Limiting immigration has the overwhelming support of most Americans, regardless of party affiliation or race. • 65% of voters favor stopping all immigration into the U.S. during the war on terrorism. • 92% of voters favor “imposing stricter immigration and border crossing polices.” • 84% of Americans support tighter restrictions on immigration. • 77% think the government is not doing enough “to control the border and to screen people allowed into the country”. • 85% strongly/somewhat agree “that enforcement of immigration laws and the border has been too lax and has made it easier for the terrorists to enter”. • 72% think that “a dramatic increase in resources devoted to border control and enforcement of immigration laws would help reduce the chances of future terrorist attacks”. • Six in ten Americans support reducing legal immigration levels. • 77% of respondents in a CNN poll opposed granting amnesty to illegal immigrants. • 53% of Americans said the number of legal immigrants allowed into the U.S. should be decreased. Only 6% wanted to see it increased. • 41% of Republicans and 45% of Democrats support stopping legal immigration altogether. • 72% of Americans think immigration should be reduced, • A Roper poll in January found that 83% of Americans favor a lower immigration level. 70% favor restricting immigration to less than 300,000 new immigrants a year (including 70% of Republicans, 73% of African-Americans, and 52% of Hispanics). Most want even larger cuts: 54% favor an immigration level of below 100,000 a year. 20% support no immigration at all. The same Roper poll found that a large majority (75%) supports strong laws to identify and deport illegal immigrants. Only 10% disagree with strict laws against the removal of illegal immigrants. The strongest supporters of tough measures against illegal immigrants are self-styled political moderates (78%), strongly religious (76%), whites (77%), Protestants (82%), and Midwesterners (85%). 76% of Democrats, 76% of Republicans, 78% of self-described middle-of-the-roaders, and 60% of Hispanics (English-speaking) also support tough laws against illegal immigrants. • 52% of all Americans favor a five-year ban on all legal and illegal immigration to the U.S., including 54% of all Republicans and 48% of all Democrats. • 50% favor a law that would stop all legal immigration into the U.S. for the next five years. • 63% of Americans think immigration levels are too high, including 66% of Republicans and 60% of Democrats. • 62% of Americans think immigration levels should be decreased, 27% think the present levels should remain, and 12% say they should be increased. Some lawmakers are particularly concerned with the attitudes of Hispanics on the immigration issue. Polls show that Hispanic Americans, like all Americans, support cutbacks in immigration. • 89% of Hispanic Americans strongly support an immediate moratorium on immigration. 74% feel fewer immigrants should be allowed and stronger restrictions should be enforced. • Hispanics favor reducing immigration by a margin of 53% to 35% in Texas, 48% to 40% in New York, and 47% to 39% in Florida. Rudolfo de la Garza, a University of Texas at Austin professor and one of the directors of the study, said: “U.S born Mexican-Americans believe that they suffer a lower quality of services because of the excess demand on them generated by the immigrants.” • 43% of Hispanics nationwide think the government is not doing enough to stop illegal immigration. The more established Hispanics are in the United States, the more likely they are to think the government is not doing enough to curb illegal immigration. 37% of foreign-born Hispanics believe not enough is being done; that belief increases to 45% of first-generation Hispanics and half of second-generation Hispanics. A sampling of a number of states regarding illegal immigration. With the mid-term elections on the horizon, Congress should become very attentive or they run the risk of being very unemployed.

You may have read that Feinstein’s paymasters (OPENSECRETS.org) WELLS FARGO and BANK of AMERICA, are two of the biggest recipients of banksters’ welfare that FEINSTEIN, BOXER, PELOSI voted for. So Far, Top Leaders Intend New Health Plan to Cover Illegal Aliens

Oh, sure, they say it isn't true. But every indication says it is.

Consider this report on CBS News' website:

Asked by CBS News' Katie Couric in an exclusive interview whether illegal immigrants should be covered under a new health care plan, President Obama responded simply, "no."

Fantastic, I thought, the President recognizes that his health plan already is so costly (according to CBO estimates) that he is losing Members of his own Party and he realizes that there is no way that he can add on the cost of providing full health care to 11-19 million illegal aliens.

But immediately, the President thought of an exception:

The one exception that I think has to be discussed is how are we treating children,

Uh, oh. That would be a few million exceptions, although he tried to make it sound like it would be limited to vaccinations and communicable disease control.

But he had much worse to tell Couric:

First of all, I'd like to create a situation where we're dealing with illegal immigration, so that we don't have illegal immigrants. And we've got legal residents or citizens who are eligible for the plan. And I want a comprehensive immigration plan that creates a pathway to achieve that.

Hmmmm, so the reason the President can say that NO he wouldn't cover illegal aliens with his health plan is because he plans to change their name from "illegal aliens" to "U.S. citizens" and cover them!

I know that Orwellian doublespeak is so common we almost don't pay attention anymore, but please allow me to state plainly what the President said so obliquely:

The Obama Administration's hope is that nearly all current illegal aliens will be covered by the emerging new national health plan because they will be re-labeled as legal residents as soon as the amnesty is passed.

In case it isn't clear, let me also state that the health costs of the 11-19 million illegal aliens to the U.S. taxpayer will be just as high whether they are called illegal aliens or legal residents. I hope the CBO cost counters are paying attention.

NO MEANS YES ON BENEFITS FOR ILLEGAL ALIENS

The leaders of the U.S. House are playing the same game.

They allow language to be put into the health bill (as in many other benefits legislation) that says illegal aliens are not eligible.

But when an amendment is offered to require verification of legal residence before receiving the benefit, Speaker Pelosi's team demands Party-line votes to kill it.

Friends, don't let a single politician fool you by talking about supporting language that bars illegal aliens from something. Those words mean nothing unless there is a verification system. And thus far, illegal aliens will not have to prove they are legal residents to get the new federal health coverage.

