REID VOTED TO END BIRTHRIGHT CITIZENSHIP FOR ILLEGALS - Before He Joined LA RAZA MEX FASCIST PARTY!

Yes, Reid tried to end birthright citizenship -- but he apologized profusely for it
Right wing blogs think they've unearthed a lethal hit on Harry Reid: He apparently introduced a bill to end birthright citizenship back in 1993.

Conservatives are pointing to this as proof of Reid's hypocrisy in the wake of his claim the other day that he doesn't understand how any Latinos could ever vote Republican. Ed Morrissey argued that by his own standard, Reid "should lose his entire Hispanic vote over this."

Guess what: It happens to be true that Reid did introduce such a bill. And it was indefensible. But here's the thing: I've learned that Reid already apologized profusely for this in a speech in 2006, admitted he was wrong, and described this as the "low point" of his career. In other words, Reid himself agrees that it was indefensible.

The Washington Times is the outlet that got the goods on Reid's 1993 bill, which "clarified" the basis of citizenship. Reid's bill said that any child born here to a mother who is not an American citizen "shall be considered as born subject to the jurisdiction" of the mother's country and will not be "subject to the jurisdiction of the United States."

The bill added that such a child "shall therefore not be a citizen of the United States or of any State solely by reason of physical presence within the United States at the moment of birth."

As some on the right have noted today, this is in line with Lindsey Graham's thinking on the issue. But Reid's office sends over a transcript of a long and unusual apology Reid offered for this on the Senate floor in 2006.

"That is a low point of my legislative career, the low point of my governmental career," Reid said. He went on to tell the assembled Senators that his wife had chastized him for the move. "She, in effect, said: I can't believe that you have done it," Reid recounted. "But I had done it."

Reid's delivered his apology in "a near whisper as many Senators looked on in amazement," according to one news account at the time.

Yes, Reid did do this. And it's a legit story for conservatives to bring to light, in the wake of the debate over the 14th amendment. But it should be part of the discussion that Reid apologized profusely for what he did and described it as the worst moment of his career -- even as some Republicans continue to push for a reexamination of the 14th amendment 17 years later.

One lawmaker who has had a change of heart on immigration is Sen. Harry Reid, D-Nev.

Six years ago, Reid offered legislation that would have slashed the limit of immigrants from 800,000 to 300,000 a year. Reid recommended denying U.S. citizenship to babies born to illegal aliens.

'We've got too many immigrants, legal and illegal,' he said at the time.

Reid's measure did not become law, but it reflected a strong sentiment in Congress that the United States had lost control of its borders. As the economy continued to flourish, however, the call for a crackdown on immigration faded.

'I believe if I had to list the mistakes I have made, that legislation would be way up high,' Reid says now. 'It was short-sighted. I didn't understand the issue. I'm embarrassed that I made such a proposal.'

Most Americans still oppose granting U.S. citizenship automatically to children born in America to illegal immigrants.
A new Rasmussen Reports national telephone survey of U.S. Adults finds that 58% oppose automatic citizenship for a child born in this country to an illegal immigrant. That number has not changed since early June. A third of adults (34%) believe those children should become U.S. citizens.
Sentiments are basically unchanged from four years ago when the Senate was considering the immigration issue. The Senate was eventually forced to drop its plans and surrender to public opinion on the topic.
But 64% now believe illegal immigrants' children who serve two years in the U.S. military should be granted citizenship. One-in-four adults (25%) say those children should not be granted citizenship.
These numbers show slightly stronger support than results found in October 2007.
Voters have said consistently for years that when it comes to immigration reform, gaining control of the border is more important than legalizing the status of undocumented workers already living in the United States.

