Illegal alien known as the “Chandler Rapist” received a 168 year sentence. Mexican national Santana Batiz-Aceves, 39, was sentenced in Maricopa County Superior Court to 168 years in prison. A month ago, he pleaded guilty to five counts of sexual conduct with a minor, five counts of molestation of a child, one count of aggravated assault and one count of attempted sexual assault.

On January 11, 2008, police in Chandler, AZ arrested Aceves, and based on DNA evidence, charged him with 47 various counts. The string of child rapes took place between June 2006-November 2007.

At the time of his arrest, he had already been deported twice for drug charges in California. Aceves faced charges of kidnapping, aggravated assault, burglary, sexual abuse of a minor, child molestation, giving police false information, providing false documents, and trespassing.

Though an illegal alien, Aceves was working as a heavy equipment operator and lived very close to two junior high schools.

The police had reason to believe that Aceves is in the country illegally, so his immigration status had been turned over to Immigration and Customs Enforcement.

I am hearing May Day will be a day of demonstrations by local illegals.

What are the Patriots planning to do in response to this event?

I for one would like to have the opportunity to come together with like minded folk to declare that our law is just. While we may not like taxes, we pay them, ditto FEES FOR drivers licenses, auto insurance etc., etc. Oh yeah, and I paid for the birth of my children. Every last penny.
Am I a redneck? No? White supremacist? No. Anarchist? Rich Smuck? No. I am a law abiding IMMIGRANT that came here with nothing and worked hard within the confines of the law to become successful. Mexican officials condemn Arizona's tough new immigration law

MEXICO CITY -- President Felipe Calderón on Monday vigorously condemned a tough new immigration law in Arizona that requires police to question anyone who appears to be in the country illegally -- a measure Calderón said "opens the door to intolerance and hatred."
Under the new law, signed by Arizona Gov. Jan Brewer (R) on Friday, legal immigrants will be required to carry documents proving their status. Police will question anyone they "reasonably suspect" of being undocumented, and illegal immigrants could be detained and handed over to federal authorities. The law takes effect in 90 days. Brewer said the costs of uncontrolled illegal immigration and the lack of enforcement by the federal government forced her state to act on its own.
Mexican officials reacted with swift and near-universal condemnation, warning that the law could harm trade, tourism and bilateral relations. The U.S.-Mexico border is the busiest in the world, with approximately 350 million crossings per year. Daily two-way movement of goods amounts to about $1 billion, according to the U.S. Department of Commerce.
Mexico's health minister, José Ángel Córdova, who is widely credited with stemming the global spread of swine flu, called it "a discriminatory law, abominable for us."
José Guadalupe Osuna Millán, the governor of the Mexican state of Baja California, which abuts California, warned that the law "could disrupt the indispensable economic, political and cultural exchanges of the entire border region."
A senator and a leader of the center-right National Action Party, Josefina Vázquez Mota, said the Arizona law would mean "the criminalization of all Mexicans."
Calderón called the Arizona law "a violation of human rights" and promised it would be at the top of his agenda when he comes to Washington in May to meet with President Obama, who has called the Arizona measure "misguided."
Calderón said he was instructing Mexico's foreign ministry and consulates in the United States to organize and work with a network of lawyers to defend the rights of Mexicans.
Top officials in Mexico are usually publicity shy about U.S. legislation. They have been quietly pushing for sweeping federal immigration reform, which would include a path to legal residency, but they speak a vague diplomatic language that calls for "respect" and "dignity" for illegal migrants, while pointing out their contributions to both the U.S. and Mexican economies. Mexicans working abroad sent home last year more than $20 billion, the country's second leading source of foreign capital after oil sales.
Calderón acknowledged that his citizens went north because Mexico lacks opportunity, and that immigration should be regulated. But he also said, "It would be difficult to imagine the growth and prosperity of the United States in the 20th century without the contributions of Mexican workers."

Mexico town split over Central American drifters
Migrants fall prey to kidnappers and worse while the Mexican government does little to protect them, rights groups say. However, others say the migrants are forming criminal bands and should be deported.

Gathered below an overpass on Independence Avenue, dressed in the multiple layers typical of homeless travelers, the migrants watched for the next northbound freight train through Tultitlan.

Many of them, mostly young men and boys, prepared to hop aboard, hobo-style, on an ever-more-precarious trip that might get them as far as the United States.

But fewer migrants are achieving that goal. Central Americans who for years have passed through Mexico en route to the U.S. are increasingly cutting their trips short as they run out of cash or become discouraged by fewer opportunities farther away from home.

The lingering presence of the migrants in this town, about an hour's drive outside Mexico City, is tearing the small community apart, with some residents providing migrants with food, clothes and aid and others complaining of their alleged crimes, plus a new local government maneuvering to get rid of them.

The treatment of immigrants has become a divisive and embarrassing issue for Mexico. A country that has historically sent millions of its own people to the U.S. and elsewhere in search of work, Mexico has proved itself less than hospitable to Central Americans following the same calling.

Church and human rights groups say the migrants passing through are falling prey to kidnappers, extortionists and killers while the Mexican government does little to protect them. The national Human Rights Commission says it has recorded, in the last three years, 10,000 kidnappings of migrants, who are most frequently seized by predatory gangs who demand money from the victims' families in their home countries.

In Tultitlan, migrants also complain of being beaten, rousted and robbed, often by police officers.

Jose Juan Hernandez, a state human rights officer, said he is investigating 30 formal complaints from the first half of this year. Hernandez, who regularly visits the migrants in their squalid, temporary encampments, provides water and tips on how not to fall into the hands of kidnappers and thieves.

"Very few want to stay in Mexico," he said, adding that he sometimes sees women or entire families with children as young as 5 trying to make their way north. "They suffer a lot and risk everything. They see the economic situation is bad here and they don't like the way they are treated."

But many migrants stay because they fear that life would be worse in the U.S., where they could be arrested if caught after entering illegally and where job opportunities have withered. Money often is tight and many relatives in Central America or in the U.S. who might have helped are themselves strapped.

Hernandez has seen the number of arriving migrants increase by about 30% in the last year, with a huge uptick in Hondurans after the coup d'etat on June 28 that ousted their president and threw their country into political turmoil.

Among some residents of Tultitlan, there is sympathy. Nearly every day, bread distributor Jose Manzano drives by the knots of men sheltering under the overpass. When he can, he stops and hands out pallets of surplus bread from the trunk of his car.

"I see hunger, I see need, and I see gratitude in their eyes," said Manzano, 55. "If I can help a little, why not?"