FOREIGN BORN RESPONSIBLE FOR MOST GROWTH IN UNINSURED

NumbersUSA takes no position on the various proposals for changes in our national health system.

But I think it is important to note that we probably would not be having this particular debate if not for immigration.

That is because immigration (legal and illegal) has been the primary cause of the growth in the uninsured, which is one of the primary factors that moved health care to center stage.

Consider this from a study by the Center for Immigration Studies:

According to the Census Bureau, since 1989 the population without health insurance has grown by 14.62 million and stood at 47 million in 2006.

In the March 2007 CPS there were 9.21 million immigrants who arrived in 1990 or later who did not have health insurance. This is equal to 62.9 percent of the growth in the uninsured population.

Moreover, there were 1.12 million children born to post-1990 immigrants who also lacked insurance, meaning that new immigrants and their U.S.-born children accounted for 71 percent of the growth in the uninsured population.

Without legal and illegal immigration since 1989, the uninsured population would have grown only one-quarter as much as actually happened. The "uninsured crisis" is almost entirely a crisis created by our immigration system.

CURRENT IMMIGRATION POLICIES WILL ADD MORE AND MORE NET DRAINS ON THE HEALTH CARE SYSTEM

Be clear that this is much more than just an illegal immigration problem.

Our immigration system is set up to bring in 1 million new legal immigrants each year who are disproportionately low-skilled, low educated and poor. The minute they arrive under a national health system, they will require additional health subsidies from the existing taxpayers.

If the government were really serious about reducing national medical costs, it would immediately pass the SAVE Act to slash illegal immigration and it would reduce legal immigration by 80%.

But who's serious?

The Daily Progress of Charlottesville, Va., certainly is serious. Get a load of these excerpts from its editorial:

Let’s set aside the arguments pro and con for nationalized health care, and zero in on those uncovered millions whom some proponents want other American taxpayers to support with their dollars.

First, the stats: There are an estimated 46 million folks out there not paying for health insurance. Of that number some 7-10 million people, or 15-20 percent, are illegal aliens. . . .

. . . . . All of this is to point to a major flaw in health-care legislation before Congress. As of earlier last week, none of the major legislative proposals had strict requirements that any agencies check the immigration status of anyone seeking to receive health-care services.

Most Americans may have already figured out that it’ll be their tax dollars and health-care premiums that will go toward the cost of underwriting health-care costs for millions of illegal immigrants.

If health-care legislation passes without a tough mandate for screening illegal immigrants, then the first prescribed procedure should be brain scans for the congressmen who voted for it.

We have NumbersUSA members who are rooting for the health care action to come through reasonably like the proposals and we have members who absolutely hate all of the proposals. But I think close to 100% of our members would agree that the proposals should go no further until there are guarantees that national health care will not be provided to today's illegal aliens and will not be used as a carrot to entice millions more.

Non-border states shoulder heavy burdens as well. Virginia's annual

Tell Congress No Health Insurance for Illegal Aliens

Alert: Democrats moved one step closer to giving free health
insurance to the nation's estimated 12 million illegal aliens when
they successfully defeated a Republican-backed amendment, offered by
Rep. Dean Heller, R-Nev., that would have prevented illegal aliens
from receiving government-subsidized health care under the proposed
plan backed by House Democrats and President Barack Obama.

The House Ways and Means Committee nixed the Heller amendment by a
26-to-15 vote along straight party lines, and followed this action by
passing the 1,018-page bill early Friday morning by a 23-to-18
margin, with three Democrats voting against the plan.

The Democratic plan will embrace Obama's vision of bringing free
government medical care to more than 45 million uninsured people in
America a significant portion of whom are illegal aliens.

According to the nonpartisan Congressional Budget Office, costs under
the Obama plan being proposed by the House will saddle citizens with
$1.04 trillion in new federal outlays over the next decade.

Congressional Democrats and Obama have argued that their health plan
is necessary to contain rising health care costs.

But, last Thursday, CBO Director Douglas Elmendorf testified before
the Senate Budget Committee and warned lawmakers that the proposed
legislation significantly expands the federal responsibility for
health care costs."

A key factor increasing costs is that Democratic plan provides for
blanket coverage to as much as 15 percent of the U.S. population not
currently insured, including illegals.

Democrats had insisted throughout the health-care reform debate that
illegals would be ineligible for the so-called public option plan
that is to be subsidized by taxpayers.

"We're not going to cover undocumented aliens, undocumented workers,"
Sen. Max Baucus, D-Mont., the chairman of the Senate Finance
Committee, told reporters in May. "That's too politically explosive."

Republicans, however, point out that the Democrats, by refusing to
accept the Heller amendment, would deny health agencies from
conducting simple database checks to verify citizenship. Many states
give illegals driver licenses, which will be sufficient to get free
health care under the plan.

Critics also contend that millions of illegals who already have
counterfeit Social Security cards or other fraudulent documents.
There is no enforcement mechanism in the legislation, experts say, to
prevent illegals who use fake IDs to obtain jobs from also obtaining
taxpayer-subsidized health insurance.

GOP representatives introduced the amendment to provide a way to weed
out non-citizens from the program.

A description of the amendment on Heller's Web site state it would
"better screen applicants for subsidized health care to ensure they
are actually citizens or otherwise entitled to it."

The Web post added, "The underlying bill is insufficient for the
purpose of preventing illegal aliens from accessing the bill's
proposed benefits, as it does not provide mechanisms allowing those
administering the program to ensure illegal aliens cannot access
taxpayer-funded subsidies and benefits."

The Heller amendment would have required that individuals applying
for the public health care option would be subject to two systems
used to verify immigration status already in use by the government:
The Income and Eligibility Verification System (IEVS) and the
Systematic Alien Verification for Entitlements (SAVE) program.

