Brown rejects SF's request over immigration check
State Attorney General Jerry Brown rebuffed San Francisco Sheriff Michael Hennessey's request to allow the city to ''opt out'' of the federal Secure Communities program aimed at identifying undocumented immigrants.
The program, scheduled to be rolled out in San Francisco next month, already is operating in 169 counties nationwide, including 17 in California, among them Alameda and Contra Costa.
Under the program, the California Department of Justice automatically sends the digital fingerprints of suspects booked by local law enforcement officials to the U.S. Immigration and Customs Enforcement agency, known as ICE.
If ICE finds a match in its database, the suspects can be detained until their immigration status is determined. Currently, the Sheriff's Department sends the fingerprints of everyone who is booked to the state Department of Justice for a criminal background check.
If a suspect has been arrested for a felony offense, and their immigration status can't be verified, the city alerts ICE.
Under the new policy, the fingerprints of anyone booked, including those for minor offenses, would be sent automatically to federal immigration authorities. Hennessey and members of the San Francisco Board of Supervisors oppose the initiative, saying it would gut San Francisco's sanctuary law and put many more people at risk of deportation.
Brown, however, defended Secure Communities. ''Because I think this program serves both public safety and the interest of justice, I am declining your request,'' he told Hennessey. He added that the issue is not a local matter. ''Many of the people booked in local jails end up in state prison or go on to commit crimes in other counties and states,'' Brown wrote.
Hennessey's reaction: ''I am disappointed with the attorney general's decision and continue to be concerned that U.S. citizens and minor offenders will be caught up in the broad Secure Communities' net.'' He said he will continue to study the issue '' to see how the program can be applied as fairly as possible.''
The Board of Supervisors was to have voted today on a nonbinding resolution co-sponsored by eight of the 11 supervisors that would urge local law enforcement officials not to participate in the Secure Communities program. But at the request of Supervisor Carmen Chu, who is not a sponsor, consideration was delayed two weeks.
Mayor Gavin Newsom has opposed efforts to remove San Francisco from the Secure Communities program.

Assembly Dems: Borrow cash to save welfare

Assembly Democrats on Tuesday unveiled a plan to fully fund education and save welfare and government jobs in California by borrowing billions of dollars, just one day after Senate Democrats proposed raising nearly $5 billion in taxes to stave off cuts to the same social programs.
The proposal by Assembly Speaker John Pérez, D-Los Angeles, calls on the state to borrow $8.7 billion in bonds to be repaid over 20 years, plus interest, with a new tax on oil companies that would raise roughly $1 billion a year.
Pérez said his proposal would help the state's economic recovery by giving more money to cities, counties and school districts in the year starting July 1, investing $1 billion in job creation measures and avoiding the deep cuts to California's social safety net that Gov. Arnold Schwarzenegger has proposed.
The state is facing a $19 billion budget deficit, and Pérez said Tuesday that putting Californians back to work should be Sacramento's No. 1 priority.
"Job creation is central to solving our central crisis. Our economy will not recover until the 2.3 million Californians who lost their jobs have found new work," Pérez said. "Many of the proposals that have been put forward to close the budget deficit will harm our economy, drastic cuts will result in thousands of jobs lost throughout California ... in police, teachers and firefighters being laid off."
He argued that the Republican governor's plan would cost 430,000 Californians their jobs and state coffers more than $5 billion in lost federal dollars.
Pérez's plan would borrow $8.7 billion from Wall Street against the California Beverage Recycling Fund, which collects deposits on bottles, cans and other recyclable containers and is underfunded because of past raids by state officials.
New oil tax
The state would repay the bond with revenue raised from a severance tax on all oil production in the Golden State. The oil tax, Pérez said, is similar to a tax that "every other oil producing state - including Texas and Alaska - impose on oil companies."
The idea of imposing an oil severance tax is not new but has never been successful. This year alone, Democratic lawmakers have floated two separate proposals to adopt the tax as a way to plug the deficit or raise money for public universities.
The oil tax would fluctuate from year to year but, according to the Assembly plan, would generate $900 million next fiscal year.
Crucial to the plan, Assembly staff members said, is that the oil tax could be passed by a simple majority vote of the Legislature - meaning no Republican support is necessary - because the new tax would be offset by a decrease in the sales tax.
The plan includes no "broad-based tax increases," the speaker said, but it would delay $2.1 billion in planned corporate tax breaks that have not been implemented, an element also included in Senate Democrats' plan.
Assembly Republican Leader Martin Garrick, R-Carlsbad (San Diego County), slammed the proposal as a "complicated scheme of one-time borrowing to pay for ongoing health and welfare programs, paid for by raising taxes on job creators and working Californians." He repeated GOP leaders' calls for no new taxes.
Criticism
Schwarzenegger spokesman Aaron McLear also characterized the proposal as the kind of budgeting gimmicks Democratic leaders have criticized in the past. The administration, however, did not appear to reject it out of hand.
"The Assembly Democrats' budget proposal includes no real spending cuts and no real reforms - only legal gymnastics for majority-vote tax increases," McLear said. "This practice of punishing taxpayers for Sacramento's failure to live within its means must stop. That's why the governor will not sign a budget unless it includes budget and pension reforms without further increasing taxes."
Officials with the state's largest union, however, praised the plans from both Senate and Assembly Democrats.
"These sensible alternatives to a cuts-only budget that would hurt our families and our economy recognize that California's families have already sacrificed too deeply," said Bill Lloyd, president of the Service Employees International Union California. "There is now broad agreement that it is time to come together and end the sweetheart deals oil companies and other corporations have walked away with budget after budget."
In other budget action, the Senate Budget Committee rejected proposals by the governor to eliminate drug-treatment programs, the state welfare-to-work program and most state assistance for child care.

