesn’t even include the exorbitant cost of educating, medically
treating or incarcerating illegal aliens in the sprawling county of about 10
million residents. Los Angeles County annually spends more than $1 billion for
those combined services, including $400 million for healthcare and $350 million
for public safety.
The
recent single-month welfare figure was obtained from the county’s Department of
Social Services and made public by a county supervisor (Michael Antonovich) who
assures illegal immigration continues to have a “catastrophic
impact on Los Angeles County taxpayers.” The veteran lawmaker points out that 24% of the county’s
total allotment of welfare and food stamp benefits goes directly to the
children of illegal aliens—known as anchor babies—born in the United States.
A
former fifth-grade history teacher who has served on the county’s board for
nearly three decades, Antonovich has repeatedly come under fire for publicizing
statistics that confirm the devastation illegal immigration has had on the
region. Antonovich represents a portion of the county that is roughly twice the
size of Rhode Island and has about 2 million residents.
Numerous other reports have
documented the enormous cost of illegal immigration on a national level. Just
last year a renowned economist, who has thoroughly researched the impact of
illegal immigration, published a book breaking down the country’s $346 billion annual cost to
educate, jail, medically treat and incarcerate illegal aliens throughout the
U.S.

Strong L.A. economy boosts income inequality in city, study says
A relatively strong local economy in Los Angeles, which is stoking the
fortunes of its higher-income residents, is helping boost income disparity in
the city, the Brookings Institution study shows.

Los Angeles has one of the highest levels of income inequality in the nation, but that's due in part to a relatively strong local economy that's stoking the fortunes of higher-income people, according to a new study.
Of the 50 largest U.S. cities, L.A. has the ninth-highest level
of income disparity, according to the analysis by Brookings Institution, a
Washington think tank. The top three are Atlanta, San Francisco and Miami.
Inequality has become a flash point nationwide as the wealth of top earners surges while the middle and lower classes grapple with stubborn income stagnation. Politicians have clashed loudly on what's driving the dichotomy, and what steps, if any, should be taken to reverse it.
The study found, however, that rising inequality may simply be an unavoidable byproduct of robust local economies that plump the incomes of coveted workers.
Fast-growing industries with highly paid employees — such as technology, finance and entertainment — tend to cluster in large metropolitan areas, said Alan Berube, a Brookings researcher who specializes in inequality. And the ongoing gentrification of many cities, such as in downtown Los Angeles, is drawing wealthier people.
At the same time, big cities also draw large numbers of low-income people seeking lower-skilled jobs.
The study analyzed inequality in the 50 largest U.S. cities in 2012. It compared the earnings of a family exactly at the top 5% — that is, at the 95th percentile of all U.S. households — to one at the 20th percentile.
The average annual income of a top 5% family was 10.8 times higher than a bottom 20% household. For the country as a whole, the ratio was 9.1 to 1.
"It's not necessarily a bad thing that big cities are home to more rich and poor than the rest of the country," Berube said. "The question is how do cities and leaders navigate that but keep their cities diverse and able to provide opportunities for upward mobility."
In L.A., a top 5% household made an average $218,000. That was 12.3 times higher than a 20% household.
The study analyzed only the city of L.A. It did not include nearby areas with well-heeled residents, such as Beverly Hills or Santa Monica.
The inequality debate intensified after President Obama in December called it "the defining challenge of our time."
Critics worry that income imbalances weaken cities by hiving off rich from poor. Among other things, that can push out younger residents, lead to pockets of entrenched poverty and undermine school quality.
Even some extremely wealthy Americans acknowledge the threat of rising inequality.
"It's a genuine problem," Stephen Schwarzman, the chief executive of private-equity giant Blackstone Group, said in an interview with The Times on Thursday. "It's been growing for over 30 years. It's not recent. It's something that has to be addressed."
San Francisco illustrates the dynamic of a vibrant economy exacerbating the gap between rich and poor.
The tech boom has dramatically pushed up the earnings of those at the top.
The average $353,000 income for a top 5% household towered over that of every other city. Its inequality ratio was 16.6 to 1.
In Atlanta, a top 5% family took in $280,000, compared with less than $15,000 for a bottom 20% family.
Inequality tends to be lower in cities with less robust economies, where there is less of a gap between the highest and lowest paid, according to Brookings.
Altogether, 18 cities in the Brookings study suffered a statistically significant rise in inequality from 2007 to 2012. But that was due more to the bottom dropping out for low-income people in the last recession.
"Most were not places where the rich made astronomical gains, but where low-income households suffered most from the recession and weak recovery," the study said. "Many are Southern and Western cities — including Sacramento, Charlotte, [N.C.], Tucson, Fresno, and Albuquerque — where house-price collapses reduced work opportunities for poor households."