The two systems cross-reference Social Security numbers and
employment information to establish whether an individual is a U.S.
citizen.

Critics: Free Health Care Means More Illegals

A recent Rasmussen Reports poll found that an overwhelming 80 percent
of Americans oppose covering illegals in any public health care bill.

Anti-immigration activists say the availability of low-cost benefits,
including health insurance and in-state tuition, will only lure more
immigrants to come to the United States.

Political analyst Dick Morris, in his recently released best-selling
book Catastrophe, warns that giving illegal free health care will
lead to a flood of new illegals who can take advantage of such a
benefit not offered in their home countries.

William Gheen, president of Americans for Legal Immigration, agrees
with that sentiment, writing, "Each state and federal elected
official must know that illegal aliens should not be given licenses,
in-state tuition, mortgages, bank accounts, welfare, or any other
benefit short of emergency medical care and law enforcement
accommodations before they are deported."

But a small fraction of illegals end up deported, as many make
widespread use of fake IDs to easily gain access to government
benefits programs.

"Experts suggest that approximately 75 percent of working-age illegal
aliens use fraudulent Social Security cards to obtain employment,"
wrote Ronald W. Mortensen in a recent Center for Immigration Studies
research paper. Mortensen says one of the big misconceptions about
illegals is that they are undocumented.

James R. Edwards Jr., co-author of The Congressional Politics of
Immigration Reform, recently wrote on National Review Online that
"it's hard to envision how health reform can avoid tripping the
immigration booby trap."

Edwards says none of the legislation under consideration actually
requires any state, federal, or local agency to check the immigration
status of those who apply for the program.

The assumption is that companies have vetted their employees to
ensure they are eligibility for legal employment a difficult task for
employers given the active market in fraudulent documents. Thus
Edwards maintains "some of the money distributed … inevitably would
go to illegal aliens."

The estimates of illegal aliens in the United States without health
insurance vary. The most commonly cited statistic, attributed to the
Center for Immigration Statistics and the U.S. Census Bureau, holds
that 15 percent to 22 percent of the nation's 46 million uninsured
are illegal aliens. That would be between 6.9 million and 10.1
million people. During the 2008 presidential campaign, Obama claimed
the nation United States has 12 million or more undocumented aliens.

John Sheils of the Lewin Group, a health care consulting firm owned
by UnitedHealth Group, recently told National Public Radio that about
6.1 million illegals about half of all illegals in the United States
lack documentation and therefore would not be legally eligible for
benefits under the current health care reforms.

Sheils says the other half of the nation's illegals 5 million to 6
million use false documents to obtain on-the-books employment. Many
of them are already insured under their employers' plans, he added.

"A lot of those people are getting employer health benefits as part
of their compensation," Sheils told NPR.

Certainly, some contend that undocumented workers who are gainfully
employed and receiving benefits such as health insurance are
contributing to society. But the fact remains that, once equipped
with a fake ID, a person in the United States illegally can obtain
both a job and the benefits that go with it.

Estimates of the cost of providing illegals with medical care vary.
Most uninsured illegals who need medical attention obtain it from
hospital emergency rooms. And several states are already straining
under the huge burden of paying for the health costs of illegal
aliens.

According to the Federation for American Immigration Reform (FAIR),
in 2004 California's estimated cost of unreimbursed medical care was
$1.4 billion. Texas estimated its cost at $850 million annually, and
Arizona at $400 million.

Non-border states shoulder heavy burdens as well. Virginia's annual
cost of providing health care for undocumented workers is
approximately $100 million per year, FAIR reports, while Florida's
health care cost is about $300 million annually.

One of the ironies of the proposed legislation is that it would fine
American citizens who opt not to purchase insurance coverage, but
would exempt illegals from such fines. This is presumably due to the
fact that they are not supposed to participate in the program anyway.

Even if no illegals were likely to benefit from health care reform,
Democrats have made it clear that amnesty is the next item on their
ambitious legislative agenda.

"I've got to do health care, I've got to do energy, and then I'm
looking very closely at doing immigration," Senate Majority Leader
Harry Reid, D-Nev., declared in June.

Reid explained the urgent need for amnesty in terms very similar to
those that Democrats have used to press for health care reform. "We
have an immigration system that's broken and needs repair," Reid said.

Immigration expert Edwards, for one, says health-care reform may
itself need serious medical attention before it is healthy enough
pass through Congress.

"The American people may soon realize how much health reform will
benefit immigrants and cost the native-born," he writes. "When that
happens, the volatile politics of immigration could derail universal

House Committee Rejects Closing Health Coverage Loophole for Illegal Aliens
During consideration of the health care reform bill (H.R. 3200), the House Ways & Means Committee rejected an amendment that would have helped ensure illegal aliens would not receive taxpayer-funded health care benefits.

The amendment, offered by Rep. Dean Heller (R-NV), would have required the government to verify that enrollees in the "public plan" and applicants for "affordability credits" are not illegal aliens. Eligibility verification would have been determined by using existing databases — the Income and Eligibility Verification System (IEVS) and the Systematic Alien Verification for Entitlements (SAVE) system. (Congressional Quarterly, July 16, 2009; See also FAIR's Press Release, July 22, 2009). The Heller amendment would have addressed many of the same concerns that FAIR raised last week about whether illegal aliens would be able to receive taxpayer-funded health care benefits. (See FAIR's Legislative Update, July 20, 2009). Speaking in support of his amendment, Congressman Heller stated: "Requiring citizenship verification for enrollment would ensure only citizens and legal residents receive taxpayer funded healthcare." (Representative Heller's Press Release, July 16, 2009).