Patricia Camarena, an activist who works with the advocacy group Apoyo al Migrante, or Migrant Support, also brings help and basic first aid. She scolded authorities for what she sees as historical inaction.

"I feel angry because how can Mexico ask for immigration reform [of the United States], as well as talk about human rights?" she said as she washed the feet of a young migrant and gave him a pair of fresh socks. "I cannot stay quiet about what's happening."

A new city administration that took office in August, however, feels differently. Mayor Marco Calzada said he wants the federal government to deport the migrants. When they were just passing through, it was a manageable problem, he said, but now large numbers are staying and forming criminal bands.

Officials say the Tultitlan municipality, with a population of more than 432,000, sees hundreds of immigrants arriving each week.

"The numbers are over the top," Calzada said. "They have invaded neighborhoods. They steal, they kidnap, they rape."

City Hall is fielding complaints, the mayor added, but neither he nor his public security director, Jose Luis Medina, could provide statistics. Asked about complaints from migrants about police harassment and robbery, Medina would say only that about 10% of the previous municipal administration's police department was fired for abuse, corruption or other infractions.

Advocacy groups counter that the Central Americans are being made scapegoats for all local crime.

By the overpass, the migrants sit in small groups or around rudimentary campfires. Some beg, some use drugs and some pick up legitimate day labor.

"I don't want to go to the U.S. They arrest you there," said Edil Alberto Perdomo, 24, of Honduras, who gets by on handouts. "We aren't bothering anyone. We only want respect, we don't want problems. I want to remain here but be left in peace."

Douglas Martinez, a 29-year-old Salvadoran with a green bandanna on his head, has stuck around to earn a bit of money working in a junkyard. He seemed to be something of a leader in the group, directing others to stand in line to receive donated water.

Martinez said he's been deported from the U.S. twice but still wants to try to reach Los Angeles to see his wife and children, who live there. "You know the need to see your family," he said.

Like Martinez, Kevin Eduardo, a 13-year-old Honduran, and many others said they were trying to reach the U.S. Whether they will make it is anyone's guess.

NOT ALL JOBS ARE CREATED EQUAL: Why Wall Street’s Gain Has Been American’s Loss
Jobs -- everybody is in such total agreement that we need more of them that the word is in danger of becoming meaningless, of going from tangible policy to talking point. In Washington, saying you're for jobs has become just another obligatory, perfunctory throat-clearing preamble.
At a fundraiser last week, Joe Biden pledged, "Some time in the next couple of months we're going to be creating between 250,000 jobs a month and 500,000 jobs a month."
That sounds great, if it's true -- a very big "if." But, even if it is true, the vice president didn't say what kind of jobs these are. And make no mistake: not all jobs are created equal.
Since the recession began in late 2007, we've lost 8.4 million jobs. Over 2 million of those were manufacturing jobs, the kind of jobs that have traditionally delivered American families into the middle class -- and kept them there. We lost 1.2 million manufacturing jobs in 2009 alone. And while job numbers go up and down, the loss of these blue-collar jobs has been going on for decades.
In 1950, manufacturing accounted for more than 30 percent of non-farm employment. As of last year, it's down to 10 percent. Indeed, one-third of all our manufacturing jobs have disappeared since 2000. This devastating downward trend has contributed greatly to the erosion of the middle class.
There have been a number of recessions over the last few decades. And our economy rebounded after each one. But each time it has bounced back in a way that made it harder for those in the middle class to stay there -- and even harder for those aspiring to become middle class to get there.
Yet the loss of middle class jobs is rarely talked about in Washington. Neither is the way that the useful section of our economy is being replaced by the useless section of our economy. But the numbers don't lie: the share of our economy devoted to making things of value is shrinking, while the share devoted to valuing made up things (credit swap derivatives, anyone?) is expanding. It's the financialization of our economy, and its symptoms were described by Andrew Ross Sorkin on Charlie Rose last week:
When you think about what a synthetic CDO is -- [as with] so many of these instruments on Wall Street, it's really just a casino, there is no underlying assets, they don't actually own these mortgages, people aren't getting mortgages because of this... What is the social utility of that?
According to Thomas Philippon, professor at NYU's Stern School of Business, in 1947, the financial industry made up 2.5 percent of America's GDP. By 1970, it had grown to 4 percent. By 2006, just before the meltdown, it was 8.3 percent.
The trend is even starker when you look at the financial sector's share of U.S. business profits. As Simon Johnson recounted last year in The Atlantic, between 1973 and 1985, the financial industry's share of domestic corporate profits topped out at 16 percent. In the 1990s it spanned between 21 percent and 30 percent. Just before the financial crisis hit, it stood at 41 percent.
That's right -- over 40 percent of the profits of the entire U.S. corporate sector went to the financial industry. James Kwak explains why this is a problem:
Remember that financial services are an intermediate product -- that is, we don't eat them, or live in them, or put them on in the morning. They are supposed to enable a more efficient allocation of capital, so that the nonfinancial economy is more productive. But what we saw since the 1980s was the unmooring of the financial sector from the rest of the economy.
In other words -- it's supposed to serve our economy, not become our economy.
The expansion of the financial industry has come at a significant cost to the rest of us. And those that have paid the highest price are the members -- and former members -- of America's middle class.
As Paul Krugman put it this weekend: "A growing body of analysis suggests that an oversized financial industry is hurting the broader economy. Shrinking that oversized industry won't make Wall Street happy, but what's bad for Wall Street would be good for America."
One out of every six blue-collar workers has lost his or her job in the latest recession -- a number commensurate to what happened during the Great Depression. According to Professor Andrew Sum, "Our ability to maintain a healthy middle class is very dependent on being able to get a lot of these individuals back into the workplace and back into jobs to keep the rest of the economy going."
"There are very high multiplier effects from many manufacturing activities," says Sum. "So the loss of jobs spills over into the rest of the economy."
But isn't wringing our hands over the loss of manufacturing jobs the 21st century equivalent of 19th century concerns about America turning from an agrarian society into an industrial one? Isn't America's future to be found in newer, better, more modern service industry jobs?
Actually, no -- for a number of reasons.
For starters, it turns out that manufacturing jobs aren't just more productive and valuable than jobs in the Wall Street casino -- they're also more valuable than service jobs. As economist and author Jeff Madrick points out:
Making goods is on balance -- with exceptions -- more productive than providing services, and rising productivity is the fundamental source of prosperity... a major nation must be able to maintain a balanced current account (and trade balance) over time, and goods are far more tradable than services. Without something to export, a nation will either become over-indebted or forced to reduce its standard of living.
In other words, in the absence of manufacturing, the only way to compete with Third World nations is to become a Third World nation, which is exactly what will happen if we allow our middle class to disappear.
What's more, it's not just manufacturing and lower skilled service jobs that are disappearing. According to the Hackett Group, companies with revenues of $5 billion and over are expected to take an estimated 350,000 jobs offshore in the next two years alone -- nearly half in IT, and the rest in finance, procurement and human resources.
Linda Levine of the Congressional Research Service says that some see "perhaps a total of 3.4 million service sector jobs moving overseas by 2015 in a range of fairly well paid white-collar occupations."
And Booz Allen Hamilton, in a 2006 study, found that white-collar outsourcing is no longer just about call center and credit card transactions. Now "companies are offshoring high-end work that has traditionally been considered 'core' to the business, including chip design, financial and legal research, clinical trials management, and book editing."
Do you hear that? It's Ross Perot's giant sucking sound being cranked up to a deafening roar -- and it's about a lot more than NAFTA.
Accenture now employs more people in India than in America. And IBM is headed in the same direction.
And the horizon looks even darker. A Harvard Business School study found that up to 42 percent of U.S. jobs -- more than 50 million of them -- are vulnerable to being sent offshore.
Even more troubling is the reason so many of these jobs are being sent overseas. It's not just about cost control. "What used to be a tactical labor cost-saving exercise," the Booz Allen Hamilton study says, "is now a strategic imperative of competing for talent globally." In other words, America's talent pool -- especially when it comes to professions like engineers and computer scientists -- is drying up. At the same time the demand for these highly skilled workers is growing, the number of Americans earning Master's degrees and PhDs in engineering has fallen.
We are continuing to feel the sting of our lack of investment in our people -- particularly when it comes to education, the other primary pillar (along with a good job) of a healthy middle class.
This is what happens when a country is willing to spend trillions of dollars fighting unnecessary wars while allowing college tuition to rise out of the reach of so many of its citizens. And it's what happens when a country turns its economy over to the casino of Wall Street.
It's not too late to change course. The financialization of our economy didn't just happen. Decisions were made that made it possible -- and decisions can be unmade. But first we need to decide, as a country, what kind of economy we want to have: one that's good for middle class families or one that's built to enrich Wall Street.
In the Financial Times last week, Martin Wolf wrote about how "the financial sector seems to be a machine to transfer income and wealth from outsiders to insiders, while increasing the fragility of the economy as a whole."
When the chief economics commentator at the Financial Times is sounding like the second coming of Karl Marx, you know things have gotten way out of hand.
It's time to start separating the real economy from the casino economy. And to make sure that with all the talk in Washington about "jobs," we don't let the platitudes become a substitute

