There are two questions to consider when deciding whether to stop welcoming illegal aliens. First, do we even need the flow of labor that illegal immigration represents? And second, whatever immigration policy we do adopt, can it be enforced if we make it easy to live here illegally, as we do now?
The answer to both questions is No.
There is no economic need for foreign labor, legal or illegal. There are an estimated 12 million illegal aliens in the United States, with perhaps 7 million of them in the labor market either working or actively looking for work. But contrary to myths about "jobs Americans won't do," there is no major job category that is dominated by these illegal workers. The Census Bureau groups all jobs in the country into 473 categories, and in 2003-2004, only three small categories had even the tiniest majority of immigrant workers, legal and illegal. The large majority of America's taxi drivers, housekeepers, janitors, dishwashers, landscapers and construction laborers are native-born Americans.
More generally, the supporters of illegal immigration claim that low-skilled labor is a precious resource, like oil, and because we're running out of it at home, we have to import it from abroad. This, too, is false. On the contrary, immigration (legal and illegal) is actually crowding low-skilled Americans out of the labor market altogether. During the first half of this decade, the highest five-year period of immigration in our history, the percentage of working-age, native-born Americans without a high school degree who were in the labor force fell from 59 percent to 56 percent, and for those with only a high school degree, participation in the labor force fell from 78 percent to 75 percent. And American teenagers (aged 15 to 17) took an even bigger hit, seeing their labor force participation fall from 30 percent in 2000 to 24 percent in 2005.
Apart from the specifics of policy, we need to consider how to enforce whatever path we decide on. And here again, welcoming illegal immigrants is a mistake. The key to enforcement of immigration laws is not simply arresting and deporting violators, though that must continue, and even increase. At least as important is making life as an illegal alien as difficult and unattractive as possible, in order to dissuade new illegal settlers and persuade those already here to give up and go back home. The result would be not a magical disappearance of all illegal aliens but rather a reduction in their numbers over time, allowing American businesses  and even the illegals themselves  an opportunity to adjust to the new reality.
We have been pursuing the precise opposite of this strategy for a long time. Our welcome for illegal immigrants has included driver's licenses, in-state tuition subsidies, mortgages, bank accounts and even de facto permission to work on fake or stolen Social Security numbers. It's a wonder we don't have more illegal aliens than we do.

Ending this welcome for illegal immigrants and adopting what's been called a strategy of "attrition through enforcement" is already proving effective. Since the collapse of the Bush amnesty bill in the Senate this June, there has been a modest increase in enforcement efforts at all levels of government, federal, state and local. The results have been striking: USA Today recently reported on "Illegal immigrants moving out," while The New York Times has found that "Fleeing stepped-up sweeps by the American authorities, illegal immigrants to the United States, mostly Mexican, are arriving in growing numbers at the foot of the bridge in this Canadian border town seeking refugee status."
If we keep up the enforcement, we can actually get control of this problem; my own Center for Immigration Studies has estimated that a comprehensive enforcement effort could reduce the illegal-alien population by half in five years. Once we accomplished that, we could then consider what to do about the remaining illegal population.
Contrary to what you read in history textbooks, America is the least xenophobic society in all of human history. Although there is no "need" for additional foreign labor, Americans should, and will, continue to welcome those foreigners who have come to live among us legally. But the welcome we've been extending to illegal immigrants must come to an end if our immigration policy is ever to regain its credibility.

President Obama's Labor Secretary Hilda Solis is supposed to represent American workers. What you need to know is that this longtime open-borders sympathizer has always had a rather radical definition of "American." At a Latino voter registration project conference in Los Angeles many years ago, Solis asserted to thunderous applause, "We are all Americans, whether you are legalized or not."
That's right. The woman in charge of enforcing our employment laws doesn't give a hoot about our immigration laws -- or about the fundamental distinction between those who followed the rules in pursuit of the American dream and those who didn't.

To be sure, no one should be scammed out of "fair wages." Employers that hire and exploit illegal immigrant workers deserve full sanctions and punishment. But it's the timing, tone-deafness and underlying blanket amnesty agenda of Solis' illegal alien outreach that has so many American workers and their representatives on Capitol Hill rightly upset.

With double-digit unemployment and a growing nationwide revolt over Washington's border security failures, why has Solis chosen now to hire 250 new government field investigators to bolster her illegal alien workers' rights campaign? (Hint: Leftists unhappy with Obama's lack of progress on "comprehensive immigration reform" need appeasing. This is a quick bone to distract them.)
Unfortunately, the federal government is not alone in lavishing attention and resources on workers who shouldn't be here in the first place. As of 2008, California, Florida, Nevada, New York, Texas and Utah all expressly included illegal aliens in their state workers' compensation plans -- and more than a dozen other states implicitly cover them.
Solis' public service announcement comes on the heels of little-noticed but far more troubling comments encouraging illegal alien workers in the Gulf Coast. Earlier this month, in the aftermath of the BP oil spill, according to Spanish language publication El Diario La Prensa, Solis signaled that her department was going out of its way to shield illegal immigrant laborers involved in cleanup efforts. "My purpose is to assist the workers with respect to safety and protection," she said. "We're protecting all workers regardless of migration status because that's the federal law." She told reporters that her department was in talks with local Immigration and Customs Enforcement (ICE) officials who had visited coastal worksites to try to verify that workers were legal.
No word yet on whether she gave ICE her "we are all Americans, whether you are legalized or not" lecture. But it's a safe bet.

La Voz de Aztlan has produced a video in honor of the millions of babies that have been born as US citizens to Mexican undocumented parents. These babies are destined to transform America. The nativist CNN reporter Lou Dobbs estimates that there are over 200,000 "Anchor Babies" born every year whereas George Putnam, a radio reporter, says the figure is closer to 300,000. La Voz de Aztlan believes that the number is approximately 500,000 "Anchor Babies" born every year.

County Spends $600 Mil On Welfare For Illegal Immigrants

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.

The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

Anchor Babies Grab One Quarter of Welfare Dollars in LA Co

The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.

The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.

"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.

I love children and I'm all for compassion -- smart, teach-them-to-fish compassion. But when laws, the Constitution, and enforcement allow illegal aliens (the operative word here being "illegal") to insinuate themselves into our nation and bleed us of our precious financial resources, then laws, the Constitution and enforcement need to be changed.

FAIR Study Is Most Comprehensive Accounting of Costs of Illegal Immigration
A new report by FAIR, issued in July, takes a comprehensive look at the fiscal costs associated with illegal immigration at the federal, state and local levels. According to the findings of the study, the annual cost of illegal immigration to U.S. taxpayers is $113 billion. Taxpayers incur some $28.6 billion in federal costs, but are also saddled with an $84.2 billion burden at the state and local level.
The Fiscal Burden of Illegal Immigration on U.S. Taxpayers is the most comprehensive analysis of the public costs of illegal immigration ever done. The report examines the impact of illegal aliens and their U.S.-born children on dozens of federal, state and local government programs. Even after the $113 billion annual price tag is offset by tax collections from illegal aliens, the net cost to U.S. taxpayers is $100 billion. However, as the report notes, the $13 billion a year of tax revenues from illegal aliens is misleading because government tax collections would likely have been considerably greater if legal U.S. workers had filled the jobs held by illegal aliens.
The release of The Fiscal Burden of Illegal Immigration on U.S. Taxpayers comes at a critical moment, as the Obama administration is reviving discussion of a sweeping amnesty for millions of illegal aliens. Contrary to the assertions of illegal alien advocates, the report finds that amnesty would likely increase fiscal costs over time. Although granting amnesty would result in marginal increases in taxes collected from current illegal aliens, newly legalized illegal aliens, now eligible for countless means-tested government assistance programs, would significantly increase the fiscal burdens.
The $113 billion annual outlay for illegal immigration breaks down to an average cost of $1,117 per native-headed U.S. household. But, because illegal aliens are not evenly distributed around the country, families in states with high levels of illegal immigration bear a significantly larger burden.
At the federal level, the costs of illegal immigration are fairly evenly distributed among a variety of programs. At the state and local level, education costs — including K-12 schooling, higher education, and English-language instruction — account for 58 percent of government outlays. The report provides state-by-state costs breakdowns of the costs associated with illegal immigration. In all 50 states and the District of Columbia, the costs of illegal immigration exceed the amount of revenues collected from illegal residents. California, alone, bears about one-quarter of the costs incurred by state and local governments — more than $21 billion.
In 18 states, including California, the annual cost of illegal immigration exceeded the 2009 budget shortfall. Oklahomans spent more than $458 million on programs and services for illegal aliens in 2009, which amounted to an astounding 6.838 percent of the state’s $7 million budget deficit.

Governments Go to Extremes as the Downturn Wears OnBy MICHAEL COOPER

Plenty of businesses and governments furloughed workers this year, but Hawaii went further — it furloughed its schoolchildren. Public schools across the state closed on 17 Fridays during the past school year to save money, giving students the shortest academic year in the nation and sending working parents scrambling to find care for them.

Many transit systems have cut service to make ends meet, but Clayton County, Ga., a suburb of Atlanta, decided to cut all the way, and shut down its entire public bus system. Its last buses ran on March 31, stranding 8,400 daily riders.

Even public safety has not been immune to the budget ax. In Colorado Springs, the downturn will be remembered, quite literally, as a dark age: the city switched off a third of its 24,512 streetlights to save money on electricity, while trimming its police force and auctioning off its police helicopters.

Faced with the steepest and longest decline in tax collections on record, state, county and city governments have resorted to major life-changing cuts in core services like education, transportation and public safety that, not too long ago, would have been unthinkable. And services in many areas could get worse before they get better.

The length of the downturn means that many places have used up all their budget gimmicks, cut services, raised taxes, spent their stimulus money — and remained in the hole. Even with Congress set to approve extra stimulus aid, some analysts say states are still facing huge shortfalls.

Cities and states are notorious for crying wolf around budget time, and for issuing dire warnings about draconian cuts that never seem to materialize. But the Great Recession has been different. Around the country, there have already been drastic cuts in core services like education, transportation and public safety, and there are likely to be more before the downturn ends. The cuts that have disrupted lives in Hawaii, Georgia and Colorado may be extreme, but they reflect the kinds of cuts being made nationwide, disrupting the lives of millions of people in ways large and small.

EDUCATION: HAWAII FURLOUGHS ITS CHILDREN

MILILANI, Hawaii — It was a Friday, and Maria Marte, an administrator for an online college that caters to members of the military, should have been at her office at a nearby Army hospital. Her daughters, Nira, 11, and Sonia, 9, should have been in school.

Instead, Ms. Marte was sitting with a laptop in the dining room of her home in this neatly manicured suburb of Honolulu. “Did you already send your registration in?” she asked a client on the phone, trying to speak above the peals of laughter coming from the backyard, where the girls were having a water-balloon fight with some friends.