The survey of 1,000 Adults was conducted on August 10-11, 2010 by Rasmussen Reports. The margin of sampling error is +/- 3 percentage points with a 95% level of confidence. Field work for all Rasmussen Reports surveys is conducted by Pulse Opinion Research, LLC. See methodology.
In Arizona, where legislators recently passed a strict immigration enforcement law and are considering a law refusing to give birth certificates to children born to illegal immigrants in the state, 64% agree that those children should not automatically become U.S. citizens.
Only 28% of adults believe illegal immigrants' children who finish two years of college in the United States should be granted citizenship. Fifty-six percent (56%) disagree with that practice, while another 16% are not sure.
In fact, 63% of adults believe granting citizenship to the children of illegals who attend two years of college would encourage more people to enter the country illegally. Only 23% disagree with that view, and 14% more are not sure.
Americans are more evenly divided when it comes to the impact of granting citizenship to those who provide military service. While 41% say legalizing those children of illegal aliens who serve two years in the military would encourage more illegal immigration, 41% disagree. Eighteen percent (18%) are undecided.
Women are slightly more supportive than men of granting citizenship to children of illegal immigrants. Both men and women are equally supportive of allowing those children who serve in the U.S. military to be citizens.
Republicans and voters not affiliated with either major political party strongly oppose giving automatic citizenship to children of illegal immigrants, while Democrats are evenly divided. Still, a majority of adults from all party affiliations support citizenship for those who provide military service.
Most voters believe that the availability of government money and services draws illegal immigrants to the United States.
Fifty-four percent (54%) say the Justice Department should take legal action against cities that provide sanctuary for illegal immigrants. But 56% disagree with the Justice Department's decision to challenge Arizona's new law in federal court.
Despite a judge’s ruling putting key provisions of Arizona’s law on hold, most voters still favor passage of such a law in their own state.

Mexico prefers to export its poor, not uplift them
At this week's summit, failed reforms under Fox should be the issue, not US actions.

At the parleys this week with his US and Canadian counterparts in Cancún, Mexican President Vicente Fox will press for more opportunities for his countrymen north of the Rio Grande. Specifically, he will argue for additional visas for Mexicans to enter the United States and Canada, the expansion of guest-worker schemes, and the "regularization" of illegal immigrants who reside throughout the continent. In a recent interview with CNN, the Mexican chief executive excoriated as "undemocratic" the extension of a wall on the US-Mexico border and called for the "orderly, safe, and legal" northbound flow of Mexicans, many of whom come from his home state of Guanajuato. Mexican legislators share Mr. Fox's goals. Silvia Hernández Enriquez, head of the Senate Committee on Foreign Relations for North America, recently emphasized that the solution to the "structural phenomenon" of unlawful migration lies not with "walls or militarization" but with "understanding, cooperation, and joint responsibility." Such rhetoric would be more convincing if Mexican officials were making a good faith effort to uplift the 50 percent of their 106 million people who live in poverty. To his credit, Fox's "Opportunities" initiative has improved slightly the plight of the poorest of the poor. Still, neither he nor Mexico's lawmakers have advanced measures that would spur sustained growth, improve the quality of the workforce, curb unemployment, and obviate the flight of Mexicans abroad. Indeed, Mexico's leaders have turned hypocrisy from an art form into an exact science as they shirk their obligations to fellow citizens, while decrying efforts by the US senators and representatives to crack down on illegal immigration at the border and the workplace. What are some examples of this failure of responsibility? • When oil revenues are excluded, Mexico raises the equivalent of only 9 percent of its gross domestic product in taxes - a figure roughly equivalent to that of Haiti and far below the level of major Latin American nations. Not only is Mexico's collection rate ridiculously low, its fiscal regime is riddled with loopholes and exemptions, giving rise to widespread evasion. Congress has rebuffed efforts to reform the system. Insufficient revenues mean that Mexico spends relatively little on two key elements of social mobility: Education commands just 5.3 percent of its GDP and healthcare only 6.10 percent, according to the World Bank's last comparative study. • A venal, "come-back-tomorrow" bureaucracy explains the 58 days it takes to open a business in Mexico compared with three days in Canada, five days in the US, nine days in Jamaica, and 27 days in Chile. Mexico's private sector estimates that 34 percent of the firms in the country made "extra official" payments to functionaries and legislators in 2004. These bribes totaled $11.2 billion and equaled 12 percent of GDP. • Transparency International, a nongovernmental organization, placed Mexico in a tie with Ghana, Panama, Peru, and Turkey for 65th among 158 countries surveyed for corruption. • Economic competition is constrained by the presence of inefficient, overstaffed state oil and electricity monopolies, as well as a small number of private corporations - closely linked to government big shots - that control telecommunications, television, food processing, transportation, construction, and cement. Politicians who talk about, much less propose, trust-busting measures are as rare as a snowfall in the Sonoran Desert. Geography, self-interests, and humanitarian concerns require North America's neighbors to cooperate on myriad issues, not the least of which is immigration. However, Mexico's power brokers have failed to make the difficult decisions necessary to use their nation's bountiful wealth to benefit the masses. Washington and Ottawa have every right to insist that Mexico's pampered elite act responsibly, rather than expecting US and Canadian taxpayers to shoulder burdens Mexico should assume.

