As lawmakers look at E-Verify, businesses fear expansion of immigration program

In an early indicator of how congressional Republicans will legislate on immigration, House GOP leaders are expanding an inquiry into an enforcement program that allows employers to check the immigration status of employees.

The E-Verify program has long been championed by Rep. Elton Gallegly (R-Calif.), chairman of the House Judiciary Committee's immigration panel, which will hold a hearing on it Thursday.

Many business owners believe that Gallegly and other House Republicans want to make E-Verify, currently a voluntary program for companies, mandatory. Critics of such a move, many of them farmers, warn that it could destabilize the agricultural economy, which is heavily dependent on undocumented immigrants, and jeopardize millions of jobs held by American citizens that are upstream and downstream of farm labor.

Supporters of E-Verify say that, with minimal effort, the program ensures that jobs are filled only by U.S. citizens and those foreigners who are legally authorized to work.

After he was named chairman of the immigration subcommittee, Gallegly noted that "making [E-Verify] universally mandatory would ease the cumbersome and easily manipulated I-9 process employers now use to screen employees. It would also greatly reduce the number of illegal immigrants in the American workforce."

Gallegly was referring to the I-9 form, which employers must have job-seekers fill out. It requires documentation, such as a Social Security number, that the applicants are eligible to work in this country. With E-Verify, employers can run the information through federal databases to confirm it or identify people who are not legally authorized to work.



"I have a real mixed reaction from my members," said Randel Johnson, senior vice president of the U.S. Chamber of Commerce. "Some find it workable, and others do not."

"With some companies, it is the logistical problem of having a computer on your construction site" to run the online queries, Johnson added. "If you are running a small business, there is aversion to a new system that will make things more complicated."

The fast food company Chipotle Mexican Grill was recently asked to turn over I-9 information about employees at 60 Washington and Virginia restaurants to the Immigration and Customs Enforcement agency. The chain was forced to fire suspected illegal workers at its Minnesota restaurants after a similar probe. Chipotle spokesman Chris Arnold said that restaurants in Arizona and the Carolinas currently use the E-Verify system and that the company is weighing whether to expand its participation in the program nationwide.

Rep. Lamar Smith (R-Tex.), chairman of the House Judiciary Committee, said illegal workers are taking jobs that could help reduce unemployment among legal residents.

"With unemployment at 9 percent for 21 months, jobs are scarce and families are worried," Smith said. "According to the Pew Hispanic Center, 7 million people are working in the U.S. illegally. These jobs should go to legal workers."

Independent analyses of the E-Verify program by the Government Accountability Office and a Maryland research group known as Westat show that the overwhelming majority of those legally allowed to work in the country are quickly approved. A thriving market in fake Social Security numbers, however, means that the program fails to spot many undocumented immigrants.

To deter fraud, the U.S. Citizenship and Immigration Services agency, which runs E-Verify, is increasingly using passports and employment-authorization documents that contain photo identification, said spokesman Chris Bentley. New efforts are underway, he added, to spot applicants who proffer fake driver's licenses.

But the elephant in the room is that significant portions of the U.S. economy depend on undocumented immigrants for labor, said Craig J. Regelbrugge, vice president of the American Nursery & Landscape Association.

"Simply put, any E-Verify expansion that comes without meaningful immigration reform would be disastrous for the American agricultural economy," he said. "It will leave the United States importing food and exporting jobs."

Smith disagreed. "Critics of E-Verify claim illegal immigrants hold jobs that Americans won't do. But even in the agriculture industry, where amnesty supporters insist we need illegal workers, 50 percent of the agriculture jobs are held by U.S. citizens and legal immigrants," Smith said. "And if farmers really need foreign labor, they can get it legally - we have a guest worker program for agricultural workers that has no numerical limit."

But at a telephone briefing organized by the pro-immigration National Immigration Forum, Regelbrugge said three in four farm jobs are filled by undocumented immigrants.

"Every lowly, backbreaking farm-working job sustains three jobs in the non-farm economy," he said. "What Congress needs to know is we have 1.6 million dedicated farmworkers, and if they go away, we will lose several million American jobs upstream and downstream. We happen to think that is too high a price."

An Arizona-style immigration measure that would task local police with enforcing federal immigration law passed the Senate 31-18 this evening over the objections of several major employers and local government officials. Proponents said the bill will help protect Indiana from terrorists who might sneak in via the Mexican border, from competition illegal immigrant laborers who might drive down wages, and from unfair tax burdens created by those immigrants.



"This bill should not be called the Immigration Matters bill," said Sen. Michael Young, R-Indianapolis. "It should be called the Indiana Security and Taxpayer Protection Act."



Opponents of the bill include the Indiana Association of Cities and Towns, the state hotel association and the Indiana Restaurant Association. Some business leaders say they are already hearing from conventions, conferences and prospective employees who say they would avoid coming to Indiana for fear that visitors would be targeted by police based on their appearance.



The bill's sponsor, Sen. Mike Delph, R-Carmel, who was absent for the vote because he was taking the bar exam, has said he does not believe the bill encourages racial profiling and that racial profiling is "illegal, immoral and wrong."



Five Republicans, including Tom Wyss of Fort Wayne, voted with Democrats against the measure. Wyss, who has worked on homeland security issues, said that the measure would invite lawsuits and questioned the merits of passing a bill in order to send a message to the federal government.



"If they don't know how we feel about illegal immigration and that it should be stopped," he said. "I don't know what we're going to do that would make much of a difference."

Kansas House votes to repeal tuition break for children of illegal immigrants

A bill that would repeal in-state tuition for the children of undocumented immigrants cleared a major legislative hurdle Monday.



The Kansas House voted 69-49 to approve the bill, which would repeal a law the Legislature passed in 2004.



“We had an election in November, and we have a group of folks who see things differently,” said Rep. Lance Kinzer, an Olathe Republican and one of the bill’s sponsors.



The law grants in-state tuition to the children of illegal immigrants who graduate from a Kansas high school and pledge that they intend to become citizens. Last fall, 413 students — including 84 at Johnson County Community College — received the benefit while studying at state universities or junior colleges.



Several unsuccessful attempts have been made in recent years to repeal the law. But with conservatives seizing more seats in the Legislature during the last election, repeal efforts gained new momentum.



The bill now goes to the Kansas Senate, where Senate President Steve Morris, a Hugoton Republican, said the bill would have a tougher time.



“The Senate has never shown much interest in repealing that in the past. I assume that’s still the case,” Morris said.



The debate over in-state tuition for the children of undocumented immigrants is unfolding across the nation. Since 2001, 11 states, including Kansas, have allowed in-state tuition for immigrant students, according to the National Conference of State Legislatures.



But in recent years, the trend has started to reverse itself, with five states ending the in-state tuition benefit. Supporters of the repeal say the current law gives an advantage to the children of undocumented immigrants over students in Kansas legally.



“Our constituents know what they want, and they want support of this bill,” said Rep. Caryn Tyson, a Parker Republican and another sponsor of the bill.



Opponents contend that the bill would penalize children who had no choice in following their parents to the United States. They also contend that it would discourage children from going to college after the state had invested in their elementary and high school educations.



Repealing the law could save $1 million or more a year for the state, supporters contend. But critics say that amount is inflated because it falsely assumes every student now paying in-state tuition would stay in school and pay out-of-state tuition. Repeal could chase those students away from Kansas, meaning the state could potentially lose about $900,000 a year in tuition.