While Americans continue to strongly support efforts that will slow or stop illegal immigration, most also still favor a generally welcoming policy of legal immigration.
A new Rasmussen Reports national telephone survey finds that 58% favor a policy that would welcome all immigrants except “national security threats, criminals and those who would come here to live off our welfare system.” Just 26% disagree with such an approach, while 16% more are not sure.
Support for a welcoming immigration policy is a bit higher among Republicans than it is among Democrats or voters not affiliated with either of the parties. Just 19% of GOP voters oppose a generally welcoming immigration policy. Opposition is at 28% among Democrats and 31% among unaffiliateds.
These views have changed little over the past four years.
However, 68% of voters nationwide say it is more important to gain control of the border than it is to legalize the status of undocumented workers. Only 25% believe it is more important to legalize the status of undocumented workers already in the country. These views, too, have remained consistent for years.

Among those who favor a welcoming immigration policy, 70% see gaining control of the border as the top priority. Among those who oppose a welcoming immigration policy, 67% see border control as the top priority. This strongly suggests that voters see little connection between the debate over legal immigration and the desire to stop illegal immigration.
Additionally, 60% of all voters favor a law that authorizes local police to stop and verify the immigration status of anyone they suspect of being an illegal immigrant. Such a law was recently passed in Arizona and is supported by 70% of voters statewide.
Once again, there is little difference in perspective between those who favor a welcoming immigration policy overall and those who oppose such a policy.
The differing priorities between the public and the Political Class always seem to arise when Congress considers immigration reform. Eighty-one percent (81%) of Mainstream American voters see controlling the border as the top priority. Seventy percent (70%) of the Political Class says that legalizing the status of undocumented workers is most important (see more on the Mainstream/Political Class divide). That hasn’t changes since the 2006 immigration legislation collapsed when the U.S. Senate surrendered to public opinion. During that debate, a New York Times/CBS poll found that 69% believed illegal immigrants should be prosecuted and deported.
Voters across the nation are extremely skeptical about the federal government’s role in the immigration debate. Three-out-of-four voters believe that the federal government is not doing enough to secure the nation’s borders. In fact, 56% believe that the policies of the federal government encourage illegal immigration. Among voters who are angry about immigration, 83% are angry at the federal government. Only 12% direct their anger at the immigrants.
Currently, only 31% of voters think Congress is even somewhat likely to take action that will help secure the borders. That includes just 10% who believe Congress is Very Likely to act.

PHOENIX -- On the grounds of the Capitol, in a state that only days earlier had adopted the nation's strictest anti-immigration law, the two sides of an angry debate are united on one thing: They blame Washington.
Years of congressional inaction and paralysis on immigration created a vacuum that either forced the Arizona legislature to step in or allowed overzealous lawmakers to trump federal authority, depending on whom you ask.
The law is injecting new life into the election-year debate over an issue felt strongly in the states, particularly along the Mexican border, even as Congress appears to be at an impasse over whether to consider a complex immigration bill before facing voters this fall.

