Immigration sweep nets 286 with criminal records




LOS ANGELES (AP) — Immigration agents say they have arrested 286 people in California in what authorities call the biggest such crackdown yet in state communities.
The major sweep announced Friday was aimed at rounding up suspected illegal immigrants with criminal records.
Immigration and Customs Enforcement says more than 400 agents and local law enforcement officers conducted a three-day search.
ICE chief John Morton said in August the agency's fugitive operations teams would focus increasingly on finding immigrants with criminal records.

House immigration bill offers citizenship
The effort includes measures to appeal to conservatives, including tougher security and enforcement and a requirement that illegal immigrants leave and return.

WASHINGTON — Two lawmakers will fire the opening salvo in this year's immigration debate Thursday when they introduce the first House bill in many years to call for citizenship for illegal immigrants.

Reps. Luis V. Gutierrez (D-Ill.) and Jeff Flake (R-Ariz.) will unveil broad legislation that would also create a new worker program, stiffen worker verification procedures and overhaul the visa system to reduce waiting times for legal immigrants.

In recognition of the tensions that surround the controversial issue, the bill also contains provisions designed to appeal to conservatives who want stronger border enforcement and oppose citizenship provisions that grant amnesty to people in the country illegally.

One measure would ensure that tough border security and work-site enforcement standards are met before other changes can go forward. Another would require illegal immigrants eligible for citizenship under the bill to leave the country and return legally.

The congressmen, veterans of the immigration issue, are introducing their legislation at a time when Senate efforts to craft a bill have stalled, even as the Bush administration has worked intensely to build GOP support. Flake and Gutierrez worked with Sens. John McCain (R-Ariz.) and Edward M. Kennedy (D-Mass.) to craft a joint bill before moving ahead on their own.

Kennedy praised their bill Tuesday and said he was optimistic a Senate bill would soon follow. He said lawmakers wanted "a tough but fair bill that strikes the right balance between protecting our security, strengthening our economy, and enacting laws that uphold our humanity."

Early reaction from conservative Republicans was guarded. "They seem to be moving in the right direction here," said Rep. Brian P. Bilbray (R-Solana Beach), "but moving away from rewarding people for being here illegally is an essential part of repairing our immigration system."

On Tuesday, Gutierrez emphasized that their chances of success would dim if the House and Senate did not pass their respective bills by July, because the approaching election year would make it harder. He also noted that the bill had to have bipartisan support to pass.

As part of the pitch for conservative support, Gutierrez pointed to the provision requiring illegal immigrants to leave the country.

"This will say, 'Listen, you left and you … actually went through the legal process of entering the United States,' " he said in a conference call with members of the nation's ethnic media. "Is it going to sound somewhat absurd to some people? Certainly it will. But it's a requirement that many [Republicans] wish in the bill."

Illegal immigrants would be eligible for legalization if they arrived in the U.S. before June 1, 2006. They would have to pay a $2,000 fine and back taxes, and pass background and security checks. If after six years they have learned English and civics, kept a clean record, and the head of household has left and reentered the U.S. legally, they could become legal permanent residents, a step toward citizenship.

Unlike a Senate bill passed last year, those leaving the U.S. would not have to go to their home countries, but could travel to Canada or Mexico. Exceptions to the requirement would be made for children, the elderly, single heads of households, business owners and those in military service.

Much of the bill is based on work Flake and Gutierrez did with McCain and Kennedy last year.

More than half of it deals with border security and enforcement.

Gutierrez said the bill's border security provisions focused more on "smart technology, not fences." They call for more border patrol agents and better coordination with Latin American countries.

The bill would increase penalties for crimes committed by immigrants, including human smuggling, gang activity, and visa and document fraud. Unlike the enforcement-only bill passed by the House last year, the Flake-Gutierrez legislation would allow immigrants some access to courts.

The legislation would mandate a new biometric system that employers would use to verify that workers have legal status. Gutierrez said the administration had pledged to have a system in place by the end of 2008.

The bill incorporates the "Dream Act," which would allow illegal immigrants to pay in-state rates for college tuition and give those brought to the United States as youngsters a way to gain citizenship.

Flake and Gutierrez have folded in the AgJobs bill, which would create a dedicated-worker program for the agricultural industry.

They have also crafted a more general program that would admit up to 400,000 low-skilled workers a year for jobs that employers were unable to fill with Americans. The Department of Homeland Security would have to certify that it could accurately verify those workers' documents before the program could begin.

These "new workers," as Gutierrez calls them, would be guaranteed the same wages and working conditions as Americans, and could change jobs. The visas would be good for three years, and renewable for another three years. After that, according to Angela Kelley of the National Immigration Forum, workers would be eligible to apply for permanent residency through an employer petition or, after five years, by petitioning on their own.

"This isn't about people coming here temporarily, working and then shipping them off," Gutierrez said, "but about new workers incorporating themselves and, if they wish, integrating themselves fully and their families into the very fiber of American society."

Sotomayor’s “Undocumented Immigrant” A Supreme Court First

Keeping with her race-conscious and activist judicial philosophy, Justice Sonia Sotomayor has made her Supreme Court debut by introducing a pair of new terms aimed at describing illegal immigrants in a more friendly and politically correct way.

A former top policy maker at the leftist Puerto Rico Legal Defense and Education Fund (PRLDEF), Sotomayor used “undocumented immigrant” and “undocumented worker” in lieu of illegal immigrant in her first opinion (Mohawk Industries, Inc. vs. Carpenter) as a Supreme Court Justice. The Supreme Court had never before used the phrase “undocumented immigrant” though “illegal immigrant” has appeared in a dozen decisions.

Liberal legal scholars and immigration advocates are cheering Sotomayor’s choice of words, praising her as a jurist who has made a difference by penning just one opinion. A well-known California public university law professor wrote on his legal blog that Sotomayor has added significantly to the Supreme Court's dialogue on immigration, which is likely to be with us for the foreseeable future.