It was the 17th, and last, Furlough Friday of the year, the end of a cost-cutting experiment that closed schools across the state, outraging parents and throwing a wrench into that most delicate of balances for families with children: the weekly routine

“I have to pay attention to the customers, and make sure that I’m understanding what they need,” said Ms. Marte, 37, whose husband, Odalis, an Army major, had been deployed in Afghanistan for nearly a year. Then she nodded at the window, toward the girls. “But at the same time, I have to make sure that they’re not killing each other.”

For those 17 Fridays, parents reluctantly worked from home or used up vacation and sick days. Others enlisted the help of grandparents. Many paid $25 to $50 per child each week for the new child care programs that had sprung up.

Children, meanwhile, adjusted to a new reality of T.G.I.T. Getting them up for school on Mondays grew harder. Fridays were filled with trips to pools and beaches, hours of television and Wii, long stretches alone for older children, and, occasionally, successful attempts to get them to do their homework early.

But if three-day-weekends in Hawaii sound appealing in theory, many children said that they wound up missing school.

“I’m really not a big fan of furloughs,” said Nira Marte, a fifth grader, explaining that she missed the time with her friends and her teacher.

Four-day weeks have been used by a small number of rural school districts in the United States, especially since the oil shortage of the 1970s. During the current downturn, their ranks have swelled to more than 120 districts, and more are weighing the change.

But Hawaii is an extreme case. It shut schools not only in rural areas but also in high-rise neighborhoods in Honolulu. Suffering from steep declines in tourism and construction, and owing billions of dollars to a pension system that has only 68.8 percent of the money it needs to cover its promises to state workers, Hawaii instituted the furloughs even after getting $110 million in stimulus money for schools.

Unlike most districts with four-day weeks, Hawaii did not lengthen the hours of its remaining school days: its 163-day school year was the shortest in the nation.

The furloughs were originally supposed to last two years, but the outcry was so great — some parents were arrested staging sit-ins at the office of Gov. Linda Lingle, a Republican — that a deal was hammered out to restore the days next year.

On the last furlough day, Ms. Marte toggled back and forth between her girls — making them pizza, taking them to swim practice — and a stream of e-mails and calls. At one point, a soldier on the mainland was interrupted when his baby started bawling.

“Don’t worry, that’s fine,” Ms. Marte reassured him. “I’m in the same boat.”

TRANSPORTATION: A COUNTY SHUTS ITS BUS SYSTEM

RIVERDALE, Ga. — Kelly Smith was reading a library copy of “The Politician,” the tell-all about John Edwards, as his public bus rumbled through a suburb of Atlanta. It was heading toward the airport, where he could switch to a train to his job downtown, in the finance department of the Atlanta Public Schools system. But his mind was drifting.

It was March 31, the last day of public bus service. Clayton County had decided to balance its budget by shutting down C-Tran, the bus system, stranding 8,400 daily riders. Mr. Smith, 45, like two-thirds of the riders, had no car. He needed a plan.

“I think that what they’re doing is criminal,” Mr. Smith said as his 504 bus filled up. “I’ll figure something out, but I see a lot of people here who don’t have an out.”

The next morning, this is what he had figured out: a state-run express bus stopped around three miles from his apartment in Riverdale. So Mr. Smith rose at 5, walked past the defunct C-Tran bus stop just outside his apartment complex and hiked the miles of dark, deserted streets, many of which had no sidewalks.

“If I get hit by a car, it’s my fault,” he said as he crossed a highway. “Who wants to start their day off like this? This is why I don’t get up and jog.”

Mr. Smith was determined to get to the job he had landed in November, and to get there on time. “I was out of work for two and half years, with the economic crisis,” he said. “So the last thing I want to do is walk away from a job.”

Around the country, public transportation has taken a beating during the downturn. Fares typically cover less than half the cost of each ride, and the state and local taxes that most systems depend on have been plummeting.

In most places, that has meant longer waits for more crowded, dirtier and more expensive trains and buses. But it meant the end of the line in Clayton County, a struggling suburb south of Atlanta where “Gone With the Wind” was set and which is now home to most of Hartsfield-Jackson Atlanta International Airport.

The county — hit hard by the subprime mortgage crisis and the wave of foreclosures that followed — decided it could no longer afford spending roughly $8 million a year on its bus system, which started in 2001. It hoped that some other entity — like the state — would pick up the cost.

If the threat to shut the system down was a game of chicken, no one blinked.

Now all five bus routes are gone, and riders are trying to adjust.

Jennifer McDaniel, a hostess at a Chili’s in the airport, was forced to spend her tax refund, and take out a big loan, to buy a car. Jaime Tejada, 36, a Delta flight attendant, wondered why transit was so much better in the countries he flies to.

And Tierra Clark, 19, who studies dental hygiene and works five nights a week at the Au Bon Pain at the airport, was left with an unwanted new expense. “I’ll have to call a taxi from now on — $13.75 every night,” Ms. Clark said, as she rode the very last C-Tran bus home.

Now there is talk of levying a new sales tax so the county can join the Metropolitan Atlanta Rapid Transit Authority, which it voted not to join when it was created nearly four decades ago. That could get the buses up and running again.

Even if that happens, though, it could be years off — too late for Mr. Smith. After spending a carless Easter vacation trying to figure out a better way to get to work, or even to get his groceries, he ended up quitting his first job in two and a half years and moving just outside Dallas, where his girlfriend had landed a job with a bank.

“A lot of people are leaving Riverdale,” he said.

PUBLIC SAFETY: LIGHTS OUT IN COLORADO SPRINGS

COLORADO SPRINGS — It was when the street lights went out, Diane Cunningham said, that the trouble started.

Her tires were slashed, she said. Her car was broken into. Strange men showed up on her porch. Her neighborhood had grown deserted at night, ever since four streetlights in a row were put out on Airport Road, the street outside her mobile home park.

That is why Ms. Cunningham, 41, and her son Jonathan, 22, were carrying a flat-screen television out of their mobile home on a recent afternoon. “I’m going to pawn this,” Ms. Cunningham said, “to get a shotgun.”

It is impossible to say whether the darkness had contributed to any of the events that frightened the Cunninghams. But ever since Colorado Springs shut off a third of its 24,512 streetlights this winter to save $1.2 million on electricity — while reducing the size of its police force — many residents have said that they feel less safe.

A few miles down Airport Road a 62-year-old man, Esteban Garcia, was shot to death in April when he was robbed outside his family’s taqueria and grocery in a parking lot that had lost the illumination of its nearest streetlight. Gaspar Martinez, a neighboring shopkeeper, said that he believed the lack of the light was partly to blame.

“You figure the robbers think that if it’s dark, it’s the best time to hit,” said Mr. Martinez, 34, whose store, Ruskin Liquor, is in the same small strip mall. Mr. Martinez said that he put more lights up outside his store after the shooting.

The police, who arrested several suspects, said that there was no indication that the doused light had played a role in the crime — or, indeed, in any crimes in Colorado Springs, which remains safer than most cities of its size. But this might be a case, they said, where perception is as important as reality.

“All the sociologists have said this for years: what matters to people isn’t really the number of reported crimes, it’s their perception of safety,” said the city’s police chief, Richard W. Myers. “And let’s say we don’t see any bump in crime — that would be a good thing. But people don’t feel as safe. They’re already telling us that, even if the numbers don’t bear that out. So do we have a problem? I think so.”

Chief Myers said he worried that if law-abiding citizens stopped going out at night or visiting parks, the city’s deserted open spaces could attract more criminals.

One of most influential policing concepts in recent years has been the “broken windows” theory, which holds that addressing minor crimes and signs of disorder can head off bigger problems down the road. Colorado Springs is taking a different tack.

To close a budget gap — the city’s voters, many of whom favor smaller government, turned down a property tax increase in November, and a taxpayer’s bill of rights makes it hard for city officials to raise taxes — Colorado Springs has stopped collecting trash in its parks, stopped watering many medians on its roads and reduced its police force.

The sprawling city of roughly 400,000 at the foot of Pike’s Peak — which covers 194 square miles — made national news when it auctioned off its police helicopters. But less-heralded police cuts could have more impact: the force, which had 687 officers two years ago, is down to 643 and dropping. At any given time, the department estimates that there is a 23 percent chance that all units will be busy.

So it has reduced the number of detectives who investigate property crimes, cut the number of officers assigned to the schools and eliminated units that tracked juvenile offenders and caught fugitives. Officers no longer respond to the scene of most burglaries, at least if they are not in progress.

At the same time, the city joined others — from Fitchburg, Mass., to Santa Rosa, Calif., and began turning off streetlights. Several recent studies have suggested that streetlights help reduce crime — something residents here say is obvious.

Natalie Bartling, a new mother, could not believe it when the light outside her home was shut off in April. Ms. Bartling, 38, had successfully lobbied for the light five years ago after a wave of vandalism and petty thefts hit her middle-class block. So this time she called daily until the city agreed to turn it back on.

“When it got shut off, it was like missing something,” she said on a recent night, standing under its glow. “Part of your life.”

The former Immigration and Naturalization Service estimated that the total unauthorized immigrant population residing in the United States was 12 million. This total includes those who entered the United States illegally and those who entered legally but overstayed their authorized period of stay.

A more recent study estimated that there were about 17 million illegal aliens living in the United States. The study estimated that nearly 700,000 aliens entered the United States illegally or overstayed their authorized period of stay. Some experts believe this is a overly conservative figure and that illegal immigrants number close to 20 million.

At the same time, after a steady annual reduction in crime, the annual FBI Uniform Crime Report reveals a slow but sure yearly increase in crime, especially violent crime. Some criminologists attribute the rise in crime to illegal aliens who come into the United States with a criminal background.

Many illegal aliens in the United States have been arrested and incarcerated in federal and state prisons and local jails, adding to already overcrowded prisons and jails. The US Justice Department issued a report on criminal aliens who are incarcerated in federal and state prisons and local jails.

The report contained information on the number of criminal aliens incarcerated, their country of citizenship or country of birth, and the cost to incarcerate them. Congress also requested that the Government Accounting Office provide information on the criminal history of aliens incarcerated in federal and state prisons or local jails who had entered the country illegally.

In the population study of a sample of 55,322 illegal aliens, researchers found that they were arrested at least a total of 459,614 times, averaging about 8 arrests per illegal alien. Nearly all had more than 1 arrest. Thirty-eight percent (about 21,000) had between 2 and 5 arrests, 32 percent (about 18,000) had between 6 and 10 arrests, and 26 percent (about 15,000) had 11 or more arrests. Most of the arrests occurred after 1990.