Saudi National on Student Visa Arrested in Terror Plot

On Wednesday, FBI agents arrested Khalid Ali-M Aldawsari, a Saudi Arabian national who was in the U.S. on a student visa (F visa) for attempted use of a weapon of mass destruction. (NY Times, Feb. 25, 2011) The FBI began tracking Aldawsari February 1 after a chemical supplier became suspicious of him and called law enforcement authorities. The company reported that Aldwasari attempted to purchase phenol (a chemical used to create the explosive picric acid) by telling the supply company that he was connected to a university and planned on using the chemical for “off-campus personal research.” (Reuters, Feb. 24, 2011) The FBI discovered that Aldawsari had already obtained most of the other chemical ingredients and supplies such as nitric and sulfuric acids, a hazmat suit, wiring, and a smoldering iron kit, making the phenol the last key component of the plot. (Id.)

Authorities believe that Aldawsari’s plan to explode the devices at U.S. targets was years in the making. Aldawsari, a 20-year-old chemical engineering student, stated in journal entries that he sought a student visa three years ago so that he could carry out terrorist attacks in the U.S. (Id.) From October 2008 to August 2009 he attended Vanderbilt University in Nashville, TN where he took English classes. (Dallas Morning News, Feb. 25, 2011) Then in August 2009 Aldawsari enrolled at Texas Tech University in Lubbock, TX as a chemical engineering student. (Id.) Authorities said he attended Texas Tech for a year and a half before transferring to nearby South Plains College because of poor grades about a month ago. (Id.; NY Times, Feb. 25, 2011)

Government officials say that Aldawsari wrote in his journal that he was inspired by Osama bin Laden and wanted to create “an Islamic group under the banner” of al-Qaeda. (Washington Post, Feb. 25, 2011) “I excelled in my studies in high school in order to take advantage of an opportunity for a scholarship to America,” he allegedly wrote. (Id.) “And now, after mastering the English language, learning how to build explosives, and continuous planning to target the infidel Americans, it is time for Jihad.” (Id.) His list of targets included the Dallas home of former President George W. Bush, homes of three former military guards at Abu Graib Prison, several dams in California and Colorado, and various parts of New York City. (Id.)

Rep. Lamar Smith (R-TX), Chairman of the House Judiciary Committee, argued lenient U.S. immigration law was a major factor in this case. “We shouldn’t be surprised that terrorists continue to enter the U.S. on visas when our immigration laws are so loosely enforced. The 9-11 hijackers entered the U.S. after obtaining visas. And the Christmas Day bomber was able to board a plane en route to Detroit because he too had a visa,” he said. (Rep. Lamar Smith Press Release, Feb. 24, 2011) “History is only repeating itself because we are letting it. We must do more to screen visa applicants to prevent terrorists from entering the U.S. in the first place.” (Id.)

Aldwasari appeared in federal court in Texas for the first time on Friday where he pled not guilty. His attorney declined to comment as he left the Texas courtroom; however, he issued a statement saying, the “eyes of the world are on this case” and how Aldawsari is treated. (Dallas Morning News, Feb. 25, 2011) “This is not ”Alice in Wonderland,“ where the Queen said ‘First the punishment then the trial,'” the statement read. (Id.) “This is America, where everyone is entitled to the presumption of innocence, due process, effective representation of counsel and a fair trial.” If convicted Aldawsari faces a maximum sentence of life in prison. (Id.)

US Supreme Court declines to hear case of 9/11 families

The US Supreme Court on Monday declined to hear a case brought by families of 9/11 victims against Saudi Arabia, four members of the Saudi royal family, a Saudi bank and a charity. The action lets stand a lower court ruling that the Saudi members cannot be held liable in US courts.

The Obama administration supported the Saudi monarchs, who were accused of financially supporting several of the individuals involved in the September 11, 2001 attacks. The administration last month intervened to ask the high court to reject the appeal.

The family members claim that Saudi princes contributed to charities that funded Al Qaeda and the 9/11 hijackers.

In August 2008, the Second Circuit Court of Appeals in Manhattan upheld a 2006 district court ruling that the Saudi officials and entities were protected under the Foreign Sovereign Immunities Act. The families argued that lower courts had made conflicting rulings on the scope of sovereign immunity, and that the Supreme Court should therefore intervene.

The Justice Department has sought furiously to prevent the release of documents assembled by lawyers for the families, which, according to a New York Times report, “provide new evidence of extensive financial support for Al Qaeda and other extremist groups by members of the Saudi royal family.” The government has had copies of the documents destroyed and has sought to prevent judges from even looking at them.

The US government has worked systematically to conceal from the American people evidence of Saudi support for at least two of the hijackers, part of a broader cover-up of the many unanswered questions that still surround the 9/11 attacks.

The documents gathered by the 9/11 families—including a classified section of the 2003 joint congressional inquiry into the attacks—likely include material on Nawaf al-Hamzi and Khalid al-Mihdhar, two Saudi nationals who were aboard the planes that crashed on 9/11. They were known by US intelligence to be members of Al Qaeda at least since 1999.

Despite their previous association, the two men were allowed into the US, where they found accommodations with the help of a Saudi intelligence agent (Omar al-Bayoumi) and, later, an FBI asset (Abdussattar Shaikh). Al-Bayoumi received financing from Princess Haifa, the wife of the Saudi ambassador to the US, Prince Bandar.

The suit filed by the families focuses solely on the role of Saudi Arabia. However, the more fundamental question is the role of sections of the American state. The Saudi royal family has had long and intimate ties with American intelligence, and the broader exposure of Saudi links to the attacks threatens to unravel the entire official story of the September 11 attacks.

Obama administration seeks to quash suit by 9/11 families

The Obama administration has intervened to quash a civil suit filed against Saudi Arabia by survivors and family members of victims of the September 11, 2001 terrorist attacks. The suit seeks to hold the Saudi royal family liable, charging that it provided financial and other support to Al Qaeda and was thereby complicit in the hijack bombings that killed nearly 3,000 people in New York and Washington DC.

According to an article by Eric Lichtblau in the June 24 New York Times, documents assembled by lawyers for the 9/11 families “provide new evidence of extensive financial support for Al Qaeda and other extremist groups by members of the Saudi royal family.” However, the article states, the documents may never find their way into court because of legal challenges by Saudi Arabia, which are being supported by the US Justice Department.

The administration is taking extraordinary measures to kill the suit and suppress the evidence of Saudi support for Al Qaeda and complicity in the 9/11 attacks. Last month, the Justice Department sided in court with the Saudi monarchy in seeking to halt further legal action. Moreover, it had copies of American intelligence documents on Saudi finances that had been leaked to lawyers for the families destroyed, and is now seeking to prevent a judge from even looking at the material.

Two federal judges and the Second Circuit Court of Appeals have already ruled against the 7,630 people represented in the lawsuit, rejecting the suit on the grounds that the plaintiffs cannot sue in the US against a sovereign nation and its leaders. The Supreme Court is expected to rule this month on whether to hear an appeal, but the families’ prospects have been weakened by the intervention of the Obama administration, which has called on the court not to hear the plaintiffs’ appeal.

The Times reports that it obtained the new documents from the families’ lawyers, adding that they are among “several hundred thousand pages of investigative material” assembled by the 9/11 families in their long-running suit against the Saudi royal family.