This sort of inappropriate activism by a high-ranking judge his hardly new, though it’s largely unprecedented on the nation’s High Court. Just last year the chief justice of Arizona’s Supreme Court got blasted for enforcing the Hispanic Bar Association’s demands of banning the terms “illegal” and “aliens” in all of the state’s courtrooms.

Chief Justice Ruth McGregor, who has since stepped down, agreed with the influential Latino attorney group (known as Los Abogados) that the terms are dehumanizing and inflammatory and ordered judges statewide to stop using them at trails or hearings because they create perceptions of judicial bias. Among the acceptable terms, according to the directive, are “foreign nationals,” “unauthorized workers” and “human rights advocates.”

As for Sotomayor, this first opinion is certain to be a tiny snippet of what lies ahead. Ohio Court Upholds Immigration Crackdown

In a much-needed victory for immigration enforcement, an Ohio judge has ruled that the state can proceed with its plan to cancel the registrations of tens of thousands of vehicles driven by illegal aliens.
Issued this week in Franklin County, the decision will affect nearly 50,000 vehicles fraudulently registered by U.S. residents on behalf of illegal immigrants. Known as “runners,” the U.S. residents charge undocumented aliens a fee to register a car in their name—using a falsified power-of-attorney form—with the Ohio Bureau of Motor Vehicles.
The agency finally decided to cut back on the scam a few months ago after a local newspaper revealed that it has long ignored the crisis at the request of influential Latino business owners. In late October the bureau sent out nearly 50,000 letters to vehicle owners informing them that their registrations will be revoked unless they prove legal U.S. residency, as state law requires, by December 8.
A Latino rights group sued to intercept the process, claiming that the state is illegally intruding into federal immigration issues. The judge (Pamela Browning) flatly rejected the argument, ruling that the Bureau of Motor Vehicles has a compelling public safety interest in cancelling the questioned registrations and that the agency isn’t demanding anything different from Latinos than is demanded from all Ohioans who register vehicles.
The defeated immigrant rights group says the state “fish hunt” has cast a wide net that has deceptively caught immigrants who contribute significantly to the state’s economy. The organization, League of United Latin American Citizens, has vowed to appeal the ruling in an effort to keep illegal immigrants behind the wheel in the Buckeye State.
In the meantime, Ohio drivers who can’t provide police with adequate identification risk going to jail, having their license plates seized and in some cases deportation.

How many more Millions of innocent Americans have to be sacrificed by murder, killing, rape, robbery, molestation, kidnapping, loss of jobs, savings, pensions, standard of living, freedom, everything of value and even their country; because of almost total corruption by government and corporate officials? What don’t you understand?

Treasonous and Cowardly government officials who allow and support these unconstitutional, unlawful and heinous crimes against citizens and this Republic are the most dastardly traitors in history; which includes, but is not limited to Presidents G. W. Bush, Bill Clinton, and G. H. W. Bush. Leaders of both political parties and officials in sanctuary cities also support the treason. Presidential candidates McCain and Obama arrogantly proclaim their intention to continue the treason. We must impeach the one elected.

Few can express themselves as effectively as Mark Lowry and Kenn d’Oudney, but the feelings of knowledgeable people toward the traitors are universal and identical, mostly expressed in four letter words of contempt and anger.

Are Americans just lazy cowards who will sit on their posteriors while the criminals reduce them to living and dying homeless, hungry and in pain as slaves? Are we really so stupid and blind that we will tolerate this treatment. I think not.

Are we going to allow these traitors to continue using their privately owned, so called Federal Reserve Bank to steal everything we have as a nation and as individuals, by first inflating the economy, stealing everything they could, bailing themselves out with our money, then deflating the economy and stealing our remaining depreciated assets. This is a repeat of what they did in the great depression. For your information they have initiated the first step by taking money out of circulation.

Hell, I can guarantee you what is going to happen, when the pain is more generalized and unbearable, the people will rise up in revolt resulting in much death and destruction. Don’t you understand that this means the end of everything? This is what we are trying to prevent by defeating the traitors with the rule of law before this happens.

We must have the Rule of Law enforced at all levels and branches of government with no exceptions and most especially in the so called justice system where judges routinely make decisions based on their feelings rather than the constitution and laws. Judges also deprive jurors of required information and their constitutional powers to the detriment of defendants. The rule of law must be vigorously enforced in accordance with the constitution, without bribes, or favors.

It is imperative that members of the armed forces and law enforcement adhere to the Constitution and Laws of the United States by refusing to obey Unlawful and Unconstitutional orders from traitors who obtained power by Deceit and Fraud to satisfy their Avarice. If the military and police violate the Constitutional rights of the people by obeying unlawful orders from traitors they will be no different than the Gestapo and SS criminals who were judged at Nurnberg and hung for their crimes. In the process unlawful actions would cause a revolution.

As a Christian, I respect the Church, but I have nothing but contempt for the Cardinals, Bishops and Ministers who misuse the word of God to justify their self serving criminal actions to protect illegals at the expense of our citizens. If I was to give these clerics credit for knowing the facts, then their actions would be truly heinous, rather than just self serving and criminal.

Officials who do not enforce all the laws are corrupt enemies of the people because then we have tyranny. We can only survive without revolution if we lawfully take back our government and then proceed to impeach and prosecute government officials at all levels and branches of government.
We must use experienced combat troops to remove the criminal illegals from sanctuary cities and wherever they are located, using deadly force as required in any war. It is a war directed by the usurpers in our government. Officials in government and corporations who protect these criminal illegals should be arrested and tried by military tribunal with their resources used to compensate citizens who were victims of their treason. This is the only way to protect our people and our Republic.

We have a corrupt media controlled by traitors that would be the envy of Adolph Hitler. Most Americans don’t know that their government was hijacked by the power elite, tax free foundations and corporations because these traitors own the mainstream media that absolutely and positively refuses to report any truth not supportive of their treason.