County Spends $600 Mil On Welfare For Illegal Immigrants

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.

The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.

"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.

I love children and I'm all for compassion -- smart, teach-them-to-fish compassion. President Obama to send more National Guard troops to U.S.-Mexico border

President Obama will deploy 1,200 National Guard troops and request an extra $500 million to secure the Mexican border, his administration said Tuesday, a move dismissed by Republicans as insufficient to win their cooperation on an overhaul of the nation's immigration system.
By reinforcing the 340 Guard members already monitoring border crossings and analyzing intelligence, the initiative echoes 2006's Operation Jump Start, in which President George W. Bush devoted 6,000 guardsmen to a two-year commitment in support of the Border Patrol.
Then, as now, the troop deployment was fueled by heightened concerns about lawlessness -- then it was illegal immigration, now it is drug traffickers -- as well as political maneuvering in Washington to lay the groundwork for an effort to change immigration policy. But the issue remains bitterly contentious, with increasing pressure on Obama and lawmakers from both Latino supporters and conservative activists.
The March 27 killing of Robert Krentz, a prominent Arizona rancher who had reported drug-smuggling activity on his land, has galvanized political anger toward illegal immigration in that state, although the identity of Krentz's assailant remains under investigation. In Mexico, more than 22,700 people have died in drug-related violence since the battle with cartels was joined in 2006. Although U.S. officials say there has been little spillover violence, Arizona has seen high-profile busts of drug- and human-smuggling safe houses, a rise in extortion-related kidnappings and other disruptions.
White House officials called the Guard troops a "force multiplier" on the U.S. side of the border and said some would engage in counternarcotics missions. In a statement, the Mexican ambassador to the United States praised the "additional US resources to enhance efforts to prevent the illegal flows of weapons and bulk cash into Mexico, which provide organized crime with its firepower and its ability to corrupt."
Clash with McCain
Obama's proposal came after a testy, closed-door meeting with Senate Republicans on Capitol Hill in which the president clashed with his 2008 campaign rival, Sen. John McCain (Ariz.), according to people present. The two sparred over creating a path to citizenship for illegal immigrants -- something McCain previously supported -- and a new Arizona law that requires police to identify illegal immigrants.
"I said we needed to secure the border first," McCain recounted after Obama's visit to the GOP luncheon. On the Arizona law, McCain said, "I pointed out that members of his administration who have not read the law have mischaracterized the law."
Obama told the Republican lawmakers during the hour-long session that he was committing greater resources to border security than Bush did, but he stressed that enforcement alone will not solve the country's immigration problems. He urged the lawmakers to join a bipartisan effort to revamp the system, according to White House officials and Senate aides.
But senators appeared underwhelmed. "I don't think that's the point," Sen. Olympia J. Snowe (Maine) said of Obama's boast about outdoing Bush. "The point is, how much do we need to get the job done?"
Quickly upping the ante, Senate Republicans offered an amendment to an emergency war spending bill to provide an additional $2 billion in border funding -- four times the size of Obama's proposal. McCain also introduced an amendment to send 6,000 troops to the border. Lawmakers could consider both proposals this week.
"The violence has crossed the border and escalated to a point where many Arizonans do not feel safe within their own homes or on their own property," McCain and fellow Arizona Sen. Jon Kyl (R) wrote last week in a letter to Obama. "It would be irresponsible not to do everything we can to stop the escalating violence along the border with Mexico."
In a letter to the chairman of the Senate Armed Services Committee, national security adviser James L. Jones and White House terrorism adviser John O. Brennan strongly opposed efforts to force the president's hand on sending more troops to the border, saying that "there is no modern precedent for Congress to direct the president to deploy troops in the manner sought." They called it an "unwarranted interference" with Obama's role as commander in chief.
Timeline moved up
A Senate Democratic aide said the White House had long planned to push a border security package, but its timing was accelerated by Senate GOP plans to force votes this week on a string of amendments to the must-pass war funding bill; among other things, the measures call for more troops and more aerial surveillance drones to be sent to the border.
Criticism of Obama came swiftly from all sides, with supporters of immigration reform saying he is conceding too much to his opponents, and foes of illegal immigration condemning the resources he is committing as paltry.
"I feel like a starving man that's been handed a cracker," said William Gheen, president of Americans for Legal Immigration, which favors increased security on the border.
Kevin Appleby, director of migration policy for the U.S. Conference of Catholic Bishops, which supports comprehensive immigration changes, said devoting $500 million to the border "is not a long-term solution, and it does nothing to solve the underlying problem of a broken immigration system."
Obama aides said the visit with Republicans was designed to persuade some of them to back an eventual "path to citizenship" for the estimated 11 million illegal immigrants in the country. But the discussion appeared to highlight the political pitfalls for Republicans.
At one point, according to a Republican in attendance, Obama mentioned that in 2006, more than 20 Republicans voted with Democrats to approve a comprehensive immigration bill, noting that many of those Republicans were still in the Senate.
"And many of them aren't," said Sen. James M. Inhofe (R-Okla.).