President Obama came to office promising a broad overhaul of laws governing border security and how illegal immigrants are treated after they arrive in the United States. But he must decide how far to push the issue in the face of a legislative calendar crowded with a pending Supreme Court nomination and fights over financial regulation and the sweeping energy reform policy known as cap and trade. Democrats and Republicans are torn, with Senate Majority Leader Harry M. Reid (D-Nev.) urging action ahead of his difficult reelection fight but others unmoved.
Three days after Gov. Jan Brewer (R) signed the bill, the parched grass surrounding the Capitol remained a political staging ground for both sides. A young woman in a "Legalize Arizona" T-shirt vied for attention with a man carrying a sign that read "You are an Illigal Immigrant in my Country."
The law gives local police broad authority to stop and request documents from anyone they reasonably suspect is an illegal immigrant. It calls for aggressive prosecution of illegal immigrants, and officers can be sued if they do not enforce the law.
Opponents are vowing a federal lawsuit, and some Democrats are calling for an economic boycott of the state, drawing a rebuke from Republicans. Phoenix Mayor Phil Gordon (D) said: "This is dividing our city and our state. It's tearing us apart."
A vigil kept by opponents of the new law stretched into another night, while former congressman J.D. Hayworth, a border security hawk, used the domed Capitol as a backdrop to file his formal primary challenge against Sen. John McCain (R-Ariz.).
"Stop the hate," read a handmade sign carried by a Mexican-born U.S. citizen.
"Silent no more," said a sign carried by a transplant from Chicago who said he is fed up with Mexican immigrants.
Brewer, who signed the bill Friday, said the legislature had no choice but to assert itself in the absence of federal legislation addressing the tide sweeping across her state. The long border with Mexico remains porous despite significant increases in patrols, and Arizona is home to about 450,000 illegal immigrants.
"We in Arizona have been more than patient waiting for Washington to act," Brewer said. "But decades of federal inaction and misguided policy have created a dangerous and unacceptable situation."
Obama criticized the Arizona law and said he would ask the Justice Department to study it for potential civil rights violations. Yet he, too, acknowledged the past failure to grapple with the issue effectively, predicting "misguided efforts" in other states "if we continue to fail to act at the federal level."
Even if Congress were to take up reform, it remains hard to discern which path would satisfy the opposing activists who gathered in the 90-degree heat.
"The culture is being destroyed. You call anywhere, it's 'Push one for English, two for Spanish.' All it does is make it easier for people to live here once they sneak into the country" said Gary Arbitter, who supports the new law and carried the "Silent no more" sign.
Dentist Blaine Brimley agreed. He said there has been too much fear-mongering and too little understanding of the new law, which will go into effect in fewer than 90 days if no court blocks it.
"I just saw a shirt that said 'Shame on Arizona,' " he said, protesting that the state is simply strengthening its laws and enforcing them. "They're not going to do profiling. They're only going to talk to people for traffic violations or something else."
Obama, a former constitutional law professor who, as an Illinois state senator, helped pass a law prohibiting racial profiling, said Arizona's policy threatens "to undermine basic notions of fairness that we cherish as Americans."
Yet supporters of the measure said Arizona Republicans -- only one Republican voted against the bill; all Democrats opposed it -- rightly stepped into a vacuum.
"If [Obama] was doing his job, Arizona would not need to pass this law and Governor Brewer wouldn't need to sign it," said Ira Mehlman, a spokesman for the Federation for American Immigration Reform. "This has been brewing in Arizona for some time."
On that point, Melanie Nelson, a leader of the Pima County Interfaith Council, agreed. She opposes the law and predicts negative consequences, including harm to businesses and employers and a decline in police cooperation from worried immigrants.
Citing a recent poll that showed support for the law, she said: "People are very frustrated. There's even more tension because there's nothing happening at the federal level."
Outside the Capitol, Ross Canyon addressed a group of young protesters chanting "Sí, se puede," or "Yes, we can," the motto of the United Farm Workers. That slogan was later adopted by reformers who favor a path to citizenship for the nation's estimated 12 million illegal immigrants. "People don't like the idea that they will be stopped and carded because of their skin color," said Canyon, a Navajo born in Arizona. "I've had the sheriff stop me, and I'm not from the other side of the border."
Alfonso Garnica, who wore the "Stop the hate" sandwich board, predicted that police, already overburdened, would resort to profiling and called on the federal government to step in.

Illegal immigrants again in the budget spotlight
The economic downturn has activists pushing for a measure that would limit the services Californians provide.

As California lawmakers struggle with a budget gap that has now grown to $26.3 billion, one of the hottest topics for many taxpayers is the cost to the state of illegal immigrants.

The question of whether taxpayers should provide services to illegal residents became a major political issue in California's last deep recession, culminating in the ballot fight over Proposition 187 in 1994. That history could repeat itself in the current downturn, as activists opposed to illegal immigration have launched a campaign for an initiative that would, among other things, cut off welfare payments to the U.S.-born children of illegal immigrants. Those children are eligible for welfare benefits because they are U.S. citizens.

State welfare officials estimate that cutting off payments to illegal immigrants for their U.S.-born children could save about $640 million annually if it survives legal challenges.

California has roughly 2.7 million illegal residents, according to an April 2009 report from the authoritative Pew Hispanic Center, accounting for about 7% of the state's population. State officials estimate that they add between $4 billion and $6 billion in costs, primarily for prisons and jails, schools and emergency rooms. Beyond those services, the illegal population adds to the overall cost of other parts of local government, from police and fire protection to highway maintenance and libraries.

On the other side of the ledger, illegal residents pay taxes -- sales taxes on what they buy, gasoline taxes when they fuel their cars, property taxes if they own homes. The total is hotly debated, although most researchers agree that the short-term costs to state and local government are bigger than the revenues.

Many companies that hire illegal workers also withhold Social Security and income taxes from their paychecks, based on workers' invalid Social Security numbers. That money goes mostly to the federal government, not to localities. The Social Security Administration estimates that in 2007, illegal residents nationwide contributed a net of $12 billion to the system.

The largest costs to California's budget from its illegal residents are in three areas:

* Education: The state has no official count of how many students are in the country illegally because school districts do not ask. But the state legislative analyst estimated, based on data from the Pew Hispanic Center, that the state's 6.3 million public school students include about 300,000 illegal residents. At an annual cost of about $7,626 each, the total comes to nearly $2.3 billion.

* Prisons: In fiscal year 2009-10, California expects to spend about $834 million to incarcerate 19,000 illegal immigrants in the state's prisons. In Los Angeles County, illegal immigrants add between $370 million and $550 million annually to criminal justice costs, including prosecution, defense, probation and jails, according to Supervisor Mike Antonovich.

* Healthcare: The expected state tab for healthcare in fiscal 2009-10 is $703 million for as many as 780,000 illegal immigrants. Of that, $486 million goes to emergency services. But low-income illegal residents are also eligible for some nonemergency health services, including prenatal and postpartum care, abortions, breast and cervical cancer treatment and certain types of long-term care, such as stays in nursing homes. Most of the nonemergency care for illegal immigrants was authorized by the Legislature in the 1980s.

Much of those costs are beyond the control of state officials. The U.S. Supreme Court ruled in 1982 that the Constitution forbids school districts to turn away children who are illegal immigrants. And federal law requires emergency rooms to treat everyone, regardless of citizenship.

How serious a problem those costs are is a subject of constant debate. "It is a catastrophic hit . . . on every level of government," Antonovich said.

State Sen. Denise Moreno Ducheny (D-San Diego) who heads the Senate budget committee, counters that illegal immigrants are net contributors through their taxes and labor in farming and other industries. Cutting services to illegal residents is "penny wise and pound foolish," Ducheny said.