It is the responsibility of every American who knows the truth to visit their politicians, educate them and obtain a firm written pledge from them to serve the people rather than the corporations and corrupt leaders of either political party. Anyone who knows the truth and fails to act is a Slacker and guilty of a most grievous sin for which they will suffer on this earth, and answer for later, with god and our patriots.

You do not have to be a Christian to know that the Hedonists among us ignored God’s word by killing 40 to 50 million babies by abortion, who would otherwise have supported them in their old age. Corporations replaced these murdered children with uneducated illegals and their children who will always be a financial drain on our country and negatively impact Social Security and all benefits.

Experts interviewed on the Lou Dobbs show (8-21-08) stated that our population would increase by 50% in the next forty years due mostly to legal and illegal immigration. No other country is facing such a dramatic reduction in standard of living because of population growth. This growth would require a 50% increase in required oil, food, housing and other resources. They also reported that potable water would be in short supply worldwide. Now let me put this in perspective for you poor clueless victims of the mainstream media. Oil, food and most things are scarce resources and 50% more resources are going to be required to support 50% more people. Most illegals will not speak our language, dislike us, are uneducated including a high percentage of criminals, and will never support themselves. I don’t hate these people, but all immigration must stop and the illegals must be deported quickly using whatever force is required, otherwise you will be living as a slave in a country like Mexico. Every bit of this was caused by traitors in government taking orders from large corporations for money. Make no mistake about it; anyone who now supports legal or illegal immigration is an enemy of the people.

Ending both legal and illegal immigration with swift and forceful comprehensive deportation of illegals must be accomplished because it is essential for our survival. If we should fail to take back our government with the rule of law before Americans suffer and revolt, the illegals must run for their lives. Again I am sorry if you can’t accept the brutal truth. I am predicting, not advocating.

Either educate your politicians now with rule of law while you can still save something, or suffer through a bloody civil war and end up in poverty anyway.

Did you know that when the politicians made it unlawful for us to use all of our energy resources that they were deliberately reducing our standard of living ,because cheap energy is the key to our prosperity, and that is not their objective.?

Unless we can stop it, the pain of the people will increase to the point of severe Tyranny and pain, resulting in Anarchy, Revolt, Bloodshed, Destruction and a Pyrrhic victory. While this would be a direct result of Treason and Cowardice by government officials directed by corporations, it could be avoided if people who know the truth would confront their politicians right now, lawfully, politely, and very firmly. We could clean house.



Many organizations, protestors and writers dedicated to exposing and stopping the destruction of our Republic are performing a great and perilous service for the people of this country. For if their efforts are perceived to be effective they will be trashed, attacked, or taken out. If God allows our work to resonate with the people resulting in defeat of the traitors, I could accept retribution by the traitors. If there is reprisal by the traitors, there will be retaliation by the people. Millions of people are actively engaged in this fight. But, to be most effective, our efforts must be focused on informing, motivating, directing and giving tools to the people so they can take action. Somehow, everyone’s work must be seen as part of the big picture to be understood by the people. The War on our people and country is ruthless, broad based, all encompassing and quite complex. People must learn how they are being screwed in so many ways by criminals in government and corporations. There is no part of our society, government, or people, et al that has not been affected adversely. It is therefore imperative that everyone focus on presenting their parts of the fight as part of the whole treason to be understood.

Mexico's crackdown puts the squeeze on cocaine dealers in British Columbia. Up here, as the violence grows, bodies pile up.

The latest mayhem started at the end of March, when 21-year-old Sean Murphy, a popular former high school hockey player, drove into a withering blast of gunfire near Bateman Park. He was probably dead before his car coasted to a stop in the weeds.

That same night, Ryan Richards, 19, abruptly left a friend's house after getting a cellphone call. His body was found the next morning behind a rural produce store. The stab wounds on his hands told the tale of a furious fight for his life. The undertaker apologized to his family for not being able to conceal them.

The bodies of two local high school seniors, Dilsher Gill, 17, and Joseph Randay, 18, were found May 1 in their car on a remote road just outside this normally quiet town of 134,000 near Vancouver. The boys had been seen driving away with an armed man the night before.

This crisp region of polished high-rises, emerald spruce, azure waterways and feel-good vibes finds itself in the midst of a gang war that has killed at least 18 young people this year.

Drug dealers are gunning down women (one in a car with her 4-year-old son in the back seat), high school students with no gang allegiances and, especially, one another, in broad daylight in and around the city that will host the 2010 Winter Olympics.

It got so bad this spring that police erected concrete barriers outside the homes of two gangsters to slow down potential drive-by assassins.

"Let's get serious. There is a gang war, and it's brutal. What we have seen are new rules of engagement for the gangsters," Vancouver's chief police constable, Jim Chu, told reporters in March.

Authorities trace the violence to the recent government crackdown on cocaine traffickers in Mexico, which has squeezed profit margins for cocaine north of the U.S. border.

Canada's outlaw retailers are fighting to the death over market share, police say, a situation exacerbated by personal vendettas and power vacuums left by the arrests of gang leaders.

"The war in Mexico directly impacts on the drug trade in Canada. . . . There's a complete disruption of the flow of cocaine into Canada, and we are seeing the result," said Pat Fogarty, operations officer for the Combined Forces Special Enforcement Unit, British Columbia's main law enforcement agency targeting organized crime.

The province became an important player in the Mexican cocaine marketplace in part by bartering its powerful home-grown marijuana, "B.C. Bud," which helps fuel what is estimated to be a $6.3-billion-a-year industry.

Canadian drug organizations now use planes, helicopters and, in one case, a tunnel to move drugs. They have equipped trucks with secret panels and devices to avoid detection by X-rays and drug-sniffing dogs.

The Lower Mainland has become a playground for young up-and-coming gangsters, who speed around town in armor-plated Cadillac Escalades, Porsche SUVs and BMW sedans.

The worst violence can be traced to the verdant Fraser Valley southeast of Vancouver, where the Red Scorpions gang has been at war with a multi-ethnic criminal organization called the United Nations.