Lichtblau writes that the documents “provide no smoking gun connecting the royal family to the events of September 11, 2001.” However, there is a wealth of evidence in the public record strongly pointing to such a connection. And there is the 28-page, classified section of the 2003 joint congressional inquiry into 9/11 that deals with the Saudi role in the attacks. Lichtblau writes that “the secret section is believed to discuss intelligence on Saudi financial links to two hijackers.”

Then-President George W. Bush ordered that section of the congressional report to be classified, and its contents were blacked out in the findings released to the public by Congress. The Obama administration is continuing this policy of shielding the Saudi monarchy.

Lichtblau reports that the material obtained by the Times from the families’ lawyers includes “thousands of pages of previously undisclosed documents” that provide “an unusually detailed look at some of the evidence.” He cites as one example “internal Treasury Department documents” that show that the International Islamic Relief Organization, a “Saudi charity,” heavily supported by members of the Saudi royal family, “provided ‘support for terrorist organizations’ at least through 2006.”

He gives other examples of evidence of Saudi support for Islamist terrorists in Bosnia in the 1990s and witness statements and intelligence reports of money being given by Saudi princes to the Taliban and to “militants’ activities” in Pakistan and Bosnia during the same decade.

What are the motives behind the Obama administration’s efforts to cover up the connections between the Saudi monarchy and Al Qaeda?

The Justice Department, according to the Times, cites “potentially significant foreign relations consequences” should the 9/11 families’ suit be allowed to go to trial. This is undoubtedly a factor. The US has an immense political and economic interest in protecting the Saudi dictatorship, which is a major American ally in the Middle East, a supporter of Washington’s wars in Iraq and Afghanistan, and the world’s biggest producer of oil.

But there is a more immediate and compelling reason for suppressing any exposure of the Saudi connection to Al Qaeda and 9/11. The revelations would undoubtedly shatter the official explanations of the September 11 attacks and point to complicity on the part of US intelligence and security agencies.

Given its longstanding and intimate ties to the Saudi royal family and Saudi intelligence, it is not possible to believe that the CIA would have been unaware of Saudi support for Al Qaeda and at least some of the 19 hijackers, 15 of whom were Saudi nationals, as they were preparing to carry out the attacks on New York and Washington.

The ties between the Saudi and US intelligence establishments were strengthened during the US-backed war against the pro-Soviet regime in Afghanistan, beginning in 1979 and continuing through the 1980s. The US poured billions of dollars in arms and financing into this war, most of it funneled through the ISI, the Pakistani intelligence agency.

The Saudi regime also helped fund the anti-Soviet guerrillas, many of whom were brought to Afghanistan by Islamist forces in the Middle East. Osama bin Laden served as the Saudi regime’s personal emissary in this cause, helping to organize, train and equip Arab volunteers for the Afghan war. The movement now known as Al Qaeda was spawned through the interaction of these three intelligence agencies—the CIA, the ISI and the Saudis.

The bipartisan 9/11 commission, in its July 2004 report, echoed the Bush administration’s whitewash of Saudi ties to the terrorist attacks, declaring that it found “no evidence that the Saudi government as an institution or senior Saudi officials individually funded” Al Qaeda.

However, in a book published later that year, Intelligence Matters, then-Florida Senator Bob Graham charged the Bush administration with orchestrating a cover-up of Saudi involvement in the September 11 attacks. Graham was at the time the ranking Democrat on the Senate Intelligence Committee, which had carried out, along with its House counterpart, the joint congressional investigation into 9/11.

He wrote that “evidence of official Saudi supportî for at least some of the hijackers was ìincontrovertible.” Graham’s charges focused on the extraordinary cases of Nawaf al-Hazmi and Khalid al-Mihdhar, who were identified as hijackers of American Airlines Flight 77, which crashed into the Pentagon.

The two men, both Saudi nationals, are undoubtedly the “two hijackers” to whom Times reporter Lichtblau refers in connection with the secret section of the joint congressional report on 9/11.

Both were known to US intelligence as Al Qaeda operatives at least since 1999. Malaysian agents, acting in concert with the CIA, photographed and videotaped them and others during a 2000 meeting of Islamist terrorist groups in Kuala Lumpur, Malaysia.

Nevertheless, after the meeting, al-Hazmi and al-Mihdhar were allowed to fly to the US using their own passports and visas issued by US consular authorities in Saudi Arabia. While the CIA knew of their presence in the US, it did not inform the Federal Bureau of Investigation, according to the FBI. (The CIA disputes this claim, insisting that it did alert the FBI). Nor did the CIA inform immigration authorities.

After landing in Los Angeles in January of 2000, al-Hazmi and al-Mihdhar were met by Omar al-Bayoumi, an employee of the Saudi civil aviation authority. US investigators have concluded that al-Bayoumi was a Saudi intelligence agent.

Al-Bayoumi invited the pair to move to San Diego, where he found them an apartment, provided them with money and helped enroll them in flight school.

It has been reported that al-Bayoumi served as a conduit for thousands of dollars in funding for the future hijackers sent by Princess Haifa, the wife of Prince Bandar, the Saudi ambassador to the US and a close confidante of the Bush family.

Al-Hazmi and al-Mihdhar lived openly in the US, one of them even having his name listed in the telephone directory.

Within months, al-Hazmi moved into the home of Abdussattar Shaikh, a retired professor at San Diego State University. Shaikh was on the FBI payroll, charged with monitoring the activities of Islamist groups in the San Diego region.

In his book, Graham wrote that the FBI concealed from the joint congressional committee the fact that its paid informant, Abdussattar Shaikh, had established a close personal relationship with the two hijackers.

When the committee staff discovered Shaikh’s role and the committee issued a subpoena to question him under oath, the FBI and then-Attorney General John Ashcroft refused to serve the subpoena. Graham said that a senior FBI official wrote to him and the Republican co-chair of the joint committee declaring that the administration would neither allow the FBI to serve a subpoena on Shaikh nor allow the committee staff to interview him.

Graham wrote that this was the only time he had ever heard of the FBI refusing to serve a congressional subpoena. He commented, “We were seeing in writing what we had suspected for some time: the White House was directing a cover-up.”

Bush’s extraordinary intervention to block questioning of FBI informant Shaikh was consistent with his administration’s actions in the immediate aftermath of the September 11 attacks, when it allowed chartered planes to ferry some 140 prominent Saudis—including at least a dozen of Osama bin Laden’s relatives—to Boston for evacuation to Saudi Arabia. The pick-up flights were organized at a time when all non-military and non-emergency aviation had been grounded by government order. Bin Laden’s relatives were allowed to leave the country with little or no questioning by the FBI.

In his book, Graham himself posed the question of why the congressional committee was denied access to the San Diego FBI informant. After offering several possible answers, he suggested in deliberately obscure language a “far more damning possibility”—“perhaps the informant did know something about the plot that would be even more damaging were it revealed, and that this is what the FBI is trying to conceal.”

Graham did not spell out what “damning” information about the 9/11 conspiracy the informant might have revealed. But the role of the CIA, the FBI and the Bush administration in the case of al-Hazmi and al-Mihdhar suggests that it went beyond involvement by the Saudi government. It strongly suggests he was blocked from being questioned out of concern that he would reveal that elements within the US state apparatus knew of plans for an impending hijacking and allowed them to go forward.

Eight years after the attacks, no one has been held accountable for what on its face is the greatest failure of national security in US history. The question is: Was it a failure, or was a decision taken to permit a terrorist attack on US soil in order to provide the pretext for implementing plans for wars abroad and repressive policies at home that had been drawn up well in advance of September 11, 2001?