La Voz de Aztlan has produced a video in honor of the millions of babies that have been born as US citizens to Mexican undocumented parents. These babies are destined to transform America. The nativist CNN reporter Lou Dobbs estimates that there are over 200,000 "Anchor Babies" born every year whereas George Putnam, a radio reporter, says the figure is closer to 300,000. La Voz de Aztlan believes that the number is approximately 500,000 "Anchor Babies" born every year.

Once there was only Edward Roybal in a position of power. Today, as it did long ago, authority rests in many Latino hands.

The announcement last week that Archbishop Jose Gomez of San Antonio will replace Cardinal Roger Mahony as head of the local Catholic diocese capped an assertion of power on the part of Latinos in Los Angeles that is remarkable in its seeming speed.

For decades, only one Latino held unquestioned public power: Edward R. Roybal, the first Latino to win a seat on the Los Angeles City Council. He spent 13 years there, then moved to Congress to serve 30 years, most of that time as the region's only Latino representative.

Now the power positions held by Latinos in the Los Angeles area are multiple and manifest. Besides the Mexico-born archbishop, who is in line to become the first U.S. prelate of Latino heritage to become a cardinal, there is the mayor. The speaker of the Assembly. The sheriff. A county supervisor. Several members of the City Council, of Congress, of the Legislature, of the Los Angeles school board. The head of the most influential civic entity, organized labor.

"It is coming full circle," said UC Berkeley associate professor Lisa García Bedolla, the author of two books on Latino politics. "That's what Los Angeles looked like before becoming part of the United States."

It is hardly accidental, however. The moves to the top in politics and other endeavors have required equal parts population shifts, hard-fought legal pursuit and political strategizing.

Population numbers are only the most obvious propellant for the ambitions of both the community and its leaders.

In 1960, according to a USC demographic study, fewer than 10% of the people in the Los Angeles County area were Latino. By 2008, according to federal census estimates, almost half were Latino. Roughly the same was true in the city of Los Angeles.

While trailing the population levels -- because of lagging citizenship numbers -- the ranks of Latino voters also swelled over those decades.

But their efforts to win elections were thwarted by political lines drawn to diminish their heft. In the mid-1980s, legal challenges began to chip away at those hurdles. First came a legal assault on the Los Angeles City Council's district boundaries, which led to the creation of what was called at the time a "Latino district."

Next came a federal court fight over the Board of Supervisors. A judge ultimately decided that the board had drawn its lines to intentionally discriminate against Latinos. The judge's ruling led directly to the election, in early 1991, of Gloria Molina to the board.

As inspiring to the community as the two legal moves were, however, they essentially accounted for a single seat each. A more prosaic development, term limits, would ultimately do far more, according to García Bedolla.

Beyond the churning of legislative and council seats was the coincident rise of organized labor as a factor benefiting Latinos and other minority candidates. Miguel Contreras, who took over the county labor federation in 1996, ran it like a powerhouse until his death in 2005. His widow and fellow union leader, Maria Elena Durazo, now heads the labor organization.