The founder of the U.N. is Clayton Roueche, 33, son of a scrap metal dealer from Chilliwack, population 80,000.

Authorities believe Roueche was going to attend a wedding and meet trafficking associates in Mexico in May 2008 when authorities there turned him away. He was flown to Dallas, where U.S. agents arrested him on a drug indictment out of Seattle. He pleaded guilty in April to conspiracy and money-laundering charges and faces as many as 30 years in prison.

Two months later, the man he allegedly was going to meet in Mexico was shot to death in a Guadalajara restaurant, along with another U.N. associate.

The U.N. adopted its name in honor of the variety of nationalities it encompasses, including Iraqis, Chinese and Guatemalans. It is known for its Asian mystic-themed motto of "Honor-Loyalty-Respect," created by Roueche, who has a passion for martial arts and Buddhism.

The cemetery in Chilliwack is dominated by the graves of two former U.N. members, flanked by a pair of 5-foot-tall granite monuments inscribed with the same "U.N." monogram found on the gang's packets of cocaine. The phrase "Warrior of the United Nations" is engraved in Chinese characters. At the foot of the graves, a pair of stone Chinese foo lions stands guard.

The carnage between the U.N. and the Red Scorpions is believed to stem from the fatal shootings of six men in an apartment in the comfortable suburb of Surrey in 2007.

Five associates of the Red Scorpions have been arrested in the case. One pleaded guilty and was sentenced in April to life in prison.

Dozens of other slayings followed, many of them retribution killings and commercial disputes between the U.N. and three Abbotsford men associated with the Red Scorpions: the Bacon brothers.

Jonathan Bacon, 28, and his brothers, Jarrod, 26, and Jamie, 23, are the rock stars of the Fraser Valley underworld, their exploits and the efforts of the police to keep them alive documented regularly in the media.

Jamie Bacon, who was charged in April in one of the Surrey Six slayings, survived a mid-afternoon shooting at an Abbotsford intersection Jan. 20, when a gunman fired as many as eight bullets into his Mercedes.

Jonathan Bacon was shot and wounded in the driveway of his parents' home in Abbotsford in 2006.

Not surprisingly, the Bacons have changed residences several times, and their car has armored plating and bulletproof windows. They kept an arsenal for protection: As part of a plea bargain for an associate in 2007, Jonathan Bacon delivered to police 114 sticks of dynamite, a grenade, seven handguns, two shotguns, a rifle and an Uzi submachine gun.

With so many people apparently eager to kill a Bacon brother, police took the unusual step this year of warning citizens to avoid the family or risk being caught in the crossfire.

That is what happened to Jonathan Barber, 24, who ran a custom stereo business in Abbotsford. One night in May, Barber picked up a Porsche Cayenne SUV belonging to one of the Bacon brothers to install a new audio system. A gunman opened fire, killing Barber and injuring his 17-year-old girlfriend.

"Young people in the past used to have a fight in the schoolyard. In a park or something. But now everyone seems to have a gun," Barber's father, Michael, said one recent afternoon. "There used to be a code in gangs: Don't touch the women, don't touch the children. But no one is safe anymore. No one is safe in our city."

Mathea Angelica Sturm, a 17-year-old student at W.J. Mouat Secondary School, started a Facebook page recently to memorialize the young people who have died in Abbotsford and Chilliwack. The names quickly numbered in the dozens.

Among them were Dilsher Gill and Joseph Randay, the two teenagers found dead in their car in May. Both were seniors at Mouat.

"You see it in movies and stuff, but you never think it's going to happen in your town," Sturm said. "Especially in Abbotsford. It was a pretty peaceful town, and then all of a sudden, it was like a big swoop of something came in."

Her mother, Wendy, said: "It kills me that every week my child comes home in agony, in tears, that she lost another friend. And to have the three most notorious gangsters [the Bacon brothers] living in our own town? My other daughter is terrified to go to her own high school reunion because she went to school with one of them."

Police, the mayor and the school board chairman recently issued a letter warning parents and students that even the slightest involvement in drugs or gangs can be dangerous. Neither Gill nor Randay was a known gang member, friends say.

Ryan Richards, the 19-year-old whose body was found behind the produce shop, got involved with the Red Scorpions only because he couldn't get financial aid for college, according to his mother, Wendy, who was hospitalized after her son's death and still breaks down in sobs.

"He said he wanted out," she said.

"He told another kid, 'Don't do it. It's not a very good life. I'm getting out of it,' " Wendy Richards said one recent afternoon, sitting on the front porch and hugging her knees.

Richards said she believes her son was a low-level salesman who may have come under suspicion within the Scorpions. He had been taken into custody a few weeks before his death, and his cellphones were confiscated.

"They might have thought that he ratted them out," said her boyfriend, Ken Peters. "So they sent somebody out. Somebody who has no remorse."

On a Friday night in the Lower Mainland, two teams from the integrated gang task force patrol the restaurants, clubs and bars where gang members drink, spar and sometimes kill.

With the Winter Olympics only a year away, officials in British Columbia have made it clear that the gang problem must end. Money has poured in for new officers. Legislation is being proposed to expand surveillance capability, toughen sentences, crack down on firearms smuggled in from the U.S., and outlaw armored cars and flak jackets.

There have been successes: In May, police arrested eight senior U.N. members, including the new reported leader, Iraqi immigrant Barzan Tilli-Choli, 27, on charges of conspiracy to kill the Bacons.

A month earlier, Vancouver police announced a series of arrests that they said had "functionally dismantled" the notorious Sanghera crime group, whose conflict with other gangs in southeast Vancouver had led to nearly 100 shootings in the last few years.

"We targeted them for whatever kind of offenses we could get them for, from minor charges like causing a disturbance to attempted murder. We ended up incarcerating literally the whole group, and the result of that has been a decrease in shootings," said Mike Porteous, who led Project Rebellion, the gang sweep that netted the Sanghera group.

"I call it death by a thousand cuts," said Cpl. A.C.J. Coons, head of the four-vehicle gang patrol on the Friday night shift.