Opponents suggested that Heller's amendment was unnecessary because Section 246 of the bill states: "Nothing … shall allow Federal payments for affordability credits on behalf of individuals who are not lawfully present in the United States." (Legislative Text, Section 246). Critics of this language correctly point out that: (1) Section 246 only applies to affordability credits, which are the subsidies to help people pay for enrolling in a private health insurance plan, but will not prevent illegal aliens from enrolling in the government-run, taxpayer financed public option health plan; and (2) with respect to enrollment in private health insurance plans, Section 246 does not contain any meaningful verification procedures to ensure that illegal aliens do not receive subsidies paid for by American taxpayers. Accordingly, although the bill contains a provision limiting eligibility for the affordability credit to those legally present, it is limited in scope and virtually meaningless in effect. Unfortunately, despite the merits of the Heller Amendment, the House Ways and Means Committee rejected it on a party-line vote, with 15 Republicans supporting and 26 Democrats opposing the amendment. This may be exactly what the illegal alien lobby is looking for. In late June, the National Council of La Raza issued a statement demanding that Congress give illegal aliens taxpayer-funded health care under this bill. (See FAIR's Legislative Update, June 22, 2009). This week, the Congressional Hispanic Caucus (CHC) also urged Speaker Pelosi to ensure that illegal aliens are covered by the health care reform bill. (Roll Call, July 24, 2009). According to a CHC member, the organization's leaders are not asking Speaker Pelosi to "specifically spell something out" in the bill, but instead to seek to ensure that the bill does not actually prohibit illegal aliens from receiving benefits. "We're pushing to include everyone in the health care bill. Everyone," the CHC member who asked not to be identified said. "Sometimes if you don't say something, something happens." (Id.).

The health care legislation is now expected to move to the House Energy and Commerce Committee before it moves to the full House of Representatives.

Health Benefits For Illegal Immigrants

The powerful House committee that decides and controls the nation’s tax policy has essentially voted to give illegal immigrants health benefits under President Obama’s proposed multi trillion-dollar government plan.
On the heels of a national poll revealing that most Americans want illegal aliens excluded from national health coverage, the U.S. House of Representatives’ Committee on Ways and Means defeated a measure designed to reduce taxpayers’ liability by ensuring that undocumented immigrants don’t qualify for the benefits.
In a straight party line vote of 23-18, the committee rejected a Nevada congressman’s amendment requiring the federal government to confirm health care eligibility with the same databases currently used to screen welfare recipients. The government assures that illegal aliens don’t receive taxpayer-financed welfare benefits by utilizing the Income and Eligibility Verification System and the Systematic Alien Verification for Entitlements system.
Neither will be utilized to screen illegal immigrants when America’s Affordable Health Care Choices Act kicks in, however. Caving into the influential open borders movement, House Democrats refused to take action to limit the health system overhaul’s already outrageous and still-growing tab.
Nevada Republican Dean Heller offered the amendment as a cost-cutting effort by requiring the use of existing citizenship verification tools for the new health plans. The government-run healthcare system will kill jobs, hurt families and result in massive federal spending, according to the lawmaker. But if it passes, at least the government should assure that only citizens and legal residents get the taxpayer-funded healthcare, he says.
U.S. taxpayers already spend billions of dollars annually to provide free medical care for illegal immigrants with states that border Mexico taking the biggest hit. The expense has become so unbearable in California—long an illegal alien sanctuary—that several municipalities eliminated the perk this year to save tens of millions of dollars in the midst of the state’s dire financial crisis.
It hasn’t stopped Mexico's government from operating programs in about a dozen American cities referring its nationals—living in the U.S. illegally—to publicly funded health centers where they can get free medical care without being turned over to immigration authorities.
While this may sound too outrageous to be true, it’s very real. The program is called Ventanillas de Salud (Health Windows) in Spanish and its mission is to help illegal immigrants find U.S. hospitals, clinics and other government programs where they can get free services without being deported for violating federal immigration laws. Imagine the campaign Mexico will launch when Obama’s national health care bill passes.

The President suggests none of the bills, including the House bill, affirmatively grant coverage to illegal aliens. This would leave people with the perception that illegal aliens have no way of receiving coverage under the House bill at all. That perception is wrong. FAIR was the first organization to explain how illegal aliens will obtain coverage, not by an affirmative grant, but by a loophole contained in the House bill. That loophole arises because the bill fails to include eligibility verification screening that would effectively preclude coverage for illegal aliens. As FAIR has consistently pointed out, illegal aliens will be allowed to exploit this loophole in order to obtain taxpayer-funded health insurance benefits. From the American taxpayer's perspective, this is a distinction without a difference.