They were arrested for a total of about 700,000 criminal offenses, averaging about 13 offenses per illegal alien. One arrest incident may include multiple offenses, a fact that explains why there are nearly one and half times more offenses than arrests. Almost all of these illegal aliens were arrested for more than 1 offense. Slightly more than half of the 55,322 illegal aliens had between 2 and 10 offenses.

About 45 percent of all offenses were drug or immigration offenses. About 15 percent were property-related offenses such as burglary, larceny-theft, motor vehicle theft, and property damage. About 12 percent were for violent offenses such as murder, robbery, assault, and sex-related crimes.

The balance was for such offenses as traffic violations, including driving under the influence; fraud — including forgery and counterfeiting; weapons violations; and obstruction of justice.

Eighty percent of all arrests occurred in three states — California, Texas, and Arizona. Specifically, about 58 percent of all arrests occurred in California, 14 percent in Texas, and 8 percent in Arizona.

Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

In this final entry of this series on Anchor Babies in America, we shall investigate the unbelievable but verifiable costs to American citizens. Additionally, we will explore ancillary problems created by illegal alien children within our classrooms across the country.

Do we blame the children? No! Do we blame their parents? Yes! (They know they are illegal aliens!)

Who do we blame? Simple! Our U.S. Congress and U.S. presidents from Bush 41, Clinton, Bush 43 and today, Obama! They must take responsibility for this fiscal/educational and linguistic fiasco. They failed to enforce our laws in the past 20 years, and Obama fails to enforce our immigration and labor laws in 2009. Thus, they allowed countless tens of thousands of employers within the United States to subvert our laws as to employment of unlawful immigrants. Our Congress allowed a new 21st century slave class to establish itself in excess of 20 million unlawful aliens-inside this country. The rich benefit and the rest of us subsidize and suffer from it.

While those 20 million enjoy employment, housing, welfare, food and medical care on U.S. taxpayer dollars, 15 million Americans cannot find a job. An astounding 32.2 million Americans subsist on food stamps. Our working poor and minorities languish in the streets and 13 million American children live below the poverty level.

EDUCATIONAL CHAOS:
Those 400,000 anchor babies cost taxpayers big time! At $6,000.00 per delivery in our hospitals where those pregnant alien mothers take themselves to birth their children X's 400,000 annually: $2.4 billion annually. Year after year after year! If the child suffers from autism, Down's Syndrome, myocardial septal defect (hole in heart), deformity, premature birth in ICU or other problems-the costs may hit $1 million and more.

Remember also, that the mother becomes a ward of the welfare rolls in assisted housing, food stamps, medical care, welfare payments-all on the taxpayer's dollar. Instead of 400,000 dependents, the actual number doubles to 900,000. Additionally, as that mother births more children, the costs rise dramatically.

Once the child reaches age five, it begins a 13 year educational journey that costs taxpayers on average $9,644.00 annually depending on school districts within the United States. When you add in 'free' breakfasts and lunches for those disadvantaged children, the costs rise into the billions of dollars. Finally, English as a Second Language costs taxpayers according to economist Edwin Rubenstein:

"The total additional per pupil costs for language assistance instruction was estimated to be in the range of $200 to $700 in 1981 dollars-equivalent to $460 to $1,600 in 2007 dollars. Using the average of the latter two amounts-$1,030-as our estimate of per pupil cost, the total cost of providing English Language Learning instruction to the 3.8 million students enrolled in those programs would equal about $3.9 billion. Talk about throwing U.S. taxpayer dollars down a rat hole, NBC's Brian Williams reported last June that high school graduation rates around the country suffered tremendously. Detroit public schools, loaded with Middle Eastern legal and illegal immigrants along with unlawful Mexican migrant children tallied an astounding 76 percent dropout/flunkout rate among potential graduating seniors. Other cities like L.A., Chicago and Houston hovered around 50 to 60 percent dropout rates.

Brian Williams reported that 1.2 million 'American' teens hit the streets annually "functionally illiterate."

Dan Stein at http://www.fairus.org published a report titled: "Breaking the Piggy Bank: How Illegal Immigration is Sending Schools into the Red". Estimated costs of educating illegal migrant children and anchor babies: $7.5 billion annually.

The report said, in California, the $2.2 billion spent educating illegal alien immigrants for one year could:
• Pay the salaries for 41,764 teachers.
• CA schools are threatened with a $1.5 billion cut next year. Eliminating illegals would pay for all needs.
• Pay for CA's class sizes to remain capped at 20 students for a year, with $300 million to spare.
• Buy books and computers to equip 346,689 classrooms or 79 percent of classrooms in California.
• Fully fund the state's free lunch program for poor American students for two years.

Instead, California dropped from the top five top school systems in the United States to the bottom five states. Teaches struggle teaching with 113 different languages in their classrooms. As a teacher, I can tell you that more than one language in a classroom causes educational tension, ethnic tension from lack of ability to communicate and racial separation.

Students become angry, stubborn, and overwhelmed as they 'drop out' from sheer frustration and inability to perform academically. Violence ensues or complete withdrawal! Thousands join gangs for their identity.

Finally, what about U.S. children? What about the quality of their educations? What about their well-being? What about our own poverty-stricken students and special needs across the country?

Today, one-third of all students graduating from high schools heavily impacted by mass immigration must take remedial courses in universities to bring their minds up to speed for college work. In thousands of schools, gangs, foreign languages, and strange customs usurp the educational experience for U.S. students.

At some point, and soon, we must stop 'birthright citizenship' as all other countries, including Ireland and New Zealand, have done.

This year, House member Nathan Deal introduced HR 1868: reintroduced his Birthright Citizenship bill that would eliminate automatic citizenship for children born in the United States to illegal aliens. The Birthright Citizenship Act of 2009 (H.R.1868) would amend the Immigration and Nationality Act to make it more difficult for children born in the U.S. to gain citizenship.

A U.S. citizen or national;

"As you listen to the news about the student protests over illegal immigration, there are some things that you should be aware of: I am in charge of the English-as-a-second-language department at a large southern California high school which is designated a Title 1 school, meaning that its students average lower socioeconomic and income levels. Most of the schools you are hearing about, South Gate High, Bell Gardens, Huntington Park, etc., where these students are protesting, are also Title 1 schools. Title 1 schools are on the free breakfast and free lunch program. When I say free breakfast, I'm not talking a glass of milk and roll -- but a full breakfast and cereal bar with fruits and juices that would make a Marriott proud. The waste of this food is monumental, with trays and trays of it being dumped in the trash uneaten. (OUR TAX DOLLARS AT WORK) I estimate that well over 50% of these students are obese or at least moderately overweight. About 75% or more DO have cell phones. The school also provides day care centers for the unwed teenage pregnant girls (some as young as 13) so they can attend class without the inconvenience of having to arrange for babysitters or having family watch their kids. (OUR TAX DOLLARS AT WORK) I was ordered to spend $700,000 on my department or risk losing funding for the upcoming year even though there was little need for anything; my budget was already substantial. I ended up buying new computers for the computer learning center, half of which, one month later, have been carved with graffiti by the appreciative students who obviously feel humbled and grateful to have a free education in America. (OUR TAX DOLLARS A T WORK) I have had to intervene several times for young and substitute teachers whose classes consist of many illegal immigrant students here in the country less then 3 months who raised so much hell with the female teachers, calling them "Putas" whores and throwing things that the teachers were in tears. Free medical, free education, free food, day care etc., etc., etc. Is it any wonder they feel entitled to not only be in this country but to demand rights, privileges and entitlements? To those who want to point out how much these illegal immigrants contribute to our society because they LIKE their gardener and housekeeper and they like to pay less for tomatoes: spend some time in the real world of illegal immigration and see the TRUE costs.

I'm planning to move my family and extended family (18-20 mouths) into Mexico for my health, and I would like to ask you to assist me.

We're planning to simply walk across the border from the U.S. into Mexico , and we'll need your help to make a few arrangements.

We plan to skip all the legal stuff like visas, passports, immigration quotas and laws. I'm sure they handle those things the same way you do here.

So, would you mind telling your buddy, President Calderon, that I'm on my way over? Please let him know that I will be expecting the following:

1. Free medical care for my entire family.

2. English-speaking government bureaucrats for all services I might need, whether I use them or not.

3. All Mexico government forms need to also be printed in English.

4. I want my kids to be taught Spanish by English-speaking (bi-lingual) teachers.

5. Schools need to include classes on American culture and history.

6. I want my kids to see the American flag on one of the flag poles at their school.

7. Please plan to feed my kids at school for both breakfast and lunch.

8. I will need a local Mexican driver's license so I can get easy access to government services.

9. I do plan to get a car and drive in Mexico, but, I don't plan to purchase car insurance, and I probably won't make any special effort to learn local traffic laws.

10. In case one of the Mexican police officers does not get the memo from their president to leave me alone, please be sure that every patrol car has at least one English-speaking officer.

11. I plan to fly the U.S. flag from my house top, put U S. flag decals on my car, and have a gigantic celebration on July 4th. I do not want any complaints or negative comments from the locals.

12. I would also like to have a nice job without paying any taxes, or have any labor or tax laws enforced on any business I may start.

13. Please have the president tell all the Mexican people to be extremely nice and never say a critical things about me or my family, or about the strain we might place on their economy.

I know this is an easy request because you already do all these things for all his people who come to the U.S. from Mexico .

ON EDUCATING THE ILLEGALS: Ever wonder why Mexico doesn’t educate their own people?
Worse public schools. America’s public schools already suffer under severe budget constraints, causing large class sizes, textbook shortages, and leaky ceilings. Yet, US law requires that all illegals receive free public education K-12. The Federation for American Immigration Reform estimates that this costs $7.4 billion dollars each year.

The birthrate among illegals is more than double that of legal US residents. The Pew Hispanic Center calculates that within seven years, the children of immigrants, legal and illegal, will account for one in nine school-age children in the US. The Urban Institute estimates that already, 15% of all school children in California are illegals, many of whom speak little English. These students are usually mainstreamed in classes with native English speakers. This means that teachers must slow down instruction, denying native English speakers their right to an
appropriate-level education.
The challenge is even greater because not all those students’ native language is Spanish: For example, in my nearest major school district, San Francisco, it would not be unusual to find a class that had native speakers of Chinese, Russian, Tagalog, Spanish, and English. Imagine the challenge of trying to educate them all. If your child were in that class, would you be confident that he or she would receive a quality education?
Immigrant children pose less obvious challenges to the schools. Barbara Nemko, the Napa County Superintendent of Schools, points out examples: “Unless she speaks Spanish, we have a hard time justifying hiring an even an excellent teacher… So much of our staff development
time must now be allocated to dealing with the needs of ‘English Language Learners.’ Our immigrant kids also come to school with serious health problems that we must address. For example, dentists now visit our high-immigrant schools providing dental services at no
cost to the student.”