Coons and his partner, Constable Michael Clark, execute sharp U-turns when they see a suspicious Escalade or BMW and start checking IDs. They prowl the bars, scrutinizing driver's licenses and ordering known gang members to leave under laws similar to U.S. gang injunctions.

The bouncer at the Canvas Lounge in central Vancouver's Gastown district reports that one of the Skeena Boys (named for the apartment project in east Vancouver where the gang originated) challenged him when he wouldn't let him in. The man grabbed his hip, as if signaling he would have a gun when he returned, the bouncer said.

Coons and Clark head off on foot to corner the young man, who is wearing rhinestone earrings and a T-shirt with a jeweled tiger. He and two companions smirk and stare at the sidewalk; they insist they were simply looking for someplace else to drink.

"In some ways, we've lost this generation of gangsters, they're so immersed in the gang world," said Sgt. Keiron McConnell, standing nearby in the red-and-blue glare of the police lights. "About the only thing we can do is incarcerate them."

Mexican authorities discovered a large cross-border tunnel today and arrested more than a dozen men inside the passageway that extended about 860 feet into San Diego, U.S. authorities said.
The tunnel, which was not complete, featured lighting, electrical and ventilation systems, and an elevator to move materials and workers to depths reaching 100 feet, authorities said. They estimate it was under construction for about two years in a warehouse district just west of the Otay Mesa Port of Entry.
Mexican authorities in Tijuana were acting on information provided by the San Diego Tunnel Task Force, which includes agents from Immigration and Customs Enforcement and the Drug Enforcement Administration.
It was the latest in a series of tunnel discoveries in recent weeks under the California-Mexico border. The passageways are used by Mexican organized crime groups to ferry drugs into the U.S.

WASHINGTON (AP) — The Obama administration has met many of the border security benchmarks Congress set in 2007 as a prerequisite to immigration reform and now it's time to change the law, Homeland Security Secretary Janet Napolitano said Friday.
Napolitano, designated by President Barack Obama to lead the administration's immigration reform efforts, said many members of Congress had said they could support immigration reform, but only after border security improved, Napolitano said.
"Fast forward to today, and many of the benchmarks these members of Congress set in 2007 have been met," she said in a speech to the Center for American Progress, a liberal think tank.
She cited construction of 600 miles of border fence and the hiring of more than 20,000 Border Patrol agents. Illegal immigration has also fallen sharply because of better enforcement and the economy.

MEXICO CITY — Mexico decried Forbes magazine’s decision to name the country’s most-wanted drug lord to its “World’s Most Powerful People,” calling it an insult to the government’s bloody struggle against drug cartels.
A spokesman for the Interior Department — which oversees domestic security — described the listing of Joaquin “El Chapo” Guzman as No. 41 of the 67 most powerful people as “a justification of crime.”
“(This) is a mockery of the struggle the government is waging against organized crime,” Luis Estrada said. “This not only goes against the efforts of the Mexican government, but the international fight to eliminate mafias and organized crime.”
Nearly 14,000 people have died in drug-related violence in Mexico since President Felipe Calderon launched an offensive against drug cartels in late 2006.
Some residents in the border city of Ciudad Juarez — which has suffered the highest rate of drug violence, with about 2,000 killings this year — also expressed outrage.
“I think this is bad, because the news media are putting a drug trafficker above people who have legitimate businesses,” said Josefina Ramirez, a Ciudad Juarez accountant.
Guzman is even considered more powerful than Venezuelan President Hugo Chavez — No. 67 — and France’s Nicolas Sarkozy — No. 56 — according to Forbes magazine’s list of the 67 “World’s Most Powerful People.” Guzman was just below Iranian Supreme Leader Ayatollah Ali Khamenei.
Another Mexican — telecom magnate Carlos Slim Helu, who Forbes listed as the world’s third-richest man — was named No. 6 on the most-powerful list, just five steps behind No. 1, President Barack Obama.
Guzman’s vast drug-trafficking empire is worth an estimated $1 billion, according to Forbes. Yet unlike other, flashier smugglers, few details are known about the Sinaloa cartel boss and the actual power he wields inside his gang.
He escaped prison by hiding in a laundry truck nearly a decade ago, and his legend and fortune seem to grow with each passing day he eludes capture.
The Sinaloa cartel violently seized lucrative drug routes from rivals and built sophisticated tunnels under the U.S. border to move its loads. Mexican officials blame Guzman’s cartel for much of the country’s staggering bloodshed.
“Of course he’s influential, rich and powerful, but he has cost so many lives, so many youths,” said Gabriela Lopez, a 25-year-old businesswoman in Culiacan, the capital of Sinaloa. “I wish they would make a list pointing out that as well.”
Forbes said Guzman’s ranking was intended to spark conversation, and asked readers: “Do despicable criminals like billionaire Mexican drug lord Joaquin Guzman (No. 41) belong on this list at all?”
Last March, Mexican officials also criticized Forbes’ decision to include Guzman on its list of the world’s billionaires.
Without explicitly naming the publication, Calderon said at the time that “magazines are not only attacking and lying about the situation in Mexico but are also praising criminals.”

Young Latinos seem to face a tougher future
Those between the ages of 16 and 25 are more likely than other young people to have a child before 19, drop out of school and live in poverty, a study finds.

Latinos believe education and hard work are key to a successful future, but they are more likely than other young people to drop out of school and live in poverty, according to a new Pew Hispanic Center study being released today.

The study, based on a survey of more than 1,200 Latinos ages 16 to 25 and an analysis of census data, presents a portrait of the assimilation of a rapidly growing segment of the U.S. population, one that will have a significant effect on the nation's politics and economics in coming years. Young Latinos make up 18% of all young people in the nation and 42% in California.

About one-third of young Latinos are immigrants, but two-thirds are born in the U.S. Many are the children of immigrants who began arriving in the U.S. in 1965.