In essence, the bill creates nothing more than an "honors system" to prevent taxpayer-provided coverage for illegal aliens. The only thing that will prevent an illegal alien from receiving benefits under the House bill is to have the illegal alien decide to forego applying for those benefits. At the Ways & Means Committee markup of the House bill, Rep. Dean Heller (R-NV) tried to include an eligibility verification process, using existing government databases, to screen applicants' eligibility for the public plan and the affordability credit. Help FAIR Ensure That Illegal Aliens
Won't Be Able to Access Taxpayer-Funded Benefits!
The Senate is currently considering the health care reform bill (H.R. 3590). As FAIR's Legislative Analysis concludes:
1. The Senate bill contains a loophole to allow illegal aliens to access taxpayer-funded health care benefits;
2. The Senate bill fails to effectively prevent illegal aliens from accessing the taxpayer-subsidized "exchange" marketplace; and
3. In a radical departure from current law, the Senate bill circumvents long-standing policies that would require legal immigrants to wait five years before accessing federal health care benefits.
As a result, the Senate health care bill promotes poor immigration policy and fails to protect the interests of the American taxpayers.
In addition, the Senate bill raises a new issue. Under the bill, low-income American citizens – those with income below 100% of federal poverty (FPL) – have only one option for their health insurance: Medicaid. At the same time, the bill gives similarly-situated legal aliens more health care choices than the American citizen. Legal aliens can receive the taxpayer-subsidy to choose whatever health insurance they want. This is fundamentally unfair. It treats immigrants better than American citizens.
But despite these issues, the Senate has not debated these provisions on the Senate floor. Fortunately, these problems and inequities can still be fixed.
FAIR has been working with two true immigration reformers in the Senate who intend to offer amendments to fix these problems.
Senator Jeff Sessions (R-AL) will file an amendment that would:
• Require the use of a meaningful and effective verification system to ensure that illegal aliens will not be able to access taxpayer-funded tax subsidies created by the bill;
• Prevent illegal aliens from accessing the taxpayer-funded exchange to buy insurance; and
• Maintain the 5-year waiting period in current law so that immigrants must pay into the system before they are able to receive taxpayer-funded health benefits. The 5-year waiting period is critical because it embodies the principle that immigrants should not become a public charge – or burden – to the American people.
In addition, Senator John Ensign (R-NV) has filed an amendment (Amdt. No. 3016) to ensure that American citizens would have the same choices for their health care as the bill gives legal immigrants. This will guarantee citizens are not treated unfairly.

• That each of these critical amendments will get a vote on the Senate floor.

In hosting America's largest population of illegal immigrants, California bears a huge cost to provide basic human services for this fast growing, low-income segment of its population. A new study from the Federation for American Immigration Reform (FAIR) examines the costs of education, health care and incarceration of illegal aliens, and concludes that the costs to Californians is $10.5 billion per year.
Among the key finding of the report are that the state's already struggling K-12 education system spends approximately $7.7 billion a year to school the children of illegal aliens who now constitute 15 percent of the student body. Another $1.4 billion of the taxpayers' money goes toward providing health care to illegal aliens and their families, the same amount that is spent incarcerating illegal aliens criminals.
"California's addiction to 'cheap' illegal alien labor is bankrupting the state and posing enormous burdens on the state's shrinking middle class tax base," stated Dan Stein, President of FAIR. "Most Californians, who have seen their taxes increase while public services deteriorate, already know the impact that mass illegal immigration is having on their communities, but even they may be shocked when they learn just how much of a drain illegal immigration has become."
The Costs of Illegal Immigration to Californians focuses on three specific program areas because those were the costs examined by researchers from the Urban Institute in 1994. Looking at the costs of education, health care and incarceration for illegal aliens in 1994, the Urban Institute estimated that California was subsidizing illegal immigrants to the tune of about $1.1 billion. The enormous rise in the costs of illegal immigrants over the intervening ten years is due to the rapid growth in illegal residents. It is reasonable to expect those costs to continue to soar if action is not taken to turn the tide.
"Nineteen ninety-four was the same year that California voters rebelled and overwhelmingly passed Proposition 187, which sought to limit liability for mass illegal immigration. Since then, state and local governments have blatantly ignored the wishes of the voters and continued to shell out publicly financed benefits on illegal aliens," said Stein. "Predictably, the costs of illegal immigration have grown geometrically, while the state has spiraled into a fiscal crisis that has brought it near bankruptcy.
"Nothing could more starkly illustrate the very high costs of ‘cheap labor' than California's current situation," continued Stein. "A small number of powerful interests in the state reap the benefits, while the average native-born family in California gets handed a nearly $1,200 a year bill."
The Federation for American Immigration Reform is a nonprofit, public-interest, membership organization advocating immigration policy reforms that would tighten border security and prevent illegal immigration, while reducing legal immigration levels from about 1.1 million persons per year to 300,000 per year.

Illegal aliens constitute about 7% of the state’s population, or about 2.7 million, according to an April report by the Pew Hispanic Center. State officials say that they add about $4 billion to $6 billion in costs, primarily in the area of schools, prisons and jails, and emergency rooms. This is money the slightly less Golden State can scarcely afford.
For fiscal 2009-10, it’s estimated that about $834 million will be spent to incarcerate 189,000 illegal immigrants in the state’s prison system. In Los Angeles County alone, Supervisor Mike Antonovich says, illegal aliens add up to $550 million annually in criminal justice costs.
Little note has been made that much of California’s prison crisis is due to crimes committed by illegal aliens invited in through the sanctuary policies of its major cities and their policies of not allowing local police to notify immigration authorities when suspected illegals are apprehended.
According to statistics released by the FBI, more than 95% of arrest warrants issued in Los Angeles for the crime of murder are for illegal aliens. Nearly 25% of the California prison population consists of illegal aliens. Increased border and interior enforcement, coupled with expedited deportation, could help immeasurably.
The state legislative analyst estimates, based on Pew data, that about 300,000 of the state’s 6.3 million public school students are illegal residents. They are educated by California taxpayers to the tune of $7,626 each for a total cost of nearly $2.3 billion.
At the college level, California is one of 10 states that grant the children of illegal aliens in-state tuition rates. The financial benefits of these programs to illegal aliens are as great as the penalty imposed on U.S. citizens and state treasuries. So if their parents sneak in from Guadalajara, they get a break that the children of an Iraq veteran from Nevada doesn’t.
In health care, the expected tab for 2009-10 is $703 million for as many as 700,000 illegals. Even Gov. Schwarzenegger was moved recently to propose limiting welfare and non-emergency health care for them.