Immigrant advocacy groups such as the Mexican-American Legal Defense Fund (MALDEF) and La Raza have additionally burdened the public schools by demanding that schools provide special controversial programs such as bilingual education, in which students are taught in Spanish for much of the day. Bilingual education programs exist throughout California even
after longitudinal research has not demonstrated their effectiveness and after a voter-approved an on those programs.

MALDEF and La Raza also pushed through legislation that allows, in 19 states, illegal immigrants to not only attend any public university in those states, but to pay in-state tuition, while legal residents of neighboring states must pay the out-of-state rate which is three to eight times more. It’s quite an injustice, for example, that a legal resident can be denied admission to taxpayer-supported Berkeley and must attend community college so an illegal foreign national can attend Berkeley—at in-state rates! And often, because of reverse discrimination admission
policies, the illegal is admitted with B grades while the rejected legal resident may have Agrades.

OKLAHOMA CITY -- Only one in four Oklahoma public high school students can name the first President of the United States, according to a survey released today.
The survey was commissioned by the Oklahoma Council of Public Affairs in observance of Constitution Day on Thursday. Brandon Dutcher is with the conservative think tank and said the group wanted to find out how much civic knowledge Oklahoma high school students know.

The Oklahoma City-based think tank enlisted national research firm, Strategic Vision, to access students' basic civic knowledge. "They're questions taken from the actual exam that you have to take to become a U.S. citizen," Dutcher said. A thousand students were given 10 questions drawn from the U.S. Citizenship and Immigration Services item bank. Candidates for U.S. citizenship must answer six questions correctly in order to become citizens. About 92 percent of the people who take the citizenship test pass on their first try, according to immigration service data. However, Oklahoma students did not fare as well. Only about 3 percent of the students surveyed would have passed the citizenship test.

Dutcher said this is not just a problem in Oklahoma. He said Arizona had similar results, which left him concerned for the entire country. "Jefferson later said that a nation can't expect to be ignorant and free," Dutcher said. "It points to a real serious problem. We're not going to remain ignorant and free."

But the group Californians for Population Stabilization, or CAPS, has unveiled a report estimating the illegal population is actually between 20 and 38 million. Four experts, all of whom contributed to the study prepared by CAPS, discussed their findings at a news conference at the National Press Club in Washington Wednesday. James Walsh, a former associate general counsel of the Immigration and Naturalization Service, said he is "appalled" that the Bush administration, lawyers on the Senate Judiciary Committee, and every Democratic presidential candidate, with the exception of Joe Biden, have no problem with sanctuary cities for illegal aliens. "Ladies and gentlemen, the sanctuary cities and the people that support them are violating the laws of the United States of America. They're violating 8 USC section 1324 and 1325, which is a felony -- [it's] a felony to aid, support, transport, shield, harbor illegal aliens," Walsh stated. Walsh said his analysis indicating there are 38 million illegal aliens in the U.S. was calculated using the conservative estimate of three illegal immigrants entering the U.S. for each one apprehended. Thoughts on the LA RAZA Invasion
We know Dick Lamm as the former Governor of Colorado. In that context his thoughts are particularly poignant. Last week there was an immigration overpopulation conference in Washington, DC, filled to capacity by many of America's finest minds and leaders. A brilliant college professor by the name of Victor Hansen Davis talked about his latest book, "Mexifornia," explaining how immigration - both legal and illegal was destroying the entire state of California. He said it would march across the country until it destroyed all vestiges of The American Dream.

Moments later, former Colorado Governor Richard D. Lamm stood up and gave a stunning speech on how to destroy America. The audience sat spellbound as he described eight methods for the destruction of the United States. He said, "If you believe that America is too smug, too self-satisfied, too rich, then let's destroy! America. It is not that hard to do. No nation in history has survived the ravages of time. Arnold Toynbee observed that all great civilizations rise and fall and that 'An autopsy of history would show that all great nations commit suicide.'"

"Here is how they do it," Lamm said: "First, to destroy America, turn America into a bilingual or multi-lingual and bicultural country." History shows that no nation can survive the tension, conflict, and antagonism of two or more competing languages and cultures. It is a blessing for an individual to be bilingual; however, it is a curse for a society to be bilingual. The historical scholar, Seymour Lipset, put it this way: "The histories of bilingual and bi-cultural societies that do not assimilate are histories of turmoil, tension, and
tragedy." Canada, Belgium, Malaysia, and Lebanon all face crises of national existence in which minorities press for autonomy, if not independence. Pakistan and Cyprus have divided. Nigeria suppressed an ethnic rebellion. France faces difficulties with Basques, Bretons, and Corsicans."

Lamm went on: Second, to destroy America, "Invent 'multiculturalism' and encourage immigrants to maintain their culture. I would make it an article of belief that all cultures are equal. That there are no cultural differences. I would make it an article of faith that the Black and Hispanic dropout rates are due solely to prejudice and
discrimination by the majority. Every other explanation is out of bounds.

Third, "We could make the United States an 'Hispanic Quebec' without much effort. The key is to celebrate diversity rather than unity. As Benjamin Schwarz said in the Atlantic Monthly recently: "The apparent success of our own multiethnic and multicultural experiment might have been achieved not by tolerance but by hegemony. Without the dominance that once dictated ethnocentricity and what it meant to be an American, we! are left with only tolerance and pluralism to hold us together." Lamm said, "I would encourage all immigrants to keep their own language and culture. I would replace the melting pot metaphor with the salad bowl metaphor. It is important to ensure that we have
various cultural subgroups living in America enforcing their differences rather than as Americans, emphasizing their similarities."

"Fourth, I would make our fastest growing demographic group the least educated. I would add a second underclass, unassimilated, undereducated, and antagonistic to our population. I would have this second underclass have a 50% dropout rate from high school."

"My fifth point for destroying America would be to get big foundations and business to give these efforts lots of money. I would invest in ethnic identity, and I would establish the cult of 'Victimology.' I would get all minorities to think that their lack of success was the fault of the majority. I would start a grievance industry blaming all
minority failure on the majority population."

"My sixth plan for America's downfall would include dual citizenship, and promote divided loyalties. I would celebrate diversity over unity. I would stress differences rather than similarities. Diverse people worldwide are mostly engaged in hating each other - that is, when they are not killing each other. A diverse, peaceful, or stable society is against most historical precedent. People undervalue the unity it takes to keep a nation together. Look at the ancient Greeks. The Greeks believed that they belonged to the same race; they possessed a common language and literature; and they worshipped the same gods. All Greece took part in the Olympic games. A common enemy, Persia, threatened their liberty. Yet all these bonds were not strong enough to overcome two factors: local patriotism and geographical conditions that nurtured political divisions. Greece fell. "E. Pluribus Unum" -- From many, one. In that historical reality, if we put the emphasis on the 'pluribus' instead of the 'Unum,' we will balkanize America as surely as Kosovo."

"Next to last, I would place all subjects off limits; make it taboo to talk about anything against the cult of 'diversity.' I would find a word similar to 'heretic' in the 16th century - that stopped discussion and paralyzed thinking. Words like 'racist' or 'xenophobe' halt discussion and debate. Having made America a bilingual/bicultural country, having established multi-culturism, having the large foundations fund the! doctrine of 'Victimology,' I would next make it impossible to enforce our immigration laws. I would develop a mantra: That because immigration has been good for America, it must always be good. I would make every individual immigrant symmetric and ignore the cumulative impact of millions of them."

In the last minute of his speech, Governor Lamm wiped his brow. Profound silence followed. Finally he said,. "Lastly, I would censor Victor Hanson Davis's book "Mexifornia." His book is dangerous. It exposes the plan to destroy America. If you feel America. deserves to be destroyed, don't read that book."

There was no applause. A chilling fear quietly rose like an ominous cloud above every attendee at the conference Every American in that room knew that everything Lamm enumerated was proceeding methodically, quietly, darkly, yet pervasively across the United States today.

Discussion is being suppressed. Over 100 languages are ripping the foundation of our educational system and national cohesiveness. Even barbaric cultures that practice female genital mutilation are growing as we celebrate 'diversity.' American jobs are vanishing into the Third World as corporations create a Third World in America - take note of California and other states - to date, ten million illegal aliens and growing fast. It is reminiscent of George Orwell's book "1984." In that story, three slogans are engraved in the Ministry of Truth building: "War is peace," "Freedom is slavery," and "Ignorance is strength."

Governor Lamm walked back to his seat. It dawned on everyone at the conference that our nation and the future of this great democracy is deeply in trouble and worsening fast. If we don't get this immigration monster stopped within three years, it will rage like a California wildfire and destroy everything in its path, especially The American Dream.

Over 60 migrants die in July in Arizona border crossings

In July, over 60 migrants died in the deserts of Arizona while trying to cross into the country from Mexico. Fifty-nine bodies of those who died were found in the state’s three south-central counties—Pima, Santa Cruz, and Pinal. This is the highest number of migrant deaths along this stretch of the US-Mexico border since July 2005, and the second highest on record.
The Pima County Medical Examiner’s office (PCME), which handles bodies found in the three counties, has reportedly received the bodies of over 150 migrants so far this year, and over 1,650 since 2001.
The PCME reported so many bodies this summer that its facilities—which can hold up to 200 bodies—are full. The agency has brought in a 55-foot refrigerated trailer to house the additional bodies. On the deadliest single day in July, 7 bodies were brought into the PCME’s office.
The death toll of migrants along the border nearly equals the number of US troop deaths in Afghanistan for the same month—66 in July, the deadliest month in the nearly nine-year-long war. Additionally, the total number of deaths at the border since 2001 eclipses the total amount of US troop deaths in the Afghanistan war, over 1,200, over roughly the same period of time.
The majority of the migrant deaths in July have been attributed to hyperthermia, or exposure to heat. The remainder could not be or are still being determined, but heat is thought to be the primary cause in these deaths as well. Drowning and car accidents are also common causes of death for migrants.
Many of the bodies were found southwest of Tucson, Arizona. The city reported 18 days in July with temperatures over 100 degrees Fahrenheit (38 degrees Celsius), but temperatures in the surrounding deserts are generally higher.
Traveling from Sonora, Mexico, to Tucson is at least a 65-mile journey. Once across the border, migrants are often left in the desert by coyotes (human traffickers) to fend for themselves.
In the 1990s below 50 deaths per year were reported. The past decade has seen a huge spike in the number of deaths on the border. In 2005, the deadliest year, 492 deaths were reported along the border; and in 2009, 422.
Arizona, which accounts for just 389 miles of the 1,969-mile border between the US and Mexico, accounts for a highly disproportionate number of the reported migrant deaths every year.
That hundreds of migrants die in Arizona and all along the US-Mexico border every year is no accident. These deaths occur because of the explicit policy of the US government, through the Department of Homeland Security and US Customs and Border Protection, to push migrants from traveling through cities and populated areas to those with more severe climates and dangerous terrains.
These facts, which are widely acknowledged, were the conclusion of a comprehensive 2007 study by the Binational Immigration Institute at the University of Arizona in Tucson.
The study explained how the US government’s border enforcement policy of “prevention through deterrence” have combined “a quintupling of border-enforcement expenditures and a militarization of the border with new barriers, fortified checkpoints, high-tech forms of surveillance and thousands of additional Border Patrol agents stationed along the US-Mexico border.”
These policies created what the study called a “funnel effect,” driving migrants into more desolate and isolated regions to cross. The study concluded that since these policies have been put into place, deaths at the border have risen exponentially. “During the ‘pre-funnel effect’ years (1990-1999), the [Pima] county medical examiner’s office handled, on average, the bodies of approximately 14 unauthorized border-crossers per year,” the study pointed out. “In stark contrast, during the funnel effect years (2000-2005), on average, 160 bodies were sent to the medical examiner’s office each year.”
These and other facts led the institute to the damning conclusion that it is the government’s policy that has created this funnel effect, and it “is indeed the primary structural cause of death for thousands of unauthorized men, women and children from Mexico, Central America and South America who have tried to enter the United States.”
Additionally, the study questioned the accuracy of the number of migrant deaths along the border. “The Border Patrol criteria for counting border deaths has led to inaccurate counts of unauthorized border-crosser’s deaths…[and therefore] the number of unauthorized border crossers who have died at present is unknowable.”