That a new administration is continuing the policy of shielding the Saudi monarchy and suppressing evidence of its complicity in 9/11 points strongly to the latter explanation.

BEIJING — Chinese Premier Wen Jiabao on Sunday held an online forum in which he promised to focus on making the lives of ordinary people in China more comfortable and secure.



Just a few hours later, Chinese police unleashed a show of force in Beijing, Shanghai and other cities to clamp down on public gatherings after a second week of overseas Internet-based calls for protests across the country.



The combination of Wen's comments about government efforts to raise living standards, accompanied by a display of China's police state tactics aimed at squelching dissent, neatly laid out in one day's time the Chinese Communist Party's approach to avoiding the kind of unrest seen across the Arab world.



In the morning, Wen pushed the official position of more stability and prosperity through one party rule. And in the afternoon, security personnel swarmed public spaces to be sure nobody suggested otherwise.



While a small band of protestors came together in Shanghai on Sunday, they were quickly dispersed by police. Authorities in Beijing went to extraordinary lengths to make sure that not only did no crowds form, but that journalists stayed away from the non-event.



There were more police present in uniform and undercover, some with canine units, than are called to handle bomb scares in many countries. Foreigners at the Wangfujing Street shopping area in central Beijing, the announced meeting site, were stopped at every turn and asked for their passports. Police or their surrogates took several Western journalists away for questioning, turned back TV camera crews and reportedly shoved or assaulted at least three photographers.



In addition, water trucks rode up and down Wangfujing, spraying the road and sidewalk to keep people moving. Even street sweepers had evidently been told to discourage groups from forming; they hit bystanders' feet with brooms and said "move" repeatedly.



During the week or so after postings began to appear on a U.S.-based Chinese language website, boxun.com, urging protests inspired by the "Jasmine Revolution" that unseated Tunisia's president, Chinese security bureaus rounded up more than 100 activists.



The Hong Kong-based Chinese Human Rights Defenders, which documents such cases, released a statement Friday saying that "signs are emerging to indicate that the current crackdown may be one of the most severe actions taken by the government against Chinese activists in recent years."





Wen, the premier, did not mention those events during his two-hour session of responding to carefully screened questions from the Chinese public on Sunday morning.



But he did make a series of remarks that seemed designed to address growing frustration among many in China about the gap between the nation's haves and have-nots — a distinction often determined by relationships with those in power.



He announced that the government is lowering its economic growth goals slightly during the next five years as part of a shift to better focus on helping citizens.



Wen also pledged to fight against inflation, real estate speculation and corruption, all points of contention for everyday Chinese.



It wasn't clear, however, how aggressive the government intends to be in addressing those issues. For instance, Wen said that China would aim for 7 percent economic growth in its next five-year plan instead of the previous 7.5 percent — but that prior figure was itself all but disregarded during a period of relentless infrastructure construction across the nation.



"We should change the criteria for evaluating officials' work," Wen said. "The supreme criterion for assessing their performance is whether the people feel happy and satisfied, rather than skyscrapers."



State media noted that Wen emphasized "to enhance the people's living standards is 'our work's starting point as well as the final aim.'"

Over 80 percent of hit and run wrecks in Denver involve illegal aliens. Denver boasts the drug smuggling capital of the West as well as the people smuggling mecca of the country. In their country, illiteracy dominates. As they arrive in our country, only 9.6 percent of fourth generation Mexicans earn a high school diploma. Mexico does not promote educational values. This makes them the least educated of any Americans or immigrants. The rate of illiteracy in Mexico stands at 63 percent. Drunk driving remains acceptable in Mexico . As it stands, 44,000 Americans die on our nation’s highways annually. Half that number stems from drunken drivers. U.S. Congressman Steve King reports that 13 American suffer death from drunken driving Mexicans each day. Alcoholism runs rampant in Mexican culture. They suffer the most DUI arrests. Mexicans set the benchmark for animal cruelty. Mexicans love dog fighting, bullfighting, cock fighting and horse tripping. Those blood sports play in every arena and backyard in Mexico . They expand into America as more Mexicans arrive. They also engage in “steer-tailing” where the rider yanks the animal’s tail in an attempt to flip it to the ground. In horse tripping, they run the animals at full gallop around a ring, then, use ropes to trip them at full speed. It’s a death sentence as the horses break their legs, teeth, shoulders and necks—all to the delight of the cheering Mexican fans. As La Raza confirms, Mexicans maintain the most racist society in North America . “For the Hispanic race, everything; for anyone outside the race, nothing!” Guadalupe Loaeza, a journalist, said, “Mexican society is fundamentally racist and classist. The color of your skin is a key that either opens or shuts doors. The lighter your skin, the more doors open to you.” Corruption becomes a mechanism by which Mexico operates. Corruption remains systemic. The Washington Post wrote, “ Mexico is considered one of the most corrupt countries in the hemisphere.” They feature drug cartels, sex slave trade, people smuggling, car theft cartels, real estate scam cartels, murder for money and, you must bribe your mail man to get your mail. Last, but not least, Mexicans are Marxists. They promote a one party government. As with any kind of Marxism, brutal totalitarian rule keeps the rich in power and everyone else subservient. As we allow millions of Mexicans to colonize our country, we can’t help but be caught up in these ten deadly cultural traits of Mexicans. With over 12 million Mexicans here today, the predictions grow to as many as 20 even 40 million Mexicans in a few decades as they come here for a better life. In 2005, the Latino group known as La Raza (The Race) was given $15.2 million in U.S. federal grants. La Raza also received an additional $4 million in so-called 'earmarks' tucked into the 2005 Housing Bill, which our Congress passed and President Bush signed. Considering the racist agenda of La Raza, giving federal funds to this group is tantamount to the U.S. funding the Nazis in the 1930's. The comparison to the Nazi Party is well deserved. La Raza openly supports pushing all but Latino Americans out of a portion of the United States (ethnic cleansing), they call for 'Reconquista' or the re-conquest of the American Southwest by Mexico (the re-occupation of the Sudetanland), and the establishment of 'Atzlan' which is the utopian all-Latino version of the American Southwestern states (Adolf Hitler planned to called his utopia Germania).