"If you want to understand what America is going to be like in the 21st century, you need to have understanding of how today's young Latinos, most of whom are not immigrants, will grow up," said Paul Taylor, director of the Pew Hispanic Center. "Never before in this nation's history has a minority ethnic group made up so large a share of the youngest Americans."

That could raise concerns in some areas. About one-quarter of all young Latinas have a child by age 19, a rate higher than whites, Asians and blacks. About 17% of Latinos drop out of school -- nearly double the rate among blacks. And about 23% of young Latinos live in poverty -- higher than whites but lower than blacks.

But over time, Latinos gain more education -- those born in the U.S. are less likely to leave high school than those in the first generation, according to the study. The U.S.-born are also less likely than foreign-born young Latinos to be employed in construction, food preparation or other low-skilled jobs. They are also more proficient in English and less likely to live in poverty.

However, those born in the U.S. are more likely to have gang ties or be incarcerated, according to the study.

The findings also raise questions about identity. More than half of the young people identify themselves first by their family's native country. Among those born in the U.S., 33% say they are American first, and 41% identify themselves by their parents' homeland.

"They are growing up in households where the immigrant experience is a very recent experience," said Mark Hugo Lopez, associate director of the Pew Hispanic Center.

Illegal aliens seen eroding vote

Illegal aliens are eroding the integrity of U.S. elections, and will continue to do so without tighter voting laws, several members of Congress testified at a hearing on Capitol Hill yesterday.

"There is a very real possibility that noncitizens have affected the outcomes of elections in the past, and will in the future," said Rep. Brian P. Bilbray, California Republican, before a House Judiciary Committee on voting irregularities and election deception.

With more than 20 million foreign-born residents in the United States who are not U.S. citizens, including at least 12 million illegal aliens, the potential for noncitizen voting is a growing concern, Mr. Bilbray said.

Rep. Steve King, Iowa Republican, said illegal aliens in many states can easily acquire driver's licenses, making it easy for them to register to vote, especially states with "motor-voter" laws.

"With many states making driver's licenses available to legal noncitizens and illegal aliens, it is probable voter rolls contain large numbers of noncitizens and illegal aliens," Mr. King said.

But several Democrats said the intimidation of immigrant voters -- not the voting of illegal aliens -- is the biggest election-reform priority.

"Election intimidation and deception have become an unfortunate aspect of recent federal elections, threatening to undermine Americans' confidence in a democratic government," said Rep. John Conyers Jr., Michigan Democrat and chairman of the House Judiciary Committee.

"Our goal is to protect every citizen's constitutional right to vote, and to thwart any future attempts to disenfranchise eligible voters through fraud, deception and intimidation."

Sen. Benjamin L. Cardin, Maryland Democrat, accused Republicans of distributing fraudulent "official Democratic voter guides" during his 2006 re-election bid in an attempt to confuse black voters to vote for his Republican challenger.

"It is time for Congress to once again take action to stop the latest reprehensible tactics that are being used against African-American voters," Mr. Cardin said.

In response to voter-intimidation cases, Sen. Barack Obama, Illinois Democrat, earlier this year introduced the Deceptive Practices and Voter Intimidation Act, which would impose penalties on people or groups found guilty of intimidating voters.

As for ID issues, Mr. Bilbray said the new REAL ID law, which will require states to verify proof of citizenship before issuing driver's licenses and voter identification cards, will greatly help combat fraudulent voting.

"Many people tend to think that the photo ID requirement would suppress voting, but there has never been evidence to support that assertion," Mr. Bilbray said. "Much to the contrary -- evidence shows that anti-fraud provisions increase voter turnout."

Mr. Bilbray added that more than a 100 democracies worldwide require voters to show photo IDs, including Mexico.

Earlier this month, the Bush administration delayed the start date for the REAL ID law from May 11, 2008, to Dec. 31, 2009.

Has the immigrant rights movement fizzled?
At a national Latino conference that drew hundreds to downtown Los Angeles last week, movement leaders emphatically said no.
Although Congress has stalled action on broad immigration reform and Labor Day marches failed to mobilize wide support, activists said they were only now beginning to roll out the next stage of their battle: a massive effort to produce 1 million new Latino voters and U.S. citizens.