Mexico prefers to export its poor, not uplift them
At this week's summit, failed reforms under Fox should be the issue, not US actions.

At the parleys this week with his US and Canadian counterparts in Cancún, Mexican President Vicente Fox will press for more opportunities for his countrymen north of the Rio Grande. Specifically, he will argue for additional visas for Mexicans to enter the United States and Canada, the expansion of guest-worker schemes, and the "regularization" of illegal immigrants who reside throughout the continent. In a recent interview with CNN, the Mexican chief executive excoriated as "undemocratic" the extension of a wall on the US-Mexico border and called for the "orderly, safe, and legal" northbound flow of Mexicans, many of whom come from his home state of Guanajuato. Mexican legislators share Mr. Fox's goals. Silvia Hernández Enriquez, head of the Senate Committee on Foreign Relations for North America, recently emphasized that the solution to the "structural phenomenon" of unlawful migration lies not with "walls or militarization" but with "understanding, cooperation, and joint responsibility." Such rhetoric would be more convincing if Mexican officials were making a good faith effort to uplift the 50 percent of their 106 million people who live in poverty. To his credit, Fox's "Opportunities" initiative has improved slightly the plight of the poorest of the poor. Still, neither he nor Mexico's lawmakers have advanced measures that would spur sustained growth, improve the quality of the workforce, curb unemployment, and obviate the flight of Mexicans abroad. Indeed, Mexico's leaders have turned hypocrisy from an art form into an exact science as they shirk their obligations to fellow citizens, while decrying efforts by the US senators and representatives to crack down on illegal immigration at the border and the workplace. What are some examples of this failure of responsibility? • When oil revenues are excluded, Mexico raises the equivalent of only 9 percent of its gross domestic product in taxes - a figure roughly equivalent to that of Haiti and far below the level of major Latin American nations. Not only is Mexico's collection rate ridiculously low, its fiscal regime is riddled with loopholes and exemptions, giving rise to widespread evasion. Congress has rebuffed efforts to reform the system. Insufficient revenues mean that Mexico spends relatively little on two key elements of social mobility: Education commands just 5.3 percent of its GDP and healthcare only 6.10 percent, according to the World Bank's last comparative study. • A venal, "come-back-tomorrow" bureaucracy explains the 58 days it takes to open a business in Mexico compared with three days in Canada, five days in the US, nine days in Jamaica, and 27 days in Chile. Mexico's private sector estimates that 34 percent of the firms in the country made "extra official" payments to functionaries and legislators in 2004. These bribes totaled $11.2 billion and equaled 12 percent of GDP. • Transparency International, a nongovernmental organization, placed Mexico in a tie with Ghana, Panama, Peru, and Turkey for 65th among 158 countries surveyed for corruption. • Economic competition is constrained by the presence of inefficient, overstaffed state oil and electricity monopolies, as well as a small number of private corporations - closely linked to government big shots - that control telecommunications, television, food processing, transportation, construction, and cement. Politicians who talk about, much less propose, trust-busting measures are as rare as a snowfall in the Sonoran Desert. Geography, self-interests, and humanitarian concerns require North America's neighbors to cooperate on myriad issues, not the least of which is immigration. However, Mexico's power brokers have failed to make the difficult decisions necessary to use their nation's bountiful wealth to benefit the masses. Washington and Ottawa have every right to insist that Mexico's pampered elite act responsibly, rather than expecting US and Canadian taxpayers to shoulder burdens Mexico should assume.