"They explicitly included immigrants . . . [which] made the Latino community a political force in progressive politics in a way they hadn't been before," García Bedolla said.

A conspiring assist came, at the same time, from the non-Latino head of the local Catholic Church. Mahony had made a name as a friend of immigrants and Latinos before he arrived in Los Angeles in 1985. As the Latino population of the area swelled, he waded into a host of civic entanglements on their behalf.

He publicly defended janitors during a nasty strike. He came out early and forcefully against Proposition 187, the 1994 measure to strip state services from illegal immigrants. (It passed overwhelmingly but was largely struck down by the courts.)

Kenneth Burt, the author of "The Search for a Civic Voice," a history of California Latino politics, credited Mahony for keeping peace in Los Angeles between groups seeking power and those afraid of losing it.

"He had a tremendous impact in empowering the Latino community and in sending a powerful signal that the rise of Latinos should not be seen as a threat," he said. "Even though he's Irish, he's the first Latino cardinal in spirit."

All told, the taking of power has been stunning in its breadth. A Loyola Marymount University study of the top 100 elected positions in Los Angeles from 1959 to 2009 found that for years, only one man -- Roybal -- made the list. The numbers increased only gradually until 1991, when altered political lines and long-thwarted ambition pushed the percentage of Latino seats to 18%. By last year, 33% were held by Latinos.

More subtle, perhaps, has been the more or less tranquil way that change has been accomplished. Although there have been periods of contention, the flow of power from whites and blacks to Latinos has happened with far less gnashing than might have been expected years ago.

In part, that is because both politicians and interest groups have worked at it. Los Angeles' mayor, Antonio Villaraigosa, won election in his second attempt by attracting African American voters to go along with the Latino and Jewish voters who had earlier supported him. One of the main forces behind the career of former Assembly Speaker Karen Bass, an African American now running for Congress, has been the Latino-dominated labor movement.

Still, tensions are never far from view. The Republican primary for governor is currently aboil with the subject of illegal immigration, a perennial flash point. Although so far the issue has been of little consequence in the campaign, its presence suggests that some element of the public remains uncomfortable.

"I don't think you can get rid of so many decades of that competition and animosity quickly," said García Bedolla. "I think it's going to be a while before we stop having that sense that anything that is good for me is bad for you."

Burt, who is the political director for the California Federation of Teachers, pointed to a continued backlash against President Obama and the illegal immigration ads as indications that tension persists.

A report by the Las Vegas Review-Journal found that illegal aliens receiving dialysis treatment were costing the hospital more than $2 million per month. Nevada taxpayers are forced to pay for a situation that the report says "continues to worsen."

Officials say the lack of enforcing immigration laws is making a bad situation worse as the University Medical Center in Las Vegas looks to face a $70 million budgetary shortfall in 2010. They say attempts to encourage illegal aliens to receive the treatment in their home countries hasn't worked.

"The cost to our taxpayers is astronomical," said Lawrence Weekly, a Clark County commissioner and chairman of the UMC board of hospital trustees. "Many people are justifiably outraged. If this kind of thing goes on, we might have to close our doors. But we're governed by federal law on this issue so some way the federal government has to help us out. We just can't stand by and let people die in the streets. We wouldn't want that on our conscience."

The article says that a spokesman for Senate Majority Leader Harry Reid said over the summer that Reid would push for increased funding for hospitals that helped illegal aliens, but the funding hasn't materialized.

One thing that has certainly changed since 1994 is Harry Reid. As Senate Democratic Leader, he now sees illegal aliens and foreign workers as future Democratic voters and believes that pandering to Hispanics will help him win votes.

It will grant amnesty to every single illegal alien present in this country the day it is passed. Besides rewarding the lawbreakers who are already here, this will encourage additional illegal immigration as the bill is debated. The bill even allows illegal aliens with multiple criminal convictions to receive amnesty.