Chicago homeless crisis worsens with budget cuts, mass foreclosures

Foreclosures, job losses and medical expenses have forced more of the city’s working poor from their homes as the state of Illinois, in fiscal crisis, slashes social spending. Rising homelessness in Chicago and surrounding areas is buckling the network of emergency shelters, pantries and aid programs.
The Chicago Coalition for the Homeless (CCH) estimates that 21,000 people are on the streets on a given night. Of these, the Chicago Tribune reports that less than a quarter spend the night in a shelter. Nearly half the homeless population is under the age of 22.
The city shelters are notoriously overcrowded, and often dangerous. In a week’s time, hundreds of people can be turned away for lack of beds in Chicago. The Tribune recently reported that “only 5 percent of the shelter beds were vacant in 2009, down from 12 percent in 2008.”
Filthy conditions and violence in city shelters has many homeless, especially women, preferring to take their chances on the street rather than risk physical attack in shelters or robbery of what few possessions they have. Many seeking services approach emergency shelters only as a last resort; most come only after having doubled up with relatives or friends in overcrowded conditions before finally turning to the city’s emergency service providers.
Conditions in church shelters, though few, are marginally better. Gene, who has been homeless for six weeks, told the World Socialist Web Site that he rode the city’s elevated train for two weeks until a spot in a local church shelter became available.
A single man approaching middle age, Gene explained that he had been self-employed when the costs of a leg injury became burdensome, and he was evicted. Still under doctor’s supervision, he said he’d been scrambling to find a place to go after his allotted 90 days at the church shelter are up, despite the fact that he will not yet be able to work.
Gene told the WSWS, “You have people looking at you like you’re a loser, like you did this to yourself.”
Like thousands of others who have become homeless during this recession, Gene said that at first he had no idea how to navigate the network of services that might be available to him.
In February, the homelessness prevention hotline operated by the Chicago Alliance to End Homelessness received 59 percent more calls that in February 2008, many coming from families whose income is more than $30,000 per year.
Since the 2010 Illinois state budget for homeless services has been reduced by $12.7 million, next year is expected to be particularly bleak for the homeless, as well as those seeking homeless prevention services. Some state officials aim to use funds from the American Recovery and Reinvestment Act to plug budget holes, while slashing state budgets for homeless services, which will make the existing problems much worse once the federal dollars are spent.
Illinois trails only California in its budget deficit, and state agencies that provide social services are under enormous pressure to continue to operate, though they have not been paid by the state of Illinois since the 2010 fiscal year began in July, as reported on Chicago Public Radio. As of this month, one Southside shelter serving homeless youth and their children owes more than $42,000 in rent.
Lack of affordable housing is a major driver of homelessness in Chicago and the surrounding area. The CCH states that in the first few days of the 2008 application period the Chicago Housing Authority received 500,000 applications for the 40,000 housing units available. In the spring of 2008, CCH also noted that in 117 municipalities in Illinois, less than 10 percent of the housing stock is considered to be affordable; 108 of these municipalities are in the Chicago region, mostly in the northern and western suburbs where there are more jobs available.
In 2007, Chicago Mayor Richard Daley pledged to eradicate homelessness by 2012 by broadening the Affordable Housing Ordinance to require developers to reserve at least 10 percent of most new housing developed for those making the area’s median income of $75,000. The proposal was broadly criticized as cosmetic.
The lack of affordable housing in the Chicago area reflects a nationwide problem. The National Low-Income Housing coalition estimates that 1.7 million more housing units are needed to meet housing needs for low-income households. The same study reports that one-fifth of US jobs do not bring in wages to meet a family’s basic needs. The result of decades of paltry wages and increasing housing costs is that one in seven households in the United States faces severe housing cost burdens as housing costs rapidly outpace wages.
Homelessness in Chicago-area suburbs
Numbers of the sheltered and unsheltered homeless continue to climb in suburban areas. The Public Action to Deliver Shelter (PADS) network, active in the Chicago suburbs, has seen a 30 percent increase in need for shelter in the South suburbs of Cook County, and far more dramatic increases in the western counties of DuPage and McHenry.
The Chicago Tribune reported December 4 that the need for emergency shelter far outstrips the supply in the suburbs, despite the existence of a broad network of supporting congregations that provide shelter. The disparity has become so extreme that PADS shelters are now resorting to nightly lotteries for beds. Those who are not selected are given a bus ticket to the city and a list of shelters.
Mike Wasserberg, an executive director at PADS, told the Tribune, “We were way beyond what capacity would normally be considered.... You would like to be able to provide everybody with a pad to sleep on, but sometimes when the numbers get so high, it’s just getting someone in out of the cold and being able to provide them three meals and give them a place to put their head down, even if it’s on a table.”
Young families are particularly vulnerable to homelessness. The CCH has identified a 45 percent increase of homeless students in suburban Chicago. An estimated 26,000 youth are homeless in the state of Illinois, 15,000 of whom are in Chicago. Lakeview Action Coalition notes that there are far too few shelters providing services to youth¯212 shelter beds designated for homeless youth provided by the state and 119 beds in the city of Chicago.
For 2010, the Center on Budget and Policy Priorities estimates that homelessness is expected to grow based on rising unemployment and increased rental market competition due to foreclosures: “The number of people in ‘deep poverty’¯with incomes below half of the poverty line¯will rise by an estimated 4.5-6.3 million if unemployment reaches 9 percent. This would represent an increase of about 900,000-1.1 million families with children that fall into deep poverty and thus are at risk of housing instability and homelessness” (emphasis in the original).
The National Law Center on Homelessness and Poverty reported that lack of affordable housing has reached a crisis point, as demand for cheaper rents increases “due to a combination of factors, not the least of which are falling incomes, a reduced job market, the loss of rental homes due to foreclosure and more competition for the remaining rentals as previous homeowners are pushed into the rental market.”
Foreclosures affecting homelessness
A recent study carried out by several advocacy groups identified a substantial increase in homelessness nationwide due to foreclosures. According to the study, 19 percent of service providers interviewed reported that the homeless population they serve increased by 11 to 20 percent due to foreclosure, while 11 percent of providers reported an increase between 21 and 30 percent. The Southern and Midwestern regions of the country have been hit hardest, reporting a 15 percent increase in homelessness due to foreclosures. Illinois saw greater than 13,600 foreclosures this year, a 54 percent increase from 2008, according to RealtyTrac.
After foreclosure, staying in a shelter is the second most common living situation people find themselves in after turning to family and friends for help. Those doubling up with family or friends are not counted among the homeless by the city of Chicago or the federal government.

Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

The setting was not quite the flight deck of the U.S.S. Abraham Lincoln with a “Mission Accomplished” banner as the backdrop, but it was the next best thing. Speaking at the Center for American Progress (CAP) on Nov. 13, Homeland Security Secretary Janet Napolitano declared victory over illegal immigration and announced that the Obama administration is ready to move forward with a mass amnesty for the millions of illegal aliens already living in the United States.
Arguing the Obama administration’s case for amnesty, Napolitano laid out what she described as the “three-legged stool” for immigration reform. As the administration views it, immigration reform must include “a commitment to serious and effective enforcement, improved legal flows for families and workers, and a firm but fair way to deal with those who are already here.”
Acknowledging that a lack of confidence in the government’s ability and commitment to effectively enforce the immigration laws it passes proved to be the Waterloo of previous efforts to gain amnesty for illegal aliens, Napolitano was quick to reassure the American public that those concerns could be put to rest.
“For starters, the security of the Southwest border has been transformed from where it was in 2007,” stated the secretary. Not only is the border locked up tight, she continued, but the situation is well in-hand in the interior of the country as well. “We’ve also shown that the government is serious and strategic in its approach to enforcement by making changes in how we enforce the law in the interior of the country and at worksites…Furthermore, we’ve transformed worksite enforcement to truly address the demand side of illegal immigration.”
If Rep. Joe Wilson had been in attendance to hear Secretary Napolitano’s CAP speech he might well have had a few choice comments to offer. But since he wasn’t, we will have to rely on the Department of Homeland Security’s own data to assess the veracity of Napolitano’s claims.
According to DHS’s own reports, very little of our nation’s borders (Southwestern or otherwise) are secure, and gaining control is not even a goal of the department. DHS claims to have “effective control” over just 894 miles of border. That’s 894 out of 8,607 miles they are charged with protecting. As for the other 7,713 miles? DHS’s stated border security goal for FY 2010 is the same 894 miles.
The administration’s strategic approach to interior and worksite enforcement is just as chimerical as its strategy at the border, unless one considers shuffling paper to be a strategy. DHS data, released November 18, show that administrative arrests of immigration law violators fell by 68 percent between 2008 and 2009. The department also carried out 60 percent fewer arrests for criminal violations of immigration laws, 58 percent fewer criminal indictments, and won 63 percent fewer convictions.
While the official unemployment rate has climbed from 7.6 percent when President Obama took office in January to 10 percent today, the administration’s worksite enforcement strategy has amounted to a bureaucratic game of musical chairs. The administration has all but ended worksite enforcement actions and replaced them with paperwork audits. When the audits determine that illegal aliens are on the payroll, employers are given the opportunity to fire them with little or no adverse consequence to the company, while no action is taken to remove the illegal workers from the country. The illegal workers simply acquire a new set of fraudulent documents and move on to the next employer seeking workers willing to accept substandard wages.
In Janet Napolitano’s alternative reality a mere 10 percent of our borders under “effective control” and sharp declines in arrests and prosecutions of immigration lawbreakers may be construed as confidence builders, but it is hard to imagine that the American public is going to see it that way. If anything, the administration’s record has left the public less confident that promises of future immigration enforcement would be worth the government paper they’re printed on.
As Americans scrutinize the administration’s plans to overhaul immigration policy, they are likely to find little in the “three-legged stool” being offered that they like or trust. The first leg – enforcement – the administration has all but sawed off. The second – increased admissions of extended family members and workers – makes little sense with some 25 million Americans either unemployed or relegated to part-time work. And the third – amnesty for millions of illegal aliens – is anathema to their sense of justice and fair play.
As Americans well know, declaring “Mission Accomplished” and actually accomplishing a mission are two completely different things. When it comes to enforcing immigration laws, the only message the public is receiving from this administration is “Mission Aborted.”

State university fee hikes are a test many families can't pass
As California's promise of affordable higher education slips out of reach for many, some parents urge making a noise in Sacramento.

The budget crisis afflicting California State University could not have come at a worse time for Berenice Vite and Rafael Curiel, whose son Alonso is a sophomore at Cal State Long Beach. As the university was imposing a 32% student fee hike this year, Curiel underwent two shoulder surgeries and lost his job at a medical equipment firm.

The family has missed three house payments to scrape together tuition to continue educating their son, who does not qualify for financial aid. They are frustrated and worried, and they believe that their voices have not been heard as fast-moving decisions have been made to raise fees, cut enrollment and eliminate programs.

"All of these things are coming at the same time, and I'm really concerned," said Vite, 46, an instructional aide for the Los Angeles Unified School District. "I was raised learning about the importance of education, and I want my children to be educated. But we don't know if we're going to have a house or not."

The fee increases, as well as mandatory staff and faculty furloughs, steep reductions in enrollment (40,000 otherwise eligible students will be turned away in the next two years at Cal State) and elimination of programs and majors have spurred student and faculty protests on many campuses.

But now there is an emerging movement of parents who are speaking out and assuming a bigger advocacy role.

Time for protest

Emma Hernandez, 56, took a page from her younger days supporting the United Farm Workers when she attended a recent rally in front of the governor's downtown Los Angeles office to protest the cuts. Her family is using the equity in its home to help pay tuition for son Tomas Diaz, 22, who attends Cal State Long Beach, and daughter Sonja Diaz, 24, who attends UCLA's graduate school of public policy.