Unfettered Immigration = Poverty

This paper focuses on the net fiscal effects of immigration with particular emphasis on the fiscal effects of low skill immigration. The fiscal effects of immigration are only one aspect of the impact of immigration. Immigration also has social, political, and economic effects. In particular, the economic effects of immigration have been heavily researched with differing results. These economic effects lie beyond the scope of this paper. Overall, immigration is a net fiscal positive to the government’s budget in the long run: the taxes immigrants pay exceed the costs of the services they receive. However, the fiscal impact of immigrants varies strongly according to immigrants’ education level. College-educated immigrants are likely to be strong contributors to the government’s finances, with their taxes exceeding the government’s costs. By contrast, immigrants with low education levels are likely to be a fiscal drain on other taxpayers. This is important because half of all adult illegal immigrants in the U.S. have less than a high school education. In addition, recent immigrants have high levels of out-of-wedlock childbearing, which increases welfare costs and poverty. An immigration plan proposed by Senators Mel Martinez (R-FL) and Chuck Hagel (R-NE) would provide amnesty to 9 to 10 million illegal immigrants and put them on a path to citizenship. Once these individuals become citizens, the net additional cost to the federal government of benefits for these individuals will be around $16 billion per year. Further, once an illegal immigrant becomes a citizen, he has the right to bring his parents to live in the U.S. The parents, in turn, may become citizens. The long-term cost of government benefits to the parents of 10 million recipients of amnesty could be $30 billion per year or more. In the long run, the Hagel/Martinez bill, if enacted, would be the largest expansion of the welfare state in 35 years. Current Trends in Immigration Over the last 40 years, immigration into the United States has surged. Our nation is now experiencing a second “great migration” similar to the great waves of immigrants that transformed America in the late 19th and early 20th centuries. In 2004, an estimated 35.7 million foreign-born persons lived in the U.S. While in 1970 one person in twenty was foreign born, by 2004 the number had risen to one in eight. About one-third of all foreign-born persons in the U.S. are illegal aliens. There are between 10 and 12 million illegal aliens currently living in the U.S.[1] Illegal aliens now comprise 3 to 4 percent of the total U.S. population. Each year approximately 1.3 million new immigrants enter the U.S.[2] Some 700,000 of these entrants are illegal.[3] One third of all foreign-born persons in the U.S. are Mexican. Overall, the number of Mexicans in the U.S. has increased from 760,000 in 1970 to 10.6 million in 2004. Nine percent of all Mexicans now reside in the U.S.[4] Over half of all Mexicans in the U.S. are illegal immigrants,[5] and in the last decade 80 to 85 percent of the inflow of Mexicans into the U.S. has been illegal.[6] The public generally perceives illegals to be unattached single men. This is, in fact, not the case. Some 44 percent of adult illegals are women. While illegal men work slightly more than native-born men; illegal women work less. Among female illegals, some 56 percent work, compared to 73 percent among native-born women of comparable age.[7] As well, Mexican women emigrating to the U.S. have a considerably higher fertility rate than women remaining in Mexico.[8] Decline in Immigrant Wages Over the last 40 years the education level of new immigrants has fallen relative to the native population. As the relative education levels of immigrants have declined, so has their earning capacity compared to the general U.S. population. Immigrants arriving in the U.S. around 1960 had wages, at the time of entry, that were just 13 percent less than natives’. In 1965, the nation’s immigration law was dramatically changed, and from 1990 on, illegal immigration surged. The result was a decline in the relative skill levels of new immigrants. By 1998, new immigrants had an average entry wage that was 34 percent less than natives.’[12] Because of their lower education levels, illegal immigrants’ wages would have been even lower. The low-wage status of recent illegal immigrants can be illustrated by the wages of recent immigrants from Mexico, a majority of whom have entered the U.S. illegally. In 2000, the median weekly wage of a first-generation Mexican immigrant was $323. This was 54 percent of the corresponding wage for non-Hispanic whites in the general population.[13] Historically, the relative wages of recent immigrants have risen after entry as immigrants gained experience in the labor market. For example, immigrants who arrived in the U.S. in the 1960s and 1970s saw their relative wages rise by 10 percentage points compared to natives’ wages during their first 20 years in the country. But in recent years, this modest catch up effect has diminished. Immigrants who arrived in the late 1980s actually saw their relative wages shrink in the 1990s.[14] Immigration and Welfare Dependence Welfare may be defined as means-tested aid programs: these programs provide cash, non-cash, and social service assistance that is limited to low-income households. The major means-tested programs include Food Stamps, Temporary Assistance to Needy Families, public housing, the earned income credit, and Medicaid. Historically, recent immigrants were less likely to receive welfare than native-born Americans. But over the last thirty years, this historic pattern has reversed. As the relative education levels of immigrants fell, their tendency to receive welfare benefits increased. By the late 1990s immigrant households were fifty percent more likely to receive means-tested aid than native-born households.[15] Moreover, immigrants appear to assimilate into welfare use. The longer immigrants live in the U.S., the more likely they are to use welfare.[16] A large part, but not all, of immigrants’ higher welfare use is explained by their low education levels. Welfare use also varies by immigrants’ national origin. For example, in the late 1990s, 5.6 percent of immigrants from India received means-tested benefits; among Mexican immigrants the figure was 34.1 percent; and for immigrants from the Dominican Republic the figure was 54.9 percent.[17] Ethnic differences in the propensity to receive welfare that appear among first-generation immigrants persist strongly in the second generation.[18] The relatively high use of welfare among Mexicans has significant implications for current proposals to grant amnesty to illegal immigrants. Some 80 percent of illegal immigrants come from Mexico and Latin America.[19] (See Chart 1) Historically, Hispanics in America have had very high levels of welfare use. Chart 2 shows receipt of aid from major welfare programs by different ethnic groups in 1999; the programs covered are Medicaid, Food Stamps, public housing, Temporary Assistance to Needy Families, General Assistance, and Supplemental Security Income.[20] As the chart shows, Hispanics were almost three times more likely to receive welfare than non-Hispanic whites. In addition, among families that received aid, the cost of the aid received was 40 percent higher for Hispanics than for non-Hispanic whites.[21] Putting together the greater probability of receiving welfare with the greater cost of welfare per family means that, on average, Hispanic families received four times more welfare per family than white non-Hispanics. 1. Part, but not all, of this high level of welfare use by Hispanics can be explained by background factors such as family structure.[22] It seems likely that, if Hispanic illegal immigrants are given permanent residence and citizenship, they and their children will likely assimilate into the culture of high welfare use that characterizes Hispanics in the U.S. This would impose significant costs on taxpayers and society as a whole. Welfare use can also be measured by immigration status. In general, immigrant households are about fifty percent more likely to use welfare than native-born households.[23] Immigrants with less education are more likely to use welfare. (See Chart 3) 1. The potential welfare costs of low-skill immigration and amnesty for current illegal immigrants can be assessed by looking at the welfare utilization rates for current low-skill immigrants. As Chart 4 shows, immigrants without a high school degree (both lawful and unlawful) are two-and-a-half times more likely to use welfare than native-born individuals.[24] This underscores the high potential welfare costs of giving amnesty to illegal immigrants. 1. All categories of high school dropouts have a high utilization of welfare. Immigrants who have less than a high school degree are slightly more likely to use welfare than native-born dropouts. Legal immigrants who are high school dropouts are slightly more likely to use welfare than native-born dropouts.[25] Illegal immigrant dropouts, however, are less likely to use welfare than native-born dropouts mainly because they are ineligible for many welfare programs. With amnesty, current illegal immigrants’ welfare use would likely rise to the level of lawful immigrants with similar education levels. Illegal Immigration and Poverty 1. According to the Pew Hispanic Center, 4.7 million children of illegal immigrant parents currently live in the U.S.[26] Some 37 percent of these children are poor.[27] While children of illegal immigrant parents comprise around 6 percent of all children in the U.S., they are 11.8 percent of all poor children.[28] This high level of child poverty among illegal immigrants in the U.S. is, in part, due to low education levels and low wages. It is also linked to the decline in marriage among Hispanics in the U.S. Within this group, 45 percent of children are born out-of-wedlock.[29] (See Table 1.) Among foreign-born Hispanics the rate is 42.3 percent.[30] By contrast, the out-of-wedlock birth rate for non-Hispanic whites is 23.4 percent.[31] The birth rate for Hispanic teens is higher than for black teens.[32] While the out-of-wedlock birth rate for blacks has remained flat for the last decade, it has risen steadily for Hispanics.[33] These figures are important because, as noted, some 80 percent of illegal aliens come from Mexico and Latin America.[34] In general, children born and raised outside of marriage are seven times more likely to live in poverty than children born and raised by married couples. Children born out-of-wedlock are also more likely to be on welfare, to have lower educational achievement, to have emotional problems, to abuse drugs and alcohol, and to become involved in crime.[35] 5. Poverty is also more common among adult illegal immigrants, who are twice as likely to be poor as are native-born adults. Some 27 percent of all adult illegal immigrants are poor, compared to 13 percent of native-born adults.[36] Economic and Social Assimilation of Illegal Immigrant Offspring One important question is the future economic status of the children and grandchildren of current illegal immigrants, assuming those offspring remain in the U.S. While we obviously do not have data on future economic status, we may obtain a strong indication of future outcomes by examining the educational attainment of offspring of recent Mexican immigrants. Some 57 percent of current illegal immigrants come from Mexico, and about half of Mexicans currently in the U.S. are here illegally.[37] First-generation Mexican immigrants are individuals born in Mexico who have entered the U.S. In 2000, some 70 percent of first-generation Mexican immigrants (both legal and illegal) lacked a high school degree. Second-generation Mexicans may be defined as individuals born in the U.S. who have at least one parent born in Mexico. Second-generation Mexican immigrants (individuals born in the U.S. who have at least one parent born in Mexico) have greatly improved educational outcomes but still fall well short of the general U.S. population. Some 25 percent of second-generation Mexicans in the U.S. fail to complete high school. By contrast, the high school drop out rate is 8.6 percent among non-Hispanic whites and 17.2 percent among blacks. Critically, the educational attainment of third-generation Mexicans (those of Mexican ancestry with both parents born in the U.S.) improves little relative to the second generation. Some 21 percent of third-generation Mexicans are high school drop outs.[38] Similarly, the rate of college attendance among second-generation Mexicans is lower than for black Americans and about two-thirds of the level for non-Hispanic whites; moreover, college attendance does not improve in the third generation.[39] These data indicate that the offspring of illegal Hispanic immigrants are likely to have lower rates of educational attainment and higher rates of school failure compared to the non-Hispanic U.S. population. High rates of school failure coupled with high rates of out-of-wedlock childbearing are strong predictors of future poverty and welfare dependence. Immigration and Crime Historically, immigrant populations have had lower crime rates than native-born populations. For example, in 1991, the overall crime and incarceration rate for non-citizens was slightly lower than for citizens.[40] On the other hand, the crime rate among Hispanics in the U.S. is high. Age-specific incarceration rates (prisoners per 100,000 residents in the same age group in the general population) among Hispanics in federal and state prisons are two to two-and-a-half times higher than among non-Hispanic whites.[41] Relatively little of this difference appears to be due to immigration violations.[42] Illegal immigrants are overwhelmingly Hispanic. It is possible that, over time, Hispanic immigrants and their children may assimilate the higher crime rates that characterize the low-income Hispanic population in the U.S. as a whole.[43] If this were to occur, then policies that would give illegal immigrants permanent residence through amnesty, as well as policies which would permit a continuing influx of hundreds of thousands of illegal immigrants each year, would increase crime in the long term. The Fiscal Impact of Immigration One important question is the fiscal impact of immigration (both legal and illegal). Policymakers must ensure that the interaction of welfare and immigration policy does not expand the welfare-dependent popula_?tion, which would hinder rather than help immi_?grants and impose large costs on American society. This means that immigrants should be net contributors to government: the taxes they pay should exceed the cost of the benefits they receive. In calculating the fiscal impact of an individual or family, it is necessary to distinguish between public goods and private goods. Public goods do not require additional spending to accommodate new residents.[44] The clearest examples of government public goods are national defense and medical and scientific research. The entry of millions of immigrants will not raise costs or diminish the value of these public goods to the general population. Other government services are private goods; use of these by one person precludes or limits use by another. Government private goods include direct personal benefits such as welfare, Social Security benefits, Medicare, and education. Other government private goods are “congestible” goods.[45] These are services that must be expanded in proportion to the population. Government congestible goods include police and fire protection, roads and sewers, parks, libraries, and courts. If these services do not expand as the population expands, there will be a decrease in the quality of service. An individual makes a positive fiscal contribution when his total taxes paid exceed the direct benefits and congestible goods received by himself and his family.[46] The Fiscal Impact of Low Skill Immigration The 1997 New Americans study by the National Academy of Sciences (NAS) examined the fiscal impact of immigration.[47] It found that, within in a single year, the fiscal impact of foreign-born households was negative in the two states studied, New Jersey and California.[48] Measured over the course of a lifetime, the fiscal impact of first-generation immigrants nationwide was also slightly negative.[49] However, when the future earnings and taxes paid by the offspring of the immigrant were counted, the long-term fiscal impact was positive. One commonly cited figure from the report is that the net present value (NPV) of the fiscal impact of the average recent immigrant and his descendents is $83,000.[50] There are five important caveats about the NAS longitudinal study and its conclusion that in the long term the fiscal impact of immigration is positive. First, the study applies to all recent immigration, not just illegal immigration. Second, the finding that the long-term fiscal impact of immigration is positive applies to the population of immigrants as a whole, not to low-skill immigrants alone. Third, the $83,000 figure is based on the predicted earnings, tax payments, and benefits of an immigrant’s descendents over the next 300 years.[51] Fourth, the study does not take into account the growth in out-of-wedlock childbearing among the foreign-born population, which will increase future welfare costs and limit the upward mobility of future generations. Fifth, the assumed educational attainment of the children, grandchildren, and great grandchildren of immigrants who are high school dropouts or high school graduates seems unreasonably high given the actual attainment of the offspring of recent Mexican and Hispanic immigrants.[52] The NAS study’s 300-year time horizon is highly problematic. Three hundred years ago, the United States did not even exist and British colonists had barely reached the Appalachian Mountains. We cannot reasonably estimate what taxes and benefits will be even 30 years from now, let alone 300. The NAS study assumes that most people’s descendents will eventually regress to the social and economic mean, and thus may make a positive fiscal contribution, if the time horizon is long enough. With similar methods, it seems likely that out-of-wedlock childbearing could be found to have a net positive fiscal value as long as assumed future earnings are projected out 500 or 600 years. Slight variations to NAS’s assumptions used by NAS greatly affect the projected outcomes. For example, limiting the time horizon to 50 years and raising the assumed interest rate from 3 percent to 4 percent drops the NPV of the average immigrant from around $80,000 to $8,000.[53] Critically, the NAS projections assumed very large tax increases and benefits cuts would begin in 2016 to prevent the federal deficit from rising further relative to GDP. This assumption makes it far easier for future generations to be scored as fiscal contributors. If these large tax hikes and benefit cuts do not occur, then the long-term positive fiscal value of immigration evaporates.[54] Moreover, if future tax hikes and benefit cuts do occur, the exact nature of those changes would likely have a large impact on the findings; this issue is not explored in the NAS study. Critically, the estimated net fiscal impact of the whole immigrant population has little bearing on the fiscal impact of illegal immigrants, who are primarily low-skilled. As noted, at least 50 percent of illegal immigrants do not have a high school degree. As the NAS report states, “[S]ome groups of immigrants bring net fiscal benefits to natives and others impose net fiscal costs [I]mmigrants with certain characteristics, such as the elderly and those with little education, may be quite costly.”[55] The NAS report shows that the long-term fiscal impact of immigrants varies dramatically according to the education level of the immigrant. The fiscal impact of immigrants with some college education is positive. The fiscal impact of immigrants with a high school degree varies according to the time horizon used. The fiscal impact of immigrants without a high school degree is negative: benefits received will exceed taxes paid. The net present value of the future fiscal impact of immigrants without a high school degree is negative even when the assumed earnings and taxes of descendents over the next 300 years are included in the calculation.[56] A final point is that the NAS study’s estimates assume that low skill immigration does not reduce the wages of native-born low-skill workers. If low-skill immigration does, in fact, reduce the wages of native-born labor, this would reduce taxes paid and increase welfare expenditures for that group. The fiscal, social, and political implications could be quite large. The Cost of Amnesty Federal and state governments currently spend over $500 billion per year on means-tested welfare benefits.[57] Illegal aliens are ineligible for most federal welfare benefits but can receive some assistance through programs such as Medicaid, In addition, native-born children of illegal immigrant parents are citizens and are eligible for all relevant federal welfare benefits. Granting amnesty to illegal aliens would have two opposing fiscal effects. On the one hand, it may raise wages and taxes paid by broadening the labor market individuals compete in; it would also increase tax compliance and tax receipts as more work would be performed “on the books,”[58] On the other hand, amnesty would greatly increase the receipt of welfare, government benefits, and social services. Because illegal immigrant households tend to be low-skill and low-wage, the cost to government could be considerable. The Center for Immigration Studies (CIS) has performed a thorough study of the federal fiscal impacts of amnesty.[59] This study found that illegal immigrant households have low education levels and low wages and currently pay little in taxes. Illegal immigrant households also receive lower levels of federal government benefits. Nonetheless, the study also found that, on average, illegal immigrant families received more in federal benefits than they paid in taxes.[60] Granting amnesty would render illegal immigrants eligible for federal benefit programs. The CIS study estimated the additional taxes that would be paid and the additional government costs that would occur as a result of amnesty. It assumed that welfare utilization and tax payment among current illegal immigrants would rise to equal the levels among legally-admitted immigrants of similar national, educational, and demographic backgrounds. If all illegal immigrants were granted amnesty, federal tax payments would increase by some $3,000 per household, but federal benefits and social services would increase by $8,000 per household. Total federal welfare benefits would reach around $9,500 per household, or $35 billion per year total. The study estimates that the net cost to the federal government of granting amnesty to some 3.8 million illegal alien households would be around $5,000 per household, for a total federal fiscal cost of $19 billion per year.[61] preference for entry visas. At this week's summit, failed reforms under Fox should be the issue, not US actions.