The Center for Continuing Study of the California Economy, based in Palo Alto, has analyzed research on the costs of illegal immigration. Most studies show that at least in the short term, illegal immigrants, who tend to be poorer and have more children than average, use more in public services than they contribute in taxes, the center found.

But the center's director, Stephen Levy, said some of the long-term effects were positive. Educating illegal immigrant children, for instance, helps them eventually land better jobs and higher salaries, benefiting Californians with increased tax payments and more sophisticated work skills.

Gov. Arnold Schwarzenegger has said it is wrong to blame illegal immigrants for the state's fiscal problems. He has, however, proposed to limit welfare and nonemergency healthcare for illegal immigrants and their families. So far, the Legislature has rejected his plans.

One of the governor's proposals would place a five-year limit on state welfare payments to the U.S.-citizen children of illegal immigrants. That would affect approximately 100,000 U.S.-born children in about 48,000 California households headed by illegal immigrants, who receive a monthly average of $472. The measure could save $77 million annually, according to the governor's office.

Under another proposal, the governor could commute the sentences of some illegal immigrant felons in state prisons and shift them to federal detention centers. It costs the state $48,000 to incarcerate a prisoner, and the federal government reimburses about 12 cents on the dollar, according to state finance officials. The administration estimates that commuting sentences of 8,500 felons, along with other sentencing changes, could save $182 million, although other state analysts question that.

State cuts in health services could shift costs to counties, some of which have begun denying treatment to illegal immigrants to close their own budget gaps. "It really is a punt," said Farra Bracht of the Legislative Analyst's Office. "We just keep shoving more and more to the counties. . . . They are the providers of truly last resort."

Many state officials have called on the federal government to increase the payments it makes to the state for costs associated with illegal immigrants, because controlling the borders is a federal responsibility. So far, however, Washington lawmakers, faced with large deficits of their own, have not been willing.

And others say the nation's humanitarian traditions and long-term interests compel extending a helping hand to people such as Delia Godinez.

Godinez, a 43-year-old undocumented Mexican immigrant, left an abusive family and lives in transitional housing. Four of her five children are citizens and receive a total of about $650 each month from the state's CalWorks program. She also receives about $500 in federal food stamps and other vouchers.

Without the aid, the unemployed Godinez said, she wouldn't be able to provide for her family. She is studying English and hopes one day to open a business and get off welfare.

"I don't want to be my whole life with that help," she said.

Dobbs: Democratic hacks embrace lunacy of amnesty

NEW YORK (CNN) -- This new Congress was supposed to be different. Instead, it is being led by a gaggle of partisan hacks pandering to the same special interests and corporate masters as the previous Republican-led Congress. So-called comprehensive immigration reform legislation is about to take a privileged position on the Democratic agenda in the Senate. It will likely succeed, just as it did in that august chamber last year, when 38 Democratic senators sided with the president to pass the bill and tried to slam amnesty down the throats of the House of Representatives and their 300 million constituents. And the now Democratic-controlled House is likely to embrace rather than combat the lunacy of amnesty. The same characters are already shoveling the same nonsense that overwhelmed reason in the Democratic Party and the Bush administration last year. Front and center in their march to madness: The bill's sponsor, Senator Ted Kennedy, Senate Majority Leader Harry Reid, Chair of the Congressional Hispanic Caucus Immigration Task Force Rep. Luis Gutierrez and House Judiciary Immigration Subcommittee Chairwoman Zoe Lofgren. Also meeting with Sen. Kennedy this week is the Archbishop of Los Angeles, Cardinal Roger Mahoney. The good senator is rounding up all of the usual suspects to lead the charge in advance of his introduction of the amnesty legislation, expected within the next week or two. Cardinal Mahoney has said point blank that his followers should disregard laws on immigration as a matter of Catholic conscience. This is the same Cardinal who fought all the way to the Supreme Court to keep secret all documents related to pedophilia among priests. But the Cardinal and other Catholic leaders are quick to embrace the laws of bankruptcy protection in order to not compensate victims of sexual abuse by members of the clergy and keep them out of the U.S. judicial system. So far, five such dioceses have done just that. The same corporate lobbyists and dominant special interests that drove last year's legislation are even more energetic this year, and they're enthusiastically helping Senator Kennedy write the new legislation. The biggest business lobby in the country, the U.S. Chamber of Commerce, and its associated organization, the Essential Worker Immigration Coalition, are actually writing parts of the bill, presumably so that none of our other senators would be unfairly burdened by actually doing their own work. Or perhaps in Senator Kennedy's estimation, they simply don't have the intellectual wherewithal to tackle the required mental heavy-lifting. Senator Kennedy and his staff claim they're not being secretive about the details of the so-called comprehensive immigration reform, but they're just not willing to tell the public or other senators how the bill is being constructed. Notable Republicans are growing increasingly frustrated by their exclusion from the process, taking some umbrage at the immigrant advocacy groups replacing them in that process. The Chamber of Commerce itself is feverish with expectation, confident their reform bill will certainly keep wages depressed. The Chamber claims there's a labor shortage in many of these industries: construction, housing services, leisure and hospitality. And that's where the cleverly named Essential Worker Immigration Coalition comes in. Founded, staffed and supported by the Chamber itself, the coalition is made up of the same industries claiming they desperately need more workers. But there is a non-trivial disconnect here: In each of those industries, a labor shortage leads to higher wages. Unfortunately for the EWIC and the Chamber, and really for American workers, real wages in those industries have been declining, suggesting a very real surplus, not a deficit, of unskilled labor. Yet this President and this Congress continues to push the adoption of a guest-worker program. It's no wonder they have matching approval ratings in the low 30s. Real wages in the overall construction sector have fallen nearly 2 percent since the start of the decade and nearly 4 percent since the recent wage peak in 2003. Construction workers in 2006 were making the same per-hour salary as they did in 1965 (measured in 1982 dollars). Landscaping workers have also seen real wages fall by nearly 4 percent since 2001. For the leisure and hospitality sector, workers are making the same per-hour salary as they did in 1972. I've said for years that we cannot reform immigration if we cannot control it, and we cannot control it unless we secure our borders and ports. Once again it is clear that corporate America, special interests and the out-of-touch elites of the Senate have little regard for truth, working Americans, the common good and the national interest. The Democratic Party is now putting working Americans and their families in the exact same position as the Republicans: last. This Democratic-led Congress and this Republican President seem intent on pushing middle-class Americans, and truth, into the shadows. We asked for bipartisanship. But I don't think we can stand any more of it.

Can America Really Afford Mass Amnesty?