Karl Rove was one of the keynote speakers at this year's annual National Council of La Raza Conference. The event was held in Los Angeles (the eventual capital of Atzlan). The fact that Karl Rove is the President's top political adviser and addressed the group with Bush's blessing, is a strong indicator that this nation is being subverted at the very highest levels. If La Raza was a white supremacist group with equally deep pockets, the U.S. government would place them on a terrorist watch list, infiltrate them with undercover FBI agents, and subject them to constant harassment by the Internal Revenue Service. Eventually, the group's leaders would be jailed and the group itself would be rendered irrelevant. However, because La Raza is a Latino supremacist group, the Bush administration and most of Congress offer them financial support! One of La Raza's biggest supporters is Sen. Harry Reid (D-NV). In 2001, Reid asked the Senate Appropriations Committee for $5 million to help further the racist goals of that organization. That same year, La Raza gave Sen. Reid their Capital Award for "his commitment to advance legislation priorities of the Latino community." Reid in turn praised La Raza by saying: "La Raza is like the biblical David, fighting all these Goliaths." Taxpayer funds are also funneled to La Raza through the Department of Health and Human Services, The Environmental Protection Agency, and even NASA. Tax dollars are hidden in these government agencies, earmarked to be specifically given away to La Raza. Inside the halls of Congress, the practice is known as discretionary funding...In the real world it is known as money laundering! In 2005, $7.9 million was stolen from the American taxpayers and given out to Latino-only charter schools in the form of U.S. Department of Education grants. The following is a list of a few of those schools: -La Academia Semillas del Pueblo (Los Angeles) -Atzlan Academy (Tucson, AZ) -Mexicayotl Academy (Nogales, AZ) -The Dolores Huerta Prepatory High School (Pueblo, CO) -Academia Cesar Chavez Charter School (St. Paul, MN) These schools stress Latino culture, the Spanish language, the reconquest of the American Southwest, ethnic cleansing and the establishment of the mythical Atzlan, and even Aztec math!...Again, all taught on your dime! According to the Capital Research Center, La Raza has assets well in excess of $50 million. This same group reports that La Raza spends about $1 million annually on lobbying and fundraising. The group's name, "La Raza," means "The Race," by which they are referring to ethnic Mexicans, or more broadly to "hispanics" or "latinos." And it is quite clear from their decades of vitriolic rhetoric — both spoken and written — that the La Raza activists are trying to engender not only race consciousness amongst hispanic U.S. citizens and Mexican migrants, but also racial militancy and animosity toward "Gringo America."

The NCLR grew out of the La Raza Unida (The Race United) Party and the Southwest Council of La Raza in the late 1960s and early 1970s. The key leaders were Marxist-Leninist followers of Fidel Castro and Che Guevarra.

The radical student group MEChA (Moviemento Estudiantil Chicano de Aztlan), with which NCLR has been closely allied for several decades, is even more explicitly and militantly, having adopted the slogan, "Por La Raza Todo, Fuera de La Raza Nada," which translated means: "For the Race, Everything; Outside the Race, Nothing."

MEChA's founding documents and literature are replete with appeals to "La Raza de Bronce" (The Bronze Race) and condemnation of the "brutal gringo." MEChA, as its name suggests, is also a leading promoter of the radical "reconquista" (reconquest) movement, a plan of to take over the states of California, Arizona, New Mexico, Colorado, and Texas — a region they refer to as "Aztlan" — which they claim was stolen from the "Aztecan" peoples. NCLR provides major financial support to MEChA and many of NCLR's leaders were MEChA leaders in their college days.

Especially troubling is NCLR's leading role in the Fundacion Solidaridad Mexicano Americana (Foundation for Mexican-American Solidarity, FSMA), an organization founded and funded by the government of Mexico and directed by the Mexican Ministry of Foreign Affairs and Ministry of Public Education. Both of these ministries have been engaged in efforts aimed at demanding full political rights for illegal aliens in the U.S. and indoctrinating America's Hispanic population in radical, racist La Raza ideology.

California’s budget crisis: a historical overview

Recently elected California Governor Jerry Brown, a Democrat, is continuing the austerity policies of his Republican predecessor. As working class Californians brace themselves for deep cuts in education and social services, it is worthwhile to look back at how the state with the highest number of billionaires found itself in a situation of recurrent fiscal crises.

Contrary to many claims, California’s fiscal problems are not the result of administrative excess. Rather, the state has been at the center of the transformation of the American economy from a system of producing socially useful commodities to one in which wealth is transferred to the financial class without going through the intermediate process of production.

The total budget gap for California exceeds $25 billion for fiscal year 2011-2012. Brown is seeking to balance the budget through a combination of $12.5 billion in cuts to social services and $14 billion in regressive tax hikes, including increases to sales tax and vehicle license registration fees. The taxes are subject to voter approval, which Brown hopes to gain in a special election in June. The proposed cuts and taxes will disproportionately affect the state’s working class population.

Brown’s doomsday budget will attack all of the socially beneficial services that remain in California. The state’s colleges will lose $1.4 billion in funding: $500 million from the University of California system, $500 million from the California State University system, and $400 million from community colleges. These cuts to education come one year after tuition hikes drew protests from tens of thousands of students throughout the state.

Brown is proposing even deeper cuts, as much as $4.6 billion, from public K-12 education. The governor will cut $1.5 billion from the budget by lowering the pay and benefits of tens of thousands of state employees. Services for disabled persons will be cut by $750 million. Millions will be taken from parks, causing closures in California’s world-renowned parks system for the first time.

California is the most extreme example of the fiscal shortfalls facing virtually every state in the US. Despite the ongoing fiscal emergency, the Obama administration has insisted that Washington will not provide any money to aid state governments. Politicians and media pundits alike have portrayed the fiscal crisis as evidence of the wasteful state expenditures, invariably invoking the need for all Americans to “tighten our belts,” and begin “living within our means” (See: “The New York Times and ‘living within our means’“). The working class, however, has demonstrated its hostility to these attacks with protests throughout the country, most notably in Wisconsin.

Contrary to the claims of corporate media and politicians, California’s budgetary problems can only be understood as the end result of decades of transferring wealth from the working class to the financial elite. Beginning in the 1970s, the US economy underwent a transition from the world’s leading industrial producer to a so-called post-industrial society. This has entailed the deregulation of financial markets and a policy of cheap money that has facilitated the rise in equity prices beyond the value of the underlying stream of wealth to which they nominally lay claim. Those industries that have remained in California—like the movie industry, aerospace and software development—virtually hold the state hostage, threatening to go elsewhere unless they receive subsidies and tax write-offs.

Deindustrialization led to mass layoffs and declining tax revenue in California. In the 1990s, manufacturing in Los Angeles declined by 22 percent, resulting in the loss of 169,000 jobs. In 2010, New United Motor Manufacturing, Inc. (NUMMI) closed. NUMMI was the last auto manufacturing plant in the state. In California’s case, the structure of the tax system also changed with Proposition 13. The state began to rely more on income tax revenue, which tends to be cyclical and volatile.

By the middle of the 1990s, the US economy faced a serious crisis. Corporate profit rates stagnated as the layoffs and technology boom that had increased productivity for the past decade reached their limits. At this point, aided by the cheap money policy of the Federal Reserve, corporations began borrowing heavily to purchase shares of their own stock. This set off the stock market bubble of the late 1990s, which came to a grinding halt in 2001 with the collapse of the dot-com bubble.

Enron became the most notorious example of the Ponzi nature of the American stock market. Corporations cannot be the sole purchasers of their own stock, but rather draw investors into the process to inflate the value of the stock beyond the so-called fundamentals, or the profits to which the stock is nominally a claim. For this to succeed, corporations must at least present themselves to stockholders as profitable ventures. Throughout America, firms were accomplishing this through creative accounting practices.

Enron used an accounting technique known as mark-to-market, which allowed the company to claim as current revenue projects slated sometimes well into the future. When these projects began to fall through, Enron had to find a way to actually make money.

This is where California comes in. California is the largest economy in the US, and Enron, an energy trading company, deliberately sought out the loopholes in California’s recently deregulated energy markets in order to “game” Californians out of billions of dollars. Enron spent millions of dollars in the 1990s lobbying for deregulation of California’s energy market. Jeffrey Skilling, then-CEO of Enron, promised that deregulation would save the state billions of dollars a year in energy.