At the parleys this week with his US and Canadian counterparts in Cancún, Mexican President Vicente Fox will press for more opportunities for his countrymen north of the Rio Grande. Specifically, he will argue for additional visas for Mexicans to enter the United States and Canada, the expansion of guest-worker schemes, and the "regularization" of illegal immigrants who reside throughout the continent. In a recent interview with CNN, the Mexican chief executive excoriated as "undemocratic" the extension of a wall on the US-Mexico border and called for the "orderly, safe, and legal" northbound flow of Mexicans, many of whom come from his home state of Guanajuato. Mexican legislators share Mr. Fox's goals. Silvia Hernández Enriquez, head of the Senate Committee on Foreign Relations for North America, recently emphasized that the solution to the "structural phenomenon" of unlawful migration lies not with "walls or militarization" but with "understanding, cooperation, and joint responsibility." Such rhetoric would be more convincing if Mexican officials were making a good faith effort to uplift the 50 percent of their 106 million people who live in poverty. To his credit, Fox's "Opportunities" initiative has improved slightly the plight of the poorest of the poor. Still, neither he nor Mexico's lawmakers have advanced measures that would spur sustained growth, improve the quality of the workforce, curb unemployment, and obviate the flight of Mexicans abroad. Indeed, Mexico's leaders have turned hypocrisy from an art form into an exact science as they shirk their obligations to fellow citizens, while decrying efforts by the US senators and representatives to crack down on illegal immigration at the border and the workplace. What are some examples of this failure of responsibility? • When oil revenues are excluded, Mexico raises the equivalent of only 9 percent of its gross domestic product in taxes - a figure roughly equivalent to that of Haiti and far below the level of major Latin American nations. Not only is Mexico's collection rate ridiculously low, its fiscal regime is riddled with loopholes and exemptions, giving rise to widespread evasion. Congress has rebuffed efforts to reform the system. Insufficient revenues mean that Mexico spends relatively little on two key elements of social mobility: Education commands just 5.3 percent of its GDP and healthcare only 6.10 percent, according to the World Bank's last comparative study. • A venal, "come-back-tomorrow" bureaucracy explains the 58 days it takes to open a business in Mexico compared with three days in Canada, five days in the US, nine days in Jamaica, and 27 days in Chile. Mexico's private sector estimates that 34 percent of the firms in the country made "extra official" payments to functionaries and legislators in 2004. These bribes totaled $11.2 billion and equaled 12 percent of GDP. • Transparency International, a nongovernmental organization, placed Mexico in a tie with Ghana, Panama, Peru, and Turkey for 65th among 158 countries surveyed for corruption. • Economic competition is constrained by the presence of inefficient, overstaffed state oil and electricity monopolies, as well as a small number of private corporations - closely linked to government big shots - that control telecommunications, television, food processing, transportation, construction, and cement. Politicians who talk about, much less propose, trust-busting measures are as rare as a snowfall in the Sonoran Desert. Geography, self-interests, and humanitarian concerns require North America's neighbors to cooperate on myriad issues, not the least of which is immigration. However, Mexico's power brokers have failed to make the difficult decisions necessary to use their nation's bountiful wealth to benefit the masses. Washington and Ottawa have every right to insist that Mexico's pampered elite act responsibly, rather than expecting US and Canadian taxpayers to shoulder burdens Mexico should assume.