North Carolina Becomes 18th State Pushing Arizona's New Immigration Law

Raleigh, NC - The home state of Americans For Legal Immigration PAC's (ALIPAC) President William Gheen has joined the rapidly growing list of states that are rushing to follow Arizona's lead of cracking down on illegal immigration with state laws.

North Carolina now becomes the 18th state that ALIPAC has documented moving forward with a version of Arizona's controversial, yet popular immigration law. Numerous scientific and certified polls indicate 60-81% public support for local police enforcing immigration law as the Arizona bill does.

NC's Senate Joint Resolution (SJ 1349), filed by NC State Senator Don East (R-Surry), and would allow a version of Arizona's immigration bill (SB 1070) to be filed during the short session of the NC Legislature this year. This resolution has 12 sponsors already and room for more lawmakers to add their names.

North Carolina's legislature is currently in what is called the "short session' where only bills relevant to the state budget are allowed to be filed. It requires a joint resolution to be passed to waive that rule.

Passage of SJ 1349 would allow Senator East to file NC's version of the Arizona bill, which would be titled "AN ACT TO CREATE THE CRIME OF WILLFUL FAILURE TO CARRY OR COMPLETE AN ALIEN REGISTRATION
DOCUMENT."

"I am proud to announce that North Carolina's lawmakers are rising to support Arizona and 17 other states for the Rule of Law and immigration enforcement," said William Gheen, a North Carolina native and President of the nation's 3rd largest immigration enforcement group. "We need to send a clear message to Washington to secure our borders and a clear message to illegal aliens to go home."

ALIPAC's national strategy is to encourage as many other states as possible to follow Arizona's lead to alleviate the political antagonism directed at Arizona from the government of Mexico, the National Council of La Raza, President Obama and several liberal city councils.

ALIPAC's North Carolina supporters are being asked to call and write their state legislators in support of Senator East's SJ 1349, which is a version of Arizona's immigration enforcement law for NC. Special efforts are requested to ask the chairman of the Senate Rules Committee, David Hoyle (D-Gaston, (919) 733-5734) to request the bill be scheduled for consideration in committee.

ALIPAC will be launching an effort to notify the public about this legislation by conducting talk radio interviews across the state!

"Any bill that would help alleviate problems caused by illegal immigration will not move forward in NC, without a ground swell of public support and enthusiasm," said William Gheen. "For many years the Democratic leadership of our state has protected, aided and abetted illegal aliens by providing them with taxpayer benefits and has stopped those of us who were trying to protect American jobs, wages, property, and lives. I hope this year we can make progress with our version of Arizona's bill."