According to Bethany McClean and Peter Elkind, authors of Smartest Guys in the Room: The Amazing Rise and Scandalous Fall of Enron, “In one appearance before the California Public Utilities Commission (CPUC) Skilling claimed that the state would save $8.9 billion a year: ‘Let me tell you what you can buy every year,’ he said. ‘You can triple the number of police in Los Angeles, San Francisco, Oakland, and San Diego, and you could double the number of teachers.’” Skilling’s claims stand in stark contrast to the current situation, in which thousands of teachers throughout the state face layoffs.

The deregulation of California’s energy markets took place within the context of a nationwide onrush of corporate and financial deregulation. This deregulation, a boon to the ruling class, had bipartisan consensus, beginning with the Reagan administration and culminating in Bill Clinton’s repeal of the Glass-Steagall Act in 1999, which abolished the 1933 legislation that had established a strict separation between commercial and investment banking.

After securing deregulation in 1996, the energy companies, including Enron, proceeded to loot the state’s energy markets. They used various strategies, with names such as “Death Star,” “Get Shorty,” and “Fat Boy,” to artificially raise the cost of energy. Although Enron became the face for the looting of California, all the energy companies were taking similar advantage of the deregulated energy markets.

The scheming of the energy traders led to an explosion in energy prices. At the peak of the “energy crisis,” itself a fabricated affair caused by traders such as Enron selling energy to themselves, prices rose from an average of $340 per megawatt hour to over $2,500 per megawatt hour. The price increase triggered rolling blackouts throughout the state.

The utility companies were on the hook for the money, because the deregulation laws did not allow them to pass on extra prices to the consumer. Meanwhile, major banks, looking to get in on the action, had loaned heavily to the California utilities. When the price of energy skyrocketed, due to speculation and gaming the market, the utilities were unable to pay back their loans. Bank of America alone had $1.2 billion in outstanding loans to the utilities. Looking to protect the interests of the financial aristocracy, and avoid financial meltdown spreading throughout the international system, California stepped in to bail out the utilities. All told, the energy crisis cost the state some $40 billion to $45 billion, most of which has never been recouped.

The looting of the California treasury to bail out the state’s largest privately owned public utilities—Pacific Gas and Electric, San Diego Gas and Electric, and Southern California Edison—set the stage for the budget-cutting regime that has persisted ever since. Then Governor of California Gray Davis responded to a $38 billion deficit, the product of the bailouts and the collapse of the dot-com bubble, with a combination of cuts to social services and regressive tax increases, including a hike in the sales tax and the wildly unpopular increase of automobile registration frees. The latter in particular hurt Davis’s popularity, opening the door for the right-wing, anti-democratic recall election of 2003. The recall campaign, funded by Republican Congressman Darrell Issa and far-right-wing elements within California’s political establishment, ultimately ended in the election of Arnold Schwarzenegger.

Schwarzenegger’s first act in office was to change California laws to push through the austerity regime desired by the right wing. In 2004, Schwarzenegger put two initiatives to the voters, Propositions 57 and 58. Proposition 57 authorized Schwarzenegger to sell $15 billion in state bonds to pay back $9.2 billion of state debt. Proposition 58 mandated that future state expenditures must match revenue, barring the state from further borrowing to repay debt. After the collapse of the stock market bubble in 2001, the Federal Reserve Board responded by again lowering interest rates, pumping the market with liquidity and fueling a new asset bubble—this time in securitized debt, in particular subprime mortgages. Like the stock market and dot-come bubbles, the subprime mortgage bubble, which would ultimately bring the global economy grinding to a halt with its collapse in 2008, found its epicenter in California. The inflow of speculative capital into California was driven by the rise in housing prices. Between 2000 and 2005 home prices in California increased by 65 percent. With such a meteoric rise in home values, speculative capital flooded into California subprime markets. Three quarters of all mortgages issued in California in June 2005 were Adjustable Rate Mortgages (ARMs). In 2005, 60 percent of all mortgages issued in the state were either interest-only mortgages or ARMs.

The banks stood to lose trillions when the subprime mortgage market collapsed. The federal government, once again demonstrating an unmitigated willingness to prop up the financial aristocracy, stepped in with the Troubled Asset Relief Program (TARP) to bail out the Wall Street investors that had invested so heavily in California’s real estate markets, while refusing to take any steps to stem the tide of foreclosures throughout the state. Through TARP, the government took trillions of dollars of toxic debt onto its own balance sheet.

With the collapse of the housing bubble, tax revenues in California were seriously undermined. Many working class families, facing decades of stagnating wages, had subsidized their income by capitalizing on the equity realized by the rising value of their homes. When the bubble burst, these families found themselves underwater on their mortgages (owing more on their homes than the market value) and could no longer pay their bills. The year 2010 witnessed the highest rate of home foreclosures in US history, with as many as 2.8 million foreclosures nationwide. All predictions point to an equally devastating 2011.

The banks were made whole on their speculative investments in the California mortgage market. Meanwhile, the catastrophe that these social parasites have left in their wake has directly resulted in the current budget shortfalls for states throughout the nation, and in California in particular. The fiscal emergency at the federal and state levels is being used as a pretext for slashing government services that benefit the working class.

One of the saddest tasks in the annual survey of the best places to do business I conduct with Pepperdine University's Michael Shires is examining the cities at the bottom of the list. Yet even in these nether regions there exists considerable diversity: Some places are likely to come back soon, while others have little immediate hope of moving up. (Please also see "Best Cities For Jobs" for further analysis.)

The study is based on job growth in 336 regions--called Metropolitan Statistical Areas by the Bureau of Labor Statistics, which provided the data--across the U.S. Our analysis looked not only at job growth in the last year but also at how employment figures have changed since 1996. This is because we are wary of overemphasizing recent data and strive to give a more complete picture of the potential a region has for job-seekers. (For the complete methodology, click here.)

First let's deal with the perennial losers, the sad sacks of the American economy. Mostly cities in the nation's industrial heartland, these places have ranked toward the bottom of our list for much of the past five years. Eleven of the bottom 16 regions on our list are in two states, Ohio and Michigan. In fact, the Wolverine State alone accounts for bottom four cities: Jackson, Michigan, Detroit, Saginaw and Flint.

Unfortunately, there's not much in the way of short-term--or perhaps even medium- or long-term--hope for a strong rebound in those places. President Obama seems determined to give the automakers, for whom Michigan is home base, far rougher treatment than what he meted out to ailing companies in the financial sector.

In addition, new environmental regulations may not help auto production, since it necessitates some carbon-spewing and therefore perhaps unacceptable levels of greenhouse gas emission.

However, not all of Michigan's problems stem from Washington or the marketplace. Many of the locations at the bottom of the list remain inhospitable to business. To be sure, housing is cheap--in Detroit, property values are fast plummeting toward zero--but running a business can be surprisingly expensive in these hard-pressed places.

In fact, according to a recent survey by the Tax Foundation, Ohio has an average tax burden roughly similar to New York, California, Massachusetts and Connecticut. But while the others are comparatively high-income states, Ohio residents no longer enjoy that level of affluence.

Can these places come back? It is un-American to abandon hope, but there needs to be a radical shift in strategy to focus on creating new middle-class jobs. Some Midwestern cities, like Kalamazoo and Indianapolis, have made some successful efforts to diversify their economies, encouraging start-ups and trying to be business-friendly.

But those are exceptions. Cleveland, one of our worst big cities, could spark a renaissance by revamping its port and nearby industrial hinterland. Once the world economy improves, it could re-emerge--building on the existing knowledge and skills of its production- and design-savvy population--as a hub for manufacturing and exports.