"Now is not march time," Antonio Gonzalez, president of the Southwest Voter Registration Education Project in Los Angeles, said Saturday. "We're mobilizing voters. That's the big deal."But immigration control advocates say the marches last spring doomed activists' efforts by alienating most Americans and strengthening support for stronger border control and opposition to legalization."The mass sea of illegal aliens bearing foreign flags and hostile placards really produced a pronounced backlash, from which they've never recovered," said John Keeley, spokesman for the Washington-based Center for Immigration Studies. The movement's fate is in question just months after hundreds of thousands of immigrants and their supporters startled the nation by pouring into the streets to protest a House bill that would criminalize undocumented immigrants and those who support them. Buoyed by their success, they helped push the U.S. Senate to pass a landmark bill increasing visas and offering legalization to many of the nation's estimated 11 million undocumented immigrants.Since then, some activists acknowledge, their ranks have become demoralized as congressional action on the issue stalled over the summer and recent marches have fallen flat.In Los Angeles, for instance, police estimated that only about 1,500 people turned out for a Labor Day weekend rally that organizers had predicted would draw as many as 50,000. And Cecilia Munoz, a vice president of the National Council of La Raza, said some immigrants were reluctant to risk their jobs to march because the likelihood of legalization and other reform does not appear imminent."A lot of people feel a loss," immigrant activist Oscar Garcon said Saturday at the National Latino Congreso, which was billed as the most comprehensive gathering of Latino leaders in nearly 30 years. "They say, 'We demonstrated, we came out by the millions, but what did we change?' "But he and others said a movement cannot fairly be measured by the size of its marches or its early setbacks, and some experts agree.Louis DeSipio, a UC Irvine associate professor of political science and Chicano/Latino studies, said it was premature to dismiss prospects for broad immigration reform.He said such aims could take years to achieve. The 1986 amnesty for illegal immigrants, for instance, took a decade to pass and did so abruptly, just as most members of Congress thought the provision dead.DeSipio said movements cannot be built from marches alone."It's good they've moved away from the marches," he said. "Marches can get people's attention, but it doesn't necessarily get a higher percentage of the community involved in civic participation. That's what things like get-out-the-vote and voter registration drives do."DeSipio said the ferment over immigration could in time lead to a surge in Latino voters similar to the one after the 1994 passage of Proposition 187. The measure would have denied health benefits to undocumented immigrants had it not been overturned in the courts. The number of legal residents who became U.S. citizens increased from 434,000 in 1994 to more than 1 million in 1996; and Latino registered voters in California increased from 1.6 million in 1996 to 1.9 million in 2000, according to the National Assn. of Latino Elected and Appointed Officials Educational Fund in Los Angeles.Activists argue that some preliminary data offer evidence of another surge. According to U.S. immigration statistics, the number of citizenship applications increased by 41.5% in May over last year, a far larger increase than in previous periods."This is one of many issues, and it's going to take time, but it will come," said Cristina Basurto, 32, a member of Women of Earth, a social justice organization, who attended a small rally after the conference Saturday near downtown. "I think people still have it in their hearts and still want to fight for what they believe in."The number of new Latino voters grew by 35,000 in Los Angeles County from March to August, helping to boost their share of the electorate from 20% to 24% over last year, according to an analysis of Los Angeles County registrar-recorder data by the Latino officials' organization. Marcelo Gaete, the organization's senior program director, said his staff used a surname dictionary to determine how many of the county's new voters were Latino. Keeley, however, said the political landscape proves his point: A get-tough stand on immigration is a winning political message. In Pennsylvania, for instance, he said Republican Sen. Rick Santorum is rapidly closing what had been a double-digit deficit in the polls in his race against his Democratic challenger, state Treasurer Robert Casey Jr., by campaigning with a tough immigration message. He also said congressional hearings on immigration and local town halls during the summer recess have convinced many legislators that constituents see border control as a top priority. As a result, he said, "the chances are less than zero" of winning legalization this year. Some Latino activists, including UC Riverside ethnic studies department Chairman Armando Navarro, agree that the movement for immigrant rights has lost steam. He said internal squabbling, a lack of leadership and a failure to organize immigrants for long-term political change had squandered their gains of the spring. DeSipio and others, however, said activists had already scored a significant victory by so far stopping the House bill, especially the provision that would criminalize undocumented immigrants and those who aid them, from becoming law. Elements of that bill, including border enforcement measures, however, may still pass. Now, activists say, they are gearing up to launch what they envision will be a long-term effort to mobilize Latino voters for elections this November and, more important, in 2008.Two organizations — the Service Employees International Union and the Southwest Voter Registration Education Project — have raised $7 million for national voter registration and get-out-the-vote efforts. The National Assn. of Latino Elected and Appointed Officials plans to include 150,000 voter registration cards in La Opinion later this month and help sponsor another major workshop at the L.A. Convention Center to help immigrants apply for citizenship. A July workshop produced about 1,300 completed new citizenship applications, Gaete said. Spanish-language radio DJs, who helped turn masses out for marches, have also begun to actively promote voter registration and citizenship efforts. Renan Almendarez "El Cucuy" Coello took his "Votos por America" campaign to 10 cities over two weeks last month. DeSipio cautioned, however, that it was easier to register voters than to get them out to the polls."There's certainly the potential there," he said, "but it will require sustained investment and a lot of hard work."