Hernandez's youngest, Cerena Diaz, 17, an Alhambra High senior with a 4.4 GPA, wants to attend UC Berkeley. Hernandez, a retired program coordinator with the L.A. housing authority who is disabled, isn't sure if she and her husband will be able to afford the tuition.

"She tells me, 'Mom, I'm reading about the budget cuts and the enrollment cuts, and I'm not going to get in,' " said Hernandez. The former migrant worker said she and other parents should be role models for the younger generation. "I think it's so important that people get up there and start talking. I feel like the university and state leaders have let us down."

Average undergraduate fees at Cal State rose this school year to nearly $4,900, not counting books, transportation and housing costs, which can add $10,000 more. Basic undergraduate fees at UC next fall will be about $10,302 a year, with about $1,000 in additional campus-based charges; and room, board and books could add $16,000 more. Community colleges increased fees 30% from $20 to $26 per credit.

Critics of the fee hikes fear that more low-income students will be shut out, but middle-income families who don't qualify for need-based financial aid say they are being equally squeezed. Curiel and Vite are awaiting word on their application for a mortgage modification. They are reluctant to saddle Alonso, a pre-nursing major, with student loans. Meanwhile, the couple are waiting to find out if they can make installment payments for spring fees. A payment is due this week.

Bob Combs, president of the parent advisory council at Cal State Chico, is organizing a campaign to contact state lawmakers.

"We elect these officials, we donate money and we are the voice of our children," said Combs, a real estate agent. "If one of us is calling an Assembly member or Congress person, we're certainly much stronger if 10 of us are calling."

Looking out of state

Combs' son is a junior at Chico. But with that campus and others tightening acceptance criteria, he fears that his daughter, a high school senior with a 3.2 GPA, will not be admitted.

The family is considering out-of-state schools, including the University of Nevada, Reno, which offers to residents of California and other Western states a tuition discount that compares favorably to Cal State fees.

"The reason California's public higher education system has been so successful is that it provided a good education for a reasonable price, but that is changing," said Combs.

Steve Maples, director of admissions at the University of Nevada, Reno, said increasing numbers of California students are taking advantage of his school's tuition break; 200 enrolled in the fall and that number is likely is to increase with the budget crisis.

"It's certainly an unfortunate situation in California," said Maples. "I hate to use the word 'benefit,' but if it leads more qualified students our way, it will be something that helps our university."

That is the kind of news that Ken Stone dreads hearing. President of the Cal State University Alumni Council and father of three Cal Poly San Luis Obispo students, Stone has been working to create a new alumni website and Facebook group to help alumni, parents and students share information.

"There are things we can do at a grass-roots level, like talking with friends and neighbors about the threat to higher education, and we want to make sure we can talk from a knowledgeable base," said Stone, who is vice president and director of sales and marketing for a national architectural and engineering firm.

His biggest concern is the rollback of access to the university. Both he and his wife, Jeanne, who teaches at UC Irvine, are Cal Poly San Luis Obispo graduates.

"Tens of thousands of students who want to get an education and contribute to the California economy are being told no," said Stone. "If they go to school in another state, ultimately that's where they're going to end up entering the workforce. All Californians should find that unacceptable."

Pamela Anderson is heartbroken by the distress the budget cuts are inflicting on her daughters. Erica, 22, a psychology major at Fresno State, was due to graduate in May -- until three mandatory classes were cut.

"She is devastated that she will have to spend another year in school," said Anderson, a member of the campus parent group. Daughter Leslie, 20, a community college student, wants to transfer to San Francisco State or San Diego State, two Cal State campuses that will be exceptionally hard to get into.

Meanwhile, Anderson's income as a senior computer analyst for Fresno County Superior Court disqualifies the family from financial aid, so she is struggling to pay not only tuition but an estimated $1,500 to $2,000 for books for next semester alone.

"It is putting the whole family through pain," she said.

Some parents are not only protesting but also bolstering fundraising efforts and giving from their own pockets to help hard-hit campuses.

Officials in the UC system are appealing to parents and alumni to make donations and lobby the governor and state lawmakers.

Howard and Jill Singer have opened their checkbook to support the career services office and programs serving disabled and foster students at San Diego State. Singer, 59, an executive at IBM who lives in Laguna Hills, also got his company to provide a matching grant for computer equipment.

The foster program is dear to them, he said, because the couple's foster son, Joel, 17, a high school senior, wants to enroll there. The Singers are incensed by cost-cutting measures on campuses, such as staff and faculty furloughs that mean less classroom time for daughter Jaclyn, 20, a journalism major.

They spoke at a recent campus rally about the issue.

"Our students aren't just competing against other students in the community but from all over the world," Howard Singer said. "Do you think in other states and countries students are only getting 80% of an education? I don't think parents realize yet the impact these budget cuts are going to have on their children. Many parents can't open up their wallets, but they can bombard the governor and legislators."
The budget crisis afflicting California State University could not have come at a worse time for Berenice Vite and Rafael Curiel, whose son Alonso is a sophomore at Cal State Long Beach. As the university was imposing a 32% student fee hike this year, Curiel underwent two shoulder surgeries and lost his job at a medical equipment firm.

The family has missed three house payments to scrape together tuition to continue educating their son, who does not qualify for financial aid. They are frustrated and worried, and they believe that their voices have not been heard as fast-moving decisions have been made to raise fees, cut enrollment and eliminate programs.

"All of these things are coming at the same time, and I'm really concerned," said Vite, 46, an instructional aide for the Los Angeles Unified School District. "I was raised learning about the importance of education, and I want my children to be educated. But we don't know if we're going to have a house or not."