But right now, Cleveland does not seem to be pursuing such opportunities. As Purdue's Ed Morrison has pointed out, local leaders there seem to "confuse real estate development with economic development."

So Cleveland will focus on inanities such as convention business and tourism, believing we all fantasize about a week enjoying the sights along Lake Erie. Yet even high-profile buildings like the Rock and Roll Hall of Fame and Museum, completed in 1986, have not transformed a gritty old industrial town into a beacon for the hip and cool.

Old industrial cities like Cleveland are better off focusing on their locational advantages--access to roads, train lines and water routes--while offering a safe, inexpensive and friendly venue for ambitious young families, immigrants and entrepreneurs.

Meanwhile, cities with formerly robust economies--like Reno, Nev., Las Vegas, Orlando, Fla., Tampa, Fla., Fort Lauderdale, Fla., West Palm Beach, Fla., Jacksonville, Fla., and Phoenix--are more likely to rebound. These areas topped our list for much of the 2000s; their success was driven first by surging population and job growth and later by escalating housing prices.

But the collapse of the housing bubble and a drop in large-scale migration from other regions has weakened, often dramatically, these perennial successes. "We could rely on 1,000 people a week moving into the area," notes one longtime official in central Florida. "These people needed services, houses and bought stuff. Now the growth is a 10th of that."

Instead of waiting for the real estate bubble to return, these areas should choose to focus on boosting employment in fields like medical services, business services and light manufacturing. In much of Florida and Nevada, there's also a need to shift away from a reliance on tourism, an industry that pays poorly on average and is always subject to changes in consumer tastes.

We can even be cautiously optimistic about some of these former superstars. After all, observes Phoenix-based economist Elliot Pollack, the existing reasons for moving to Arizona, Nevada or Florida--warm weather, relatively low taxes and generally pro-business governments--have not disappeared. "There's no change in the fundamentals," he argues. "It's a transition. It's ugly, and there's pain, but it's still a cycle that will turn."

Once the economy stabilizes, Pollack says he expects the flow of people and companies from the Northeast and California to Phoenix and other former hot spots will resume, once again lured by inexpensive real estate, better conditions for business and a generally more up-to-date infrastructure.

The Problem with California

So what about California? The economic well-being of many metropolitan areas in the Golden State has been sinking precipitously since 2006. This year, three California regions--Oakland, Sacramento and San Bernardino-Riverside--have sunk down into the bottom 10 on the large cities list. That's a phenomenon we've never seen before--and never expected to see.

Like other Sun Belt communities, California suffered disproportionately from the housing bubble's bust, which has devastated both employment in construction-related industries as well as much of the finance sector. But some, like economist Esmael Adibi, director of the Anderson Center for Economic Research at Chapman University, where I teach, thinks a real estate turnaround may be imminent.

Among the first to predict the potential for a real estate bubble back in 2005, these days Adibi is more upbeat, pointing to rising sales of single-family homes, particularly at the lower end of the market. California's inventory of unsold homes is now down to about six months' worth, a figure well below the national average of 9.6 months.

It seems not everyone is ready to abandon the Golden State--but still, recovery in California may prove weaker than in surrounding states. One forecaster, Bill Watkins, even predicts unemployment could reach 15% next year, up from about 11% today. California, most likely, will see only an anemic recovery in 2010 even if growth picks up elsewhere.

Much of the problem lies with the state's notoriously inept government. The enormous budget deficit will almost certainly lead to tax increases, which will fall mostly on the state's vaunted high-income entrepreneurial residents. Stimulus funds won't do much good either, Adibi notes, since "the state is grabbing all of the federal stimulus money" to keep itself afloat.

A draconian regulatory environment also could dim California's prospects for growth. Despite double-digit unemployment, the state seems determined not only to raise taxes but also to tighten its regulatory stranglehold.

This is a stark contrast to what happened in the 1990s during the last deep recession. At that time, leaders from both political parties pulled together to reform the state's regulatory and tax environment. Almost everyone recognized the need to improve the economic climate.

But an even deeper recession, it seems, hardly troubles today's dominant players--public employees, environmental activists and gentry liberals who largely live along the coast. The state has recently passed a draconian Assembly bill aimed to offset global warming by capping greenhouse gas emissions--a measure that seems designed to discourage productive industry.

"This is becoming a horrible place to produce anything," says Watkins, who is executive director of the Economic Forecast Project at the University of California, Santa Barbara.

California's lawyers, though, might stay busy. Attorney General Jerry Brown has threatened to sue anyone who grows their business in unapproved, environment-threatening ways. To be sure, this promise may have relatively little impact on the more affluent, aging coastal communities--but it could wreak havoc on younger, less tony areas in the state's interior. Many of the local economies there still reply on resource-dependent industries like oil, manufacturing and agriculture.

It's sad because California has the capacity to recover more quickly than the rest of the country if the state moderates its spending and stops regulating itself into oblivion. This current round of legislation is so dangerous precisely because it could eviscerate the heart of the economy by slowing down entrepreneurial growth, the state's greatest asset.

Even in hard times, there are people with innovative ideas trying to bring them to market--and not just in Hollywood- and Silicon Valley-based industries but in a broad range of fields, from garments to agriculture, aerospace and processed foods. The desire to increase regulation reflects a peculiar narcissism and arrogance of the state's ruling elites, who believe the genius of San Francisco's venture capitalists and Los Angeles' image-makers alone are enough to spark a powerful recovery.

This is delusional. True, California still has a lead in everything from farm products to films to high-tech manufacturers. But it has been slowly losing ground--to both other states and overseas competitors. CEOs and top management might stay in the Golden State, but they increasingly send outside its borders all jobs that don't require access to the local market, genius scientists or talented entertainers.

"There's a feeling in California that we will come back, no matter what, because we are California," Watkins says. "The leadership is swallowing Panglossian Kool-aid. Some very smart people, a beautiful climate and nice beaches is not enough to guarantee a strong recovery."

No. 10: Riverside-San Bernardino-Ontario, Calif.

The mortgage crisis and housing bust in this populous suburban area south of Los Angeles led to a halt in home building and a subsequent drop in natural resources, mining and construction jobs, which declined 23.6% between 2007 and 2008. Overall employment declined by 6.2% in the last year and 38.5% over the last decade, sinking the Inland Empire into the first major downturn in its recent history. Yet it’s not all negative. Home sales are up, which may mean that this once vibrant area could come back sooner than many expect.

No. 7: Sacramento-Arden Arcase-Roseville, Calif.

The real estate bust in California's capital and its surrounding areas has stunted job growth. Construction and natural resources jobs fell by 30.4% between 2005 and 2008. The housing crisis is accompanied by ones in the financial services and manufacturing industries, in which jobs declined 14.8% and 12%, respectively, over the last three years. The year between 2007 and 2008 saw a 3.9% overall decline in jobs. Employment in education and health services has been the area's saving grace; jobs in that sector increased 23.5% between 2003 and 2008.

No. 5: Oakland-Fremont-Hayward, Calif.

The financial services sector of this metropolitan area, across the bay from San Francisco, which includes urban Oakland and the surrounding suburbs, lost 21.1% of its jobs between 2003 and 2008. Construction jobs were hit almost as hard, dropping 18% over the same period. However, the Bay Area, bolstered by colleges in and around San Francisco and Berkeley, saw a 1.6% increase in education and health services jobs last year. But, overall, job losses in this northern California region totaled 3.7% from 2007 to 2008.