LA RAZA PARTY Rep. Luis Gutierrez (D-IL) has held his promise! On October 13th he released his "blueprint" for comprehensive immigration reform (read "mass amnesty") on the West Lawn of the U.S. Capitol. Additionally, at a recent gala sponsored by the Congressional Hispanic Caucus Institute, President Obama indicated the need for passing an amnesty bill and resolving the issue of 12 million illegal aliens (you can see the YouTube video here). As you can see, the open border lobby and the current Administration are planning on pushing through mass amnesty over the next 16 months.

With our current economic situation and the highest unemployment in 25 years, is this really the time to talk about mass amnesty?

Today, American workers are facing a shrinking job market. Forcing American workers to compete with illegal aliens in this kind of job market is unfair. In addition, amnesty would make illegal aliens immediately eligible for many government programs, placing an unfair burden on American taxpayers and further straining already over-burdened government programs. Clearly, the costs associated with mass amnesty make this idea unwise.

Supporters of mass amnesty have said mass amnesty will benefit the economy. They suggest that illegal aliens will begin paying taxes but they fail to factor in the costs of providing benefits and entitlements to this group of people. A campaign is underway to push mass amnesty on the American people, a campaign financed with nearly $50 million from the likes of George Soros and the Ford Foundation.

Shouldn't we be investing our time and money in putting U.S. citizens and legal immigrants back to work? Shouldn't we instead work to strengthen existing safety nets for American families instead of overburdening them as a result of amnesty?

What will America stand for in 2050?
The US should think long and hard about the high number of Latino immigrants.

President Obama has encouraged Americans to start laying a new foundation for the country – on a number of fronts. He has stressed that we'll need to have the courage to make some hard choices. One of those hard choices is how to handle immigration. The US must get serious about the tide of legal and illegal immigrants, above all from Latin America.
It's not just a short-run issue of immigrants competing with citizens for jobs as unemployment approaches 10 percent or the number of uninsured straining the quality of healthcare. Heavy immigration from Latin America threatens our cohesiveness as a nation.
The political realities of the rapidly growing Latino population are such that Mr. Obama may be the last president who can avert the permanent, vast underclass implied by the current Census Bureau projection for 2050.
Do I sound like a right-wing "nativist"? I'm not. I'm a lifelong Democrat; an early and avid supporter of Obama. I'm gratified by his nomination of Sonia Sotomayor to the Supreme Court. I'm also the grandson of Eastern European Jewish immigrants; and a member, along with several other Democrats, of the advisory boards of the Federation for American Immigration Reform and Pro English. Similar concerns preoccupied the distinguished Democrat Barbara Jordan when she chaired the congressionally mandated US Commission on Immigration Reform in the 1990s.
Congresswoman Jordan was worried about the adverse impact of high levels of legal and illegal immigration on poor citizens, disproportionately Latinos and African-Americans. The principal beneficiaries of our current immigration policy are affluent Americans who hire immigrants at substandard wages for low-end work. Harvard economist George Borjas estimates that American workers lose $190 billion annually in depressed wages caused by the constant flooding of the labor market at the low-wage end.
The healthcare cost of the illegal workforce is especially burdensome, and is subsidized by taxpayers. To claim Medicaid, you must be legal, but as the Health and Human Services inspector general found, 47 states allow self-declaration of status for Medicaid. Many hospitals and clinics are going broke because of the constant stream of uninsured, many of whom are the estimated 12 million to 15 million illegal immigrants. This translates into reduced services, particularly for lower-income citizens.
The US population totaled 281 million in 2000. About 35 million, or 12.5 percent, were Latino. The Census Bureau projects that our population will reach 439 million in 2050, a 56 percent increase over the 2000 census. The Hispanic population in 2050 is projected at 133 million – 30 percent of the total and almost quadruple the 2000 level. Population growth is the principal threat to the environment via natural resource use, sprawl, and pollution. And population growth is fueled chiefly by immigration.
Consider what this, combined with worrisome evidence that Latinos are not melting into our cultural mainstream, means for the US. Latinos have contributed some positive cultural attributes, such as multigenerational family bonds, to US society. But the same traditional values that lie behind Latin America's difficulties in achieving democratic stability, social justice, and prosperity are being substantially perpetuated among Hispanic-Americans.
Prominent Latin Americans have concluded that traditional values are at the root of the region's development problems. Among those expressing that opinion: Peruvian writer Mario Vargas Llosa; Nobelist author Octavio Paz, a Mexican; Teodoro Moscoso, a Puerto Rican politician and US ambassador to Venezuela; and Ecuador's former president, Osvaldo Hurtado.
Latin America's cultural problem is apparent in the persistent Latino high school dropout rate – 40 percent in California, according to a recent study – and the high incidence of teenage pregnancy, single mothers, and crime. The perpetuation of Latino culture is facilitated by the Spanish language's growing challenge to English as our national language. It makes it easier for Latinos to avoid the melting pot and for education to remain a low priority, as it is in Latin America – a problem highlighted in recent books by former New York City deputy mayor Herman Badillo, a Puerto Rican, and Mexican-Americans Lionel Sosa and Ernesto Caravantes.
Language is the conduit of culture. Consider: There is no word in Spanish for "compromise" (compromiso means "commitment") nor for "accountability," a problem that is compounded by a verb structure that converts "I dropped (broke, forgot) something" into "it got dropped" ("broken," "forgotten").
As the USAID mission director during the first two years of the Sandinista regime in Nicaragua, I had difficulty communicating "dissent" to a government minister at a crucial moment in our efforts to convince the US Congress to approve a special appropriation for Nicaragua.
I was later told by a bilingual, bicultural Nicaraguan educator that when I used "dissent" what my Nicaraguan counterparts understood was "heresy." "We are, after all, children of the Inquisition," he added.
In a letter to me in 1991, Mexican-American columnist Richard Estrada described the essence of the problem of immigration as one of numbers. We should really worry, he wrote, "when the numbers begin to favor not only the maintenance and replenishment of the immigrants' source culture, but also its overall growth, and in particular growth so large that the numbers not only impede assimilation but go beyond to pose a challenge to the traditional culture of the American nation."
Obama should confront the challenges by enforcing immigration laws on employment to help end illegal immigration. We should calibrate legal immigration annually to (1) the needs of the economy, as Ms. Jordan urged, and (2) past performance of immigrant groups with respect to acculturation.
We must declare our national language to be English and discourage the proliferation of Spanish- language media. We should limit citizenship by birth to the offspring of citizens. And we should provide immigrants with easy-to-access educational services that facilitate acculturation, including English language, citizenship, and American values.