Hispanic Voters Enjoy New Clout With Democrats

WASHINGTON, June 9 — Helped by the fight over immigration, Democrats seeking their party’s presidential nomination are moving to court Hispanic voters like never before, as a string of early primary states with sizable Hispanic voting blocs prompt candidates to hire outreach consultants, start Spanish-language Web sites and campaign vigorously before Hispanic audiences.
The battle for Hispanic voters is a result of the decision by several states with large Hispanic populations to move their presidential primaries to early 2008, including California, Florida and New York. Roughly two-thirds of the nation’s Hispanic residents live in nine of the states that will hold Democratic primaries or caucuses on or before Feb. 5.
Strategists say the influence of Hispanic voters is likely to be amplified next year because of an unusually intense response in many Hispanic communities to immigration policy. Conservative Republicans, with the help of some left-leaning Democrats, teamed up to derail an immigration bill in the Senate on Thursday that would have provided a path to citizenship for illegal immigrants.
It is in the new early primary states where Democrats hope the outreach efforts bear fruit. In the last presidential election, Hispanic voters accounted for a significant part of the overall Democratic primary electorate in California (16 percent), New York (11 percent), Arizona (17 percent) and Florida (9 percent), all states that will hold primaries by Feb 5.
Sergio Bendixen, a pollster hired by Senator Hillary Rodham Clinton’s campaign to study Hispanic voting trends, said: “The Hispanic vote has never been all that important in the presidential primary process in the United States. But that will change in 2008.”
At this early stage, Mrs. Clinton, a New York Democrat, appears best poised to benefit from the heightened Hispanic role in the primary process. She has already captured a prized endorsement, of Mayor Antonio R. Villaraigosa of Los Angeles, one of the nation’s most prominent Hispanic politicians.
Mrs. Clinton is also well-known and liked by many Hispanics, with several national New York Times/CBS News polls from the past few months showing that about 60 percent of registered Hispanic voters who identify themselves as Democrats have a favorable view of Mrs. Clinton, while a quarter do not.
Meanwhile, Senator Barack Obama, Democrat of Illinois, remains a blank slate to many Hispanic voters, polls show, with 40 percent having no opinion of him. But his aspirational biography could prove a draw as more Hispanic voters get to know him.
Former Senator John Edwards is even less well-known among Democratic Hispanic voters. While a third have a positive view of Mr. Edwards and fewer than 10 percent have an unfavorable view of him, 6 in 10 are unable to offer an opinion.
The only Hispanic in the race, Gov. Bill Richardson of New Mexico, a Democrat, is working to build a base and establish a political identity beyond the Southwest.
Many Democrats were as troubled by the Senate immigration bill as were Republicans, but for decidedly different reasons. Mrs. Clinton expressed concerns about the legislation, particularly a provision that makes it harder for legal immigrants in the United States to bring relatives from abroad. Mr. Obama said that he would have supported the bill, but that he too had similar concerns about the provision, according to his aides.
On the Republican side, two of the main candidates, Rudolph W. Giuliani and Mitt Romney, opposed the immigration bill, while Senator John McCain played a main role in drafting the legislation, only to face a huge backlash from conservative Republicans raising alarms about what they call a flood of immigrants.
The bill’s setback — a major defeat for President Bush — could complicate Republican efforts to win over the fast-growing Hispanic electorate and help Democrats solidify their hold on these voters, an electoral prize expected to increase in importance in coming decades. Surveys showed that Hispanics were a small part of the Republican primary vote in 2000, with their greatest influence being in California, where they made up 9 percent of the vote.
The debate over immigration has spurred Hispanic leaders and voters to mobilize like few issues in recent memory have. The National Association of Latino Elected Officials has joined with the Hispanic television network Univision on a national campaign to help Hispanic residents fill out citizenship applications and to help those who are already citizens register to vote.
Stephanie Pillersdorf, a spokeswoman for Univision, said the number of Hispanic residents who had applied for citizenship in Los Angeles County alone had gone up 146 percent since the campaign started several months ago.
The scramble for Hispanic support is evident both within the campaigns and out on the trail.
On Friday, Mrs. Clinton spoke to Hispanic leaders in the Bronx , where she accused Republicans of undermining the immigration bill in the Senate. “The bill was mostly killed by people who don’t want any immigration reform and don’t want a path toward legalization,” she said. “There’s a very big anti-immigrant feeling that is influencing the problem right now, particularly on the Republican side.”
Earlier this month, Mr. Obama traveled to Nevada, a heavily Hispanic state that moved its caucus to Jan. 19, and sat down for interviews with Spanish-language television and newspaper reporters.
Mr. Edwards, who hopes his populist appeal will draw support from Hispanics, is dispatching his political director, David Medina, to meet with members of Democratic Hispanic Caucus of Florida. Mr. Richardson alternates between English and Spanish on the campaign trail. Senator Christopher J. Dodd, Democrat of Connecticut, also often likes to display his fluency in Spanish, including when he announced his candidacy on CNN en Español.
Republicans are making similar efforts. On Friday, for example, the Romney campaign announced a steering committee to attract the Hispanic vote.
Strategists for several Democratic campaigns say the new calendar has set the stage for Hispanic voters to have much more influence in picking the parties’ presidential nominees than they did when states like Iowa and New Hampshire were essentially alone among the early states in the nominating process.
In fact, in the 2004 race, Senator John Kerry did not assemble a Hispanic outreach and media operation until about five months before the general election.
By contrast, the Clinton campaign has already put in place a driven Hispanic outreach team that, among other things, issues press releases in Spanish on a regular basis and has a stable of Spanish-speaking surrogates to fill in for Mrs. Clinton at events that focus on Hispanics. It has also assigned a prominent role to its campaign manager, Patti Solis Doyle, a woman of Mexican descent who has been one of Mrs. Clinton’s most trusted advisers and friends since her days as first lady of Arkansas. Mrs. Doyle, who played a crucial role in getting the recent endorsement from Mr. Villaraigosa, has made herself available for interviews with Hispanic organizations of all sorts.
Democrats are optimistic about their prospects of making large gains among Hispanic voters, mindful of the progress they made in the 2006 midterm elections, when only 26 percent of Hispanics voted for Republican Congressional candidates. That was down from 44 percent in 2004, when Mr. Bush was at the top of the ticket, according to nationwide exit polls conducted by Edison/Mitofsky.
While Mr. Bush’s popularity with Hispanics had been a factor in drawing large numbers of them to the Republican Party, many Hispanics appear to be returning to the Democratic fold as conservative efforts gained momentum last year to restrict immigration and build a wall along the Mexican border.
Democrats are doing what they can to encourage that return. Mr. Obama has traveled to Nevada several times to meet with members and leaders of a culinary workers’ union, most of whom are Hispanic women who work in Las Vegas hotels and casinos. The Obama campaign says the union could play a decisive role in generating voter turnout when the state holds its caucus next January.
The campaign is also sending dozens of volunteers this weekend to pass out Spanish-language literature in heavily Hispanic cities like Los Angeles, San Diego, Las Vegas, Phoenix, Houston and San Antonio, and is making videos available on its Web site with closed captioning in Spanish.
Mr. Edwards, in turn, is betting that his antipoverty campaign of the last few years, including helping unions organize in industries with large numbers of Hispanic workers, will give him an edge.
Earlier this year, he met with Arturo Rodriguez, the president of the farm workers’ union, and several hundred union members in Fresno, Calif. Mr. Edwards’s campaign has also sent prominent Hispanic supporters to act as surrogates for him on the campaign trial, including Patricia Madrid, the former attorney general of New Mexico, who recently went to Nevada to meet with Hispanic politicians and activists.
If any candidate can appeal to the ethnic pride of Hispanic voters, it is Mr. Richardson, the New Mexico governor, who often points to his Mexican roots (his mother is a native of Mexico) when appearing before Hispanic audiences.
The main problem for Mr. Richardson is that he is a relatively unknown figure among Hispanic voters, as well as the general electorate. To raise his profile among Hispanics, Mr. Richardson has turned to prominent Hispanics, including Gloria Molina, a Los Angeles County supervisor, who introduced him at the rally where he recently announced his candidacy.
David Contarino, Mr. Richardson’s campaign manager, predicted that his candidacy would become a matter of “interest and pride” among Hispanic voters once they learned of his record and roots.
“His name is Bill Richardson; that does not necessarily communicate his background,” Mr. Contarino said dryly.