Bring back the Old Harry Reid

When asked about figures released by the Pew Hispanic Center that found that 14% of the nation’s construction workers are illegal aliens, Harry Reid responded, “That may be some place, but it’s not here in Nevada.” Reid is right. The number is much higher in Nevada. According to the same report, Nevada has the highest level of illegal aliens in the workforce at 12.2%—2.3% higher than the next highest state.
When asked to justify why he blocked Senator Jeff Session’s Amendment to require government contracted construction workers use E-verify to prevent them from hiring illegal aliens with the taxpayer’s money, he replied: “That’s the reason we need to do comprehensive immigration reform. We cannot do it piecemeal.”
In other words: he refuses to enforce our immigration laws unless we pass amnesty.
Earlier in the year, Reid wrote a detailed outline with Senators Chuck Schumer (D-NY) and Robert Menendez (D-NJ) of what they wanted “comprehensive immigration reform” to look like.
It isn’t pretty. The bill will gut enforcement, voiding all state and local laws such as the one just passed in Arizona. It will also greatly increase legal immigration levels—adding at least 550,000 permanent work visas and 3.4 million permanent family visas.
It will grant amnesty to every single illegal alien present in this country the day it is passed. Besides rewarding the lawbreakers who are already here, this will encourage additional illegal immigration as the bill is debated. The bill even allows illegal aliens with multiple criminal convictions to receive amnesty.
Needless to say, this is not the type of immigration reform that Americans want.
Harry Reid did not always support amnesty. In 1993 he introduced the Immigration Stabilization Act, and he reintroduced it the following year.
Upon introducing the bill, Reid said, “Our borders have overflowed with illegal immigrants placing tremendous burdens on our criminal justice system, schools and social programs… Our federal wallet is stretched to the limit by illegal aliens getting welfare, food stamps, medical care and other benefits often without paying any taxes.”
While “comprehensive immigration reform” is now used as an euphemism for amnesty, Reid’s office called the bill “the first and only comprehensive immigration reform bill in Congress.”
And comprehensive it was.
Reid’s bill would have ended giving birthright citizenship to the children of illegal aliens, increased border security, created new sanctions against illegal aliens and their employers, and barred illegal aliens from receiving government benefits. Additionally, the bill reduced legal immigrant admissions by 500,000 people a year. It achieved this by eliminating the visa lottery, limiting work visas to truly skilled immigrants with advanced degrees and extraordinary abilities, and limiting family reunification to children and spouses.
What has changed since Reid introduced the bill? In 1994, there were approximately 3 million illegal aliens living in the United States. Today there are 11 million. In 1994, we accepted 800,000 legal immigrants each year. Today, we accept 1.1 million. In 1994, Unemployment was at 6.6%. Today it is officially at 9.5%, and these numbers do not include the temporary census workers who will soon be out of a job. The Census bureau reports that one out of every six workers, in America, is foreign born with eight million illegal immigrants in the workforce.
Things are even worse in Nevada. In addition to having the highest number of illegal aliens in the workforce, it also has the highest unemployment rate in the country at 14%.

The Arizona Republic recently ran a piece entitled “Harry Reid's dislike of Arizona law may aid re-election.”
Fortunately for Nevadans and Americans, Reid’s repositioning on immigration will most likely backfire. Hispanics only make up 12% of the electorate, and many are patriotic citizens who support Arizona’s law. As a whole, 57% of Nevada voters support Arizona’s law and 63% oppose the Obama administration’s lawsuit to prevent it.
While illegal immigration has become a hot button political issue, no politician of either party has introduced legislation for across the board cuts on legal immigration since I introduced the Mass Immigration Reduction Act of 2004.
The fact that this is not getting any attention is outrageous. Despite skyrocketing unemployment, we actually increased the number of foreign workers we accepted into the country in 2009, with over 1.1 million permanent green cards issued in addition to over 880,000 visas to temporary foreign workers.
With our immigration and economic problems out of control and politicians refusal to fully address the issue, we need the Harry Reid of 1993 and 1994 more than ever.