Illegal aliens are killing more Americans than the Iraq war, says a new report from Family Security Matters that estimates some 2,158 murders are committed every year by illegal aliens in the U.S. The group says that number is more than 15 percent of all the murders reported by the Federal Bureau of Investigation in the U.S. and about three times the representation of illegal aliens in the general population.

Mike Cutler, a former senior special agent with the U.S. Immigration and Naturalization Service (the former INS), is a fellow at the Center for Immigration Studies and an advisor to Family Security Matters (FSM). He says the high number of Americans being killed by illegal aliens is just part of the collateral damage that comes with tolerating illegal immigration.

"The military actually called for the BORTAC team, ... the elite unit of the Border Patrol, to be detailed to Iraq to help to secure the Iraqi border," Cutler notes. "Now, if our military can understand that Iraq's security depends in measure on the ability to protect its border against insurgents and terrorists, then why isn't our country similarly protecting our own borders?" he asks.

"We are now five and a half years, nearly, after 9/11, and yet our borders remain open," the Center for Immigration Studies fellow observes. "We have National Guardsmen assigned on the border, but it turns out they are unarmed," he points out. "Their rules of engagement are very simple: if armed intruders head your way, run in the other direction."

This situation would "almost be comical if it wasn't so tragic," Cutler asserts. "If our borders are wide open, this means that drugs, criminals, and terrorists are entering our country just as easily as the dishwashers," he says.

The report from FSM estimates that the 267,000 illegal aliens currently incarcerated in the nation are responsible for nearly 1,300,000 crimes, ranging from drug arrests to rape and murder. Such statistics, Cutler contends, debunk the claim that illegal immigration is a victimless crime. "Then we even have another problem," he adds, "and that's the Visa Waiver Program."

The federal government's Visa Waiver Program enables nationals of certain countries to travel to the United States for tourism or business for stays of 90 days or less without obtaining a visa. According to the U.S. State Department website, the waiver program was established in 1986 with the objective of "eliminating unnecessary barriers to travel," stimulating America's tourism industry, and allowing the government to focus consular resources in other areas.

According to a recent study from the University of North Carolina Highway Safety Research Center, Hispanics involved in car crashes are two-and-a-half times more likely to be drunk than white drivers and three times more likely to be drunk than black drivers.

WASHINGTON – While the military "quagmire" in Iraq was said to tip the scales of power in the U.S. midterm elections, most Americans have no idea more of their fellow citizens – men, women and children – were murdered this year by illegal aliens than the combined death toll of U.S. troops in Iraq and Afghanistan since those military campaigns began. Though no federal statistics are kept on murders or any other crimes committed by illegal aliens, a number of groups have produced estimates based on data collected from prisons, news reports and independent research. Twelve Americans are murdered every day by illegal aliens, according to statistics released by Rep. Steve King, R-Iowa. If those numbers are correct, it translates to 4,380 Americans murdered annually by illegal aliens. That's 21,900 since Sept. 11, 2001. Total U.S. troop deaths in Iraq as of last week were reported at 2,863. Total U.S. troop deaths in Afghanistan, Pakistan and Uzbekistan during the five years of the Afghan campaign are currently at 289, according to the Department of Defense. But the carnage wrought by illegal alien murderers represents only a fraction of the pool of blood spilled by American citizens as a result of an open border and un-enforced immigration laws. While King reports 12 Americans are murdered daily by illegal aliens, he says 13 are killed by drunk illegal alien drivers – for another annual death toll of 4,745. That's 23,725 since Sept. 11, 2001. While no one – in or out of government – tracks all U.S. accidents caused by illegal aliens, the statistical and anecdotal evidence suggests many of last year's 42,636 road deaths involved illegal aliens. A report by the AAA Foundation for Traffic Study found 20 percent of fatal accidents involve at least one driver who lacks a valid license. In California, another study showed that those who have never held a valid license are about five times more likely to be involved in a fatal road accident than licensed drivers. Statistically, that makes them an even greater danger on the road than drivers whose licenses have been suspended or revoked – and nearly as dangerous as drunk drivers.

Based on a one-year in-depth study, Deborah Schurman-Kauflin of the Violent Crimes Institute of Atlanta estimates there are about 240,000 illegal immigrant sex offenders in the United States who have had an average of four victims each. She analyzed 1,500 cases from January 1999 through April 2006 that included serial rapes, serial murders, sexual homicides and child molestation committed by illegal immigrants. As the number of illegal aliens in the U.S. increases, so does the number of American victims. According to Edwin Rubenstien, president of ESR Research Economic Consultants, in Indianapolis in 1980, federal and state correctional facilities held fewer than 9,000 criminal aliens. But at the end of 2003, approximately 267,000 illegal aliens were incarcerated in all U.S. jails and prisons. While the federal government doesn't track illegal alien murders, illegal alien rapes or illegal alien drunk driving deaths, it has studied illegal aliens incarcerated in U.S. prisons. In April 2005, the Government Accountability Office released a report on a study of 55,322 illegal aliens incarcerated in federal, state, and local facilities during 2003. It found the following: The 55,322 illegal aliens studied represented a total of 459,614 arrests – some eight arrests per illegal alien; Their arrests represented a total of about 700,000 criminal offenses – some 13 offenses per illegal alien; 36 percent had been arrested at least five times before. "While the vast majority of illegal aliens are decent people who work hard and are only trying to make a better life for themselves and their families, (something you or I would probably do if we were in their place), it is also a fact that a disproportionately high percentage of illegal aliens are criminals and sexual predators," states Peter Wagner, author of a new report called "The Dark Side of Illegal Immigration." "That is part of the dark side of illegal immigration and when we allow the 'good' in we get the 'bad' along with them. The question is, how much 'bad' is acceptable and at what price?" .............................................

Immigration bill sticker shock $127 BILLION (dated)
A government study puts the cost of the Senate's version of reform at $127 billion over 10 years.

WASHINGTON
The price tag for comprehensive immigration reform was not a key issue when the Senate passed its bill last May. But it is now.
One reason: It took the Congressional Budget Office (CBO) - the gold standard for determining what a bill will cost - until last week to estimate that federal spending for this vast and complex bill would hit $127 billion over the next 10 years.
At the same time, federal revenues would drop by about $79 billion, according to the CBO and the Joint Committee on Taxation. If lawmakers fix a tax glitch, that loss would be cut in half, they add.
In field hearings across the nation this month, House GOP leaders are zeroing in on the costs of the Senate bill. It's a bid to define the issue heading into fall elections and muster support for the House bill, which focuses on border security. They say that the more people know about the Senate version, including a path to citizenship for some 11 million people now in the country illegally, the less they will be inclined to support it.