As the prayer went around the table, people expressed their
sorrow for the lack of leadership in the State of California and in the nation
to protect the interest of American citizens, and asked for divine guidance in
helping them understand the harm their policies are inflicting on millions of
innocent people in the state. In all the years I have worked on this issue, I
had not witnessed the sort of sincere emotion that was expressed in that room.

I've been at the immigration reform and enforcement table for
about 20 years. I've worked with activists during all those years. But last
week, in Los Angeles, I had a first-time-ever experience at an activist brain
storming session.
Gathered for an update on Stop AB131, the petition drive to
gather signatures to force a ballot initiative as to whether the California
taxpayers should fund college grants to illegal aliens, I asked the top
activist leaders from Southern California how the signature drive was going.
They started updating me with the positive response from
California residents who signed the petitions, but then admitted about 500,000
more signatures were still needed. When I said there was only a little more
than three weeks to go to meet the January 5th deadline, suddenly their faces
dropped at once, and the room went completely silent.
It was easy to read on each of their faces; the task was
nearly impossible! Without big money to pay signature gatherers or a tsunami of
petitions flooding in, the taxpayers of California will be forced to give grant
money to illegal aliens for college, on top of the $22 billion they are
spending annually in California to support the illegal alien population.
While all of our minds were racing and searching for
suggestions as to how to accomplish this daunting task of gathering signatures,
Lupe Moreno, long time Hispanic leader from Santa Ana, said "Can we have a
prayer?" Everyone agreed to pray.

You see, the

These activists in California have already learned what the
rest of the nation is about to learn. We the people. . . are the only ones
looking out for the best interest of American citizens. With few exceptions, we
have no national leadership on the issue of stopping the illegal migration flow
into our nation.
American citizenship or the benefits thereof have become a
commodity for politicians to pander and barter away. They will grant de facto
citizenship through sanctuary policies, in-state tuition, non-compliance with
Secure Communities, grants for college, etc., etc., etc. President Obama and
most the Republican presidential hopefuls are peddling various versions of
amnesty proposals if they are elected next year.
What do these politicians want in return? They are hoping to
leverage enough votes in key states to put them over the top in 2012, no matter
what it costs the American people. This is futures betting: The politicians are
gambling the nation's future in hopes of winning the next election.
So while the
state can't afford to pay its bills or provide decent services to citizens,
these California activists watch their elected leaders lavish still more
benefits for people who don't have a legal right to be in the country. And while their child might have to pay out-of-state
tuition to go to college in another state, thousands of illegal aliens are
going to college at in-state tuition rates in California that they are subsidizing.
In addition

As an example, the inspector general offers ICE’s Los
Angeles field office which has flouted federal policy by creating its own
private system of worksite enforcement. During the three-year period considered
by the watchdog the office conducted 147 investigations, with 7% resulting in fines
and 55% in warnings. Even in instances where more than half of a business’s
federal employee verification forms (known as I-9) had “substantive errors” the
federal agents in L.A. only issued warnings instead of fines. One business
mentioned in the report had its fine slashed an astounding 78%, from $4.9
million to a little over $1 million.