No. 4: Santa Ana-Anaheim-Irvine, Calif.

The fallout from real estate speculation and a longstanding tech boom in this region, which is south of Los Angeles and includes some of the toniest coastal real estate in the nation, has slowed employment to a crawl. Here, between 2005 and 2008, jobs in construction declined 17.8%, and jobs in information declined 10%. Employment in financial services, a field that especially boomed in Irvine, dropped by 22% over the same years. Much of this was tied to mortgage related companies. Overall, the area saw a 4% decline in jobs between 2007 and 2008. Dropping home prices and rising sales suggest a slow recovery could be on the way though.

No. 10: Santa Rosa-Petaluma, Calif.

"Best of the worst" is a dubious honor. But for the cities of Santa Rosa and Petaluma, home to just under 500,000 people north of San Francisco, the news isn't all bad. Despite cumulative job losses of 4.5% between 2007 and 2008, these communities have seen an 8.2% overall uptick in jobs if you consider data since 1997. The drops are biggest in one predictable sector: the construction sector which saw a double digit decline in jobs, largely from the collapse of the bay area’s housing bubble. Retail and financial services employers also cut workers, with each sector losing about 10% of its jobs.

No. 7: Redding, Calif.

Partly because of the housing slump affecting many Sun Belt states, between 2005 and 2008 jobs in the natural resources, mining and construction sector contracted by 41%. Overall employment has dropped 10% since 1997. In the last year, Redding also saw double-digit job loss in the wholesale, information and transportation and utilities sectors. While government positions account for 22.8% of all jobs--and their number has been increasing over the last five years--the Redding Record Searchlight has reported that the city may have to lay off 60 workers.

WORST PLACES IN COUNTRY BY CNBC





1. El Centro, California

Population: 41,241

Lose your job in El Centro and it may be quite some time before you find another one. One in four people here are out of work and the city holds the not-so distinguished honor of having the highest unemployment rate — 27.5 percent — in the country (close behind is Yuma, Ariz., with 27.2 percent unemployment).



The desert city, which is located in Imperial County just across the border from Mexicali, has a jobless rate triple the national average of 9.5 percent thanks to the seasonal fluctuations of field laborers. Field work is the county's third-largest employment sector after government, transportation and utilities, according to AOL News.

"Its location across the border from a much larger Mexican city means that there is a large floating labor force," Jim Gerber, an economics professor and director of the international business program at San Diego State University, told AOL News.

"The data for Imperial County is skewed by this, such that the layoffs and out-of-work laborers are not actually counted correctly."

Even with the ebb and flow of its working population, things are still pretty bleak in El Centro. Last year, the city's cemetery went into foreclosure.

6. Los Angeles, California

Population: 3,849,378

If you don't really care about breathing, Los Angeles is a great place. The metro area that stretches from Long Beach to Riverside has the worst ozone pollution in the country, according to the American Lung Association's State of the Air report for 2010. Along with being tops in ozone pollution, L.A. is ranked third in year-round particle pollution, and fourth in short-term particle pollution.

Ozone is the byproduct of pollutants released by cars, chemical plants, refineries, and other sources. It exists naturally in the upper atmosphere of the Earth, but when emitted at ground level, it's considered a harmful outdoor pollutant. Inhaling ozone can cause wheezing, coughing, chest pain, throat irritation, congestion, and can make people more susceptible to respiratory illnesses such as bronchitis and pneumonia, according to the US Environmental Protection Agency. Think about that next time you drive in Los Angeles, which also lays claim the worst traffic in the country.

Diane Feinstein of California attached a farm worker program to the multibillion dollar Iraq war funding bill yesterday which would grant temporary amnesty to 1.3 million farm workers and their families over the next five years.

LOS ANGELES AMONG FORBES’ ‘TOP 10 U.S. CITIES IN FREEFALL’





Forbes has released its list of 'Top 10 U.S. Cities In Freefall', and California has the dubious distinction of appearing thrice. The greater Los Angeles, Riverside and Sacramento areas all made the list, only Florida had more cities represented. In compiling the list, Forbes used six metrics, including the percent the median home price has fallen since its individual peak, how many people were moving in and out of these metros, and percent change in unemployment.

Of California's woes, Forbes writes:

Riverside, Los Angeles and Sacramento are suffering because of the knocks they took after their inflated housing markets began to plummet. Unemployment in the City of Angels has nearly tripled in three years, to 12%. Riverside's unemployment has also ballooned, to 15%. Meanwhile Sacramento saw a 75% drop in new building permits. These are troubling signs for Cali metros, but not surprising. The end of the state's home-price climb triggered more than just a housing slump.

"In California, so many jobs were concentrated in construction," says Michael Fratantoni, vice president of research at the Mortgage Bankers Association, the professional association for real estate financiers. "Jobs building single family homes wound up not being sustainable, and there were a lot of job losses."

The Forbes report comes on the heels of California's most recent jobless report, which put the state's unemployment rate at a record 12.6% for March. However, in what might be an encouraging sign for the region, KPCC reports today that foreclosures in LA County are down 43.5% for the first quarter of 2010 compared to last year.

County’s Monthly Welfare Tab For Illegal Aliens $52 Million

As the mainstream media focuses on a study that reveals a sharp decline in the nation’s illegal immigrant population, monthly welfare payments to children of undocumented aliens increased to $52 million in one U.S. county alone.

The hoopla surrounding last week’s news that the annual flow of illegal immigrants into the U.S. dropped by two-thirds in the past decade overlooked an important matter; the cost of educating, incarcerating and medically treating illegal aliens hasn’t decreased along with it, but rather skyrocketed to the tune of tens of billions of dollars annually.



THIS FIGURE DOES NOT INCLUDE EXTRA MILLIONS PAID FOR ANCHOR BABIES



Those figures don’t even include the extra millions that local municipalities dish out on welfare payments to the U.S.-born children of illegal immigrants, commonly known as anchor babies. In Los Angeles County alone that figure increased by nearly $4 million in the last year, sticking taxpayers with a whopping $52 million tab to provide illegal immigrants’ offspring with food stamps and other welfare benefits for just one month.

That means the nation’s most populous county, in the midst of a dire financial crisis, will spend more than $600 million this year to provide families headed by illegal immigrants with welfare benefits. In each of the past two years Los Angeles County taxpayers have spent about half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants. Additionally, the county spends $550 million on public safety and nearly $500 million on healthcare for illegal aliens.

About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from L.A. County’s Department of Social Services. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare perks that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children.

In California, League of United Latin American Citizens has adopted a resolution to declare "California Del Norte" a sanctuary zone for immigrants. The declaration urges the Mexican government to invoke its rights under the Treaty of Guadalupe Hidalgo "to seek third nation neutral arbitration of disputes concerning immigration laws and their enforcement." We’ll have the story.

The state should go after employers who hire them, curb taxpayer-funded benefits, deploy the National Guard to help the feds at the border and penalize 'sanctuary' cities.



Illegal immigration is another matter entirely. With the state budget in tatters, millions of residents out of work and a state prison system strained by massive overcrowding, California simply cannot continue to ignore the strain that illegal immigration puts on our budget and economy. Illegal aliens cost taxpayers in our state billions of dollars each year. As economist Philip J. Romero concluded in a 2007 study, "illegal immigrants impose a 'tax' on legal California residents in the tens of billions of dollars."