"We are now just beginning to see a glimpse of the staggering burden on American taxpayers the Reid-Kennedy immigration legislation contains," said House Judiciary Committee Chairman James Sensenbrenner, who convened a field hearing at the State House in Concord, N.H., Thursday on the costs of the Senate bill.
But business groups and others backing the Senate bill say that the cost to the US economy of not resolving the status of illegal immigrants and expanding guest-worker programs is higher still. "In my opinion, the fairer question is: How will illegal immigrants impact the costs of healthcare, local education, and social services without passage of comprehensive immigration reform?" said John Young, co-chairman of the Agriculture Coalition for Immigration Reform, at Thursday's hearing.
"Had we solved this problem in a truly comprehensive way in 1986 ... we would not have the daily news reporting outright shortages of farm labor threatening the very existence of agricultural industries coast to coast," he adds.

Experts are poring over the new CBO data - and coming up with radically different assessments of the social costs of reform, ranging from tens of billions of dollars higher to a net wash.
On the issue of border security - a feature in both bills - there is little disagreement. The CBO estimates that the cost of hardening US borders in the Senate bill is $78.3 billion over 10 years, or about 62 percent of the bill's total cost.
The fireworks involve new entitlement spending in the Senate version. The CBO sets the price tag for services for some 16 million new citizens and guest workers at $48.4 billion through fiscal year 2016. That includes $24.5 billion for earned income and child tax credits, $11.7 billion for Medicaid, $5.2 billion for Social Security, $3.7 billion for Medicare, and $2.4 billion for food stamps.
But it's easier to estimate the cost of a mile of fence than to assess the prospects for millions of workers, once they can work legally and claim benefits.

"Welfare costs will begin to hit their peak around 2021, because there are delays in citizenship. The very narrow time horizon [the CBO is] using is misleading," he adds. "If even a small fraction of those who come into the country stay and get on Medicaid, you're looking at costs of $20 billion or $30 billion per year."

Debate on the Senate version of the Obama administration’s bank regulatory overhaul is expected to begin shortly. The House of Representatives passed its banking bill last December.
Neither bill does anything to curb the power of the banks or limit their parasitic and socially destructive activities. What the media is calling the “most sweeping overhaul” of the banking system since the Great Depression in reality sanctions the ever greater monopolization of the financial system by a handful of Wall Street giants, imposes no limits on executive pay, and allows the banks and hedge funds to continue gambling on exotic and largely unregulated securities such as collateralized debt obligations and credit default swaps.
The so-called bank “reform” is an exercise in mass deception—an attempt to placate popular hostility to the banks and provide the government with political cover while it continues to do the bidding of Wall Street.
The bills have been drawn up in the closest consultation with bankers and bank lobbyists. This collusion has been widely reported in the press and presented as a perfectly normal and acceptable fact of political life. The front-page lead article in Monday’s Wall Street Journal describes the intensive lobbying being carried out by billionaire investor Warren Buffet to alter the Senate bill’s provisions on derivatives.
Buffet, an Obama supporter, wants to exempt existing derivatives deals from collateral requirements in the current language of the bill—a change that would save him billions on his $63 billion derivatives portfolio. Both senators from his home state of Nebraska, one Democrat and one Republican, are championing his cause.
This is just one example of the web of corruption and bribery that extends from Wall Street to the White House and Capitol Hill. The banks have thus far spent $455 million lobbying Congress on the overhaul and handed out $34 million in 2010 election campaign donations, most of it to Democrats.
The circle of corruption includes the ratings companies such as Moody’s and Standard & Poor’s, which blessed toxic subprime mortgage-backed securities with triple-A ratings in return for fees from the banks they were rating, and government regulators who move seamlessly from regulatory offices to lucrative posts at the banks they were supposedly overseeing.
The colossuses of Wall Street amass their huge profits by means of fraud and swindling. Over the past few weeks systematic accounting fraud at Lehman Brothers has been exposed and the Securities and Exchange Commission has indicted Goldman Sachs for defrauding its clients in the run-up to the subprime mortgage crash. This is only the tip of the iceberg.
Obama’s so-called reform will do nothing to hold accountable the criminals at the head of the banks and hedge funds or break up the financial behemoths that exert a stranglehold on the economy. Instead, it will set up a mechanism to institutionalize government rescue operations of big financial firms to protect the interests of bank executives, shareholders and creditors, ultimately at public expense.
The lawless and reckless actions of Wall Street CEOs have had devastating consequences for tens of millions of people in the US and around the world. The wreckage left in the wake of the financial tsunami of 2008 is registered in millions of lost jobs, home foreclosures, utility shutoffs, and rising hunger, disease and poverty.
With the help of trillions of dollars in taxpayer bailouts, the bankers are making more money today than ever, even as schools are closed, libraries disappear and museums and opera houses are shuttered. There is, the people are told, “no money” for jobs or basic social services.
There is plenty of money. The problem is that it is concentrated in the hands of a financial aristocracy. The immense concentration of wealth among these individuals is not only morally repugnant, it is a menace to society. It is the result of the plundering of the social wealth to feed criminal appetites, at the direct cost of the productive forces.
During the rise of American capitalism as an industrial power, the vast fortunes of the corporate elite, while achieved through ruthless exploitation of the working class, were associated with the expansion of industry and the production of useful products. That is not the case with today’s financial elite. Its wealth is amassed on the basis of financial manipulation and outright fraud, linked to the destruction of the social infrastructure and industry.
The Socialist Equality Party advocates a policy that proceeds from the needs of the people and society as a whole, not the personal fortunes of the bankers and big investors. We call for:
• The criminal prosecution of bankers and speculators whose illegal actions contributed to the deepest economic crisis since the Great Depression. They must be held legally accountable and given appropriate sentences to prevent a recurrence of such practices.
• The expropriation of the wealth of the top bankers, hedge fund managers, traders and speculators. This would immediately free up several trillion dollars, money that could go to a public works program to provide jobs and rebuild the social infrastructure—schools, housing, clinics, libraries, cultural facilities, the energy system. This money could also be used to help provide relief to the victims of the economic crisis—to maintain full wages for those laid off, put a stop to foreclosures and utility shutoffs, provide full medical coverage.
• The nationalization of the banks and major financial institutions and their transformation into public utilities under the democratic control of the working population. This is a prerequisite for the rational and planned development of the economy and the allocation of resources to rebuild the social infrastructure, end poverty, raise living standards and overcome social inequality.
Only such a socialist program can break the grip of the financial aristocracy and liberate the productive forces for the benefit of society as a whole. It can be achieved only through the independent political mobilization of the working class against Obama, the two parties and big business, and the capitalist system that they defend.