This paper focuses on the net fiscal effects of immigration with particular emphasis on the fiscal effects of low skill immigration. The fiscal effects of immigration are only one aspect of the impact of immigration. Immigration also has social, political, and economic effects. In particular, the economic effects of immigration have been heavily researched with differing results. These economic effects lie beyond the scope of this paper. Overall, immigration is a net fiscal positive to the government’s budget in the long run: the taxes immigrants pay exceed the costs of the services they receive. However, the fiscal impact of immigrants varies strongly according to immigrants’ education level. College-educated immigrants are likely to be strong contributors to the government’s finances, with their taxes exceeding the government’s costs. By contrast, immigrants with low education levels are likely to be a fiscal drain on other taxpayers. This is important because half of all adult illegal immigrants in the U.S. have less than a high school education. In addition, recent immigrants have high levels of out-of-wedlock childbearing, which increases welfare costs and poverty. An immigration plan proposed by Senators Mel Martinez (R-FL) and Chuck Hagel (R-NE) would provide amnesty to 9 to 10 million illegal immigrants and put them on a path to citizenship. Once these individuals become citizens, the net additional cost to the federal government of benefits for these individuals will be around $16 billion per year. Further, once an illegal immigrant becomes a citizen, he has the right to bring his parents to live in the U.S. The parents, in turn, may become citizens. The long-term cost of government benefits to the parents of 10 million recipients of amnesty could be $30 billion per year or more. In the long run, the Hagel/Martinez bill, if enacted, would be the largest expansion of the welfare state in 35 years. Current Trends in Immigration Over the last 40 years, immigration into the United States has surged. Our nation is now experiencing a second “great migration” similar to the great waves of immigrants that transformed America in the late 19th and early 20th centuries. In 2004, an estimated 35.7 million foreign-born persons lived in the U.S. While in 1970 one person in twenty was foreign born, by 2004 the number had risen to one in eight. About one-third of all foreign-born persons in the U.S. are illegal aliens. There are between 10 and 12 million illegal aliens currently living in the U.S.[1] Illegal aliens now comprise 3 to 4 percent of the total U.S. population. Each year approximately 1.3 million new immigrants enter the U.S.[2] Some 700,000 of these entrants are illegal.[3] One third of all foreign-born persons in the U.S. are Mexican. Overall, the number of Mexicans in the U.S. has increased from 760,000 in 1970 to 10.6 million in 2004. Nine percent of all Mexicans now reside in the U.S.[4] Over half of all Mexicans in the U.S. are illegal immigrants,[5] and in the last decade 80 to 85 percent of the inflow of Mexicans into the U.S. has been illegal.[6] The public generally perceives illegals to be unattached single men. This is, in fact, not the case. Some 44 percent of adult illegals are women. While illegal men work slightly more than native-born men; illegal women work less. Among female illegals, some 56 percent work, compared to 73 percent among native-born women of comparable age.[7] As well, Mexican women emigrating to the U.S. have a considerably higher fertility rate than women remaining in Mexico.[8] Decline in Immigrant Wages Over the last 40 years the education level of new immigrants has fallen relative to the native population. As the relative education levels of immigrants have declined, so has their earning capacity compared to the general U.S. population. Immigrants arriving in the U.S. around 1960 had wages, at the time of entry, that were just 13 percent less than natives’. In 1965, the nation’s immigration law was dramatically changed, and from 1990 on, illegal immigration surged. The result was a decline in the relative skill levels of new immigrants. By 1998, new immigrants had an average entry wage that was 34 percent less than natives.’[12] Because of their lower education levels, illegal immigrants’ wages would have been even lower. The low-wage status of recent illegal immigrants can be illustrated by the wages of recent immigrants from Mexico, a majority of whom have entered the U.S. illegally. In 2000, the median weekly wage of a first-generation Mexican immigrant was $323. This was 54 percent of the corresponding wage for non-Hispanic whites in the general population.[13] Historically, the relative wages of recent immigrants have risen after entry as immigrants gained experience in the labor market. For example, immigrants who arrived in the U.S. in the 1960s and 1970s saw their relative wages rise by 10 percentage points compared to natives’ wages during their first 20 years in the country. But in recent years, this modest catch up effect has diminished. Immigrants who arrived in the late 1980s actually saw their relative wages shrink in the 1990s.[14] Immigration and Welfare Dependence Welfare may be defined as means-tested aid programs: these programs provide cash, non-cash, and social service assistance that is limited to low-income households. The major means-tested programs include Food Stamps, Temporary Assistance to Needy Families, public housing, the earned income credit, and Medicaid. Historically, recent immigrants were less likely to receive welfare than native-born Americans. But over the last thirty years, this historic pattern has reversed. As the relative education levels of immigrants fell, their tendency to receive welfare benefits increased. By the late 1990s immigrant households were fifty percent more likely to receive means-tested aid than native-born households.[15] Moreover, immigrants appear to assimilate into welfare use. The longer immigrants live in the U.S., the more likely they are to use welfare.[16] A large part, but not all, of immigrants’ higher welfare use is explained by their low education levels. Welfare use also varies by immigrants’ national origin. For example, in the late 1990s, 5.6 percent of immigrants from India received means-tested benefits; among Mexican immigrants the figure was 34.1 percent; and for immigrants from the Dominican Republic the figure was 54.9 percent.[17] Ethnic differences in the propensity to receive welfare that appear among first-generation immigrants persist strongly in the second generation.[18] The relatively high use of welfare among Mexicans has significant implications for current proposals to grant amnesty to illegal immigrants. Some 80 percent of illegal immigrants come from Mexico and Latin America.[19] (See Chart 1) Historically, Hispanics in America have had very high levels of welfare use. Chart 2 shows receipt of aid from major welfare programs by different ethnic groups in 1999; the programs covered are Medicaid, Food Stamps, public housing, Temporary Assistance to Needy Families, General Assistance, and Supplemental Security Income.[20] As the chart shows, Hispanics were almost three times more likely to receive welfare than non-Hispanic whites. In addition, among families that received aid, the cost of the aid received was 40 percent higher for Hispanics than for non-Hispanic whites.[21] Putting together the greater probability of receiving welfare with the greater cost of welfare per family means that, on average, Hispanic families received four times more welfare per family than white non-Hispanics. 1. Part, but not all, of this high level of welfare use by Hispanics can be explained by background factors such as family structure.[22] It seems likely that, if Hispanic illegal immigrants are given permanent residence and citizenship, they and their children will likely assimilate into the culture of high welfare use that characterizes Hispanics in the U.S. This would impose significant costs on taxpayers and society as a whole. Welfare use can also be measured by immigration status. In general, immigrant households are about fifty percent more likely to use welfare than native-born households.[23] Immigrants with less education are more likely to use welfare. (See Chart 3) 1. The potential welfare costs of low-skill immigration and amnesty for current illegal immigrants can be assessed by looking at the welfare utilization rates for current low-skill immigrants. As Chart 4 shows, immigrants without a high school degree (both lawful and unlawful) are two-and-a-half times more likely to use welfare than native-born individuals.[24] This underscores the high potential welfare costs of giving amnesty to illegal immigrants. 1. All categories of high school dropouts have a high utilization of welfare. Immigrants who have less than a high school degree are slightly more likely to use welfare than native-born dropouts. Legal immigrants who are high school dropouts are slightly more likely to use welfare than native-born dropouts.[25] Illegal immigrant dropouts, however, are less likely to use welfare than native-born dropouts mainly because they are ineligible for many welfare programs. With amnesty, current illegal immigrants’ welfare use would likely rise to the level of lawful immigrants with similar education levels. Illegal Immigration and Poverty 1. According to the Pew Hispanic Center, 4.7 million children of illegal immigrant parents currently live in the U.S.[26] Some 37 percent of these children are poor.[27] While children of illegal immigrant parents comprise around 6 percent of all children in the U.S., they are 11.8 percent of all poor children.[28] This high level of child poverty among illegal immigrants in the U.S. is, in part, due to low education levels and low wages. It is also linked to the decline in marriage among Hispanics in the U.S. Within this group, 45 percent of children are born out-of-wedlock.[29] (See Table 1.) Among foreign-born Hispanics the rate is 42.3 percent.[30] By contrast, the out-of-wedlock birth rate for non-Hispanic whites is 23.4 percent.[31] The birth rate for Hispanic teens is higher than for black teens.[32] While the out-of-wedlock birth rate for blacks has remained flat for the last decade, it has risen steadily for Hispanics.[33] These figures are important because, as noted, some 80 percent of illegal aliens come from Mexico and Latin America.[34] In general, children born and raised outside of marriage are seven times more likely to live in poverty than children born and raised by married couples. Children born out-of-wedlock are also more likely to be on welfare, to have lower educational achievement, to have emotional problems, to abuse drugs and alcohol, and to become involved in crime.[35] 5. Poverty is also more common among adult illegal immigrants, who are twice as likely to be poor as are native-born adults. Some 27 percent of all adult illegal immigrants are poor, compared to 13 percent of native-born adults.[36] Economic and Social Assimilation of Illegal Immigrant Offspring One important question is the future economic status of the children and grandchildren of current illegal immigrants, assuming those offspring remain in the U.S. While we obviously do not have data on future economic status, we may obtain a strong indication of future outcomes by examining the educational attainment of offspring of recent Mexican immigrants. Some 57 percent of current illegal immigrants come from Mexico, and about half of Mexicans currently in the U.S. are here illegally.[37] First-generation Mexican immigrants are individuals born in Mexico who have entered the U.S. In 2000, some 70 percent of first-generation Mexican immigrants (both legal and illegal) lacked a high school degree. Second-generation Mexicans may be defined as individuals born in the U.S. who have at least one parent born in Mexico. Second-generation Mexican immigrants (individuals born in the U.S. who have at least one parent born in Mexico) have greatly improved educational outcomes but still fall well short of the general U.S. population. Some 25 percent of second-generation Mexicans in the U.S. fail to complete high school. By contrast, the high school drop out rate is 8.6 percent among non-Hispanic whites and 17.2 percent among blacks. Critically, the educational attainment of third-generation Mexicans (those of Mexican ancestry with both parents born in the U.S.) improves little relative to the second generation. Some 21 percent of third-generation Mexicans are high school drop outs.[38] Similarly, the rate of college attendance among second-generation Mexicans is lower than for black Americans and about two-thirds of the level for non-Hispanic whites; moreover, college attendance does not improve in the third generation.[39] These data indicate that the offspring of illegal Hispanic immigrants are likely to have lower rates of educational attainment and higher rates of school failure compared to the non-Hispanic U.S. population. High rates of school failure coupled with high rates of out-of-wedlock childbearing are strong predictors of future poverty and welfare dependence. Immigration and Crime Historically, immigrant populations have had lower crime rates than native-born populations. For example, in 1991, the overall crime and incarceration rate for non-citizens was slightly lower than for citizens.[40] On the other hand, the crime rate among Hispanics in the U.S. is high. Age-specific incarceration rates (prisoners per 100,000 residents in the same age group in the general population) among Hispanics in federal and state prisons are two to two-and-a-half times higher than among non-Hispanic whites.[41] Relatively little of this difference appears to be due to immigration violations.[42] Illegal immigrants are overwhelmingly Hispanic. It is possible that, over time, Hispanic immigrants and their children may assimilate the higher crime rates that characterize the low-income Hispanic population in the U.S. as a whole.[43] If this were to occur, then policies that would give illegal immigrants permanent residence through amnesty, as well as policies which would permit a continuing influx of hundreds of thousands of illegal immigrants each year, would increase crime in the long term. The Fiscal Impact of Immigration One important question is the fiscal impact of immigration (both legal and illegal). Policymakers must ensure that the interaction of welfare and immigration policy does not expand the welfare-dependent popula_?tion, which would hinder rather than help immi_?grants and impose large costs on American society. This means that immigrants should be net contributors to government: the taxes they pay should exceed the cost of the benefits they receive. In calculating the fiscal impact of an individual or family, it is necessary to distinguish between public goods and private goods. Public goods do not require additional spending to accommodate new residents.[44] The clearest examples of government public goods are national defense and medical and scientific research. The entry of millions of immigrants will not raise costs or diminish the value of these public goods to the general population. Other government services are private goods; use of these by one person precludes or limits use by another. Government private goods include direct personal benefits such as welfare, Social Security benefits, Medicare, and education. Other government private goods are “congestible” goods.[45] These are services that must be expanded in proportion to the population. Government congestible goods include police and fire protection, roads and sewers, parks, libraries, and courts. If these services do not expand as the population expands, there will be a decrease in the quality of service. An individual makes a positive fiscal contribution when his total taxes paid exceed the direct benefits and congestible goods received by himself and his family.[46] The Fiscal Impact of Low Skill Immigration The 1997 New Americans study by the National Academy of Sciences (NAS) examined the fiscal impact of immigration.[47] It found that, within in a single year, the fiscal impact of foreign-born households was negative in the two states studied, New Jersey and California.[48] Measured over the course of a lifetime, the fiscal impact of first-generation immigrants nationwide was also slightly negative.[49] However, when the future earnings and taxes paid by the offspring of the immigrant were counted, the long-term fiscal impact was positive. One commonly cited figure from the report is that the net present value (NPV) of the fiscal impact of the average recent immigrant and his descendents is $83,000.[50] There are five important caveats about the NAS longitudinal study and its conclusion that in the long term the fiscal impact of immigration is positive. If these large tax hikes and benefit cuts do not occur, then the long-term positive fiscal value of immigration evaporates.[54] Moreover, if future tax hikes and benefit cuts do occur, the exact nature of those changes would likely have a large impact on the findings; this issue is not explored in the NAS study. Critically, the estimated net fiscal impact of the whole immigrant population has little bearing on the fiscal impact of illegal immigrants, who are primarily low-skilled. As noted, at least 50 percent of illegal immigrants do not have a high school degree. As the NAS report states, “[S]ome groups of immigrants bring net fiscal benefits to natives and others impose net fiscal costs [I]mmigrants with certain characteristics, such as the elderly and those with little education, may be quite costly.”[55] The NAS report shows that the long-term fiscal impact of immigrants varies dramatically according to the education level of the immigrant. The fiscal impact of immigrants with some college education is positive. The fiscal impact of immigrants with a high school degree varies according to the time horizon used. The fiscal impact of immigrants without a high school degree is negative: benefits received will exceed taxes paid. The net present value of the future fiscal impact of immigrants without a high school degree is negative even when the assumed earnings and taxes of descendents over the next 300 years are included in the calculation.[56] A final point is that the NAS study’s estimates assume that low skill immigration does not reduce the wages of native-born low-skill workers. If low-skill immigration does, in fact, reduce the wages of native-born labor, this would reduce taxes paid and increase welfare expenditures for that group. The fiscal, social, and political implications could be quite large. The Cost of Amnesty Federal and state governments currently spend over $500 billion per year on means-tested welfare benefits.[57] Illegal aliens are ineligible for most federal welfare benefits but can receive some assistance through programs such as Medicaid, In addition, native-born children of illegal immigrant parents are citizens and are eligible for all relevant federal welfare benefits. Granting amnesty to illegal aliens would have two opposing fiscal effects. On the one hand, it may raise wages and taxes paid by broadening the labor market individuals compete in; it would also increase tax compliance and tax receipts as more work would be performed “on the books,”[58] On the other hand, amnesty would greatly increase the receipt of welfare, government benefits, and social services. Because illegal immigrant households tend to be low-skill and low-wage, the cost to government could be considerable. The Center for Immigration Studies (CIS) has performed a thorough study of the federal fiscal impacts of amnesty.[59] This study found that illegal immigrant households have low education levels and low wages and currently pay little in taxes. Illegal immigrant households also receive lower levels of federal government benefits. Nonetheless, the study also found that, on average, illegal immigrant families received more in federal benefits than they paid in taxes.[60] Granting amnesty would render illegal immigrants eligible for federal benefit programs. The CIS study estimated the additional taxes that would be paid and the additional government costs that would occur as a result of amnesty. It assumed that welfare utilization and tax payment among current illegal immigrants would rise to equal the levels among legally-admitted immigrants of similar national, educational, and demographic backgrounds. If all illegal immigrants were granted amnesty, federal tax payments would increase by some $3,000 per household, but federal benefits and social services would increase by $8,000 per household. Total federal welfare benefits would reach around $9,500 per household, or $35 billion per year total. The study estimates that the net cost to the federal government of granting amnesty to some 3.8 million illegal alien households would be around $5,000 per household, for a total federal fiscal cost of $19 billion per year.[61] preference for entry visas.
